Don-Kuban steppe frontier became a borderland. In spite of the<br />

obstacles to maintaining boundaries in the open steppe, in 1700<br />

the Russian and Ottoman empires set out to regulate, then<br />

eradicate, the ancient patterns of frontier interaction between<br />

Cossacks and Tatars. The first section of the paper surveys the<br />

treaty negotiations and the demarcation of a steppe border south of<br />

Azov. The second part of the paper examines how state officials<br />

from both sides attempted to regulate and resolve conflicts<br />

between Cossacks and nomads. Though the peace process broke<br />

down, the joint decision to create and enforce borders in the steppe<br />

had dramatic effects on the peoples of the frontier. New sets of<br />

borderland norms redefined raiding as robbery and criminalized<br />

activities that for centuries had been sanctioned by frontier<br />
