IMPACT AID SURVEY 

• Federal Impact Aid is a law that provides 

a way for the federal government to 

reimburse local school districts for the 

loss of property and business tax support 

associated with federally connected 

students residing on/off base in the 

district. 

• The funding that your child’s school 

receives in Impact Aid directly impacts 

his or her education by providing 

replacement funding for operating 

expenses such as materials, equipment, 

staff, special education programming, 

and building improvements as part of 

the general funding of the district. 

What Can I Do As A Parent? 

Each year your child receives a Federal Survey 

Form that requests confidential information 

regarding his/her federal connection (including 

military and civilian family members). Simply by 

thoroughly completing and promptly returning 

this brief survey, you contribute to your child’s 

school funding! 

• Incomplete surveys cannot be submitted 

for Impact Aid; thereby creating a loss of 

funding for the district.

Army Family Action Plan (AFAP)

what works, what does not work, and how

Army Family Team Building (AFTB)

Exceptional Family Member Program 

(EFMP)

service. Its mission is to assist Active Duty 

Personnel with Family members who have 

physical, emotional, developmental, or 

intellectual needs who require special 

treatment, therapy, education, training, 

and equipment or building modifications. 

EFMP is designed to minimize the

the Family during relocation, and to give 

considerations to those needs in the 

reassignment process through medical

Our APG office accepts hard copy applications; however, 

there are additional forms that must be completed to 

successfully accomplish the application process. Please 

review the vacancy announcement in detail to ensure 

all required documents are provided. Neglecting 

to submit a complete application will affect your

The Civilian Welfare Fund provides 

a range of recreational and morale 

support services, lunchtime activities, 

sports programs and events throughout 

the year, and are a favorite among the 

APG Community. 

The Civilian Welfare Fund also provides 

and maintains the Civilian Activity 

Picnic Area (CAPA Field). This beautiful 

waterfront location offers restrooms, air 

conditioned recreational room, large 

pavilion, walk-in ice closet, ice machine, 

softball field, volleyball court, basketball 

courts and grill. CAPA Field may be 

rented for personal functions. 

The Post Restaurant Fund provides 

food and soda vending services for 

the Civilian population at APG and 

gives financial support to the Civilian 

Welfare Fund and the Maryland Vending 

Program for the Blind. For service calls,

Throughout the year, the 

Civilian Welfare Fund also 

sponsors sign-up events at 

APG for area club stores.
