extreme circumstances, assistance may be<br />

given as a grant. Emergencies must have<br />

actions. Food vouchers are also available for<br />

Army Family Action Plan (AFAP)<br />

The Army Family Action Plan provides a way<br />

for Soldiers, Family members and Civilian<br />

employees to let the Army leadership know<br />

what works, what does not work, and how<br />

things can be changed to improve the<br />

quality of life within the Army <strong>com</strong>munity.<br />

1. You Tell Us What You Think – Using<br />

submission forms found throughout<br />

the APG Community and on the APG<br />

website, submit your ideas, concerns, or<br />

suggestions.<br />

2. AFAP Listens and Acts – Once an issue is<br />

received, it is reviewed by local volunteers,<br />

discussed at monthly forums, and<br />

submitted for action at the APG annual<br />

AFAP Conference.<br />

3. Together We Find A Solution – Although<br />

some issues take time or are proven<br />

unattainable, every issue is reviewed,<br />

monitored, and tracked until a resolution<br />

is found. Most issues can be handled<br />

locally and are sent to the appropriate<br />

directorate for resolution. Those issues<br />

beyond the scope of FORSCOM may then<br />

be forwarded on to the Headquarters,<br />

Department of the Army (HQDA) AFAP<br />

program. Volunteer instructors teach<br />

resources providing the tools and skills<br />

Exceptional Family Member Program<br />

(EFMP)<br />

This program is in all branches of the<br />

service. Its mission is to assist Active Duty<br />

Personnel with Family members who have<br />

physical, emotional, developmental, or<br />

intellectual needs who require special<br />

treatment, therapy, education, training,<br />

and equipment or building modifications.<br />

EFMP is designed to minimize the<br />

disruptions those needs might have upon<br />

the Family during relocation, and to give<br />

considerations to those needs in the<br />

reassignment process through medical<br />

and education evaluations.<br />

Family Advocacy Program (FAP)<br />

Designed to break the cycle of spouse/<br />

intimate partner and child abuse by<br />

identifying abuse as early as possible and<br />

by providing prevention and intervention<br />

The Civilian Welfare Fund provides<br />

a range of recreational and morale<br />

support services, lunchtime activities,<br />

sports programs and events throughout<br />

the year, and are a favorite among the<br />

APG Community.<br />

The Civilian Welfare Fund also provides<br />

and maintains the Civilian Activity<br />

Picnic Area (CAPA Field). This beautiful<br />

waterfront location offers restrooms, air<br />

conditioned recreational room, large<br />

pavilion, walk-in ice closet, ice machine,<br />

softball field, volleyball court, basketball<br />

courts and grill. CAPA Field may be<br />

rented for personal functions.<br />

The Post Restaurant Fund provides<br />

food and soda vending services for<br />

the Civilian population at APG and<br />

gives financial support to the Civilian<br />

Welfare Fund and the Maryland Vending<br />
