Over 200 people from the local community
Introductions and welcome were made to the Special Community Committee
meeting.
Ann Cavanagh, Chair of Community Committee, explained why this special
community committee was being held and asked people to listen to guest speakers
and ask questions at the end.
Ann asked the meeting if there were any objections to filming of this meeting.
RESOVED: that no one objected to filming of meeting.
Cllr Antrobus, Assistant Mayor, Strategic Planning, informed the meeting that
Salford City Council is revising their strategic plans on development along with the
legal plans to link into the Greater Manchester Spatial Framework.

GMSF Presentation
Nov 16.ppt
Chris Findley, SCC, Assistant Director, Planning & Transport gave some
background on the previous Unitary Development Plan that was adopted in 2006
and now work is ongoing to produce a new local plan for Salford that will link into the
Greater Manchester Spatial Framework.
This proposed plan is at very early stages which could take 4 years to
process/develop. It will cover housing, employment for the whole of Salford.

Over a 20 year period land is required from the whole of Salford for economic,
population and household growth including infrastructure to support this growth.

Prince’s Park
A report has gone to lead members for approval before
consultation restarts in the community. This will then be taken to

Community committee will be updated when more information has
been gathered.
Update on Skatepark
There has been a delay on completion due to a number of factors
such as stolen tools, vandalism and asb. Also some minor
alterations have been made to one of the ramps. Cllr Kelly to find
out timescales for completion.

Chat Moss Centre
Project group has been set up and met. Land has been purchased
and a pre-planning application has been submitted.

Update on Cadishead Rhino’s Community Rugby League Club
new Facilities
Julie Thompson informed the team that from December
2016/January 2017 the procurement process to employ a
contractor with a view to be on site end February/March 2017 is in
the process.
There is community space for activities with a kitchen and a bar
area. The proposed plans have scope for extension if Cadishead
Rhino’s would like to do so.

Update Irlam Station
Parking - Ongoing discussions with Network Rail to remove a
fence that will link the car park to the station. Proposals are
currently with planning. It is hoped this will be completed by the
Spring.

have drawn up a simpler solution to establish step free access with
HDT maintaining the area.
It is hoped that a new cycle route west of the station to New Moss
Lane will be created which HDT will fund.
Update on Cadishead Viaduct
Network Rail has agreed in principle for the lights and artwork on
the bridge. Once this has been signed off HDT will liaise with SCC
to discuss the traffic flow to minimise the traffic. Looking at half
term next Spring.

Hulmes Bridge, Free Ferry
Payback is looking at a suitable surface for the pathway and will let
us have a price for this once they have all of the information. Anne

GMSF Plan Presentation
Claire Thorn and Jimmy McManus, Principal Planning Officers,
gave a presentation on the draft GMSF plan which will be given at
I & C Community Committee on 17/11/16.
Discussion took place regarding how to publicise the consultation
outside the community committee.
Suggestions:
Consultation forms to be brought to community committee
Irlam & Cadishead Times
Consultation forms available for any members of the public
at community committee.
Copy of proposed draft map for Cllrs to share.

Update on Prince’s Park Masterplan
1. The emerging thoughts illustrated on the attached drawings were made
available for the community to view at an exhibition at Irlam Leisure Centre on
17 th October 2016.
2. Subsequent to this, the stakeholder group met on the 19 th October 2016 to
review the outcome of the exhibition and agree what wider consultation
should be carried out.
3. Initial feedback from the exhibition indicated a generally favourable response
to improving facilities within the park (although there were mixed views
regarding suggested locations or whether certain facilities should be relocated).
However, the key concerns related to: -
Whether the park was an appropriate location for a new health
centre/community hub
Potentially combining the existing two libraries in to a centrally located
community hub building.
Sensitivities around re-locating the war memorial.
4. The consultation process proposed by the stakeholder group was as follows: -
To place an article in the Irlam & Cadishead times to promote the
consultation.
To load display boards showing the emerging thoughts, a list of
‘frequently asked questions’ and questionnaire on to the City Councils
Community Team website page and the Hamilton Davies Trust
website.
To develop and host a Survey Monkey on the City Councils Community
Team website page.
To issue a letter with supporting display boards to all schools in the
district to seek the views of young people.
To locate a touring exhibition of emerging thoughts & questionnaire in
the two libraries in the district and the Hamilton Davies Trust offices
over a one month period.
5. Subsequent to the stakeholder group meeting on the 19 th October, senior
council managers requested that appropriate Lead and Executive Support
Members be briefed to advise of the consultation process proposed by the
stakeholder group (particularly taking in to account the key concerns already
raised in paragraph 3 above). This took place on the 14 th November, where
the process was agreed.

6. Prior to embarking on further consultation officers of the council, felt it
appropriate to report back to the Irlam and Cadishead Regeneration Group
and agree a way forward.
7. The key points to be considered and agreed by the Regeneration Group are:
a) Whether further consultation should be carried out at the present time,
bearing in mind the key concerns raised in paragraph 3 above.
b) If agreed that the consultation should go ahead: -
i. What should be included in the consultation material e.g. remove the
hub building altogether or show two options, one with and one without
a community hub building.
ii.
An appropriate timetable for consultation.
