Over 200 people from the local community<br />
Introductions and welcome were made to the Special <strong>Community</strong> <strong>Committee</strong><br />
meeting.<br />
Ann Cavanagh, Chair of <strong>Community</strong> <strong>Committee</strong>, explained why this special<br />
community committee was being held and asked people to listen to guest speakers<br />
and ask questions at the end.<br />
Ann asked the meeting if there were any objections to filming of this meeting.<br />
RESOVED: that no one objected to filming of meeting.<br />
Cllr Antrobus, Assistant Mayor, Strategic Planning, informed the meeting that<br />
Salford City Council is revising their strategic plans on development along with the<br />
legal plans to link into the Greater Manchester Spatial Framework.<br />

GMSF Presentation<br />

Chris Findley, SCC, Assistant Director, Planning & Transport gave some<br />
background on the previous Unitary Development Plan that was adopted in 2006<br />
and now work is ongoing to produce a new local plan for Salford that will link into the<br />
Greater Manchester Spatial Framework.<br />
This proposed plan is at very early stages which could take 4 years to<br />
process/develop. It will cover housing, employment for the whole of Salford.<br />

Over a 20 year period land is required from the whole of Salford for economic,<br />
population and household growth including infrastructure to support this growth.<br />

Prince’s Park<br />

<strong>Community</strong> committee will be updated when more information has<br />

Update on Skatepark<br />
There has been a delay on completion due to a number of factors<br />
such as stolen tools, vandalism and asb. Also some minor<br />
alterations have been made to one of the ramps. Cllr Kelly to find<br />
out timescales for completion.<br />

Project group has been set up and met. Land has been purchased<br />
and a pre-planning application has been submitted.<br />

Update on <strong>Cadishead</strong> Rhino’s <strong>Community</strong> Rugby League Club<br />
new Facilities<br />
Julie Thompson informed the team that from December<br />
2016/January 2017 the procurement process to employ a<br />
contractor with a view to be on site end February/March 2017 is in<br />
the process.<br />
There is community space for activities with a kitchen and a bar<br />
area. The proposed plans have scope for extension if <strong>Cadishead</strong><br />
Rhino’s would like to do so.<br />

Update <strong>Irlam</strong> Station<br />
Parking - Ongoing discussions with Network Rail to remove a<br />
fence that will link the car park to the station. Proposals are<br />
currently with planning. It is hoped this will be completed by the<br />
Spring.<br />

It is hoped that a new cycle route west of the station to New Moss<br />

Update on <strong>Cadishead</strong> Viaduct<br />
Network Rail has agreed in principle for the lights and artwork on<br />
the bridge. Once this has been signed off HDT will liaise with SCC<br />
to discuss the traffic flow to minimise the traffic. Looking at half<br />
term next Spring.<br />

GMSF Plan Presentation<br />
Claire Thorn and Jimmy McManus, Principal Planning Officers,<br />
gave a presentation on the draft GMSF plan which will be given at<br />
I & C <strong>Community</strong> <strong>Committee</strong> on 17/11/16.<br />
Discussion took place regarding how to publicise the consultation<br />
outside the community committee.<br />

Update on Prince’s Park Masterplan<br />
1. The emerging thoughts illustrated on the attached drawings were made<br />
available for the community to view at an exhibition at <strong>Irlam</strong> Leisure Centre on<br />
17 th October 2016.<br />
2. Subsequent to this, the stakeholder group met on the 19 th October 2016 to<br />
review the outcome of the exhibition and agree what wider consultation<br />
should be carried out.<br />
3. Initial feedback from the exhibition indicated a generally favourable response<br />
to improving facilities within the park (although there were mixed views<br />
regarding suggested locations or whether certain facilities should be relocated).<br />
However, the key concerns related to: -<br />

Whether the park was an appropriate location for a new health<br />
centre/community hub<br />
Potentially combining the existing two libraries in to a centrally located<br />
community hub building.<br />
Sensitivities around re-locating the war memorial.<br />
4. The consultation process proposed by the stakeholder group was as follows: -<br />

To place an article in the <strong>Irlam</strong> & <strong>Cadishead</strong> times to promote the<br />
consultation.<br />
To load display boards showing the emerging thoughts, a list of<br />
‘frequently asked questions’ and questionnaire on to the City Councils<br />
<strong>Community</strong> Team website page and the Hamilton Davies Trust<br />
website.<br />
To develop and host a Survey Monkey on the City Councils <strong>Community</strong><br />
Team website page.<br />
To issue a letter with supporting display boards to all schools in the<br />
district to seek the views of young people.<br />
To locate a touring exhibition of emerging thoughts & questionnaire in<br />
the two libraries in the district and the Hamilton Davies Trust offices<br />
over a one month period.<br />
5. Subsequent to the stakeholder group meeting on the 19 th October, senior<br />
council managers requested that appropriate Lead and Executive Support<br />
Members be briefed to advise of the consultation process proposed by the<br />
stakeholder group (particularly taking in to account the key concerns already<br />
raised in paragraph 3 above). This took place on the 14 th November, where<br />
the process was agreed.<br />

6. Prior to embarking on further consultation officers of the council, felt it<br />
appropriate to report back to the <strong>Irlam</strong> and <strong>Cadishead</strong> Regeneration Group<br />
and agree a way forward.<br />
7. The key points to be considered and agreed by the Regeneration Group are:<br />
a) Whether further consultation should be carried out at the present time,<br />
bearing in mind the key concerns raised in paragraph 3 above.<br />
b) If agreed that the consultation should go ahead: -<br />
i. What should be included in the consultation material e.g. remove the<br />
hub building altogether or show two options, one with and one without<br />
a community hub building.<br />

An appropriate timetable for consultation.<br />
