The municipality has made strides in its role of ensuring corporate governance taking into account<br />

the requirements of King III , the following is in place:<br />

- Essential policies, plans and strategies have been developed<br />

- Business processes and controls to guide operations are in place<br />

- Compliance with statutes through the development of a compliance register<br />

- Upgrading of technology and systems<br />

- Risk management- the governance of risk through applicable processes with<br />

a dedicated risk unit.<br />

- Periodic performance assessments of Senior Managers is conducted<br />

- There is an independent and effective audit committee<br />

- There is a functional internal audit unit<br />

- Sound Financial Management<br />

POLICIES AND PLANS<br />

Policies and plans play a strategic role in an organisation, the organisations vision becomes<br />

integral part of its operations.<br />

• The essential required policies and plans have been developed and reviewed since 2011<br />

to fulfil the legislative requirements and also to be in line with the environmental requirements.<br />

The policies and plans developed in the past were reviewed to keep abreast with<br />

changes in legislative requirements and to fit with the overall direction of the organisation.<br />

Reference is made to Annexure A, exhibiting all policies and plans.<br />

ACHIEVEMENTS<br />

• Development of documentation: HR and development policy. Bursary agreement, training<br />

evaluation form and learning programme agreement.<br />

• Functional skills development committee<br />

• From 2011- 2014, 107 employees have been trained from lower level to Management.<br />

From 2015/ 2016 financial year:<br />

• Section 57 employees have completed the Municipal Finance Management Programme in<br />

compliance with the National Treasury Minimum Competency levels regulations.<br />

• 13 employees from levels 6-12 from the finance department, middle managers and other<br />

directorates have completed the Municipal Finance Management Programme<br />

• 14 employees completed IDP, LED and PFMA programmes.<br />

• 34 employees completed the water and wastewater treatment process operation<br />

• 6 Councillors completed councillors development programme<br />

• 9 lower level employees completed Adult and training programme
