This <strong>Issue</strong> of the newsletter is the coalesce of last two quarters, and<br />

encloses matter from July till December.<br />

<strong>The</strong>se quarters have witnessed some important occasions that have<br />

great importance in our lives: Independence day, which refreshes the<br />

memories regarding the efforts of Quaid-e-Azam and muslims for a<br />

separate homeland. <strong>The</strong> death of Quaid in Sep, birthday of Allama Iqbal<br />

and Quaid-e-Azam in Nov and Dec respectively are the imperative<br />

Fouzia Ahmed events. Eid-ul Fitr is another Islamic occasions which offers thanks to<br />

Almighty Allah for His endless bounties and successful completion of<br />

the Holy month of Ramazan.<br />

We also witnesses most inhuman, worst and brutal act: the cruel killings of small children<br />

which becomes the most tragic event of the year, leaving every eye wet and every heart painful.<br />

Professionally speaking the period was vital as well, PLA elections….voting, results and finally<br />

new Committees. We pray and wish that the newly elected bodies would be able to deliver<br />

some tangible outputs for the betterment of the profession and professionals.<br />

PLWO has also been involved with lots of many things, workshops, seminars and also restructuring<br />

executive committees of different chapters with new challenges for the new<br />

year….with new spirit…..here we move in 2015.<br />

May Allah the Almighty continue to bless us with His countless blessings & happiness in the<br />

years to come.<br />

President’s Note..<br />

Pakistan <strong>Librarian</strong>s Welfare Organization (PLWO) is in of restructuring process. Punjab<br />

Chapter and Federal Chapter of the organization have been formed and announced for the<br />

term of one year. <strong>The</strong> purpose of this reformation is to bring forward those who are interested<br />

to work voluntarily for the betterment of their own fellows and also to give everyone<br />

equal opportunity to perform. <strong>Vol</strong>unteerism bears a lot of benefits. It provides opportunities<br />

to excel in multiple dimensions. It is commonly said that there is no substitute of<br />

experience based learning. <strong>The</strong> PLWO provides opportunities for library science professionals<br />

to work and gain experience. It exposes people to work thus allows them to learn<br />

by doing. <strong>The</strong> organization always stresses upon the self-motivation and self-learning. No<br />

book, nobody will be able to help you learn unless you are willing and ready to do so.<br />

This will be helpful for you to unleash your hidden potentials whatever those are. PLWO<br />

offers every possible assistance to you for your own capacity building. This may help you<br />

to become a resource person for a training workshop, to become a very good event manager<br />

and so forth. PLWO is not the property of any single individual but we believe in<br />

collectivism, collaboration and team work. We always emphasize that the collective efforts<br />

necessarily produce a greater impact than the works done individually. <strong>The</strong> PLWO<br />

invites everyone to become a team member and start working for his/her own benefit.<br />

Bring new ideas and take initiative, I ensure you that you will find us standing alongside<br />

you to execute your initiative and transform your idea into a reality. So at the beginning<br />

of the New Year every one of us should resolute to foster collectivism and help others<br />

grow. At the end, I would like to inform you that this is the last president note from my<br />

side because my term is over now. <strong>The</strong> new president will take this responsibility for year<br />

2015.<br />

PLWO invites and welcomes your suggestions, comments and constructive feedback for<br />

improvement.<br />

“Information Literacy Awareness Program”<br />

September 08 – 13, <strong>2014</strong><br />

Executive Summary<br />

Pakistan <strong>Librarian</strong>s Welfare Organization (PLWO), Federal Branch in collaboration with National Book Foundation<br />

celebrated one week “Information Literacy Awareness Program” from September 08-12, <strong>2014</strong> in different schools<br />

and colleges of Islamabad and Rawalpindi and then arranged a closing ceremony at auditorium Hall of National Book<br />

Foundation Islamabad to share the outcomes of this program. This program was in the context of information literacy<br />

day which is celebrated on September 08 every year.<br />

Members of Pakistan <strong>Librarian</strong>s Welfare Organization-FB actively participated and delivered 12- lectures in selected<br />

schools, colleges and universities to promote reading habits among students. <strong>The</strong> main purpose of this campaign was<br />

to motivate the students in learning and enrich their visions about their future.<br />

At the end of the week September 13, <strong>2014</strong>, a closing ceremony was arranged to share the end-results of this program.<br />

It was well representative event attended by large number of librarians, information professionals and representatives<br />

of different organizations and NGOs.<br />

Acknowledgments<br />

PLWO would like to acknowledge the kind help provided by National Book Foundation, Islamabad. PLWO especially<br />

thanked all resource persons who held 12 Information Literacy Sessions in different schools, colleges and universities<br />

to promote the information literacy among students.<br />

Initiating an idea is important but only half the battle; real test comes in sustaining and nurturing it with contentious<br />

input, dedication and devotion and PLWO practically did it in celebrating information literacy awareness program<br />

from September 08 to September 13, <strong>2014</strong>.<br />

Zia Amed Awan and Amir Latif conducted their sessions in Paigham College of Commerce and Science Rawalpindi<br />

and New Saeed Public School and College Rawalpindi<br />

Ali Aamer Javed conducted his lecture in N Ray Hall Public Secondary School Khayaban-e-Sir Syed Colony<br />

Rawalpindi.<br />

Mr. Shehzad Abbas gave the orientation in Islamabad College of Professional Sciences-ICOPS. He shed light on<br />

the importance of reading habits in early ages.<br />

Zaheer Ahmad and Nadia Israr arranged a session in Chanab College F-8/4, Islamabad. <strong>The</strong>y highlighted the role of<br />

vision and planning in study and emphasized that this understanding would create Information seeking and competitive<br />

behavior among students.<br />

Same like literacy sessions were conducted by Mr. Qaiser Iqbal, Muhammad Amir Rahim, Ms. Humaira Majeed, Ms.<br />

Tahira Yasmin and Mr. Ikram Ul Haq in Girls college G/11, Islamabad, Girls college wah cant, Islamaic international<br />

medical college, Islamaic international medical college Rawalpindi and Armed Forces Post Graduate Medical<br />

Institute, Rawalpindi respectively.<br />

At the end of every session, a short quiz was arranged and gifts were presented among top 3-students who secured good<br />

marks in quiz.<br />

Overall response from students and administrations was very healthy and encouraging and they thanked PLWO in arranging<br />

such literacy awareness program. Most of the students and even teachers were of the view that we lack basic<br />

knowledge about such concepts which have been covered in sessions and they strongly recommended such type of more<br />

literacy programs should be organized on regular intervals both from institutional platform and outsourcing as well.<br />

Closing Ceremony<br />

Zaheer Ahmad welcomed the participants and introduced the program in detail. Some resource persons also shared their<br />

experiences about their sessions and emphasized that it is need of the hour to promote reading habits, readings skills,<br />

planning vs. visions among students and teachers as well to yield measurable outcomes in education. <strong>The</strong>y also discussed<br />

the guidelines for the administrations to hold such innovative programs in future. On the experience of IL week, Mr. Ali<br />

Amer Javed, gave some recommendations to hold such programs in future and emphasized that some modalities should be<br />

devised in this regard.<br />

Dr. Sajid Mirza, Senior <strong>Librarian</strong>, International Islamic University, Islamabad gave a detailed lecture on this occasion<br />

about information literacy.<br />

Mr. Adil Naseer, Chief Executive Officer All Pakistan Geoscientists Association, Guest of honor , appreciated the role of<br />

PLWO in arranging this program and assured every possible support to this organization in future.<br />

In his concluding remarks, Aftab Ahmad Somoro, Seretary, National Book Foundation being a host and collaborator of<br />

this event formally thanked all resource persons and participants for sharing their experiences and outcomes of Information<br />

Literacy week.<br />

In the end, Mr. Zaheer Ahmad, while wrapping up the ceremony, thanked National Book Foundation for hosting this<br />

event and congratulated organizers in arranging this purposeful event.<br />

Mr. Saleem Ahmad has been appointed <strong>Librarian</strong> (BPS-19) at Supreme Court of Pakistan on September 22, <strong>2014</strong>.<br />

He was working on deputation at this post prior to his appointment.<br />

PULISAA in collaboration with Department of Information Management University of the Punjab Lahore organized<br />

one day training workshop for <strong>Librarian</strong>s on KOHA at Department of Information Management Punjab University<br />

Pakistan Library Association PLA-HQ and PLA-FB in collaboration with Department of Libraries, Govt. of Pakistan<br />

are going to arrange a national seminar on the topic of “Challenges and Opportunities for Libraries in Pakistan”<br />

PU Syndicate has approved on June 26, <strong>2014</strong> changing of name of Department of Library and Information Science<br />

to Department of Information Management. Next admissions will be under the new name.<br />

“Digital Repository of PARC Research and Scholarly Work” a two year project of Rs. 12.7 million is funded by Research<br />

for Agriculture Development Program (RADP) will be using Dspace to archive the data.<br />

Three days National Social Science Research Symposium organized by Pakistan <strong>Librarian</strong>s Welfare Organization<br />

(Federal Branch) has been uploaded on Pakistan <strong>Librarian</strong>s Welfare Group by PLWO president Asif Munir Mirza<br />

on July 04, <strong>2014</strong>.<br />

Mr. Abdullah Sumbal, Secretary Higher Education, has signed the new set of Service Rules for the Appointments /<br />

promotions on the new <strong>Librarian</strong>s' positions as approved in the new 4-tier Service Structure on July 15, <strong>2014</strong>.<br />

At Iftar Dinner with Governor Punjab Chaudhary Muhammad Sarwar, Vice Chancellor PU Dr.Mujahid Kamran,<br />

Chief <strong>Librarian</strong> PU Ch Muhammad Hanif, Director Library Dr. Muhammad Ramzan, Chief <strong>Librarian</strong> ITU Dr. Shahid<br />

public libraries in Punjab and hiring services of librarians against vacant positions in the entire Punjab on July 22,<br />

Prof Dr Ghani-ul-Akram Sabzwari, a venerated scholar and one of the pioneers of the profession of Library & Information<br />

Science in Pakistan, has arrived in Karachi, after spending a year in USA on September 16, <strong>2014</strong>.<br />

Pakistan Library Association (HQ) has re-launched Pakistan Library Association Journal. <strong>The</strong> PLA Journal issue<br />

2013 is available online at www.pla.org.pk/jornal.html and will be published annually online.<br />

Sada-e-<strong>Librarian</strong>, <strong>Vol</strong>. 1, <strong>Issue</strong> 2 is available online at www.sel.org.pk. <strong>The</strong> magazine is published under editorship<br />

of Muhammad Ashraf Shakoori librarian at SMEDA.<br />

Governor/Chancellor of the University of Engineering & Technology Lahore (UET) has approved the long<br />

awaited amendments in UET Lahore officer appointment statutes regarding change of nomenclature of Library<br />

A research Paper “Current status of information literacy instruction practices in medical libraries of Pakistan” by<br />

Midrar Ullah, Kanwal Ameen has been published in Jorunal of Medical Library Association in October <strong>2014</strong> issue.<br />

Mohammad Reyaz Chaudhary, one of Pakistan’s top library science researchers, was honoured recently in Riyadh,<br />

the capital of the Kingdom of Saudi Arabia. (Oct 23, <strong>2014</strong>)<br />

<strong>The</strong> Chief Minister Muhammad Shahbaz Sharif, vide diary. 9113/30/10/14, has sanctioned the new College librarians’<br />

Service Rules and signed the Notification of the New Service Rules for implementation of the new 4-Tier<br />

Service Structure of College <strong>Librarian</strong>s in Punjab.<br />

<strong>The</strong> College <strong>Librarian</strong>s Service Rules Case File No. 1688 has now been returned to the Chief Secretary Punjab after<br />

the signatures, for further action and implementation. This marks the achievement of a prime objective of PCLA and<br />

founding of a new landmark in the history of <strong>Librarian</strong>ship in Pakistan. <strong>The</strong> whole process leading to this remarkable<br />

achievement was as follows:<br />

30/06/<strong>2014</strong> 22 documents of Working Paper (prepared by PCLA in April <strong>2014</strong> and discussed and<br />

finalized in Joint Group Meetings), forwarded to Secretary Higher Education for further<br />

action<br />

15/07/<strong>2014</strong> Mr. Abdullah Sumbal, Secretary Higher Education signed his approval of the proposed<br />

Service Rules<br />

17/08/<strong>2014</strong> Secretary Regulations (S&GD) called a meeting of High officials which reviewed and<br />

approved the Service Rules as approved by Sec. H. E.<br />

12/10/<strong>2014</strong> After the formal approval from Law Deptt., the file was sent to Finance Department<br />

and after approval, the College <strong>Librarian</strong>s Service Rules Case File No. 1668, was<br />

moved to the Office of Chief Secretary, Punjab.<br />

23/10/<strong>2014</strong> Chief Secretary forwarded the File No. 1668, to Chief Minister for final approval and<br />

Notification, vide Diary No. 7730/23/10/14<br />

30/10/<strong>2014</strong> Chief Minister signed the FINAL APPROVAL of the Service Rules Case and FILE<br />

PLA (Punjab) has started the working for the advertisement of the vacant post of the librarians in Punjab. President PLA<br />

wrote several letters to authorities to expedite the process. On. Friday, 28-11-<strong>2014</strong> a meeting of PLA (Punjab) was held in<br />

Quid-i -Azam library followed by a meeting of PLA (Punjab) with secretary higher education in his office. Following were in<br />

attendance from Govt. side<br />

President PLA advocated the case of librarians in highly appreciable manner; authorities recognized the geniuses of the case and assured<br />

full support for rapid processing (Issuance of seniority list, DPC and other formalities) of promotions of existing librarian and advertisement<br />

of vacant post of the librarians. Establishment of smart libraries in Park by Govt. of Punjab, role of librarians in HEC<br />

(Punjab), HEC digital Library at HEC (Punjab), Monitoring and Evaluation of private sector colleges/universities libraries,<br />

trains needs and conduct of traing for librarians in Punjab were also discussed during the meeting.<br />

A research paper "Health sciences information services in Pakistan in the 21st century by Mumtaz Ali Anwar and Midrar<br />

Ullah" has been published in Health Information and Libraries Journal. (November 30, <strong>2014</strong>)<br />

<strong>The</strong> 10th meeting of Joint Working Group for Implementation of 4-tier Service Structure and Conversion of College Libraries<br />

into Digital Resource Centers, was held on 2nd December <strong>2014</strong>, in the DPI Office, Lahore. As the next step for implementation<br />

of 4-Tier Service Structure for College <strong>Librarian</strong>s of Punjab, the Group signed and moved a case of proposed allocation<br />

of Library Positions (for new Grades 20, 19, 18 and 17) in Colleges of Punjab. <strong>The</strong> approval of this case will create<br />

new Positions of Chief <strong>Librarian</strong>s in Grade 20, Deputy Chief <strong>Librarian</strong>s in Grade 19, Senior <strong>Librarian</strong>s in Grade 18, in the<br />

Colleges of Punjab according to the Size of College Libraries and Level of the College (Postgraduate, Graduate, and Intermediate).<br />

Pakistan <strong>Librarian</strong>s Welfare Organization is in process of restructuring. In this connection we are arranging informal meetings<br />

to discuss the future course of action. <strong>The</strong> venues of the meetings are Lahore, Multan, Faisalabad and Islamabad at<br />

12:30 PM Saturday December 06, <strong>2014</strong>.<br />

A General Body Meeting of the Punjab College Library Association (PCLA) was held on Thursday, December 11, <strong>2014</strong>, at<br />

11 am at the Govt. Science College, Wahdat Road, Lahore. More than 35 College <strong>Librarian</strong>s, both Male and Female, from<br />

various cities from far and wide of Punjab. This was mainly to get all the members into confidence about the Seniority list<br />

and to obtain their opinion and suggestions on the next steps in plan and listen to their concerns<br />

Rahbar Group, a Panel of LIS Professionals to Context Elections for PLA (HQ) and PLA (FB), held a meeting on Wednesday,<br />

September 24, <strong>2014</strong> at Riphah International University, Islamabad City Campus, 7th Avenue, Sector G-7/4, Islamabad<br />

to discuss the election campaign in upcoming PLA Elections.<br />
