This Issue of the newsletter is the coalesce of last two quarters, and 

encloses matter from July till December. 

These quarters have witnessed some important occasions that have 

great importance in our lives: Independence day, which refreshes the 

memories regarding the efforts of Quaid-e-Azam and muslims for a 

separate homeland. The death of Quaid in Sep, birthday of Allama Iqbal 

and Quaid-e-Azam in Nov and Dec respectively are the imperative 

Fouzia Ahmed events. Eid-ul Fitr is another Islamic occasions which offers thanks to 

Almighty Allah for His endless bounties and successful completion of 

the Holy month of Ramazan. 

We also witnesses most inhuman, worst and brutal act: the cruel killings of small children 

which becomes the most tragic event of the year, leaving every eye wet and every heart painful. 

Professionally speaking the period was vital as well, PLA elections….voting, results and finally 

new Committees. We pray and wish that the newly elected bodies would be able to deliver 

some tangible outputs for the betterment of the profession and professionals. 

PLWO has also been involved with lots of many things, workshops, seminars and also restructuring 

executive committees of different chapters with new challenges for the new 

year….with new spirit…..here we move in 2015. 

May Allah the Almighty continue to bless us with His countless blessings & happiness in the 

years to come.

President’s Note.. 


Pakistan Librarians Welfare Organization (PLWO) is in of restructuring process. Punjab 

Chapter and Federal Chapter of the organization have been formed and announced for the 

term of one year. The purpose of this reformation is to bring forward those who are interested 

to work voluntarily for the betterment of their own fellows and also to give everyone 

equal opportunity to perform. Volunteerism bears a lot of benefits. It provides opportunities 

to excel in multiple dimensions. It is commonly said that there is no substitute of 

experience based learning. The PLWO provides opportunities for library science professionals 

to work and gain experience. It exposes people to work thus allows them to learn 

by doing. The organization always stresses upon the self-motivation and self-learning. No 

book, nobody will be able to help you learn unless you are willing and ready to do so. 

This will be helpful for you to unleash your hidden potentials whatever those are. PLWO 

offers every possible assistance to you for your own capacity building. This may help you 

to become a resource person for a training workshop, to become a very good event manager 

and so forth. PLWO is not the property of any single individual but we believe in 

collectivism, collaboration and team work. We always emphasize that the collective efforts 

necessarily produce a greater impact than the works done individually. The PLWO 

invites everyone to become a team member and start working for his/her own benefit. 

Bring new ideas and take initiative, I ensure you that you will find us standing alongside 

you to execute your initiative and transform your idea into a reality. So at the beginning 

of the New Year every one of us should resolute to foster collectivism and help others 

grow. At the end, I would like to inform you that this is the last president note from my 

side because my term is over now. The new president will take this responsibility for year 

2015. 

PLWO invites and welcomes your suggestions, comments and constructive feedback for 

improvement.

“Information Literacy Awareness Program” 

September 08 – 13, 2014

Executive Summary 

Pakistan Librarians Welfare Organization (PLWO), Federal Branch in collaboration with National Book Foundation 

celebrated one week “Information Literacy Awareness Program” from September 08-12, 2014 in different schools 

and colleges of Islamabad and Rawalpindi and then arranged a closing ceremony at auditorium Hall of National Book 

Foundation Islamabad to share the outcomes of this program. This program was in the context of information literacy 

day which is celebrated on September 08 every year. 

Members of Pakistan Librarians Welfare Organization-FB actively participated and delivered 12- lectures in selected 

schools, colleges and universities to promote reading habits among students. The main purpose of this campaign was 

to motivate the students in learning and enrich their visions about their future. 

At the end of the week September 13, 2014, a closing ceremony was arranged to share the end-results of this program. 

It was well representative event attended by large number of librarians, information professionals and representatives 

of different organizations and NGOs. 

Acknowledgments 

PLWO would like to acknowledge the kind help provided by National Book Foundation, Islamabad. PLWO especially 

thanked all resource persons who held 12 Information Literacy Sessions in different schools, colleges and universities 

to promote the information literacy among students. 

Initiating an idea is important but only half the battle; real test comes in sustaining and nurturing it with contentious 

input, dedication and devotion and PLWO practically did it in celebrating information literacy awareness program 

from September 08 to September 13, 2014. 

Following is the detail of resource persons who arranged their lectures in selected schools, colleges and universities. 

 

 

 

Zia Amed Awan and Amir Latif conducted their sessions in Paigham College of Commerce and Science Rawalpindi 

and New Saeed Public School and College Rawalpindi 

Ali Aamer Javed conducted his lecture in N Ray Hall Public Secondary School Khayaban-e-Sir Syed Colony 

Rawalpindi. 

Mr. Shehzad Abbas gave the orientation in Islamabad College of Professional Sciences-ICOPS. He shed light on 

the importance of reading habits in early ages.

Zaheer Ahmad and Nadia Israr arranged a session in Chanab College F-8/4, Islamabad. They highlighted the role of 

vision and planning in study and emphasized that this understanding would create Information seeking and competitive 

behavior among students. 

Same like literacy sessions were conducted by Mr. Qaiser Iqbal, Muhammad Amir Rahim, Ms. Humaira Majeed, Ms. 

Tahira Yasmin and Mr. Ikram Ul Haq in Girls college G/11, Islamabad, Girls college wah cant, Islamaic international 

medical college, Islamaic international medical college Rawalpindi and Armed Forces Post Graduate Medical 

Institute, Rawalpindi respectively. 

At the end of every session, a short quiz was arranged and gifts were presented among top 3-students who secured good 

marks in quiz. 

Overall response from students and administrations was very healthy and encouraging and they thanked PLWO in arranging 

such literacy awareness program. Most of the students and even teachers were of the view that we lack basic 

knowledge about such concepts which have been covered in sessions and they strongly recommended such type of more 

literacy programs should be organized on regular intervals both from institutional platform and outsourcing as well. 

Closing Ceremony 

Zaheer Ahmad welcomed the participants and introduced the program in detail. Some resource persons also shared their 

experiences about their sessions and emphasized that it is need of the hour to promote reading habits, readings skills, 

planning vs. visions among students and teachers as well to yield measurable outcomes in education. They also discussed 

the guidelines for the administrations to hold such innovative programs in future. On the experience of IL week, Mr. Ali 

Amer Javed, gave some recommendations to hold such programs in future and emphasized that some modalities should be 

devised in this regard. 

Dr. Sajid Mirza, Senior Librarian, International Islamic University, Islamabad gave a detailed lecture on this occasion 

about information literacy. 

Mr. Adil Naseer, Chief Executive Officer All Pakistan Geoscientists Association, Guest of honor , appreciated the role of 

PLWO in arranging this program and assured every possible support to this organization in future. 

In his concluding remarks, Aftab Ahmad Somoro, Seretary, National Book Foundation being a host and collaborator of 

this event formally thanked all resource persons and participants for sharing their experiences and outcomes of Information 

Literacy week. 

In the end, Mr. Zaheer Ahmad, while wrapping up the ceremony, thanked National Book Foundation for hosting this 

event and congratulated organizers in arranging this purposeful event.

Federal Department of Libraries is an attached Department of Capital Administration and Development Division, Islamabad. 

The Department was established at Karachi in 1973 to deal with matters related to Libraries and Librarianship in the country. 

The Department is also custodian of National Literary heritage. It collects all published literary heritage under provisions of 

Copyright Ordinance, 1962 in order to preserve for the use of present and future generations. The Department is member of 

International Federation of Library Association & Institutions (IFLA), Conference of Directors of National Libraries (CDNL/ 

Asia-Oceania Chapter) and Union of National Libraries of ECO Countries. The Department was shifted to Islamabad in 1981.

Appointments / Promotions/ Retirements: 

The Librarian is the newsletter of library professionals. Publishing of the newsletter has intention to share professional 

news among library and Information professionals of the country. The Librarian congratulates all the library professionals 

who have got new appointments/promotions and pray for their professional growth and every success in their 

life. The Librarian also pays tribute to veteran professionals who have got retirement after serving in their respective 

institutions and leaving their remarkable work behind for their followers to come. 

Rana Muhammad Iqbal has joined Justice Gul Muhammad Library FAST-NU Lahore campus on July 18, 2014. 

Mr. Kazim Ali Syed librarian FAST-NU Islamabad Campus has been promoted as Chief Librarian FAST-NU on 

September 15, 2014. He will be supervising all five campuses libraries. 

Mr. Masud Khan, Librarian, Department of Geology, University of Peshawar has been promoted to BPS-17 on 

September 18, 2014. 

Mr. Saleem Ahmad has been appointed Librarian (BPS-19) at Supreme Court of Pakistan on September 22, 2014. 

He was working on deputation at this post prior to his appointment. 

Asif Munir Mirza, Chief Librarian IBA Sukkur has been appointed as Chief Librarian at University of Health Sciences 

Lahore.(October 23, 2014) 

Mr.Sabeel has got his promotion as Library Officer (Institute not mentioned) October 23, 2014. 

Chaudhary Muhammad Hanif Chief Librarian Punjab University Library has retired after serving in the library. 

His developments regarding library and its staff would be remembered a lot after his retirement. (December 2,

Mr. Imran Siddique Joins Gad & Birgit Rausing Library, Lahore University of Management Sciences as Assistant 

Manager on December 8, 2014. 

Mr. Tahir Raza Joins Idara Talleem-o-Aghi (ITA) as librarian on December 9, 2014. 

Mr. Haseeb Ahmad Piracha has taken over the charge of Chief Librarian of Punjab University library. (We wish 

him success in his professional life. December 2, 2014) 

Mr. Asad Rehan has joined Foundation University Medical College Library as Library Assistant. (December 10,

M.Phil / PhD Degree: 

The Librarian Newsletter team congratulates all library professionals who have successfully defended their research 

theses and honorably awarded M.Phil & Ph.D degrees to them. 

 

 

 

Mr. Habib-ur-Rehman, has successful completed his M. Phil in LIS from University of Sargodha under supervision 

of Fazil Khan Baloch. His research was on “Human Resource Management in University Libraries in Khyber 

Pakhtunkhwa" August 7, 2014. 

Waqar Ahmed Awan, Amara Yousaf, Azra Rafique, Rashid Maqbool, Sumaira Hussain and Abubaker Siddique have 

been enrolled at Department of Library and Information Science PU for PdD in Information Management on Septemebr 

25, 2014. 

Rabia Bashir, Shazia Yasmeen, Muhammad Jamil, Saira Hassan, Murtaza Aashiq, Farrukh Shahzad, Tayyaba Rasool, 

Muhammad Taufiq, Syed Saleem Abbas Zaidi, Ghulam Mujtaba, Faiza Tabassum, Sumaira Mehmood and

Ms. Farwa Batool, MPhil researcher at DLIS, IUB has successfully completed her MPhil degree. Her research was 

on: “Internet Adoption among Researchers in Universities of South Punjab: Implications for Education and Libraries. 

She has conducted her research under supervision of Dr. Rubina Bhatti. 

Mr. Furkan Yousaf, MPhil researcher at DLIS, IUB has successfully completed his MPhil degree. Topic of his research 

was “Use of Facebook among library science professionals in the universities of Lahore” He has conducted the 

research under the supervision of Dr. Shamshad Ahmad. 

Workshops/ Seminars/ Conferences 

12th International Conference on “Frontiers of Information Technology” (FIT 2014) in collaboration with 

IEEE, IEEE Computer Society, and IEEE Industrial Electronics Society was held on December 17-19, 2014 at 

Serena Hotel, Islamabad, Pakistan. 

 

 

 

 

Four Papers of Dr. Kanwal Amin, Midrar Ullah, Syeda Hina Batool and Alia Arshad from Department of Information 

Management (PU) were Presented at 2 nd European Conference on Information Literacy (ECIL on October 20 - 

23, 2014 at Bubrovnik, Croatia. 

Department of Information Management (DoIM), University of the Punjab Lahore arranged a seminar titled as 

“Employment Skills” for MLIS passing-out students, Session 2012-14 on October 13, 2014. 

PULISAA in collaboration with Department of Information Management University of the Punjab Lahore organized 

one day training workshop for Librarians on KOHA at Department of Information Management Punjab University 

Lahore on October 14, 2014. 

Pakistan Library Association PLA-HQ and PLA-FB in collaboration with Department of Libraries, Govt. of Pakistan 

are going to arrange a national seminar on the topic of “Challenges and Opportunities for Libraries in Pakistan” 

on January 5, 2015 at Auditorium Hall, National Library of Pakistan Constitution Avenue, Sector G-5, Islamabad. 

Library and Library Professional News 

PU Syndicate has approved on June 26, 2014 changing of name of Department of Library and Information Science 

to Department of Information Management. Next admissions will be under the new name. 

“Digital Repository of PARC Research and Scholarly Work” a two year project of Rs. 12.7 million is funded by Research 

for Agriculture Development Program (RADP) will be using Dspace to archive the data. 

Three days National Social Science Research Symposium organized by Pakistan Librarians Welfare Organization 

(Federal Branch) has been uploaded on Pakistan Librarians Welfare Group by PLWO president Asif Munir Mirza 

on July 04, 2014. 

Mr. Abdullah Sumbal, Secretary Higher Education, has signed the new set of Service Rules for the Appointments / 

promotions on the new Librarians' positions as approved in the new 4-tier Service Structure on July 15, 2014. 

 

 

 

At Iftar Dinner with Governor Punjab Chaudhary Muhammad Sarwar, Vice Chancellor PU Dr.Mujahid Kamran, 

Chief Librarian PU Ch Muhammad Hanif, Director Library Dr. Muhammad Ramzan, Chief Librarian ITU Dr. Shahid 

Soroya, Dr-Muhammad Haroon Usmani and Dr. Waqar Ch. at Lahore Gymkhana discussed about establishing 

public libraries in Punjab and hiring services of librarians against vacant positions in the entire Punjab on July 22, 

2014. 

Pakistan Librarians Welfare Organization (PLWO) organized Eid Millan Party on Saturday August 02, 2014; large 

number of PLWO members attended this party. 

Pakistan Librarians Welfare Organization-PLWO in collaboration with National Book Foundation celebrated Information 

Literacy week with theme “Information Literacy Awareness Programme” from September 08-13, 2014 in 

Islamabad and Rawalpindi.

Prof Dr Ghani-ul-Akram Sabzwari, a venerated scholar and one of the pioneers of the profession of Library & Information 

Science in Pakistan, has arrived in Karachi, after spending a year in USA on September 16, 2014. 

Pakistan Library Association (HQ) has re-launched Pakistan Library Association Journal. The PLA Journal issue 

2013 is available online at www.pla.org.pk/jornal.html and will be published annually online. 

Sada-e-Librarian, Vol. 1, Issue 2 is available online at www.sel.org.pk. The magazine is published under editorship

Governor/Chancellor of the University of Engineering & Technology Lahore (UET) has approved the long 

awaited amendments in UET Lahore officer appointment statutes regarding change of nomenclature of Library 

Professional Staff vide letter No SO (Univ)2-2/2010 dated 18 th September ,2014 and notified by the UET Vide

GC University Library Lahore has successfully switched over to KOHA Software from LMS with joint efforts of 

Mr. Muhammad Tufail Khan and Ms Aneela Zahid on October 3, 2014 in the supervision of Mr. Abdul Waheed,

Punjab University Library in collaboration with The China Hanban has established Chinese Corner in the PU 

Library. (October 12, 2014) 

A research Paper “Current status of information literacy instruction practices in medical libraries of Pakistan” by 

Midrar Ullah, Kanwal Ameen has been published in Jorunal of Medical Library Association in October 2014 issue. 

Mohammad Reyaz Chaudhary, one of Pakistan’s top library science researchers, was honoured recently in Riyadh, 

the capital of the Kingdom of Saudi Arabia. (Oct 23, 2014) 

The Chief Minister Muhammad Shahbaz Sharif, vide diary. 9113/30/10/14, has sanctioned the new College librarians’ 

Service Rules and signed the Notification of the New Service Rules for implementation of the new 4-Tier 

Service Structure of College Librarians in Punjab. 

The College Librarians Service Rules Case File No. 1688 has now been returned to the Chief Secretary Punjab after 

the signatures, for further action and implementation. This marks the achievement of a prime objective of PCLA and 

founding of a new landmark in the history of Librarianship in Pakistan. The whole process leading to this remarkable 

achievement was as follows: 

30/06/2014 22 documents of Working Paper (prepared by PCLA in April 2014 and discussed and 

finalized in Joint Group Meetings), forwarded to Secretary Higher Education for further 

action 

15/07/2014 Mr. Abdullah Sumbal, Secretary Higher Education signed his approval of the proposed 

Service Rules 

17/08/2014 Secretary Regulations (S&GD) called a meeting of High officials which reviewed and 

approved the Service Rules as approved by Sec. H. E. 

12/10/2014 After the formal approval from Law Deptt., the file was sent to Finance Department 

and after approval, the College Librarians Service Rules Case File No. 1668, was 

moved to the Office of Chief Secretary, Punjab. 

23/10/2014 Chief Secretary forwarded the File No. 1668, to Chief Minister for final approval and 

Notification, vide Diary No. 7730/23/10/14 

30/10/2014 Chief Minister signed the FINAL APPROVAL of the Service Rules Case and FILE 

No. 1668, returned with C.M approval no vide diary. 9113/30/10/14, to the Chief Secretary 

Punjab for implementation

Sada-e-Librarian has launched its website. Now you can read the magazine on website and can find updates regarding library 

profession.(November 11, 2014) 

PLA (Punjab) has started the working for the advertisement of the vacant post of the librarians in Punjab. President PLA 

wrote several letters to authorities to expedite the process. On. Friday, 28-11-2014 a meeting of PLA (Punjab) was held in 

Quid-i -Azam library followed by a meeting of PLA (Punjab) with secretary higher education in his office. Following were in 

attendance from Govt. side 

1. Abdullah Khan Sumbal Secretary (Higher Education) 

2. Silwat Saeed Additional Secretary (Establishment) 

3. Syed Irtiza Naqvi Deputy Secretary (B&C)

President PLA advocated the case of librarians in highly appreciable manner; authorities recognized the geniuses of the case and assured 

full support for rapid processing (Issuance of seniority list, DPC and other formalities) of promotions of existing librarian and advertisement 

of vacant post of the librarians. Establishment of smart libraries in Park by Govt. of Punjab, role of librarians in HEC 

(Punjab), HEC digital Library at HEC (Punjab), Monitoring and Evaluation of private sector colleges/universities libraries, 

trains needs and conduct of traing for librarians in Punjab were also discussed during the meeting. 

A research paper "Health sciences information services in Pakistan in the 21st century by Mumtaz Ali Anwar and Midrar 

Ullah" has been published in Health Information and Libraries Journal. (November 30, 2014) 

The 10th meeting of Joint Working Group for Implementation of 4-tier Service Structure and Conversion of College Libraries 

into Digital Resource Centers, was held on 2nd December 2014, in the DPI Office, Lahore. As the next step for implementation 

of 4-Tier Service Structure for College Librarians of Punjab, the Group signed and moved a case of proposed allocation 

of Library Positions (for new Grades 20, 19, 18 and 17) in Colleges of Punjab. The approval of this case will create 

new Positions of Chief Librarians in Grade 20, Deputy Chief Librarians in Grade 19, Senior Librarians in Grade 18, in the 

Colleges of Punjab according to the Size of College Libraries and Level of the College (Postgraduate, Graduate, and Intermediate). 

(December 3, 2014)

A General Body Meeting of the Punjab College Library Association (PCLA) was held on Thursday, December 11, 2014, at 

11 am at the Govt. Science College, Wahdat Road, Lahore. More than 35 College Librarians, both Male and Female, from 

various cities from far and wide of Punjab. This was mainly to get all the members into confidence about the Seniority list 

and to obtain their opinion and suggestions on the next steps in plan and listen to their concerns 

Rahbar Group, a Panel of LIS Professionals to Context Elections for PLA (HQ) and PLA (FB), held a meeting on Wednesday, 

September 24, 2014 at Riphah International University, Islamabad City Campus, 7th Avenue, Sector G-7/4, Islamabad 

to discuss the election campaign in upcoming PLA Elections. 

Voice of LIS Professionals; A Panel of Candidates for PLA (HQ & FB) Election-2014 will contest the elections of President 

PLA(HQ) Raja Ibrahim, Chief Librarian COMSATS, Syed Ghyour Hussain Director, National Library of Pakistan, Islamabad 

as Secretary General and their team while President (FB) Mr. Muhammad Asif Iqbal Chief Librarian Islamabad High 

 

Court and Secretary Mr. Azeem Khan Marwat Librarian Model College for Boys and their team. 

PLA Stakeholder in KPK has constituted a panel for upcoming PLA elections for PLA Branch Council KPK on September 

26, 2014. The candidate for president is Mr. Nasir Khan and Mr. Zakria Qasmi as secretary of the panel.

Pakistan Library Association Punjab branch has decided to issue PLA Life membership Cards to existing PLA Life members. 

Those PLA members who have provided the details earlier, their life membership’s cards have been dispatched to them on 

their respective addresses. All those PLA Life members who are interested to get their life membership cards please send 

their details at muhammad_zeeshan@lums.edu.pk till December 31, 2014. 

Pakistan Library Association PLA-HQ and PLA-FB in collaboration with Department of Libraries, Govt. of Pakistan arranged 

a national seminar on the topic of “Challenges and Opportunities for Libraries in Pakistan” followed by Oath Taking 

Ceremony of new elected bodies of PLA-HQ and PLA-FB on January 5, 2015 at Auditorium Hall, National Library of Pakistan 

Constitution Avenue, Sector G-5, Islamabad. 

Obituaries 

One, who is alive, has to die and to meet thy LORD. We are passing our days of life as those who were among us before. The 

Librarian team prays for the departed souls and consoles the grieved families on this great and irreparable loss. May ALLAH 

Almighty bless Jannah to the departed souls and Sabr-e-Jameel to the families! 

 

 

Father of Hafiz Waseem Riaz, Librarian, National University of Sciences and Technology (NUST), SCEE passed away on 

November 15, 2014). 

Mother of Muhammad Rafiq Awan, Chief Librarian, University of Management & Technology, Lahore passed away on November 

25, 2014. 

Mother of Akhtar Naseer Warraich Librarian Government College of Science passed away on December 11, 2014. 

 

 

 

Sister of Muhammad Anwar, Chief Librarian University of Engineering & Technology (UET) Taxila passed away on Monday 

December 22, 2014. 

Father of Muhammad Ahmed Mumtaz, Librarian City School and father in law of Fouzia Ahmed (Manager Library, Lahore 

Gymkhana) died on 2 nd Nov 2014. 

Mother in law of Dr. M. Shahid Soroya, Chief Librarian, Information Technology University, Lahore & Secretary PLA 

(Punjab) passed away on January 3, 2015.
