Egyptian Academy of Transport, Science and Technology Egypt, as part of its commitment to improving the rail network, signed a MOU in 2010 for the creation of an Egyptian Academy of Transport Science and Technology (the Academy) in partnership with Thales which, among other things, would specialise in providing services for the transportation markets. In 2014 this initial MOU was built upon with a further MOU announcing that Thales would be carrying out a feasibility study for the academy and would thereafter be proposing academic and professional training programmes in the field of urban and mainline rail. The academy, to be built in the north of Cairo, was due to start in 2014 with an initial intake of 200, which it was envisaged would eventually be scaled up to 1,000 students and trainees. 84 However, with Thales only appointed in 2014, this target was not achieved. The Academy was to support the development of the rail industry in addition to enhancing the country’s higher education sector, but it is unclear whether construction has proceeded and there has been no official confirmation of the opening of the academy since the further MOU in 2014. Ramadan City Link The much anticipated railway project connecting the Tenth of Ramadan City to Ain Shams and passing through Belbes City was one of the ten PPP projects announced by the Ministry of Finance in March 2013. This was to be a 72 km passenger and freight link with 17 stations. Once complete, this project would allow the transportation of people and products between the industrial Ramadan City and the retail outlets of Cairo. There have been no further announcements on this project since 2013. It can be expected that this project will be absorbed into the larger projects now anticipated, if it is to be carried out at all. Cairo Underground With a population of approximately 17m, Cairo is one of the most densely populated cities in Africa and has the MENA region’s oldest metro network. The Cairo Underground system is the backbone of public transportation in Cairo, and was severely disrupted during the political protests in early 2011. The operating hours of the Cairo Metro were also reduced to comply with the curfew that was imposed. There are currently two operating lines, with one under construction and further lines planned for the future: • Line 1 (New El-Marg to Helwan, in operation). • Line 2 (Qalubeya to Mounib, in operation). • Line 3 (Imbaba to Cairo Airport, under construction). • Line 4 (Nasr City to Shoubra, planned). • Line 5 (Maadi to Shoubra, planned). • Line 6 (Shubra to Maadi,planned). Line 3 Line 3 will be 33 km when complete, and construction is taking place in five phases (with a number of sub-phases) as follows: • Phase 1: In January 2007, a USD700m civil engineering package was awarded to a consortium led by French firm Vinci Construction Grand Projects and including Arab Contractors, Bouygues and local company Orascom Construction Industries (Vinci Consortium). 85 Phase 1, between Attaba and Abbasia, opened on 21 February 2012 and included five underground stations and serves the eastern part of Cairo. • Phase 2: The USD355m contract for civil engineering works for phase 2 was again awarded to the Vinci Consortium, while Orascom Construction was awarded contracts worth USD140m for civil, electromechanical and railway works. A significant amount of this phase was funded by various French financial institutions. Phase 2 was completed in May 2014, and comprises 7.21 km of track with five underground stations and stretches from eastern Cairo to Heliopolis in the northeast. • Phase 3: In April 2016, a USD1.2bn civil engineering contract was awarded to the Vinci Consortium for phase 3. The new 17.7 km-long section of line 3, with 15 stations, is expected to be completed by the end of 2018 and will run between Attaba and Kit Kat via Rod el- Farag and Cairo University. The line will finish at Sphinx Square Station, connecting the western region of the underground. The project is anticipated to create 5,000 jobs during construction. SYSTRA was awarded a USD65m contract to provide general consultancy services for phase 3. 86 • Phase 4: The Vinci Consortium also received a USD290m contract for the construction of the new phase 4A. The whole of phase 4 is expected to be 11 km stretching eastwards from Al Akran to Cairo International Airport. There has been no announcement on phase 4B but this, we assume, will cover the balance of phase 4. France’s Alstom and locally based Orascom Construction Industries were also awarded separate civil contracts for this phase. • Phase 5: This should be the final stage of Line 3 and should include seven new stations. No contracts have been awarded for this stage. Line 4-6 Line 4 is planned as a 24 km line with 17 stations, running from Haram District to the New Cairo District and is to be procured and constructed over four phases. Phase 1 of Line 4 underwent a feasibility study by Japan International Corporation Agency (JICA) and was extended from its original plan of 10 km from El-Malek El-Saleh Station to Grand Egyptian Museum to include greater connectivity with the Governate of 6 October, ultimately connecting to the October 6th Tram System (O6T). JICA committed USD310m (approximately) to the first phase of Line 4 with an overall funding package of approximately USD1bn for all phases, contributing toward the total anticipated Line 4 cost of USD6.2bn. In January 2016, a MOU was signed with China Railway Construction Corp for Line 6. It is anticipated that the line will be 24 km, with a cost of USD3.5bn.
