• Strengthen the capacity of labour inspectors to monitor workplaces <strong>and</strong> recognize health <strong>and</strong><br />
safety violations, particularly in under-regulated sectors or irregular work situations.<br />
• Develop labour inspection guidelines <strong>and</strong> build the capacity of inspectors to recognize<br />
situations of extreme exploitation, including human trafficking <strong>and</strong> safely refer individuals to<br />
support services.<br />
• Fund strategies to inform migrant workers of their rights to health <strong>and</strong> other services <strong>and</strong> their<br />
rights as migrants <strong>and</strong> as workers.<br />
Private sector (business, employers <strong>and</strong> industry)<br />
• Engage employers (<strong>and</strong> contractors within their supply chains) to ensure safe workplaces,<br />
including well-monitored workplace safety conditions, provision <strong>and</strong> use of relevant protective<br />
gear <strong>and</strong> clear responses to accidents <strong>and</strong> injuries.<br />
Further research priorities<br />
• Conduct quantitative surveys to identify broader patterns of migration risk, protective factors<br />
<strong>and</strong> decision-making, migrant health <strong>and</strong> health service access <strong>and</strong> use.<br />
• Carry out longitudinal research to identify migrants’ long-term health needs.<br />
• Conduct intervention research to develop evidence-based strategies to improve migrant worker<br />
conditions, especially: protection <strong>and</strong> response mechanisms; outreach clinics for health <strong>and</strong><br />
legal services; labour inspections of registered <strong>and</strong> irregular enterprises; worker coalitions <strong>and</strong><br />
victim-centred law enforcement responses.<br />
