Potential Changes<br />

Now that the individual market under the Affordable Care Act<br />

(ACA) is entering its fourth year of operation, experience is<br />

available from 2014–2016 that can be used to help assess the<br />

sustainability of the market over the longer term. In this paper,<br />

the American Academy of Actuaries’ Individual and Small<br />

Group Markets Committee outlines the conditions necessary for<br />

the individual health insurance market to be sustainable over the<br />

long term and examines whether these conditions are currently<br />

being met. The paper then discusses the implications of potential<br />

changes to improve the ACA market rules or replace the ACA<br />

with an alternative approach.<br />
