About half <strong>the</strong> states currently have laws making a crime based upon sexual orientation a<br />

hate crime, resulting in enhanced punishment of <strong>the</strong> offender. Most of <strong>the</strong> remaining states<br />

have hate crime laws, but do not explicitly include crimes based on sexual orientation among<br />

<strong>the</strong>m.<br />
