Yesterday's issue says that the people of Honolulu sincerely sympathize with us m our bereavement, but, jeallv they could not let us land. The local papers sent over large bundles of late issues for free distribution to the men and a notice in said papers informed, us that the citizens were collecting reading matter, fruit, table luxuries and tobacco. The notice particularly called for tobacco, the reporter being informed that the men were entirely out of this necessity. The young man was imposed upon by some wag on board, as the men are well supplied with the weed, having purchased on credit from the commissary on board any amount l" set down. Any person familiar with soldiers knows that they invariably purchase in wholesale quantities when doing so on credit The dining rooms are crowded day and night with the men gambling for tobacco and the tables are heaped high with the different brands. It resembles Monte Carfo on a cheap scale. Tead, a member of 'the executive committee. That part of Utelr report referring directly to tire educational conditions says: The education of the people is re ceiving the careful consideration of Up authorities. Dr. Brumbaugh, the eoamissioner of education, is wor toe night and jl&y on this pressing problem. At present 40.000 children are in the public schools, but 300,000 remain as yet unprovided for. Thoro are S00 teachers, about ninety of wliom are from the United States. 'Both Spanish and English are taught and th children arp aulck and eagir to learn. There is no high, normal, industrial school or college in the Usand. though Fajardo has raised $20,-09- 0 for a normal school. Sixteen school inspectors are in the saddle visiting the different sections of the Island, and their services arc much needed to keep the native teachers to their tasks, which, sometimes, they are disposed to shirk. Religion is not allowed a place on the curriculum for reasons which are satisfactory to the authorities. There to a widespread desire to learn English and at Lares the clerks in the stores meet Professor Scott In the night school that he has opened to study the language. The Presbyterian mission under the wise generalship of Rev. Dr. John M. Green, the Methodist mission, led by Rev. Dr. Drees; the Baptist and Episcopal missions, conducted respectively by Rev. Drs. McCormlck and Van Bursa, are doing excellent service in educational and evangelistic lines. Their Sunday and week day services are crowded with curious and Interested listeners. The Congregationalists, through the American Association, havo two excellent schools at Santurce and Lares, and are doing as thorough work in education as is done by any schools on the island. There Is a distinct and emphatic call for a large central boarding school of the higher grade, with normal and Industrial departments. and the Concregationalists. with their record of college and university build ing In the United States, seem to be the denomination to lead in this new field. They are also conducting evan gelistic work under Rev. Dr. Edwards in Fajardo and Humncao. cities in the eastern part of the island. The outlook for industrial, educa tional and religious quickening Is encouraging. During the past two $.ears great advances have been made. The people. In spite of the present disturbances, are expectant of changes for the better. The hope of that fair land is In the children. By their ready assimilation of American ideas they constitute the ground work of a new civil and moral ordor. That such regeneration is to come Is the confident expectation of those who know Porto Rico best. The hope of Porto Rico Is In the children, say those investigators. What Is true of Porto Rico is true of ll&wali and particularly so of the Porto Rlcans in Hawaii. Reared in abject poverty and Ignorance for many generations the hope of theso people is in their children. They want their children educated. One of the chief inducoments for them to come to Hawaii is the promise offree schools for their children. And yet a Honolulu newspaper that 1s known as tfao official organ of the Territorial administration opposes schools and public education for the Porto Rlcan children upon the ground that it is not good policy. Rich folk of San Francisco who own palatial homes on the hill are tendering the use of these homes, servants and all. to distinguished delegates to. the Episcopal general convention, which meets there in October. The magnificent Crocker mansion has been offered to Mr. J. Pierpont Morgan, cf New' York, and has been accepted by him. Mrs. "William H. Crocker has tendered her mansion to Bishop Pot-to- r, of Now York, and it Is stated that mansions have been tendered to Bishop McLaron, of Chicago, and Bishop Lawrence, of Massachusetts. Everywhere" there were unmistakable evidences of expansion sentiment. In New Orleans the President was espe cially happy in his allusions to this question, using both the demands of the cotton raisers and the glory ot the Louisiana Purchase in his presentation of the case. A particularly interesting phase of the unanimous and hearty responses of the Southern people is that they have been given in spite of political alignment against the issue an alignment that must be, and evidently Is, regretted by every progressive man of those states. It should now be . more apparent than ever before that one of the greatest mistakes of the Democratic party In recent years was made In taking a position against expansion. This error in judgment was mainly due to the long observed, but wholly unsafe, rule of negation. If the Republican party had led off against expansion the Democratic leaders would have landed on the right side of the issue by automatic impulse, just as they took the wrong side after the Republican party was committed to the right. The national Democracy never before tried the loyalty of the South as it was tested on this issue. The great Industry of these states demands the' largest possible markets. The Oriental field Is especially inviting. China buys enormous quantities of cotton goods. "With the establishment of cotton mills near the points of raw production, and with the opening of the Isthmian canal, the outlook for the grower of cotton and the manufacturer of cotton goods will be- - come as bright as Industrial prospects can be made. McCord, who is now editor of the Phoenix, Ariz., Gazette, and who knows how it is himself, says: "Territorial governors as a rule have a difficult time to retain their positions. Governor Barnes of Oklahoma was turned down. The legisla ture of Honolulu asks for Governor Dole's removal and several New Mex ico delegations are after Governor Otero's official scalp. All in all, the life of a Territorial executive is not a bed of roses." The civil service authorities in Manila say that the Filipino women are intensely interested over the prospect of holding government offices, and that there are some 500 in toe one city of Manila who want to take the civil service examination as soon as possible. It has not taken hem long to contract the office holding fever. The Grand Army veterans were fortunate in securing the Hon. Thomas Fitch to deliver the Memorial Day oration. Mr. Fitch Is one of the most polished and brilliant orators in the country and has enjoyed a national reputation as such for fully thirty years, His address yesterday was not only brilliant but a gem of oratory. A London ship owner declares that many vessels are lost each year because they put to sea in ballast, or In other words underloaded, and suggests as a remedy that an underload line be established in addition to the present loadllne. The suggestion is worthy of consideration the world over. If all the coffee consumed in the United States can be grown In the Islands "which have been acquired since the beginning of the Spanish war. as the officials at Washington declare, about 160.000.000 will be distributed annually among the residents of Uncle Sam's new possessions. A - The soldiers who returned home in 1SG5--6 were mostly young men, the great majority being under 28 years of age. But how weak and tottering and bent the most of them are now. I could not but moralize over this fact as I watched the Grand Army veterans riding back to their hall yesterday from the exercises in Nuu-an- u cemetery. There were few, if any, in the carriages who could have stood It to have marched back to thair hall. Of course they would not admit it, if asked to perform the task, but the "boys" are no longer filled with the energy and exuberance of youth. "It will be forty years this fall since I enlisted in the army," said one of the 'boys' to me in the street car as we were riding down town just before the parade started. "I ofttimes think I would like to go back to the old Massachusetts town where we enlisted and particularly to be there when the regimental reunion is held. But there isn't many of the boys left," he added with a .sigh. "We went out in 1SG1 over a thousand strong and there were 225 men left in the regiment when we were discharged four years later. How many there are now I do not know but surely not many." And the .veteran was thinking of the old days and seeing, in his mind's eye, the boys as they bid each other good-b- y back In the old Bay State. Some one blundered yesterday In compelling the guardsmen to march too fast Whether It was the fault of the Marshal of the Day or of Captain Berger, I do not know, but whoever had charge should have seen to It that slower music was played than was. The day was insufferably hot and sultry and yet the band played fast quicksteps both marching out to the cemetery and coming back to town. Some of the guardsmen were completely exhausted when they reached the cemetery from their rapid march up Nuuanu avenue hill. On such a sultry day as yesterday 90 steps to the minute would have been fast time, but instead of that they were swung along at a rate of 120 to 130 steps to the minute, and it was awful on the men. It was the same way coming back and I noticed a number of men, when the regiment stopped on Fort street, looking as though they were ready to drop from exhaustion. Such rapid marching would do In a colder country, but it is out of place In Honolulu, particularly on such a sultry day as yesterday was. There was a peculiar thing occurred as the National Guard and the Grand Army veterans were returning down Hotel and King, and lined up along the west side of the street, together with the band while the Grand Army veterans drove by. As the carriages bearing the veterans reached the left of the line at Hotel street the band struck up "Way Down South in Dixie." How incongruous It seemed to one raised where "Dixie" would hardly have been allowed to be played thirty years ago or even twenty years ago. But the bitterness of the civil war is, thank God, a thing of the past and the old "boys" swung their hats to "Dixie" as blithely as though the band had been playing "Marching Through Georgia." And speaking of this latter piece of music what a favorite with the old soldiers it has always been. There is a rhythm and swing to it that makes the old, and decrepit, and Infirm feel like swinging into line In the march again. I attended the national reunion of the Grand Army at Columbus, Ohio, In 1S79, I think it was. President Hayes was there I know, as was General Sherman, General Howard and a. number of others of the men who had helped to make history in the days of '61 to '65. In the grand parade, including the veterans, militia and regulars, there were said to be 75,000 men in line, and surely there must have been. There was no playing of "Dixie" by any of the bands there that day, and there were dozens of bands "Star Spangled Banner," "Columbia, Gem of the Ocean," and other "patriotic aira were played, but chief of all the music was "Marching Throagh Georgia,' There were men la llae hardly able to walk but when the band woal-- strike np that good oM xa&rch yon could see But speaking of "Dixie," I believe it will in time become the greatest favorite of the people as the national air of America. There is a swagger and a swing to it that none of th other of the so-call- national airs have. "Marching Through Georgia." while a great marching piece, brings back too many bitter memories to the Southern man to render him capable of ever learning to like the selection. "Dixie" has not this objection. It brings no unpleasantness to the Northern man. In fact it was first played and sung in the North before the war and "was taken np as the national air of the South after the civil war began. Through the efforts of two or three other newspaper men and myself we arranged with the band at the National Republican convention at St Louis In 1896 that It should play "Dixie" on the second morning of the convention, while the crowd was assem bling. Later the leader weakened, be ing afraid of It. "Dixie" had never been played in a National Republican convention, and it was feared that it might be hissed. I entreated with the leader that morning telling him that St. Louis was a Southern city, that the majority of the spectators were residents of that city, and once he started playing "Dixie" it would bring forth such a round of applause that it would become contagious and before the band could finish playing the crowd would be cheering. Still the leader hesltated,Nand I went down stairs to get some of the other cor- respondents to join me In again urging band-leade- the r to play "Dix- ie." As I started down stairs the band began to play "Marching Through Georgia." and the crowd began to cheer. Hurrying over to Mc-Bryof the Cincinnati Enquirer I asked him to go up to the music gallery with me to try to get the band to play "Dixie." We reached the gallery just as the band stopped playing "Marching Through Georgia," and rushing over to the leader I exclaimed: "Now play 'Dixie. The crowd has cheered itself almost hoarse over 'Marching through Georgia and if you give them 'Dixie' now right on top of it, it will make a great hit." The leader seemed to think there was some truth in what I said and ordered the band to play "Dixie." The sweet strains had hardly reached the outermost walls of that great convention hall before the applause began, swelling larger and larger, until cheers began and in less than two minutes men were standing on chairs all over j the hall swinging their hats and shouting at the top of their voices. It was a great stroke. Every one recognized the force of it and the effect was like bringing about a reunion of a family that has been estranged. It seemed to put every one in a good humor and comment ran around the convention hall about the band playing "Dixie." And more than once in that campaign of 1896 I saw bands marching in Republican procession in the north playing "Dixie" as though it had belonged to them of right ever since it was composed. Later the Spanish war settled it that "Dixie" was a national air and it is probably played as freely in the northern states today as in the southern. But I am disgressing. There is something ennobling and inspiring in the observation of Memorial Day. I trust the time will never come when It will be observed simply as a holiday; a day for races and games and for amusement. How sweet to retain one day in all the .year for honoring the dead; for holding sweet memories, for thinking of those gone before. Holding no bitterness in life, but uniting with our fellows In honoring men who fought for their country, to "Cover them over with beautiful flowers. Cover them over, these heroes of ours."
