Dear Chairman Bauer and Planning Commission Members: 

I am not able to speak at the January 5 meeting regarding the Asbury Atlantic proposal for 3 single 

family houses ( CSP 10-001) because I will be out of town, but I very much want to comment on the 

latest version of the site plan for this project. I’ve listed my specific comments as pros/cons/neutral 

below. The design is improved regarding the location of the houses, but unchanged regarding the size, 

massing and means of access to the homes. I hope you will encourage the applicants to continue to 

modify their proposal to be compatible with the existing homes in our neighborhood, in size and style. I 

have looked long and hard both at the City zoning map and driving around Gaithersburg and I cannot 

find a single example of development where the homes on a dead-end street back up to a street with 

residences facing them from across another street. Most cul de sacs back up to other homes in the 

same development, parkland, or in a few instances a road with no residences ( e.g. at Great Seneca 

Highway and Quince Orchard Rd.). The other buildings in this part of the Asbury campus, the original 

Home, the Epworth building and the matching additional structure on the left all face and interact with 

Russell Ave. The new houses need to do the same 

Representatives from Asbury met with a group of neighbors on December 8 and showed us a plan that 

looked pretty much like the current submission. We discussed a number of ways to make the houses 

near the street part of the streetscape, but none of these are shown in the current plan. 

Pros: 

The houses are closer to the street, and the short end aligned with the street, which is an improvement. 

The “backyard” fences no longer attach to the existing fence, but are parallel to and further from the 

public streets. This is a significant improvement as the existing fence is more than enough fence (and it 

violates the zoning ordinance which prohibits fences taller than three feet within 25 feet of a corner 

(Sec. 24-167(4) ). 

The houses are generally visible from the street, with landscaping to provide full privacy only to the 

fenced yard areas.

Cons: 

No attempt has been made to make the houses become part of the streetscape, such as by installing a 

sidewalk or providing a full width porch as is typical in the neighborhood. I realize architecture is not 

part of the concept site plan, but access to each building, and the basic footprints should be. It seems to 

me it would be possible to have sidewalks from the end of the new street provide access to the front of 

the two houses which face a street. The houses are still 30+ feet from the public sidewalk, since the 

TND option is not being used. 

The footprints are still the same 3 identical, large, ranch proportioned houses, with nothing cottage-like 

about them. The garage side of the house is still the “front”. The houses in this neighborhood vary in 

size and style, but nearly all have a full –width front porch and are two bays wide, quite different from 

the proposal. The 3 houses on Russell Ave. near the corner of Maryland Ave. (206, 208 and 210) would 

be good models for something actually cottage-like, especially the later two which were built in the mid 

20’s in for the first superintendants of the Asbury Home, but they should be scaled up to a more modern 

size (not as big as 2800 square feet, but bigger than the existing cottages). My conversation with Asbury 

representatives at our Dec . 8 meeting led me to believe they are unwilling to change anything about the 

layout of the houses, only the exterior trim. I do not think this is enough to make the houses be 

compatible with the existing neighborhood and encourage you to ask for a better design in the next 

step. 

The house near Russell is now very close to the two large tulip poplars, the only large trees outside the 

fence. It appears considerable care would be needed to preserve these trees with this house location, if 

it is even possible. In general the location of the houses—in every iteration to date--has not taken into 

consideration the preservation of any of the existing large trees on the site. 

Neutral: 

We were told that the house farthest from the street might be built first, and the other two later. This 

could lead to an end result of only one house if the project is not completed. I don’t object to this, but 

consideration needs to be given to this possibility when laying out and phasing the roadway 

construction, so we don’t end up with a road to nowhere.
