Members, thank you for volunteering.
We look forward to an amazing new year.
DUTIES OF OUR
BOARD OF DIRECTORS
Our Board of Directors is charged with
maintaining, preserving and enhancing the
common assets of our association. In order
to perform those duties our Board depends
upon the advice and counsel of experts in
various fields of community association management: our Management
Company, attorneys, landscapers, insurance specialists, etc.
When making decisions regarding our community, the Board is expected
to consider all the facts and factors involved in the issue and
make the best business decision possible.
Sometimes those decisions may not appear to be in the best interests
of all of the owners, however if each owner understood all of
the underlying issues that go into making the decision; they would
understand that the Board’s choice of action is usually the most
practical and well thought out.
In addition to dealing with insurance, maintenance, financial and
contractual decisions, the Board must also balance their positions on
the Board with their role as a homeowner. If assessments are increased
that means they are increased for them also. If rules are enacted, that
means they have to obey them, too. Being a Board member does not
grant one community from the responsibilities of living in an association.
In fact, serving on the Board reflects just how seriously they take
that responsibility. So, please keep in mind that our Board members
are actually doing “double-duty” for our community: they serve as
Board member and neighbor...and they deserve a heartfelt “thank
you” for all of their contributions to our community!
TIMELY ASSESSMENT PAYMENT SAVES US ALL MONEY!
In order to meet its financial obligations, our association depends
upon the timely receipt of our monthly assessments from the owners.
When our community’s budget is approved by the Board, it assumes
two things: the amount of income must equal the amount of expenses
and, that each homeowner will pay his or her maintenance
assessment in a timely manner. If one or the other fails to happen,
we have a cash-flow problem and it usually results in costing all of
us more money in the long run.
Our community depends entirely upon the monthly assessments to
pay its bills (insurance, landscapers, water, electricity, gas, management,
etc.). Whenever homeowners are delinquent in paying their
assessments it creates a “cash-flow shortage” that may prevent
the association from paying its bills in a timely manner. There is no
other source of income available to make up for the shortage. If we
“borrow” money from the reserves to pay for operating expenses,
we are required to pay it back, thus we create even more expenses.
Ultimately, when even a few homeowners fail to pay their assessments
on time it ends up costing us all more. That is because since
most of our expenses are pre-determined, the only way to make up
for a cash-flow problem is to increase the amount of money coming
in or in other words, raise our monthly assessment amount.
We can all take part in keeping our community’s expenses down and
one of the best ways is to make sure that your monthly assessment
check is sent on time!
Spectrum has made this process so easy for the residents. You can go
on www.spectrumam.com and register and create an account that
will allow you to make payments and take care of everything online
or stop by and see Jennifer at Spectrum Association management
MARCH GARDENING TIPS
VEGETABLES
• Plant vegetables such as tomatoes, sweet corn and snap beans and
pepper, as well as cucumbers, lima or butter beans, cantaloupe, okra
(if the soil has warmed sufficiently - 70 degrees F. or higher), southern
peas, pumpkin, squash, peanuts and watermelon.
LAWN
• Re-sod or replant as needed with turfgrasses adapted to this part of
Texas and suited to the planting location (shade or sun).
• When resodding semi-shaded areas with St. Augustine, use ONLY the
variety Floratam for best pest resistance.
See www.plantanswers.com/grass.htm.
TREES AND SHRUBS
• Plant container-grown trees and shrubs as soon as possible. In shady
areas, where grass is difficult to grow, consider planting a dependable
groundcover such as English ivy, Asian jasmine, vinca or one of the
prostrate junipers.
• Prune spring flowering and evergreen shrubs during early March.
However, be sure to prune spring flowering shrubs after they have
bloomed.
• Fertilize with a pre-plant application of a slow-release fertilizer
analysis such as 19 - 5 - 9 at the rate of 3 pounds per 100 square feet of
garden planting area. Early March is the ideal time to fertilize landscape
plants because you give them food just before the spring growing
season starts.
5 STEPS TO A
HAPPIER HEALTHIER PET
1. Protect your pet from extreme
weather (heat, cold, rain, etc.).
2. Keep indoors or in a fenced
yard and on a leash when
walked.
3. Make sure they’re up to date
with vaccinations.
4. Always make sure they’re
wearing identification, so they
can be returned to you if lost.
5. Spay or neuter your pet.
Texas Lab Rescue has labs available
SCOOPAGE PET POOPAGE
It may not be a fabulous way to
walk, but please have courtesy
to please scoop when your
pet poops during your walks.
Throughout the community trails, you will find areas to toss your pet’s
poopage and in some areas, there are also bags. Carry your own grocery
bags - you’ll be recycling at the same time! Many of your neighbors
work hard with their lawncare and landscaping. Come with a scooper
and a recycled grocery bag or anything else. Picking up after your pets
shows your respect for every homeowner and our beautiful community.
Pet feces damages lawns and many residents are working hard to
maintaining their grass!
PREVENT EXCESSIVE BARKING!
Dogs left alone all day get lonely, bored and restless. Many find relief
in barking. Some respond noisily to any and all activity. Nothing is as
annoying as incessant barking-even for dog lovers. If your dog is a yapper
or a yowler, please consider some of these bark-abatement ideas to keep
the noise down in your area. Your neighbors will thank you!
• Training. Training not only helps your dog, you’ll be surprised how
much it helps you, too. You may get some insight into why your dog
barks so much, or what it is trying to communicate.
• Citronella collars.
• Confinement. Sometimes simply bringing an outspoken dog indoors
or confining it to a crate cuts down on the disturbance to neighbors.
• For inside dogs, reduce stimulus. Close drapes to help muffle street
noise, or leave a radio on to mask it.
• Companionship. Dogs are pack animals; they need companionship-a
cat, bird or another dog. Consider a mid-day visit from a pet-sitting
service or drop your pooch off at a friend’s place or a day-care facility
once or twice a week.
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running at
someone who is walking by is very scary for that person. Many children
are afraid of animals and become frightened, which could result in the
child getting hurt trying to avoid the animal.
Harris County Animal Control advises, “All dogs and cats must be kept
under restraint while in the unincorporated areas of Harris County,
Texas. The custodian of a dog or cat is not authorized to have, harbor
or keep any unlicensed dog or cat, nor to allow any dog or cat to
become a stray.”
Restraint is defined as “the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more than six (6) feet in
length, if the line or leash is held by a human being, who is capable
of controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal does
not have access to sidewalk or street.”
While it may be nice to have your animal out in the yard while you
work or play, it is against the law, unless the animal is properly
restrained.
Let’s all help keep our community a safe and comfortable place for
all our residents by being responsible pet owners. This will not only
protect anyone who may be walking or bicycling in the area, but also
the pet owner who could be held legally responsible or possibly sued
for failing to properly restrain their pet.
OTHER
• Impounded animals shall be kept three days to allow the owner
time to redeem them.
• The occupant/head of household of any premises on which a dog
or cat remains for a period of seven days is presumed to be the
owner of that animal.
• All animals suspected of rabies, or animals that bite, scratch or
otherwise attack any person shall be impounded at the discretion of
the County Health Officer, for a period of ten days under veterinary
observation.
• Violators of any provision of this order are guilty of a misdemeanor
and are subject to a fine of up to $200 in a Justice of the Peace Court.
DE-CLUTTERING THE CLOSET
Stacked, packed and bulging, the clothes closet looms. When it
takes too long to dress for a special occasion or to find jeans and a
T-shirt, it’s time to stop closet clutter. Apply these STOP clutter rules
to determine whether to keep, toss, sell, donate or repair clothing.
Gather your tools: timer, STOP de-clutter boxes (marked Put Away,
Sell/Donate and Storage), a garbage bag for trash and an extra box
for Repair items. Set the timer for 20 minutes. Twenty-minute nibbles
get the job done in controllable bites.
Step 1: Sort. One garment at a time, make a decision using the STOP
clutter rules. Start small: one shelf of hanging rod. Examine each
garment and decide whether to keep, toss, sell, repair or store it. If
necessary, try on the garment to make the decision.
Step 2: Toss. If it’s a keeper, hang it back on the rack or return it to the
shelf. If not, put it in the appropriate box or toss it in the trashcan.
Step 3: Organize. Out-of-place items - sports equipment, fishing poles,
hairbrushes, safety pins, the stapler you used for an emergency hem repair
- go to the Put Away box. Arrange the remaining garments according
to color on the newly spacious hanging rod or cleared shelf.
Step 4: Put away. When the timer rings, stop. The timer’s bell is your
friend, seeing to it that you don’t bite off more clutter energy than you
can chew. Empty the trash, take the Repair items to the sewing area and
circle the house with the Put Away box.
BIRDING
By Cheryl Conley, TWRC Wildlife Center
There are many different levels of bird watching from the casual observer
to professionals whose goal is to see as many of the 8,850 species as
possible. In North America there are approximately 800 species. Some
people use nothing more than the naked eye to observe and others
spend thousands of dollars on binoculars, telescopes, cameras, video
and audio equipment, tripods and field guides. “Birding” as it’s sometimes
called, is also a competitive event and there are both national
and international organizations.
Some of the best bird watching, perhaps in the world, is in the Houston
area. Approximately 570 types of birds either call this area home and
are permanent residents or are migratory and just pass through on their
way to some other destination.
The Cornell Lab of Ornithology is a great resource for anyone interested
in birds. If you ever have a problem identifying a bird, their free Merlin
Bird ID app is a must-have. According to Cornell, “If you can snap a bird
photo with your phone - or even take a photo of another photo - chances
are Merlin can help you ID it.”
Birds face the same threat as almost all other wild animals and that is
habitat loss. Trees, brush and grasslands are being destroyed to make
way for roads and buildings. The best way to help our feathered friends
is to replace some of what has been lost. Plant trees and shrubs using
native plants, minimize pesticide use, set up nest boxes, provide water
and keep your cats indoors. Leave some dying and/or dead trees on your
property. Many species depend on cavities in these trees for nest sites.
Next to habitat loss, the next highest cause of bird deaths is collisions
with windows. Covering windows with screening or applying decals or
tape to windows can help significantly. Make sure to check the web for
instructions on how to apply these safeguards.
TWRC Wildlife Center is gearing up for another busy spring. If you’d like
to help us feed and care for orphaned baby birds, details will be available
soon on our website at www.twrcwildlifecenter.org or you can call
713-468-TWRC for more details.
BEST OUTDOOR EXERCISE ACTIVITIES
Sports are generally designed to be leisure activities, but you can turn
your favorite outdoor sports and recreational activities into exercise.
As a result, you can use the sports and activities to improve your fitness
level. The five best sports and recreational activities for exercise
improve your overall fitness level by building strength and endurance
while burning calories and excess body fat.
Cross-Country Skiing: Cross-country skiing is a winter outdoor sport
and recreational activity that combines skiing and hiking. The natural
motion used in cross-country skiing provides an all-around aerobic
workout. Each motion incorporates the shoulders, back, chest, core and
legs, resulting in the ability to burn about 600 to 900 calories per hour.
Backpacking: The simplicity of strapping on a pack and hitting the
trail makes backpacking one of the five best outdoor sports and recreational
activities for exercise. Regardless of the intensity and duration
of the backpacking trip, you burn a significant amount of calories while
experiencing the great outdoors. Backpacking for one hour can burn
about 600 to 700 calories per hour while building lower body strength
and stamina.
Running: Running is a classic outdoor sport and recreational activity
and one of the best for building endurance, stamina and muscular
fitness while burning calories. Running at 8 mph can burn more than
1,000 calories per hour and you can increase that amount with rugged
outdoor terrain, such as hills or trails.
Cycling: Learning how to ride a bike is a rite of passage for kids, but cycling
can provide a lifetime of exercise and fitness. You can take the bike
on paved roads or trails along with off-road trails to experience remote
locations in the mountains or forests. Along with burning about 400
calories per hour, cycling builds lower body strength while improving
balance, coordination and cardiovascular fitness.
Swimming: Swimming is known for providing a low-impact total
body workout, but it’s also one of the top outdoor sports. You can vary
your swimming activity from freestyle swimming to aqua aerobics in
the outdoor pool or local lake. Swimming is a common alternative to
running, cycling or hiking when the weather turns hot. One hour of
swimming burns about 600 to 700 calories and improves endurance,
strength and coordination.
Remember: Scammers Change Tactics - Aggressive and threatening
phone calls by criminals impersonating IRS agents remain a major
threat to taxpayers, but variations of the IRS impersonation scam
continue year-round and they tend to peak when scammers find
prime opportunities to strike.
TAX SCAMS/CONSUMER ALERTS
In recent years, thousands of people have lost millions of dollars and
their personal information to tax scams and fake IRS communication.
REMEMBER: The IRS doesn’t initiate contact with taxpayers by email,
text messages or social media channels to request personal or financial
information. In addition, IRS does not threaten taxpayers with
lawsuits, imprisonment or other enforcement action. Being able to
recognize these tell-tale signs of a phishing or tax scam could save
you from becoming a victim.
IRS-Impersonation Telephone Scams
An aggressive and sophisticated phone scam targeting taxpayers,
including recent immigrants, has been making the rounds throughout
the country. Callers claim to be employees of the IRS, but are not.
These con artists can sound convincing when they call. They use fake
names and bogus IRS identification badge numbers. They may know
a lot about their targets and they usually alter the caller ID to make
it look like the IRS is calling.
Victims are told they owe money to the IRS and it must be paid
promptly through a pre-loaded debit card or wire transfer. If the
victim refuses to cooperate, they are then threatened with arrest,
deportation or suspension of a business or driver’s license. In many
cases, the caller becomes hostile and insulting. Or, victims may be
told they have a refund due to try to trick them into sharing private
information. If the phone isn’t answered, the scammers often leave
an “urgent” call back request.
Note that the IRS will never:
• Call to demand immediate payment using a specific payment
method such as a prepaid debit card, gift card or wire transfer.
Generally, the IRS will first mail you a bill if you owe any taxes.
• Threaten to bring in local police or other law-enforcement
groups to have you arrested for not paying.
• Demand that you pay taxes without giving the opportunity
to question or appeal the amount they say you owe.
• Ask for credit or debit card numbers over the phone.
Surge in Email, Phishing and Malware Schemes
The IRS saw an approximate 400 percent surge in phishing and malware
incidents in the 2016 tax season.
Scam emails are designed to trick taxpayers into thinking these are
official communications from the IRS or others in the tax industry,
including tax software companies. These phishing schemes can ask
taxpayers about a wide range of topics. Emails can seek information
related to refunds, filing status, confirming personal information
ordering transcripts and verifying PIN information.
Variations of these scams can be seen via text messages and the
communications are being reported in every section of the country.
When people click on these email links, they are taken to sites designed
to imitate an official-looking website, such as IRS.gov. The
sites ask for Social Security numbers and other personal information,
which could be used to help file false tax returns. The sites also may
carry malware, which can infect people’s computers and allow criminals
to access your files or track your keystrokes to gain information.
GO TEXAN DAY
The Friday before the Parade,
March 3, 2017, is also known
as “Go Texan Day,” where the
entire population of Houston
is encouraged to dress in
Western attire, such as jeans,
cowboy boots and cowboy
hats. While the concept was
discussed in 1938 by the General
Manager of the Houston
Chamber of Commerce, it was
not until the 1950’s that it finally
was put into practice. In
1954, Archer Romero chaired
the first Go Texan Committee
to encourage what would
later become a Houston tradition
during the rodeo.
RODEO HISTORY/FACTS
RODEO PARADE
In 1937, planning had begun for the first Rodeo Parade leading up to
the 1938 Houston Livestock Show and Rodeo. The first parade was
headed by Mounted Police and various dignitaries on the city, county
and state levels, who also rode horseback. There were two bands with
a Drum and Bugle Corp.
In 1952, the Salt Grass Trail ride was the first trail ride that was formed
by only a few men. The following year, the publicity from that ride attracted
more people to join.
All of the Trail Riders converge on Memorial Park to camp out for the
night before heading down Memorial Drive to where it empties out onto
Texas Ave to line up for the parade.
The parade has approximately 115 different groups joining in the festivities.
There are 15 trail rides, 20 floats, 15 commercial wagons and
stagecoaches and 10 to 15 university and high-school marching bands
in addition to Show officials, other elected officials and dignitaries on
horseback and in vehicles.
win. One of the rules is that as long as a contestant is actually in the
act of holding the calf (i.e. Holding it by the tail) to get the halter on,
no other participant may interfere unless the calf wriggles itself free.
It’s at this point where the calf is fair game once again. The event is
held nightly between major events in the Reliant Stadium. Each of the
students who catch a calf is awarded a $1,250 certificate to purchase
a registered beef heifer. Raising and showing this heifer becomes a
yearlong project as the scrambler sees to the grooming, feeding and
care of the animal. The exhibitor returns to the Houston Livestock
Show the following year for a special competition. Calf Scramble
exhibitors receive a $250 bonus when they return to compete with
their heifer, totaling their $1,500 certificate.
A similar events for youngsters is Mutton Bustin’, for 5 and 6-year-olds,
who try to ride on top of a sheep for eight seconds.
WORLD’S CHAMPIONSHIP BAR-B-QUE CONTEST
The World’s Championship Bar-B-Que Contest, also simply known
as “The Cookoff,” started in 1974 and has consistently drawn massive
attendance numbers for the three-day event, drawing a record
264,132 visitors in 2013. It takes place on the southern parking lot of
NRG Stadium, with over 350 teams participating every year and is
generally considered a “Hot Ticket,” as most are for members or by
invitation only. While the event is open to the general public, those
that can get into the tents are generally allowed an unlimited amount
of food and beverages.
THE CALF SCRAMBLE
Since the addition of the event in 1942, it has been one of the more
popular events during the actual rodeo. The event features 14 calves
and 28 students who must try to capture one of the calves, put a halter
on it and bring it back into the “winners square” in order to claim the
Rodeo Houston also features the traditional rodeo events of bull
riding, bareback riding, saddle bronc riding, team roping, steer wrestling,
calf roping, barrel racing (women only) and chuck wagon racing.
TRANSPORTATION
With between 60,000 and 150,000 people attending the rodeo each
day, every year, the city’s transportation infrastructure is taxed as
it must also compete with regular Houston Rush Hour on regular
business days. There are a variety of ways into and out of the complex
that include Park and Ride lots in certain parts of the city that
are provided by the event as an express straight onto the property,
Taxi, Self Parking, and METRORail. The Coordinators of the event
try to persuade attendees to use public transportation as the most
convenient way to and from the Rodeo.
burrito with scrambled eggs, low-fat cheese, salsa and a whole
wheat tortilla or a parfait with low-fat plain yogurt, fruit and whole
grain cereal.
Make Half Your Plate Fruits and Vegetables
Fruits and veggies add color, flavor and texture plus vitamins, minerals
and fiber to your plate. Make 2 cups of fruit and 2 ½ cups of
vegetables your daily goal. Experiment with different types, including
fresh, frozen and canned.
Watch Portion Sizes
Get out the measuring cups and see how close your portions are
to the recommended serving size. Use half your plate for fruits and
vegetables and the other half for grains and lean protein foods. To
complete the meal, add a serving of fat-free or low-fat milk or yogurt.
Be Active
Regular physical activity has so many health benefits. Start by doing
what exercise you can for at least 10 minutes at a time. Children and
teens should get 60 or more minutes of physical activity per day and
adults should get two hours and 30 minutes per week. You don’t have
to hit the gym - take a walk after dinner or play a game of catch or
basketball.
Fix Healthy Snacks
Healthy snacks can sustain your energy levels between meals, especially
when they include a combination of foods. Choose from two or
more of the MyPlate food groups: grains, fruits, vegetables, dairy and
protein. Try raw veggies with low-fat cottage cheese, or a tablespoon
of peanut butter with an apple or banana.
Enact Family Meal Time
Plan to eat as a family at least a few times each week. Set a regular
mealtime. Turn off the TV, phones and other electronic devices to
encourage mealtime talk. Get kids involved in meal planning and
cooking and use this time to teach them about good nutrition.
Banish Brown Bag Boredom
Whether it’s a lunch for work or school, prevent brown bag boredom
with easy-to-fix, healthy lunch ideas. Try a whole-wheat pita pocket
with veggies and hummus or a low sodium vegetable soup with whole
grain crackers or a salad of mixed greens with low-fat dressing and
a hard boiled egg.
Drink More Water
Quench your thirst by drinking water instead of sugary drinks. Stay
well hydrated by drinking plenty of water if you are active, live or
work in hot conditions or are an older adult.
Explore New Foods and Flavors
Add more nutrition and eating pleasure by expanding your range of
food choices. When shopping, make a point of selecting a fruit, vegetable
or whole grain that’s new to you or your family. Try different
versions of familiar foods like purple asparagus, Honeycrisp apples,
broccoli or quinoa.
Eat Seafood Twice a Week
Seafood - fish and shellfish - contains a range of nutrients including
healthy omega-3 fats. Salmon, trout, oysters and sardines are higher
in omega-3s and lower in mercury.
Cut Back on Added Sugars
Foods and drinks with added sugars can contribute empty calories
and little or no nutrition. Reviewing ingredients on the food label
can help you identify sources of added sugar.
Visit www.choosemyplate.gov for more information.
Experiment with more plant-based meals
Expand the variety in your menus with budget friendly meatless
meals. Many recipes that use meat and poultry can be made without.
Eating a variety of plant foods can help. Vegetables, beans and
lentils are all great substitutes. Try including one meatless meal per
week to start out.
