SABS <strong>Product</strong> Certification Mark:<br />
This document describes the procedure for preparation, submittal, evaluation, and certification of<br />
products as defined in the scope for the certification program, based on a CB report and Certificate<br />
including national country deviation<br />
2 Scope (<strong>Product</strong>s Covered)<br />
The scope of the certification program covers:<br />
- SABS IEC 60065 Safety requirements for mains operated electronic and related apparatus for<br />
household and similar use<br />
- SABS IEC 60335 Safety of household and similar electrical appliances<br />
- SABS IEC 60745 Safety of hand-held motor-operated electric tools<br />
- SABS IEC 60950 Safety of information technology equipment<br />
- SABS IEC 60967 Safety of electrically heated blankets, pads and similar flexible heating<br />
appliances for household use<br />
- SABS IEC 61029 Safety of transportable motor-operated electric tools<br />
- SABS 164 Plug and socket outlets for household and similar purposes<br />
- SABS 165 Lampholders (based on IEC 60238 and IEC 61184)<br />
- SABS 1464 Safety of luminaires (based on IEC 60598-1)<br />
- SABS 1574 Electric cables - Flexible cables and cords (based on IEC 60227 and IEC 60245)<br />
- SABS 1662 Safety of appliance couplers (based on IEC 60320)<br />
3 Why do you need this mark<br />
1.) COMPULSORY SAFETY SCHEME: LOA(Safety) + CoC(EMC)<br />
South Africa government requires proof that prescribed products s with the latest edition of the relevant<br />
IEC specification should be made available up front. As far as imported goods are concerned, the<br />
Department of Customs and Excise insist on a SABS Letter of Authority (LOA) before releasing units<br />
from customs.<br />
The LOA will be issued to the importer, and distributed by the importer to their clearing agents and must<br />
accompany the bill of entry when the goods are imported. After being used for the specific bill of entry,<br />
Customs will return the LOA to the clearing agent and it may then be re-used for future imports of the<br />
specified goods from the same supplier<br />
Certificate of Conformance (CoC) is the South African name used to describe the certificate required<br />
to show compliance with the EMI Interference requirements. It follows that all electrical equipment need<br />
such certification. At present South Africa does not have any EMC Immunity requirements, but<br />
regulations about this is in preparation. Please note that this CoC is not a Mark for the product but only<br />
a certificate issued upon a successful test.<br />

The test methods used are the international CISPR requirements, but local limits apply. The regulations<br />
are enforced by our Independent Communications Authority (ICASA), and only one test laboratory in<br />
South Africa has been appointed by them to issue these certificates. In general, they can issue a<br />
certificate based on a test report to the applicable standard from an accredited laboratory elsewhere, but<br />
the charge for this report evaluation is the same as for the test, anyway, so it is preferable and advisable<br />
to submit a sample directly to them for testing, to obtain the certificate.<br />
2.) SAFETY MARK SCHEME:<br />
This scheme is offered as an alternative to the Compulsory Safety Scheme, and allows the SABS<br />
Safety Mark to be applied to the product.<br />
This mark carries some prestige in the Southern African market place, and is widely recognized in<br />
South Africa as providing visible proof of compliance to potential purchasers and/or users, and may even<br />
be a prerequisite for some purchasers.<br />
Obtaining a SABS Safety Mark permit covering the product concerned will thus aid marketing efforts in<br />
the country, and has the added advantage of simplifying customs clearing procedures when importing. It<br />
is essentially a third-party product certification scheme to the ISO/IEC System No. 5 requirements,<br />
involving<br />
(a) <strong>Product</strong> type testing and<br />
(b) Assessment of the factory quality management/control system before acceptance and the issuing<br />
of an SABS Mark Permit, followed by<br />
(c) Surveillance testing of samples from the factory and<br />
(d) Surveillance audits on the factory quality management/control system. It is also required that the<br />
manufacturer appoints an agent in South Africa through whom arrangements can be made, samples<br />
obtained, and generally to act on his behalf.<br />
4 Technical country information<br />
Rated voltage in the country is 230V/50Hz (in some areas 240V/50Hz). The plug standards are SABS<br />
164-1:1997 or SABS 164-2:1997 Plug types are Class I with earthling contact and Class II without<br />
earthling contact. There are mainly two commercial plugs for different ratings<br />

Assumes no retesting, complying product and following of this procedure. Certificate delivered via fax or<br />

8 Certification Procedure<br />
