SABS Product Certification Mark:
This document describes the procedure for preparation, submittal, evaluation, and certification of
including national country deviation
2 Scope (Products Covered)
The scope of the certification program covers:
- SABS IEC 60065 Safety requirements for mains operated electronic and related apparatus for
household and similar use
- SABS IEC 60335 Safety of household and similar electrical appliances
- SABS IEC 60745 Safety of hand-held motor-operated electric tools
- SABS IEC 60950 Safety of information technology equipment
- SABS IEC 60967 Safety of electrically heated blankets, pads and similar flexible heating
appliances for household use
- SABS IEC 61029 Safety of transportable motor-operated electric tools
- SABS 164 Plug and socket outlets for household and similar purposes
- SABS 165 Lampholders (based on IEC 60238 and IEC 61184)
- SABS 1464 Safety of luminaires (based on IEC 60598-1)
- SABS 1574 Electric cables - Flexible cables and cords (based on IEC 60227 and IEC 60245)
- SABS 1662 Safety of appliance couplers (based on IEC 60320)
3 Why do you need this mark
1.) COMPULSORY SAFETY SCHEME: LOA(Safety) + CoC(EMC)
South Africa government requires proof that prescribed products s with the latest edition of the relevant
IEC specification should be made available up front. As far as imported goods are concerned, the
Department of Customs and Excise insist on a SABS Letter of Authority (LOA) before releasing units
from customs.
The LOA will be issued to the importer, and distributed by the importer to their clearing agents and must
accompany the bill of entry when the goods are imported. After being used for the specific bill of entry,
Customs will return the LOA to the clearing agent and it may then be re-used for future imports of the
specified goods from the same supplier
Certificate of Conformance (CoC) is the South African name used to describe the certificate required
to show compliance with the EMI Interference requirements. It follows that all electrical equipment need
such certification. At present South Africa does not have any EMC Immunity requirements, but
regulations about this is in preparation. Please note that this CoC is not a Mark for the product but only
a certificate issued upon a successful test.
The test methods used are the international CISPR requirements, but local limits apply. The regulations
are enforced by our Independent Communications Authority (ICASA), and only one test laboratory in
South Africa has been appointed by them to issue these certificates. In general, they can issue a
certificate based on a test report to the applicable standard from an accredited laboratory elsewhere, but
the charge for this report evaluation is the same as for the test, anyway, so it is preferable and advisable
to submit a sample directly to them for testing, to obtain the certificate.
2.) SAFETY MARK SCHEME:
This scheme is offered as an alternative to the Compulsory Safety Scheme, and allows the SABS
Safety Mark to be applied to the product.
This mark carries some prestige in the Southern African market place, and is widely recognized in
South Africa as providing visible proof of compliance to potential purchasers and/or users, and may even
be a prerequisite for some purchasers.
Obtaining a SABS Safety Mark permit covering the product concerned will thus aid marketing efforts in
the country, and has the added advantage of simplifying customs clearing procedures when importing. It
is essentially a third-party product certification scheme to the ISO/IEC System No. 5 requirements,
involving
(a) Product type testing and
(b) Assessment of the factory quality management/control system before acceptance and the issuing
of an SABS Mark Permit, followed by
(c) Surveillance testing of samples from the factory and
(d) Surveillance audits on the factory quality management/control system. It is also required that the
manufacturer appoints an agent in South Africa through whom arrangements can be made, samples
obtained, and generally to act on his behalf.
4 Technical country information
Rated voltage in the country is 230V/50Hz (in some areas 240V/50Hz). The plug standards are SABS
164-1:1997 or SABS 164-2:1997 Plug types are Class I with earthling contact and Class II without
earthling contact. There are mainly two commercial plugs for different ratings
