01. INTRODUCTION / WELCOME<br />
Dear participants, dear guests,<br />
It is our great pleasure to welcome you to the first round of the FIA European <strong>Rally</strong><br />
Championship <strong>2012</strong>.<br />
The rally will be from Thursday to Saturday, 05 th <strong>–</strong> 07 th <strong>January</strong> <strong>2012</strong>.<br />
The rally centre with servicepark, rally headquarters, media centre and the event hall<br />
(Freistädter Messehalle) will be based in Freistadt, northern part of Upper Austria<br />
close to the Czech boarder.<br />
<strong>Jännerrallye</strong> <strong>2012</strong> is very proud to host the FIA European <strong>Rally</strong> Championship, the<br />
<strong>Int</strong>ernational Austrian <strong>Rally</strong> Championship and to welcome again the <strong>Int</strong>ernational<br />
Czech <strong>Rally</strong> Championship.<br />
The information in this <strong>Rally</strong> <strong>Guide</strong> is to provide useful informations to the<br />
competitors and drivers in preparing their participation and/or visit of our event.<br />
Should you require any further information, please do not hesitate to contact the<br />
members of the organisation in the permanent <strong>Rally</strong> Secretariat.<br />

1.01 HISTORY<br />
The Jänner-<strong>Rally</strong>e® in Mühlviertel has been organized since 1969 and was<br />
held 15 times up to 1986. Even then this event was a success with the public<br />
(spectator numbers of well above 100,000 were usual). Famous drivers of the<br />
rally sport, such as Stig Blomqvist, Per Engseth, Rudi Stohl, John Haugland,<br />
Rauno Aaltonen, Shekar Mehta, Ladislav Krecek and Mister Jänner-<strong>Rally</strong>e®<br />
Franz Wittmann characterized the Jänner-<strong>Rally</strong>e®.<br />
1986-2001 Jänner-<strong>Rally</strong>e® has not been organized because of lake of financial<br />
sources.<br />
In 2002 Jänner-<strong>Rally</strong>e® became IQ- Jänner-<strong>Rally</strong>e® and was brought back to<br />
life.. IQ is a petrol station brand owned by the oil wholesale company Julius<br />
Stiglechner, which was founded in 1923 (IQ-Diskont <strong>–</strong> simply fill up clever). The<br />
event was held again as Challenge 2002 and immediately became a complete<br />
success with big interest of the public (60,000 spectators).<br />
Due to this success RCM (<strong>Rally</strong>e Club Mühlviertel) was founded in July 2002<br />
with the purpose to further develop Jänner-<strong>Rally</strong>e®.<br />
2003: Jänner-<strong>Rally</strong>e® received the status of a championship (Austrian<br />
championship and FIA European <strong>Rally</strong> Championship Regional Cup Central<br />
coeff. 2).<br />
In May 2003 RCM acquired the rights of the name Jänner-<strong>Rally</strong>e®<br />
Another further big step in the development of this event was made on<br />
13.08.2003 by signing of the contract between the RCM and the Autoklub<br />
Ceske Republiky (ACR). The contract guaranteed that the <strong>Int</strong>. Jänner-<strong>Rally</strong>e®<br />
became part of the Czech championship 2004.<br />
2004: A remarkable number of starters was achieved with 85 starters from 8<br />
nations.<br />
2005/2006: Together with the Sumava-<strong>Rally</strong> an additional Winter Cup was held,<br />
which was well accepted by the drivers and teams with approx. 50 participants.<br />
The upward trend continued with 116 starters from 9 nations.<br />
2005 <strong>–</strong> 2009 more than 100 participants from up to 10 nations were usual,<br />
2009 FIA European <strong>Rally</strong> Championship Regional Cup Central Coff. 5.<br />
2010 Jänner-<strong>Rally</strong>e® had to be cancelled because of rejected approval by the<br />
Austrian authorities (3 month before the event a heavy accident happened by a<br />
hill climp race in Upper Austria).<br />
2011 FIA European <strong>Rally</strong> Championship Regional Cup Central Coeff. 10,<br />
100 participants, more than 100.000 spectators and more than 190 accredited<br />
journalists.<br />

04.02 CRITERIA FOR ACCEPTANCE OF ENTRIES<br />
In case application is sent by fax or has been made electronically, the original<br />
entry form must reach the permanent office-adress (Art. 02.01.) not later than<br />
2 days following the closing date of entries.<br />
In case the competitor is not one of the drivers, the entry form must be<br />
accompanied by a copy of the valid competitors’ licence.<br />
A Maximum of 120 entries will be accepted by the organiser. In case of<br />
exceeding this limit, the date of receiving the entry form and payment of entry<br />
fee will be the criteria of acceptance or not acceptance of the entry. Entries of<br />
priority drivers will be accepted basically.<br />

Following Austrian laws, any prize money will be paid in cash at prize giving<br />
ceremony. Prize-money contents 33,33% VAT & income tax. For foreign<br />
competitors the organizer will withhold this tax and transfer it to the Austrian<br />
Tax office.<br />
Foreign competitors will receive a certification by the organizer regarding the<br />
deducted amount in order to arrange an application for refund of this amount<br />
in their home country following a double taxation agreement.<br />
Austrian competitors have to arrange their VAT and income tax by<br />
themselves.<br />

The teams may bring their auxiliary vehicles into the service park. They<br />
can park them within their designated service area, if there is not<br />
enough space, auxiliary vehicles shall be placed at the parking area P3<br />
shown at general layout appendix II.III. Any parking of team vehicles<br />
outside their designated service area in the service park is strictly<br />
prohibited.<br />
Competitors wishing to use a joint service area with another competitor<br />
must inform the organiser until the deadline at the latest as specified in<br />
Art. 03.01. The organiser can however not guarantee that all requests<br />

<strong>05.</strong>02 FACILITIES AT SERVICE PARK<br />

- electrical power (220/380 V) will be supplied by the organiser free of<br />
charge; individual extension cables has to be provided by the teams<br />

- Diesel generators are allowed for heating only and has to be<br />
provided by the teams themselves<br />
- the use of liquid gas is strictly forbidden<br />
- catering in the service park is strictly forbidden, except an<br />
agreement between team and organiser has been reached<br />
- speed limit in the whole service park is 30 km/h<br />
- entrance of vehicles into the servicepark is only allowed with fixed<br />
service plates <strong>–</strong> provided by organiser - on the car.<br />
- for waste disposal the container <strong>–</strong> provided by organiser <strong>–</strong> has to be<br />

- the usage of high-pressure cleaners in the service park is strictly<br />
forbidden<br />

<strong>05.</strong>03 ENVIRONMENTAL<br />
The compliance with the environmental and safety rules in Austria will<br />
be carefully checked by officials. Make sure that all crewmembers take<br />
care to those rules, in particular with:<br />
- crews are obliged to put a sufficiently large plastic ground sheet<br />
under the competition car as long as service works are carried out.<br />
The ground sheet must be sufficiently strong, have no damages and<br />
be tight, i.e. impervious to oil, fuel, cooling and brake liquids as well<br />
as to battery acid. Any residues such as water, oil, fuel any other<br />
liquids, dirt and similar must be collected and be disposed<br />
environmentally-friendly.<br />
- crews are required to take care that no substances hazardous to<br />
water pass over the edge of the ground sheet and into the ground,<br />
even in case of rain.<br />
- service crews must be in possession of oil absorbing materials and<br />
have available containment for used oil and brake fluid at any time<br />
during the event<br />
- to enable a smooth operation of rescue teams in case of accident,<br />
all containers with liquid and non-liquid chemicals (e.g. cleaning<br />
agents) must carry labels which clearly identify their contents.<br />
- refuelling is allowed only at the foreseen refuelling zone<br />
<strong>05.</strong>04 CASH DEPOSIT<br />
Each area in the service park must be left in a clean condition and<br />
without any rubbish. Before leaving the service park, each entrant must<br />
report to the service park staff to get clearance for the corresponding<br />
area.<br />
Please note that for this purpose, a cash deposit of € 100,-- for<br />
each entrant will be required at administrative checks. Each<br />
entrant will get a corresponding receipt and this deposit will be<br />
reimbursed upon submission of this receipt and after clearance of<br />
the entrant´s service park area.<br />

In the service park there will be a refuelling zone, see appendix II.III.<br />
<strong>07.</strong>02 TYRES<br />
Choice of tyres is free and not limited. All tyres used must be readily<br />
available commercially and must comply with FIA-RRCR 2011,<br />
appendix IV. Only tyres marked by organiser may be used.<br />
Studded tyres:<br />
Studded tyres are allowed to be used but must be in accordance with<br />
following regulations:<br />
Only the cylindrical single point studs introduced through the outside of<br />
the tread are authorized.<br />
They are in no case to go through the tread. They shall meet the<br />
following sizes:<br />
- maximum base diameter: 6,5 mm, allowance included. Weight: 2 gr.<br />
- stud profusion beyond the surface of the brand-new tyre: max. 2 mm.<br />
- total stud height including point: 15 mm. Tolerance MAXI 0,5 mm.<br />
Density on the surface covered: The number of studs must not exceed<br />
12 pieces per any decimeter of the wheel circumference. In case 18“tyres<br />
are used, a central space of 47 mm must remain free of studs.<br />
The use of 15“or 16“-tyres is allowed. In case of 15“or 16“-tyres it is not<br />
neccessary to keep a central space of 47 mm free of studs, but the<br />
number of studs must also not exeed 12 pieces per any decimeter.<br />
Organiser reserves the right to set up controls wherever he wish and to<br />
remove some studs from the tyres for checking purposes.<br />
Checks of the studs can be made, at any time, and will consist of the<br />
following operations:<br />
a) Reading of a tread print,<br />
b) Removal of a stud for measuring purposes.<br />

Article 08. IMPORT OF VEHICLES AND SPARE PARTS<br />
Vehicles and spare parts of the European Union do not require any customs<br />
specific documents to pass the frontier. Vehicles and spare parts outside the<br />
European Union must show an ATA carnet, which must normally be applied<br />
for at the Chamber of Commerce in the country of origin.<br />

Any helicopter service in the rally area has to be coordinated with the<br />
organiser and will be subject of approval by the upper Austrian government.<br />

Article 12. RECCONNAISANCE<br />
12.01. DATE AND TIME<br />

12.02. REGISTRATION PROCEDURE<br />
Prior to reconnaissance, all crews must complete a registration form<br />
and collect a reconnaissance pass and a recce vehicle identification at<br />
the rallyheadquarter, servicepark Freistadt. The material will be given to<br />
the drivers personally.<br />
Organiser will provide recce-numbers, which have to be placed at the<br />
top right of the front windscreen and at the rear side windows. All<br />
identifications must be kept visible for the whole duration of the recce<br />
period.<br />
12.03. SUMMARY OF SPECIFIC REGULATIONS AND INSTRUCTIONS FOR<br />
RECCE<br />
• Direction<br />
Each crew may drive the special stages only in the same<br />
direction as the rally. The crews must always enter and leave the<br />
special stages through the start and stop of the special stages.<br />
• Number of passages<br />
Each driver may not cover each of the 9 different special stages<br />
more than two times.<br />
• Respect to traffic laws and driving behaviour<br />
All Austrian traffic laws must be strictly observed, safety and<br />
rights of other users of the roads must be respected during<br />
reconnaissance. All crews must drive in a manner that does not<br />
endanger or inconvenience other traffic or people living along the<br />
stages. Competitors must bear in mind that the special stages<br />
are not yet closed to public or residential traffic during recce.<br />
• Number of persons on board<br />
During each recce only the crew is permitted to be in the car.<br />
• Maximum speed<br />
At all times the maximum speed on the special stages will be 60<br />
km/h unless a lower limit is indicated by traffic signs, by signs<br />
placed by the organiser or in the road book.<br />
• Reconnaissance pass<br />

Crews must stop at the places where a rally official will endorse<br />
the crew´s reconnaissance pass and at any other location where<br />
instructed.<br />
• Reconnaissance vehicles<br />
All cars used for reconnaissance must comply with the<br />
prescriptions of article 20.1 of the 2011 FIA Regional <strong>Rally</strong><br />
Championships Sporting Regulations.<br />
• Tyres<br />
Tyres used for reconnaissance shall be road-homologated series<br />
production tyres. It is strictly forbidden to use studded tyres<br />
during recce.<br />
• Other reminders<br />
All competitors are reminded of the following traffic laws<br />
applicable in Austria:<br />
o Allways keep to the right!<br />
o Safety belts must always be worn!<br />
o Right has right-of-way!<br />
All speed limits signposted or otherwise marked must be strictly<br />
respected, both on special stages and on road sections.<br />
Organiser and police will carry out speed controls!<br />
The instructions given in the road book are to be respected, in<br />
particular when joining or crossing main roads.<br />

Article 13. SCRUTINEERING, SEALING AND MARKING<br />
13.01 DATE, TIME AND PLACE<br />
Scrutineering will take place on 5 th <strong>January</strong> <strong>2012</strong> from 08:00 to 13:30 in<br />
the Messehalle Freistadt. Individual times will be published in the entry<br />
confirmation.<br />
13.02 PREPARATIONS TO BE MADE BEFORE SCRUTINEERING<br />
• Administrative checks must be completed before the cars are<br />
presented for scrutineering. Competitors will receive a signed<br />
administrative clearance form which must be submitted at<br />
scrutineering.<br />
• Safety rally tracking system must be installed in the cars before<br />
the cars are presented for scrutineering. Installation instructions<br />
see Appendix IV.<br />
• The homologation form of the rally car and certificates for the roll<br />
cage and fuel tank must be brought to scrutineering.<br />
• At scrutineering competitors must present all items of clothing<br />
including helmets and HANS intended to be used. The provisions<br />
of Appendix L, Chapter III (Drivers Equipment), to the 2011 FIA<br />
<strong>Int</strong>ernational Sporting Code should be carefully studied and must<br />
be respected. The regulations on drivers equipment apply to<br />
shakedown as well.<br />
13.03 COLLECTION/RETURN OF RALLY SAFETY TRACKING SYSTEM<br />
<strong>Rally</strong> safety tracking system will be available and has to be collected at<br />
rally headquarter beginning from 04 th <strong>January</strong> <strong>2012</strong>, 14:00.<br />
Please note that a cash deposit of € 300,-- for each entrant will be<br />
required. Each entrant will get a corresponding receipt and this<br />
deposit will be reimbursed upon submission of this receipt and<br />
return of the tracking unit.<br />
The tracking unit has to be returned at the rally headquarter. Should a<br />
competitor retire, they must return the tracking unit and associated<br />
cables to the rally headquarter as soon as possible after retirement.<br />
13.04 FINAL SCRUTINEERING<br />
Location: Tuning Center Freistadt, Trölsberg 54, 4240 Freistadt<br />
The entrants/cars selected for final scrutineering will be informed<br />
immediately and the are requested to bring their rally car to above<br />
location.<br />

Article 14. SHAKEDOWN<br />
14.01 GENERAL INFORMATION<br />
Location:<br />
Shakedown will be in Freistadt Trölsberg which is app. 3 km far away<br />
from the service park.<br />
Length of shakedown: 1,74 km, 100 % tarmac; map of shakedown<br />
see Appendix II.II.<br />
Timetable:<br />
10:00 <strong>–</strong> 13:00 Teams with startnumber 120 <strong>–</strong> 30<br />
13:00 <strong>–</strong> 15:00 Teams with startnumber 30 <strong>–</strong> 1<br />
14.02 REGISTRATION AND INFORMATION<br />
Teams intending to participate at the shakedown must fill in a<br />
registration form during the administrative checks.<br />
Teams are allowed to participate at the shakedown only, if the<br />
administrative checks and scrutineering has been passed successfully.<br />
Only driver and co-driver are allowed to take part at the shakedown.<br />
All safety requirements according FIA Sporting Regulations must be<br />
respected during shakedown.<br />

Article 15. START PROCEDURE<br />
15.01 PRESENTATION OF RALLYTEAMS<br />
Presentation of rally teams (cars, driver and co-driver) will be on<br />
Thursday, 05 th <strong>January</strong> <strong>2012</strong>, 16:00 <strong>–</strong> 17:00 main square Freistadt.<br />
Driver and co-driver must wear their overalls. The cars have to be<br />
brought from service park to town town by their drivers. Timetable and<br />
time card will be issued during the administrative checks.<br />
15.02 CEREMONIAL START<br />
Ceremonial start will be held in the Messehalle Freistadt on 05 th<br />
<strong>January</strong> <strong>2012</strong> and start at 19:00. <strong>Rally</strong> cars, driver and co-driver<br />
(dressed with their approved overalls) have to be present . The<br />
ceremonial start will be in the reverse order of the start list of leg 1<br />
(highest number will be the first car). Timetable will be issued during the<br />
administrative checks.<br />
15.03 START OF THE RALLY<br />
The competitive element of the rally will start on Friday, 06 th <strong>January</strong><br />
<strong>2012</strong>, 07:30 from TC0 service park Freistadt.<br />
Article 16. FINISH PROCEDURE<br />
The finishing procedure will be held in the Messehalle Freistadt (TC18B)<br />
whereby the first car will be the 6 th of the total classification followed by 5 th up<br />
to the winner of the rally. Further cars are entering based on the starting list of<br />
leg 2.<br />
The competitive element of the rally will conclude at TC18C (Parc ferme IN).<br />
Prize giving ceremony will be on Saturday, <strong>07.</strong>01.<strong>2012</strong>, 21:00 hrs in the<br />
Messehalle Freistadt without rally cars.<br />
Article 17. PR ACTIVITIES<br />
• Non exclusive cooperation agreements with the most important print medias<br />
will be concluded, including advertising 1 month prior the event.<br />
• Non exclusive cooperation agreements with motorsportjournals will be<br />
