LOFT’s Mission 

LOFT Community Services promotes recovery and independence for the most 

vulnerable, including those with mental health and physical and addiction 

challenges, the homeless, the abused and the abandoned. Our services provide 

permanent housing and support services and respond to the changing needs of 

our diverse communities. 

Our work reflects our underlying belief that each person can grow and change 

and each person deserves the opportunity to do so.

Dear Friends and Supporters, 

The theme of our 2011/12 Report to the Community is “Taking Risks for Recovery”. 

It was the American investor Warren Buffet who said “Risk is part of the game, alike 

for men and nations.” Even so, risk is mainly associated with business enterprises 

and investment bankers, rather than with the social services and charitable sectors. 

Nonetheless, risk has always been “part of the game” for LOFT because we serve 

some of the most vulnerable among us; people whose complex challenges too 

often cause them to fall through the cracks. There is always a risk when you reach 

out and try new approaches to fill gaps in services, especially when government 

funding is not available. 

We are not talking about being reckless, far from it. It is never far from our minds 

that we have a fundamental responsibility to our funders and donors to ensure 

the resources they entrust to us are used to provide the greatest possible benefit 

to those most in need. 

But if LOFT does not take the risk, who else will, and what will happen to 

these people? To quote the Danish philosopher Kierkegaard, sometimes “the 

greatest danger is not to take the risk.” 

Still, the risk is not LOFT’s alone. When people become LOFT clients, they 

take the even greater risk of believing their lives can be better, that they can 

get back on their feet and become valuable and contributing community 

members. Our excellent and dedicated staff members also willingly take risks 

when they believe in clients whom society at large has often given up on. 

Just as importantly, our donors have taken risks to support us in our belief 

that every person has dignity and the ability to grow and change, and every 

person deserves the opportunity to do so. 

To all of you who are involved with LOFT, including those we serve, thank 

you for joining us in “Taking Risks for Recovery”, and we hope you enjoy 

this year’s Report to the Community.

Taking Risks Because Every Person Matters 

It is a fundamental belief at LOFT that every person deserves a chance to live their life 

beyond disability, poverty, abandonment and loss of hope. For this reason, we take risks to 

reach out to those most in need: people with complex challenges, people who don’t neatly 

fit certain criteria, the people who are often rejected by mainstream services. Our clients 

include people with mental health or substance abuse issues or both, people who have been 

homeless, who live with physical health challenges, the poor, the frail, the abandoned and the 

isolated. These are Our People, and every one of them matters. That’s why LOFT is here and 

that’s why we believe the risk is worth taking. 

Highlights of the Crosslinks 

Programs: 

York Region and the northern extremities 

of the City of Toronto are areas where we 

see a great need for our services. As a 

result, this is the geographic area where we 

are seeing the greatest growth in services. 

1988 – LOFT Crosslinks Housing and 

Support Services opens its first house in 

York Region for adults with mental health 

challenges. 

1998 – launch of Crosslinks Street 

Outreach Van, still the only street 

outreach program in York Region. 

2007 – Crosslinks Seniors Housing 

and Support Services opens to serve 

at-risk seniors in the Jane & Finch 

neighbourhood. 

2009 – Crosslinks Seniors - Jane & Finch 

doubles in size.

2011 – Crosslinks Seniors – York Region 

is launched with the goal of providing 

supportive housing to 50 at-risk seniors with 

mental health issues in the Bradford area. 

Early 2012 – LOFT is chosen as the 

operational lead in York Region/South 

Simcoe for Behavioural Supports Ontario, a 

new provincial initiative aimed at preventing 

unnecessary hospitalization by providing a 

rapid and knowledgeable response when 

seniors exhibit behavioural issues resulting 

from mental health or addiction challenges 

or dementia.

I 

came here eight or nine weeks ago after 

14 months in jail. I was in on a bunch of 

charges from drugs to assault. My life 

was a shambles. I’d been using every 

drug you can imagine - crack, cocaine, 

opiates, alcohol. I was headed for selfdestruction. 

My mental health problems were 

really at a peak. I was not well. 

Now I look back and see being arrested as a 

good thing. I see it as being rescued. 

In jail, I met a worker who introduced me to 

the Mental Health & Justice Initiative. It is 

great being here. I know I am stable here. 

I’ve been 20 months sober and I know I’m in 

Recovery. Before, when I was sober, I can’t say 

I was in Recovery. But now I am. 

It’s the first time I’ve lived by myself in all of my 

44 years of life – and I won’t lie, it does get a 

bit lonely at times – but I know if I ever need 

someone, I can go downstairs to the common 

room and there will be someone there who 

knows my name and can help me. To know 

there is always a safe place I can go has helped 

me a lot. It’s a community; we’ve adopted 

each other. 

The biggest positive change for me is being 

able to trust, to feel I can just be myself and 

Kevin’s Story 

I won’t be judged for who I am or what I’ve 

done. Trust is a huge factor. 

I grew up in Regent Park with a bad 

environment and poor influences. I started 

boxing – I was an angry kid and it helped. 

I was good at it. But really it was just a way 

to beat someone up and get away with it. 

I started drinking when I was 14 and I was 

addicted right away. Between 14 and 35 I 

was in and out of prison, homeless at times. 

When I was 35, I went into treatment and got 

cleaned up. I got a job in social services as a 

support worker. I helped people who were in 

my position. I knew what it was like to walk 

in their shoes. I got married, I had a child. 

But it slowly started to unravel again. In a 

professional capacity I was coaching people on 

getting their life back together but after work I 

was drinking, I was taking drugs, I was violent. 

Eventually, my wife kicked me out. 

Coming here is huge. I’ve been approved for 

independent housing, and I will still have the 

support of LOFT available to me when I move. 

That’s so important to me. I trust that my 

worker will be there. I trust that LOFT will be 

there. LOFT challenges me to get better and 

my journey keeps getting better with LOFT. 

The Mental Health and Justice Initiative works with people who have experienced 

mental health and substance abuse challenges as well as homelessness, and who have 

been in conflict with the criminal justice system. 

Last year over 90 men and women whose minor crimes were related to their mental 

illnesses, might have been incarcerated with no mental health services. Instead, they 

slept safely and peacefully in places of their own because of their involvement in this 

initiative.

Taking Risks to Fill the Gaps 

Toronto lacks adequate mental health 

and addiction services for transitional age 

youth (16 to 26). These youth too often are 

dropped from the system and fall through 

the huge gaps that exist between child 

and adult mental health and addictions 

support services. Over the past year LOFT’s 

Youth Services have been extensively reorganized 

to build on the strength of our 

youth housing and support work. We have 

also launched a new Transitional Age Youth 

Program to expand our support services 

and further contribute to filling the gaps 

that have plagued the system – and the 

youth we serve - for so long. 

The Ingles Enhancement Project 

As Toronto’s only post-treatment residential 

program for young women recovering from 

serious addiction, Ingles House already 

fills a significant service gap. This past 

year, a group of donors took a risk on us, 

contributing the money we needed to reach 

many more young women with even more 

effective programs and services.

Paige’s Story 

The newly established Transitional Age Youth (TAY) Program has become the 

service hub, connecting all our housing and support programs for youth age 16 

to 26. Paige was one of the first clients of the TAY Program, which enabled her to 

access both a community support worker (Julia) and affordable housing. 

After living in a bad 

situation, I moved into a 

LOFT house, and I’m still 

there today and have been 

for over a year. 

LOFT has not only 

provided me a safe place to live at 

affordable prices, LOFT has given me a 

chance to look in the mirror and not only 

accept myself but like myself. Through the 

support that the program offers, I have 

been meeting with Julia once a week, pretty 

much for the last year and a half. I truly 

believe that Julia is an angel, and without 

her, I wouldn’t be here and healthy today. I 

have never in my life felt a sense of security 

and trust with somebody as I do with her, 

and I know no matter what she wouldn’t 

give up on me. I am blessed to have other 

great women that work for LOFT impact my 

life as well. 

Through the youth community support 

program I have achieved so many things 

that I couldn’t even imagine being possible. 

I got my high school diploma, finished a 

program with Toronto Youth Job Corps 

fixing computers, I started college so 

that I can give back to the community, I 

also got a new cat (and am able to take 

care of him). I have learned how to live 

independently without relying on anybody 

and I have gained many things spiritually 

and emotionally that I can’t put down into 

words; such as self worth and the ability to 

communicate with others appropriately. 

Today I also have a relationship with my 

mom, which I wouldn’t have been able 

to appropriately and healthily have a 

relationship with her otherwise. 

What I am most fortunate about is that I 

came into LOFT without a vision into my 

future, and now I have aspirations and 

dreams. I think that sometimes we lose sight 

of ourselves despite our best intentions and 

we just need somebody to show us some 

love so that we can find it inside ourselves 

to love who we are again.

Taking Risks to Support Recovery 

For the population of clients served by LOFT, the term “Recovery” does not have the narrow 

meaning of “cure”. For us, the concept is much broader, embracing the recovery of control over 

one’s life and the recovery of one’s dignity, self-respect and quality of life. It means being able to 

live with as much independence as possible, and being able to choose to accept support when it 

is needed. Two wonderful examples of recovery in action are St. George House and John Gibson 

House. Both are fully staffed, high-support homes for men and women whose serious mental 

health issues prevent them from living on their own. SGH serves adults and JGH serves seniors, 

and both are wonderful communities of people who have been severely marginalized, and who 

have recovered their joy in live. 

St. George House:

Debra’s Story 

Last year, the Provincial 

Ministry of Health asked 

LOFT Seniors Services to 

undertake a pilot project in 

York Region. We were asked 

to assess seniors living in a 

number of boarding homes to determine 

the level of need of these seniors and 

whether they were receiving the right 

types of support. 

As part of this project, 

we conducted 

interviews with a 

number of residents of 

these boarding homes 

and it was during this 

interview process that I 

met a gentleman who 

was deemed to be 

high risk. This meant 

he would require 

additional supports in the future in order 

to remain in the community. Otherwise, 

he would need to move into a nursing 

home. Unfortunately, the environment he 

was living in was not able to provide these 

additional supports for him. 

When I first talked to him, he was very 

socially isolated. He felt lonely and sad 

that he could not connect with the 

community even though he really wanted 

to. I discovered one of his favourite 

things to do was take walks but he had

stopped doing this because the location 

of this house made him feel it was not 

safe outside. This further added to the 

depression he was already experiencing. 

After completing the interviews and 

compiling our findings, LOFT saw there 

really were no supports that existed 

for high risk seniors in York Region. In 

response to this, LOFT opened a new 

program in Bradford called Crosslinks 

Seniors York Region 

to fill these gaps in 

service. 

Recently, we received a 

referral and this referral 

just happened to be 

the same gentlemen 

I interviewed during 

the pilot project! He 

was accepted into the 

Crosslinks Seniors York Region program 

and moved in last week. He is very 

excited to be there and I can already see 

the difference the program has made 

for him. The added personal support, 

Psychogeriatric Case Management and 

the social and recreational activities are 

all important aspects that improve his life. 

He has started taking walks again and is 

active and social with the people around 

him. It’s great to see the change in him 

and I hope the program can continue to 

help others like him.

Taking Risks for a Healthier 

Community 

Healthier individuals make healthier 

communities: this is one of LOFT’s strong 

beliefs and the natural result of the work 

we do. For too long, hospitals have 

been virtually the sole resource of our 

health system. This has led to crowded 

emergency departments and has left 

people stranded in hospital because 

there are not enough safe and supported 

places for them in the community. 

LOFT’s work is helping to change this 

picture, helping people live safely in the 

community thereby reducing the need 

to go to hospital, giving people stranded 

in hospital a safe alternative, and even 

diverting people from emergency 

departments into our supportive 

housing. The net effect is that hospital 

resources are available for those most in 

need, contributing to better health in the 

wider community.

Highlights of LOFT’s Impact: 

Numbers Served by all LOFT programs in 

2011/12: 

• Total number served – 3,395 

• Number of clients housed – 1,259 

• Number of clients receiving case 

management – 1,214 

The impact of LOFT support programs on 

health care system resources: 

50% – Decrease in each of 911 calls, 

emergency department visits and hospital 

admissions for at-risk seniors, when 

comparing time periods before and after 

LOFT supportive housing was put in place. 

188 – Number of inpatient hospital days 

for a group of 28 long-term homeless men 

and women with mental health and addition 

issues and HIV/AIDS in their first year as 

LOFT clients. 

1645 – Number of inpatient hospital days 

for that same group of people in the year 

prior to becoming LOFT clients. 

100+ - Number of people who came to 

LOFT programs directly from hospital 

emergency departments or inpatient beds 

last year.

In 2011 LOFT’s McEwan Housing and Support Services joined with a partner 

agency to launch Addiction Supportive Housing, known as the ASH Program. 

The program provides affordable housing and specialized support services 

to previously homeless adults with HIV/AIDS in combination with a serious 

addiction. 

The following letter was sent by an ASH client to the McEwan Program Director. 

Dear Kay, 

The program had provided me with an 

apartment that in no way could I access 

by myself without the support of the 

ASH program. Lack of credit, no steady 

employment and low income makes it very 

difficult to find affordable housing. 

The most important aspect of the program 

is having an apartment in a mixed building. 

Having said this – the following are true 

– people in my building do not know my 

history – the stigma aspect is not there. I 

am not judged on my history of addiction 

and mental health and it is my choice who 

to tell and who not to tell. I came from 

a subsidized rental building which had 

become known as a ‘ghetto’. 

“I will never forget the brilliant staff for 

all your support and kindness.” 

Today I feel proud of my home and where 

I live. 

The program provides me with … a worker 

that I meet once a week and who has 

become essential to my wellbeing. The ratio 

of clients to worker is great and I can see her 

more often if necessary. This is important to 

me and helps me maintain my sobriety. 

The ASH program, at McEwan House, is my 

lifeline should I need urgent help with my 

addictions and my mental health. 

I live … close to every amenity. The area is 

beautiful and I feel connected and engaged 

– two very important aspects of my sobriety 

and my happiness.
