4. Competition Rules 

4.1 World Rugby Rules. 

All matches shall be played cording to the laws as determined by World Rugby. 

4.2 GLRU Regulations and disciplinary measures. 

All matches in the different leagues will be played under the stipulations of the GLRU's Regulations 

governing club rugby as contained in the competition manual. Please study these regulations 

carefully. The Disciplinary measures for clubs, not conforming to the regulations, introduced by the 

Club Chairmen in 1997, and amended in 2001, 2002, 2004 and 2009 will be enforced. These 

Disciplinary Measures are also included in the Manual. The Competition Committee will consider 

complaints received in the terms of the Competition Rules. A document explaining the procedures for 

this Committee is included in the Manual. 

4.3 SARU Amateur Rugby Regulations. 

SARU's Regulations for Amateur Rugby and the Rules & Regulations for BokSmart will be enforced 

and was e-mailed to all Clubs and Schools. 

4.4 Annual Club 7's Tournament. 

The GLRU Annual Club 7's Tournament will take place at the end of the season. All clubs must take 

part in the Annual GLRU 7's Club Tournament. Each Club must enter one (1) Senior and one (1) Junior 

team. If possible, clubs are requested to enter a women's team. 

4.5 GLRU Club Competitions. 

5.5.1 Pirates Grand Challenge Competition (PGC). 

5.5.2 Senior Grand Challenge Competition (SGC). 

4.6 Number of Team per League Competition. 

The following number of teams per different leagues was confirmed and will be compulsory. 

Pirates Grand Challenge. 

· Three (3) Senior Teams, One (1) Under 21 Team and One (1) Under 19 Team. 

Senior Grand Challenge Competition. 

· Two (2) Senior Teams and One (1) Under 20 Team. 

4.7 Gold Cup Competition. 

The GLRU OPEN CLUB first team that leads the log table at the end of the second round, before the 

play-offs will represent the GLRU in the Gold Cup Competition. 

4.8 Log Points for all League Competitions. 

The following will apply to all competitions/leagues. 

WIN - 4 points. 

DRAW - 2 points. 

LOSS - 1 point for a loss within 7 points or less of the winning team. 

LOSS - 0 points for losing with more then 7 points. 

TRY BONUS - 1 point for a team that scores 4 or more tries per match. 

4.9 Determining Semi-Finalists of all Competitions (with play-offs). 

4.9.1 Position in the competition table shall be determined by competition as set out. 

4.9.2 In the event of two teams or more teams being equal on competition points for any position on 

the competition table, such position shall be determined on the basis of ration of points scored 

for and against considered the leading team in the respective position. 

4.9.3 In the event of 5.9.2 above not providing a decision, the position on the competition table will 

be determined on the basis of the result between the teams, verifying for positions on the 

table, of their last pool game. 


4.10 Determining the final winners of league competitions.

4.10.1 If the teams are tied at the end of extra time) of two (2) x 10 minutes halves), the team scoring 

the most tries in the semi-final will be declared the winner. 

4.10.2 If the teams are still tied after applying 5.10.1 the winner will be the team, which finished 

highest in the Round Robin Competition table. 

4.10.3 Determining the Final Winner. 

If teams are tied at he end of the game and extra-time of two (2) halves for 10 minutes each, 

teams will be declared joint winners. 

Under 19 Competitions. 

4.10.4 If the teams are tied at the end, the team scoring the most tries in the semi-final will be declared 

the winner. 

4.10.2 If the teams are still tied after applying 5.10.4, the winner will be the team which finished 

highest in the round robin competition table. 

4.10.3 Determining the Final Under 19 Winner. 

If the teams are tied at the end of the game, the team which finished highest in the round robin 

competition table will be declared the winner. 

4.11 Referees. 

The GLRU Referees Society would co-ordinate all appointments. Ben Lethole who is responsible for 

appointments would “exchange” referees where the GLRU referees would officiate in any other 

Unions and vice versa. Club Managers must confirm that referees are aware of appointments by 

phoning the referees two days before scheduled matches. 

4.12 Judicial Procedures. 

The standard GLRU Judicial procedures will apply during these competitions. A copy of the Judicial 

Procedures can be obtained from the DC. The Leopards Clubs will fall under the Regulations of the 

th 

Golden Lions Rugby Union. As per the Council meeting discussions on the 4 of October 2014, the 

Manager Referees would “standardize” disciplinary measured, improve communication with the 

GLRU's Disciplinary Committee to co-ordinate proceedings and reports. Any player of official that 

must appear before the Disciplinary Committee must bring their ID Document to the hearing. 

4.13 Match Abandonment. 

In the event of a match having to be abandoned, the following procedures shall apply: 

4.13.1 Where a match has been abandoned either at half time or at any time in the second half the 

result shall stand. 

4.13.2 Where a match has been abandoned during the first half, the result shall be declared as a 

draw. 

4.13.3 If a semi final or the final be declared a draw under sub clause (5.13.2) above, then the 

provisions of clause 5.10 and 5.11 of this Schedule shall apply in the case of a semi final 

and in the case of the finalists shall become joint winners. 

4.13.4 Extra-ordinary events will be referred to the GLRU Competition Committee for decisionmaking. 

NOTE: In the event of a match being abandoned for any reasons other the “Acts of God” the 

matter will be referred to the relevant disciplinary authority. 

4.14 Rescheduling of Matches. 

See GLRU Regulations. 

4.15 Starting time of Matches. 

In the event of ladies matches taking place these will be played before the first teams on the A field. 

Times for the other games must be rescheduled accordingly.

4.16 Team arriving late. 

If a team is 20 minutes late for the scheduled kick off time, the opposing team will receive the log points 

(5 log points and the score will be recorded as 28-0, in favor of the opposing team). 

· In other words should they wish to play after the twenty (20) minutes time frame, agreed by both 

teams managers/coaches, the fixture will be a friendly. 

· The time available will be divided into two equal halves, so that the next scheduled fixture 

starts on the scheduled time. 

· Should there be no scheduled fixture after the fixture starting late, the referee can officiate for full 

time, if both the management of the teams agrees and time and circumstances (lights, 

transportation … ext.) allows for it. 

· Should the late fixture start within twenty (20) minute time frame, the time available will be divided 

into two equal halves, so that the next scheduled fixture starts on the scheduled time. 

THE FIXTURE IS OFFICIAL. 

· The scheduled kick off time is stipulated in the GLRU CLUB RUGBY APPOINTMENTS POLICY 

SCHEDULE or where changes are approved and a notification is received within the Golden Lions 

Rugby Union time frame. 

· Should it be required for a match to start late (excluding any team arriving late, see paragraph, for 

whatever reasons, the time available will be divided into two equal halves, so that the next 

scheduled fixture starts on the scheduled kick off time. 

· The minimum time to be played should be fifteen (15) minutes a half, with no rest period, thus thirty 

(30) minutes must be available prior to the next scheduled fixture to start on the scheduled kick off 

time. 

· Should there be no scheduled fixture after the fixture starting late, the referee can officiate for full 

time, both the management of the teams agrees and time and circumstances (lights, transport, 

…ext.) allows for it. 

4.17 Minimum player requirements to start a match. 

A match can take place if there is a minimum of twelve (12) players available. If a team decides to 

withdraw because of the minimum requirements, clause 5.19 will apply. 

4.18 Home and away fixtures. 

To be fair to all clubs, fixtures will be allocated (as far as possible) equal with regards to the number of 

home and away matches for each round. 

4.19 Withdrawal of teams from League Competition. 

The agreement was that should a team withdrew from the league once the league has started, the 

opposition teams would receive a maximum of five (5) log points whether or not a team replaced the 

withdrawn team. The score will be 28 - 0 in favor of the team NOT withdrawing. 

4.20 Withdrawal of teams from matches. 

4.20.1 Should a club team be withdrawn before 19:00, two days prior to a league match the following 

penalties would become applicable. 

· The first team of that club will lose one log point for every club team that withdrew. 

· The opposing team (not guilty of withdrawal) will receive five (5) log points. 

· The match results shall be recorded as 28 - 0. 

4.20.2 Should a club team withdrew later than 19:00, two days before a league, the following 

penalties would become applicable. 

· All team at the club will lose five (5) log points despite the match results. 

· The opposing team (not guilty of withdrawal) will receive five (5) log points. 

· The match results shall be recorded as 28 - 0. 

4.20.3 Teams can only withdrew from the “bottom-up” (i.e. a second team cannot withdrew and a 

third team play). Should clubs field lower team without fielding higher teams, all teams will lose 

five (5) log points. 


4.20.4 Should any club withdrew teams more than three (3) times, the Competition Committee 

will recommend to the GLRU Executive Committee that the club be relegated to a lower 

league. Such relegation will apply for a minimum period of three (3) seasons. 

4.20.5 Clubs that withdrew must inform the opposing Club and the Manager Amateur Rugby by 

19:00 by phone and confirm by letter to the opposition Club and the Manager Amateur 

Rugby before 10:00 the following day. 

4.21 Availability of contracted / provincial players. 

To be confirmed by the Professional Rugby Committee and the High Performance Department of the 

Union. 

4.22 Eligibility for play offs. 

7.1 In order for a player to participate in play offs all GLRU League Competitions and/or any possible 

promotion/relegation match, a player must have played in at least three (3) (minimum of 40 min 

per match) matches for that particular club during the year in which the play-offs are played. 

League Matches excluding Sevens. If a club player represents the Lions in a official SA Rugby 

Competition, it will be recorded as if the player/s represented the club during that specific match. 

4.23 Disciplinary Measures. 

Clubs are adhering to the GLRU regulations or accepted Competition rules.

4.25 Amateur Provincial Teams, Seven's and Women's Rugby. 

As per the Chairmen's Council, it was resolved that every Wednesday evening will be set aside for 

Provincial Amateur training of the above-mentioned Amateur Teams. Clubs will not be allowed to 

withdraw players from the provincial teams for club practices and matches. If a club player 

withdraws because of injury for any provincial team, the player is not eligible to play for the club. 

4.26 Team Jerseys. 

The following rule shall be observed by clubs (teams) participating in any GLRU Competition. 

· For all matches where there is a colour clash, the visiting Club (team) will play in its alternative kit. 

4.27 Promotion/Relegation.

The promotion/relegation matches will take place after the 1 round of the Pirates Grand Challenge 

between clubs 7 & 8 in Pool 1 vs. clubs 1 & 2 in Pool 2 (7 vs. 2 and 8 vs. 1).

5.1 First Aid. 

Club Managers of home clubs must arrange the first Aid for friendlies and league fixtures. Club will be 

responsible to pay the First Aid for all friendly fixtures and trials. The GLRU will be responsible to pay for 

the First Aid for all league fixtures. Leopards Clubs to arrange and pay for First Aid for North West 

scheduled matches. Clubs hosting Sevens and Amateur Provincial matches must confirm First Aid 

arrangements by contacting the service provider. 

5.2 Confirm Referees. 

Club managers of home clubs must confirm match arrangements with referees by phoning the GLRU 

Referee Department two days in advance of fixtures. 

· All request to be e mailed at least seven (7) working days prior to event. 

· The respected Club is requested to ensure that their details are correct and to send any amendments 

to the GLRU. 

· A final and updated referee database will be circulated to all roll players. 

5.3 Marking of fields/flags and technical area. 

Fields should be clearly marked according to World Rugby stipulations. Details are in the Rugby Law 

book, which is obtainable from the Referee Manager. 

Technical Area. 

To solve the problem of the abuse of referees suffering and the ripple effect this “custom” created around 

the field with players and spectators, the idea of a “Technical Area” was approved. After discussions the 

following was decided: 

· Every club must clearly mark the technical area at all the fields on which matches will be played. 

· The technical areas can be marked with whitewash, paint, chevron tape or ropes. The home club 

must provide chairs. 

· The team management can only leave the area during half time. 

· The team manager, Physiotherapist, and reserve players must also remain in the area. 

· Three members, apart from the coaches, will be allowed to take drinks on the field during stoppages, 

while a member can assist with the kicking tee. These members must be dressed differently to the 

players. 

· The referee and/or assistant referee may report to the club manager if team management or players 

leaving the area during the match. 

· It is the duty of the club manager to monitor the behavior of the coaches/team manager. 

· In the event of a management member and/or player leaving the technical area, the team of 

which that person is part of will lose five (5) log points. 

· This measure on the technical area can only work if the clubs (and assessors) implement, complete 

and submit the club manager forum procedure and report. Copies of the document/s and procedure 

are included in the Competition Manual. Any queries can be directed to the Manager, Amateur Rugby. 

· As per the Council decision, clubs must send diagrams indicating the demarcated areas to 

the Union offices. Home clubs must also confirm these with visiting clubs at least one day 

prior to the game. NO ALCOHOL OR SPECTATORS ARE ALLOWED IN THE TECHNICAL AREA. 


5.4 Change Rooms. 

Club Managers must ensure that change rooms for visiting teams are available and clean. 

5.5 Lights for evening matches. 

Clubs must ensure that lights are switched on for every match and is according to the minimum standards. 

5.6 Complete team sheets. 

Club Managers must complete the team sheets on the Electronic Players Registration Program 

Wononwon and submit the official team sheet to reach the GLRU Amateur Offices a day before 

Saturday matches and at 12:00 for evening matches. 

5.7 Submit match results to the Union. 

Club managers must complete and submit the official result forms signed by the referees. To the GLRU 

Amateur Office before 10:00 on the first working day after league matches. Club Managers must also log 

the score on the Electronic Players Registration Program Wononwon. Club Managers must SMS all

match results (all teams) to Pieter Visser 082 771 6455, 15 min after the end of the 1 Team fixture. 



6. Regulations and Disciplinary Measures

6.1 GLRU Regulations and Disciplinary Measures. 

The following disciplinary measures are for clubs not complying with the GLRU and the Chairman's 

Council decisions. 


6.2 Rescheduling of matches of any official Competition. 

6.2.1 As decided by the Chairmen's Council all matches of official competitions takes place according 

to approved and official fixture list. 

6.2.2 The appointed Union Competition Committee shall only change Matches included in the official 

fixture list in the event of extraordinary circumstances. 

6.2.3 In the event of extraordinary circumstances, no club shall change the date, place and time of a 

fixture match unless: 

· The particular opposing club ahs agreed in writing, to the proposed change at least two (2) 

days prior to the day of the fixture match/s. 

· The new date, time and place have been confirmed, in writing, with the GLRU Amateur 

Manager at least two (2) days prior to the match/s as originally scheduled. 

· The Manager of the Referees, appointed referees and first aid service provider have been 

informed of the changes approved by the GLRU at least two (2) days prior to the fixture 

match/s as originally scheduled. 

A club not adhering to these procedures will forfeit five log points for every scheduled match. 

The match will be recorded as 28 - 0 in favor of the opposing team. 

These procedures shall: 

· Not deprive the GLRU of its rights to apply disciplinary measures according to its Constitution. 

· Be subject to leave of appeal to the GLRU Competition Committee whose decision will be final. 

6.3 Competition Committee. 

Jurisdiction 

The Competition Committee will only review allegations regarding the Competition Rules and 

Regulations of the GLRU. The Competition Rules are contained in the Competitions Manual, while 

copies of the Regulations had been distributed to all roll players on several occasions. The Competition 

Committee will forward decisions on complains to the Secretary of the GLRU's Disciplinary Committee 

for administrative purposes. The Disciplinary Committee mostly handles cases of foul play, and cases of 

brining the game into disrepute. 

Procedure. 

· A clubs Chairman/Manager has seven (7) days to lodge a written complaint to the Manager Amateur 

Rugby after an incident of apparent breach of rules and/or regulations. 

· The GLRU offices would then inform (in writing) the manager of the club against which the complaint 

was filled of the complaint. 

· A club allegedly in breach of rules and/or regulations would have to respond within seven (7) days to 

allegations by writing to the GLRU Manager, Amateur Rugby. Admission of guilt would be assumed 

should a club not respond within seven (7) days. 

· The Competition Committee would then meet to review complaints, responses and available 

evidence before making decisions. 

· A Club would be informed in writing of decisions. A report would also be distributed at Council Meeting. 

· Clubs would be allowed to appeal against a Competitions Committee decision in writing to the Manager, 

Amateur Rugby within seven (7) days of receiving a letter with the Competition Committee decision. 

Other Discussions. 

· Clubs could be ask or be asked to attend Competition Committee meetings to give verbal and/or 

other evidence. 

· Clubs should adhere to Competition Rules and GLRU Regulations, and complete match forum 

reports during all league matches. The Competitions Committee when reviewing complaints could 

use the match forum reports. 

· Match reports and/or team sheets would not be seen as official complaints or a reply on complaints. 

· Complaints could not be submitted anonymously. 

· All the Clubs playing in the GLRU Club Competitions including the Leopards Clubs must allow the 

rules and regulations, and the same disciplinary measures would apply. 

6.4 SARU's Regulations on Amateur Rugby. 

These documents were attached with the e-mail circulated to all clubs. 

6.5 Electronic Players Registration Program (Wononwon). 

The Electronic Players Registration Program will be used to register GLRU Club players from 2017 onwards 

· ID, Passport numbers and photos on the program. 

· All registered club players must have a valid ID number or in the case of foreign player/s case a valid 

Passport number. 


6.5 Electronic Players Registration Program (Wononwon) .... continued 

· NO PLAYER WILL BE ALLOWED TO PLAY HOR HIS/HER CLUB IF THEY DO NOT HAVE AN ID 

NUMBER OR PASSPORT NUMBER. 

· If a player does not have the above identification numbers, a certified copy of the player's birth 

certificate must be handed in to the GLRU Amateur Office with the GLRU Players Registration Form. 

· Clubs must have copies of all players ID and/or Passport documents. 

· Clubs must have their player's entire original player's registration forms available. 

· Clubs must submit any new player's registration forms and certified copy of the player's ID/Passport

number to the GLRU Amateur office, which joins a club after the 28 of February. 

· All club players must have a photo on the system (Please take the photo in the lowest possible 

resolution before submitting). 

6.6 Team list to GLRU Competitions. 

· Clubs must forward their team sheets to the Amateur Office on or before 12:00, a working day before a 

scheduled match or before 12:00 for a match on the same day. 

6.7 Match Results & Players points. 

· The Club Manager/Club representative of the hone Club must submit all the match results and 

numbers of tries, on the system at 10:00 on the Sunday after the match was played. The official report 

of match results signed by the respective referee's must be used to submit the results. 

· The Club Manager/Club Representative of both clubs must SMS all the match results directly 

after all matches to Pieter Visser 082 771 6455. 

· The Club Manager of the home Club must fax/e mail the official match results to the GLRU Amateur 

Offices to be kept for future references.

· It is the responsibility of each Club Manager to submit only the 1 team point scorers on the system 

st 

after every 1 team match. 

6.8 Transfers. 

· Clubs that transfer player/s before the end of February must have manual proof that player/s had been 

transferred according to the GLRU Regulations. 

6.9 General. 

· The password of each club is private and confidential. Only the Club Chairperson/Club Manager/Club 

Administrator and the GLRU Amateur Office have access to the passwords. 

· Clubs must update the details of the Management Committee's and Team Management. 

· Non-Compliance of the above will lead to action from the Competition Committee. 

6.10 BokSmart. 

SARU Regulations pertaining to the BokSmart Rugby Safety program at all levels of rugby. 

6.10.1 A province, club, rugby body of school shall adopt these regulations, and amendments there to 

shall only be permitted if it is more stringent on its members. 

6.10.2 A province, club, rugby body or school must ensure that it complies with these regulations and 

must further ensure that it takes appropriate action to inform each and every one of its members 

of the terms of these regulations and the obligations to comply with it. 

6.10.3 Any person who coaches a rugby team or assists in the coaching of a team in whatever capacity 

has to be BokSmart certified and licensed accordingly. 

6.10.4 Any person who officiates, as a referee, assistant referee or match official in a rugby match has 

to be BokSmart certified and licensed accordingly in order to officiate as such. 

6.10.5 The referee, assistant referee, match officials, coaches, assistant coaches or any person in a 

coaching role who intends to enter the playing enclosure during a match have to provide proof 

of their BokSmart Certificate to the match manager/secretary of the province, club, rugby body 

or school hosting the match. 

6.10.6 If the referee and/or any of the assistant referees are not Boksmart certified or they cannot 

provide proof their BokSmart certification, the match shall be abandoned for safety reasons, 

unless they can provide proof of BokSmart certification. 

6.10.7 If the coach or the person alleging to be the coach, or any person in a coaching capacity for any 

of the participating teams, is not BokSmart certified, the match shall be abandoned. 


6.10.8 Should a coach or the person alleging to be the coach, or any person in a coaching capacity 

allege to be BokSmart certified, but is not in a position to produce proof thereof, the match 

shall proceed subject thereto that such person(s) shall not be allowed on or next to the field of 

play during the match. They also have to produce their BokSmart certification/license to the 

match manager/secretary of the province, club rugby body or school, as the case may be, on 

the first working day after the match. 

6.10.9 The province, club, rugby body or school shall not be allowed to host any match without 

ensuring that the referee and assistant referees officiating in such matches and the coaches 

and assistant coaches of the participating teams are BokSmart certified. 

6.10.10 The referee shall not allowed any person, excluding players and qualified medical staff, on the 

field of play that is not BokSmart certified. The BokSmart certification has to be presented to 

the match official by the person intending to enter the playing field. 

6.10.11 It is the responsibility of the provinces, clubs, rugby bodies and schools to ensure theta the 

referee, assistant referee, match officials, coaches and assistant coaches affiliated to such 

province, club, rugby body or school are BokSmart certified and they shall keep a proper 

record thereof for auditing purposes by the province and/or SARU, and the Serious Injury 

Task Teams (SITT) investigations, as the case may be. 

6.10.12 The Boksmart certificate shall be valid for two (2) years at a time, where after it must be 

renewed, subject to law 13 below. 

6.10.13 The BokSmart certification shall only be renewed ONCE the Successful completion of the 

latest BokSmart course. A 2-month grace period is provided after the expiry date on the 

license card in order to undergo such course. 

6.10.14 For every competition, tournament and/or league match played in accordance with the 

approval fixture list of the province, club, rugby body or school, the match referee has to 

submit official an referees report to the provinces or to SARU, whichever is applicable 

indicating the BokSmart certification status of himself and other match officials within seventy 

two (72) hours of completion of the match. 

6.10.15 The following shall be recorded on the referee's report: 

6.10.1 The Match Referees full names, contact number and Boksmart Certification code e.g. 

BS-0000001. 

6.10.2 All Assistant Referees and Match Officials contact numbers full names and BokSmart 

certification codes. 

6.10.3 For every competition, tournament and/or league match played in accordance with 

approved fixture list of the province, club, rugby body or school, the match 

manager/secretary of the province, club, rugby body or school has submitted a report 

to the province or SARU, whichever is applicable, indicating the Boksmart 

certification status of coaches and assistant coaches of the teams and those 

excluding players and qualified medical staff, who entered the field of play during the 

match within seventy two (72) hours of completion of the match. The fill names, 

contact numbers and BokSmart certification codes shall be recorded on the report. 

6.10.4 Any breach of these regulations shall be dealt with in accordance with the applicable 

Judicial and Disciplinary Regulations. The Judicial Officer, Judicial Committee, 

Appeal Officer or Appeal Committee shall apply the recommended sanctions as 

referred to in the Applicable Judicial and Disciplinary regulations. 

6.10.5 In addition to the recommended penalties prescribed by the disciplinary and judicial 

regulations, the following minimum penalties shall apply: 

i. Should the referee or assistant referee officiate in a match without being 

BokSmart certified- 3 match suspensions and shall remain suspended until they 

have obtained BokSmart certification. 

ii. Should a team participate in a match, without the coach or assistant coach being 

BokSmart certified - 3-match suspension until they have obtained BokSmart 

certification. 

iii. Should the referee be allowed any assistant referee to officiate in a match without 

being BokSmart certified - 3-match suspension of the referee. 

iv. Should a referee allow any coach, assistant coach or any official on the playing 

field who is not BokSmart certified - 3-match suspension of the Referee. 

v. Should the province, club, rugby body or school hosting a match either allow a 

referee or assistant referee to officiate in a match and/or allow such match to 

continue with coaches and assistant coaches of the participating teams who are 

not BokSmart certified- the province, club, rugby bodies or school hosting the 

match will be declared the losers and forfeit any league points or trophies (if 

applicable). The visiting team will be declared the winner and will be awarded with 

maximum league points or be awarded with the trophy (if applicable)
