6.2 Rescheduling of matches of any official Competition.<br />

6.2.1 As decided by the Chairmen's Council all matches of official competitions takes place according<br />

to approved and official fixture list.<br />

6.2.2 The appointed <strong>Union</strong> Competition Committee shall only change Matches included in the official<br />

fixture list in the event of extraordinary circumstances.<br />

6.2.3 In the event of extraordinary circumstances, no club shall change the date, place and time of a<br />

fixture match unless:<br />

· The particular opposing club ahs agreed in writing, to the proposed change at least two (2)<br />

days prior to the day of the fixture match/s.<br />

· The new date, time and place have been confirmed, in writing, with the GLRU Amateur<br />

Manager at least two (2) days prior to the match/s as originally scheduled.<br />

· The Manager of the Referees, appointed referees and first aid service provider have been<br />

informed of the changes approved by the GLRU at least two (2) days prior to the fixture<br />

match/s as originally scheduled.<br />

A club not adhering to these procedures will forfeit five log points for every scheduled match.<br />

The match will be recorded as 28 - 0 in favor of the opposing team.<br />

These procedures shall:<br />

· Not deprive the GLRU of its rights to apply disciplinary measures according to its Constitution.<br />

· Be subject to leave of appeal to the GLRU Competition Committee whose decision will be final.<br />

6.3 Competition Committee.<br />

Jurisdiction<br />

The Competition Committee will only review allegations regarding the Competition Rules and<br />

Regulations of the GLRU. The Competition Rules are contained in the Competitions Manual, while<br />

copies of the Regulations had been distributed to all roll players on several occasions. The Competition<br />

Committee will forward decisions on complains to the Secretary of the GLRU's Disciplinary Committee<br />

for administrative purposes. The Disciplinary Committee mostly handles cases of foul play, and cases of<br />

brining the game into disrepute.<br />

Procedure.<br />

· A clubs Chairman/Manager has seven (7) days to lodge a written complaint to the Manager Amateur<br />

<strong>Rugby</strong> after an incident of apparent breach of rules and/or regulations.<br />

· The GLRU offices would then inform (in writing) the manager of the club against which the complaint<br />

was filled of the complaint.<br />

· A club allegedly in breach of rules and/or regulations would have to respond within seven (7) days to<br />

allegations by writing to the GLRU Manager, Amateur <strong>Rugby</strong>. Admission of guilt would be assumed<br />

should a club not respond within seven (7) days.<br />

· The Competition Committee would then meet to review complaints, responses and available<br />

evidence before making decisions.<br />

· A Club would be informed in writing of decisions. A report would also be distributed at Council Meeting.<br />

· Clubs would be allowed to appeal against a Competitions Committee decision in writing to the Manager,<br />

Amateur <strong>Rugby</strong> within seven (7) days of receiving a letter with the Competition Committee decision.<br />

Other Discussions.<br />

· Clubs could be ask or be asked to attend Competition Committee meetings to give verbal and/or<br />

other evidence.<br />

· Clubs should adhere to Competition Rules and GLRU Regulations, and complete match forum<br />

reports during all league matches. The Competitions Committee when reviewing complaints could<br />

use the match forum reports.<br />

· Match reports and/or team sheets would not be seen as official complaints or a reply on complaints.<br />

· Complaints could not be submitted anonymously.<br />

· All the Clubs playing in the GLRU Club Competitions including the Leopards Clubs must allow the<br />

rules and regulations, and the same disciplinary measures would apply.<br />

6.4 SARU's Regulations on Amateur <strong>Rugby</strong>.<br />

These documents were attached with the e-mail circulated to all clubs.<br />

6.5 Electronic Players Registration Program (Wononwon).<br />

The Electronic Players Registration Program will be used to register GLRU Club players from <strong>2017</strong> onwards<br />

· ID, Passport numbers and photos on the program.<br />

· All registered club players must have a valid ID number or in the case of foreign player/s case a valid<br />

Passport number.<br />
