Dear ReLiEF Member:<br />

On behalf of the Southern California Regional Liability Excess<br />

Fund (ReLiEF), we are pleased to provide you with the <strong>2015</strong>/16<br />

<strong>Annual</strong> Report of operations. It’s been a very busy year!<br />

California public schools have experienced a tremendous<br />

increase in claim activity over the last few years. Child abuse<br />

has become an all too common event. We must change the<br />

campus culture and empower employees to take action when<br />

they witness inappropriate or suspicious activity. In combination<br />

with inflation and low investment yields, these factors continue<br />

to make for a progressively hardening reinsurance market.<br />

In preparation, each of the working committees and the Board<br />

of Directors have reviewed all operating policies and taken<br />

action necessary to streamline expenditures while maintaining<br />

the core mission, values and principles of the Authority.<br />

Furthermore, we have conducted an exhaustive evaluation of<br />

our underwriting and rating practices to ensure an equitable<br />

structure that:<br />

• Rewards members with good loss experience<br />

• Helps those with poor losses to absorb the impact of<br />

those losses

• Provides incentives for continued investment in safety<br />

and risk management<br />

Despite this challenging claims environment for schools,<br />

we continue to grow, while providing broad coverage and<br />

unprecedented levels of member services, including, but not<br />

limited to, the following:<br />

• Unlimited Online Safety, Risk Management & Regulatory<br />

Training<br />

• Cyber Liability Program with comprehensive breach<br />

mitigation resources<br />

• Professional Development<br />

• Abuse Prevention Center<br />

• Real Property Valuations<br />

• Safety Inspections and Loss Control Services<br />

• Accident Med-Pay Program<br />

• FAPE Defense Fund<br />

While these challenging times are a testimony to the reason why<br />

we participate in a member-owned and operated risk-sharing<br />

program like ReLiEF, it is imperative that we all get involved and<br />

be able to articulate the mission, the policies, and the value<br />

it brings to California public schools. With your involvement,<br />

I am confident we will continue to develop the solutions for<br />

the challenges we face today and those that are certain to<br />

arise tomorrow.<br />

30 YEARS OF<br />

EXCELLENCE<br />

To know where we are going we must first remember where we<br />

have been. <strong>SCR</strong> started in 1986 when districts were facing the<br />

challenge of sky rocketing insurance premiums and an inability<br />

to obtain adequate coverage at any cost from traditional<br />

insurance carriers. Rather than give into defeat, this was a rallying<br />

call for all of us to come together and develop new innovative<br />

ways to address risk on our campuses in an operationally efficient<br />

and economically viable manner.<br />

This gave rise to <strong>SCR</strong> which still stands, 30 years later, as the only<br />

member-owned and operated program exclusively designed to<br />

meet the needs of California K-12 Districts and is the premier<br />

insurance and risk management program for them.<br />

Our recipe for success was to identify all exposures that could<br />

have negative consequences for our schools and quickly develop<br />

innovative solutions to eliminate, mitigate, or transfer them<br />

to others. We are proud of the success we have achieved using<br />

those tools.

ACCOMPLISHMENTS<br />

We should all be proud of our many accomplishments. All we have<br />

to do is take a look at the <strong>2015</strong>/16 program year to see just how far<br />

we’ve come and the strides we have made.<br />

• Membership at its highest since inception.<br />

• Over 2.7M total KSS Course Completions.<br />

• Developed the Abuse Prevention Center, a one-stop<br />

shop for abuse prevention training, best practices and<br />

related resources.<br />

• Recently made available is KSS Alert!, a state of the art<br />

incident reporting system which allows students, staff and<br />

parents to confidentially report any inappropriate conduct,<br />

ranging from illegal drug use to abuse & molestation, 24<br />

hours a day, 7 days a week, 365 days of the year.<br />

• Developed Cyber and Data Breach protection and<br />

resources to include both first and third party coverage,<br />

along with breech mitigation resources, training programs,<br />

and specialist support.
