Dear Colleagues,<br />

On behalf of the Statewide Association of Community Colleges<br />

(<strong>SWACC</strong>) we are pleased to provide you with the <strong>2015</strong>/16 <strong>Annual</strong><br />

<strong>Summary</strong>. <strong>2015</strong>/16 was a continuation of our proud record of thirty<br />

years of success, setting the stage for our bright future.<br />

During the program year, in spite of market challenges, liability<br />

rates decreased 2% and property rates decreased 5.1%. Equally<br />

impressive is <strong>SWACC</strong>’s net position remained in excess of $25M,<br />

even after giving rebates to members in the amount of $4.1M.<br />

Operationally, <strong>2015</strong>/16 was a pivotal year in the successful<br />

transition of <strong>SWACC</strong> leadership. We also continued our work on the<br />

2014-16 strategic plan, which was developed with representation<br />

from 33 colleges. We continue to:<br />

• Support the work of the HR Committee including the<br />

development of live and video training programs to<br />

address our employment practice liability exposures;<br />

• Research and develop programs and resources for<br />

addressing Title IX (inclusive of Sexual Violence);

• Finalize the Leading Indicators Incentive program to<br />

assist target districts in improving their loss experience<br />

for their and <strong>SWACC</strong>’s benefit; and<br />

• Evolve the <strong>SWACC</strong> <strong>Annual</strong> Conference based on member<br />

driven panel discussions.<br />

It is an honor to serve as your President and I thank all of you<br />

for your hard work and dedication to insure <strong>SWACC</strong> remains the<br />

premier insurance and risk management program for California<br />

Community Colleges.<br />

30 YEARS OF<br />

EXCELLENCE<br />

To know where we are going we must first remember where we<br />

have been. <strong>SWACC</strong> started in 1986 when districts were facing<br />

the challenge of sky rocketing insurance premiums and an<br />

inability to obtain adequate coverage at any cost from traditional<br />

insurance carriers. Rather than give into defeat, this was a rallying<br />

call for all of us to come together and develop new innovative ways<br />

to address risk on our campuses in an operationally efficient and<br />

economically viable manner.<br />

This gave rise to <strong>SWACC</strong>, which still stands 30 years later as the<br />

only member-owned and operated program exclusively designed<br />

to meet the needs of California Community Colleges and is the<br />

premier insurance and risk management program for them.<br />

Our recipe for success was to identify all exposures that could<br />

have negative consequences for our colleges and quickly develop<br />

innovative solutions to eliminate, mitigate, or transfer them to<br />

others. We are proud of the success we have achieved using<br />

those tools.<br />

As we now move to the era of <strong>SWACC</strong> 2.0, the recipe is no different.<br />

We continue to address existing exposures, predict emerging<br />

ones, and develop solutions to address them.

<strong>2015</strong>/16<br />

ACCOMPLISHMENTS<br />

We should be proud of our many accomplishments. Let’s take a<br />

look at the <strong>2015</strong>/16 program year to see how far we have come<br />

and the strides we have made.<br />

• Returned $4.1M back to the members;<br />

• Property, Liability, Crime, Electronic Data Processing<br />

and Equipment Breakdown coverage rates for <strong>2015</strong>/16<br />

decreased;<br />

• Cyber coverage was implemented for all members to<br />

provide breach mitigation coverage and resources in the<br />

event of a data breach;<br />

• Inclusion of Directors and Officers coverage in the<br />

Memorandum of Coverage;<br />

• Beginning in <strong>2015</strong>/16 defense cost coverage is provided<br />

for wage only claims;<br />

• A comprehensive video and live trainings program has<br />

been launched in concert with Keenan SafeColleges<br />

and Liebert Cassidy Whitmore to address Employment<br />

Practice Liability Exposures;

• Initiatives have begun to develop comprehensive resources<br />

to address Title II and Title IX exposures;<br />

• Establishment of the Human Resource Committee;<br />

• Provided a successful, smooth transition of the officers and<br />

members at large on the Executive Committee;<br />

• Implemented a revised Leading Indicators Incentive<br />

Program to encourage increased attention from focus<br />

members on safety and loss control initiatives;<br />

• Significant utilization of Loss Control’s security assessment<br />

services; and<br />

• Expanded Keenan SafeColleges to 127 courses.<br />

<strong>SWACC</strong> App<br />

It is our privilege to introduce our newest tool that will<br />

allow all members via any and all electronic devices to<br />

access news alerts, best practices on emerging issues<br />

and allow instant communication between and among<br />

members. This use of technology will help facilitate<br />

collaboration, discussion, and make access to information quicker,<br />

more efficient, and on point with our needs today and tomorrow.<br />

New Loss Driver Reduction Program<br />

New comprehensive loss control services that will offer a proactive,<br />

hands on Loss Driver Reduction Program.
