ANNUAL MEETING<br />

As reminder to all residents: Our annual meeting is held on the 4 th<br />

Tuesday in <strong>May</strong>, we encourage everyone to attend the meeting, mail in<br />

their vote to High Sierra (it will be coming in the mail) or permit a neighbor<br />

to collect a proxy vote from you. Any and all of these methods to cast<br />

your vote will go toward the quorum number of votes needed to elect<br />

members of the Board of Directors. There will be three positions open for<br />

a two year period, so if you have any interest in running, please contact<br />

Tami Martin at High Sierra to have your name placed on the ballot.<br />

WEST MEMORIAL NEWS AND UPDATES<br />

As you walk through the subdivisions, you might realize that in some<br />

areas, we are experiencing severe erosion under the sidewalks.<br />

Depending on the location and the cause, the problem might be repaired<br />

(at no cost to the homeowner) by either <strong>West</strong> <strong>Memorial</strong> MUD at 281-392-<br />

2290 or hcmud81@comcast.net and/or Harris County at 713-755-6405.<br />

As a homeowner, you are responsible for the maintenance of sidewalks<br />

and driveways and should an accident occur because the sidewalk is not<br />

in “good” condition, the liability would be yours, as homeowner. So we<br />

encourage you to contact these two parties and have them come out to<br />

decide when they can make the repairs.<br />

Perhaps you don’t realize that we pay a per diem charge for every light in<br />

the subdivision whether it is working or not. The lights are there for the<br />

protection of you and your family so please if you see a bulb out, pick<br />

up the phone and report it to Reliant at 713-207-2222. Don’t wait for or<br />

expect someone else to do it - please be proactive for the sake of all our<br />

residents.<br />

If you need a Constable for any reason, they are available 24/7 by calling<br />

281-463-6666.<br />

We have leash laws in the County, this is for the safety of all residents. In<br />

addition, please carry a bag when you walk your dog and pick up your<br />

dog’s bowel movements. I am confident everyone will appreciate your<br />

being considerate on this point.<br />

PATROLLING CHANGES<br />

Security on Duty may not always be in their Patrol Car; they have an<br />

opportunity to take training for Patrolling on Bicycles. So heads up… and<br />

keep our neighborhood safe for everyone.<br />

Tami Martin is the Association’s Manager and Dannielle Raper is the<br />

Association’s Assistant Manager. The Association has a direct phone<br />

number for your convenience. The number is 1-866-844-3933 and will<br />

direct you to whomever in the management staff you wish to speak with;<br />

manager, administrative staff, accounting and the work order department.<br />

For emergency purposes, this number also provides you with twenty-four<br />

hour emergency service. When contacting the office or speaking with<br />

the answering service, please be sure to give your name, homeowner<br />

association, address and telephone number where the call can be<br />

returned. The management office is located at 722 Pin Oak Road, Katy,<br />

Texas 77494 and office hours are Monday through Friday 8 AM to 5 PM.<br />

You may also contact your management team by visiting the High Sierra<br />

Management website at www.highsierramanagement.com and selecting<br />

“Online Requests.”<br />

High Sierra Management will be performing the monthly deed restriction<br />

inspections and citing all violations of the governing documents. If you do<br />

not have the rules and regulations, you may download a copy from www.<br />

<strong>West</strong><strong>Memorial</strong>.org or contact the management company and request a<br />

copy. We are sure you are all eager to help maintain the property values<br />

and exterior appearance of our community and hope we can count on<br />

your continued support in this effort. As a reminder, <strong>West</strong> <strong>Memorial</strong> Civic<br />

Association is a deed restricted community and all changes or additions<br />

to the exterior of the home must be approved by the Association prior<br />

to any work commencing. Requests for home improvements can be<br />

obtained through management.<br />

The Board of Directors meetings are held monthly in the association<br />

clubhouse (by the pool) on the fourth Tuesday at 7 PM and all<br />

homeowners are welcome to attend. You may also email or call with any<br />

questions or concerns at any time. We thank you all in advance for your<br />

kind cooperation and continued help in making <strong>West</strong> <strong>Memorial</strong> a great<br />

place to live!<br />

GARDENING TIPS FOR MAY<br />

Warm weather means our gardens and landscapes are growing fast. Here<br />

are some tasks to keep your landscape beautiful and productive:<br />

Flowers: Time to plant summer blooming perennials and annuals<br />

including plumbago, zinnias, angelonia, purslane, lobularia, sunflowers,<br />

yellow bells, pride of Barbados, duranta and bat-faced cuphea.<br />

Vegetables: <strong>May</strong> is a great time to plant, from seed or nursery plants,<br />

okra, sweet potatoes, cucumbers, winter squash, pumpkins, basil,<br />

peppers, lima beans, eggplant, garlic chives and Malabar greens. If you<br />

don’t want to dedicate an area of your yard, consider planting here and<br />

there in your flowerbeds. Edible landscaping is a popular new trend!<br />

Lawns: Water 1/2 to 1” of irrigation per week. A rain gauge or straight<br />

sided container (such as a tuna fish can) will help you know how long to<br />

run your irrigation system to apply 1/2”.<br />

Weeding: Hand pull or hoe weeds while they are still young or better<br />

yet, maintain a 3” layer of mulch in all vegetable and flowerbeds to deter<br />

weeds from getting a start.<br />

Pruning: Remove spent blooms on spring and summer annuals to<br />

promote new blooms.<br />

Fertilizing: Fertilize flowerbeds and vegetable gardens w/slow release<br />

organic fertilizer.<br />

Water: Deep soakings between rain events is better than frequent light<br />

sprinkling.<br />

Birds: Spring migration continues until mid-<strong>May</strong>. Clean bird feeders!<br />

Replace water in bird baths to avoid creating mosquito breeding spots.<br />

WEST MEMORIAL EMAIL<br />

ALERT & NOTIFICATION SYSTEM<br />

<strong>West</strong> <strong>Memorial</strong> has a new alert and notification system that works with<br />

email. The alerts are for emergency notifications, security alerts and<br />

messages from our constables. The notifications are for neighborhood<br />

events, meetings and issues.<br />

To be a part of the system, you must request the service. If you are<br />

interested, open our web site at www.westmemorial.org and locate the<br />

Sign-Up icon on the right side of the main page. Follow the instructions<br />

and you will receive all future alerts and notifications.<br />

Anyone wishing to send an alert or notification should submit the<br />

message to westmemorial@westmemorial.org for approval, posting and<br />

transmission. Please direct any questions to harry@westmemorial.org.<br />

TRASH SERVICE<br />

In January, WCA Waste (WCA) became your trash collection provider.<br />

Trash service days are TUESDAY AND FRIDAY. Please have trash out at<br />

curb by 7 AM each pick up day. Heavy Trash and/or extra bags are picked<br />

up on both pick-up days, Tuesday and Friday.<br />

RECYCLING IS EVERY FRIDAY<br />

WCA takes great pride in our recycling program and efforts. Ensuring the<br />

best recycle program for our customers takes time and effort on both<br />

sides. Please remove caps, liquids and food products from inside the<br />

containers. Please only use the recycle bins for recyclable materials, not<br />

as an extra trash container.<br />

WCA will collect papers, plastics, aluminum and tin cans that are placed<br />

within the provided recycling bin. If items exceed container capacity,<br />

please place them adjacent to bin.<br />

WCA will provide each current residence with one recycling bin. WCA will<br />

replace any bins that are defective or otherwise become unusable due<br />

to normal wear and tear. Theft, lost or additional bins can be replaced<br />

at $8 each.<br />

If you find items left in your bin that are not recyclable please dispose of<br />

these items in your trash container for the next scheduled pick up.<br />

HOLIDAYS<br />

When regular pick-up falls on a holiday, New Year’s Day, <strong>Memorial</strong><br />

Day, July 4 th (Independence Day), Labor Day, Thanksgiving Day, and<br />

Christmas Day, the pick-up will be made on the next regular scheduled<br />

pick-up day.<br />

If your recycling day falls on a holiday it will be picked up the next week<br />

on your normal scheduled recycle day.<br />

BILLING<br />

WCA will invoice each individual residence on a quarterly basis. Bills<br />

are due 30 days after receipt. Any residents failing to pay will receive a<br />

statement, have services discontinued and incur a $25 late/reconnect<br />

service fee.<br />

WEST MEMORIAL PARK<br />

Our community park is located at 22415 Kingsland and is open to all <strong>West</strong><br />

<strong>Memorial</strong> residents for outdoor activities. It has playground equipment<br />

and a large sheltered pavilion.<br />

SOLICITING<br />

Soliciting is prohibited in <strong>West</strong> <strong>Memorial</strong> Subdivision. If you are<br />

approached by a solicitor, please call the Constable’s office at 281-463-<br />

6666. Continue to call this number if you see suspicious person or vehicles.<br />

STRAY ANIMALS<br />

Do not hesitate to call Harris County Animal Control at 281-999-3191, if<br />

you see animals that are roaming the neighborhood unleashed.<br />

WEST MEMORIAL CONSTABLES<br />

Our Constables patrol our subdivision 24 hours a day/seven days a week.<br />

Please call them at 281-463-6666 to report any disturbance or to request<br />

vacation patrols.<br />

WEST MEMORIAL WEBSITE<br />

www.westmemorial.org is the address for <strong>West</strong> <strong>Memorial</strong> information<br />

on the internet. The web site contains pool information, Board member<br />

contacts and complete documentation of your deed restrictions. It<br />

also contains neighborhood information, including schools, security,<br />

recreation and local worship centers. Check it out, you might find<br />

something you have been looking for.<br />

DEED RESTRICTIONS<br />

The purpose of Deed Restrictions in your neighborhood is to protect and<br />

enhance property values. They set guidelines for initial construction,<br />

perpetual maintenance and property use. As residents agree to abide by<br />

the majority view; the style and standards of a community are established<br />

and everyone benefits. For your information, restrictions are written by<br />

the developer before the first home is constructed and the Association is<br />

then charged with the on-going responsibility of enforcing them. They can<br />

be changed, but a very large percentage vote of homeowners is required to<br />

do so. Please let us know if you see a problem in the neighborhood.<br />

REWARD<br />

<strong>West</strong> <strong>Memorial</strong> Civic Association’s Board has approved the following:<br />

A $250 reward to anyone providing information leading to the arrest<br />

and prosecution of person or persons vandalizing or destroying <strong>West</strong><br />

<strong>Memorial</strong> Civic Association property.<br />

CLUBHOUSE RENTAL<br />

If you are interested in renting the clubhouse, please call Dannielle Raper<br />

at 1-866-844-3933. At the time your call is returned, the guidelines for<br />

renting and using the clubhouse will be provided. Be sure you allow<br />

yourself plenty of time to fulfill the requirements, such as hiring security<br />

officers. You will be provided with the names and phone numbers of the<br />

individuals to contact to make the necessary arrangements.<br />

A few, but not all, of the guidelines are listed below:<br />

1. There is no smoking in the clubhouse.<br />

2. Residents must have all dues/assessments paid prior to booking the<br />

clubhouse.<br />

3. A certified check for all rental fees and deposits is required 30 days in<br />

advance.<br />

4. The security deposit will be returned within 30 days after the date of<br />

the event based on the condition the premises was left in.<br />

5. Renter is responsible for the conduct of all attendees.<br />

6. Police Officers are required at all functions of 50 or more attendees or<br />

at any event in which alcohol will be served. Arrangements and payment,<br />

for the officers, are to be made by the renter.<br />

STREET LIGHTS<br />

Your Association pays for streetlights<br />

from your annual dues, whether they<br />

work or not. If a light is out in your area,<br />

please call 713-207-2222 and report it. You<br />

may also report outages online at www.<br />

centerpointenergy.com/outage. Each light<br />

has a number on it. When reporting the<br />

out light, give the pole number and street<br />

location. We want all lights to work. A<br />

lighted area is a safer area.<br />

KATY ISD SUMMER BAND CAMP<br />

The fifteenth annual summer band camp, offered to next year’s 7 th , 8 th and<br />

9 th grade KISD band students, will be held at Tompkins High School from<br />

July 10 th to July 14 th . The camp will include daily section rehearsals, full<br />

band rehearsals and fun music based electives. Lunch is also part of the<br />

camp. The cost of the camp is $130 and will include a t-shirt if registered<br />

by June 5 th . All registrations after that date will need to include a late<br />

registration fee of $25 totaling $155. All registrations must be postmarked<br />

by Friday, June 23 rd . The camp concludes with the Grand Finale Concert<br />

on Friday morning at 9 AM. After the concert, those students wishing to<br />

and we anticipate a large enrollment again this year.<br />

Camp participants will audition for summer band camp placement as<br />

soon as they arrive for the first day of camp. Students should prepare<br />

major scales and chromatic scales specific to the student’s instrument,<br />

as well as a band camp audition etude, which can be downloaded from<br />

the webpage below. Students will be ability grouped with the number of<br />

bands being determined by total enrollment for the camp. Registration<br />

Form, Audition materials and Travel/Emergency Treatment Consent<br />

Form can be downloaded by campers from the Katy ISD Fine Arts<br />

Webpage www.katyisd.org/dept/finearts. An email confirmation is sent<br />

out upon receipt of registration and follow up reminders from the camp<br />

The camp provides an economical and convenient alternative to those<br />

who may not have had a chance to attend another band camp over the<br />

summer due to scheduling and/or costs. Participants will receive top<br />

quality instruction on their instruments from our own great KISD and<br />

Houston area Band Directors. Join us for the fifteenth annual Katy ISD<br />

Junior High Summer Band Camp and keep your playing skills sharp for<br />

Registration Open for 13th Annual Impact a Hero 5K<br />

An event that brings the community and combat veterans and their<br />

families together. Registration is now open for the 13 th Annual Impact a<br />

Hero 5K, one of Impact a Hero’s major fundraising events of the year. This<br />

year, the race will be held <strong>May</strong> 20, <strong>2017</strong> at the Constellation Field and<br />

will feature the traditional 5K Run/Walk/Wheel and Kids 1K beginning at<br />

and early 1930s, Galveston was host to the Pageant of Pulchritude<br />

(predecessor to the Miss Universe Pageant), which was<br />

resurrected in 2009 as a two-day, family friendly event dubbed<br />

the Galveston Island Beach Revue. New this year, the event is<br />

featuring a speakeasy themed Friday Revue Prevue featuring<br />

live music with Dandy Wellington and His Band from New York<br />

City and the official introduction of the <strong>2017</strong> Bathing Beauties<br />

children and middle schoolers are invited to build their own lightsabers.<br />

Arrive at 3:50 PM to get for the first session or at 4:30 PM for the second<br />

session to get a ticket to become a Jedi Knight. Each session is limited<br />

to only 35 participants. Then, at 5:30 PM, we open the doors to everyone<br />

for the movie. Bring a blanket, your dinner and grab a spot on the floor<br />

as we find out how the rebels REALLY got their hand on that first Death<br />

• VOLUNTEER ORIENTATION - Volunteer opportunities abound at the<br />

library. Volunteers are needed to help shelve, count patrons and more.<br />

We will be holding our next volunteer orientation on Thursday, <strong>May</strong><br />

4 th at 4:30 PM. Students should be in high school and must be able to<br />

at 3 PM, as we learn about the benefits and basic how-to of yoga. Join us<br />

• VETERAN’S FAIR - Are you a veteran or related to a veteran? The library<br />

would like to thank you for your service and sacrifice. We would also like<br />

to make sure you are well taken care of. There are dozens and dozens<br />

of services and benefits provided by the Veterans Administration, which<br />

go unused every year. On Saturday, <strong>May</strong> 6 th at 1 PM, the library will be<br />

hosting a Veteran’s Fair. Come learn all about the many benefits veterans<br />

and their families are eligible for.<br />

• CITIZENSHIP TRAINING WORKSHOP - Harris County Public Library<br />

provides citizenship programs for adults at several of its branch libraries.<br />

The next training for tutors in the west Houston area will be at the Spring<br />

Branch Library (930 Corbindale, Houston Texas 77024) on Monday, <strong>May</strong><br />

8 th from 9 AM- 12:30 PM. There is no charge for attending this training<br />

or materials. Those enrolling in the workshop are requested to actively<br />

library’s Timeless Travelers program for a trip to Rienzi, the Museum<br />

of Fine Arts Houston house for European decorative arts, courtesy of<br />

Thursday, <strong>May</strong> 4 th at 9 AM, the bus departs from the library for a funfilled<br />

day at Rienzi. We will have a docent-led tour of the house and art<br />

collection followed by lemonade on the lawn. This program is for senior<br />

adults only- no exceptions. Seating is extremely limited. Registration is<br />

required. Although the tour is free, participants are responsible for their<br />

own lunch. The bus will arrive back at the library at approximately 5 PM.<br />

• BOOK DISCUSSION CLUBS - The Library hosts book clubs that meet<br />

monthly. The Evening Book Club normally meets on the second Monday<br />

of the month at 7 PM. The Afternoon Book Club meets on the second<br />

• INFANT STORYTIME - This program will meet each Tuesday morning<br />

at 10:15 AM and 11:15 AM. This is an interactive program for children,<br />

ages 0 to 12 months and their caregivers. Each session will last about 20<br />

minutes, featuring nursery rhymes, songs and finger plays.<br />

• STORYTIME - Storytime for preschool-aged children is held each<br />

Wednesday at 10:15 AM. Stories, fingerplays and songs are featured. This<br />

is ideal for children ages 3 to 5, but all children and their caregivers are<br />

Grace Notes<br />

Singers and instrumentalists are invited to join “Grace Notes” a women’s<br />

performing group which shares music in the community at retirement<br />

homes, Alzheimer’s and nursing facilities and various community events.<br />

We sing once a month for the congregation of St. Peter’s during Sunday<br />

worship services. Grace Notes sings a combination of secular, sacred and<br />

patriotic music and rehearse during the school year in E106 from 9:30 AM<br />

to 11:30 AM. Tuesday mornings are also our “outing” days to perform in<br />

1 (12oz.) package Vermicelli, cooked and drained<br />

4 Tbsp olive oil<br />

3 Tbsp lemon juice<br />

½ Tsp Allspice<br />

On first day, combine cooked Vermicelli, olive oil, lemon<br />

juice and allspice. Cover and refrigerate overnight.<br />

2 Cups mayonnaise<br />

1 bell pepper, chopped<br />

1 cup chopped celery<br />

½ cup chopped onion<br />

1 4ounce jar pimiento<br />

1 ( 6-8ox) can pitted ripe olives chopped<br />

1 5 oz can water chestnuts, drained and sliced<br />

Salt and pepper to taste<br />

Optional: 2 ½ cup canned ham, cooked chicken breast,<br />

shrimp, or cooked hambuger<br />

Second day, add the rest of ingredients<br />

and mix well refrigerate.<br />

1/2 red onion<br />

2 cloves garlic<br />

cilantro to taste<br />

salt, pepper, garlic powder to taste<br />

Mix pico and shredded fish. Marinate in the juice<br />

of 4 to 6 limes. Better if you make ahead one day.<br />

Serve on tostada with jalapeno ranch dressing,<br />

avocado, minced jalapeno.<br />

1 box butter pecan cake mix (Betty Crocker)<br />

or Choc. cake mix<br />

1 cup softened butter<br />

3 eggs<br />

1 (8 oz.) package cream cheese, softened<br />

1 tsp. vanilla extract<br />

1 pound box powdered sugar<br />

1 1/2 cups chopped pecans<br />

Preheat oven to 300 degrees. Grease and flour a 9 x 13<br />

inch cake pan. Mix cake mix, 1/2 cup butter and 1 egg.<br />

Press into pan. In a separate bowl, combine softened<br />

cream cheese, 1/2 c. butter, remaining 2 eggs, vanilla and<br />

powdered sugar until smooth. Pour over cake mixture.<br />

Sprinkle top with pecans. Bake about 55 minutes or until<br />

filling appears set when pan is gently shaken. Cool<br />

completely on wire rack. Cut into bars of desired size.<br />
