aBOUT OCL
OCL Group was established over a decade ago with the vision of creating a company able to carry out high quality and fast
track work within our operational markets, that would constantly be delivered by the same, loyal, motivated and collaborative
work force; rather than a mixture of fair-weather engineers, managers and non-caring sub-contractors.
Our company ethos has been to build a successful reputation on repeat business from our regular clients, whilst steadily
growing new clients at the right pace, without ever diluting quality upon delivery by overstretching capabilities. We understand
that we are only as good as our last performance - hence we strive constantly to improve and raise standards each time.
a lot of our steady success has been due to the careful selection of our professional, management staff, tradesman and
operatives that have been integrated into OCL due to their specialist skills and proven track records of performance.
Quality and safety are at the forefront along with their attitude and desire to succeed aided by a positive ‘hands on’
approach by Directors and Senior Management along the way.
We have grown steadily with the same core family values that we started with and by building a successful reputation on
repeat business from regular clients.
We have worked very hard over the years to achieve this enviable reputation and this has vastly been supported over the
past few years with the emphasis we have based on building our integrated health, safety and quality systems that operate
within OCL. Our unique database and training system provides us with streamlined efficiency when it comes to all our complete
project life cycle data, document control and compliance systems.
By using this unparalleled database we are able to concentrate much more on sustainability and raising standards hence
excelling in delivery of client satisfaction rather than spending time substantiating and arranging misplaced or required
documentation.
Our primary aim is to continue to provide a personal, reliable, efficient and tailor-made service to our clients whilst
transparently linking synergy and communication. So much so that we are regularly regarded as a trusted extension
to our client teams, whilst at the same time understanding ultimate client and stakeholder etiquette.
We really are big enough to cope, but small and principled enough to care.
THE JOURNEY SO FaR
OCL has come a long way in the past ten years; steadily and organically expanding by diversifying its activities in line with its
management and commercial capabilities.
We have respectfully (due to progress and growth) relocated a few times from our original humble home of the Directors
one bedroom flat in Leigh on Sea to where we operate from now at our large established multi offices and storage yard
situated in Rochford next to the modern and ever growing Southend airport.
We have expanded exactly in line with our original business plan and growth forecast, carried out at the beginning of our
journey and have been diligent in ensuring we do not grow too fast, just as we have been in ensuring all our original
planned commercial and quality targets are met.
We have never been in a rush to fail so instead we simply take time to succeed.
We have expanded our existing services exactly in line with obtaining all the desired and required industry accreditations
and we now have the complete full set of market leading accreditations and professional body memberships to continue
growth as predicted.
a testament to the collaborative hard work we have put in over the years is the evidence of achieving the highest accolades
and accreditations respectfully picking up five stars in our achilles RiSQS audit for the past two years along with UkaS
accredited iSO 9001, 18001, 14001, NiCEiC, Construction Line, Safe contractor and CHaS accreditation, plus The Mayor
of London’s Fleet operating recognition scheme approval FORS.
Our average workforce has grown tenfold since we started with a team of ten core operatives in 2007 to now up to 80-90
men working at any one time across the divisions within OCL. Our core management team has also grown at the same ratio
(please refer to our organisation chart on page 6.)
We are unique in which we operate four successful divisions within OCL. We self-deliver all of our projects rather than just
say we do. We have fully experienced committed and motivated staff with the capability throughout the whole project
lifecycles, from estimating and surveying to operational delivery, experienced project management, handover of maid and
O&M documentations required in each discipline.
Each one of our division complements the other and with the core men and tradesmen being the same core men that we
have maintained since our formation, we have the seamless ability to have the right staff, who understand each others
requirements. Thus in turn minimising any integrational trade clashes or handover issues.
During our progression as a company we fully recognise the journey that our operatives take with us, and those that
continue to progress are fully rewarded with our learn to earn scheme which encourages employees and regular contractors
to continue their personal journey throughout their careers at OCL.
With infrastructure rules and standards constantly evolving we place all our operatives on regular knowledge tests that are
built into our OCL training hub and linked directly to the client projects and infrastructure requirements. This concludes with
many standards and iTP's being comprehensively understood by all OCL operatives prior to the projects taking place.
Rather than just management having to feed knowledge down the line, all of our operatives are encouraged to read and
understand all associated project documentation including method statements, RaMS, SSOW task briefs and any other HSE
requirements and are compulsory for each operative associated with the project at OCL pre-project start up Stage.
We hope that the effort and determination we put into our collaboration with clients and our work force will provide the
sustainability required to continue in exactly the same fashion. Therefore allowing synergy for our clients and workforce to
grow and prosper with us.
OCL very much look forward to the bright successful future ahead and hope that we can continue to deliver your projects to
your expectations and beyond.
Paul Barton - Civils Senior Supervisor
Paul is a valuable asset to OCL. Paul has been working in the industry for 15 years, of which his early years was time spent
as a carpenter. Paul quickly began to take on greater responsibility for himself and the site teams. He has risen up from a
Carpenter, to a formwork carpenter ganger. This was followed by a step into a formwork / carpenter site manager. Paul really
proved his hard work was paying off, when he was put in charge of installing major EWS and temporary works at Liverpool
Street Crossrail. He is now firmly established as a Snr lead site manager, responsible for production, temporary works
co-ordination and safety in multiple projects.
James Day - Site Manager
James comes from a very strong electrical and mechanical background and has rapidly grown in stature on the projects he
has been involved with. His attention to detail regarding documentation, planning and management of operatives has been
to the highest standard and his knowledge of the infrastructure has steadily grown partly due to his own fast tracking
initiative and self-incentive. James is a very conscientious individual who takes care with his delivery and the manner of
the delivery. We see a very good future ahead for James and look forward to his development within OCL.
TJ O’Donovan - Site Manager
TJ has been working for OCL since 2013 formerly operations director of the Blara group TJ joined OCL and has added much
valuable knowledge and industry insight to the OCL organisation and is now formally bedded into the structure of OCL
playing a critical role in ensuring delivery targets and project milestones are met.
PROJECT
Warren Street Sub Mains
CLIENT
LU - Vinci - Giffen
OCL were the chosen suppler to provide between 50 – 60 qualified electricians and mates to assist the principal contractor on
this project including regular full weekend station closure’s incorporated. This formed part of the ongoing investment by London
Underground in upgrading the Tube Network including a complete enhanced refurbishment of Warren Street Station.
Upon completion of all the required cable containment route, associated core holes and Civils work, OCL were contracted as the
specialist cable installation contractor to install all electrical sub-mains cables within the contract time scales, whilst ensuring the
minimum amount of disruption to the general public who use the station.
The majority of this work was carried out during engineering hours and a number of planned weekend station closures. However,
careful planning was required to maximise the working hours available with the length and size of the cables being installed
taken into account. Due to the many different areas of the station to be accessed by the install team, many of these works
incorporated bespoke high level cantilever access towers being used on the stations staircases and elevators along with carrying
out all required confined space works.
All installs undertook vigorous NOWRI inspections and the works carried out by OCL were successfully completed on time and to
budget.
BREAKDOWN OF WORKS CARRIED OUT BY OCL:
• Plan, design, and produce drawings of cable routes and intersections eliminating any crossovers or radius non-conformities
• Plan and schedule call offs for cable installs around station closures and working hours
• Complete Installation of uninterruptible power supply cables
• Installation of approx. 3000m of all sub-main cables ranging from 10mm 3-core to large 300mm 4-core SWA
• Lighting cables in public and client areas
• Small power installations
• Installation of all cable labelling and tie wrapping
• Installation of all cable cleats and all associated fixings
PROJECT
CLIENT
Upminster Depot DC Upgrade LU/Giffen
OCL were tasked to install the new post, concrete troughing and under track duct routes within the depot and then install new sub station
feeds to reinforce the DC track feeder cables. This formed part of the 4LM project (then SUP) DC upgrade work. This was carried out during
various depot possessions including traffic hours and weekend working shifts. The CRMS routes ran from the sub station to all ends of
the depot and the 935mm DC cables were installed in up to 200m lengths to minimise the requirement for any cable joints. These cables
were delivered on cable trailers and then pulled out across the depot in loops and dressed onto the new CRMS. The MAID documentation
was provided and NOWRIs completed prior to commissioning of the cables. OCL also assisted in the commissioning of the cables and the
decommissioning and removal of the old cabling. The changeovers were carried out with teams terminating cables in the sub station and
at the same time terminating the cables onto the track.
BREAKDOWN OF WORKS CARRIED OUT BY OCL:
• Arrange possession shifts and attend possession meetings
• Installation of under track duct crossings (UTX)
• Installation of post and hanger routes and concrete trough routes
• Delivery, installation and dressing of the new 935mm track feeder cables into the new CRMS
• Producing the project deliverables for the MAID files
• Terminating the cables on the tracks, in DC TIS switches and in the sub station
• Earthing and bonding of CRMS
CLIENT
LU - Giffen
In support of the SSL Upgrade Capability Enhancement Programme (CEP) re-signalling Phase 1A works, the LVAC Power Upgrade Project
was required to provide diverse power supplies to facilitate the new signalling kiosks being installed to feed the replacement track circuits.
This involved installing Delivery and installation of new Feeder Pillars and delivery and installation of UPS systems. Delivery of some units
required the use of hi-ab lorries and Road Rail Vehicles (RRV’s). Installation of power cable supplies, one supply cable fed from the nearest
sub-station with the other supply fed from the adjoining station switch-room. Testing & commissioning of system in liaison with the client
and the signalling contractor to provide confirmation that the system would operate as required.
OCL were tasked to provide supervision plus up to 10 CRMS installation teams to drive the installation on this project. This formed part
of the original CRMS route install programmes carried out by the 4LM project (then SUP). The design at the time was incomplete and
OCL assisted in identifying and proposing buildable solutions for the cable transitions keeping the bending radius of the cable in mind at
all times. This was carried out while maintaining the post and hanger route meterage on a nightly basis in a location with a very limited
engineering shift length. To assist with this short night shift OCL identified and carried out as much of the work as possible during traffic
hours. Surveying and identifying access points to the railway and bulk delivering and loading out materials wherever possible. All installs
undertook vigorous NOWRI inspections and the works carried out by OCL were successfully completed on time and to budget.
BREAKDOWN OF WORKS CARRIED OUT BY OCL:
• Plan installation teams
• Provide up to 10 CRMS installation teams at a time including SPCs and installers.
• Complete Installation of post and hanger routes including lots of high level route
OCL RECRUiTMENT & LaBOUR SUPPLY DiviSiON
PERSONNEL
OCL Recruitment was established in 2007 with the aim of providing quality Trades and Labour to the Domestic,
Construction and Rail industries.
We are an Essex based recruitment agency that supplies on a national level. Our core geographical strengths
lie in the London and surrounding county areas.
We are able to supply all over the Uk as we do with many large national clients and principal contractors.
We operate from our offices situated in Rochford Essex where the operational, payroll and administrative
departments are all based to provide a reliable, flexible and personal service of our client.
Our recruitment team have an extremely in-depth understanding and knowledge of general construction,
Network Rail and London Underground infrastructures and their associated regulations and standards, this is
due to each member of the OCL team working within the associated sectors for many years.
Therefore you will find all operatives supplied by OCL will have been sourced with every detail of your
requirements taken into account and will arrive to your site with the correct PPE, knowledge, experience and
certification to carry out your works in a professional manner.
We supply highly skilled white collar and blue collar professionals both internally and externally to all our
respected and established clients. This is aided and due to many years of capturing a comprehensive database
whist keeping an intrinsic kPi system of all personnel supplied within our systems.
We have successfully supplied the construction, civil, mechanical and electrical sectors for many years, and
maintained repeat business partly due to us adamantly refusing to act as a simple body shop supply service,
but rather priding ourselves on the quality of labour supplied rather than quantity, therefore allowing
sustainable growth.
HEaLTH aND SaFETY
Safety, health, environment and quality (SHEQ) is at the heart of all our operations. it is easy to say, but we really do mean
it and we do our utmost to live up to the ethos that all our workers should go home safe at the end of every working day.
Our Managing Director has been a key advocate in proactive health and safety since the company formed. We put paramount
importance on the health and safety of all OCL personnel, from those who work in the office staff to those who are out
working on site.
We have mature management systems in place including policy statements which set out our intentions, supported by our
procedures and flow charts implementing our intentions and a full range of forms and templates covering all of our operations.
We hold certifications with CHaS, ConstructionLine, Safe Contractor, RiSQS and FORS. Our SHEQ management systems have
been accredited to iSO 9001, 14001 and OHSaS 18001 through aCM Cert Ltd for the past three years. We are audited on an
annual basis by aCM, FORS, achilles and seek to continuously improve our systems.
We have had no RiDDORs, no enforcement notices and no actions taken against the company in all the years we have been
operating. We don't rest on our laurels however, we continue to be as proactive as possible in terms of:
• Communicating health and safety information to our operatives through monthly bulletins and regular toolbox talks;
• Being visible on site, carrying out site inspections and reporting on good practices as well as non-compliance's;
• Sharing good practice with operatives and rewarding positive behaviors;
• Ongoing development of all personnel to ensure we have a good cross section of experience, skills and knowledge;
• Obtaining feedback from our clients as well as operatives, and taking action where it is required;
• Encouraging suggestions for improvement from all personnel;
• Collaborative working with our clients and other contractors to ensure we are all working towards the same common goals.
We don't just see health and safety as a legal requirement - we see it is a moral obligation. We embrace health and safety
as a culture within the company and is therefore at the heart of all we do.
This has been evident and recognised by TFL via OCL projects and the sites worked on by OCL operatives obtaining beacon status.
The Beacon Site Standard, is contained in 5 interrelated themes, these are:
• Consideration
• Environment
• Cleanliness
• Safety and Health
• Management & values
ENviRONMENT SUSTaiNaBiLiTY
as a forward thinking business we consider the environment and sustainability initially at the bidding
stage but then continue to review and revise our practices within the project life cycle with the aim of
implementing further improvements wherever practice.
More often that not our clients have expectations and their own goals to meet (such as targets for
waste reduction) so it is important that as a contractor we can offer synergy with those needs.
This may come from identifying opportunities for sustainability within the built environment or
providing solutions for waste reduction, such as the reuse of excavation materials or using products
with a high recycled content.
We continuously seek new initiatives from the civils, construction and rail industries, keeping up to
date through on-line media, networking and attending events. By doing this our clients are assured that
we are offering the best possible service, with both the environment and their budgets in mind.
Our goal is to deliver packages of work on time, making sure it's right first time and within budget.
By doing so we will ensure that we are not using more materials or polluting the environment than
is necessary.
OCL iN THE COMMUNiTY
OCL have partnered with leading medical professionals in the fight against cancer.
Together with Essex Cancer Research we are committed to raising funds and organizing fund raising
events that will support clinical research for Cancer trials.
OCL Group has built a professional caring culture from within, that believes and supports the premise
of giving back to those in need. it’s a culture not only perpetuated by generous contributions made by
the company but by contributions made by a very large percentage of employees willing to donate
their time and talents to causes that give back to the same communities we work and live in.
Every year OCL Group donates a percentage of time and profits to charitable organisations the primary
being Essex Cancer Research along with our Local NHS hospital whilst also participating in charitable
sporting events the passion to help those in need and associated with this runs close to all our hearts at
OCL due to the loss of Tracey Cooper one of our most loved and committed employees recently at the
age of 36 to cervical cancer.
We will continue to work hard for this cause at every given opportunity and hope we can assist in helping
bring awareness and momentum to this cause.
We have an objective to minimise our carbon emissions and support local communities by employing
operatives from within the areas that we working. We also encourage operatives to travel by alternative
means (such as cycling or public transport where possible) rather than driving. We support a number
of local up and coming sports men and women through sponsorship. We also work in partnership with
local charities.
QUaLiTY
Our key goal in terms of quality is to make sure we get it right first time.
if we fail to do so we are very aware of the impact it can have on the overall project timescales as
well and the cost implications (both on our side and that of our clients). it can also damage our
reputation and future relationships with our clients, something we don't take for granted and work
hard to build.
in order to achieve our quality objectives we have learnt that the planning of our projects is paramount.
We have a team of key personnel with a wealth of experience in planning and delivering projects, they
also come with commercial awareness and are tasked with ensuring SHEQ is embedded in the decision
making process.
Just as important are the skills, knowledge and experience of our site managers and operatives.
We have ongoing skills and knowledge development for all personnel through external providers as
well as our in house developed 'learn to earn' scheme.
at the end of each project we conduct a review to identify what went well and what could have been
done better with the aim of bringing together any insights gained that can be applied on future projects
to make them even more successful.
TRaiNiNG & DEvELOPMENT
at OCL Group we are committed to creating a knowledgeable workforce in learned environment where people are listed too, are safe
and reach each their potential, prosper, and where rewards are shared.
We focus on a broad spectrum of activities for our operatives and staff through initiatives aimed at improved communication, health,
safety and wellbeing, training and development and employee recognition, developing the OCL Engineers of the Future.
as a company we recognise the importance of building and maintaining a knowledgeable and skilled workforce to ensure we are able
to readily resource schemes with talented people who can deliver works of a high quality.
We invest over 10 % of company profit every year in training our staff and core operatives as to ensure sustainability and growth, this
constitutes thousands of hours spent on training courses throughout the year. We utilise only approved Construction Skills-accredited
Training Centres along with the required infrastructure locations to deliver a significant quantity of this training, from our apprenticeships
to QCFs to CiTB Site Safety to Network rail and LU courses.
We have also spent a vast amount of time and money on our own internal training hub of which we are extremely proud This unique
facility enables in-house training courses invigilated by our SHEQ and compliance staff. This is driven passionately by our Managing
Director and has given operatives the opportunity to be rewarded for their effects in learning.
Each one of our core team are placed into our training hub system and is then given set target dates to achieve certain knowledge
exams formulated in the first instance by our projects, SHE and Quality and Project / Construction managers.
These exams are based around industry standards and BSi standards regarding HSE and installation. Many of our knowledge tests that
are formulated within our training hub are bespoke to project requirements and are built in alignment with our clients approved
inspection and test plans iTP.s and system requirement specifications along with setting out health and safety exams based upon
client and infrastructure HSE planned General inspection forms and criteria.
We have 20 bespoke exams so far that allow us to implement our skills card encouraging our earn as you learn scheme.
Our managers panel monitors each and every exam that our operatives are working on, meaning managers can identify areas where
operatives may be having difficulties. Each operative receives bespoke feedback which will enable them to develop their understanding.
Certificates are sent out whenever operatives hit their targets, with additional reward via pay increases when all subject modules have
been completed.
