recommended; its procedure is as follows:<br />
n Proposals are required in two separately sealed envelopes - Envelope #1<br />
contains the technical qualifications, methodology and schedule, and<br />
Envelope #2 contains the proposed fee <strong>for</strong> each activity.<br />
n Envelopes #1 of all proposals are opened and each is evaluated on its<br />
technical merits.<br />
n Envelope #2 of the top-rated consultant only is opened (ie, Envelopes #2<br />
of all other consultants remain sealed).<br />
n The top-rated consultant and client review and discuss the proposal in<br />
detail with the intent of negotiating a contract. Both should ensure that<br />
the proposal meets the needs of the client in all respects, with a full understanding<br />
of what the client wants, what the consultant proposes and what<br />
will be produced. Any differences should be reconciled in conjunction with<br />
fee negotiation.<br />
n In the unlikely event that agreement is not reached, the client proceeds<br />
identically with the next-rated consultant.<br />
