The information took a year to<br />

gather however only three people, outside<br />

of town council and the steering<br />

committee made up of members of the<br />

Wellness Society and press attended<br />

the skating arena and curling rink feasibility<br />

study public presentation held<br />

on Thur., May 12 at the Lions Rec<br />

Centre in Coronation.<br />

“Either the town really trusts<br />

council to make decisions for them or<br />

people simply don’t care,” the Town of<br />

Coronation CAO Sandra Kulyk told the<br />

press that night.<br />

The Edmonton based community<br />

development, public engagement and<br />

wellness infrastructure, company, RC<br />

Strategies presented their findings,<br />

which included a year’s worth of<br />

research to a total of 12 people.<br />

Their 144 person survey reported<br />

that 67 per cent of persons who completed<br />

the survey actively use the<br />

skating rink while 80 per cent have<br />

been a spectator.<br />

The curling rink reports showed<br />

slightly lower numbers with a 50 per<br />

cent participant rate and 60 per cent as<br />

spectators.<br />

Their research also showed a significantly<br />

high percentage of 10 - 14 year<br />

olds living in the Coronation area compared<br />

to the rest of the province.<br />

The research stated that the<br />

Coronation skating arena was the only<br />

one in a 25 km radius and one of 15 in a<br />

100 km radius.<br />

showed similar findings.<br />

The other significant items of note<br />

which RC Strategies shared at the<br />

meeting included their engineers’ findings<br />

that there is a high liklihood of a<br />

catastrophic event happening in the<br />

next one to five years due to combination<br />

of structural issues in the skating<br />

rink.<br />

Interestingly enough the price tag to<br />

“fix” the buildings to bring them up to<br />

spec is almost identical to building two<br />

brand new structures, around $20 million,<br />

give or take a couple of million<br />

depending on facilities amenities that<br />

are included for a new complex.<br />

Wind farm update<br />

During their last regular meeting<br />

on Tues., May 3 Coun. Blumhagen<br />

abstained from discussion and<br />

departed the meeting while Country of<br />

Paintearth dealt with the wind farm<br />

and land use by law.<br />

According to meeting notes<br />

Paintearth council received a copy of<br />

Schedule A for Bylaw 463-16, which is<br />

now condensed into the material solely<br />

from the Land Use bylaw hearing and<br />

has recommendations for the various<br />

setbacks as per previous review and<br />

discussion, and also reflecting solar<br />

workshop information which occurred<br />

the day after the hearing.<br />

Since the hearing, Paintearth<br />

County has received a number of<br />

written submissions and some minor<br />

changes were affected by information<br />

at the solar workshop.<br />

Coun. Dahmer moved that an additional<br />

public hearing be held at on<br />

June 7 to receive new supplemental<br />

information on the Land Use bylaw<br />

meeting, with no increase to the<br />

municipal tax rate, however<br />

both the Paintearth Lodge and<br />

Education tax rate increased<br />

due to increased levies from<br />

both.<br />

spearheaded council’s attempts<br />

to cut the 2016 operating budget<br />

to avoid raising the mill rate by<br />

the proposed one to two per cent<br />

at their regular meeting on<br />

Mon., May 9.<br />

The main focus of discussion<br />

for the proposed cuts included<br />

sending fewer councillors to the<br />

Alberta Urban Municipalities<br />

Association (AUMA) conference<br />

and only demolishing two of the<br />

four upcoming demolitions<br />

scheduled for 2016.<br />

The two demolitions that<br />

remained on the books were the<br />

two “worst”, the home on<br />

Norfolk Ave. and the home on<br />

Victoria Ave.<br />

As reported by CAO Sandra<br />

Kulyk in the agenda minutes,<br />

because of Canadian Institute of<br />

Chartered Accountants (CICA)<br />

changes to financial accounting<br />

requirements, which now<br />

require municipalities to report<br />

depreciation of tangible capital<br />

assets, accounts have been<br />

included in the 2016 draft<br />

budget to account for estimated<br />

annual depreciation expense.<br />

The total annual depreciation<br />

expense budgeted for 2016 is<br />

$401,861.<br />

The draft budget does not<br />

fully fund this expense and a<br />

deficit budget is presented as a<br />

result.<br />

The deficit is proposed to be<br />

offset by a transfer from the<br />

contingency operating<br />

restricted surplus and unrestricted<br />

surplus accounts in the<br />

amount of $400,000.<br />

Tax rates/assessment<br />

The draft operating budget is<br />

presented with an assumption<br />

of a two per cent increase being<br />

made to the municipal tax<br />

rate.<br />

The town’s total residential<br />

assessment has increased by<br />

0.6 per cent as a result of inflation<br />

in 2016, and the total<br />

non-residential assessment has<br />

increased by 0.3 per cent as a<br />

result of inflation.<br />

New development only<br />

accounts for a 0.2 per cent<br />

increase in the town’s residential<br />

assessment base.<br />

Declining assessment values<br />

for non-residential properties<br />

has resulted in a 1.4 per cent<br />

decrease in assessed values in<br />

2016.<br />

The total combined assessment<br />

increase for residential<br />

and non residential properties<br />

is $262,610, which is an increase<br />

of 0.35 per cent over 2015 values.<br />

If the town maintains no<br />

increase to the municipal tax<br />

rate, the average increase to<br />

commercial tax levies would be<br />

1.13 per cent ($133.34 per year)<br />

and the average increase to residential<br />

tax levies would be 1.25<br />

per cent ($43.89 per year), based<br />

on a sampling of municipal<br />

properties.<br />

If the town considered a two<br />

per cent increase to the municipal<br />

tax rate, the budget deficit<br />

is reduced by approximately<br />

$20,715.72, and the average<br />

increase to commercial tax<br />

levies would be 2.77 per cent<br />

($264.38 per year) and the<br />

average increase to residential<br />

tax levies would be 2.5 per cent<br />

($84.18 year).<br />

The town has approved residential<br />

and commercial tax<br />

incentive programs to promote<br />

new development.<br />

A total of $35,385.15 will be<br />

rebated as per the terms of the<br />

commercial property tax incentive<br />

in 2016.<br />

An analysis of the total tax<br />

levy for the Town of Coronation<br />

for the tax years 2010 to 2016<br />

shows the source of the total tax<br />

collected for 2016 is budgeted to<br />

be approximately 83 per cent<br />

municipal, 15 per cent education<br />

levy and 2.3 per cent Paintearth<br />

Foundation levy.<br />

The analysis also shows the<br />

source of the total municipal<br />

tax collected is approximately<br />

60 per cent residential and 40<br />

per cent commercial.<br />

In 2014, the ratio of residential<br />

to commercial tax levies was 61<br />

per cent residential and 39 per<br />

cent commercial.<br />

Salaries and benefits<br />

In December, 2015,<br />

council approved a 1.4<br />

per cent cost of living<br />

increase to the town’s<br />

salary and wage grid.<br />

In combination with<br />

employee grid advancements<br />

and with<br />

increases to contracted<br />

wages, council fees and<br />

fire department<br />

honourariums and wages, the<br />

total budget for employee salaries<br />

and wages has increased<br />

by 3.7 per cent in 2016.<br />

Employee benefits have<br />

increased by a total of 8.98 per<br />

cent as a result of increases to<br />

extended health benefit premiums<br />

and Workers<br />

Compensation Board<br />

premiums.<br />

Municipal Sustainability<br />

Initiative (MSI) funding<br />

The town has received its<br />

2016 funding confirmations for<br />

the MSI program.<br />

The town’s MSI operating<br />

funding has decreased by 9.74<br />

per cent ($6,169) in 2016. MSI<br />

capital funding decreased by<br />

3.66 per cent ($9,041).<br />

The Basic Municipal<br />

Transportation grant component<br />

has remained unchanged,<br />

as the grant is allocated on a<br />

per capita basis.<br />

Youth programming request<br />

Brad Johnson requested an<br />

opportunity to appear before<br />

council to request a discounted<br />

rate for the Lions Rec Centre to<br />

hold a youth dance.<br />

Council discussions on the<br />

subject oscillated between<br />

wanting to support the youth<br />

programming yet needing to<br />

not only cover their own costs,<br />

such as security and the<br />

cleaning fees for the venue but<br />

also the precedent they would<br />

be setting by allowing one<br />

group a discounted rate.<br />

The $100 for a full day only<br />

required a $5 fee from 20<br />

attendees which to council did<br />

not seem like an excessive<br />

amount.<br />

Johnson was invited to make<br />

a formal presentation to<br />

council.<br />

Replacing memorial benches<br />

Council determined that<br />

there would be set styles for the<br />

memorial benches currently<br />

located along with Coronation<br />

Tax rate increase did not pass third reading<br />

The two per cent mill rate increase,<br />

which was proposed and agreed upon<br />

by council on December 8, 2015 did not<br />

pass a required unanimous third<br />

reading by council during their regular<br />

meeting on Tues., May 10.<br />

Councillor Kruse was the sole opposition<br />

in passing the motion stating<br />

that “it was not the right economic climate<br />

to raise taxes”.<br />

CAO Kim Neill reminded Coun.<br />

Kruse that council had agreed to raise<br />

taxes this past December, and although<br />

they had hoped for an economic windfall<br />

to avoid that option, it did not<br />

occur.<br />

compiled for the county.<br />

Newell advised council that the<br />

Shirley McClellan Regional Water<br />

Services Commission (SMRWSC) does<br />

not recommend any hot tapping into<br />

the water line.<br />

There are eleven “T” connections<br />

located along the line that can be used<br />

for tie-ins to the water line and these<br />

have not been considered in the rural<br />

plan.<br />

The Coronation reservoir was<br />

designed with the intent to eventually<br />

feed Brownfield as the reservoirs were<br />

meant to serve the rural areas.<br />

Some funding from the Building<br />

Canada Grant was used to assist the<br />

county in getting water to Circle<br />

Square Ranch however the funding<br />

that was available was given out for<br />

existing infrastructure and not for<br />

new water lines.<br />

Council will be provided with a copy<br />

of the rural water strategy plan as presented<br />

for review and discussion at a<br />

later date.<br />

This baseline model can be utilized<br />

by staff to use with interested parties<br />

to determine water hook-ups.<br />

Coun. Dahmer also moved the<br />

County of Paintearth pay off the extra<br />

portion of phase one debenture of<br />

$80,000 from water restricted surplus<br />

due to the withdrawal of two members<br />

to the SMRWSC.<br />

Bryce Cooke, Director of Public<br />

Works reported to council that<br />

council purchase a new 420F2 backhoe<br />

from Finning Ltd. for $154,280 which<br />

will be used for loading clay at gravel<br />

pits but mainly during the winter for<br />

brushing and burning crews.<br />

The older unit will be kept for an<br />

additional winter brushing crew.<br />

Council also approved the purchase<br />

of a new Freightliner 114SD cab and<br />

chassis for $135,000 to replace the 1998<br />

Mack water truck<br />

unit #9030.<br />

Jason O’Connor from Axia: Fibre<br />

Optic Internet made Axia’s second presentation<br />

to council on Tues., May 10 to<br />

further the discussion about installing<br />

a fibre optic network in Hanna.<br />

Councillor Campion told council following<br />

the presentation that he “Won’t<br />

make a decision with no paperwork, no<br />

information, no plan on a 100 year<br />

commitment without knowing what<br />

the information is about.”<br />

O’Connor said that Axia would provide<br />

Hanna with a municipal access<br />

agreement for the town to sign and<br />

once that first step is completed will<br />

initiate the process start on the engineering<br />

plans.<br />

Tenant destroys house<br />

Deb Sabine of Hanna requested that<br />

council waive the service fee to her 5th<br />

Ave. home in light of the fact that her<br />

last tenant destroyed her rental home.<br />

“It’s been trashed to the point where<br />

it may have to be demolished,” she told<br />

council.<br />

Sabine told council that she did not<br />

have the money to have it accessed to<br />

determine if the property needs to be<br />

condemned.<br />

Delburne plan nears completion<br />

The Municipal Development Plan<br />

(MDP) for Delburne builds on the work<br />

of Belonging Delburne, explained<br />

Natasha Wright from Parkland<br />

Community Planning Services as she<br />

reviewed elements of the MDP with<br />

council at the May 10 regular meeting.<br />

The MDP covers everything from<br />

economic development to Main Street<br />

design and redevelopment and is<br />

nearly complete.<br />

Prior public consultation has<br />

already taken place for the plan and<br />

the public will again be encouraged to<br />

participate once the final draft of the<br />

MDP is ready to be presented later this<br />

spring.<br />

ON THE OTHER HAND<br />

Lessons of history<br />

Reinhold Niebuhr, an American<br />

theologian, said, “There are limits to<br />

our ability to shape other societies or<br />

even to fully anticipate the consequences<br />

of our actions.”<br />

The Middle East’s instability and<br />

the successive creation of newer and<br />

more violent groups, ISIS, al-Qaeda,<br />

Taliban, Hezbollah, Hamas and the<br />

PLO are the unanticipated consequences<br />

referred to by Niebuhr.<br />

Between the Ottoman, British,<br />

French, Americans, Germans (under<br />

Kaiser Wilhelm II and Adolf Hitler)<br />

and Russia (under the Tzars and the<br />

communists), the peoples of the Middle<br />

East have been colonized, divided as<br />

spoils to victors after both world wars,<br />

oppressed and left in poverty while<br />

their puppet leaders are lavished with<br />

wealth and weapons by the West and<br />

Russia.<br />

Arabs, Persians, Muslims,<br />

Christians, Kurds, Turks,<br />

Palestinians, Azeris, Jews and<br />

Armenians (to name just a few religious<br />

and ethnic groups in the Middle<br />

East) through the centuries have had<br />

tense relationships but also understanding<br />

amongst the various tribes.<br />

There truly have been peaceful times<br />

between Christians and Muslims.<br />

Although there has always been fairly<br />

high tensions between the two Muslim<br />

groups, the Shia and the Sunni.<br />

immigrants but, of<br />

course, that is far<br />

from the truth.<br />

But the region became a powder keg<br />

after what could be called the worst<br />

decision ever made by Britain and the<br />

United States. Canadian, Australian,<br />

British and American governments<br />

today are quite pro-Jewish, but that<br />

was not the case after World War II.<br />

With millions of Jewish refugees<br />

fleeing Germany there was not one<br />

ally country willing to allow a massive<br />

immigration of Jews into their lands.<br />

The in-conceived solution by the<br />

U.S. and Britain was to scoop ancient<br />

Palestinian land and create an<br />

European Jewish state in the middle of<br />

a region with thousands of years’ history<br />

of multiple religions and tribes.<br />

Middle Eastern Jews, Christians,<br />

Muslims co-existed for centuries, but<br />

now a totally different culture<br />

(Europe) not just a religion, was thrust<br />

upon the region and then armed to the<br />

gills with the latest state-of-the-art<br />

weaponry.<br />

By taking away traditional lands<br />

and creating an European Jewish<br />

state, the Middle East was to become a<br />

forever powder keg.<br />

The British spent much of their colonization<br />

days believing that they were<br />

the finest race in the world and the<br />

more of the world that they inhabited<br />

the better the world would be. But<br />

during their days of colonization, they<br />

raped the occupied countries of their<br />

resources, lived as kings and queens in<br />

armed compounds while the masses<br />

were slaves and continued to live in<br />

extreme poverty.<br />

The Americans are the same in<br />

believing they are the greatest nation<br />

on earth and everyone should feel privileged<br />

to have their friendship.<br />

However, their history of manipulating<br />

and/or overthrowing<br />

governments for their own economic<br />

purposes have left behind violence and<br />

poverty in many of the Middle East<br />

and Third World countries they supposedly<br />

befriended.<br />

People like Republican presidential<br />

nominee, Donald Trump want you to<br />

believe that the “only reason we have<br />

ISIS today is because of Hilary Clinton<br />

and President Obama,” which shows<br />

complete ignorance of history.<br />

Ironically Trump followers are<br />

feeling the same way as many Arabs<br />

and Palestinians have felt after years<br />

of being controlled by puppet leaders<br />

who have done little to bring the<br />

masses up out of poverty. Trump is<br />

feeding on the anger of a huge swath of<br />

Americans who once held good-paying<br />

factory and manufacturing jobs. He<br />

blames the immigrants but, of<br />

course, that is far from the truth.<br />

It has been the policies of successive<br />

American governments since<br />

the time of Ronald Reagan that has<br />

pushed so many people from the<br />

middle class into poverty. Through<br />

the policies of neo-liberalism (free<br />

trade, low taxes and de-regulation),<br />

the U.S. is moving economically<br />

towards a third world status. The<br />

very rich holding the vast majority of<br />

the wealth (again, ironically Donald<br />

Trump being one of main beneficiaries<br />

of neo-liberal polices), a shrinking and<br />

indebted middle class and a growing,<br />

angry class of poor people.<br />

It appears that Donald Trump<br />

doesn’t care how he becomes<br />

President. If his ticket to victory<br />

means stirring up hatred, racism and<br />

angry amongst disenfranchised<br />

American citizens, he seems more<br />

than willing to be a participant.<br />

But what Donald Trump may not<br />

realize, if elected, his angry group of<br />

gun-toting Americans will want<br />

changes and for anybody who understands<br />

the American political system,<br />

the only two things a President has<br />

absolute power over are starting wars<br />

and vetoing a bill.<br />

Mr. Trump and his gang need to be<br />

very mindful of the words of Reinhold<br />

Niebuhr. If he is elected, unfortunately<br />

there will be significant consequences<br />

to his election campaign actions and<br />

those consequences will not only affect<br />

peace in America, but Canada and the<br />

entire world.<br />

Hiscock and her seven year old<br />

daughter escaped with only their two<br />

dogs and each a grocery bag full of<br />

clothes, she said during an interview<br />

with the ECA Review on Thur. May 12<br />

having arrived just three days earlier.<br />

“I was petrified, I think I have run<br />

out of tears because I have cried so<br />

much,” she continued.<br />

“I was in Coronation last summer<br />

visiting my step-brother, Will<br />

Noseworthy and his family, and loved<br />

it,” she replied with asked why she<br />

came to Coronation.<br />

Hiscock first left her Gregire (a<br />

suburb of Fort McMurray) home on<br />

Sun., May 1 at 11:30 p.m. following a<br />

mandatory evacuation for her area<br />

issued by the Fort McMurray mayor.<br />

Police had been stationed on every<br />

other block and the radio had 20<br />

minute interval updates.<br />

She packed up her daughter, her two<br />

dogs and a bag of clothes and went to<br />

stay with a family member on the<br />

other side of town where the fires had<br />

not yet become problematic.<br />

By 3:30 a.m. that same night the<br />

mayor apologized on behalf of the<br />

municipality for over reacting and told<br />

residents they could return to their<br />

homes.<br />

Hiscock returned home and opted to<br />

keep her daughter home from school<br />

both Monday and Tuesday due to the<br />

fact that her daughter suffers from<br />

severe asthma.<br />

Hiscock, however, did not spend long<br />

in her home before a second mandatory<br />

evacuation was issued.<br />

Once again she packed up the crew,<br />

along with her emergency bag headed<br />

towards Hwy #63, which she said was<br />

a five minute drive from her home.<br />

However upon being only three car<br />

lengths away from the turn off, the<br />

police announced that the integrity of<br />

Hwy #63 had been compromised due to<br />

a fire had that already reached the<br />

other side of the southbound highway.<br />

She was then redirected to Hwy #69,<br />

which Hiscock claimed is a dead-end<br />

road that only leads to the airport.<br />

She spent the next several hours,<br />

along with countless other vehicles in<br />

a holding pattern while fire crews<br />

attacked the flames on the main southbound<br />

traffic artery.<br />

Despite signing on to the new Councillor Code<br />

of Conduct at the beginning of the May 11 regular<br />

meeting, some Stettler County councillors had<br />

difficultly abiding by the Code.<br />

While Bylaw 1557-16, which provides for rules<br />

of conduct for councillors in every aspect from<br />

confidentiality to code of ethics, was passed at the<br />

Apr. 13 regular meeting, the official signing was<br />

conducted on May 11.<br />

Yet some councillors fell short of the mark with<br />

respect to the Code, directing barbs at each other<br />

and one councillor publicly admonishing<br />

administration.<br />

As part of the Municipal Government Act<br />

Review, all municipalities are required to adopt a<br />

code of conduct that addresses councillor<br />

accountability and conduct.<br />

All but two councillors signed on to abide by<br />

the code of conduct. Councillor Dave Grover<br />

declared that he would not sign, stating that is<br />

was “a gag order”.<br />

In a phone call with CAO Tim Fox, Fox confirmed<br />

that Coun. Ernie Gendre had also not yet<br />

returned a signed document but that both councillors<br />

were free to do so at any time given there<br />

is no time limit for signing.<br />

Legal action threatened<br />

An angry Earl Marshall, former reeve and<br />

owner of Earl Marshall Trucking, slung rocks<br />

and barbs of his own at council at the meeting<br />

over a recent decision<br />

to award a<br />

contract for<br />

gravel processing<br />

to North Star<br />

Trucking.<br />

At the Apr. 13<br />

meeting, council<br />

voted to contract<br />

with North Star<br />

to process material<br />

in the<br />

Stormoen Pit that<br />

lies adjacent to<br />

land North Star is<br />

mining for an<br />

estimated cost of<br />

$125,000 to<br />

$175,000. The joint<br />

proposal was to<br />

work through the<br />

boundary line of<br />

both properties to<br />

utilize the material.<br />

Because of<br />

required property<br />

setbacks and back<br />

sloping requirements,<br />

the<br />

material could<br />

not be processed<br />

otherwise.<br />

the county, issued a letter to council stating they<br />

did not tender the work properly.<br />

At the meeting, Marshall took the decision personally,<br />

“You know how long it took me to figure<br />

out you screwed me over? Thirty-five seconds!”<br />

Reeve Wayne Nixon countered that the county<br />

had realized their mistake and took action to<br />

rescind the contract.<br />

“We will re-tender or whatever it takes to rectify<br />

the situation,” stated Nixon<br />

Marshall was not satisfied, “What I’m hearing<br />

then that it was a simple mistake? It stinks!”<br />

Nixon took issue with<br />

Marshall’s shots, “Earl, you<br />

know you’re out of line by<br />

addressing council that way.<br />

Respect works both ways.”<br />

To which Marshall countered<br />

before leaving council<br />

chambers, “Respect is<br />

earned. Don’t talk to me<br />

about respect! Sir we will<br />

see you in court!”<br />

Following the exchange,<br />

council directed administration<br />

to seek legal advice over<br />

the matter.<br />

as early as May 16th until the completion of the program, for the control of noxious weeds, brush and<br />

practices, supporting environmental stewardship and demonstrating techniques to increase the grain,<br />

forage and livestock profitability for producers in East Central Alberta.<br />

Successful applicants should display experience in agricultural or environmental extension and research<br />

and have a general knowledge of agriculture in Western Canada. The successful applicant must be selfmotivated,<br />

a team player, have excellent organizational and multi-tasking skills plus good computer skills.<br />

This position is a new and will require close interaction with producers, researchers, extension specialists,<br />

industry and educational institutes. In addition to BRRG’s program, the position will work with ARECA<br />

(Agricultural Research and Extension Council of Alberta) member groups.<br />

Assistant Extension Coordinator responsibilities will include:<br />

• Assisting in planning and organizing research and demonstration projects that improve agriculture<br />

stewardship of watersheds and landscapes. The projects will showcase restoration and/or<br />

implementing best management practices with respect to riparian areas, grazing management,<br />

nutrient management and soil health.<br />

• Assisting in the planning and delivery of extension events such as field tours and seminars.<br />

• Maintenance of our social media sites and assistance in the upkeep of the website.<br />

• Creation and publication of newsletters.<br />

• Helping in the supervision and training of seasonal staff.<br />

• Assistance in communication with the board of directors, local counties, members and other<br />

partners.<br />

Skills/Competencies<br />

• The ability to work both as a member of a team and unsupervised.<br />

• Self-motivated, and organized.<br />

• Committed to quality and getting the job done.<br />

• Agriculture or related science degree or diploma is required; experience with agriculture is<br />

considerable an asset.<br />

• Must have a valid driver’s license.<br />

Gladys Muriel Carter was born in<br />

Coronation on July 29, 1937, the only<br />

child of Cecil Carter and Helen Price.<br />

Helen moved to Calgary to work and<br />

support her family while Gladys lived<br />

with her grandparents, George and<br />

Lily Price. They had a great influence<br />

on her life and helped to shape her into<br />

a wise person.<br />

She attended her earliest school<br />

grades in Calgary, returning home to<br />

complete elementary through to grade<br />

12 in Coronation and was her<br />

class valedictorian. Her<br />

mother later married Ray<br />

Neal and Gladys was<br />

delighted to be sister to<br />

Bonnie, Ken and Ross Neal.<br />

Many will believe Skip<br />

caught her eye when she was<br />

just 15, but Gladys would tell<br />

you she actually remembers<br />

going to the Fleet Store with<br />

her mother, and a young<br />

spoiled Skip would be riding around<br />

on his tricycle banging into their heels.<br />

Helen would always remark what a<br />

spoiled little kid he was.<br />

They started dating and enjoyed<br />

each other’s company for 57 years.<br />

They were both 22 years old when they<br />

exchanged wedding vows on April 2,<br />

1960 at Trinity United Church. Their<br />

lives were enriched with the arrival of<br />

their daughters Tracy (1965), Marla<br />

(1967), and Kerri (1970). They were<br />

thrilled with the birth of their son,<br />

Rick in 1974. Skip and Gladys were<br />

married for 49 years when he passed in<br />

2009. She missed him so much but<br />

memories of laughter, music and<br />

family adventures for this busy family<br />

gave her strength.<br />

In 1961, Skip and Gladys bought an<br />

old travel trailer and began a lifetime<br />

of adventures heading out to Czar<br />

Lake, Gull Lake and the Okanagan,<br />

BC. Often these adventures were<br />

shared with Sadie and Cecil Caseley,<br />

Bill and Bubbles Bullick and their families.<br />

Gladys would pack up the trailer<br />

on Thursday night so Skip could gas it<br />

up at noon on Friday and everyone was<br />

ready to head out for family adventures<br />

at five when Skip finished work.<br />

They eventually placed their trailer<br />

at Pine Lake and enjoyed visiting,<br />

fishing and water skiing. Skip died six<br />

and a half years ago but Gladys carried<br />

on this weekly<br />

summer trek<br />

time with her children,<br />

grandchildren<br />

and great grandchildren<br />

as well as<br />

many wonderful<br />

friends. This<br />

would have been<br />

her 31st year of<br />

weekends at Pine<br />

On that same trip, the kids were in a<br />

swimming pool close to Disneyland<br />

when suddenly unexpected fireworks<br />

exploded nearby and Gladys was<br />

frantic thinking there were gunshots!<br />

Gladys scurried out, ran to the pool<br />

and demanded the kids get back to the<br />

room immediately.<br />

Tracy recalled another memory<br />

from that trip when they stopped in<br />

Provo, Utah on a Sunday afternoon<br />

and the van refused to start. Skip was<br />

so mad he hit the starter with a<br />

hammer, the engine started and they<br />

made it back to Alberta. Life was<br />

always interesting and funfilled<br />

at the Slemp’s.<br />

Kerri remembers the<br />

amazing birthday cakes<br />

including Big Bird, Barbie<br />

Doll, Oscar the Grouch and a<br />

special one Gladys made with<br />

cream puffs to resemble the<br />

Easter Bunny. Gladys liked to<br />

prepare everything and was<br />

organized in advance for<br />

family feasts.<br />

Rick, being the youngest sibling,<br />

slept on a Murphy bed in Gladys’s<br />

sewing room. He recalls falling asleep<br />

as his Mom sewed clothes, amazing<br />

Hallowe’en costumes and bridesmaid<br />

dresses. Rick admired her skill as an<br />

artist, he, and each of his sisters have<br />

subjects included paintings of the<br />

house in Fleet and a favourite truck.<br />

Gladys started working after graduation<br />

at the Weather Office in<br />

Coronation with Marion Lamontagne,<br />

Eugene Rovensky and Riley Workman.<br />

She worked as Meteorologist Officer<br />

for nine years but chose to remain at<br />

home before Tracy was born. Rick<br />

recalled visiting the Coronation<br />

Memorial Library where Gladys<br />

worked part time starting in 1979.<br />

The girls remembered their Mother<br />

studying late at night to improve her<br />

qualifications. Her family were<br />

thrilled when she was honoured by<br />

Parkland Regional Library as<br />

Librarian of the Year in 1999.<br />

She continued working at the<br />

Coronation Library for several years<br />

after Skip retired in 2002.<br />

Gladys and I started “Tuesday<br />

Sisters Book Club” many years ago to<br />

meet with friends to discuss a variety<br />

of challenging, entertaining and controversial<br />

topics and to get together for<br />

One way to make money is to get a job. But that is not possible for<br />

Her priority was her family<br />

Her love of books, extensive knowledge and<br />

understanding of characters and words made her<br />

the solid core of our group. She truly believed<br />

Dr.Seuss’s quotation about the importance of<br />

reading and exploring our world through books.<br />

Gladys spent countless hours researching<br />

information about the Schlemp/Slemp family and<br />

located ancestors going back eight generations to<br />

the late 1600s. In the preface of the extensive<br />

volume she published, she stated: “To know<br />

where you’re going you must first know from<br />

where you came.” She also stated: “I expect that<br />

this consuming pastime of “digging for our roots<br />

“ will consume much of my remaining years.”<br />

Her trip with Kerri to Ireland to learn more<br />

about her Cowan and Switzer roots was a memorable<br />

experience for both Kerri and her mom.<br />

She posted on the internet an open offer to help<br />

strangers by locating headstones at the<br />

Coronation Cemetery and trying to find obituaries.<br />

I know she made many friends through her<br />

interest in genealogy and the courses she taught<br />

through Further Education. She assisted many<br />

adopted people to find their birth families using<br />

her Genealogical skills.<br />

Music has always been important to both Skip<br />

and Gladys. He and Cecil encouraged Sadie and<br />

Gladys to take music lessons for three years in<br />

Stettler when Kerri was quite young. Sadie<br />

played the sax and Gladys the clarinet. Sadie said<br />

Gladys was a wonderful listener and so honest<br />

and trustworthy.<br />

Gladys has been described by her friends as an<br />

elegant yet feisty lady who was interested in the<br />

world and in politics. Her routine included<br />

reading at least two daily newspapers. She was<br />

up to date on the latest technology texting family<br />

and skyping with grand and great grandchildren<br />

whom she adored! Gladys was a happy, positive<br />

person whose priority was her family, her<br />

friends, her pets (including tiny Meeka), her community<br />

and her garden.<br />

Rick remembers the summer he and Skip dug<br />

out the water garden and worked so hard to make<br />

the Slemp backyard a piece of heaven, a safe spot<br />

for bluejays, woodpeckers, hummingbirds and<br />

those hated crows! Gladys had a green thumb and<br />

grew beautiful roses, clematis and peonies. She<br />

and Skip treasured winning the 1992<br />

Beautification Residential Award presented by<br />

the Coronation Chamber of Commerce.<br />

We will remember Gladys as a wonderful<br />

friend to many. We will miss her giggles, laugh<br />

and enjoyment of a good joke. She was a faithful<br />

member of the 55+ Bible Study Group and appreciated<br />

their support and encouragement to know<br />

Our Lord.<br />

At our March Book Club, hosted by Gladys, we<br />

discussed “The Nightingale “ by Kristen<br />

Hannah. One of the characters commented: “You<br />

are my sunlight in the dark and the ground<br />

beneath my feet.” To each of Gladys’s family, this<br />

summarizes how important and loved each of<br />

you were to her. She enriched the lives of countless<br />

people but now it is time to bid farewell.<br />

Gladys is survived by her mother, Helen Neal,<br />

her daughters: Tracy (Dwayne) Reberger, and her<br />

children Kristin (Kris) Kremp ((Isabella and<br />

Tye)) and Logan Graham, Marla<br />

(Curtis) Rush and her son Travis;<br />

Kerri (James) McPhee and her daughters,<br />

Rebecca and Lauren; and her son<br />

Rick (Sandra) Slemp and her daughters<br />

Melissa, Alicia and Amber ((Mia));<br />

Gladys was predeceased by her husband<br />

Richard “Skip” Slemp on October 24, 2009; her<br />

grandparents George and Lily Price, stepfather<br />

Ray Neal and brother, Ross Neal.<br />

Gladys Muriel Slemp passed away in Red Deer<br />

Regional Hospital on May 5th, 2016 at the age of 78<br />

years.<br />

A funeral service for Gladys was held on<br />

Friday, May 13, 2016, 2 p.m., at the Coronation<br />

Community Centre with Pastor Clayton Grice<br />

officiating. Brenda Brigley was the soloist and<br />

she was accompanied by Barbie Berg and<br />

Margaret Evans. Pat Watson gave the loving<br />

tribute. The lunch was held at the Community<br />

Centre which was prepared and served by the<br />

Evangelical Church Women.<br />

Memorial donations may be made in Gladys’<br />

memory to the Coronation Memorial Library,<br />

Box 453, Coronation, AB, T0C 1C0 or to the<br />

age of 87 years.<br />

Keith was predeceased<br />

by his siblings who died in a farmhouse<br />

fire, his parents, and his older<br />

sister Doris (Stan). He is survived by<br />

his wife Regina, son Martin (Juanita),<br />

daughter Elaine (Tony), three granddaughters<br />

Genevieve, Sarah Jane and<br />

Natashia, as well as his brother Allan<br />

(Jeannette) and sister Virginia (Doug),<br />

along with many nieces, nephews and<br />

cousins.<br />

He is also survived by his<br />

brother-in-law, Christ Hintz, who<br />

was a large part of his life, especially<br />

for these last years in<br />

Firm believer in family ties<br />

Nancy Tainsh was born on<br />

November 22, 1919 to Smith and Emma<br />

Hill. She grew up with her two<br />

brothers, Vincent and Leslie, and her<br />

sister, Frances, north of Monitor. She<br />

attended Camrose Normal School to<br />

further her education to become a<br />

teacher.<br />

She started her teaching career in a<br />

variety of different schools until she<br />

married Otto Seim in 1944.<br />

Together they were blessed with five<br />

children; Connie, Larry, Corinne,<br />

Norma and Arnold while they farmed<br />

in the Antelope Park district.<br />

In the fall of 1960, Nancy took a job<br />

offer in Altario, Ab. where all her children<br />

were able to finish their<br />

schooling. Otto passed away in 1963.<br />

After marrying Les Hawtin in 1970,<br />

Nancy took a teaching position in<br />

Consort. Sadly, Les passed away<br />

shortly after the move.<br />

She continued her teaching career<br />

until she met her new love…Doug<br />

Tainsh.<br />

Doug brought many years of love<br />

and joy to Nancy’s life. At the Tainsh<br />

farm with Jim, Donna, Nonavee,<br />

Palmer and Dawn, she became<br />

grandma to many more people.<br />

She continued her life in Consort<br />

with Doug until he passed on. She<br />

later moved to Stettler where she<br />

resided until her passing on May 10,<br />

Debt limit<br />

The village’s total debt limit available<br />

in 2015 was $1,975,252 and in 2014 it<br />

was $2,664,985. The total debt-servicing<br />

limit available in 2015 for Alix was<br />

$520,739 compared with $575,280 in<br />

2014.<br />

But Luymes cautions in his report to<br />

the village that the calculation alone<br />

doesn’t represent the financial stability<br />

of the municipality but rather<br />

the financial statements must be interpreted<br />

as a whole.<br />

In his report, Luymes said, “The<br />

budget adopted by council on May 6,<br />

2015, was not prepared on a basis consistent<br />

with that used to report actual<br />

results (Public Sector Accounting<br />

Standards).<br />

The budget was prepared on a modified<br />

accrual basis while Public Sector<br />

Accounting Standards now require a<br />

full accrual basis.<br />

Luymes said, “The budget anticipated<br />

use of surpluses accumulated in<br />

previous years to fund current year<br />

operation and capital activities.<br />

Amortization was not budgeted. The<br />

budget expenses all tangible capital<br />

expenditures.”<br />

Village passes 2016 budget<br />

The Village of Alix passed its 2016<br />

capital and operating budget May 4<br />

with a 2.99 per cent increase in taxes.<br />

“Council wanted to keep it (increase)<br />

under three per cent,” said acting<br />

Chief Administrative Officer Tanya<br />

Meston.<br />

The 2016 budget includes $1,629, 881<br />

in revenue ($863,735 in residential<br />

taxes; $284,398 in commercial taxes;<br />

$472,957 in industrial taxes; $26,635 –<br />

power and pipe; and $2,155 in federal<br />

grants in lieu).<br />

Other taxes include $42,000 for Atco<br />

franchise payment and $185,474 for<br />

Fortis franchise fee. Other revenue<br />

include: penalties $50,000; penalties<br />

and costs utilities $5,000; investments<br />

$5,000 and miscellaneous revenue<br />

$15,000.<br />

The village budgeted $426,564 for<br />

general administration expenses for<br />

2016. In 2015 council budgeted $436,216<br />

for general admin expenses and the<br />

actual was $471,224. Medical building<br />

expenses were budgeted at $3,554 for<br />

2016, down from $9,362 in 2015.<br />

Council budgeted $411,353 for the<br />

youth centre in 2016 and $43,759 for fire<br />

protection. Other items in the 2016<br />

budget include: public works -<br />

$302,266; streets and roads - $340,829;<br />

recreation - $196,426; campground -<br />

$77,401; trail - $43,656; arena - $52,959;<br />

parks - $52,286; library - $25,444; and<br />

community hall - $8,350.<br />

Council budgeted $111,711 for sewer<br />

(lift station) in 2016. The village’s<br />

10-year capital budget shows $1,755,000<br />

budgeted for sewer.<br />

Aging infrastructure to cost<br />

Earlier this year a delegation from<br />

MPE Engineering told Alix council<br />

that more than $4 million in capital<br />

work needs to be done in the next five<br />

to six years just to stay ahead of the<br />

village’s aging<br />

infrastructure.<br />

the next few years<br />

including the lift<br />

station, 49 St.<br />

sewer and lagoon<br />

upgrades. Mike<br />

Breunig of MPE Engineering told<br />

council that the village needs to do<br />

projects every few years in the coming<br />

decades to catch up to repairs of its<br />

aging infrastructure.<br />

Generous donation to<br />

the Hanna Library<br />

Sandy Van Bussel presented a generous<br />

donation on behalf of her late<br />

mother, Mary Bye to the Hanna<br />

Municipal Library on Sat. May 14 at<br />

the Willow Creek Bistro in Hanna, Ab.<br />

Mary Bye, a<br />

British war bride,<br />

arrived in Hanna to<br />

join her husband,<br />

Austin Bye, in<br />

September 1946.<br />

Carrying their<br />

six month old<br />

daughter, Laraine,<br />

in her arms,<br />

imagine Mary’s<br />

shock when she<br />

sized up the small,<br />

dusty town of<br />

Hanna. So happy to<br />

be reunited with the love of her life,<br />

Mary took on the daily challenges of<br />

an agricultural community. She had<br />

never experienced snow and she had to<br />

learn how to cook.<br />

It wasn’t long until she met other<br />

war brides and monthly ‘sewing club’<br />

gatherings were organized. These<br />

ladies were able to laugh and cry and<br />

support each other in their new<br />

country. This club lasted for more that<br />

forty years.<br />

Two more daughters, Sandy and<br />

Bonnie, completed the ‘Bye’ family.<br />

Life in Hanna was certainly different<br />

from her city life in England. As<br />

a child, Mary buried herself in books.<br />

She continued her love of the written<br />

word into her adult life. Her love of<br />

reading was instilled in her three<br />

daughters. Their weekly trips to the<br />

Library, to choose<br />

the maximum<br />

quota of books,<br />

were eagerly<br />

anticipated.<br />

Mary believed<br />

that the library<br />

was more than a<br />

place to borrow<br />

books. She volunteered<br />

her services<br />

in many ways. She<br />

often entertained<br />

groups with 20<br />

minute recitations<br />

that she had<br />

learned as a child<br />

and with her beautiful<br />

reading voice,<br />

she read storied to<br />

the young people of<br />

the Hanna area. Mary was a talented<br />

songstress as well and she sang well in<br />

to her eighties.<br />

It is important to support the library<br />

because of its positive, far reaching<br />

impact in the community. Reading and<br />

acquiring the love of the written word<br />

contributes to a lifetime of learning.<br />

For these reasons this endowment has<br />

been made to the Hanna Municipal<br />

Library in honour of my mother, Mary<br />

Bye.<br />

Stuck out on the highway<br />

Four and a half hours later this fire<br />

had been contained and Hiscock was<br />

finally heading out of town alongside<br />

thousands of other evacuees.<br />

My breaking point<br />

During this time, Hiscock said she<br />

was “petrified”. She said you could<br />

“feel the heat of the fire, see the flames<br />

and couldn’t even turn on the air conditioning<br />

because all the car would<br />

suck in was hot air”.<br />

Eighteen of her<br />

family members met<br />

on Hwy #881 near the<br />

Anzac shelter to take<br />

a head count and<br />

form a convoy as they<br />

drove to Gibbons, Ab.<br />

Hiscock said her<br />

breaking point came<br />

while stuck out on<br />

the highway. “There<br />

were people broke<br />

down everywhere,<br />

families on the side of<br />

the road with their<br />

pets, abandoned vehicles, it was like a<br />

scene from a movie”.<br />

Her gas tank reading zero, an elderly<br />

dog having seizures that she thought<br />

would die while in their car, the slow<br />

moving traffic and a little girl crying<br />

and scared was not only stressful but<br />

emotionally exhausting, she shared.<br />

At the moment, as far as she knows,<br />

due to the lack of updated information<br />

being provided to residents of “Fort<br />

Mac”, her home is still standing. She<br />

thinks in part to a stubborn elderly<br />

gentlemen in her neighbourhood who<br />

refused to leave and continued to spray<br />

his, and nearby yards, with water from<br />

his garden hose - that along with a bit<br />

of good luck from the changing winds.<br />

Hiscock, however has learned of<br />

many homes which have been looted<br />

and robbed and shared her frustration<br />

by not only the inconsistent and outdated<br />

information that is being<br />

provided to the public on the situation<br />

but the fact that she doesn’t understand<br />

why the military hasn’t been<br />

allowed to go in and help.<br />

As far as she has heard, all but 30<br />

people who are in Fort Mac to deal<br />

with the fires are on the<br />

front lines.<br />

Those additional 30<br />

people are the only ones<br />

left to protect the homes<br />

that are still standing<br />

from vandalism and<br />

robbery.<br />

The silver-lining in<br />

the midst of the grey,<br />

smoky clouds in her<br />

life, aside from the fact<br />

that her family is safe<br />

Jade Hiscock and Hailey Ash (although she expressed<br />

a great deal of guilt<br />

over having left their<br />

fish behind) despite being told that it<br />

may not be for another four to eight<br />

weeks before they can return home,<br />

and if then it may be only to gather<br />

valuables and leave, has been the<br />

warm, overwhelming welcome from<br />

Coronation.<br />

Hiscock told the ECA Review, “My<br />

daughter Hailey and I would like to<br />

thank the beautiful Town of<br />

Coronation for opening their hearts,<br />

along with donating items to us in our<br />

time of need. Words cannot express<br />

how thankful we are.<br />

“I would also like to thank the school<br />

for making Hailey feel at ease during a<br />

very difficult time. Thank you.”<br />
