over the seven years and adding in<br />

these times we need to be prudent.<br />

Coun. Dalmer also noted he had<br />

talked with other counties and found<br />

lesser paid employees, noting he has<br />

seen this happen in other fields [of<br />

employment], as well.<br />

Dalmer however, noted he was was<br />

satisfied with the “cautious budget<br />

which is good”.<br />

Coun. Doreen Blumhagen reported<br />

that Flagstaff County wage increase<br />

was 1.8 per cent.<br />

“We’ve been in that position before,<br />

we don’t want to play catch-up,” noted<br />

Coun. Tyrill Hewitt making the<br />

motion to adopt the Interim Operating<br />

CAO Tarolyn Aaserud noted the cost<br />

of living increase added $15,000 to the<br />

budget.<br />

No adjustments were added into the<br />

budget for the effects of the carbon tax<br />

as no one knows, as of yet, what effects<br />

Technology advances means smaller wind farm footprint<br />

passed in April, it is hopeful<br />

that municipalities will<br />

know more on the effects of<br />

the carbon tax as to whether<br />

there will be reimbursements<br />

from the government<br />

or exemptions.<br />

The interim budget is<br />

taking into consideration of<br />

the current economic state a<br />

decrease in assessments of<br />

$95,068,540 so with the same<br />

mill rate as 2016 it will mean<br />

a decrease of $1,011,046 in<br />

tax revenue.<br />

The operating budget has<br />

increased approximately<br />

$75,000 with this change<br />

comprising of the decrease<br />

in operating revenue of<br />

$160,000 and the decrease in<br />

operating expenditures of<br />

$86,000 as a result of the<br />

decreased revenue in water<br />

for waterline hook-up fees,<br />

and the increase in fire services<br />

for the addition of the<br />

fire capital grants to the<br />

local fire departments as per<br />

the new agreement.<br />

vision for the community in a<br />

draft strategic plan.<br />

stakeholders on Nov. 29 at the<br />

Big Valley Community Hall and<br />

facilitated by Victor Moisan<br />

from the Community<br />

Development Unit of Alberta<br />

Culture and Tourism, community<br />

members had the<br />

opportunity to provide feedback<br />

on the vision, mission and<br />

future goals for Big Valley.<br />

The report was generated<br />

from the input of an eight<br />

member committee who<br />

participated in a strategic planning<br />

workshop held in Big<br />

Valley on Oct. 31, 2016.<br />

Utility rates increase for 2017 in interim budget<br />

An interim operating budget for 2017<br />

was adopted by Stettler Town Council<br />

at their Dec. 6 regular meeting with<br />

estimates for expenditures of<br />

$16,801,224 and revenues of $17,785,191.<br />

The town’s 2017 Operating Budget<br />

will not be adopted until March or<br />

April of 2017.<br />

Utility rates will increase with the<br />

water rate per cubic metre rising from<br />

$2.73 to $2.78, though the water fixed<br />

rate will remain at $10 per month.<br />

Sewer rates will rise from $21.50 to<br />

$22, garbage rates from $22.50 to $23<br />

and residential recycling fees from $6<br />

to $6.25.<br />

These increases will come into effect<br />

January 1, 2017.<br />

Bad debts<br />

Council approved the motion to<br />

write off $16,015.59 of bad debt, representing<br />

a mix of 23 rental and business<br />

utility accounts.<br />

All bad debts have been given over<br />

to a collection agency.<br />

Based on the Town of Stettler 2016<br />

utility revenues of approximately<br />

$3,598,330 the utility write-offs represent<br />

0.47 per cent of revenues, up from<br />

0.31 per cent in 2015.<br />

Bids accepted<br />

The town received two bids in a<br />

second round of tenders for a winged<br />

power take off pull behind mower.<br />

The original tender for a heavy duty<br />

mower received only one bid and was<br />

rejected by council because it was<br />

$13,900 over the budgeted amount.<br />

The new tender changed the specification<br />

to medium duty and netted bids<br />

of $19,915 from Cervus Equipment Ltd.<br />

and $13,600 from Future Ag. Inc.<br />

Though higher than the $10,000<br />

originally budgeted, council accepted<br />

staff recommendations to purchase<br />

the mower from Future Ag.<br />

Equipment in the amount of $13,600.<br />

dump trailer with the lowest possible<br />

Flagstaff County and all urban municipalities<br />

within its boundaries and<br />

have regional elections in October 2017<br />

for a newly-created single<br />

municipality.<br />

“All the research, data and consultation<br />

feedback we’ve collected over<br />

the past year clearly indicates that one<br />

regional government gives our communities<br />

the best chance of success<br />

moving forward,” said Bob Coutts,<br />

Deputy Mayor of Forestburg and FIP<br />

work together if we want to grow and<br />

attract new families and businesses to<br />

governments and their<br />

citizens accepted high<br />

income tax rates for<br />

the greater good.<br />

They believed the<br />

‘better’ society provided<br />

excellent and<br />

well-funded education, health<br />

and social programs to combat<br />

inequality amongst its citizens<br />

and that it had to be paid for by<br />

progressive taxes. Granted that<br />

is changing quickly as far-right<br />

politics rise to the top in much<br />

of Europe.<br />

The European health care<br />

systems in those select countries<br />

ensure any private sector<br />

participation in health care<br />

equally helps all citizens. It’s<br />

very restrictive and controlled.<br />

approaching good medical care.<br />

If the Fraser Institute were<br />

truly interested in providing<br />

relevant facts they would compare<br />

us only to the United<br />

States.<br />

Canadians have not adopted<br />

European values, we have<br />

adopted American values—low<br />

taxes, everyone for themselves<br />

and a mean-spiritedness<br />

towards those who need a hand<br />

up.<br />

that just had me seeing RED.<br />

The title of the article was<br />

“Preparing For Climate<br />

Change” and was written by<br />

Dan Darling.<br />

What got me steamed up<br />

about this article was the<br />

fact that he had got totally<br />

sucked into the concept that<br />

the cause of climate change<br />

is C02 emissions.<br />

As near as I can figure out<br />

from what he<br />

wrote, the<br />

also bought into<br />

the concept of<br />

C02 being the<br />

cause of global<br />

warming.<br />

From my experience most<br />

cattlemen are long on<br />

common sense and would be<br />

very skeptical about all the<br />

misinformation we have<br />

been feed about this issue.<br />

Now to be fair, he had several<br />

suggestions on how to<br />

mitigate the effects of climate<br />

change. I have said for<br />

years if there is some climate<br />

change taking place<br />

society has to figure out how<br />

to mitigate the negative<br />

effects.<br />

There are numerous ways that we<br />

can mitigate the down side of climate<br />

change but we can only do that in an<br />

effective way if we recognize what the<br />

real cause of climate change is.<br />

Grassroots Alberta have just<br />

recently released a 48 page booklet<br />

with articles and quotes on the<br />

research of over two dozen meteorological<br />

and geological scientists that<br />

all agree that C02 has very little<br />

impact on the weather.<br />

What these people are talking about<br />

is actual science, not the junk science<br />

we are being fed by environmentalists,<br />

the media and the left.<br />

What I find so distressing is that<br />

this organization [Cattle Cattlemen]<br />

and it’s magazine<br />

are actually supporting<br />

the idea<br />

of a carbon tax.<br />

Mr. Darling<br />

seemed to support<br />

the idea<br />

agriculture could<br />

profit from<br />

sequestering<br />

carbon and getting<br />

paid for it.<br />

Getting paid to<br />

sequester carbon<br />

is just a trap to<br />

get you to support<br />

the their fraudulent<br />

C02 emission<br />

theory of climate<br />

change.<br />

Mr. Darling<br />

had all kinds of<br />

ideas on how to<br />

mitigate C02<br />

caused climate<br />

change like<br />

“improve hay and<br />

forage insurance<br />

across the<br />

country by implementing<br />

the<br />

recommendations<br />

made by the<br />

Federal/<br />

Provincial/<br />

Territorial<br />

Forage Task<br />

Team”.<br />

There was no<br />

mention in his<br />

article to suggest<br />

that the additional<br />

carbon in<br />

our atmosphere is<br />

actually a benefit<br />

to cattle<br />

producers.<br />

that we needed to<br />

Shifting emissions outside Alberta<br />

Dear Editor,<br />

In a good way, Alberta used to<br />

be a predictable place. We had<br />

confidence in our future, and<br />

that confidence was not based<br />

on sentimental nonsense.<br />

Then we went through a<br />

series of premiers who ran<br />

Alberta’s finances off the rails.<br />

It began with Ed Stelmach who<br />

increased provincial spending<br />

by more than 20 per cent in his<br />

first year as premier.<br />

His pattern of excess was carried<br />

on by Alison Redford. Jim<br />

Prentice was premier only a<br />

short time, yet he too sought to<br />

grow the size and cost of<br />

government.<br />

Now we have Rachel Notley.<br />

Many Albertans don’t realize<br />

that Notley is a far more reckless<br />

spender and borrower than<br />

even Ontario’s Kathleen<br />

Wynne, who’s widely known as<br />

being financially inept.<br />

In Wynne’s first full year as<br />

premier, she racked up debt of<br />

about $3,000 for every family of<br />

four in Ontario.<br />

In Rachel Notley’s first full<br />

year as premier, she racked up<br />

debt exceeding $10,000 for every<br />

family of four in Alberta—more<br />

than tripling Wynne’s deplorable<br />

record.<br />

than $300 billion in debt,<br />

Ontario is now facing a crisis<br />

commonly referred to as electrical<br />

poverty. According to the<br />

Climate Science Coalition,<br />

Ontario’s electrical prices have<br />

increased more than 300 per<br />

cent over the early part of the<br />

previous decade, producing<br />

some of the highest rates in<br />

North America.<br />

These outrageous price hikes<br />

occurred after the Ontario government<br />

deliberately shut down<br />

all its coal-fired electrical<br />

plants, which formerly provided<br />

about 25 per cent of Ontario’s<br />

electrical capacity. The province<br />

then shifted to expensive,<br />

heavily subsidized renewables.<br />

to help curtail climate change.<br />

Research scientists have determined<br />

that the world has been greening up.<br />

The reason being that now there is a<br />

higher concentration of carbon in our<br />

atmosphere, even deserts have been<br />

greening up.<br />

They also discovered that agricultural<br />

production has increased by 15<br />

per cent as a result of increased C02.<br />

These scientists say that the ideal<br />

concentration of C02 for maximum<br />

agricultural production should be<br />

three times our current 400 parts per<br />

million.<br />

I think that is about the concentration<br />

that is administered in green<br />

houses. What is needed is more carbon,<br />

not less.<br />

Married in 2016 ?<br />

What is so wrong about this article is<br />

that it seems to assume that the additional<br />

carbon is harmful and that we<br />

need to develop mitigating strategies to<br />

overcome the problems that will be<br />

encountered by the changing climate<br />

caused by this additional carbon.<br />

between C02 and<br />

Last year nearly 60,000 Ontario families/electrical<br />

customers had their<br />

electricity cut off. Many are being<br />

forced to choose between buying food<br />

or paying for over-priced electricity.<br />

Some can no longer afford air conditioning,<br />

electric dryers, or even<br />

keeping the room temperature comfortable<br />

in winter.<br />

The Ontario Auditor General says<br />

by 2032, this forced overpayment for<br />

electricity by consumers will reach<br />

$170 billion.<br />

It will immediately begin work on<br />

fleshing-out the details of a potential<br />

single-tier governance model for the<br />

region, based on the principles that<br />

have already been agreed to.<br />

The committee will focus on what<br />

the governance structure would look<br />

like, such as how many elected officials<br />

there should be and what their<br />

boundaries should look like.<br />

They will also be working on ideas<br />

to ensure there is still strong local representation<br />

within the regional model.<br />

“We need to ensure that communities<br />

and citizens at-large have a strong<br />

local voice within a regional governance<br />

model. That is important if we<br />

are to be successful,” said Anita<br />

Miller, Mayor of Hardisty.<br />

The committee will report back to<br />

FIP with a draft model in late-February<br />

or early-March.<br />

More public consultations on the initiative<br />

will follow in March and April.<br />

Details such as taxation rates, services<br />

levels and merging of bylaws could<br />

take up to three years to finalize after<br />

a new governance model is<br />

implemented.<br />

“The goal is to ensure we can maintain<br />

or increase service levels for all<br />

citizens at a cost they are willing to<br />

pay,” said Gail Watt, member of the<br />

sub-committee and Mayor of<br />

Daysland.<br />

“Acting in silos and protecting what<br />

we have is no longer an option – it will<br />

do nothing to make our communities<br />

attractive to people and businesses.”<br />

The FIP Committee was established<br />

in 2003 to find local solutions for<br />

regional issues and is made up of<br />

elected representatives from all<br />

municipalities within the Flagstaff<br />

region: Towns of Daysland, Hardisty,<br />

Killam and Sedgewick, the Villages of<br />

Forestburg, Heisler, Alliance,<br />

Lougheed and Flagstaff County.<br />

would have been almost unimaginable<br />

a generation ago. Seven years later,<br />

however, the receipt of equalization<br />

payments has become business-asusual<br />

in Ontario.”<br />

millions—and these are the same policies<br />

that Rachel Notley is now seeking<br />

Thirty-five years with Cervus<br />

This year marks a momentous<br />

achievement for Walter Solvason: his<br />

35th anniversary with Cervus<br />

Equipment.<br />

In 1981, Walter joined Cervus<br />

Equipment John Deere’s Stettler,<br />

Alberta dealership as an Apprentice<br />

Mechanic. Today, Walter is a Shop<br />

Foreman, managing a team of<br />

mechanics at<br />

Cervus Equipment<br />

John Deere in<br />

Coronation, Ab.<br />

Over his 35 years<br />

with the company,<br />

Walter has watched<br />

the evolution of<br />

Cervus, growing<br />

from just one dealership<br />

in rural<br />

Alberta to an international<br />

network<br />

with 73 locations.<br />

Despite all the changes, Cervus<br />

Equipment’s high level of care for the<br />

customer remains the same.<br />

“There’s one thing that stands true,”<br />

says Walter. “It’s the small town community<br />

feel. We care about our<br />

customers – they come first.”<br />

What’s kept Walter loyal over the<br />

Walter has helped quite a few farmers<br />

out of tough situations: “Customers<br />

come to me with broken equipment.<br />

They can’t get harvesting or seeding<br />

done. It can be a pretty stressful situation,<br />

and I do what I can to get them<br />

going.”<br />

RCMP<br />

Stettler RCMP<br />

investigate death<br />

On Dec. 10 at 11:43 a.m. RCMP<br />

responded to a complaint of a burnt<br />

vehicle in the rural area of Stettler.<br />

Investigation has revealed that there<br />

was a deceased person in the vehicle.<br />

An autopsy will be conducted.<br />

Fatality<br />

Provost RCMP attended a scene of a<br />

fatal single vehicle rollover on Dec. 8,<br />

at approximately 8:35 a.m., on<br />

Highway 899, southeast of Township<br />

Road 390 near Provost.<br />

A truck travelling southbound on<br />

Highway 899 failed to navigate a bend<br />

in the highway causing a roll over.<br />

The 21-year-old male driver from<br />

Provost was pronounced deceased at<br />

the scene. The name of the deceased<br />

will not be released.<br />

Counterfeit money<br />

Drumheller RCMP received a complaint<br />

from a local business on Nov. 20<br />

that the previous day, two younger<br />

dark haired females had purchased a<br />

large quantity of items using counterfeit<br />

US currency.<br />

The business called back later that<br />

evening and reported that one of the<br />

female suspects had returned and was<br />

attempting to return some of the merchandise<br />

for a refund.<br />

Drumheller RCMP attended and<br />

arrested 21 year old Reanne Broderson<br />

of Red Deer. At the time of her arrest,<br />

she had a large quantity of counterfeit<br />

US currency in her possession as well<br />

as various other items believed to be<br />

stolen or fraudulently obtained.<br />

Broderson has entered a guilty plea<br />

to her charges and is currently serving<br />

a six month sentence.<br />

Following the first complaint,<br />

Drumheller RCMP received two more<br />

reports from local businesses<br />

reporting counterfeit U.S. currency.<br />

Arrest warrants being issued for Sara<br />

Alderson, age 20, and Jeffrey Morse,<br />

age 35.<br />
