A new direction<br />

<strong>WEDA</strong>’s Summit and Expo ’17 convenes in Vancouver at an interesting<br />

time for the dredging industry and for the association<br />

<strong>WEDA</strong><br />

▷ “There is definitely much happening in the field<br />

today,” said Marcel Hermans, chair and president of<br />

the <strong>WEDA</strong> board of directors, pointing out that the<br />

conference’s multidisciplinary subject matter, short<br />

courses, papers, and exhibits is indicative of the broad<br />

scope of the dredging industry throughout the<br />

Western Hemisphere. The conference theme is<br />

Dredging the Americas.<br />

The event also exemplifies the wide-ranging<br />

expertise of <strong>WEDA</strong>’s membership. Representatives of<br />

about 16 dredging-related fi elds will be attending,<br />

speaking, interacting, and sharing best practice. Those<br />

experts range from contractors in six industry areas<br />

– dredging, navigation, coast and inland fl ood<br />

protection, deepsea mining, offshore wind energy, and<br />

oil and gas production – to marine engineers,<br />

manufacturers, representatives of ports and harbours,<br />

consultants, public authorities, universities,<br />

engineers, hydrographic surveyors, and geologists,<br />

among others.<br />

Diverse topics, important goals<br />

Topics will span a wide range of pertinent matters,<br />

with <strong>WEDA</strong>’s call for papers earlier this year a marker<br />

of some of the areas of keen interest in the industry<br />

today, including equipment, safety, dredged sediment<br />

management, land reclamation, dredging for beach<br />

nourishment, benefi cial reuse, budgeting and cost<br />

estimating, innovative techniques, and navigation<br />

channel design.<br />

Short courses are being offered in the latest<br />

developments in slurry transport and in safety<br />

culture. As described by <strong>WEDA</strong>, the course on slurry<br />

transport will examine specifications and a model to<br />

handle complex projects, while the safety session will<br />

“actively engage participants in sharpening their skill<br />

set” to meet “safety challenges specific to each<br />

participant’s organisation”.<br />

In addition, <strong>WEDA</strong> will be recognising outstanding<br />

achievement in engineering and operations with<br />

distinguished awards for environmental excellence,<br />

safety excellence, lifetime achievement, dredger of<br />

the year, DCA/<strong>WEDA</strong> best paper, the DSC Dredging<br />

‘Why dredging is good’ award, young author award,<br />

and best booth.<br />

The recognitions, along with every component and<br />

programme of the summit and expo, speak to the<br />

continuing goals and objectives of <strong>WEDA</strong> as a whole:<br />

to exchange knowledge, provide a forum to present<br />

and exchange ideas, transfer technology, and boost<br />

co-operation among associations and societies. The<br />

summit and expo will do all that while highlighting a<br />

crucial issue: the need to understand and develop<br />

“solutions for problems related to the protection and<br />

enhancement of the marine environment”.<br />

A synergistic event<br />

<strong>WEDA</strong> is promoting those goals and objectives in<br />

terms of its careful planning of this leading<br />

international industry occasion. Hermans explained,<br />

“We make sure that the summit and the expo are two<br />

integrated parts of the same event.” Doing so makes<br />

for a whole that is greater than the sum of its parts. In<br />

other words, this is a synergistic event. He continued,<br />

“We place much emphasis on the layout of the facility<br />

in order to promote interaction,” as, for example,<br />

having an expo fl oor very close to conference areas.<br />

When conference attendees proceed to, and<br />

through, the expo, they will encounter not only a<br />

wide range of exhibitors’ products, services, and<br />

information but also something new for <strong>WEDA</strong>. “We<br />

are experimenting with fi ve-minute lightning talks<br />

on the expo fl oor this year,” said Hermans. “It’s a fi rst<br />

for us.”<br />

Experimenting is part of the continuing process of<br />

crafting a blue-chip event for attendees. “In general,<br />

our expo has worked well and we want to make sure<br />

that we do it right,” he noted.<br />

Looking back. forging ahead<br />

On another tack, Hermans sees the event<br />

continuing to be an important venue for “a lot of<br />

new connections, and not just the ones made<br />

during the presentations or at the expo: we also<br />

want to have solid social functions that work well<br />

for networking and just talking.” Such informal but<br />

valuable interactions may also come in breaks and<br />

at the fringes of the programme. For example, being<br />

in Vancouver, an attractive locale, will draw<br />

attendees out to explore the city and to do so, in<br />

many cases, together.<br />

In its subject matter, programming, and locale,<br />

this year’s effort is continuing a track record of<br />

worthwhile events, whether they are the annual<br />

summit and expo or <strong>WEDA</strong> chapter conferences<br />

throughout the Americas.<br />

Hermans, a long-time <strong>WEDA</strong> member, should<br />

know. He joined <strong>WEDA</strong> in the late 1990s, not long<br />

before he moved from his native Netherlands to the<br />

United States, where he joined Port of Portland,<br />

Oregon. Hermans and other <strong>WEDA</strong> members have<br />

seen many changes since then, and for this port<br />

professional and <strong>WEDA</strong> activist, some of the notable<br />

ones have been in markets, the sizes and types of<br />

equipment, and projects.<br />

Signs of the times<br />

Another sign of the times is environmental dredging.<br />

More specifically the related “technology, requirements<br />

and what to do with contaminated sediment”<br />

Hermans said.<br />

In this context, there are perceptions about<br />

dredging that give rise to very strong opinions. No<br />

surprise there, yet Hermans is encouraged by the<br />

multipronged approaches being implemented today,<br />

namely dredging projects with mutually benefi cial<br />

environmental and economic components. “In order<br />

to do it well, you have to integrate those aspects,” he<br />

said, “If you need dredging, people want to have a say<br />

in what happens with the dredged material, with the<br />

particular emphasis today on benefi cial use.” There is<br />

even more to it, in Hermans’ view. “You need to put<br />

out word about such projects, to make it clear to the<br />

public the good things you are doing.”<br />

It’s a dynamic time for the industry and<br />

for <strong>WEDA</strong>. We want to be there for the<br />

entire industry<br />

Hermans encounters environmental dredging<br />

projects, and perceptions of them, on a regular basis in<br />

his role as engineering project manager at Port of<br />

Portland, where “we notice that on environmental<br />

issues, labour, the local community, the region, the<br />

state, and the business community may all have<br />

somewhat diff erent views”.<br />

How such projects are approached, approved, and<br />

perceived can also diff er across borders, or from region<br />

to region within borders, as <strong>WEDA</strong>’s international<br />

members know.<br />

And in terms of the local, national, and international<br />

business community, there are similarities as well as<br />

diff erent points of view on environmental works.<br />

Hermans said that at Port of Portland, “We are not just<br />

cognisant of local environmental issues and regulations,<br />

but also global concerns about climate change.”<br />

Driving change<br />

Looking at the industry as a whole, Herman noted that<br />

this year’s event would speak to strategic drivers.<br />

“Competitive forces drive new technologies and<br />

innovations in the dredging industry, as such forces do<br />

in so many industries,” he pointed out. One prime<br />

example of that is this year’s short course on slurry<br />

transport. Hermans explained, “There’s certainly a<br />

competitive advantage if you develop technology that<br />

enables you to pump farther than others. In such cases,<br />

you are able to work well with various requirements.”<br />

Presenting fi ndings and fresh ideas in terms of<br />

innovation and the bottom line are among the most<br />

notable things “in the mix at <strong>WEDA</strong> conferences”, he<br />

said. “There’s always much attention on papers that<br />

focus on technological developments in the dredging<br />

fi eld. That’s always interesting.”<br />

As for where <strong>WEDA</strong> is today, Hermans noted a<br />

diverse mix of organisations and expertise among<br />

members – a mix refl ected in the range of talent on<br />

the board of directors. Likewise, there are the summit<br />

and expo’s attendees, consisting of “a whole mix of<br />

owners, governments, contractors, consultants”, and,<br />

in academia, a multidisciplinary component of<br />

engineers and biologists.<br />

As for Hermans’ <strong>WEDA</strong> service – he has been on the<br />

national board for the past eight years – his term as<br />

chairman and president will expire in 2019, marking<br />

10 years of service. He said that as chairman and<br />

president he “did not have an aggressive agenda, but I<br />

defi nitely want to continue focusing and working<br />

with my other officers to make sure <strong>WEDA</strong> runs<br />

smoothly, that we have the right tools and means, and<br />

that the organisation keeps demonstrating its<br />

professionalism inside and out. I defi nitely have a<br />

focus on that.”<br />

Hermans feels it is important for the association<br />

“to build on and out, and search for directions in<br />

which we want to take <strong>WEDA</strong>. For example, <strong>WEDA</strong> is<br />

obviously very strong in the USA. However, the entire<br />

Western Hemisphere is our area, and we really want<br />

to make sure that we do the best we can to represent<br />

the whole hemisphere.<br />

“We want to be there for the entire industry. That is<br />

one of the reasons we are in Vancouver for our summit<br />

and expo.”<br />

He believes it is important that one or more chapter<br />

conferences take place south of the United States each<br />

year, noting that he was hopeful for such an event in<br />

Brazil in 2018, building upon recent conferences in<br />

Panama and Mexico. It’s all part of a key goal: to keep<br />

<strong>WEDA</strong> chapters energised.<br />

The proactive <strong>WEDA</strong> programme continues, with<br />

upcoming conferences convening later this year: the<br />

Eastern Chapter in Providence, Rhode Island on 10–12<br />

October; the Pacifi c Chapter Conference scheduled for<br />

25–27 Octobe in Portland, Oregon; and the Gulf Coast<br />

Chapter’s meeting on 7–9 November in Mobile, Alabama.<br />

“It’s a dynamic time for the industry and for<br />

<strong>WEDA</strong>,” hermans said, “and there is a whole lot of<br />

work ahead of us, too. There are certainly interesting<br />

opportunities, challenges, and many reasons to be and<br />

stay involved in <strong>WEDA</strong> and in dredging in general.”<br />

event last November, this year will see the second<br />

DPC Innovation Awards event in London, UK, on<br />

29 November 2017.<br />

Following very positive feedback, the format will<br />

remain essentially unchanged: the black tie dinner<br />

will be followed by the awards, with guests able to<br />

network or relax into the early hours.<br />

Dredging and Port Construction has been involved<br />

with, and reported on, the industry, the people, the<br />

vessels, the companies, the projects, the equipment,<br />

and the technology for almost 50 years.<br />

In a world where recession and regulation has had<br />

profound effects on the industry, I believe it is<br />

important to recognise those – whether companies or<br />

individuals – who change the industry through new<br />

ideas, processes, technology, or equipment.<br />

I strongly believe this is a healthy innovative<br />

industry with creative, problem-solving people and<br />

cutting-edge technology. DPC has created an event<br />

that highlights that.<br />

The DPC Innovation Awards programme consists of<br />

15 awards across three categories, looking at the most<br />

innovative and forward-thinking projects and people<br />

the industry has to offer and bringing together the<br />

best of the dredging and port construction sectors.<br />

In this issue, I focus on the dredging awards; the<br />

next issue will be about the ports and people awards.<br />

Dredging Innovation Awards<br />

Innovation in dredger design<br />

This rewards the very best in innovative dredger design,<br />

whether built or launched. If your vessel is fi rst to include<br />

a unique feature, structure, or function, it is eligible.<br />

In your entry please state what makes this design/<br />

vessel unique and/or innovative. The judges will be<br />

looking at criteria including, but not limited to, the<br />

following:<br />

• Cost-effi ciency results for a client<br />

•<br />

Other efficiency improvements<br />

•<br />

Environmental effects/advantages<br />

• Regulation requirements/adherence<br />

• Groundbreaking R&D – this needs to be proved to<br />

meet specific project/client needs<br />

Innovation in project design -<br />

open water/coastal dredging<br />

The winner of this category is the most innovative in<br />

its class. This category can include any project that is<br />

offshore, near-shore, coastal, or in ports. Capital,<br />

expansion, or reclamation works are all eligible as long<br />

as they demonstrate an innovative component.<br />

In your entry please state what makes this design/<br />

project unique and/or innovative. The judges will be<br />

looking at criteria including, but not limited to, the<br />

following:<br />

Dredging equipment can include engines, pumps and<br />

and even one-off solutions to specific projects.<br />

Whether totally novel or upgrades to existing<br />

equipment, the winner of this category will clearly<br />

demonstrate innovation.<br />

New markets award<br />

The winner will be the most innovative in using novel/<br />

existing equipment or technology in a new way or a<br />

new region. This could include repurposing vessels,<br />

equipment or products for the renewables market, or<br />

adapting/redesigning land-based equipment for a<br />

marine environment, or carrying out research that<br />

opens up market sectors or opportunities.<br />

Working, Building or Engineering with<br />

Nature award<br />

Projects that are part of accredited existing Working<br />

With Nature, Building With Nature, or Engineering<br />

With Nature schemes are automatically eligible for this<br />

category. This does not preclude other non-port/<br />

non-terminal project candidates, but they will need to<br />

demonstrate an active and innovative response to the<br />

preservation and promotion of the areas listed below.<br />

The entry should address at least one of these criteria:<br />

• Wildlife – protect, maintain or restore aquatic<br />

ecosystems and marine habitats. The whole marine<br />

environment<br />

• Air – reduce harmful air emissions from port<br />

activities. Not just CO 2 and NO x but also PM, SO x , etc<br />

• Water – improve the quality of rivers, seas, oceans,<br />

but also port basins; water as a resource for living<br />

• Soils/sediments – remove, treat, or render suitable<br />

for benefi cial reuse contaminated soils and<br />

sediments in the harbour district<br />

• Community engagement – interact with and<br />

educate the community regarding port operations<br />

and environmental programmes, ‘social responsibility’<br />

• Sustainability – implement sustainable practices in<br />

design and construction, operations, and<br />

administrative practices.<br />

piece of equipment, or project between 1 July 2016 and<br />

30 June 2017, you are eligible to enter. If you have any<br />
