MAILBOX TAMPERING
When a mailbox is put into use
for the purposes of sending and
receiving mail, it becomes federal
property.
Bear Creek Plantation Homeowners!
Mailbox tampering is considered any act that interferes with another
person’s letter box or other receptacle. This can include:
• destruction of the mailbox itself
• theft of mailbox contents
• the placement of items in a mail receptacle by persons other
than postal employees
• any action intended to obstruct or damage mail or mailbox property
In short, anyone, other than mail recipients and postal employees,
should NOT touch a mailbox or its contents.
BE SURE ADDRESS IS CLEAR FROM THE STREET
County officials want to remind residents of the Ordinance 5.3 requiring
that addresses or building numbers be legible and visible from the
street. The section states the numbers must be in Arabic numerals at
least four inches in height and clearly visible. The number should be
placed on, above or at the side of the main entrance so the number is
clearly visible from the public right away. Whenever a home entrance
is more than 50 feet from a public right away, a number should also be
placed at the end of a driveway or property entrance.
WATCH FOR KIDS WHILE DRIVING
The roads are once again crawling with school busses, teenage drivers
and kids in the crosswalk, so please slow down when going through
the neighborhood. Now that kids will be back on their way to school,
it’s time to double and triple check those intersections, just when you
think it’s all systems go, a late for school student will magically appear
out of nowhere and dart across the street when you least anticipate it.
Thank you!
BUDGET AND HOMEOWNER INPUT
Your all-volunteer Board of Directors is here to serve you. Meetings are
held monthly at the clubhouse on Greenhouse, always on the third
Tuesday at 7:00 PM Please plan to attend in person and/or provide your
input via email to MGMT@KPMmanagement.com or call 281-685-3090.
Bear Creek Plantation | June 2017
Your input can be a driving force in the annual budget decisions,
primarily helping the Board understand what the neighborhood
would like to see in regards to future capital improvement projects.
You can also influence all sorts of future decision making processes,
simply by providing input at or before meetings.
Finally, if you are truly interested in dedicating some of your time
to our community, consider serving on the Board of Directors in the
future. Let the management company know you are interested and
if there is an interim opportunity, the Board might be able to elect
you directly or you could get your name on the ballot for the annual
meeting in February. See a need for a special committee or volunteer-driven
project? Don’t hesitate to bring it up and help recruit
additional help.
PARKING CARS IN THE STREET
We realize it is sometimes necessary to park your cars in the street. The
neighborhood bylaws prohibit the parking of inoperable vehicles in the
street and operable vehicles are expected to be regularly used/moved
when parked there. We ask that you do your best to be aware of your
neighbors’ driveways when parking streetside, so you do not block
their ability to safely get in and out. Also, please try not to park directly
across from a driveway, as this is a common cause of accidents. While
we all should take extra caution when backing out, we are creatures
of habit and we tend to get into a routine and in a hurry, so we might
not notice that there is a new obstacle waiting for us across the street.
That scene has played out on a number of occasions already. Thanks
in advance for continuing to look out for each other.
RECEIVE A DEED RESTRICTION VIOLATION LETTER?
KPM Management is the company hired by our neighborhood association
to manage many aspects of our deed-restricted community.
They provide many accounting, administrative and consulting services
that help to increase safety and maximize our property values,
while working with the all-volunteer Board of Directors to keep our
annual dues at a minimum. As a result, they are expected to patrol
the neighborhood throughout the month, on varying days to look
for deed restriction violations. In general, we ask them to generate
the first “reminder” letter automatically when they see a violation
or whenever they confirm one, which came from a neighbor complaint.
If you have a unique situation, which might result in the need
to temporarily violate the deed restrictions, please give them a call
at 281-685-3090 and let them know the situation and the expected
time frame, so we can avoid the issuance of any unnecessary letters.
Keep in mind, occasionally mistakes are made and the wrong address
receives a letter - the best thing to do in this and all other situations
is to contact the management company to make them aware of the
mistake and/or to let them know that you have either corrected the
situation or need a temporary exemption from the covenant.
For fairness’ sake, the Board of Directors asks the management
company to call ‘em like they see ‘em, assuming they have received
no advanced notice of extenuating circumstances, but in truth, they
will not ever be able to identify every single possible violation on
each and every drive through, nor do we think the scrutiny necessary
for such is in the best interest of our community. The ultimate
responsibility of the Board of Directors is to make decisions regarding
situations where the homeowner simply refuses to comply with the
community’s established covenants, in spite of repeated “reminder”
attempts. We typically hope the individual can give us a defensible
reason for giving an exception or temporary reprieve and the last
thing any of us want is to be in conflict with any of our neighbors,
but we are nonetheless tasked with the expectation that we uphold
the community’s by-laws. With that said, on a typical week, less than
6% of the homeowners receive deed restriction letters and the vast
majority have already taken or do quickly take action to correct them.
As your fellow neighbors, we appreciate every one of you who have
taken measures to correct any problems that may have arisen over
the years. We also definitely appreciate your willingness to work
with us to do whatever is in our community’s control to maintain
the maximum possible property values for everyone. When we all
work together, we minimize the cost and maximize the benefit for
the community at large. Oh and by the way, no need to get offended
if you do receive a letter, as many, if not most of us can relate to the
experience for one reason or another. Thanks again!
RECREATION CARDS
Bear Creek Plantation residents will now be able to apply for a
website. Our new application can be found, once logged in, under
eforms. We will still accept applications which are emailed, mailed
or faxed; they can be found on the website under documents.
BE AWARE OF THEFT POTENTIAL
Many of us have a habit of leaving the garage door open when we are
working or relaxing in the backyard. Unfortunately, people in virtually
every neighborhood lose property to opportunistic thieves this way
every year. Bicycles and power tools are just a few of the commonly
stolen things and keep in mind that it only takes a matter of seconds
for something of significant value to “walk away.” Please keep those
doors down when you are not in eyesight of the garage.
BEAR CREEK PLANTATION TEENAGE JOB SEEKERS LIST
correct, we send emails in the summer to make sure all the info is
still good and that you want to stay on the list. If we do not hear back
from you after 3 tries, we will remove you from the list until we do.
Must have parent(s) permission.
HAPPY FATHER’S DAY!!! JUNE 18TH
Father’s Day 2017 is not a federal holiday and falls on the third Sunday
of June. The date of the Holiday changes each year but always remains
on a Sunday.
Significance of Father’s Day 2017
It is a day that commemorates fatherhood and appreciates all fathers and
father-figures (including grandfathers, great-grandfathers, stepfathers
and foster fathers), as well as their contribution to society.
History of Father’s Day
The History of Father’s Day 2017 dates back to 1910 in Spokane, Washington,
where 27-year-old Sonora Dodd proposed it as a way to honor the
man (a civil war veteran William Jackson Smart) who raised her and her
five siblings alone after her mom died in childbirth. Dodd was at a church
thinking about how grateful she was for her father when she had the idea
for Father’s Day, which would mirror Mother’s Day but be celebrated in
June, her dad’s birthday month.
It is said that she was inspired after hearing a sermon about Jarvis’
Mother’s Day in 1909 at Central Methodist Episcopal Church and she
therefore told her pastor that fathers should have a similar holiday
honoring them. A bill to nationally recognize the holiday was introduced
in Congress in 1913.
In 1916, President Woodrow Wilson went to Spokane to speak in a
Father’s Day celebration and wanted to make it official, but Congress
resisted, with the fear that it was just another commercialized holiday.
The movement grew for years but only became popular nationally in
1924 under former President Calvin Coolidge.
The holiday gained popularity during World War II, with most men leaving
their families to fight in the war. In 1966, President Lyndon B. Johnson
proclaimed the third Sunday of June to be Father’s Day. US President
Calvin Coolidge recommended in 1924 that the day be celebrated by the
nation, but stopped short of issuing a national proclamation.
Two attempts to formally recognize the holiday had earlier been rejected
by Congress. In 1966, President Lyndon B. Johnson issued the first presidential
proclamation honoring fathers, designating the third Sunday
in June as Father’s Day. Six years later, the day was made a permanent
national holiday when President Richard Nixon signed it into law in 1972.
Traditions of Father’s Day 2017
Traditionally, families gather to celebrate the father figures in their lives.
Father’s Day is a relatively modern holiday so different families have a
range of traditions. Many people send or give cards or traditionally masculine
gifts such as sports items or clothing, electronic gadgets, outdoor
cooking supplies and tools for household maintenance. In the days and
weeks leading to Father’s Day,
many schools help their
pupils to prepare a handmade
card or small gift for their
fathers. Additionally, the
US Open golf tournament
is scheduled to finish on
Father’s Day.
SPLASH! PROGRAMS/EVENTS
The Cypress-Fairbanks ISD Splash! program offers swim
lessons periodically throughout the year. All lessons are
based on the American Red Cross Learn to Swim program
and the program is supervised by WSI Certified instructors.
Whether your child is brand new to the water or they are
swimming laps, our instructors have the unique ability to
build on the skills your child already possesses. We have
three options for group lessons: Level 1 (Introduction to
Water Skills), Level 2 (Fundamental Aquatic Skills) and Level
3 (Stroke Development).
We also offer private lessons for younger students (under 4
yrs), for students whose skills are greater than our Level 3
curriculum and for adults over 18 who would like to learn
the basics.
Open lanes are for participants to work on stroke, time and
conditioning individually. A great way to reinforce skills that
have been achieved! While an instructor and lifeguard are
present, this is not a lesson. (instructor approval required)
Children with special needs are also welcome! We will work
with both the parents and child to find the best fit where he
or she will be most successful in the program. For pricing,
schedule and registration form, visit www.cfisd.net.
GARDEN TIPS FOR JUNE
Lawns
• Apply iron sulfate or chelete to St. Augustine grass lawns.
• Mow St. Augustine to a 2-inch height now to protect roots from the
sun. Never cut off more than a third of the leaf.
• Continue treatment of lawns for chinch bug. As the temperature hits 80
degrees, chinch bugs begin to reproduce in the hottest and driest part
of the lawn, usually next to cement. Use diazinon or dursban granules.
Flowers
• Overwatered hibiscus, purslane and bougainvillea won’t bloom.
• Keep flowers pinched off of coleus and caladiums to encourage more
of the beautiful foliage.
• Plants to set: Acalpha, Ageratum, Alternathera, Aspidistra, Artemisia,
Balsam, Begonia, Chrysanthemum, Cockscomb, Coleus, Croton,
Dusty Miller, Feverfew, Gaillardia, Geranium, Marigold, Petunia, Pinks,
Portulaca, Salvia-red, Shrimp Plant, Torenia, Verbena and Vinca.
Vegetables
• A strong blast of water in the morning rids plants of most bugs for
the rest of the day.
• Vegetables to plant: Cantaloupe, Sweet Corn, Cucumber,
Eggplant sets, Okra, Black Peas, Pepper Sets, Summer Squash and
Sweet Potato.
Shrubs
• Watch Camellias and Azaleas, they’re setting their blooms now for
next season. So give them a good mulch and plenty of water. Mulch
well with oak leaves and/or pine needles to keep soil acidic.
Benefits of Mulching: Mulching (organic or inorganic) is a layer of material
on the surface of the soil around the plant. Mulches conserve water by
reducing evaporation, insulates the soil and protects it from the drying
wind and hot sun. Mulches break the force of rain and irrigation water
and tend to prevent erosion, soil compaction, and crusting. Lastly, a 2-3
inch layer of mulch will almost eliminate weed problems.
PET INFORMATION
SCHOOL’S OUT - CAN WE HAVE A PET?
Summer is here, children are out of school
and may need a project. What better time to
get involved with a rescue group and help a
dog or cat in need? That’s what fostering an
animal is all about. Fostering is an important
step in the transition from shelter/street to
“happy ever after.” Loving Arms Pet Placement
is a foster-based rescue for dogs and cats and
is always in need of foster families.
There is a lot more to fostering than providing
food, water and a safe place to sleep. To
attract potential adopters, the animal must
be people friendly. Include the animal in
your daily home life inside your home. Get to
know them as individuals so you can share
personality traits, likes/dislikes, anecdotes.
Treat the animal like your own and train him/
her, if possible.
Tell Loving Arms Pet Placement rescue in
what capacity you can help. Can your home
only accommodate small animals or can you
foster big dogs? Can you handle puppies and
kittens or only mature animals? Can you take
more than one animal at once?
Visit Loving Arms Pet Placement website at
www.lovingarmspetplacement.com or visit
us at Petsmart on Highway 6 and FM 529
each Saturday from 11 AM until 5 PM.•
SCOOPAGE PET POOPAGE
It may not be a fabulous way to walk, but
please have courtesy to please scoop when
your pet poops during your walks. Throughout
the community trails, you will find areas to toss
your pet’s poopage and in some areas, there
are also bags. Carry your own grocery bags -
you’ll be recycling at the same time! Many of
your neighbors work hard with their lawncare
and landscaping. Come with a scooper and a
recycled grocery bag or anything else. Picking
up after your pets shows your respect for every
homeowner and our beautiful community. Pet
feces damages lawns and many residents are
working hard to maintaining their grass!
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose
a threat to all our residents. While you may
know your pet is friendly, an animal running
at someone who is walking by is very scary
for that person. Many children are afraid of
animals and become frightened, which could
result in the child getting hurt trying to avoid
the animal.
Harris County Animal Control advises, “All
dogs and cats must be kept under restraint
while in the unincorporated areas of Harris
County, Texas. The custodian of a dog or cat
is not authorized to have, harbor or keep any
unlicensed dog or cat, nor to allow any dog
or cat to become a stray.”
Restraint is defined as “the control of a dog
or cat under the following circumstances:
1. When it is controlled by a line or leash not
more than six (6) feet in length, if the line
or leash is held by a human being, who is
capable of controlling or governing the dog
or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian
and the animal does not have access to sidewalk
or street.”
While it may be nice to have your animal
out in the yard while you work or play, it is
against the law, unless the animal is properly
restrained.
Let’s all help keep our community a safe and
comfortable place for all our residents by
being responsible pet owners. This will not
only protect anyone who may be walking or bicycling
in the area, but also the pet owner who
could be held legally responsible or possibly
sued for failing to properly restrain their pet.
To make a complaint or report an animal that
is not properly restrained please contact:
5 STEPS TO A
HAPPIER HEALTHIER PET
1. Protect your pet from extreme weather
(heat, cold, rain, etc.).
2. Keep indoors or in a fenced yard and on
a leash when walked.
3. Make sure they’re up to date with
vaccinations.
4. Always make sure they’re wearing identification,
so they can be returned to you if lost.
5. Spay or neuter your pet.
Texas Lab Rescue has labs available that are
waiting to go to their forever home. Please
check out their website at txlabrescue.org.
PREVENT EXCESSIVE BARKING!
Dogs left alone all day get lonely, bored and
restless. Many find relief in barking. Some respond
noisily to any and all activity. Nothing
is as annoying as incessant barking-even for
dog lovers. If your dog is a yapper or a yowler,
please consider some of these bark-abatement
ideas to keep the noise down in your
area. Your neighbors will thank you!
• Training. Training not only helps your dog,
you’ll be surprised how much it helps you,
too. You may get some insight into why your
dog barks so much, or what it is trying to
communicate.
• Citronella collars.
• Confinement. Sometimes simply bringing
an outspoken dog indoors or confining it
to a crate cuts down on the disturbance to
neighbors.
• For inside dogs, reduce stimulus. Close
drapes to help muffle street noise, or leave
a radio on to mask it.
• Companionship. Dogs are pack animals;
they need companionship-a cat, bird or
another dog. Consider a mid-day visit from
a pet-sitting service or drop your pooch off
at a friend’s place or a day-care facility once
or twice a week.
Featured Recipes
Share your recipes send them to recipes@krenekprinting.com
My name is Benedicte Guillaume and I am French. I arrived with my
family last summer and live in LOE. I would like to share with you one
of my favorite summer recipes of taboulleh. It’s a tasty Moroccan
taboulleh, different from the Lebanese taboulleh (with a lot of herbs
and bulgur). It’s perfect for dinner with a slice of meat and a cup of
fresh gazpacho.
MON TABOULE GOURMAND
Ingredients:
1 1/4 cup of golden Couscous - no need to pre-cook it.
4 Roma Tomatoes
1/2 cucumber
1 red bell pepper
1 green bell pepper
1 small red onion
1 soup ladle of olive oil
2 lemon juice
1 tablespoon parsley
Salt/pepper to taste
Directions:
Peel the peppers and the cucumber. Finely dice all the vegetables.
Mix all the ingredients in a large salad bowl. Put in the fridge for 2
hours. Before serving, you may add some mint leaves. And then, bon
appetite!
CLASSIC TEXAS CAVIAR
“Don’t bother with soaking and cooking beans for Classic Texas
Caviar - the canned variety works well. But skip the bottled dressing
and take a little extra time to measure your own vinegar, oil and
spices.”
Ingredients:
2 (15.8 ounce) cans black-eyed peas, drained
1 (14.5 ounce) can petite diced tomatoes, drained
2 fresh medium jalapenos, stemmed, seeded and minced
1 small onion, cut into small dice
1/2 yellow bell pepper, stemmed, seeded and diced small
1/4 cup chopped fresh cilantro
6 tablespoons red wine vinegar
