BRADFORD COLONY 1 & 2
(BC1&2) NEWS FROM THE BOARD
If you have received letter(s) from our management company
regarding any deed violations, please do not ignore them. If
you do not understand why your home is being cited for violations,
please contact our management company representative
and get details so you can take corrective actions. Not taking
proper corrective actions will result in fines and if continued,
will lead to legal actions. We do not want to use legal actions
on neighbors but unfortunately, that may be the only thing that
gets people’s attention. So please, instead of complaining, do
something to help each other to make this place a pleasant
neighborhood to live in.
June 18 th is Father’s Day, a day we give honor to all fathers.
Happy Father’s Day!
June is the National Cataract Awareness month, Men’s Health
month, National Safety month. June also celebrates the Summer
Solstice on June 21 st .
As always, if you have any suggestions, please let us know
by contacting one of the Board members or our community
manager. All residents are welcome to come to our monthly
meeting-which is 2 nd Tuesday every month (June 13, 2017 and
July 11, 2017) at Kroger’s upstairs meeting area on Hwy6.
BRADFORD COLONY SECTION 3
(BCS3) BCS3 2017 ANNUAL MEETING RESULTS
Due to newsletter submission deadlines, we are not able to discuss
the results of the Annual Meeting that was held on May 21 st . One
Board position was up for election - these results will be posted in
the July newsletter.
Other issues pertaining to the various governing documents of the
HOA were also discussed. Look for more information as to potential
changes in these documents in future newsletters and flyers.
The Board would like to thank all the residents who either attended
the Annual Meeting or who submitted proxy forms to allow themselves
to be counted for the meeting. Even in a neighborhood as
small as ours (59 homes), the Annual meeting is an important and
mandatory part of the HOA process.
Failure to have an Annual Meeting with a quorum of attendees would
result in the HOA not being able to take care of the issues that are
important for our neighborhood to be able to “take care of business.”
BCS3 residents - Thank you again for supporting the Board and
the HOA!
Colonies | June 2017
(BCS3) 2017 ASSESSMENT UPDATE
Note that as of April, 53 of the 59 property owners in BCS3 have
either paid their 2017 assessment or are in an active payment plan.
Note that collection activities up to and including legal action have
been implemented for the delinquent property owners.
This 90% payment rate is in line with past years’ payment patterns
but still puts the HOA is a very good position financially at this time.
The Board would like to thank everyone for handling this payment
in a timely fashion. This is our only source of income for HOA related
bills and expenses such as electricity for the light pools, landscaping,
insurance, management fees and other issues.
(BCS3) CONTACT THE BOARD
As is the case with everything in our small neighborhood, every resident
should feel free to contact any Board member as to any issue
or question that you have about BCS3. Contact information for all
the Board members is located on the inside cover of this publication.
CHARLESTOWN COLONY
(CHC) YARD OF THE MONTH
Our neighbors of 5606 Towerglen Loop happily greet May with a
multicolor of flowers waving gaily from their freshly mulched beds.
Playing “ring-around-the-rosy” around the pines are burgundy
chrysanthemums; neon orange impatiens, vincas morphing from
red to rose to blush to white and little scarlet/green/cream mini
elephant ears of caladiums. This house is the winner of May’s yardof-the-month
prize ...a gift certificate to Home Depot for more yard
work items (or whatever they please). Their home looks bright and
clean and happy in the spring sunshine.
It’s hard to believe that our Charlestown Colony was started in the
1980’s and it has been nearly 30 years since we were brand new.
Our families are starting to remodel and update their homes and
yards and fences. Our neighborhood is looking fresher. It is lovely,
also, that we have tall, established trees and shady sidewalks to
stroll. Thomas Fuller wrote: “He that plants a tree loves others besides
himself.” The same could be said about neighbors that tend
greenery to beautify ALL of our landscapes. It lightens our moods
to live with sunshine and flowers.
(CHC) “HURRICANE SEASON”
Hurricane season starts June 1 st . Do you know how to be prepared
for a hurricane? There are countless websites that will help you
be prepared. Read up on how much food and water should be on
hand based on the number of people in your household. Remember
canned goods require a manual can opener. Remember to fill
bathtubs with water. While you may not want to drink water from
a bathtub, this water can be used to flush toilets. Generators can
never be found once a hurricane is in the Gulf. If you can afford a
generator and have a place to store one, think ahead and get one early.
Make sure to fill gas cans to run the generator. Camping equipment really
comes in handy when the power is out. That camp stove will help
cook the contents of your freezer so it doesn’t all go to waste! Camping
lanterns shed a lot more light than flashlights. Some homes along the
bayou have flooded in the past. Are you prepared? Remember that
flood insurance has a 30 day waiting period. Once you have the proper
amount of food/water per person and ever think to do laundry before
a hurricane? This is not a common thought but is very good advice.
When Hurricane Ike knocked out power for over 9 days to our area, clean
clothes were a nice thing to have.
(CHC) DEED RESTRICTIONS
Did you ever get a letter regarding a deed restriction violation and think
that your neighbor turned you in? Chances are your neighbor knows
nothing about the deed restriction violation letter you received. While
neighbors can contact PMG with a deed restriction complaint, most
deed restriction violation letters are generated from the management
company’s inspections of the neighborhood.
Everyone talks about the “Deed Restrictions” but do you really know
what they are? Deed Restrictions are a declaration of covenants, conditions
and restrictions for the neighborhood. Deed restrictions are set
up either when the neighborhood is platted out or shortly thereafter.
Charlestown Colony has two sets of deed restrictions, one for the town
home area (section one) and another for the single family homes (section
two). These restrictions cover use of the homes as single family dwellings,
to changes you can make to your home, the types of improvements,
types of material storage of automobiles, boats, trailers, etc, animal
husbandry, walls, fences and hedges, visual obstructions at intersections
of public streets, maintenance of grounds, roofing materials, height of
an antenna and more. The deed restrictions also govern membership
and voting rights in the community; penalties, leans and enforcement.
Deed restrictions are a very important document for homeowners to
be familiar with. How do you get your copy? Contact our neighborhood
management company, Principal Management Group of Houston, AAMC-
An Associa® Company, www.pmghouston.com. Our area manager is
Linda Bartel. She can be reached by email, l.bartel@pmghouston.com
and by phone (Office: 713-329-7100, Direct: 713-329-7169).
Trashcan violations are some of the most common violation letters.
These fall under Section 15 of the deed restrictions; Visual Screening
on Lots. This paragraph basically says anything stored on the property
must be out of sight from a ground level view of neighboring lots. Trash
cans must be behind a fence. If you have a clothesline in your back yard,
it can’t be visible from the street level.
Another problem neighbors encounter is parking. This is especially
difficult as our children grow and get vehicles. The cars don’t all fit in
the driveway. Section 9 of the deed restrictions states, “No boat trailer,
boats, travel trailers, inoperative automobiles, campers or vehicles of
any kind shall be stored in the driveway, public street right-of-way or
in any location forward of the front building line. As used herein, the
term “stored” is defined as exceeding twelve (12) hours out of any seventy-two
(72) hour period.”
A large number of cars parked on both sides of a street is a safety issue.
Emergency vehicles (firetrucks and ambulances) need enough room to
get by. School busses can also have difficulty when there are too many
parked cars directly across from one-another. Yard vehicles with trailers
have side-swiped cars parked on the street. The homeowner has little
or no recourse because the offending vehicle is long gone before the
homeowner is aware of the damage. Alternate side of the street parking
is helpful. This is when cars parked on both sides of the street are offset
from one another. Work together to keep the streets passable at all
times by all vehicles.
4 Colonies | June 2017
(CHC) WATER!
Scientist and space explorers get very excited when they find water
on other planets as water is necessary for life. Water conservation
is everyone’s responsibility. Our area is still under voluntary water
restrictions. This means homes with even number addresses (on
the north and east side of the streets) should only water outdoors
on Wednesday and Sunday. Homes with odd number addresses
(south and west side of the streets) should only water outdoors on
Tuesday and Saturday.
Ever hear water running in your home when you know there shouldn’t
be water running? A big culprit is toilets. Everything can be ‘running’
just fine but one flush and the flapper chain can settle between the
flapper and its ‘seat’ causing the toilet to run continuously. Did you
have a water bill that was unusually high? Check around for leaks.
Could it be your sprinkler system? Shut the main house water valve
off and then look at the meter by the street. If the small red triangle
is turning, there is still water flowing. Don’t know where the main
water shut-off for your house is located? Find it now before you need
to find it in a panic. For most Neighborhood Classics built homes the
main house shut off is in the front closet.
Help protect the pipes in your house and the district by understanding
what can be flushed down the drain (this includes toilets). While
many commercial wipes say they are flushable, they are not. Many
of these get clogged in pipes. Those that get past the pipes often get
snagged in the district pumps. Dental floss should not go down the
toilet. Dental floss will coil around the gears of the pumps (same thing
as not putting celery down your disposal) resulting in damage to the
pump. These are expensive pumps. Check out the funny video on the
water districts website about what can and cannot go down the drain:
www.hcmud102.org/author/admin. There is a wealth of information
about water and trash collection on the MUD 102 web site.
Colonies | June 2017
Another reason the water bill might be higher is an increase in the
WHCRWA fee. Keep up with what is going on with WHCRWA and the
pipeline construction at their web site: www.whcrwa.com.
(CHC) NOTES FROM THE BOARD
Have you visited the park lately? Just driving by, the structures look
refreshed and vibrant. The new mulch and plastic boarder are very
nice. These are definitely softer to walk on. The last park update is a
new, more comfortable bench to replace the old wooden one without
a back. Take some time to relax. Visit the park. If you are enjoying the
improvements, let a Board member know. The only compensation a
volunteer gets is a word of thanks from someone who benefits from
the effort put forth. Thank our volunteer Board members for the time
they give to all of us.
Do you have a project idea you think would improve the look of our
neighborhood? Contact a Board member. They meet once a month
or so to review the neighborhood and talk about what is needed.
They would love to hear your ideas.
(CHC) VACATION PLANS
As summer gets into full swing and vacation plans are made, be sure
to let a trusted neighbor know when you will be away. Remember
to stop the mail (can be done online at https://holdmail.usps.com/
holdmail/ or at the post office, 3 day minimum). Either stop newspaper
delivery (https://myaccount.houstonchronicle.com/Login.aspx
and log into your account) or arrange for someone to keep them
from collecting in front of your house. There no longer is a credit for
undelivered newspapers. Our experience is that the newspaper never
stopped coming, even though we requested a stop so we just have
someone pick up the newspaper. There is a great video online at
www.howcast.com/videos/369734-How-to-Secure-Your-Home-while-
Youre-on-Vacation with some simple tips on securing your home. One
simple suggestion you might not think of is to lock your garage doors
5
®
from the inside, then unplug the garage door opener. This prevents
someone from using a decoder and entering your garage and home.
Planning a “stay-cation?” Don’t forget all the great things to do and see
right here in the Houston/Galveston area. There are outdoor activities
(pools, water parks, baseball games, the Zoo, Miller Outdoor Theater
(free! but donations accepted) as well as indoor activities with museums
for all ages and interests.
(CHC) SEEKING REPLACEMENT NEWSLETTER AUTHOR
Our resident newsletter author has been at the job for the past ten years.
(Yes, 10 years. More than many people have lived in the subdivision.)
While this author has lots of experience and older copies of newsletter
to draw on for content, this author feels it is time for a new voice. Do
you like to write? Have a few spare hours early in the month? Are you
active in the local community and have information to share? Contact
the CCCIA Board using their contact information in the Important
Numbers section of this publication. The volunteer position (all the
neighborhood positions are volunteer) takes as long or as short as you
want depending on how much you write and the topics you decide
to research and present. All newsletters are sent to the Board prior to
publication. Our “retired” author would be happy to show you what
has been done in the past.
Serving your community
CONCORD COLONY
(CC) GARAGE SALES
Concord Colony residents are not to have more than two garage sales
per year.
(CC) HOA REQUEST
Dear Concord Colony Residents,
Your Board of Directors and Community Manager strive to make this
community look its best at all times. We are asking you to please take
a good look at the exterior of your home and yard. Landscape your
flowerbeds if needed, trim your trees and bushes if needed and also
reduce the clutter. If the paint on your home is chipping or fading, please
consider repainting (approved colors only). However, before you start
painting, you must submit an ACC application to the management
company for review.
If you have any questions or need an ACC application please do not
hesitate to contact your community manager, Linda Bartel, at 713-329-
7100 or by email at l.bartel@pmghouston.com.
Thank you in advance.
(CC) HOA MEETING
Our meetings are held the second Tuesday of every month at the MUD
#102 Building which is located at 15300 Falmouth Ave. under the Colonies
Water Tower. Watch for our meeting notice signs posted throughout
our neighborhood. We encourage you to attend.
(CC) STREET LIGHTS
If a street light is out or remains on all the time, get the numbers off the
pole, address and call Centerpoint Energy at 713-207- 2222 or go to www.
centerpointenergy.com/outage and you can report the issue online.
(CC) COMMUNITY MANAGEMENT CONTACT
Each and all of the residents in Concord Colony should feel free to contact
your community manager with concerns, questions or an issue in
Concord Colony. The contact information for your community manager
is located inside the back cover of the newsletter under “Important
Colony Numbers.”
6 Colonies | June 2017
(CC) DEED RESTRICTIONS
Please remember that deed restrictions are strongly enforced and any
outside construction or major landscaping changes to your home must be
approved by the Architectural Control Committee (ACC). ACC contact information
for Concord Colony is on the inside back cover of this newsletter.
GEORGETOWN COLONY I
(GC1) GARBAGE CANS
Many neighbors have been storing their garbage cans in view from
the street. This is in violation of the deed restrictions and appropriate
actions are subject to corrective action.
Also, please remember to place garbage curbside after 6 PM, the night
before pickup.
(GC1) GARAGE SALES
According to the State Comptroller’s office, garage sales are permitted
only twice annually. If more than that, it will be assumed that a business
is being operated out of home, which is in direct violation of the deed
(GC1) LOST AND FOUND PETS
The first thing to do if you find a lost dog that does not have a tag, is to
take it to any vet’s clinic or Petsmart and have it scanned for a micro chip.
This is the fastest way to get the dog back to its owner. If it does not
have a micro chip, please look for signs to make sure the dog gets back
to its rightful owner. A dog that is left to wander is subject to being hit
by a car, abuse or starving to death. Those of you who are dog owners,
please be sure to keep a collar and tag on it at all times. Even if the dog
is micro chipped, it is much easier to return the dog to you if it has your
contact information on a tag.
people have to work the next day. Please courteous
of your neighbors.
(YTC) YARD OF THE MONTH
Congratulations to 6614 Silver Popular for your beautiful
yard. We enjoy seeing your beautiful flowers and
well-kept yard. Enjoy your $50 gift card.
(YTC) TRASH TALK
Please do not put your trash out before 6 PM the day before pick up, also we are
asking if possible, all items be in a trash receptacle, this will keep the animals from
getting into the bags left out by the curb. Remember to remove the cans from the
curb the same day as pickup.
(YTC) DOG WALKERS
Please remember while out walking your dog(s) to pick up after them. There is
nothing like walking through your own yard or one of the common areas and finding
the “gift” your dog left behind. So, the next time you take Fido out for a walk, be
prepared and grab a bag on the way out.
(YTC) STRAY CATS
If you haven’t noticed, there is an abundance of “stray cats” running free in the
neighborhood. If you have an outdoor cat that is your pet, be sure it has a collar
with your information, without a collar, there is no way to tell your pet from a stray.
Some of our neighbors are not fond of cats and will call Veterinary Public Health
(formerly called Harris County Animal Control), 281-999-3191 that will come pick up
these strays and if your pet is picked up by mistake or doesn’t return home you will
need to call and ask about your pet, they will not call you. If a homeowner traps a
cat with a collar, please call the owner or release it.
(YTC) HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. Many
children and some adults are afraid of animals and become frightened when they
see a dog not being properly restrained running towards them. The Law states that
all dogs and cats must be kept under restraint while in the unincorporated areas
of HC. Restraint is defined as “having control of the dog or cat under these circumstances:
When the animal is controlled by a line or leash not more than 6 feet in
length and being held by a person who is capable of controlling the animal and or
riding in a fully enclosed car. While it may be nice to have your animal out in your
yard while you are working or playing, it is against the law, unless your animal is
properly restrained. Keep us all safe and keep your animals restrained.
We are now getting crime reports from the MUD #102 for April.
SPLASH! PROGRAMS/EVENTS
The Cypress-Fairbanks ISD Splash! program offers swim
lessons periodically throughout the year. All lessons are
based on the American Red Cross Learn to Swim program
and the program is supervised by WSI Certified instructors.
Whether your child is brand new to the water or they are
swimming laps, our instructors have the unique ability to
build on the skills your child already possesses. We have
three options for group lessons: Level 1 (Introduction to
Water Skills), Level 2 (Fundamental Aquatic Skills) and Level
3 (Stroke Development).
We also offer private lessons for younger students (under 4
yrs), for students whose skills are greater than our Level 3
curriculum and for adults over 18 who would like to learn
the basics.
Open lanes are for participants to work on stroke, time and
conditioning individually. A great way to reinforce skills that
have been achieved! While an instructor and lifeguard are
present, this is not a lesson. (instructor approval required)
Children with special needs are also welcome! We will work
with both the parents and child to find the best fit where he
or she will be most successful in the program. For pricing,
schedule and registration form, visit www.cfisd.net.
EPIPHANY LUTHERAN SCHOOL
As we close out another school year here at Epiphany Lutheran, we
strive to end the year just as strong as we started it. Our middle school
students have successfully competed against several other Lutheran
school teams at Bible Bowl and brought home a first-place championship
trophy!
Our small classroom size allows us to intentionally invest in our students’
lives to help them grow in their self-esteem, their confidence
but most importantly their love of Jesus. Our 15 eighth grade graduates
will transfer into their public and private high school years with a solid
educational foundation combined with a love of Christ that will help
carry them through the next chapter in their lives.
PET INFORMATION
SCHOOL’S OUT - CAN WE HAVE A PET?
Summer is here, children are out of school
and may need a project. What better time to
get involved with a rescue group and help a
dog or cat in need? That’s what fostering an
animal is all about. Fostering is an important
step in the transition from shelter/street to
“happy ever after.” Loving Arms Pet Placement
is a foster-based rescue for dogs and cats and
is always in need of foster families.
There is a lot more to fostering than providing
food, water and a safe place to sleep. To
attract potential adopters, the animal must
be people friendly. Include the animal in
your daily home life inside your home. Get to
know them as individuals so you can share
personality traits, likes/dislikes, anecdotes.
Treat the animal like your own and train him/
her, if possible.
Tell Loving Arms Pet Placement rescue in
what capacity you can help. Can your home
only accommodate small animals or can you
foster big dogs? Can you handle puppies and
kittens or only mature animals? Can you take
more than one animal at once?
Visit Loving Arms Pet Placement website at
www.lovingarmspetplacement.com or visit
us at Petsmart on Highway 6 and FM 529
each Saturday from 11 AM until 5 PM.•
adopting a dog, please check out one of our
SCOOPAGE PET POOPAGE
It may not be a fabulous way to walk, but
please have courtesy to please scoop when
your pet poops during your walks. Throughout
the community trails, you will find areas to toss
your pet’s poopage and in some areas, there
are also bags. Carry your own grocery bags -
you’ll be recycling at the same time! Many of
your neighbors work hard with their lawncare
and landscaping. Come with a scooper and a
recycled grocery bag or anything else. Picking
up after your pets shows your respect for every
homeowner and our beautiful community. Pet
feces damages lawns and many residents are
working hard to maintaining their grass!
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose
a threat to all our residents. While you may
know your pet is friendly, an animal running
at someone who is walking by is very scary
for that person. Many children are afraid of
animals and become frightened, which could
result in the child getting hurt trying to avoid
the animal.
Harris County Animal Control advises, “All
dogs and cats must be kept under restraint
while in the unincorporated areas of Harris
County, Texas. The custodian of a dog or cat
is not authorized to have, harbor or keep any
unlicensed dog or cat, nor to allow any dog
or cat to become a stray.”
Restraint is defined as “the control of a dog
or cat under the following circumstances:
1. When it is controlled by a line or leash not
more than six (6) feet in length, if the line
or leash is held by a human being, who is
capable of controlling or governing the dog
or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian
and the animal does not have access to sidewalk
or street.”
While it may be nice to have your animal
out in the yard while you work or play, it is
against the law, unless the animal is properly
restrained.
Let’s all help keep our community a safe and
comfortable place for all our residents by
being responsible pet owners. This will not
only protect anyone who may be walking or bicycling
in the area, but also the pet owner who
could be held legally responsible or possibly
sued for failing to properly restrain their pet.
To make a complaint or report an animal that
is not properly restrained please contact:
5 STEPS TO A
HAPPIER HEALTHIER PET
1. Protect your pet from extreme weather
(heat, cold, rain, etc.).
2. Keep indoors or in a fenced yard and on
a leash when walked.
3. Make sure they’re up to date with
vaccinations.
4. Always make sure they’re wearing identification,
so they can be returned to you if lost.
5. Spay or neuter your pet.
Texas Lab Rescue has labs available that are
waiting to go to their forever home. Please
PREVENT EXCESSIVE BARKING!
Dogs left alone all day get lonely, bored and
restless. Many find relief in barking. Some respond
noisily to any and all activity. Nothing
is as annoying as incessant barking-even for
dog lovers. If your dog is a yapper or a yowler,
please consider some of these bark-abatement
ideas to keep the noise down in your
area. Your neighbors will thank you!
• Training. Training not only helps your dog,
you’ll be surprised how much it helps you,
too. You may get some insight into why your
dog barks so much, or what it is trying to
communicate.
• Citronella collars.
• Confinement. Sometimes simply bringing
an outspoken dog indoors or confining it
to a crate cuts down on the disturbance to
neighbors.
• For inside dogs, reduce stimulus. Close
drapes to help muffle street noise, or leave
a radio on to mask it.
• Companionship. Dogs are pack animals;
they need companionship-a cat, bird or
another dog. Consider a mid-day visit from
a pet-sitting service or drop your pooch off
at a friend’s place or a day-care facility once
or twice a week.
My name is Benedicte Guillaume and I am French. I arrived with my
family last summer and live in LOE. I would like to share with you one
of my favorite summer recipes of taboulleh. It’s a tasty Moroccan
taboulleh, different from the Lebanese taboulleh (with a lot of herbs
and bulgur). It’s perfect for dinner with a slice of meat and a cup of
fresh gazpacho.
MON TABOULE GOURMAND
Ingredients:
1 1/4 cup of golden Couscous - no need to pre-cook it.
4 Roma Tomatoes
1/2 cucumber
1 red bell pepper
1 green bell pepper
1 small red onion
1 soup ladle of olive oil
2 lemon juice
1 tablespoon parsley
Salt/pepper to taste
Directions:
Peel the peppers and the cucumber. Finely dice all the vegetables.
Mix all the ingredients in a large salad bowl. Put in the fridge for 2
hours. Before serving, you may add some mint leaves. And then, bon
appetite!
CLASSIC TEXAS CAVIAR
“Don’t bother with soaking and cooking beans for Classic Texas
Caviar - the canned variety works well. But skip the bottled dressing
and take a little extra time to measure your own vinegar, oil and
spices.”
Ingredients:
2 (15.8 ounce) cans black-eyed peas, drained
1 (14.5 ounce) can petite diced tomatoes, drained
2 fresh medium jalapenos, stemmed, seeded and minced
1 small onion, cut into small dice
1/2 yellow bell pepper, stemmed, seeded and diced small
1/4 cup chopped fresh cilantro
6 tablespoons red wine vinegar
6 tablespoons olive oil (not extra virgin)
1/2 teaspoon salt
1/2 teaspoon ground black pepper
1/2 teaspoon garlic powder
1 teaspoon dried oregano
1 1/2 teaspoons ground cumin
Directions:
Mix all ingredients in a medium bowl, cover and refrigerate 2 hours
or up to 2 days. Before serving, adjust seasonings to taste, adding
extra vinegar, salt and pepper. Transfer to a serving bowl.
