Dear Residents:<br />

We received information about recent actions of vandalism in the<br />

community and we encourage all the residents to make sure that all<br />

garage doors as well as vehicles are locked.<br />

Also, all the residents within the community have the opportunity to<br />

contact our Patrol Service Company, SEAL Security Solutions, to its 24/7<br />

dedicated hotline for the residents at <strong>Westheimer</strong> <strong>Lakes</strong> in order to report<br />

any suspicious activity. The hotline can be reached at 832-956-1956.<br />

Pets Reminders<br />

<strong>Westheimer</strong> <strong>Lakes</strong> Community has had many<br />

loose dogs & cats lately. Please do your part<br />

to keep your animals safe and contained on<br />

your property.<br />

Please Control Your Pets!<br />

It is a deed restriction violation if your pets<br />

are not confined to a fenced backyard or<br />

within your home. They must not be allowed<br />

to bark all night or cause a nuisance to your<br />

neighbors. They must also be on a leash at all<br />

times when not in a contained environment.<br />

It is also the pet owner’s responsibility to<br />

keep ALL areas of the community FREE from<br />

pet debris when walking your pets. Please<br />

remember that cats must also be confined.<br />

If you happen to come across vicious dogs or<br />

ANY loose dogs of this nature, please contact<br />

Fort Bend County Animal Control at 281-342-<br />

1512. If you are familiar with the property<br />

address the pets belong to, please feel free<br />

to submit that information to FSR - Maren<br />

Grimes at maren.grimes@fsresidential.com<br />

- to pursue the deed restriction violation.<br />

Notification and ample time must be given<br />

to the owner to correct the violation prior to<br />

any further pursuit by the Association.<br />

Remember that all pets should always wear<br />

a collar with ID tag! Pet owners should also<br />

consider pet microchips for identification in<br />

case your pet loses their collar/ID tag.<br />

1. Security/Damage Deposit check of $300.<br />

2. Reservation/Administration Fee of $50 plus<br />

total number of hours reserved for the party.<br />

If you would like to use the Gazebo and/or<br />

Veranda area, you may rope it off by providing<br />

your own ropes, but you cannot close off<br />

any common area used for entrance/exit to<br />

building or fitness center (or back pool gate<br />

during pool season).<br />

****Set-up and clean-up must be included in<br />

total rental hours****<br />

Furniture cannot be moved without approval<br />

from the Board of Directors prior to the<br />

rental date.<br />

No tape, ticky tack, pushpins, staples, etc. or<br />

confetti may be used in decorating.<br />

All trash must be cleaned up and taken home<br />

by resident.<br />

Resident must be present at all times and<br />

provide ALL cleaning materials needed<br />

(including but not limited to broom, mop,<br />

vacuum cleaner, trash bags, etc.)<br />

Occupancy Limit is no more than 60 persons,<br />

including the Resident.<br />

If alcohol is served, additional rates will<br />

apply:<br />

A contract must be entered into between<br />

S.E.A.L. Security Solutions, LLC and the responsible<br />

renting party. One courtesy officer<br />

will be required for a minimum of 4 hours at<br />

$32/hr. + tax. Resident must contact S.E.A.L.<br />

Security Solutions, LLC at 713-979-2388 to<br />

schedule security services for the event 2<br />

weeks in advance. Payment will need to be<br />

collected no later than 7 days prior to the<br />

event.<br />

All persons must vacate the Facility no later<br />

than 11:45 PM.<br />

Please allow a minimum of one week prior to<br />

event for approval of contract by the Board of<br />

Directors. More time is required for processing<br />

and scheduling if alcohol is to be served.<br />

will only be granted entry if the resident<br />

answers and confirms entry.<br />

Contractors:<br />

The Gate House Officer will record the following<br />

information:<br />

1. Name and address of service provider as<br />

well as personnel (valid driver’s license or<br />

state ID)<br />

2. Reason for visit<br />

3. License Plate<br />

If the Resident has opted to be notified by<br />

phone before contractors are granted entry,<br />

contractors will only be granted entry if the<br />

resident answers and confirms access. Access<br />

for contractors is issued on a day-to-day<br />

basis (must follow above procedures for all<br />

re-entry).<br />

access denials. Failure to comply with these<br />

rules will result in a Criminal Trespassing<br />

Warning (if visitor/contractor). Information<br />

on non-compliance is forwarded to the Board<br />

members for further action (if residents).<br />

S.E.A.L. Officer stationed at the guard house<br />

must remain at the guard house at all times.<br />

Rules of the Road for <strong>Westheimer</strong> <strong>Lakes</strong><br />

and <strong>Westheimer</strong> <strong>Lakes</strong> North<br />

This is a reminder... The operation of motorized vehicles (ATV’s, dirt<br />

bikes, golf carts, etc.) other than mowing equipment on pathways or<br />

trails maintained by the Association or any other Common Area within<br />

the community is not allowed.<br />

According to the Texas department of public safety:<br />

• ATV’s are not allowed on a street and an operator crossing a street<br />

must have a valid driver’s license.<br />

• Golf carts are not allowed to be operated on any roadways, sidewalks<br />

or common areas. This includes the Rec Center, SplashPad, lake areas<br />

and playgrounds.<br />

• Mopeds and motor assisted scooters are treated as regular bicycles.<br />

All vehicles used on roads must obey traffic laws including stop signs<br />

and speed limits. For additional information on this subject, go to www.<br />

Board Approved Committees and Descriptions<br />

SOCIAL COMMITTEE<br />

Assist the community in creating, implementing and supporting events<br />

and activities. These events include, “Egg”stravaganza, Cookies with<br />

Santa and more!<br />

LANDSCAPE COMMITTEE<br />

The primary role is to support a social club for landscaping ideas, also<br />

known as the Garden Club. They are responsible for inviting horticulture<br />

guest speakers for community events and sharing a general interest in<br />

landscaping. They also assist with the Holiday Decoration Yard Contest.<br />

COMMUNICATIONS COMMITTEE<br />

To assist the community in creating, implementing and supporting<br />

communication efforts including the newsletter, intranet and section<br />

leaders and block captains. They also assist with the Holiday Decoration<br />

Yard Contest.<br />

TRAFFIC/SAFETY COMMITTEE<br />

Assists with safety and awareness within the community, making recommendations<br />

to the Board for placement of stop signs and speed humps.<br />

ADOPT A SCHOOL COMMITTEE<br />

Provides recommendations to the Board of Directors for the donation of<br />

AAS funds to the schools within that community for educational school<br />

items, such as computers, library books, etc. These funds also may be<br />

allotted for enhancements within the community such as sidewalks,<br />

playground areas or other improvements that will benefit the students<br />

of the community.<br />

If each person did their own part (around the<br />

outside of their home including their little<br />

stretch of street in front of their house), what<br />

a better place this would be to live!<br />

A clean environment/neighborhood makes<br />

people feel good about themselves. They<br />

BASKETBALL GOALS<br />

Basketball is a fun sport that many like to<br />

play. As a reminder, please make sure that<br />

all basketball goals are kept in an upright<br />

position in your driveway. Basketball goals<br />

should not be left in the street at anytime or<br />

left on the side of your home when not in use.<br />

Leaving Basketball goals in the street can be<br />

a nuisance to drivers in the community and<br />

a hazard should there be a need for an emergency<br />

vehicle to gain access to your street.<br />

Please note this is also a violation of deed<br />

restrictions and if you receive violation letters<br />

regarding this matter you could be sent to<br />

the attorney and be liable for those charges.<br />

UNWANTED SOLICITORS<br />

NO SOLICITING signs are posted throughout<br />

the entrances of the community. If this continues<br />

to be a growing issue at your residence<br />

and would like to place a NO SOLICITING sign<br />

in your yard, you may certainly do so. Please<br />

be sure that the sign is placed by your front<br />

door and place only (1) sign at your home.<br />

If you feel in danger and think the solicitor<br />

will be in the community long enough to call<br />

the authorities, we suggest you call the local<br />

Police Department.<br />

Please help us keep our community beautiful<br />

or hitting the barrier arm causes costly<br />

and unnecesary repairs to the Association.<br />

If there is a car in front of you, please remain<br />

at the stop sign until the car has gone through<br />

the arm and the arm is closed. The barrier<br />

arm closes after each vehicle every time.<br />

and gates will close at night. The gated<br />

areas may be accessed three (3) ways; with EZ<br />

may dial the home code on the telephone 10<br />

key pad. If someone is home to answer, access<br />

may then be granted. If you experience difficulty,<br />

the gate attendant’s office may be called by<br />

In the event the gates do not open, please<br />

call the gate attendant and they can open<br />

the gate during the evening hours of 7:30<br />

PM until 5 AM. Report all gate malfunctions<br />

with your name, phone number and a brief<br />

description of the situation. The gate repairs<br />

BEAT THE HEAT<br />

There’s a lot to do when the weather is right: family picnics, working on your tan<br />

at the beach, a homerun derby on the softball field, endless hours on the golf<br />

course or lounging in your backyard hammock. Unfortunately, too much fun in the<br />

sun can be dangerous. Excessive heat exposure can cause dehydration, which in<br />

turn can cause dangerous conditions like heat cramps, heat exhaustion and heat<br />

WHAT TO WEAR: The way you dress can go a long way towards keeping you<br />

comfortable when you’re outside in the heat. Make sure you bring:<br />

Light-Colored Clothes: The white linen shirt every male movie star wears on the<br />

beach isn’t just fashionably conscious; it’s also intelligent for hot, sunny days.<br />

Dark clothing absorbs more heat and tight clothes don’t let sweat - your body’s<br />

natural cooling system - evaporate.<br />

Sunglasses: Sunglasses are chic and functional. They prevent harmful ultraviolet<br />

(UV) rays from scorching your corneas and protect your eyes for many more<br />

summers to come. Choose sunglasses that block 90 to 100 percent of UV rays.<br />

Hats: Unlike 8-inch high heels at the beach, a hat is smart summer fashion.<br />

Throwing on a wide-brimmed hat prevents UV rays from hitting the sensitive spots<br />

on your face and keeps your skin looking young and wrinkle-free.<br />

Sunscreen: Nothing knocks good days off a summer calendar like a nasty sunburn.<br />

When outdoors, use sunscreen with an SPF rating of at least 15. Use a higher-rated,<br />

waterproof sunscreen if you’ll be poolside or out on the beach. Don’t forget to<br />

cover areas that burn easily: nose, ears, shoulders and back of the neck.<br />

Lip Balm: Just like sunscreen protects the rest of your skin, a lip balm with SPF<br />

protection blocks out the sun and keeps in moisture for your lips. Perfect for a day<br />

on the lake.<br />

HOW TO STAY HYDRATED: The heat makes you sweat, which cools you down, but<br />

that also means you’re constantly losing fluid. Here’s how to stay hydrated:<br />

Water: Don’t wait until you’re thirsty! Drink water throughout the day to prevent<br />

dehydration or over exhaustion. Use the color of your urine to guide if you’re<br />

hydrated enough - the clearer the better.<br />

Juice: All natural juice without added sugar not only provides hydration but also<br />

important nutrients to keep you active in hot weather. Check the label on the juice<br />

bottle and make sure it says “100 percent juice with no sugar added.”<br />

Avoid Alcohol and Caffeine: While an ice cold cocktail - complete with a little<br />

paper umbrella - might sound good on the beach, it won’t be as refreshing to your<br />

body. That’s because alcohol only dehydrates you more. If you can’t barbecue<br />

without a brew, drink a bottle of water between each alcoholic beverage to stay<br />

hydrated.<br />

Like alcohol, caffeine sucks the moisture out of you. On hot days, avoid it as much<br />

as possible, especially when combined with alcohol.<br />

WHAT TO EAT: The food you eat can also help you stay cool. Try adjusting your<br />

diet so that it includes: Fruits and Vegetables - Fruits and vegetables are easy to<br />

digest and often high in water content. Salads and other dishes rich in seasonal<br />

produce will keep you feeling light and hydrated. Spicy Foods m- Popular in warm<br />

climates, the tingling feeling and accompanying sweat caused by spicy foods has<br />

a purpose; the sweat actually cools your body down. Low-Fat Meats - Fat takes<br />

longer for your body to digest and carries a higher salt content, which can add<br />

extra strain on your body when you need it maximized for efficiency.<br />

During the winter, you can save energy by setting your thermostat to<br />

68 degrees when you’re at home and awake and using lower settings<br />

when you’re away or asleep. This will help your furnace not to run<br />

In the summer, on the other hand, set your thermostat to 78 degrees if<br />

you can and use ceiling or portable fans. Fans move the air and make<br />

the room feel four to six degrees cooler and use much less energy than<br />

the air conditioner. Remember, setting your thermostat to a lower<br />

temperature than normal will not cool your home faster!<br />

• Choose the RIGHT thermostat:<br />

Choosing the right energy star qualified programmable thermostat can<br />

deliver savings without sacrificing comfort. A programmable thermostat<br />

helps your house to never get too cold or too hot. When properly<br />

programmed, these thermostats can save up to 15% in cooling costs.<br />

If you don’t have a programmable thermostat, don’t worry! You can<br />

manually adjust the temperature on your air conditioner to the recommended<br />

temperatures.<br />

• CLEAN or REPLACE your HVAC system’s air filter:<br />

Air filters remove dust and allergens from the air before returning it to<br />

your rooms through your A/C unit, so it is a critical component of the<br />

system. Unfortunately, they can often become clogged with dust and<br />

debris and eventually block the free flow of air, reducing the system’s<br />

efficiency. Remember that dirty filters are the number one reason most<br />

HVAC systems begin to operate inefficiently.<br />

A dirty air filter uses more energy than a new clean one, which means<br />

a higher electricity bill for you. By keeping your air filter clean and in<br />

good condition, it is estimated that you can save up to 15% on utility<br />

costs. It is recommended that you check your filter’s condition and<br />

change it once a month, especially if you run your unit six months a<br />

year to year-round, if you have pets or if you have a large family. More<br />

activity means more household dust, dirt and debris.<br />

• INSPECT your HVAC system:<br />

Make sure you service your unit at least once a year and head off costly<br />

problems. This sort of evaluation is best left to the professional, unless<br />

the homeowner has had the appropriate training. A furnace/HVAC unit<br />

contains moving parts so it is important that belts are not cracked,<br />

ventilation ductwork is not cracked or rusted and components, such<br />

as coils and fans are adequately lubricated.<br />

With a clean, inspected A/C system you will preserve energy, lowering<br />

your utility bills and cooling your home efficiently.<br />

For the second year in a row, Katy ISD’s Volunteers in Public Schools<br />

(VIPS) program reached an unparalleled milestone by donating an<br />

extraordinary 1,056,073 hours to the district’s students and staff.<br />

Although the number is impressive unto itself, the greater impact<br />

lies in the thousands of personal stories it reflects. Each one of those<br />

million+ hours represent a person who lovingly donated the gift of<br />

time to better the lives of our children.<br />

ST. JOHN XXIII COLLEGE PREPARATORY BAND EARNS SWEEPSTAKES AWARD AT TAPPS<br />

The St. John XXIII College Preparatory band earned a Sweepstakes Award at the TAPPS State Concert and Sight Reading Contest held in<br />

Temple, Texas on April 21 st . The band, under the direction of Mrs. Wendy Elko, received a Superior rating on stage and a Superior Rating in<br />

sight reading, which qualified them for the award. Tying with Beaumont Monsignor Kelly High School, the band also placed second in the<br />

6A category, making the results even sweeter with this all-time top honor for the band at the state contest.<br />

Each school performs from a prescribed music list in front of a panel of judges, who rate their performance between I (Superior) and V<br />

(Poor). In TAPPS 6A on stage, bands are awarded points based on the difficulty of the music along with the judges’ rating and only receive<br />

points for Superior ratings. Following the stage portion, the bands must play a piece they have never seen before in front of a second panel<br />

of judges, with only a 10-minute verbal instruction period by the band director. Again, only a Superior rating is awarded points.<br />

St. John’s band earned 110 points for their stage portion, 50 points for their sight reading portion and 25 points as Sweepstakes winners<br />

for a total of 185 points, tying them for second place with Beaumont Kelly. This is a great accomplishment for our band program and bodes<br />

well for the future of the music program at St. John XXIII.<br />

ST. JOHN XXIII COLLEGE PREPARATORY STUDENTS LEARN HOW TO BE STREET SMART<br />

St. John XXIII College Preparatory hosted members<br />

of Stay Alive From Education (S.A.F.E) at their<br />

campus recently to present Street Smart. S.A.F.E is<br />

a non-profit organization sponsored by Silver Eagle<br />

distributors and Anheuser-Busch that is dedicated<br />

to making young adults aware of the dangers of<br />

driving under the influence of alcohol or drugs,<br />

texting while driving, not wearing seat belts and the<br />

trauma associated with these dangers. Taught by<br />

certified paramedics, Street Smart helps audiences<br />

better understand the consequences of their<br />

actions and in turn, aims to reduce the number of<br />

accidents and fatalities each year.<br />

The Street Smart program took the students into<br />

the real-life drama experienced by firefighter/<br />

paramedics as they work to save the lives of<br />

individuals who have made poor choices when<br />

it comes to drinking or using drugs, texting and<br />

driving or the non-compliance of seat belts.<br />

Featuring photos and descriptions of real-life<br />

trauma incidents during the presentation, the<br />

paramedics led a discussion on the importance of<br />

students making responsible decisions concerning<br />

their safety. Rather than a lecture, Street Smart offered a real-life view<br />

of their options. Throughout the presentation, the paramedics asked<br />

the students questions that caused them to think honestly about<br />

choices to be made and emphasized the lasting trauma that can occur<br />

from not wearing seat belts or from distracted/impaired driving.<br />

ST. JOHN XXIII COLLEGE PREPARATORY ANNOUNCES<br />

VALEDICTORIAN AND SALUTATORIAN FOR <strong>2017</strong><br />

St. John XXIII College Preparatory named the Valedictorian and<br />

Salutatorian for <strong>2017</strong>. Valedictorian is Benjamin James Rehfeld and<br />

Salutatorian is Madison Ann Deane.<br />

SJ23 VALEDICTORIAN <strong>2017</strong><br />

Benjamin J. Rehfeld will be attending the University of Texas in Austin<br />

in the fall, planning to major in computer science. During his time at<br />

St. John XXIII College Preparatory, Benjamin was a 3-year captain<br />

of the varsity swim team and member of the golf team, was active in<br />

many student organizations such as Student Senate, Mu Alpha Theta,<br />

National Honor Society and National Science Honor Society and served<br />

as a House Captain, Link Crew Leader and Lion Ambassador. He has<br />

worked in various charitable endeavors such as volunteering at the<br />

iCan Bike Camp the last two years, visiting with residents of the Cinco<br />

Ranch Alzheimer’s Special Care Center, volunteering at the Brookwood<br />

Community and serving as a Conquest Catholic youth mentor. Benjamin<br />

plans to pursue a career in the computer science industry and hopes<br />

to be hired by one of the top technology corporations as a software<br />

engineer upon graduation. He is the son of James and Alicia Rehfeld.<br />

SUMMER READING CLUBS “Build a Better World” - May 29-August 31, <strong>2017</strong><br />

Fort Bend County Libraries presents special reading clubs during the summer to encourage reading among people of all ages. Library programs<br />

and activities continue through <strong>July</strong> 29 th . There is no charge to join the Summer Reading Clubs (SRC) and they are open to everyone,<br />

regardless of the county of residence. Participants may register at any Fort Bend County library or they may register online by going to the<br />

FBCL website (www.fortbend.lib.tx.us) and clicking on the “SRC Sign-Up” image. When the online registration form has been completed,<br />

readers will then have their own online page on which to record their books or reading time. Prizes must be collected from the “primary<br />

library of use” that the reader indicated on the registration form. The last day to pick up awards is August 31 st . The Summer Reading Clubs<br />

are sponsored by Fort Bend County Libraries, the Friends organizations that support the county library system and the Collaborative Summer<br />

Library Program, a consortium of states working together to provide high-quality children’s summer-reading program materials for<br />

public libraries.<br />

SUMMER READING CLUB FOR CHILDREN<br />

Children from infancy through elementary school-age are invited to come to the library to read a lot of great books, see some exciting<br />

programs and join in some fun activities to kick off a great summer! Children are encouraged to read or listen to as many books as they can<br />

and they will earn rewards based on the total number of books they read or have read to them. For the first five books read, the child will<br />

receive a bookmark. The rewards continue with a certificate for 10 books, a pencil for 15 books and a reading trophy for the first 20 books<br />

read. For every 20 books read, the participant’s name will also be written on a picture of a builder’s block to be displayed in that branch<br />

library. The names of participants will be entered into a drawing for gift cards from area stores that will be awarded to several lucky readers<br />

of 20 books or more, in a drawing scheduled in August at each library location.<br />

MIDDLE SCHOOL SUMMER CHALLENGE<br />

Area youth in grades 6 th -8 th can participate in the SRC by logging online the time they spend reading. Kids are encouraged to read as many<br />

books as they can and they will earn rewards based on the total amount of time they spend reading. For the first 10 hours (600 minutes) of<br />

reading, each reader will receive a mystery prize. Upon completion of 20 hours (1200 minutes) of reading, readers will receive a trophy. The<br />

names of participants who complete 20 or more hours of reading will be entered into a drawing for a $25-gift card that will be awarded to<br />

one lucky reader at each branch library in a drawing that will take place in August.<br />

SUMMER READING CLUB FOR TEENS & ADULTS<br />

Adults of all ages, including young adults in high school, may participate in the YA & Adult SRC by reading books and participating in optional<br />

weekly “challenges” that can be completed individually at home online. Completing the weekly challenges will gain readers additional<br />

entries for the monthly drawings for an FBCL stainless steel insulated bottle. The monthly drawings will take place at the ends of June and<br />

<strong>July</strong> at each branch library for readers who log in and record their reading each week. All YA and adult readers who complete the goal of<br />

reading five books will earn a dual highlighter/pen. In addition, the names of participants who complete at least five books will be entered<br />

into a drawing for a $25-gift card that will be awarded to one lucky reader at each branch library in a drawing that will take place at the end<br />

of <strong>July</strong>. An ultimate grand prize will be awarded to one lucky reader in the library system. Participants in the YA/Adult Summer Reading<br />

Club who complete the program by reading five books will be entered into a drawing for a 16 GB Fire HD 8 tablet with a red case, which will<br />

be awarded to one winner in the library system on <strong>July</strong> 31 st . The last day to pick up awards is August 5 th .<br />

music, fireworks and fanfare on Buffalo Bayou, Houston’s signature<br />

activities and stunning pyrotechnics Tuesday, <strong>July</strong> 4 th from 4 PM-10<br />

PM. For the first time in the event’s history, the celebration will kick<br />

off with a patriotic tribute by United States Air Force Band of the<br />

West. Grammy-nominated and CMA-winning artist, HUNTER HAYES<br />

will follow before multi-platinum selling, 2016 MTV Video Music<br />

Award-winning DNCE takes the stage. As is tradition, the evening<br />

will conclude with a spectacular blast of fireworks thanks to CITGO<br />

SCHOOL’S OUT - CAN WE HAVE A PET?<br />

Summer is here, children are out of school<br />

and may need a project. What better time to<br />

get involved with a rescue group and help a<br />

dog or cat in need? That’s what fostering an<br />

animal is all about. Fostering is an important<br />

step in the transition from shelter/street to<br />

“happy ever after.” Loving Arms Pet Placement<br />

is a foster-based rescue for dogs and cats and<br />

is always in need of foster families.<br />

There is a lot more to fostering than providing<br />

food, water and a safe place to sleep. To<br />

attract potential adopters, the animal must<br />

be people friendly. Include the animal in<br />

know them as individuals so you can share<br />

personality traits, likes/dislikes, anecdotes.<br />

It may not be a fabulous way to walk, but<br />

please have courtesy to please scoop when<br />

your pet poops during your walks. Throughout<br />

the community trails, you will find areas to toss<br />

your pet’s poopage and in some areas, there<br />

are also bags. Carry your own grocery bags -<br />

you’ll be recycling at the same time! Many of<br />

your neighbors work hard with their lawncare<br />

and landscaping. Come with a scooper and a<br />

recycled grocery bag or anything else. Picking<br />

up after your pets shows your respect for every<br />

homeowner and our beautiful community. Pet<br />

feces damages lawns and many residents are<br />

working hard to maintaining their grass!<br />

FT. BEND COUNTY LEASH LAW<br />

Animals that are not properly restrained pose<br />

a threat to all our residents. While you may<br />

know your pet is friendly, an animal running<br />

at someone who is walking by is very scary<br />

for that person. Many children are afraid<br />

of animals and become frightened, which<br />

could result in the child getting hurt trying<br />

to avoid the animal. Although most dog bites<br />

occur on the property where the dog lives,<br />

unrestrained or free-roaming dogs do pose a<br />

threat to the public. In addition, unrestrained<br />

animals are at increased risk of being bitten<br />

by rabies-infected wildlife.<br />

“LEASH LAW” INFORMATION<br />

Animal control authorities are permitted to<br />

enter your Property to patrol and remove<br />

pets. Pets must be registered, licensed and<br />

inoculated as required by law.<br />

As a dog owner, you are responsible for the<br />

control of your dog. If your dog is one that<br />

‘makes objectionable noise,’ you must make<br />

every effort to respect your Neighbor’s right<br />

to their ‘peace and quiet.’<br />

When your dog is not in your yard, it is imperative<br />

that you keep your dog on a leash<br />

at all times. While your dog is friendly to you<br />

and your family, imagine the consequences<br />

if it were to harm someone while it was<br />

‘roaming free.’<br />

Please respect other resident’s right to walk<br />

the common area ground without fear of<br />

attack from an unleashed dog.<br />

Laws are written to ensure that owned animals<br />

are confined to their property or kept on<br />

a leash to free a community of unrestrained<br />

and free-roaming animals. Although most<br />

dog bites occur on the property where the<br />

dog lives, unrestrained or free-roaming dogs<br />

do pose a substantial threat to the public. In<br />

addition, unrestrained animals are at<br />

increased risk of being bitten by rabies infected<br />

wildlife. Enforcement of restraint laws<br />

is essential in enhancing the animal control<br />

program’s efforts to reduce the risk of rabies<br />

in our community.<br />

LICENSING OF DOGS AND CATS<br />

The primary benefit of licensing animals<br />

is identification,<br />

should that animal become lost.<br />

Licensing also:<br />

• Ensures that rabies vaccination are current.<br />

• Allows for quick identification in case of<br />

a bite incident.<br />

• Provides revenue to offset the administra<br />

tion costs of the animal control program.<br />

VACCINATION<br />

Rabies vaccinations are a prerequisite for<br />

licensing dogs and cats because they are an<br />

important control measure for the public<br />

health threat of rabies. In addition to protecting<br />

pets, rabies vaccinations provide a barrier<br />

between infected wild animals and humans.<br />

PREVENT EXCESSIVE BARKING!<br />

Dogs left alone all day get lonely, bored and<br />

restless. Many find relief in barking. Some respond<br />

noisily to any and all activity. Nothing<br />

is as annoying as incessant barking-even for<br />

dog lovers. If your dog is a yapper or a yowler,<br />

please consider some of these bark-abatement<br />

ideas to keep the noise down in your<br />

area. Your neighbors will thank you!<br />

• Training. Training not only helps your dog,<br />

you’ll be surprised how much it helps you,<br />

too. You may get some insight into why your<br />

dog barks so much, or what it is trying to<br />

communicate.<br />

• Citronella collars.<br />

• Confinement. Sometimes simply bringing<br />

an outspoken dog indoors or confining it<br />

to a crate cuts down on the disturbance to<br />

neighbors.<br />

• For inside dogs, reduce stimulus. Close<br />

drapes to help muffle street noise, or leave<br />

a radio on to mask it.<br />

• Companionship. Dogs are pack animals;<br />

they need companionship-a cat, bird or<br />

another dog. Consider a mid-day visit from<br />

a pet-sitting service or drop your pooch off<br />

at a friend’s place or a day-care facility once<br />

or twice a week.<br />

FRIED CHICKEN<br />

You could make this on National Fried Chicken Day <strong>July</strong> 6 th !<br />

INGREDIENTS:<br />

2 to 3 pounds chicken, cut into pieces 3 cups all-purpose flour<br />

5 tbsp. seasoned salt 3 tbsp. garlic powder<br />

Salt and pepper to taste<br />

4 eggs, beaten<br />

Vegetable oil for frying<br />

DIRECTIONS:<br />

In a shallow plate or bowl, mix the flour, seasoned salt, garlic powder, salt and<br />

pepper. Roll or shake the chicken pieces in the flour mixture and place on a<br />

platter. Then dip each chicken piece in the egg and roll again in flour mixture.<br />

Heat oil in a deep-fryer or large skillet to 375 degrees F (190 degrees C). Fry<br />

coated chicken pieces in hot oil for about 5 minutes on each side. Cover skillet<br />

and cook on lower heat for about 10 minutes. Remove cover, turn up heat and<br />

fry for 5 minutes on each side to make chicken crispy. Chicken is done when<br />

it is no longer pink inside and its juices run clear. Drain fried chicken on paper<br />

EASY CHOCOLATE ICE CREAM<br />

INGREDIENTS:<br />

1 (14 ounce) can sweetened condensed milk<br />

2/3 cup chocolate syrup<br />

2 cups heavy cream<br />

DIRECTIONS:<br />

Line a 9x5 inch loaf pan with aluminum foil. In a large bowl, stir together<br />

condensed milk and chocolate syrup until color is even. In a separate bowl,<br />

whip cream until stiff peaks form. Fold cream into chocolate mixture and<br />

pour all into prepared pan. Cover and freeze 6 hours, until firm.<br />

PEANUT BUTTER CUP ICE CREAM<br />

INGREDIENTS:<br />

¼ cup sugar<br />

3 eggs<br />

1 cup whole milk ¾ cup peanut butter<br />

¾ cup sweetened condensed milk ½ cup half-and-half cream<br />

2 tsp. vanilla extract<br />

12 miniature peanut butter cups, chopped<br />

DIRECTIONS:<br />

In a medium bowl, beat the sugar and eggs with an electric mixer until thick,<br />

about 3 minutes. Set aside. Pour milk into a small saucepan and bring to<br />

a simmer over low heat. Gradually drizzle the hot milk into the eggs while<br />

whisking vigorously. Then pour the whole mixture into the saucepan. Cook<br />

over low heat, stirring constantly, until thick enough to coat the back of a<br />

metal spoon. Do not boil.<br />

Remove from heat, and whisk in peanut butter. Allow to cool slightly, then whisk<br />

in the sweetened condensed milk, half-and-half and vanilla. Cover and refrigerate<br />

until chilled. Pour the mixture into an ice cream maker and freeze according to the<br />

manufacturer’s instructions. Fold in peanut butter cups when mixture is still soft,<br />
