Mokena Community Park District Board of Commissioners
Split votes mark construction change orders
Tim Carroll, Editor
Conversation over construction
change requests
submitted to the Mokena
Community Park District
Board of Commissioners was
sometimes contentious.
In a series of split votes
during the regularly scheduled
June 27 meeting,
though, commissioners voted
to approve five change requests
on construction at The
Oaks Recreation & Fitness
Center and Yunker Farm,
which totaled $32,055.13. A
sixth change order did not
gain board approval.
Among the orders were
requests for $2,182.16 to
replace a damaged underground
electrical feed for
parking lot lights; a combined
$14,457.30 to install
plastic and enclose the lobby
area in The Oaks expansion
and board up all the doors;
$2,958.84 to fix a plumbing
error at the new splash pad;
$9,682.47 to move excess
soil; and $5,733.20 to patch
asphalt for a new curb.
Vice President John Olivieri
asked why Henry Bros.
Co., the construction manager
on the project, did not foresee
that enclosing the lobby
and boarding up the doors
would be necessary when
they submitted their bid.
“The original schedule was
they weren’t going to be in
winter conditions, so they
didn’t need to enclose it,”
said Scott Piper, vice president
of SPM Architects, Inc.
Park district Executive
Director Mike Selep said
discussion of enclosing the
lobby occurred early on, and
Piper said the invoicing was
late.
In another request, the barrel
fill at the splash pad was
installed on a different water
line than the rest of the implements,
Piper said. Secretary
Dennis Bagdon asked where
the project manager was, and
Olivieri voiced his displeasure.
“Stan [Jagielski, Henry
Bros.’ senior vice president
of project management] told
us [at the June 13 Park Board
workshop] all they do is coordinate,”
Olivieri said. “Apparently,
they didn’t coordinate
this.”
Piper said they did coordinate
it and got the barrel installed,
but they “didn’t get it
installed for free.”
Board President Lana
Graser said she was pleased
that the construction was
nearing its end, and she said
she hoped to put it in the park
district’s past.
“I’m disheartened by some
of the many, many reasons
why we are spending more
than I feel we should of our
taxpayers’ money, but I don’t
want to dwell on that now,”
Graser said. “I just want to
move on and get these approved
and get done with this
and get everybody out of our
hair and move on and get our
programs going.”
Votes to pay for the repair
of the electrical feed and
move the excess soil were approved
by 7-0 margins; votes
to pay for the installation of
plastic and board doors during
the winter months were
approved by 5-1 votes, with
commissioners voted
to approve payment for asphalt
paving by a 5-0 vote,
with Bagdon and Olivieri abstaining;
and payment for the
extra water line at the splash
pad did not pass by a margin
of 3-2, with Commissioners
Jeff Apel and Bagdon voting
against the measure and Olivieri
and Commissioner Kevin
Brogan abstaining. In order
to pass, the measure would
have had to earn a minimum
of four positive votes.
Apel, Bagdon and Olivieri
declined to comment on why
they abstained or entered
negative votes.
“I’ve been advised by
[park district attorney John
O’Driscoll] to not comment
on votes,” Olivieri said after
the meeting.
Brogan said the water
line error should have been
caught.
“Any common-sense person
should’ve known that
you’ve got to run a piece
of pipe to a water feature,”
Brogan said, though he said
it was likely to be approved
at a later date, after the board
gets clarification on who was
at fault for the error.
Selep said after the meeting
that he will take a look at
the water line expense with
the construction manager to
see if it can be absorbed by
minimizing another portion
of the project. He said that
may be difficult, because
most of the rest of construction
is complete, and he said
