Afera has enjoyed a successful summer and fall, most recently with the holding of its 47 th<br />
Annual Conference in Dublin. I am pleased to report that this was one of the most successful<br />
Conferences ever with the highest attendance of active members in eight years. The<br />
Committee meetings, General Assembly, lecture programme and social programme ran<br />
smoothly and efficiently and received especially high ratings in this year’s participant survey.<br />
In this issue of Afera News, you will find a review of the Annual Conference highlighting the<br />
12 presentations of the working programme (pages 7-9).<br />
Regarding Afera’s publications, I am pleased to note that the 2004 edition of the Afera Test<br />
Methods Manual has been mailed to all Afera members. Publication of the second edition of<br />
the European Specialty Tape Market & End-User Survey is set <strong>for</strong> the second quarter of <strong>2005</strong>.<br />
The Marketing Committee has been working closely with the market analyst to fine-tune the<br />
survey process and to map out the path <strong>for</strong>ward <strong>for</strong> the unique body of research (see page 5).<br />
Most importantly, MC Chairman Eric Pass would like to emphasise that a high quality <strong>2005</strong><br />
edition can only be assured by a high rate of participation of Afera members in the survey.<br />
An independent agency commissioned by Afera, EIM-Stratus, distributed a membership satisfaction<br />
questionnaire via email to Afera’s entire membership on 8 th October 2004. I would<br />
like to stress that participation in the confidential membership survey is invaluable to Afera’s<br />
Steering Committee’s ability to anticipate the requirements of members and to initiate strategies<br />
that aim to enhance member satisfaction. Please help us help you by taking a moment to<br />
click through and fill out the questionnaire.<br />
In a positive move <strong>for</strong> the future of Afera’s membership, the SC agreed unanimously to extend<br />
the privileges of Afera’s ‘Other Participants’ category to include attendance of the Annual<br />
Conference along with a few other benefits. I am confident that this will ensure that Afera<br />
remains the leading European umbrella association representing the complete range of interests<br />
of the self adhesive tape industry. For more commentary on this issue, please see “New<br />
Strategy Proposal <strong>2005</strong>-<strong>2008</strong> <strong>for</strong> Afera,” page 5.<br />
Afera’s Technical Committee is gearing up once again up to host the 2 nd Tape College on 7 th -<br />
8 th April <strong>2005</strong>. This event is intended to build upon the immense success of Afera’s 1 st Tape<br />
College held in March 2004 and will be tuned to suit a growing audience including converters,<br />
distributors and end-users (see page 4).<br />
The TC, following its success in coordinating the harmonisation of European test methods<br />
with those of the US and Japan, will be focusing more intently on environmental regulatory<br />
issues in the future.<br />
I would like to welcome Mr. Eric Pass of Nitto Europe as the <strong>new</strong> Chairman of the Marketing<br />
Committee, replacing Harald Werner of Lohmann, as well as two <strong>new</strong> members of the MC:<br />
Mr. J. Webb of 3M UK and Mr. J. Busch of Lohmann Germany.<br />
It has come to my attention that un<strong>for</strong>tunately our colleague, TC member Mr. Herman<br />
Delsiene of Nitto, suffered a severe car accident a short time ago. All of Afera sends him, his<br />
family and co-workers our best wishes <strong>for</strong> a speedy recovery.<br />

To provide its members with another opportunity<br />
to brush up on basic industry knowledge,<br />
Afera’s Technical Committee is gearing up to<br />
host the 2 nd Tape College on 7 th -8 th April<br />
<strong>2005</strong> at the same location, the Marriott Hotel<br />
in the centre of Brussels, Belgium. This event<br />
is intended to build upon the immense success<br />
of Afera’s 1 st Tape College held in March<br />
2004. The first event attracted a wide range of<br />
participants from around the globe <strong>for</strong> a dayand-a-half<br />
of introductory technical lectures<br />
and networking.<br />
Open to all tape industry professionals, the 1 st<br />
Tape College was designed to offer anyone in<br />
the tape business the chance to polish their<br />
fundamental industry knowledge by ‘going to<br />
school’ with the experts, exploring the basics<br />
of design, manufacture, application and testing<br />
with tape industry authorities. Event<br />
capacity was quickly filled with mostly those<br />
from R&D and technical divisions, eager to<br />

learn from and mingle with their tape industry<br />
compatriots.<br />
The 2 nd Tape College programme will be tuned<br />
to suit a growing audience which will include<br />
Afera members; members of affiliated members;<br />
an expanding section of Afera’s registered participant<br />
base, converters; and outside industry<br />
participants including customers of tape manufacturing<br />
companies such as distributors and<br />
end-users. The 2 nd Tape College participant<br />
base will not consist of returning ‘graduates’.<br />
Rather colleagues from graduates’ departments<br />
or other areas of their organisations who require<br />
an introduction to the industry basics are planning<br />
to attend the Tape College <strong>for</strong> the first<br />
time.<br />
The Association is confident that both <strong>new</strong>comers<br />
to the tape industry, as well as those who<br />
want to expand their knowledge and increase<br />
their effectiveness, will benefit from this educational<br />
course. Whether you are affiliated with a<br />
manufacturer, raw material supplier, distributor,<br />
converter, or end-user, this course will provide a<br />
basic overview of the technologies of the PSA<br />
tape industry. R&D, technical service, quality<br />
control, manufacturing and engineering personnel<br />
in particular will greatly benefit from this<br />
course.<br />
The Technical Committee Subgroup responsible<br />
<strong>for</strong> organising the Tape College is working<br />
hard to create a programme line-up <strong>for</strong> the 2 nd<br />
Tape College that will match the <strong>for</strong>mat and<br />
include most of the same speakers as last year’s<br />
event. Highlighted in this year’s programme is a<br />
first-time lecture on surface treatment by Prof.<br />

Dr. Andreas Gross of the prestigious Fraunhofer<br />
Institute, famous <strong>for</strong> its regular adhesive courses.<br />
The Tape College’s curriculum and setting are<br />
so popular because the event is styled after a<br />
university seminar. Participants attend ‘classes’<br />
in an in<strong>for</strong>mal, classroom-style setting. Various<br />
Afera members have been recruited to participate<br />
as ‘professors’, lecturing <strong>for</strong> 45 minutes on<br />
their area of expertise within the tape industry.<br />
The venue floor plan is arranged in a manner<br />
conducive to class participation and active<br />
learning. Participants have the opportunity to<br />
ask questions spontaneously during topic presentations.<br />
Participants experience a genuine sense of completion<br />
at the conclusion of the educational,<br />
13/4-day event when an in<strong>for</strong>mal, Americanstyle<br />
graduation ceremony is held and the ‘graduates’<br />
are individually recognised and awarded<br />
certificates of completion by Afera’s Technical<br />
Committee Chairman and the Secretary<br />
General.<br />
NEW STRATEGY PROPOSAL <strong>2005</strong>-<strong>2008</strong><br />
FOR AFERA<br />
Afera’s structure and goals are subjects of continual<br />
discussion among those active in the<br />
Association.<br />
Recently Afera’s Steering Committee, in cooperation<br />
with the Secretary-General, produced<br />
a first draft of a Strategy Proposal <strong>2005</strong>-<br />
<strong>2008</strong> <strong>for</strong> the Association. The document<br />
identifies Afera’s mission, values, goals, general<br />
<strong>strategy</strong> and stakeholders, and provides a<br />
functional overview to-date and analyses of<br />
SWOT, strategic choice & implementation<br />
and the budget.<br />
The purpose of the draft Strategy Proposal is to<br />
define the framework within which Afera is<br />
best able to represent the European self adhesive<br />
tape industry. The plan illustrates precisely<br />
the areas in which Afera can offer its membership<br />
value <strong>for</strong> its money, as well as the course<br />
which Afera should follow to ensure that member<br />
benefits continue to improve over time.<br />
The plan is also intended to be utilised to shape<br />
resources allocation within the Association.<br />
According to the Steering Committee, the<br />
Strategy Proposal is intended <strong>for</strong> use as an<br />
The Afera Tape College is modelled after Tape<br />
University 101, organised by Afera’s American<br />
counterpart association, the Pressure Sensitive<br />
Tape Council (PSTC), which has offered educational<br />
seminars <strong>for</strong> 26 years. In its continuing<br />
ef<strong>for</strong>t to add value to its membership, Afera has<br />
pinpointed the need to provide such an event<br />
<strong>for</strong> its diverse membership base as well as any<br />
other interested industry professionals.<br />

of tape products and the tape business in general,<br />
and to achieve effective representation as<br />
a body in public affairs initiatives.

The Steering Committee is unanimous in its<br />
agreement that one of Afera’s primary goals<br />
in the intermediate term is to broaden<br />
Afera’s membership base to incorporate all<br />
entities in the tape industry value chain.<br />
This will ensure that Afera remains the leading<br />
European umbrella association representing<br />
the complete range of interests of the self<br />
adhesive tape industry. The goal of broadening<br />
Afera’s membership base would include<br />
the widening of the range of benefits allocated<br />
to Afera’s ‘Other Participants’ category<br />
(e.g. attendance of the Annual Conference).<br />
This move would make joining Afera as an<br />
‘Other Participant’ much more attractive to<br />
certain groups, namely converters.<br />
As essential players in the tape industry supply<br />
chain, converters would play an important<br />
role as ‘Other Participants’ in the Association.<br />
Not only would the exchange of in<strong>for</strong>mation<br />
and experiences on common topics benefit<br />
Afera’s membership, but converters could contribute<br />
to a better understanding of industryand<br />
market dynamics and offer a broader perspective<br />
of the make-up of the supply chain—<br />
not to mention provide additional technical<br />
in<strong>for</strong>mation <strong>for</strong> Afera’s member resources, networking<br />
opportunities <strong>for</strong> all members and<br />
revenue <strong>for</strong> Afera. Association policy-makers<br />
view the objectives of different membership<br />
groups within Afera, such as coaters and converters,<br />
to be similar without necessarily creating<br />
negative competition.<br />
One important factor which will affect the<br />
content of the Strategy Proposal is the outcome<br />
of a membership satisfaction questionnaire<br />
which was distributed electronically to<br />
Afera’s entire membership on 8 th October<br />
2004. The results of the questionnaire will be<br />
evaluated and input directly into the body of<br />
the plan by Afera’s Steering Committee.<br />
Participation in the membership survey is<br />
invaluable to Afera’s Steering Committee’s<br />
ability to anticipate the requirements of members<br />
and to initiate strategies that aim to<br />
enhance member satisfaction. Afera hopes<br />
that valuable input into the mission, goals and<br />
strategies of the Association will be elicited<br />
not only from members of large multinational<br />
companies, but of SMEs as well. Only then<br />
can it claim to truly fulfil its task as the<br />
provider of a plat<strong>for</strong>m <strong>for</strong> industry representation<br />
in an evolving business and regulatory<br />
environment.<br />
The draft Strategy Proposal has been <strong>for</strong>mulated<br />
as a four-year roadmap <strong>for</strong> Afera, to be used<br />
by Afera’s management and Secretariat and<br />
especially <strong>new</strong> committee members to ensure<br />
that Afera’s mission is carried out. The aim is<br />
to update the finalised Strategic Plan on a<br />
yearly basis in order to maximise the<br />
Association’s results <strong>for</strong> the benefit of its<br />
stakeholders. As mentioned above, the<br />
finalised Strategy Plan will be distributed on a<br />
regular basis to all incoming committee members<br />
and administrative staff of Afera, to serve<br />
as a blueprint <strong>for</strong> carrying out the work of<br />
Afera. Finalisation of the plan is anticipated<br />
<strong>for</strong> the fourth quarter of 2004.<br />
THE AFERA MARKET AND END USER STUDY<br />
A <strong>new</strong> edition <strong>for</strong> <strong>2005</strong>... and we need your help please!<br />
The European specialty tape market is very<br />
diverse in its scope, and one of Afera’s core<br />
missions has been to create clarity on market<br />
size and growth rates; on the way the market is<br />
segmented; and on trends and opportunities.<br />
Central to that mission was commissioning<br />
AWA Alexander Watson Associates to<br />
research, analyze, and report on the market –<br />
and the first Afera-sponsored ‘European<br />
Specialty Tape Market and End User Survey ‘<br />
was the result. It has certainly provided the<br />
foundations on which to build a solid profile<br />
of our industry – and now we are beginning<br />
work on the second edition, to be published in<br />
<strong>2005</strong>, which will refine and expand the<br />
achievements of the first edition.<br />
IN THE BEGINNING...<br />
Pioneering research in an undocumented market<br />
is a tough undertaking, and we were aware<br />
when we defined the scope and content of the<br />
study that its success would depend very much<br />
on the commitment of Afera member companies<br />
to supporting the project.<br />
Initial challenges were encountered in the<br />
in<strong>for</strong>mation Afera could provide. In the past,<br />
production statistics had suffered from a low<br />
level of member participation, inaccurate supply-side<br />
data and a lack of demand-side in<strong>for</strong>-<br />
mation, as well as a lack of transparency that<br />
led inevitably in taking a different approach.<br />
The first edition of the study demonstrated<br />
both strengths and weaknesses – but overall<br />
the majority opinion has been that the initiative<br />
was worthwhile – and is worthwhile continuing.<br />
THE FUTURE<br />
The first Afera-sponsored European Specialty<br />
Tape Market and End User Survey demonstrated<br />
clearly to all of us that, as an industry<br />
group, we need to embrace a sense of commitment<br />
and direction if we are all to achieve<br />
future success in our businesses. As suppliers,<br />
we need to focus more on demand-side applications<br />
and markets; to identify and understand<br />
future trends and growth opportunities;<br />
and to understand end users. These are the<br />
key factors that the research <strong>for</strong> the <strong>2005</strong> study<br />
will address on behalf of member companies.<br />
We have defined a structure <strong>for</strong> the <strong>new</strong> study<br />
that will look at:<br />
• Market structure<br />
• Demand characteristics<br />
• Drivers and constraints<br />
• Sourcing trends<br />
• Technologies<br />
• Industry issues<br />
--and the research will span the whole of geographical<br />
Europe, including – <strong>new</strong>ly -- the<br />
eastern European countries. We also plan an<br />
additional evaluation of the significance of the<br />
impact of Asian imports into Europe, and a<br />
<strong>new</strong> focus on trends in adhesives. AWA’s<br />
researchers will also undertake an increased<br />
number of end-user interviews. The major<br />
end-use industry segments <strong>for</strong> specialty tapes<br />
have been identified, and the scope and<br />
methodology of AWA’s research will take<br />
these as its prime reference points.<br />
Now all that remains to ‘get the show on the<br />
road’ is to ensure YOUR commitment as<br />
members to help create a detailed understanding<br />
of our industry so that we can be ready to<br />
identify and benefit from future opportunities<br />
– and find solutions to future threats. Your<br />
input is critical, and we cannot urge you<br />
strongly enough to give time to assisting<br />
AWA in achieving our mission.<br />

AFERA’S 47 TH ANNUAL CONFERENCE IN DUBLIN<br />

Situated in the spirited city of Dublin,<br />
Afera’s 47 th Annual Conference successfully<br />
presented itself once again as the<br />
international meeting place <strong>for</strong> the self<br />
adhesive tape industry. Hosted at The<br />
Westin Dublin from 29 th September – 2 nd<br />
October 2004, the working programme<br />
focused on the collaboration of Afera’s<br />
members and various committees and<br />
included 12 lectures covering the latest<br />
trends in the tape industry.<br />
The Conference had a showing of 125<br />
delegates from 18 countries, including<br />
the US and Japan. Attendance of active<br />
members was the highest in eight years.<br />
In a participant survey conducted at the<br />
end of the event, an overwhelming<br />
majority expressed their great satisfaction<br />
with the high quality and relevance of<br />
lectures, meetings and excursions.<br />
Following the opening of the Conference<br />
by Afera President Emilio Angeli on 30 th<br />
September, Mr. T. O’Malley T.D., an<br />
Irish Minister of State, delivered the first<br />
lecture, covering the subject of<br />
“Development and Economic Outlook in<br />
Ireland.” Mr. O’Malley explained the<br />
opportunities of and threats to the Irish<br />
economy, which has been the fastest<br />
growing European economy over the last<br />
decade. Some of these factors include<br />
increasingly open markets, intensifying<br />
competition, technological development<br />
and a disaggregated value chain.<br />
Second on the working programme agenda<br />
was an update from Afera’s American<br />
counterpart organisation, the PSTC, “the<br />
voice of North American manufacturers<br />
within the global industry.” Presented by<br />
Mr. Dale McSween of Intertape Polymer<br />
Group, Inc. (U.S.A.) and PSTC’s current<br />
president, the lecture focused on a review<br />
of North American industry in terms of<br />
projected economic growth, production<br />
trends, inventories/sales ratios, capacity<br />
utilisation rates in manufacturing,<br />
employment rates and market volume<br />
rates of manufacturers shipments.<br />
Mr. McSween discussed the similarities<br />
between the two organisations: global<br />
memberships, internet communications,<br />
test methods and educational programmes.<br />
Future opportunities <strong>for</strong> cooperation<br />
include working more with<br />
Pacific Rim countries, sharing ‘best practises’,<br />
committee minutes, industry data<br />
and technical- and environmental programmes.<br />
An “Update on the Harmonisation of<br />
Test Methods and the Newly Launched<br />
Afera Test Methods Manual” was the subject<br />
of the third lecture of the series,<br />
given by Mr. P. Lloyd of 3M (U.K.) and a<br />
member of Afera’s Technical Committee.<br />
Mr. Lloyd explained that four globally<br />
harmonised test methods (Peel<br />
Adhesion, Shear Adhesion, Breaking<br />
Strength and Elongation at Break and<br />
Thickness) are the result of Afera’s great<br />
ef<strong>for</strong>ts to co-ordinate European test<br />
methods with those of the US and Japan.<br />
Because of differences in instrument<br />
specifications, the Japanese Adhesive<br />
Tape Manufacturer’s Association<br />
(JATMA) has approved all methods<br />

Afera has entered the fast-track procedure<br />
<strong>for</strong> becoming certified by the ISO,<br />
the duration of which is estimated at 13<br />
months from the point of <strong>for</strong>mal acceptance<br />
of the Association’s working programme<br />
by the ISO chief executive’s<br />
office. The latest edition of the Afera<br />
Test Methods Manual is now available at<br />
Afera’s Secretariat.<br />
A particularly highly-rated presentation<br />
was delivered by Mr. W. Roessing of<br />
ExxonMobil (Germany), covering<br />
“Pressure Sensitive Tape Production in<br />
Europe.” According to Mr. Roessing,<br />
world PSA tape production was estimated<br />
at around 21 billion square meters in<br />
2003, an increase of 4% compared to<br />
that of 2002. Japan was the production<br />
leader with 7 billion square meters and<br />
will probably continue to lead in the<br />
near future.<br />
Production in Europe remained flat with<br />
1% growth, reflecting the current economic<br />
situation. Mr. Roessing predicts<br />
that Europe and the Americas are<br />
expected to benefit from the beginnings<br />
of economic recovery and should return<br />
to annual average growth rates of 2-3%<br />
just beyond 2004.<br />
Mr. Roessing identified a number of<br />
important industry trends in his presentation:<br />
Packaging tape in industrialised<br />
regions has almost completed its penetration<br />
into alternative carton sealing systems.<br />
Future growth is expected to be in<br />
line with GDP. In developing countries,<br />
packaging tapes will continue to grow by<br />
capturing market share from alternative<br />
closing systems. Future growth is expected<br />
to exceed that of GDP.<br />

Packaging tape is considered to be a commodity<br />
product with limited opportunities<br />
<strong>for</strong> differentiation; there<strong>for</strong>e, specialty<br />
tape production will remain limited.<br />
Along these lines, Germany, France, the<br />
Benelux, the UK and Japan are focussing<br />
on the production of high margin specialty<br />
tapes primarily <strong>for</strong> industrial applications.<br />
Consumer market growth is<br />
pushing masking tape growth. Lastly, Mr.<br />
Roessing noted that hot melt technology<br />
is globally the growth technology, with<br />
44% of total production volume in 2003.<br />
Dr. David Gagnon of 3M (U.S.A.) and<br />
Mr. A. Thyssen of 3M (Germany) then<br />
delivered an interesting lecture on<br />
“Market Driven Customer Focussed<br />
Innovation.” From the point of view of<br />
3M’s business and technological systems,<br />
Dr. Gagnon outlined the positive results<br />
of driving business using creativity and<br />
innovation to satisfy customer needs.<br />
Firstly, there will be a reduction in<br />
defects rates through better design which<br />
will be based on customer demand.<br />
Ultimately companies will reap better<br />
returns on their investments in creating<br />
and refining products, and they will<br />
accelerate the product development<br />
process.<br />
The subject of the synergies between Six<br />
Sigma and the Horizon Process and their<br />
benefits to customers was the topic of the<br />
last presentation of the first day, presented<br />
by Mr. B. De Dier of Avery Dennison<br />
(Belgium).<br />
The Six Sigma methodology uses data<br />
and statistical analysis to measure and<br />
improve a company’s operational per<strong>for</strong>mance<br />
by identifying and eliminating<br />
‘defects’ in manufacturing and servicerelated<br />
processes. Avery Dennison<br />
developed the in-house initiative scheme<br />
Horizon to research and develop <strong>new</strong><br />
products and meet specific sales targets<br />

within short ranges of time. Both corporate<br />
initiatives address customer needs,<br />
encourage achievement among personnel,<br />
improve productivity, and bring<br />
about innovation through growth and<br />
created opportunities.<br />
In a rapidly developing self adhesive tape<br />
market, how are Afera members affected<br />
in their choice of investment when buying<br />
machinery? This was the topic question<br />
put <strong>for</strong>ward by Mr. Bruce McNeill of<br />
Ghezzi & Annoni (Italy) at the beginning<br />
of the second day of the programme.<br />
In this very popular lecture, Mr. McNeill<br />
stated that Afera members are generally<br />
focusing on specific machinery which will<br />
improve their throughput and production<br />
costs, while ensuring that the quality<br />
level of products must remain high.<br />
Because of various global political and<br />
economic circumstances, Afera member<br />
companies have witnessed price undercutting<br />
and loss of market share to highly<br />
competitive ASIAN producers, as well as<br />
decreased exports to developing countries<br />
with positive economic growth. As<br />
a result there has been little <strong>new</strong> investment<br />
in water based coating lines but<br />
rapid growth in demand <strong>for</strong> hot melt<br />
coating lines. A number of Afera members<br />
have moved a share of their<br />
resources from the production of packaging<br />
tape to other niche products by<br />
investing in specialised machines.<br />
Mr. McNeill suggests that Afera member<br />
companies may regain some competitive<br />
advantage if the dollar regains its<br />
strength against the euro, making<br />
European exports less expensive to the<br />
rest of the world. Presently there is a<br />
tendency of tape companies to reduce<br />
costs through bypassing distributors by<br />
expanding their sales sections to maintain<br />
direct contact with end-users.<br />

While most Afera member companies are<br />
striving to maintain a competitive edge<br />
by investing in the latest technology in<br />
machinery, others have just been optimising<br />
their existing equipment with<br />
minimal investment, waiting <strong>for</strong> better<br />
economic times. Any level of investment<br />
in machinery is aimed at increasing<br />
productivity, increasing automation to<br />
reduce labour costs, creating versatility,<br />
fully integrating production lines and<br />
maintaining the lowest investment costs<br />
possible.<br />
The subject of “EU Environmental<br />
Legislation and PSAs” was the topic of<br />
the next, extremely well-received presentation<br />
delivered by Mr. P. Verspoor of<br />
Sitmae Consultancy (The Netherlands).<br />
Mr. Verspoor began by outlining the hot<br />
environmental subjects <strong>for</strong> the tape<br />
industry: The Packaging and Packaging<br />
Waste (PPW) Directive, the Integrated<br />
Pollution Prevention and Control<br />
(IPPC) Directive and Best Available<br />
Techniques Reference Document<br />
(BREF), and the European Chemicals<br />
Policy (REACH—Registration,<br />
Evaluation and Authorisation of<br />
CHemicals).<br />
The PPW, amended in February 2004, is<br />
aimed at regulating all packaging waste<br />
in the EU and requires producers to meet<br />
specific production and recycling targets<br />
by <strong>2008</strong>. The development of a BREF<br />
<strong>for</strong> the reduction of solvent emissions in<br />
the framework of the IPPC Directive is<br />
underway. The second draft of the document,<br />
including BAT <strong>proposal</strong>s, is due <strong>for</strong><br />
submission to the EC in the autumn of<br />
2004.<br />
CheMI is discussing <strong>new</strong> legislation<br />
which would account <strong>for</strong> the lack of efficiency<br />
of the current proposed REACH<br />
legislation, particularly with relation to<br />
the predicted ‘de-selection’ of specialty<br />
chemicals which will occur under the
<strong>new</strong> registration system. Mr. Verspoor<br />
discussed the un<strong>for</strong>tunate outcomes of<br />
de-selection of chemicals to industry and<br />
the resulting costly, lengthy process of<br />
re<strong>for</strong>mulating preparations, including the<br />
iterative process of ‘trial and error’. This<br />
aspect of REACH alone would be highly<br />
detrimental to the EU economy.<br />
An overview of the survey process and<br />
the second issuance of the European<br />
Specialty Tape Market & End-User Survey<br />
was the following presentation given by<br />
Mr. Corey Reardon of Alexander Watson<br />
Associates (The Netherlands). Mr.<br />
Reardon reviewed the extensive feedback<br />
AWA had received on the first edition of<br />
the study and detailed the methodology,<br />
scope and path <strong>for</strong>ward, content and timing<br />
of the next edition, which is set <strong>for</strong><br />
publication in the second quarter of<br />
<strong>2005</strong>. Mr. Reardon emphasized that the<br />
quality of the next edition of the study<br />
can only be assured by a high rate of participation<br />
in the survey among the Afera<br />
membership.<br />
Next Mrs. Kristine Dhaeze of Avery<br />
Dennison Medical (Belgium) delivered a<br />
highly-rated lecture on PSAs <strong>for</strong> medical<br />
tapes. Mrs. Dhaeze details the basic qualities<br />
of human skin and their relevance<br />
<strong>for</strong> tape per<strong>for</strong>mance, and then she<br />
describes panel and clinical test methods<br />
used to determine skin adhesion.<br />
These tests can prove useful <strong>for</strong> total<br />
product positioning, estimating per<strong>for</strong>mance,<br />
perceived per<strong>for</strong>mance and suitability<br />
<strong>for</strong> specific situations. Mrs.<br />
Dhaeze emphasizes that safety is the first<br />
concern in the development of medical<br />
tape. A key requirement is the monitoring<br />
of (shelf-life) stability and sterilisation<br />
which can affect the physical properties<br />
of tape.<br />
Mrs. Dhaeze reviews the introduction of<br />
<strong>new</strong> materials in medical tapes, specifically<br />
in advanced wound care products.<br />
The extent to which various medical<br />
adhesives are received in professional<br />
markets determines if there will be spinoff<br />
potential in consumer applications.<br />
There has been a shift in focus from pure<br />
fixation of medical adhesives to fixation<br />
with minimal trauma to the skin.<br />
Finally, an important aspect of <strong>for</strong>mulating<br />
medical PSAs is how tapes respond<br />
to ‘good wetting of the skin.’ According<br />
to Mrs. Dhaeze, both occlusive and nonocclusive<br />
tapes must be developed.<br />
“Development Opportunities in the<br />
European Paper, Print & Packaging<br />
Sector” is the topic of the following lecture<br />
delivered by Mr. R. Pollard of<br />
Enterprise Ireland. Mr. Pollard introduces<br />
his semi-governmental organisation<br />
which supports locally controlled<br />
industry and expounded the favourable<br />
climate in Ireland <strong>for</strong> industry.<br />
International co-operation, R&D, technological<br />
innovation, alliances opportunities<br />
with complementary companies or<br />
product lines are the determinants <strong>for</strong><br />
competitiveness of business. Ireland<br />
boasts an environment conducive to<br />
enhancing all of these business factors,<br />
with a favourable tax regime, existing<br />
print and packaging associations, a grip<br />
on emerging technologies and trends,<br />
and already over a thousand companies<br />
which have established themselves and<br />
invested in the country.<br />
An “EU Convergence Update” was the<br />
last item on the working agenda of<br />
Afera’s Annual Conference. Delivered<br />
by Mr. M. Szczurek of ING Financial<br />
Markets (Poland), the lecture covers the<br />
economic risks and opportunities <strong>for</strong> EU<br />
enlargement <strong>for</strong> EU industry.<br />
Mr. Szczurek states that the <strong>new</strong> Europe<br />
has an added a fresh competitive boost of<br />
the E.U. in terms of prices, wages, productivity<br />
and exchange rates, but there<br />
are major challenges <strong>for</strong> the old member<br />
states in the areas of macroeconomic policy<br />
and industrial changes. Mr. Szczurek<br />
also reviews a potentially EU-wide EMU<br />
and concludes that it might not be positive<br />
<strong>for</strong> the euro or the current unre<strong>for</strong>med<br />
countries and industries.<br />

GENERAL ASSEMBLY REPORT 2004<br />
The General Assembly was the first item<br />
on the agenda of the first day of the<br />
Annual Conference, 30 th September<br />
2004. Afera President Emilio Angeli<br />
opened the GA and conducted a vote<br />
which resulted in the approval of the GA<br />
2003 minutes recorded at the Annual<br />
Conference in Istanbul. The current and<br />
future activities of the Committee<br />
Chairmen were presented in turn, as laid<br />
out in the Activities of the Committees<br />
(AC) on page 10.<br />
After a review of the financial balance<br />
sheet of 2003 and the latest estimate <strong>for</strong><br />
2004, the GA gave its approval to the<br />
budget <strong>for</strong> <strong>2005</strong>, as well as to keep membership<br />
fees the same <strong>for</strong> the fourth consecutive<br />
year. The President then called<br />
attention to the composition of the<br />
Steering Committee. The President stated<br />
the SC’s decision to welcome Afera<br />
membership category ‘Other Participants’<br />
to future Annual Conferences (see “New<br />
Strategy Proposal <strong>2005</strong>-<strong>2008</strong> <strong>for</strong> Afera”,<br />
page 5) and concluded with the<br />
announcement of the date and venue of<br />

Within the framework of the environmental<br />
programme according to ISO 14001,<br />
FiberMark Gessner worked consistently on<br />
reducing the odour emissions of the carrier<br />
paper on sticky tapes.<br />
With the help of <strong>new</strong>ly developed raw<br />
materials with less odour FiberMark<br />
Gessner succeeded in making a significant<br />
reduction in the concentration of odour<br />
producing substances. This is not only<br />
good <strong>for</strong> the environment but also more<br />

Goldschmidt adds cationic UV Silicones<br />
to its product range!<br />
Goldschmidt always has been the recognised<br />
expert with core competence in radiation<br />
curable silicones. As a logical consequence,<br />
Goldschmidt now has also included<br />
cationic curing silicone epoxies represented<br />
by the <strong>new</strong> TEGO® RC 1400<br />
Series that are complementary to the existing<br />
silicone acrylates of the 4th generation<br />
(TEGO® RC 700/900 Series). The cationic<br />
product range comprises easy, controlled<br />
and tight release polymers plus an easy<br />
release additive that all come along with<br />
the well known Goldschmidt technical service.<br />
The photo catalyst is supplied in a<br />
proprietary reactive polymer solvent <strong>for</strong><br />
that Goldschmidt has filed a patent. With<br />
1 to 2 % addition of the cationic photo<br />
catalyst, the silicones are ready <strong>for</strong> UV curing.<br />

Market In<strong>for</strong>mation:<br />
Our results, after first year half, are satisfactory<br />
(+5%), but we are really afraid that<br />
market struggles (R.M. dramatic price<br />
increases, lack of base monomers, etc) are<br />
creating tremendous difficulties and lack of<br />
confidence <strong>for</strong> the future.<br />
LOHMANN GMBH & CO KG -<br />
GERMANY<br />
The company Lohmann/Germany has<br />
development a <strong>new</strong> product range. The<br />
Dupiocoll/ Duplotac high per<strong>for</strong>mance<br />
transfer adhesive tapes offer optimal per<strong>for</strong>mance<br />
even under extreme condition. The<br />
pure acrylic adhesive has been designed to<br />
provide a permanent bond even at high<br />
temperatures and its properties include<br />
resistance to extreme chemical exposure.<br />
So the adhesive stands temperatures up to<br />
300 ºC (short term) and up to 220 ºC<br />
(long term). Last but not least <strong>for</strong> this reason<br />
the transfer tapes are qualified <strong>for</strong> the<br />
automotive industry, e.g. <strong>for</strong> the bonding of<br />
brake shims. Other application areas are<br />
the bonding of nameplates, membrane<br />
switches or faceplate panels.<br />

SCAPA UK LTD. – UNITED KINGDOM<br />
SCAPA COMMITS TO CABLE<br />
Scapa Polymerics, global manufacturer of<br />
compounds and tapes <strong>for</strong> the cable industry,<br />
has officially opened its <strong>new</strong> UK production<br />
facility in Ashton-under-lyne,<br />
Greater Manchester. The site provides a<br />
substantial increase in capacity <strong>for</strong> the<br />
manufacture of the company’s leading<br />
Megolon Haalogen-free, fire retardant, low<br />
smoke and fume compounds (LSFOH) and<br />
Megotape cable wrapping range. This is in<br />
line with growing customer demands.<br />
Scapa’s self –amalgamating tapes, used in<br />
cable jointing, have also been transferred<br />
to the larger Ashton facility to improve<br />
process efficiencies.<br />

The <strong>new</strong> plant is a result of Scapa’s decision<br />
to invest £22 million over a six year<br />
period to create a manufacturing ‘centre of<br />
excellence’ <strong>for</strong> cable products. It will also<br />
play host to a state-of-the-art research and<br />
development facility designed to drive<br />
innovations in the cable and wire industry.<br />
Considerable investment has resulted in<br />
the addition of three continuous compounding<br />
plants: a laboratory machine <strong>for</strong><br />
<strong>new</strong> product development, a pilot plant <strong>for</strong><br />
short runs of specialist products and large<br />
production machinery <strong>for</strong> higher volumes.<br />
Manufacturing of Megolon compound in<br />
Ashton, as well as at Scapa’s existing<br />
Manchester premises, will facilitate a significant<br />
increase in production.<br />
Scapa’s Megotape range of cable wrapping<br />
tapes – which include water swellable,<br />
semi-conductive, insulative, fire retardant<br />
and bitumenised tapes – will also be manufactured<br />
at the Ashton plant. A <strong>new</strong> two<br />
metre wide coating machine, as well additional<br />
conversion equipment to ensure slit-<br />
test methods, equipment suppliers and a glossary<br />
of terms, as well as a comparative table<br />
categorising Afera’s test methods and their<br />
corresponding CEN, ISO, ASTM and PSTC<br />
methods.<br />
