Training Reduces Ipswich Insurance Costs
IPSWICH - Ipswich received $27,700 back on its workers compensation and property casualty insurance costs
– applicable toward premiums fiscal year 2018 —thanks to an incentive program offered by the Massachusetts
Interlocal Insurance Association (MIIA), the municipality’s insurance provider. Ipswich earned the credits through
proactive and voluntary participation in loss prevention and risk management activities throughout the year.
Committed to keeping the community safer and fiscally stronger, Ipswich adopted risk management and
safety measures as well as administrative procedures that reduce the risk of accidents and property damage. In
addition, local employees participate in annual training programs that promote effective management and safe
operations. MIIA offers these no-cost programs as a benefit to help member communities reduce their risks as
well as insurance premiums.
The Massachusetts Interlocal Insurance Association (MIIA) is the non-profit insurance arm of the Massachusetts
Municipal Association. As a member-based organization, MIIA’s only focus is to provide excellent service
and quality risk management solutions to Massachusetts municipalities and related public entities. Municipal
insurance its only business, MIIA insures nearly 400 cities, towns, and other public entities in Massachusetts. For
REGIONAL – Fall is such a fun time on the North Shore. There are
football games to watch and long drives to view leaves turning bright
colors.
And thanks to the Essex Heritage Commission, 150 historic, cultural
and natural sites throughout the 500 square miles of Essex County are
open for touring – all for free.
Now in its 16th year, Essex Heritage is producing its Trails & Sails
event over two weekends, Sept. 15 to 17 and 22 to 24.
“It is our mission to knit together the exceptional places of Essex
County, the places that make this area like nowhere else, in a fun way
NEWBURYPORT – This city, which seems to have at least
one art gallery on every street, is about to get a new one.
But this gallery will be different from any other. It will be
outside – or artists might call it an en plein air gallery. It will
feature only 11 paintings. And no matter if you fall in love with
a landscape, river or street scene or the portrait of a striper, you
can’t take any of the paintings home.
The new gallery will be on a 500-foot stretch of fenced
pathway on the second phase of the Clipper City Rail Trail
between Water and Harrison streets. Early next year when the
rail trail expansion opens, joggers, bikers, walkers and parents
pushing strollers will get to see some fascinating paintings by
local artists hanging on the fences along the trail.
You'll "flip" over the digital edition at TheTownCommon.com
Schedule your annual wellness visit with…
that inspires residents and visitors to make
connections between their lives and these
places,” said Annie Harris, Essex Heritage
CEO. “Through programs like Trails &
Sails we are enhancing tourism, building
partnerships, and engaging people of all
ages in sustaining the places that make
this region so unique.”
Essex Heritage is a non-profit
organization that manages the Essex
National Heritage Area and promotes
recreation, education, conservation and
interpretation projects on the North Shore
and Lower Merrimack River Valley.
Its Trails & Sails events include
tours of lighthouses, churches and
cemeteries, including a scavenger hunt in
Georgetown’s Union Cemetery, kayaking
on rivers from the Parker to the Essex, an
interactive tour and wine tasting at the
Mill River Winery in Rowley, a ride on
the Schooner FAME of Salem, a chance
to climb the Gloucester City Hall tower
and walking tours of the famous harbor.
The events range from Amesbury and
Newburyport in the north to Salem
and Lynn in the south to Andover and
Lawrence in the west.
Essex Heritage predicts that more than
5,000 people will participate this year in
Memoirs of an Arabian Princess
Zanzibar is an island nation
resting in the Indian Ocean off
the east coast of Africa, probably
best known in the West as the
birthplace of Queen’s Freddy
Mercury. “Memoirs of an
Arabian Princess from Zanzibar”
is the story of Salamah bint Said,
a sultan’s daughter who fled her
gilded cage. The play offers a
compelling look at 19th-century
Arabic and African royal life.
In it, we return to an era when
Zanzibar was ruled by sultans,
entering a vanished world of
harems, slave-trading, and court
intrigues. After years of exile
in Europe, the former princess
wrote a fascinating memoir
as a legacy for her children.
It is a warm reminiscence of
her island home. Rita Parisi
of Waterfall Productions has
adapted Said’s autobiography
into this compelling one-woman
theatrical presentation. The
show will be presented — one
night only, at 8 p.m. Saturday,
Aug. 26 at The Actors Studio of
Newburyport at the Tannery, 50
Water St., Newburyport. Tickets
are $18 for adults, $15 for students and seniors and can be reserved at
Parker River NWR
Issues 25 Permits for the
2017 Drive-On Fishing Season
Parker River NWR has issued 25 permits for this year’s Drive-On
Fishing Season, which runs from September 1st thru October 31st.
Permittees may drive their designated Over Sand Vehicles (OSVs)
on the refuge beach to access relatively remote areas for day and
nighttime surf fishing. All other anglers must access the beach via
the refuge’s boardwalks. The refuge offers an unlimited number of
pedestrian access, Walk-On Night Fishing Permits, which are valid
through October 31st. No refuge permit is required for daytime
fishing. The refuge normally issues 85 Drive-On Fishing Permits
annually and opens 2-3.5 mile of beach for OSV use. Permittees may
drive on the beach from BB1, the OSV access trail, southward to the
first beach constriction point, which prevents OSV passage during
regular high tides (without having to drive on the toe of the dunes).
In 2017, a combination of expanding dunes and significant beach
erosion, much of it taking place on July 23 and 24, created a beach
constriction point 0.9 miles south of BB1. This constriction point
is also 0.1 miles south of the Parking Lot 3 beach access boardwalk.
The refuge determined that the number of Drive-On Fishing permits
to be issued in 2017 would be set at 25, in order to properly align
OSV density with the available beach area. Please contact refuge
headquarters for more information at (978) 465-5753.

“Public art has been a significant
part of the Clipper City Rail Trail
and has received positive attention
throughout the region and from
national publications,” wrote
Geordie Vining in an email.
Vining, the senior city planner
in charge of getting the rail trail
built, wrote, “I just fielded an
inquiry in the past few days about
a new guidebook recommending
the best rail trails in New England
and their inclusion of the Clipper
City Rail Trail is in no small part
due to its public art.”
The goals of the project,
which are funded by grants from
the Recreational Trails Grant
program and the Coastal Trails
Coalition. “include enhancing
the trail corridor; bringing public
art to people’s everyday lives;
contributing to the area’s distinct
identity; and celebrating the
connection between the arts and
the environment,” Vining wrote.
A total of 29 artists submitted
proposals and samples of their
work. The 11 winners were
selected by a review committee
that included Vining, Lise
Reid, the Parks Director,
Elena Bachrach, the Executive
Director of the Newburyport
Arts Association, Mayor Donna
Holaday and members of the
Parks Commission.
The winning artists are Leah
Grimaldi, Skip Motes, Marjet
Lesk, Susan Orfant, Stephanie
Trails & Sails.
To encourage participation in
as many events as possible, Essex
Heritage and its partners are
awarding a $150 gift certificate
to Dick’s Sporting Goods to one
contest winner. The more different
events a participant signs in at, the
more likely he or she will be to
win.
Some suggested itineraries
include:
Art lovers, take a photo tour
of downtown Lynn or a photo
safari along the beaches and
woods in Rockport. Enjoy public
art in Gloucester, Salem and
Newburyport or view new exhibits
at Haverhill’s Buttonwoods
Museum or the Peabody Essex
Museum in Salem. Join a watercolor
class at the Addison Gallery of
American Art on the campus of
Phillips Academy in Andover or
pretend to be Vincent Van Gogh at
a day of fresh air painting in North
Andover. Appreciate outdoor
sculptures at Maudslay State Park
in Newburyport or visit with artists
and their works in the galleries
Noah, Christine Bobek, Jason
Harris, Alan Bull, Cynthia
Kowal, Tasha Cough and Wenda
Shelter.
The art on trail’s phase one
has been very popular. About a
dozen sculptures, including Dale
Rogers’ shimmering G Swirl
on the waterfront, have graced
the first phase of the trail. And
Vining is planning about the
same number of new sculptures
for phase two.
There is a multi-panel mural
on the existing rail trail painted
by Rob Leanna on the Route
1 Bridge underpass wall. But
hanging paintings outside is new.
For phase two, the 11 paintings
will be digitally printed on fourfoot
by six-foot aluminum
composite panels and mounted
on sections of fence that are
already installed. The advantage
to digitally printing the paintings
is that if the painting is damaged
or fades in the sunlight, it
can be reprinted quickly and
inexpensively.
With the help of the artists
Vining is deciding whether the
paintings will be grouped along
the fence or spaced out as single
exhibits.
Vining unveiled the winning
11 artists and samples of their
work last week for The Town
Common. Some artists have
already submitted their design
for the mural. Others presented
samples of their work to the
of the King Hooper Mansion in
Marblehead.
History buffs can discover the
history of wars fought in Essex
County at the powder houses in
Newburyport and Marblehead and
the Hilldale Cemetery in Haverhill.
They can explore architectural
history in Beverly, Marblehead,
Gloucester, Peabody or Manchester
or dig literally into history at the
Rebecca Nurse Homestead in
Danvers. And there is opportunity
to learn about aviation history
at New England’s first airport in
Newbury.
Nature lovers can help clean up
the Spicket River in Lawrence,
explore two conservation areas in
Manchester, take a walking tour
of the Lynn Woods or Den Rock
Park in Lawrence, learn about
plants that can be eaten or used
medicinally in Manchester, Salem
or Saugus and hike the new Lake
Trail or Leonhard Farm Trail in
North Andover.
Trails & Sails 2017 is sponsored
by Eastern Bank and the Institution
of Savings.
To plan your visits to specific
events, visit TrailsAndSails.org.
review committee.
A majority of the 11 are
landscapes, paintings such as
Wenda Shelter’s scene of the
Merrimack River at dusk,
Stephanie Noah’s vibrant painting
of Joppa Flats or Leah Grimaldi’s
birds in flight at the beach.
Vining said he expected more
landscapes because the city, in
soliciting the entries, asked for
the artists to submit paintings of
Newburyport scenes. While all
of the paintings have not been
decided, there will likely be a
painting of a church steeple in a
downtown Newburyport scene.
Christine Bobek is expected to
offer a portrait of clammers off
Plum Island.
Maybe one of the most
memorable could be Tasha
Cough’s head of a striper jumping
out of the water.
Jason Harris turned his painting
into a game children and adults
will enjoy. It is a collage painting
of Newburyport scenes that
includes a tall ship, a historic
trolley, a blue heron, a prop plane
pulling a Yankee Homecoming
banner and two tired turtles.
Viewers are invited to play the
game: “Can you find it?”
The artists will not get rich on
this project. Their fee is $500.
But each can take satisfaction in
knowing that millions of people,
current and future generations
who enjoy the rail trail, will see
their work.
AN EVENING WITH THE
EGRETS OF PLUM ISLAND
During their postbreeding
dispersal, thousands of egrets and
herons move into the Plum Island
estuary. By day, these waders feed
in the salt marshes and on the
mudflats. In the early evening, the
herons and egrets join together
in a communal roost. The roost
can contain several thousand
birds including great and snowy
egrets; great blue, little blue, and
tricolored herons; black-crowned
night-herons; and glossy ibises.
Join us for an evening birding
trip to the Newburyport/Plum
Island area. We will begin our
program by visiting a number of
very productive areas to observe
migrating shorebirds including
Hudsonian godwits, whiterumped
and stilt sandpipers,
semipalmated and black-bellied
plovers, dowitchers, and many
others. We will then drive
onto the Parker River National
Wildlife Refuge, eat our picnic
dinners, and observe the evening
flight of egrets and herons. The
birds flying through a setting sun
is a spectacular sight! Thu, Aug
ROWLEY PRESENTATION
During the winter of 2012-
2013 close to a third of the
houses on Plum Island’s southern
primary dune were lost or
damaged and the island sustained
the most concentrated area of
damage in all of New England.
Responses to the destruction
set a precedent in the ongoing
debate about homeowners’ rights
and environmental policy in the
new era of sea level rise and more
frequent and powerful storms.
Bill Sargent is a consultant for
the NOVA science series on PBS
and the author of 20 books about
science and the environment. His
most recent books have dealt with
the effects of sea level rise in places
like New Orleans, Florida and
on Cape Cod. He will present
stunning drone footage of the
human tragedy on Plum Island
at the Rowley Public Library on
August 24 at 7pm. The Rowley
Public Library is located at 141
and Dave will use a lecture and
a field trip to inform participants
about the various species of
shorebirds, including plovers
and sandpipers as well as some of
their predators. Discussion topics
will include physical adaptations
(demonstrated the use of study
skins), aids to field identification,
migration patterns and timing, age
distribution, nesting and foraging
behaviors, and conservation issues
that impact these marvelous and
diverse birds. The workshop
begins with an evening lecture
on Friday. An all-day field trip
on Saturday covers many of the
premier shorebirding locations
MEMOIRS OF AN ARABIAN
PRINCESS
Zanzibar is an island nation
resting in the Indian Ocean off
the east coast of Africa, probably
best known in the West as the
birthplace of Queen’s Freddy
Mercury. “Memoirs of an
Arabian Princess from Zanzibar”
is the story of Salamah bint Said,
a sultan’s daughter who fled her
gilded cage. The play offers a
compelling look at 19th-century
Arabic and African royal life.
In it, we return to an era when
Zanzibar was ruled by sultans,
entering a vanished world of
harems, slave-trading, and court
intrigues. After years of exile
in Europe, the former princess
wrote a fascinating memoir as
a legacy for her children. It is a
warm reminiscence of her island
home. Rita Parisi of Waterfall
Productions has adapted
For
Sale
Yesterday I had a client tell me
about a house in New Hampshire
he was interested in. I told him
that I was not licensed in New
Hampshire but could refer him to
a top producing REATLOR that
I had worked with in the past,
and that this REALTOR would
represent him with the purchase
of this home. He wanted to know
why the other realtor “didn’t
just represent him”. I went on
to explain the real estate agency
relationship as I will do here:
Agency can be a confusing
subject for both consumers and
even REALTORS®. In a nutshell
there are three types of agents –
the seller’s agent (or listing agent),
the buyer’s agent and an agent
who represents both seller and
buyer (called a dual agent). The
agent represents the client(s), and
Massachusetts requires licensed
real estate agents to present an
agency disclosure form to all
potential clients.
Dual agency is legal in
Massachusetts as long as it’s fully
disclosed. An argument can be
made that a dual agent has a
conflict of interest, even though
all real estate agents are obligated
by our code of ethics to act in a
professional manner and do their
best to serve the interests and
needs of both parties. The one
overriding thing that a dual agent
can’t do is disclose to the buyer
or seller is their client’s financial
position without written consent.
For example the dual agent can’t
disclose to the buyer that the
seller is willing to take less than
the asking price, without written
consent. That said, unless you
know something about the seller’s
situation (ie. estate sale, they are
carrying multiple mort-gages,
neighbor told you that they are
broke), you aren’t going to know
about their finan-cial state.
A newer designation has
come out and that is called
“buyer agency”. A buyer’s agent
represents only the buyer and has
a fiduciary responsibility to the
buyer only. Only re-cently all
REALTORS® were “subagents” of
the seller. This created a problem
for the seller and buyer. For
example, a seller has a 3 bedroom
home in Rowley and an agent
calls and says they would like to
bring a buyer to see the property.
After the showing this agent tells
the buyer that the property is on
town sewer and, even though it
liability is defined as the liability
one suffers for the acts of others.
Selecting a Buyer’s Agent
Any licensed real estate agent
or broker can represent you as
a buyer’s agent. The first step
is to select an agent who is
experienced in the area where
you’re conducting your property
search. The agent should have
Landscaping & Contracting
a thorough knowledge and
Landscaping & Contracting, Co. Inc.
understanding of all the local
issues which affect the value of
real estate. The agent should also
be a good listener and understand
your needs. It’s important to
establish a relationship built
on mu-tual respect and trust.
Often times I have seen buyers
represented by agents simply because
they are the first agent they
spoke with. Take the time to see
if your agent knows the area, if
they listen to what you need and
are respectful of your time.
Most importantly, your buyer’s
agent should be someone that
has a track record of suc-cess
in your area and can negotiate
on your behalf in a cooperative
manner. If you clash with your
agent, chances are they will do
the same with other agents.
The job of your buyer’s agent
is not to create an unnecessary
atmosphere of adversity within
the negotiation process, but to
get you the home that you want.
When you’re ready to make an
offer, the buyer’s agent helps you
present the offer and advises you
while negotiating. They help you
arrange for financing, inspections,
paperwork and facilitate the
process. If you choose the right
REALTOR®, one who knows
your area and has a track record
for success, your home buying
or selling process should be a
smooth one.
Health & Wellness
BY J. PETER ST. CLAIR, DMD
For decades, the American Heart
Association (AHA) recommended
that patients with certain heart
conditions take antibiotics shortly
before dental treatment. For
those with these certain heart
conditions, this was done with
the belief that antibiotics would
prevent infective endocarditis (IE),
previously referred to as bacterial
endocarditis. IE is an infection of
the heart’s inner lining or valves,
which results when bacteria enter
the bloodstream and travel to
the heart. Bacteria are normally
found in various sites of the body
including on the skin and in the
mouth.
In 2007, the AHA’s revised
guidelines were published in its
scientific journal, Circulation, and
there was good news: the AHA
recommended that most of these
patients no longer needed shortterm
antibiotics as a preventive
measure before their dental
treatment. This saved a lot of
patients from taking antibiotics
prior to dental appointments.
However, those with replacement
joints were still required to take
the medication prior to dental
Fiddlesticks!
One of the saddest things I’ve
overheard lately was a woman
who’d just lost her very senior
cat. She’d loved that cat for
years and would have made a
great owner for another one
from the local shelter. But she
hesitated, afraid she would die
before the cat did, and then the
cat would go the shelter and
possibly be put down.
I hope there aren’t many of us
who feel that way. Shelters are
full of cats and dogs that need
Brighter Smiles...
visits.
These revised guidelines back
in 2007 were based on a growing
body of scientific evidence
that showed the risks of taking
preventive antibiotics outweigh
the benefits for most patients. The
risks included adverse reactions to
antibiotics that range from mild
to potentially severe and, in very
rare cases, death. Inappropriate
use of antibiotics can also lead to
the development of drug-resistant
bacteria. Scientists also found no
compelling evidence that taking
antibiotics prior to a dental
procedure prevents IE in patients
who are at risk of developing a
heart infection.
More recently The American
Dental Association (ADA) finally
weighed in on the controversy
about prophylactic antibiotics
prior to dental visits for those
who have had artificial joint
replacement:
“In general, for patients
with prosthetic joint implants,
prophylactic antibiotics are not
recommended prior to dental
procedures to prevent prosthetic
joint infection. The practitioner
and patient should consider
possible clinical circumstances
that may suggest the presence
of a significant medical risk in
providing dental care without
antibiotic prophylaxis, as well as
the known risks of frequent or
widespread antibiotic use. As part
of the evidence-based approach to
love, and seniors can be the
best pet owners around.
Consider what a cat or dog
can do for us. If we have a dog,
it needs to be walked at least
once a day. That’s exercise for
us, and often it can lead to
more social interaction as we
meet up with others doing the
same thing. Maybe a daily petwalking
group will develop in
the neighborhood.
Any pet needs regular meals
and water, and maybe even
medication if you adopt one
with special needs. That
keeps us on track with a daily
schedule. Cats and dogs can
be comical, making us laugh,
and just having a pet around
Do You Pre-Med?
Senior Scene
care, the clinical recommendation
should be integrated with
the practitioner’s professional
judgment and the patient’s needs
and preferences.”
While the ADA’s statement is
not an outright cancellation of
all prophylactic antibiotics, it is
reassuring to know that we (dentists
and patients) have more flexibility,
and are able to make these decisions
without having to always hunt
down the orthopedic surgeon.
People who have had previous
complications with infected joints
or have compromised immune
systems may still be required to
pre-medicate.
For those patients who have been
swallowing all those pills prior to
your dental appointments, I would
suggest having a discussion about
