Memorial Parkway News 

Mpca Ladies Game Night 

Join us other neighborhood ladies for game night and pot luck. We play 

Bunco ($13) and LRC ($3). Bring your favorite dish to share, Thursday, 

September 7 th at 6:30 PM in the Memorial Parkway Clubhouse. 

Newbies we always love to teach you how to play. Such easy games and 

some great prizes, but the fun of getting together for great food and great 

new friends is the best part. We play the first Thursday of each month 

at the same location and time. 

Dinner & Bingo 

Join us Friday, September 22 nd for Dinner and 

Bingo. It is free to adult members of Memorial 

Parkway. We start with dinner at 6:30 PM and 

play Bingo 7-9 PM. Come enjoy a night with your 

neighbors. Since seating is limited to the first 60 

people, please RSVP by calling the office at 281- 

492-2949 to reserve your seat. 

2018 Maintenance Fees 

A statement along with the Annual letter will be mailed out to all 

homeowners in October. The 2018 Maintenance Fee will be due on 

January 1, 2018. If you want to get a head start and not have to pay all 

at once you can set up a monthly auto pay through your online bill pay. 

There is no charge to do this. Contact our office for more information. 

Mpca Board Meetings 

The Board of Directors meets in the Memorial Parkway Clubhouse (21600 

Cimarron Parkway) on the first Tuesday of every month at 7 PM. The 

September Meeting will be September 5 th . The meeting is open to all 

members of the Association. The Board is only required by the State to 

have ONE meeting per year, but MP has always had monthly meetings 

so that they can be more accessible to the members that they serve. Our 

ANNUAL MEETING, will be Tuesday, November 14 th . We are having the 

annual meeting a week later due to Precinct Election Voting going on in 

the clubhouse.

2018 Board of Directors 

Annual Election 

An elected Board of 5 Directors manage the affairs of the HOA. Each of the 

Directors is elected for a 3-year term. The 5 Board positions are staggered 

in rotation meaning every year there is at least one Board position up for 

re-election. The Board election is held every year in November during 

the Annual Meeting. For 2018, there will be one Board position open for 

re-election. A Proxy will be mailed out in the Annual Mailing in October. 

We have to have to meet the quorum in order to have a valid election. 

If we do not have enough members return the proxy/vote, then we will 

have to do another mailing which will cost the members, $1,200. Please 

help keep your HOA Dues down, by voting this year.

Summer Time 

Lawn Maintenance 

Summer time is here and our Katy lawns are 

going to begin growing fast!! We will also get 

those pesky weeds. Be sure to use a fertilizer 

and pre-emergent herbicide on your lawn. Many of the front lawns in 

Memorial Parkway have bare spots and are lacking grass. Sod will be 

readily available at all the local garden stores, so be sure to fill in any bare 

spots you may have. If there are trees in the yard that may be preventing 

the lawn from getting ample sunlight you may have to get them trimmed. 

You may also have to lay new dirt so that the sod can take hold. 

We also encourage you to keep your lawn mowed and edged on a weekly 

basis, if necessary to maintain a neat appearance at all times. Remember 

to remove the weeds growing between the seams of the concrete on the 

sidewalk and driveway. We also ask that you sweep and blow the street 

curb in front of your home. 

Memorial Parkway Roadways 

Please help us keep our streets clear. We are receiving many complaints 

from residents about cars being parked in the street with empty 

driveways. Please be considerate of your neighbors when parking your 

vehicles. Try to always park in your garage or on your driveway. If you 

can’t park in your garage because you have too much clutter, spend some 

time and clean out your garage! As a reminder, commercial vehicles are 

not allowed in Memorial Parkway subdivision. 

Street Gutters And Drains 

We ask that you keep the street area in front of your home clean, so that 

leaves, pine needles, grass clippings and dirt won’t accumulate in the 

gutters next to the curb and end up being washed into the drains causing 

them to back up and flood the streets. If you see someone putting grass 

clippings, oil or other debris down the drains, please contact the MUD 

District and the County at 281-463-6300. This includes lawn contractors 

that are blowing the leaves into the street instead of bagging them. 

How to Report Backyard Nuisance 

If you have a neighbor with a terrible backyard such as garbage dumping, 

unsanitary conditions, unsecured private swimming pools, etc., you can 

go to Harris County Public Health and Environmental Services’ Website 

to file a complaint, www.hcphes.org/eph/complaints. 


Architectural Control Committee 

All exterior changes to your property must be submitted to our committee 

for approval before you start any work. This includes, but is not limited to, 

painting, re-roofing, sheds, patio covers, fences, etc. All requests must be 

on our request form that can be found online at our website www.mphoa. 

org or at the office. Please give as much detail as possible, so there is no 

delay in getting your request reviewed. Except for painting and re-roofing, 

it would be best to include a plat of your property that shows property 

lines and easements in relation to the location of your project.

Garage Sales 

MPCA would like to suggest that garage sales be conducted the first 

Friday and Saturday of each month. This will eliminate the many signs 

that are out each week and also makes for a stronger turn out. Most area 

communities only allow sales twice a year. Memorial Parkway could be 

known for its “Once a Month” garage sales. Do not attach your garage sale 

signs to the STOP signs, as it is against the law and the County can issue 

citations for this. If a sign is on a public right of way, like the esplanades), 

they may be subject to fines of $500-$1,000 per occurrence per day. We also 

ask that you do not post your signs on the property of another resident. 

When your sale is over, please go back and pick up all of your signs. 

Clubhouse Rental 

Clubhouse rental is subject to availability on a first come/first serve 

basis. The clubhouse is only rented to Memorial Parkway adult residents 

(owner or renter) in good standing (maintenance fee current and not in 

violation of deed restrictions). Resident must show valid ID when renting 

facility and must be present during the entire time of rental. A rental 

fee of $50 is required at the time the reservation is made. Rental of the 

Clubhouse requires refundable deposit of $275.

6:45 PM and 7 PM on Monday, Wednesday, Thursday and Sunday (some 

exceptions regarding times on Sunday). Reservations must be made at 

least 2 weeks prior to reservation date. For additional details, contact the 

MPCA office at 281-492-2949. All groups who wish to use the Clubhouse 

must be comprised of no less than 80% of Memorial Parkway residents.

have access to sidewalk or street. 

Reminder For Dog Walkers 

Be a responsible/considerate pet owner by picking up your dog’s waste 

from your neighbor’s yard when you’re out for a walk. There’s nothing 

more frustrating than stepping in fecal matter in your own yard when you 

don’t even have a pet. 

Leash Law 

Animals that are not properly restrained pose a threat to all our residents. 

While you may know your pet is friendly, an animal running at someone 

who is walking by is very scary for that person. Many children are afraid 

of animals and become frightened, which could result in the child getting 

hurt trying to avoid the animal. 

Harris County Animal Control advises, “All dogs and cats must be kept 

under restraint while in the unincorporated areas of Harris County, 

Texas. The custodian of a dog or cat is not authorized to have, harbor 

or keep any unlicensed dog or cat nor to allow any dog or cat to 

become a stray.” 

Restraint is defined as “the control of a dog or cat under the following 

circumstances: 

1. When it is controlled by a line or leash not more than six (6) feet in 

length, if the line or leash is held by a human being who is capable of 

controlling or governing the dog or cat in question. 

2. When it is within a fully enclosed vehicle.

Animal Information 

While it may be nice to have your animal out in the yard while you work 

or play, it is against the law, unless the animal is properly restrained. 

Let’s all help keep our community a safe and comfortable place for all 

our residents by being responsible pet owners. This will not only protect 

anyone who may be walking or bicycling in the area, but also the pet 

owner who could be held legally responsible or possibly sued for failing 

to properly restrain their pet. 

Please remember that cats fall under the same laws as dogs and must be 

licensed and kept restrained when not on the premises of the owner. We’ve 

been told that spreading moth balls in flower beds might keep cats away.

Procedure For Reporting Barking Dogs: 

1. Contact your neighbor and work it out as good neighbors should. 

2. In the event that #1 is not possible, contact the Constables at 281- 

463-6666. It is our understanding that the Constables will investigate the 

barking dogs. In order to file a formal complaint you must be willing to 

give the officer your name, address and phone number for their records. 

Procedure For Reporting Loose Dogs, 

Dog Bites & Lost Pets: 

1. Contact Harris County Animal Control at 281-999-3191 or 281-999-3194. 

A recorded message will guide you through the system. When reporting a

2017 Bond Recommendation 

Presented to the Katy ISD Board 

During the monthly Katy ISD Board of Trustees Work Study meeting in 

July, the 2017 Community Bond Advisory Committee (CBAC) Chairman 

presented the Committee’s $609.2 MM recommended bond package 

which addresses rapid growth and the near-term needs of the district. 

Since early April, Committee members have attended numerous 

meetings as well as received and assessed extensive and detailed 

information in order to develop a bond package. Members agreed on a 

final bond package which includes funds for six new schools, renovations 

and expansions at existing facilities, enhanced student technology, 

safety and security upgrades among other items. The Committee’s bond 

package also ensures a zero tax rate increase. 

Student enrollment has grown by approximately 2,800 students per 

year in Katy ISD. The district currently has an enrollment of more than 

76,000 students. According to the district’s demographer, Population 

and Survey Analysts (PASA), by 2023 nearly 90,000 students will attend 

Katy ISD schools and over 98,000 students will call the district their home 

by 2026.

youth soccer program dedicated to providing a positive youth sports 

experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown 

to 22 leagues and 16,000 players throughout the Greater Houston area. FFPS 

offers children a fun and fair experience, including one practice per week, a full 

uniform and trophy for every player, equal playing time and play every position, 

co-ed/balanced teams, positive coaching and more. No tryouts are required.

Katy's Highflyers Compete at U.S. 

National Championships 

Members of the Highflyers Jump Rope Team from Katy, Texas recently 

competed at the U.S.A. Jump Rope National Championships in Orlando, 

Florida. The U.S. National Championship was held over four days in late 

June/early July. The Championship hosts the top jumpers from across 

the country, all of whom qualified through their respective Regional 

tournaments. 

The Highflyers competed in various speed, power and freestyle events as 

individuals, in pairs and as 3 or 4 person teams in single rope and Double 

Dutch. The team had a successful Championship with the majority of 

the jumpers achieving podium places, top 10 positions and/or personal 

bests. The team’s Head Coach, Miranda DiBenedetto, qualified for Grand 

Nationals for her tenth consecutive year. Grand Nationals features the 

top 12 jumpers from the preceding age group events. Coach DiBenedetto 

qualified in two events, 30 second speed and 1 minute speed. She 

delivered personal best scores and won first place in both events. 

Established in 2000 the Highflyers is a non-profit (501(c)(3)) organization. 

The team’s mission is to promote the sport of jump rope as a fun, 

heart healthy activity that also promotes teamwork, dedication and 

responsibility. The team is open to all youth in Katy and the Houston 

metropolitan area.

Katy's 1St Annual 

Reign Over Cancer 

(Roc) Walk 

Michelle Perzan, who lives in Grayson Lakes, 

was diagnosed with breast cancer in 2014. 

She has been successfully fighting it, but 

she has had many painful roads to battle. 

Her mother, father and eldest brother have all passed away from various 

types of cancer, so you can see where she would have the passion to 

want to give back to other cancer fighters! 

Michelle and her husband, Aaron, decided to start the GEST Foundation 

to raise money for grants for those battling cancer. The upcoming ROC 

Walk will be their first fundraiser event ever and they are asking for the 

support of their neighbors and friends to get the word out.

After being diagnosed with breast cancer in February 2014, Michelle 

Perzan knew she had to make a choice. She decided to be an 

encourager and beacon to others. In October 2016, she released her 

book called: Strength In My Storm: Faith and Breast Cancer. Following 

her book release, Michelle and her husband Aaron created the GEST 

Foundation Inc. 

GEST: G for her mama Gemma, E for her dad Elmer and Baba Elsie, S for 

her oldest brother Steven (all whom she lost to cancer) and T for her 

maiden name Trakalo. The months after surgery tend to be the most 

difficult for those undergoing treatment for cancer. Therefore, Michelle’s 

vision is to provide a support system for those who do not have one or 

who just need a little extra help. 

GEST Foundation Inc., will provide grants for people for things like 

grocery delivery, home cleaning, home wound care, transportation or 

even counselling to help with the internal wounds that come with facing 

the news “you have cancer.”

1 st annual Reign Over Cancer (ROC) Walk which is aimed to recognize 

people in the community that are currently undergoing treatment, 

highlight survivors and raise money. Register as an individual or a
