Mpca Ladies Game Night<br />

Join us other neighborhood ladies for game night and pot luck. We play<br />

Bunco ($13) and LRC ($3). Bring your favorite dish to share, Thursday,<br />

<strong>September</strong> 7 th at 6:30 PM in the <strong>Memorial</strong> <strong>Parkway</strong> Clubhouse.<br />

Newbies we always love to teach you how to play. Such easy games and<br />

some great prizes, but the fun of getting together for great food and great<br />

new friends is the best part. We play the first Thursday of each month<br />

at the same location and time.<br />

Dinner & Bingo<br />

Join us Friday, <strong>September</strong> 22 nd for Dinner and<br />

Bingo. It is free to adult members of <strong>Memorial</strong><br />

<strong>Parkway</strong>. We start with dinner at 6:30 PM and<br />

play Bingo 7-9 PM. Come enjoy a night with your<br />

neighbors. Since seating is limited to the first 60<br />

people, please RSVP by calling the office at 281-<br />

492-2949 to reserve your seat.<br />

2018 Maintenance Fees<br />

A statement along with the Annual letter will be mailed out to all<br />

homeowners in October. The 2018 Maintenance Fee will be due on<br />

January 1, 2018. If you want to get a head start and not have to pay all<br />

at once you can set up a monthly auto pay through your online bill pay.<br />

There is no charge to do this. Contact our office for more information.<br />

Mpca Board Meetings<br />

The Board of Directors meets in the <strong>Memorial</strong> <strong>Parkway</strong> Clubhouse (21600<br />

Cimarron <strong>Parkway</strong>) on the first Tuesday of every month at 7 PM. The<br />

<strong>September</strong> Meeting will be <strong>September</strong> 5 th . The meeting is open to all<br />

members of the Association. The Board is only required by the State to<br />

have ONE meeting per year, but MP has always had monthly meetings<br />

so that they can be more accessible to the members that they serve. Our<br />

ANNUAL MEETING, will be Tuesday, November 14 th . We are having the<br />

annual meeting a week later due to Precinct Election Voting going on in<br />

the clubhouse.<br />

2018 Board of Directors<br />

Annual Election<br />

An elected Board of 5 Directors manage the affairs of the HOA. Each of the<br />

Directors is elected for a 3-year term. The 5 Board positions are staggered<br />

in rotation meaning every year there is at least one Board position up for<br />

re-election. The Board election is held every year in November during<br />

the Annual Meeting. For 2018, there will be one Board position open for<br />

re-election. A Proxy will be mailed out in the Annual Mailing in October.<br />

We have to have to meet the quorum in order to have a valid election.<br />

If we do not have enough members return the proxy/vote, then we will<br />

have to do another mailing which will cost the members, $1,200. Please<br />

help keep your HOA Dues down, by voting this year.<br />

Summer Time<br />

Lawn Maintenance<br />

Summer time is here and our Katy lawns are<br />

going to begin growing fast!! We will also get<br />

those pesky weeds. Be sure to use a fertilizer<br />

and pre-emergent herbicide on your lawn. Many of the front lawns in<br />

<strong>Memorial</strong> <strong>Parkway</strong> have bare spots and are lacking grass. Sod will be<br />

readily available at all the local garden stores, so be sure to fill in any bare<br />

spots you may have. If there are trees in the yard that may be preventing<br />

the lawn from getting ample sunlight you may have to get them trimmed.<br />

You may also have to lay new dirt so that the sod can take hold.<br />

We also encourage you to keep your lawn mowed and edged on a weekly<br />

basis, if necessary to maintain a neat appearance at all times. Remember<br />

to remove the weeds growing between the seams of the concrete on the<br />

sidewalk and driveway. We also ask that you sweep and blow the street<br />

curb in front of your home.<br />

<strong>Memorial</strong> <strong>Parkway</strong> Roadways<br />

Please help us keep our streets clear. We are receiving many complaints<br />

from residents about cars being parked in the street with empty<br />

driveways. Please be considerate of your neighbors when parking your<br />

vehicles. Try to always park in your garage or on your driveway. If you<br />

can’t park in your garage because you have too much clutter, spend some<br />

time and clean out your garage! As a reminder, commercial vehicles are<br />

not allowed in <strong>Memorial</strong> <strong>Parkway</strong> subdivision.<br />

Street Gutters And Drains<br />

We ask that you keep the street area in front of your home clean, so that<br />

leaves, pine needles, grass clippings and dirt won’t accumulate in the<br />

gutters next to the curb and end up being washed into the drains causing<br />

them to back up and flood the streets. If you see someone putting grass<br />

clippings, oil or other debris down the drains, please contact the MUD<br />

District and the County at 281-463-6300. This includes lawn contractors<br />

that are blowing the leaves into the street instead of bagging them.<br />

How to Report Backyard Nuisance<br />

If you have a neighbor with a terrible backyard such as garbage dumping,<br />

unsanitary conditions, unsecured private swimming pools, etc., you can<br />

go to Harris County Public Health and Environmental Services’ Website<br />

to file a complaint, www.hcphes.org/eph/complaints.<br />

Architectural Control Committee<br />

All exterior changes to your property must be submitted to our committee<br />

for approval before you start any work. This includes, but is not limited to,<br />

painting, re-roofing, sheds, patio covers, fences, etc. All requests must be<br />

on our request form that can be found online at our website www.mphoa.<br />

org or at the office. Please give as much detail as possible, so there is no<br />

delay in getting your request reviewed. Except for painting and re-roofing,<br />

it would be best to include a plat of your property that shows property<br />

lines and easements in relation to the location of your project.<br />

Harris County Precinct 3 will come and fix it? It is as easy as going<br />

to their website and filling out the service request form. They will<br />

come and fix it for free (well, that is your tax dollars at work)! They<br />

Garage Sales<br />

MPCA would like to suggest that garage sales be conducted the first<br />

Friday and Saturday of each month. This will eliminate the many signs<br />

that are out each week and also makes for a stronger turn out. Most area<br />

communities only allow sales twice a year. <strong>Memorial</strong> <strong>Parkway</strong> could be<br />

known for its “Once a Month” garage sales. Do not attach your garage sale<br />

signs to the STOP signs, as it is against the law and the County can issue<br />

citations for this. If a sign is on a public right of way, like the esplanades),<br />

they may be subject to fines of $500-$1,000 per occurrence per day. We also<br />

ask that you do not post your signs on the property of another resident.<br />

When your sale is over, please go back and pick up all of your signs.<br />

Clubhouse Rental<br />

Clubhouse rental is subject to availability on a first come/first serve<br />

basis. The clubhouse is only rented to <strong>Memorial</strong> <strong>Parkway</strong> adult residents<br />

(owner or renter) in good standing (maintenance fee current and not in<br />

violation of deed restrictions). Resident must show valid ID when renting<br />

facility and must be present during the entire time of rental. A rental<br />

fee of $50 is required at the time the reservation is made. Rental of the<br />

Clubhouse requires refundable deposit of $275.<br />

Non-Profit Clubhouse Rental<br />

The <strong>Memorial</strong> <strong>Parkway</strong> Clubhouse is available to non-profit adult and<br />

youth groups for meetings. The meeting times and days are: 3 PM, 5:30 PM,<br />

6:45 PM and 7 PM on Monday, Wednesday, Thursday and Sunday (some<br />

exceptions regarding times on Sunday). Reservations must be made at<br />

least 2 weeks prior to reservation date. For additional details, contact the<br />

MPCA office at 281-492-2949. All groups who wish to use the Clubhouse<br />

must be comprised of no less than 80% of <strong>Memorial</strong> <strong>Parkway</strong> residents.<br />

Reminder For Dog Walkers<br />

Be a responsible/considerate pet owner by picking up your dog’s waste<br />

from your neighbor’s yard when you’re out for a walk. There’s nothing<br />

more frustrating than stepping in fecal matter in your own yard when you<br />

don’t even have a pet.<br />

Leash Law<br />

Animals that are not properly restrained pose a threat to all our residents.<br />

While you may know your pet is friendly, an animal running at someone<br />

who is walking by is very scary for that person. Many children are afraid<br />

of animals and become frightened, which could result in the child getting<br />

hurt trying to avoid the animal.<br />

Harris County Animal Control advises, “All dogs and cats must be kept<br />

under restraint while in the unincorporated areas of Harris County,<br />

Texas. The custodian of a dog or cat is not authorized to have, harbor<br />

or keep any unlicensed dog or cat nor to allow any dog or cat to<br />

become a stray.”<br />

Restraint is defined as “the control of a dog or cat under the following<br />

circumstances:<br />

1. When it is controlled by a line or leash not more than six (6) feet in<br />

length, if the line or leash is held by a human being who is capable of<br />

controlling or governing the dog or cat in question.<br />

2. When it is within a fully enclosed vehicle.<br />

Animal Information<br />

While it may be nice to have your animal out in the yard while you work<br />

or play, it is against the law, unless the animal is properly restrained.<br />

Let’s all help keep our community a safe and comfortable place for all<br />

our residents by being responsible pet owners. This will not only protect<br />

anyone who may be walking or bicycling in the area, but also the pet<br />

owner who could be held legally responsible or possibly sued for failing<br />

to properly restrain their pet.<br />

Please remember that cats fall under the same laws as dogs and must be<br />

licensed and kept restrained when not on the premises of the owner. We’ve<br />

been told that spreading moth balls in flower beds might keep cats away.<br />

<strong>2017</strong> Bond Recommendation<br />

Presented to the Katy ISD Board<br />

During the monthly Katy ISD Board of Trustees Work Study meeting in<br />

July, the <strong>2017</strong> Community Bond Advisory Committee (CBAC) Chairman<br />

presented the Committee’s $609.2 MM recommended bond package<br />

which addresses rapid growth and the near-term needs of the district.<br />

Since early April, Committee members have attended numerous<br />

meetings as well as received and assessed extensive and detailed<br />

information in order to develop a bond package. Members agreed on a<br />

final bond package which includes funds for six new schools, renovations<br />

and expansions at existing facilities, enhanced student technology,<br />

safety and security upgrades among other items. The Committee’s bond<br />

package also ensures a zero tax rate increase.<br />

Student enrollment has grown by approximately 2,800 students per<br />

year in Katy ISD. The district currently has an enrollment of more than<br />

76,000 students. According to the district’s demographer, Population<br />

and Survey Analysts (PASA), by 2023 nearly 90,000 students will attend<br />

Katy ISD schools and over 98,000 students will call the district their home<br />

by 2026.<br />

youth soccer program dedicated to providing a positive youth sports<br />

experience for all children. Founded in 1986 in Katy, Texas, FFPS has grown<br />

to 22 leagues and 16,000 players throughout the Greater Houston area. FFPS<br />

offers children a fun and fair experience, including one practice per week, a full<br />

uniform and trophy for every player, equal playing time and play every position,<br />

co-ed/balanced teams, positive coaching and more. No tryouts are required.<br />

Katy's Highflyers Compete at U.S.<br />

National Championships<br />

Members of the Highflyers Jump Rope Team from Katy, Texas recently<br />

competed at the U.S.A. Jump Rope National Championships in Orlando,<br />

Florida. The U.S. National Championship was held over four days in late<br />

June/early July. The Championship hosts the top jumpers from across<br />

the country, all of whom qualified through their respective Regional<br />

tournaments.<br />

The Highflyers competed in various speed, power and freestyle events as<br />

individuals, in pairs and as 3 or 4 person teams in single rope and Double<br />

the jumpers achieving podium places, top 10 positions and/or personal<br />

bests. The team’s Head Coach, Miranda DiBenedetto, qualified for Grand<br />

Nationals for her tenth consecutive year. Grand Nationals features the<br />

top 12 jumpers from the preceding age group events. Coach DiBenedetto<br />

qualified in two events, 30 second speed and 1 minute speed. She<br />

delivered personal best scores and won first place in both events.<br />

Established in 2000 the Highflyers is a non-profit (501(c)(3)) organization.<br />

The team’s mission is to promote the sport of jump rope as a fun,<br />

heart healthy activity that also promotes teamwork, dedication and<br />

responsibility. The team is open to all youth in Katy and the Houston<br />

metropolitan area.<br />

Katy's 1St Annual<br />

Reign Over Cancer<br />

(Roc) Walk<br />

Michelle Perzan, who lives in Grayson Lakes,<br />

was diagnosed with breast cancer in 2014.<br />

She has been successfully fighting it, but<br />

she has had many painful roads to battle.<br />

Her mother, father and eldest brother have all passed away from various<br />

types of cancer, so you can see where she would have the passion to<br />

want to give back to other cancer fighters!<br />

Michelle and her husband, Aaron, decided to start the GEST Foundation<br />

to raise money for grants for those battling cancer. The upcoming ROC<br />

Walk will be their first fundraiser event ever and they are asking for the<br />

support of their neighbors and friends to get the word out.<br />

After being diagnosed with breast cancer in February 2014, Michelle<br />

Perzan knew she had to make a choice. She decided to be an<br />

encourager and beacon to others. In October 2016, she released her<br />

book called: Strength In My Storm: Faith and Breast Cancer. Following<br />

her book release, Michelle and her husband Aaron created the GEST<br />

Foundation Inc.<br />

GEST: G for her mama Gemma, E for her dad Elmer and Baba Elsie, S for<br />

her oldest brother Steven (all whom she lost to cancer) and T for her<br />

maiden name Trakalo. The months after surgery tend to be the most<br />

difficult for those undergoing treatment for cancer. Therefore, Michelle’s<br />

vision is to provide a support system for those who do not have one or<br />

who just need a little extra help.<br />

GEST Foundation Inc., will provide grants for people for things like<br />

grocery delivery, home cleaning, home wound care, transportation or<br />

even counselling to help with the internal wounds that come with facing<br />

the news “you have cancer.”<br />

1 st annual Reign Over Cancer (ROC) Walk which is aimed to recognize<br />

people in the community that are currently undergoing treatment,<br />
