BOARD OF DIRECTORS MEETINGS
The monthly Board of Directors meeting for Williamsburg Colony
generally are held on the 2 nd Wednesday of each month at 6:00 PM,
at the clubhouse located at 2315 John Crump. Anyone that would
like to attend a meeting and address the Board should contact
PCMI’s office 281-870-0585, at least a week prior to the meeting so
that you can be included on the agenda.
WCMA
SAFETY CORNER
Remember to keep all cars and trucks locked and windows rolled
up. Call on any suspicious persons or vehicles. We need everyone’s
help here. Please call the Constables at 281-463-6666.
ATTENTION
The playground is closed until we can get the platform and slide
repaired. Because of the age, the part has to be retrofitted.
Thank you for understanding.
PARK USE
Park hours have been posted. Park hours are 8 AM to 8 PM. Also,
those wishing to play baseball in the park or street, please be careful.
Any damage done to resident’s property is the responsibility of
those parents of the children that cause it. Also it has been brought
to the Board’s attention that use of foul language and trouble at
the park must stop. If Constables report such behavior, individuals
may become barred from park/pool area. Let’s all have fun and
play nice. Older kids watch out for little ears nearby. Remember,
$250 reward to anyone who provides information about damage
or vandalism to the park. This reward will be paid and no one will
ever know who reported such damage.
STREET LIGHTS
Your Association pays for your streetlights from your annual dues,
whether they work or not. If a light is out in your area, please call
713-207-2222 and report it. Each light pole should have a number
on it. When reporting the out or malfunctioning light, give them the
pole number and closest street address. We want all of our lights
to work. A lighted area is a safer area.
ARTICLES FROM RESIDENTS ARE NEEDED
FOR THE NEWSLETTER
We need your help. Anyone who has won awards or received special
recognition from club, school, church, etc., please let us know.
We need updates from Clubs, Swimmers, Band, Choir, Dance, Cub
Scouts, Girl Scouts, Boy Scouts, Athletics, etc. Have a fundraiser?
Let your neighbors know about it. We have over 975 families and
975 stories to tell each month. So come on and let us know. Articles
can be emailed to news@krenekprinting.com.
CURFEW REMINDER
We would like to remind residents that being in Harris County means
those under the age of 18 must not be roaming the streets after
midnight. Any children spotted after midnight should be reported
to the Constables at 281-463-6666. Most of the trouble we have in
the subdivision that is attributed to mischievous minors occurs
after the curfew. Once park hours are posted, anyone in the park
after hours will be charged with trespassing.
ABANDONED OR OVERGROWN PROPERTY
Do you live next door or near someone who has abandoned or left a
house vacant? Has the grass grown two or more feet high? Are there
rodents and snakes coming from their backyards? Would you like
to get the property cleaned up? Can you see over the back fence
from your property?
2 Williamsburg Colony | September 2017

www.colonyonline.org
If you answered yes to one or more of these questions, you are
the one who needs to make the first move in getting this matter
resolved. Williamsburg Colony Maintenance Association cannot call
the Harris County Health Department at 713-439-6270, since we can
only report on property adjacent to the front entrance and the Pool/
Clubhouse areas. We need someone who will give permission for
the Health Department to come on their property to view violations
of neighbors. So please, help us get rid of dangerous conditions in
our subdivision.
GARAGE SALE SIGNS
To all Williamsburg Colony residents, garage
sales are great, we can increase our attic and
closet space, locate things we forgot that we
had and most important, make a few extra
bucks. The one thing that is sometimes forgotten
is the placement and removal of our
garage sale signs. So please neighbors, if and
when you have a garage sale, let’s try and
remember not to place garage sale signs on
any of our community signs or poles. Also,
remove signs that are staked when your
garage sale is complete. Cleaner streets do
make a difference.
WILLIAMSBURG COLONY TEENAGE JOB SEEKERS
list of jobs you want on your form. Please make sure your email is
correct, we send emails in the summer to make sure all the info is
still good and that you want to stay on the list. If we do not hear
back from you after 3 tries, we will remove you from the list until
we do. Must have parent(s) permission.
VETERINARY PUBLIC HEALTH LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running
at someone who is walking by is very scary for that person. Many
children are afraid of animals and become frightened, which could
result in the child getting hurt trying to avoid the animal.
Veterinary Public Health (formerly called Harris County Animal
Control) advises that “All dogs and cats must be kept under restraint
while in the unincorporated areas of Harris County, Texas.
The custodian of a dog or cat is not authorized to have, harbor
or keep any unlicensed dog or cat, nor to allow any dog or cat to
become a stray.”
Restraint is defined as the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more than six (6) feet
in length, if the line or leash is held by human being who is capable
of controlling or governing the dog or cat in question.
2. When it is within a fully enclosed vehicle.
3. When it is on the premise of the custodian and the animal does
not have access to sidewalk or street.”
While it may be nice to have your animal out in the yard while you
work or play, it is against the law, unless the animal is properly
restrained.
Let’s all help keep our community a safe and comfortable place
for all our residents by being responsible pet owners. This will not
only protect anyone who may be walking or bicycling in the area,
but also the pet owner who could be held legally responsible or
possibly sued for failing to properly restrain their pet.
Labor Day September 4th!
LABOR DAY GRILLING SAFETY
As you fire up the grill this long weekend,
keep in mind these safety tips:
Do:
1. Keep your grill at least 10 feet away from your house. Farther
is even better. This includes portions attached to your house like
carports, garages and porches. Grills should not be used underneath
wooden overhangs either, as the fire could flare up into
the structure above. This applies to both charcoal and gas grills.
2. Clean your grill regularly. If you allow grease and fat to build
up on your grill, they provide more fuel for a fire. Grease is a
major source of flare ups.
3. Check for gas leaks. You can make sure no gas is leaking
from your gas grill by making a solution of half liquid dish
soap and half water and rubbing it on the hoses and connections.
Then, turn the gas on (with the grill lid open.) If
the soap forms large bubbles, that’s a sign that the hoses
have tiny holes or that the connections are not tight enough.
4. Keep decorations away from your grill. Decorations like
hanging baskets, pillows and umbrellas look pretty AND
provide fuel for a fire. To make matters worse, today’s décor is
mostly made of artificial fibers that burn fast and hot, making
this tip even more important.
5. Keep a spray bottle of water handy. That way, if you have a
minor flare-up you can spray it with the water to instantly calm it. The bonus of this tip is that water won’t harm your food, so dinner won’t
be ruined!
6. Keep a fire extinguisher within a couple steps of your grill. And KNOW HOW TO USE IT. If you are unsure how to use the extinguisher,
don’t waste time fiddling with it before calling 911. Firefighters say many fire deaths occur when people try to fight a fire themselves
instead of calling for expert help and letting the fire department do its job.
Don’t:
7. Turn on the gas while your grill lid is closed. NEVER do this. It causes gas to build up inside your grill and when you do light it and open
it, a fireball can explode in your face. Click here to see our demonstration.
8. Leave a grill unattended. Fires double in size every minute. Plan ahead so that all of your other food prep chores are done and you
can focus on grilling.
9. Overload your grill with food. This applies especially fatty meats. The basic reason for this tip is that if too much fat drips on the flames
at once, it can cause a large flare-up that could light nearby things on fire.
10. Use a grill indoors. People often think it will be safe to use a grill, especially a small one, indoors. NOT TRUE. In addition to the fire
hazard, grills release carbon monoxide, the deadly colorless, odorless gas. That gas needs to vent in fresh air or it can kill you, your
family and pets. Courtesy: abc.com
LABOR DAY FACTS AND STATS
• 153.2 Million - number of Americans (over 16 years) in the labor force six years ago, that number is down 1.2 million from Labor Day 2010.
• 12% of American workers belonged to a labor union in 2009.
• 84.7% of full time workers have health insurance.
• 2.2 Million more females than males are in management positions as of 2009.
• Registered Nurse- occupation expected to add the most positions in the next 10 years.
• 25 minutes- average time for the commute to work.
• 5.9 Million people worked from home in 2009.
• Why not wear white after Labor Day? According to historians, it may be symbolic for those wealthy enough to leave the city for
a summer vacation in which the “uniform” of choice was breezy and white- no white after Labor Day because they have
to go back to their drab work/city clothes.
KATY’S 1 ST ANNUAL REIGN OVER CANCER (ROC) WALK
Michelle Perzan, who lives in Grayson Lakes, was diagnosed with breast
cancer in 2014. She has been successfully fighting it, but she has had
many painful roads to battle. Her mother, father and eldest brother have
all passed away from various types of cancer, so you can see where she
would have the passion to want to give back to other cancer fighters!
Michelle and her husband, Aaron, decided to start the GEST Foundation
to raise money for grants for those battling cancer. The upcoming ROC
Walk will be their first fundraiser event ever and they are asking for the
support of their neighbors and friends to get the word out.
What? Fun, food and dance for free
Where? Memorial Drive Christian Church gymnasium,
After being diagnosed with breast cancer in February 2014, Michelle
11750 Memorial Dr., 77024
her maiden name Trakalo. The months after surgery tend to be the
most difficult for those undergoing treatment for cancer. Therefore,
Michelle’s vision is to provide a support system for those who do not
have one or who just need a little extra help.
GEST Foundation Inc., will provide grants for people for things like grocery delivery, home cleaning, home wound care,
transportation or even counselling to help with the internal wounds that come with facing the news “you have cancer.”
Join us on September 24, 2017 at Cane Island from 2-5 PM for Katy’s 1 st annual Reign Over Cancer (ROC) Walk which is aimed
2017 BOND RECOMMENDATION
PRESENTED TO THE KATY ISD BOARD
During the monthly Katy ISD Board of Trustees Work Study meeting in
July, the 2017 Community Bond Advisory Committee (CBAC) Chairman
presented the Committee’s $609.2 MM recommended bond package
which addresses rapid growth and the near-term needs of the district.
Since early April, Committee members have attended numerous meetings
as well as received and assessed extensive and detailed information
in order to develop a bond package. Members agreed on a final
bond package which includes funds for six new schools, renovations
and expansions at existing facilities, enhanced student technology,
safety and security upgrades among other items. The Committee’s
bond package also ensures a zero tax rate increase.
Student enrollment has grown by approximately 2,800 students per year
in Katy ISD. The district currently has an enrollment of more than 76,000
students. According to the district’s demographer, Population and Survey
Analysts (PASA), by 2023 nearly 90,000 students will attend Katy ISD
schools and over 98,000 students will call the district their home by 2026.
For more information on the 2017 recommended bond package please
NEW LAWS IN TEXAS EFFECTIVE IN 2017
The Texas legislature met from January through May and passed
several new laws as well as changed laws that will go into effect in
2017. They range from texting while driving, drones, to swords, to
protecting good Samaritans. Below are a few laws that are effective
immediately or going into effective September 1 st .
Texting While Driving
Effective September 1 st , there will be a statewide band on texting
while driving. The bill bans drivers from texting while a vehicle is
moving, making it a misdemeanor offense punishable by a fine ranging
from $25 to $99, with penalties up to $200 for repeat offenders. The
law allows drivers to use their phones for GPS and would not allow
violators to be fined under both state law and local ordinances.
People Allowed to Carry Swords
People can carry bowie knives, swords, daggers and spears in public
under a law that goes into effect September 1 st . Current law allows
people to carry knives no more than 5.5 inches long. While it will be
okay to carry the larger weapons in public, it is illegal to take into
bars, schools, colleges, churches, sporting events and numerous
other facilities.
Amnesty for Sex Assault Witnesses
Students who witness and report a sexual assault while they are
involved in illegal activity, such as drinking, would be given amnesty.
Recording Higher Ed Sex Assaults Electronically
Effective immediately, this law will allow college employees and
students to submit electronic and anonymous reports of sexual
assaults to their institutions.
Ridesharing Returns
Last year some ridesharing companies, like Uber and Lyft,
were mandated to fingerprint drivers before they could pick up
customers in their cities. Effective immediately, this new law,
bans cities from enforcing similar measures on these types of
ridesharing companies.
Cheaper to Carry a Gun
Effective September 1 st the fees for carrying a gun in Texas are
now cheaper under Senate Bill 16. The law lowers fees for a firsttime
license to carry a handgun from $140 to $40 and the renewal
fee is also reduced from $70 to $40.
Be Careful Where You Fly your Drone
Effective September 1 st the state has banned unmanned aircraft, like
drones, over correctional and United States Immigration, Customs
Enforcement detention facilities and large sports venues. Exceptions
include unmanned aircraft authorized by a law enforcement agency
or with the permission of the operator of the sports venue.
David’s Law
The new state law on cyber bullying makes it a Class A misdemeanor
to harass or cyberbully someone under age of 18 through text
messages, social media, websites or other means with the intent
to cause them to commit suicide or harm to themselves.
Voter ID changes
If don’t have a valid photo id, voters will be able to cast their
ballots if they show some other documentation with their name
and home address (Bank statement or Utility bill). Voters would
also need to sign an affidavit saying there is a good reason they
don’t have a valid photo ID.
No More Straight-Ticket Voting
Straight ticket voting is out! Voters will no longer be allowed to
cast their ballot for an entire slate of Republican or Democratic
candidates. You will now have to vote for each candidate individually.
Lottery Winners
Effective September 1 st . Individuals who win prizes of at least $1
million can choose to remain anonymous and prohibit the release
of all personal information to the public.
Civil Protections for Good Samaritans
Effective September 1 st a new law protects good Samaritans
from civil lawsuits if they break in a vehicle if they have reason
to belief the person is in imminent harm, has first notified 911,
uses appropriate amount of force and remains with the individual
in a safe location. This replaces current law that leaves good
Samaritan open to civil suits.
No More Suspensions for Young Students
Effective immediately. Schools can no longer suspend students
below third grade. Instead public schools need to discipline
children in a way that enforces positive behavior.
More Frequent Background Checks for College Referees
Effective September 1 st sport officials registered with the UIL will
have to undergo criminal background checks every three years
instead of just one.
Help for Relatives Caring for Abused Children
The state will now pay $350 a month to families caring for abused
or neglected children they are related to. Currently the state pays
families $1,000 initially and $500 a year.
Attacking Police Officers is Now Officially a Hate Crime
If a person attacks a former or current law enforcement officer
they could be found guilty of committing a crime. The change puts
crimes against law enforcement in the same category as crimes
based on a person’s race, color, disability, religion, national origin,
age, gender or sexual preference.
BALLOONS ARE DANGEROUS?
By Cheryl Conley, TWRC Wildlife Center
Really? I can remember in grade school how we all attached notes to
balloons before letting them go in hopes that the balloon would be
found by someone far, far away. It was exciting to think that maybe
someone from New York or California would find it and contact me.
It never happened. I’ve been to weddings and graduations where
helium balloons were let go as part of the celebration. What I didn’t
know is the enormous amount of damage these balloons can do to our
environment. I know now. If you think about it, helium balloons are
nothing more than floating litter. Would you throw a deflated balloon
with string on the ground? Most people would not. It makes for ugly
trash especially on our beaches.
According to an article in February of this year on the Huffington
Post website, balloons are among the top 3 most harmful pollutants
threatening marine wildlife but they also harm domestic animals such
as cattle, dogs and sheep. Seabirds are most at risk. Deflated balloons
are mistaken for jellyfish or squid and are eaten by the birds. Not able
to digest the balloon, it will clog the bird’s stomach and the bird will
eventually die of starvation. Choking is also a threat. The ribbons or
strings that are attached to the balloon are a hazard to birds because
they can become entangled in them when the balloon lands in a tree.
They may also use the materials to build a nest causing a risk factor
for the hatchlings. In its natural state, latex is biodegradable but when
processed for balloons and treated with chemicals, plasticizers and
dyes, it can no longer be classified as natural. It can take a balloon from
6 months to 4 years to decompose. Think of the damage it can cause
in that time. Shiny mylar balloons can take even longer.
Dr. Brad McCary, DVM
www.williamsburg-vets.com
How can you help? Explain the dangers of releasing helium balloons to
your children. Don’t plan balloon releases at any of your celebrations
and if you know of someone who is planning this, please discourage
them from doing so.
GARDEN TIPS FOR SEPTEMBER
Time now to make plans for
fall landscaping projects.
WHEN AND HOW TO
REMOVE TREE STAKES
While trees generally need stakes to
keep them upright for the first season
after planting, they should be removed
after one to two years so that the tree
continues to grow and thrive. The ties
used to fasten the stakes to trees can
cause indentations in the tree if left
on. Such indentations can significantly
weaken a tree and constrict bark
growth. The tree can also get strangled
if stakes are left on too long, which can
upset the flow of water and nutrients in
the tree. This can also cause weak spots.
Trees are usually tied to a wooden stake
attached with string to a metal clamp
around the tree.
Things You’ll Need
to remove tree stakes:
• Measuring tape
• Gardening shovel
• Clean up flowerbeds of fallen foliage, yellowed
leaves and dead wood. Light green leaves may signify
lack of iron (chlorosis). Correct with iron cheleates.
• Cut off old dead foliage on irises. Scratch in a little
bone meal around the roots.
• Prune roses to reshape and groom plants for fall
growth. Follow up with a dose of fertilizer the first
week of September.
• Plants come out of summer rest and go crazy.
Insect populations explode as we get into cooler
temperatures. Diseases that have been dormant
wake up.
- Citrus, croton, avocado and mango are
susceptible to spider mites and thrips. Discourage
them with a strong jet of water from a hose directed
to the undersides of the leaves.
- Hibiscus, citrus, palms, gardenia and ixora are
susceptible to scale and mealybug.
• Winter vegetable gardens and perennials get
planted.
• Wait until November to plant petunias and pansies.
• Fire ants baits should be put out in September-
October to lessen the number of eggs that make it to
Spring.
• St. Augustine grass gets its fall fertilizer during
September. Continue to mow at maximum height.
You want to leave a lot of leaf surface to produce
carbohydrate reserves for the winter.
• Keep an eye out for sod webworms. First sign of them is
grass that appears to stop growing. You need to get them
early for biological controls to work. When the caterpillars
are only 1/4 inch, Bacillus thuringiensis applications can
slow them. Bt is a bacteria that works on the caterpillars’
digestive systems and makes them stop feeding. Do the
application late in the day. The larvae feed at night and
you want them to get nice fresh Bt.
• When the heat and drought end, the weather could
bring brown patch disease in the St. Augustine grass.
Watch for yellowish spots if the nights drop into the
60’s and days stay in the 80’s.
• Get any pruning of hedges and such done now. You
want the flush of new growth to be hardened-off
before the end of October. Tree pruning should be
put off until winter, when the trees are dormant.
•Pre-emerge herbicide applications targeting annual
bluegrass and the earlier-germinating winter broadleaf
weeds needed to be put out starting in mid-August.
Walk around the staked tree. Look for indications the tree is over a year old or more,
such as indentations in the wood from the stakes. Measure the tree’s width and
height, using a measuring tape. If the tree is over 6 feet tall and or thinner than 1
inch, it should not need stakes.
Untie the tree from its clamp and dig out the wooden stake from its place in the
ground with a shovel. Remove the metal clamp from the tree. The tree can now sway
in the wind, which will help the trunk become stronger and wider.
CHILDHOOD OBESITY MONTH
September is National Childhood Obesity Awareness Month. This is an opportunity to learn about ways
to prevent and address this serious health concern. Childhood obesity is a major public health problem.
• Children who have obesity are more likely to have obesity as adults. This can lead to lifelong physical
and mental health problems, including diabetes and increased risk of certain cancers.
• Children who have obesity face more bullying and stigma.
• Childhood obesity is influenced by many factors: too much time spent in sedentary activities such as
television viewing; a lack of bedtime routine leading to too little sleep; a lack of community places to get
adequate physical activity; easy access to inexpensive, high calorie snacks and beverages; and/or a lack of
access to affordable, healthier foods.
Ways parents can help prevent obesity and support healthy growth in children.
• Energy balance is important. Parents can make sure children get adequate sleep, follow recommendations on daily screen time,
take part in regular physical activity and eat the right amount of calories.
• Substitute higher nutrient, lower calorie foods such as fruit and vegetables in place of foods with higher-calorie ingredients,
such as added sugars and solid fats.
• Serve children fruit and vegetables at meals and as snacks.
• Parents can ensure access to water as a no-calorie alternative to sugar-sweetened beverages.
• Help children get the recommended amount of physical activity each day by encouraging them to participate in activities that
are age-appropriate and enjoyable.
• Addressing obesity can start in the home, but also requires the support of communities. Courtesy cdc.gov
Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13
inch baking dish. In a large bowl, combine bread, milk, sugar,
butter, eggs, vanilla and butterscotch chip, mixture should be the
HEALTHY COWBOY CAVIAR
This healthy cowboy caviar recipe (also known as Texas
caviar) is made with all-natural ingredients! Serve it as a dip,
salsa or salad Recipe yields a lot of “caviar,” about 8 cups.
Ingredients
2 (14-ounce) cans black-eyed peas, rinsed and drained,
or 3 cups cooked black-eyed peas
1 (14-ounce) can black beans, rinsed and drained,
or 1 ½ cups cooked black beans
1 ½ cups fresh corn kernels (about 2 ears of corn),
or 1 (14-ounce) can corn, drained
1 ½ cups chopped tomatoes (I used about 4 Roma
tomatoes,
about ¾ pound)
1 medium green, red, orange and yellow bell pepper
¾ cup chopped red onion (about ½ small red onion)
½ cup chopped cilantro, leaves and stems
1 to 2 jalapeños, ribs removed, seeded and finely
chopped
1 avocado (optional)
Italian dressing
1/3 cup olive oil
3 tablespoons red wine vinegar or lime juice
2 medium cloves garlic, pressed or minced1
to 1 ½ teaspoons salt, to taste
1 teaspoon dried oregano
½ teaspoon dried basil
1 teaspoon maple syrup or honey
1/8 teaspoon red pepper flakes
Freshly ground black pepper, to taste
Williamsburg Colony | September 2017
Instructions
In a large serving bowl, combine the drained black-eyed peas, black
beans, corn, chopped tomatoes, bell pepper, onion, cilantro and jalapeño.
If you’ll be including avocado, wait to dice it until you’re ready
to serve the dip, so it doesn’t turn brown in the meantime.
In a cup, whisk together the dressing ingredients until emulsified.
Drizzle the dressing over the serving bowl and toss until well mixed.
Season to taste with additional salt and pepper. For best flavor,
let the mixture marinate for at least 20 minutes before serving. If
you’re adding avocado, mix it in just before serving.
