Collection Guidelines/Reminders
• All trash must be located at the CURB by 7 AM on the scheduled collection
days. Trash must be contained in either trash containers or trash bags not
exceeding 40-gallons or 40-pounds in weight when fully utilized.
• Trash collection days are Wednesday and Saturday.
• Tree limbs, shrubs and brush trimmings must be neatly stacked and
securely tied to form a bundle to be placed at the curb. Individual limbs
or branches of the bundle must be less than 3 inches in diameter, in
lengths no greater than 4-feet long with the total weight of the bundle to
be less than 40 pounds.
• Bulky waste/heavy items such as appliances, furniture, large toys
must be located at the curb area of each residence and will be collected
on either scheduled collection day. Bulk is limited to two (2) items
per collection day. By Federal Law, refrigerators and freezers or any
other items containing Freon must be drained of Freon and have an
accompanying bill to validate such service was performed.
• Items excluded from collection and will not be collected are paint, dirt,
rocks, bricks, concrete, tires, batteries, motor oil, cooking oil, liquids,
flammable liquids, waste generated by a private contractor(s) such
as landscaping, tree removal or construction waste, large automotive
parts, lawn mowers, CFL light tubes or any materials or items deemed
hazardous materials. Any spillage or leakage of excluded liquids above,
not visible to crew prior to and upon collection, shall be the responsibility
of the resident.
• Holidays: No collection services are provided on the following
observed holidays. New Year’s Day, Memorial Day, July 4 th , Labor Day,
Thanksgivings Day and Christmas Day. Trash collection will resume on
the next scheduled collection day.

Copper Lakes Bagged
Clippings And Yard Waste
It has come to the attention of the HOA that many residents/homeowners
place bagged yard clippings on the curb prior to the appropriate time
when such items can be placed there for trash pick. As pointed out in
Section 6.6 of the Deed Restrictions:
“...container may he placed in a designated area for garbage or trash
pickup no earlier than six o’clock p.m. on the day preceding trash pickup
of such garbage...”
If you cut your own grass and bag the clippings please leave them at the
curb in accordance with the day and time of the deed restrictions. If you
have a service cut your lawn and they bag your clippings, please consider
asking them to mulch the clippings instead of bagging. If they do bag, please
do not leave the bag at the curb unless it is in compliance with Section 6.6
of the Deed Restrictions. Most experts agree that it is better to leave the
clippings on your lawn as they return nutrients and it is much easier than
bagging. By mulching your grass clippings you are also saving time for you
and the trash pick contractors as well as preserving landfill space.

SECTION 6.6. RESTRICTIONS ON GARBAGE AND TRASH - No refuse, garbage,
trash, lumber, grass, shrub or tree clippings, plant waste, compost, metal,
hulk materials, scrap, refuse or debris of any kind shall be kept, stored or
allowed to accumulate on any Lot except within an enclosed container of
a type, size and style approved by the Board and appropriately screened
from view, except that any such container may he placed in a designated
area for garbage or trash pickup no earlier than six o’clock p.m. on the day
preceding trash pickup of such garbage and trash and shall he returned to
an enclosed structure or an area appropriately screened from view no later
than midnight of the day of pickup of such garbage and trash.
Copper Lakes Tennis Courts
Many residents are already enjoying the refurbished tennis courts. This
summer, we replaced the chain link fence and resurfaced the courts.
New nets were purchased and the light posts were painted. We also
plan to install new benches. If you have not yet seen or enjoyed them,
check them out. Remember, the courts are for Copper Lakes residents
and guests. They must be relinquished for scheduled league matches of
Copper Lakes teams. To preserve them for everyone, it is important that
the courts be used for tennis only. They are not for soccer, skateboards,
skates, etc. Access is with the same card you use for the pools.

BUTTERSCOTCH BREAD PUDDING
You could make this on National Butterscotch Pudding Day

INGREDIENTS:
1 loaf day-old bread, torn into small pieces
4 cups milk
2 cups brown sugar
1/2 cup butter, melted
3 eggs, beaten
2 teaspoons vanilla extract
1 cup butterscotch chips
DIRECTIONS:
Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13
inch baking dish. In a large bowl, combine bread, milk, sugar,
butter, eggs, vanilla and butterscotch chip, mixture should be the
consistency of oatmeal. Pour into prepared pan.
Bake in preheated oven 1 hour, until nearly set. (It should have a
“thigh wiggle” or wiggle as much as a well endowed thigh.) Serve

HEALTHY COWBOY CAVIAR
This healthy cowboy caviar recipe (also known as Texas
caviar) is made with all-natural ingredients! Serve it as a dip,
salsa or salad Recipe yields a lot of “caviar,” about 8 cups.
Ingredients
2 (14-ounce) cans black-eyed peas, rinsed and drained,
or 3 cups cooked black-eyed peas
1 (14-ounce) can black beans, rinsed and drained,
or 1 ½ cups cooked black beans
1 ½ cups fresh corn kernels (about 2 ears of corn),
or 1 (14-ounce) can corn, drained
1 ½ cups chopped tomatoes (I used about 4 Roma
tomatoes,
about ¾ pound)
1 medium green, red, orange and yellow bell pepper
¾ cup chopped red onion (about ½ small red onion)
½ cup chopped cilantro, leaves and stems
1 to 2 jalapeños, ribs removed, seeded and finely
chopped
1 avocado (optional)
Italian dressing
1/3 cup olive oil
3 tablespoons red wine vinegar or lime juice
2 medium cloves garlic, pressed or minced1
to 1 ½ teaspoons salt, to taste
1 teaspoon dried oregano
½ teaspoon dried basil
1 teaspoon maple syrup or honey
1/8 teaspoon red pepper flakes
Freshly ground black pepper, to taste

Instructions
In a large serving bowl, combine the drained black-eyed peas, black
beans, corn, chopped tomatoes, bell pepper, onion, cilantro and jalapeño.
If you’ll be including avocado, wait to dice it until you’re ready
to serve the dip, so it doesn’t turn brown in the meantime.
In a cup, whisk together the dressing ingredients until emulsified.
Drizzle the dressing over the serving bowl and toss until well mixed.
Season to taste with additional salt and pepper. For best flavor,
let the mixture marinate for at least 20 minutes before serving. If
you’re adding avocado, mix it in just before serving.

New Laws In Texas
Effective In 2017
The Texas legislature met from January through May and passed several
new laws as well as changed laws that will go into effect in 2017. They
range from texting while driving, drones, to swords, to protecting good
Samaritans. Below are a few of the laws that are effective immediately
or going into effective September 1 st .

Texting While Driving
Effective September 1 st , there will be a statewide band on texting while
driving. The bill bans drivers from texting while a vehicle is moving,
making it a misdemeanor offense punishable by a fine ranging from $25
to $99, with penalties up to $200 for repeat offenders. The law allows
drivers to use their phones for GPS and would not allow violators to be
fined under both state law and local ordinances.
People Allowed to Carry Swords
People can carry bowie knives, swords, daggers and spears in public
under a law that goes into effect September 1 st . Current law allows
people to carry knives no more than 5.5 inches long. While it will be okay
to carry the larger weapons in public, it is illegal to take into bars, schools,
colleges, churches, sporting events and numerous other facilities.
Amnesty for Sex Assault Witnesses
Students who witness and report a sexual assault while they are involved
in illegal activity, such as drinking, would be given amnesty.
Recording Higher Ed Sex Assaults Electronically
Effective immediately, this law will allow college employees and
students to submit electronic and anonymous reports of sexual assaults
to their institutions.
Ridesharing Returns
Last year some ridesharing companies, like Uber and Lyft, were mandated
to fingerprint drivers before they could pick up customers in their cities.
Effective immediately, this new law, bans cities from enforcing similar
measures on these types of ridesharing companies.
Cheaper to Carry a Gun
Effective September 1 st the fees for carrying a gun in Texas are now
cheaper under Senate Bill 16. The law lowers fees for a first-time license
to carry a handgun from $140 to $40 and the renewal fee is also reduced
from $70 to $40.
Be Careful Where You Fly your Drone
Effective September 1 st the state has banned unmanned aircraft, like
drones, over correctional and United States Immigration, Customs
Enforcement detention facilities and large sports venues. Exceptions
include unmanned aircraft authorized by a law enforcement agency or
with the permission of the operator of the sports venue.
David’s Law
The new state law on cyber bullying makes it a Class A misdemeanor to
harass or cyberbully someone under age of 18 through text messages,
social media, websites or other means with the intent to cause them to

Cfisd Earns TEA's Met Standard
Rating For Fifth Straight Year
Once again this year, Cypress-Fairbanks ISD is the largest district in Texas
to have all eligible schools receive the Met Standard designation (highest
possible ratings) in the state accountability system.
To receive a Met Standard rating, campuses must meet the applicable
Index target on Index 1 or 2 and Index 3 and 4:
• Index 1: Student Achievement - Measures how many students passed
the STAAR at the current passing standard;
• Index 2: Student Progress - Measures how many students made
progress from 2015 to 2016;
• Index 3: Closing Performance Gaps - Measures the progress of
students in the economically disadvantaged student group along with
the two lowest-performing student groups from the previous year; and
• Index 4: Postsecondary Readiness - Measures how many students
passed the STAAR at the final recommended standard on two or more
tests (all levels) and graduation rate, graduation diploma plan and a
postsecondary component (high schools only).

whatever it takes to help student achieve is the attitude you find at all of
our campuses,” said Dr. Linda Macias, CFISD associate superintendent of
curriculum & instruction and accountability. “Our campus administrators,
teachers and district team are committed to providing our students with
quality instruction, monitoring their success and offering support when
needed. Our schools have once again achieved the ‘Met Standard’ rating
and reached the target for all four indices that are a part of the state
accountability system. I’m very proud of the work they do.”

CFISD Campuses Earn 2017
Distinction Designations
The Texas Education Agency (TEA) released its annual distinction
designations for campuses earning the accountability rating of Met
Standard. Campuses that receive an accountability rating of Met
Standard are eligible to earn distinction designations, which are awarded
for achievement and progress in the following areas:
Academic Achievement in English Language Arts/Reading;
Academic Achievement in Mathematics;
Academic Achievement in Science;
Academic Achievement in Social Studies;
Top 25%: Student Progress;
Top 25%: Closing Performance Gaps and
Postsecondary Readiness.
Each campus is assigned to a unique comparison group made up of
Texas schools that are most similar to it. The groups are determined on
grade levels served, size, percentage of students who are economically
disadvantaged, mobility rate. It also includes the percentage of English
language learners, students receiving special education services and
students enrolled in an Early College High School program.
A campus earns a distinction designation if it is in the top quartile of its
comparison group for Top 25% student progress and Top 25% closing
performance gaps and at least 33 percent (high schools) and 50 percent
(elementary and middle schools) of the indicators used to award the
distinction in the other areas.

Campuses earning one or more of these distinction designations met
rigorous criteria to earn the highest level of recognition in the state
accountability system.
Eight CFISD campuses earned all possible distinction designations for
their respective campus levels:
Hancock, Holbrook, Lee, Pope and Sampson elementary schools;
Arnold Middle School and
Cypress Park and Langham Creek high schools.

Bridgeland Community
Fun Run for Heroes
The Bridgeland Community Fun Run for Heroes will be held Saturday,
October 28 th at Bridgeland’s Festival Park. The race begins at 7 AM and
includes a 5k route through the scenic Bridgeland community. There
will also be a 1k children’s walk beginning at 7:30 AM, along with booth
vendors and entertainment. The children’s walk is open to strollers and
children are encouraged to come dressed as their favorite super hero.
Prizes will be awarded for the best children’s costumes. Each participant
may have sponsors who pledge a contribution for every mile they run on
behalf of our service men and women. Special prizes will be awarded to
those who meet predetermined fund levels. There will also be 1 st , 2 nd and
3 rd place trophies awarded to the top three finishers of the timed race.

Cypress 5K Fun Run and Puppy Parade
Cypress and Houston area residents can strengthen their families, their
bodies, their neighborhood school and their dogs at a very fun family
friendly event this fall. Cypress 5K Fun Run and Puppy Parade benefiting
the Performing Arts Department at Spillane Middle School will take place
Saturday, November 18 th at 9 AM at Spillane Middle School, 13403
Spillane Woods Blvd.

The event is the school’s fourth annual Fun Run and will feature a timed
run. You don’t have to be a competitive runner to participate since the
race also features a family run for those pushing strollers or wanting to
walk and a dog walking segment. The race will begin at Spillane Middle
School and go through the Coles Crossing neighborhood. Medals will be
awarded in multiple age brackets and to the first three dogs who cross
the finish line.
Early bird registration runs through October 28 th for $30 per individual
or $100 for a family of four and includes a commemorative T-shirt. From
Oct. 29 th -Nov. 11 th , registration increases to $35 per individual or $110 for
a family of four and a T-shirt is not guaranteed. Late registration, which
continues until race day, is $40 per individual or $160 for a family of four
and does not include the shirt. Returning this year will be the option to
“Sleep in for the Arts.” Pay the registration fee. Do not participate on Race
Day. Get a t-shirt! Runners who have pre-registered can pick up their
packets Thursday, November 16 th at Spillane Middle School.

4th Annual Shots for
Holly Flu Season Kickoff Party
The Shots for Holly crew is gearing up for the 4 th annual Flu Season
Kickoff Party, set for Sept. 9 th at The Shack, 12710 Telge Road in Cypress
from 11 AM to 2 PM. There will be information about the flu, prevention
and inoculations, as well as our infamous bus for picture-taking, raffle
items and games. One of our clinic partners will be there to administer
the flu shots and the band Soul Shine will be providing a backdrop of
great music.
Proceeds from the raffle items will fund ongoing educational programs.
Each year, approximately 50,000 people die of flu-related complications,
according to the Center for Disease Control. Deaths among young people
29-45 are on the rise. Shots for Holly is a 501(c)(3) charity organization.

St. Cuthbert Episcopal Blood Drive
St. Cuthbert Episcopal Church will be hosting a Blood Drive on Sunday,
September 24 th beginning ay 8:30 AM. A mobile unit will be in the parking
lot until 12:30 PM. To donate, you must be a least 17 years of age, at least
110 lbs. and in good general health. In our previous blood drive we had
20 donors, some of them first timers. That means 60 lives were saved!

Cypress Symphonic Band will present the first concert of the 2017-2018
season on Saturday, October 7, 2017, at Cornerstone United Methodist
Church, 18081 West Road, Houston, TX 77090. The concert will begin at 7
PM. The theme for this season is “Monsters, Myths, Legends and Heroes.”
Since it is October, we will begin with the “monsters” portion of the
season, in preparation for Halloween.

Exciting Fall At The Pearl Fincher
Museum Of Fine Arts
Fall Exhibits Open September 30 th
This fall, the Pearl Fincher Museum of Fine Arts is thrilled to present an
exhibition titled Anat Ronen: Urban Legend. After coming to the U.S.
from Israel in 2007, Anat Ronen embarked on a new career in art and has
become one of the most exciting and highly regarded street artists of
our day-though she has no formal training in art. Typically she works on
large-scale projects that can reach over 30 feet tall, with more than 500
pieces in public spaces including highways, bridges, buildings, churches
and schools.

Also this fall, the museum will present Contemporary Quilt Art from
the International Quilt Festival Collection. For more than three
decades, Karey Bresenhan, founder of the Houston International
Quilt Festival and Nancy O’Bryant Puentes have been purchasing
studio art quilts for their corporate collection. For the first time ever,
part of this collection has been assembled into a nationally-touring
exhibition of 25 quilts and the Pearl is delighted to be one of the
stops on that tour.
Fall exhibits will open Saturday, September 30 th . The Pearl Fincher
Museum of Fine Arts is open from 10 AM-5 PM Tuesday through
Saturday. Admission is free, but a suggested donation of $5 per adult is
appreciated.

Bayou City Art Festival Downtown
Announces Requests for Volunteers
October 14-15, 2017
The Art Colony Association, Inc. (ACA) is in need of volunteers for Bayou
City Art Festival Downtown on Saturday and Sunday, October 14-15,
2017. Volunteers have the option of choosing various roles and shifts for
either or both days. Shifts for Friday afternoon and evening will also be
available for artist check-in and festival load-in.
The festival offers volunteers the opportunity to make new friends and
meet artists from around the country. After every shift, volunteers will
be entered in a raffle and have the chance to win prizes, including gift
cards to local restaurants, movie and museum tickets. All volunteers will
receive a t-shirt and be able to enjoy the festival at no cost before and
after their shift. The minimum age to sign up is 13 and group volunteering
is also available. Anyone interested in becoming a volunteer can sign up
here.
Bayou City Art Festival will be held under the iconic Houston Downtown
skyline, 10 AM - 6 PM. The festival will spotlight more than 300 artists from
19 different disciplines and benefit local non-profits. Online tickets are
on sale now until the day of the event at www.artcolonyassociation.org.
Tickets online are $12 for adults and $5 for children 6-12; children five
and under are free. Tickets at the gate are $15 for adults. Also available
online are two-day passes for $20 and family passes (two adults, two

Harris County Precinct Three Commissioner Steve Radack has opened
the much anticipated Richard & Meg Weekley Community Center.
Located at 8440 Greenhouse Road, the center is now open to the general
public for a variety of programs and activities. The approximately 21,000
square foot building will serve the community as a center for all ages.
