INVESTMENTS BY DEVELOPING A CONSISTENT<br />

MAINTENANCE SCHEDULE<br />

By doing some simple preventative maintenance, you can extend the life<br />

of your home and minimize costly repairs.<br />

Painting - It is important to put a good coat of paint on your home which<br />

may mean painting every three to five years on an average, depending<br />

on the quality of the paint. Painting obviously improves the appearance<br />

of your home and protects your wood or hardiplank from the elements<br />

reducing rot. Don’t forget your ACC application along with paint color<br />

samples, which must be processed and approved first!<br />

Power washing - Take a walk around your property. If you see green<br />

or black mildew on your home and driveway, you can power wash the<br />

mildew off your gutters, home exterior, driveway and sidewalk. This small<br />

step of maintenance can keep your property looking well maintained.<br />

Gutters - Gutters need to be cleaned out on a regular basis. This time<br />

of year they fill up with pine needles and leaves. If the gutters are full of<br />

leaves and pine needles, they will not drain properly and will need to be<br />

cleaned. The extra weight will cause the gutter nails to become loose and<br />

the gutter will sag or fall from your home. Gutters are important as they<br />

protect the fascia boards.<br />

Landscaping - Trees, shrubs and seasonal flowers add a great deal to<br />

the value of your home and the community. Remember that over time<br />

trees and shrubs can become overgrown and unsightly. Please keep your<br />

landscaping well-trimmed and yard edged so that it enhances your home<br />

and does not interfere with the street.<br />

Street Parking - Please keep in mind that that the streets belong to the<br />

City. Please report all street parking to Harris County Constable Precinct 4<br />

non-emergency line at 281-376- 3472.<br />

NOTICE OF SAFETY ISSUE<br />

It was brought up to the HOA Board’s attention at the last meeting about<br />

the parking situation on streets. As a kind reminder to residents of <strong>Cypress</strong><br />

<strong>Mill</strong>, if possible, please try to park your vehicles in your driveway. It is<br />

causing a safety situation, obstructing the view of passing children and<br />

may cause an issue for emergency vehicles.<br />

MINUTES OF BOARD OF DIRECTORS MEETING JULY 26, <strong>2017</strong><br />

CALL TO ORDER<br />

The Board of Directors meeting of the <strong>Cypress</strong> <strong>Mill</strong> Homeowners Association<br />

Inc. was held on July 26, <strong>2017</strong> at <strong>Cypress</strong> <strong>Mill</strong> Recreation Center, 14710<br />

<strong>Mill</strong>s Park Lane, <strong>Cypress</strong>, Texas. Those in attendance were Dennis Brewer,<br />

Larry Ramirez, Beverly McGaughey and George Rogers. Emma Deatherage<br />

and Angela Rivera were also in attendance (representing Principal<br />

Management Group). With a quorum duly established, Board President,<br />

Dennis Brewer, called <strong>Cypress</strong> <strong>Mill</strong> Board of Director’s meeting to order at<br />

6 PM with an open prayer.<br />

CONTRACTOR FORUM<br />

• A Beautiful Pool, Aubrey Heimbaugh discussed the skill testing for the<br />

lifeguards. Based on test results, lifeguards are retrained in needed. The<br />

ratio of swimmers (15 to 1) was reported.<br />

• Hitech Landscaping, Bradley Reid discussed the status of the common<br />

area landscaping.<br />

APPROVAL OF MINUTES<br />

The Board approved the Board of Directors Meeting Minutes of the June<br />

28, <strong>2017</strong> were reviewed, discussed and approved.<br />

TREASURER’S REPORT<br />

Emma Deatherage presented the June, <strong>2017</strong> Financials. The Financials<br />

were accepted as presented. The following items noted:<br />

• Operating Funds of 289,343.15 and Reserve Funds of $374,914.22 as of<br />

June 30, <strong>2017</strong>.<br />

• 94.5% of the <strong>2017</strong> assessment have been collected.<br />

• June <strong>2017</strong> YTD actual expenses were under budgeted by $5,480.21.<br />

• 2016 Audit has been completed, the draft will be emailed to the Board for<br />

review and approval at the next meeting.<br />

• Reserve Study Updates discussed and will be presented at the next meeting.<br />

• 2018 Budget was discussed, a draft budget will be presented for review<br />

at the next meeting.<br />

MANAGEMENT REPORT<br />

Emma Deatherage review the monthly reports:<br />

• Covenants Status Count Report - 241 violations letters sent out in June<br />

and 96 closed violations. The majority of violations were trashcan in view<br />

and lawn maintenance.<br />

• Delinquency Status Count Report - currently at 94.5% collected. 20<br />

payment plans, 28 accounts at attorney for collections.<br />

HOMEOWNER/CONTRACTOR FORUM<br />

Homeowners present discussed the following items:<br />

• Fence repairs board along <strong>Mill</strong>s Park and <strong>Cypress</strong>wood<br />

• Retention pond inspections<br />

• Trash left out on non-trash days<br />

• Rose Beer Garden outside community - possible nuisance - Board<br />

requested the owners be contacted to attend the next meeting<br />

• Basketball courts opening<br />

• Cameras and security lighting were discussed<br />

ADJOURN TO EXECUTIVE SESSION<br />

RECONVENE FROM EXECUTIVE SESSION<br />

The following items with were discussed and noted actions approved<br />

during the executive session:<br />

Motions were made and seconded and passed unanimously to:<br />

• Homeowners scheduled for the Hearing before the Board were discussed<br />

and noted actions will be taken.<br />

• PMG to research fining policy for deed enforcement and send samples<br />

to the Board<br />

• Board reviewed and approved the proposal from DunRite for the fence<br />

along perimeter of <strong>Cypress</strong> <strong>Mill</strong> Park and <strong>Cypress</strong>wood.<br />

• Board reviewed noted current accounts with small balances and<br />

approved to waive under $50.<br />

• Board reviewed and approved the accounts at Lien Filed status and<br />

approved to forward to the attorney for collections.<br />

• Board reviewed the 3 accounts for deed violations. Board approved to<br />

forward all three account to the attorney for enforcement.<br />

ADJOURNMENT<br />

There being no further business to come before the Board, the regular<br />

business session of the meeting was adjourned at 9:30 PM.<br />

Next meeting will be held on Wednesday, August 23, <strong>2017</strong>, <strong>2017</strong> at 6 PM.<br />

Having your lawn cut either by yourself or a hired landscaper please don’t<br />

put out your grass clippings out on the sidewalk until trash day, Monday<br />

or Thursdays. We are getting complaints and calls of homeowners putting<br />

out grass clipping before trash days. Thank you for your corporation and<br />

understanding we are hoping everyone complies.<br />

TRASH COLLECTION DAYS<br />

Trash is picked up on Mondays and Thursday except for public holidays<br />

(Christmas, New Year’s Day, Thanksgiving, Memorial Day, Labor Day, July<br />

4 th ). On those days, trash will be collected on the next regular collection day.<br />

Please wait until collection day to leave your trash on the curb. There have<br />

been complaints that trash is being left on the curb for several days. Also,<br />

please remember that trashcans should be placed out of sight after pickup.<br />

GENTLE REMINDER ABOUT PETS<br />

ALL pets should be kept on a leash when<br />

not on your secured property. Make sure all<br />

fences are in good condition and be courteous<br />

to other walkers. We have not been notified of<br />

any serious incidents in quite a while, so let’s<br />

keep it that way.<br />

Need we say more … We continue to receive<br />

complaints about residents having to clean<br />

up after a neighbor’s dog has left a message<br />

on their lawn. Please remember to carry a<br />

poop bag with you when taking Fido for a<br />

student with his/her academic and social development. Mentors meet<br />

Currently, over 700 mentors are matched with students. Mentors must be<br />

18 years or older.<br />

To become a mentor, you must attend a training session, complete a<br />

global volunteer/mentor application and consent to a criminal history<br />

record check.<br />

CFISD CAMPUSES EARN<br />

<strong>2017</strong> DISTINCTION DESIGNATIONS<br />

The Texas Education Agency (TEA) released its annual distinction<br />

designations for campuses earning the accountability rating of Met<br />

Standard. Campuses that receive an accountability rating of Met Standard<br />

are eligible to earn distinction designations, which are awarded for<br />

achievement and progress in the following areas:<br />

Academic Achievement in English Language Arts/Reading;<br />

Academic Achievement in Mathematics;<br />

Academic Achievement in Science;<br />

Academic Achievement in Social Studies;<br />

Top 25%: Student Progress;<br />

Top 25%: Closing Performance Gaps and<br />

Postsecondary Readiness.<br />

Each campus is assigned to a unique comparison group made up of<br />

Texas schools that are most similar to it. The groups are determined on<br />

grade levels served, size, percentage of students who are economically<br />

disadvantaged, mobility rate. It also includes the percentage of English<br />

language learners, students receiving special education services and<br />

students enrolled in an Early College High School program.<br />

A campus earns a distinction designation if it is in the top quartile of its<br />

comparison group for Top 25% student progress and Top 25% closing<br />

performance gaps and at least 33 percent (high schools) and 50 percent<br />

(elementary and middle schools) of the indicators used to award the<br />

distinction in the other areas.<br />

Campuses earning one or more of these distinction designations met<br />

rigorous criteria to earn the highest level of recognition in the state<br />

accountability system.<br />

Eight CFISD campuses earned all possible distinction designations for<br />

their respective campus levels:<br />

Hancock, Holbrook, Lee, Pope and Sampson elementary schools;<br />

Arnold Middle School and<br />

<strong>Cypress</strong> Park and Langham Creek high schools.<br />

Founded in 1986 in Katy, Texas, FFPS has grown to 22 leagues and 16,000 players<br />

including one practice per week, a full uniform and trophy for every player, equal<br />

playing time and play every position, co-ed/balanced teams, positive coaching and<br />

BRIDGELAND COMMUNITY FUN RUN FOR HEROES<br />

Saturday, October 28 th<br />

The Bridgeland Community Fun Run for Heroes will be held Saturday,<br />

October 28 th at Bridgeland’s Festival Park. The race begins at 7 AM and<br />

includes a 5k route through the scenic Bridgeland community. There<br />

will also be a 1k children’s walk beginning at 7:30 AM, along with booth<br />

vendors and entertainment. The children’s walk is open to strollers and<br />

children are encouraged to come dressed as their favorite super hero.<br />

Prizes will be awarded for the best children’s costumes. Each participant<br />

may have sponsors who pledge a contribution for every mile they run on<br />

behalf of our service men and women. Special prizes will be awarded to<br />

those who meet predetermined fund levels. There will also be 1 st , 2 nd and<br />

3 rd place trophies awarded to the top three finishers of the timed race. For<br />

CYPRESS 5K FUN RUN AND PUPPY PARADE<br />

<strong>Cypress</strong> and Houston area residents can strengthen their families, their<br />

bodies, their neighborhood school and their dogs at a very fun family<br />

friendly event this fall. <strong>Cypress</strong> 5K Fun Run and Puppy Parade benefiting<br />

the Performing Arts Department at Spillane Middle School will take place<br />

Saturday, November 18 th at 9 AM at Spillane Middle School, 13403<br />

Spillane Woods Blvd.<br />

The event is the school’s fourth annual Fun Run and will feature a timed<br />

run. You don’t have to be a competitive runner to participate since the race<br />

also features a family run for those pushing strollers or wanting to walk and<br />

a dog walking segment. The race will begin at Spillane Middle School and<br />

go through the Coles Crossing neighborhood. Medals will be awarded in<br />

multiple age brackets and to the first three dogs who cross the finish line.<br />

Early bird registration runs through October 28 th for $30 per individual<br />

or $100 for a family of four and includes a commemorative T-shirt. From<br />

Oct. 29 th -Nov. 11 th , registration increases to $35 per individual or $110 for<br />

a family of four and a T-shirt is not guaranteed. Late registration, which<br />

continues until race day, is $40 per individual or $160 for a family of four<br />

and does not include the shirt. Returning this year will be the option to<br />

“Sleep in for the Arts.” Pay the registration fee. Do not participate on Race<br />

Day. Get a t-shirt! Runners who have pre-registered can pick up their<br />

packets Thursday, November 16 th at Spillane Middle School.<br />

The Shots for Holly crew is gearing up for the 4 th annual Flu Season Kickoff<br />

Christ Clinic of Katy will host its 6 th annual “Breakfast for a Blessing” on<br />

Friday, <strong>September</strong> 22, <strong>2017</strong> from 7:30-9 AM at the Omni Houston Hotel<br />

at Westside. Houston Methodist West will be the title sponsor for the<br />

event. This year’s guest speaker will be Charles Smith, the Executive<br />

Commissioner for the Texas Health and Human Services Commission.<br />

The “Breakfast for a Blessing” event will raise funds that directly benefit<br />

the patients served at Christ Clinic. As a nonprofit charity medical clinic,<br />

Christ Clinic provides medical care to the uninsured with a team of caring<br />

and dedicated volunteer providers and support personnel. In 2016, Christ<br />

Clinic provided more than 10,000 patient visits to uninsured members<br />

EXCITING FALL AT THE<br />

PEARL FINCHER MUSEUM OF FINE ARTS<br />

Fall Exhibits Open <strong>September</strong> 30 th<br />

This fall, the Pearl Fincher Museum of Fine Arts is thrilled to present an<br />

exhibition titled Anat Ronen: Urban Legend. After coming to the U.S.<br />

from Israel in 2007, Anat Ronen embarked on a new career in art and has<br />

become one of the most exciting and highly regarded street artists of our<br />

day-though she has no formal training in art. Typically she works on largescale<br />

projects that can reach over 30 feet tall, with more than 500 pieces<br />

in public spaces including highways, bridges, buildings, churches and<br />

schools.<br />

Also this fall, the museum will present Contemporary Quilt Art from the<br />

International Quilt Festival Collection. For more than three decades,<br />

Karey Bresenhan, founder of the Houston International Quilt Festival and<br />

Nancy O’Bryant Puentes have been purchasing studio art quilts for their<br />

corporate collection. For the first time ever, part of this collection has been<br />

assembled into a nationally-touring exhibition of 25 quilts and the Pearl is<br />

delighted to be one of the stops on that tour.<br />

Fall exhibits will open Saturday, <strong>September</strong> 30 th . The Pearl Fincher<br />

Museum of Fine Arts is open from 10 AM-5 PM Tuesday through Saturday.<br />

Obesity Month<br />

<strong>September</strong> is National Childhood<br />

Obesity Awareness Month. This<br />

is an opportunity to learn about<br />

ways to prevent and address this<br />

serious health concern. Childhood<br />

obesity is a major public health<br />

problem.<br />

• Children who have obesity are<br />

more likely to have obesity as<br />

adults. This can lead to lifelong physical and mental health problems,<br />

including diabetes and increased risk of certain cancers.<br />

• Children who have obesity face more bullying and stigma.<br />

• Childhood obesity is influenced by many factors: too much time spent in<br />

sedentary activities such as television viewing; a lack of bedtime routine<br />

leading to too little sleep; a lack of community places to get adequate<br />

physical activity; easy access to inexpensive, high calorie snacks and<br />

beverages; and/or a lack of access to affordable, healthier foods.<br />

Ways parents can help prevent obesity and support healthy growth in<br />

children.<br />

• Energy balance is important. Parents can make sure children get<br />

adequate sleep, follow recommendations on daily screen time, take part<br />

in regular physical activity and eat the right amount of calories.<br />

• Substitute higher nutrient, lower calorie foods such as fruit and<br />

vegetables in place of foods with higher-calorie ingredients, such as<br />

added sugars and solid fats.<br />

• Serve children fruit and vegetables at meals and as snacks.<br />

• Parents can ensure access to water as a no-calorie alternative to sugarsweetened<br />

beverages.<br />

• Help children get the recommended amount of physical activity each day<br />

by encouraging them to participate in activities that are age-appropriate<br />

and enjoyable.<br />

• Addressing obesity can start in the home, but also requires the support<br />

of communities.<br />

NEW LAWS<br />

IN TEXAS<br />

EFFECTIVE IN <strong>2017</strong><br />

The Texas legislature met from<br />

January through May and passed<br />

several new laws as well as<br />

changed laws that will go into<br />

effect in <strong>2017</strong>. They range from<br />

texting while driving, drones, to<br />

swords, to protecting good Samaritans. Below are a few laws that are<br />

effective immediately or going into effective <strong>September</strong> 1 st .<br />

Texting While Driving<br />

Effective <strong>September</strong> 1 st , there will be a statewide band on texting<br />

while driving. The bill bans drivers from texting while a vehicle is<br />

moving, making it a misdemeanor offense punishable by a fine ranging<br />

from $25 to $99, with penalties up to $200 for repeat offenders. The<br />

law allows drivers to use their phones for GPS and would not allow<br />

violators to be fined under both state law and local ordinances.<br />

People Allowed to Carry Swords<br />

People can carry bowie knives, swords, daggers and spears in public<br />

under a law that goes into effect <strong>September</strong> 1 st . Current law allows<br />

people to carry knives no more than 5.5 inches long. While it will be<br />

okay to carry the larger weapons in public, it is illegal to take into<br />

bars, schools, colleges, churches, sporting events and numerous other<br />

facilities.<br />

Amnesty for Sex Assault Witnesses<br />

Students who witness and report a sexual assault while they are<br />

involved in illegal activity, such as drinking, would be given amnesty.<br />

Recording Higher Ed Sex Assaults Electronically<br />

Effective immediately, this law will allow college employees and<br />

students to submit electronic and anonymous reports of sexual<br />

assaults to their institutions.<br />

Ridesharing Returns<br />

Last year some ridesharing companies, like Uber and Lyft, were<br />

mandated to fingerprint drivers before they could pick up customers<br />

in their cities. Effective immediately, this new law, bans cities from<br />

enforcing similar measures on these types of ridesharing companies.<br />

Cheaper to Carry a Gun<br />

Effective <strong>September</strong> 1 st the fees for carrying a gun in Texas are now<br />

cheaper under Senate Bill 16. The law lowers fees for a first-time<br />

license to carry a handgun from $140 to $40 and the renewal fee is also<br />

reduced from $70 to $40.<br />

Be Careful Where You Fly your Drone<br />

Effective <strong>September</strong> 1 st the state has banned unmanned aircraft, like<br />

drones, over correctional and United States Immigration, Customs<br />

Enforcement detention facilities and large sports venues. Exceptions<br />

include unmanned aircraft authorized by a law enforcement agency or<br />

with the permission of the operator of the sports venue.<br />

David’s Law<br />

The new state law on cyber bullying makes it a Class A misdemeanor to<br />

harass or cyberbully someone under age of 18 through text messages,<br />

social media, websites or other means with the intent to cause them to<br />

commit suicide or harm to themselves.<br />

Voter ID changes<br />

If don’t have a valid photo id, voters will be able to cast their ballots if they<br />

show some other documentation with their name and home address<br />

(Bank statement or Utility bill). Voters would also need to sign an affidavit<br />

saying there is a good reason they don’t have a valid photo ID.<br />

No More Straight-Ticket Voting<br />

Straight ticket voting is out! Voters will no longer be allowed to cast<br />

their ballot for an entire slate of Republican or Democratic candidates.<br />

You will now have to vote for each candidate individually.<br />

Lottery Winners<br />

Effective <strong>September</strong> 1 st . Individuals who win prizes of at least $1<br />

million can choose to remain anonymous and prohibit the release of<br />

all personal information to the public.<br />

Civil Protections for Good Samaritans<br />

Effective <strong>September</strong> 1 st a new law protects good Samaritans from<br />

civil lawsuits if they break in a vehicle if they have reason to belief the<br />

person is in imminent harm, has first notified 911, uses appropriate<br />

amount of force and remains with the individual in a safe location. This<br />

replaces current law that leaves good Samaritan open to civil suits.<br />

No More Suspensions for Young Students<br />

Effective immediately. Schools can no longer suspend students below<br />

third grade. Instead public schools need to discipline children in a way<br />

that enforces positive behavior.<br />

More Frequent Background Checks for College Referees<br />

Effective <strong>September</strong> 1 st sport officials registered with the UIL will have to<br />

undergo criminal background checks every three years instead of just one.<br />

Help for Relatives Caring for Abused Children<br />

The state will now pay $350 a month to families caring for abused or<br />

neglected children they are related to. Currently the state pays families<br />

$1,000 initially and $500 a year.<br />

Attacking Police Officers is Now Officially a Hate Crime<br />

If a person attacks a former or current law enforcement officer they<br />

could be found guilty of committing a crime. The change puts crimes<br />

against law enforcement in the same category as crimes based on a<br />

person’s race, color, disability, religion, national origin, age, gender or<br />

sexual preference.<br />

BUTTERSCOTCH BREAD PUDDING<br />

You could make this on National Butterscotch Pudding Day<br />

<strong>September</strong> 19 th !<br />

INGREDIENTS:<br />

1 loaf day-old bread, torn into small pieces<br />

4 cups milk<br />

2 cups brown sugar<br />

1/2 cup butter, melted<br />

3 eggs, beaten<br />

2 teaspoons vanilla extract<br />

1 cup butterscotch chips<br />

DIRECTIONS:<br />

Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13<br />

inch baking dish. In a large bowl, combine bread, milk, sugar,<br />

butter, eggs, vanilla and butterscotch chip, mixture should be the<br />

consistency of oatmeal. Pour into prepared pan.<br />

Bake in preheated oven 1 hour, until nearly set. (It should have a<br />

“thigh wiggle” or wiggle as much as a well endowed thigh.) Serve<br />

HEALTHY COWBOY CAVIAR<br />

This healthy cowboy caviar recipe (also known as Texas<br />

caviar) is made with all-natural ingredients! Serve it as a dip,<br />

salsa or salad Recipe yields a lot of “caviar,” about 8 cups.<br />

Ingredients<br />

2 (14-ounce) cans black-eyed peas, rinsed and drained,<br />

or 3 cups cooked black-eyed peas<br />

1 (14-ounce) can black beans, rinsed and drained,<br />

or 1 ½ cups cooked black beans<br />

1 ½ cups fresh corn kernels (about 2 ears of corn),<br />

or 1 (14-ounce) can corn, drained<br />

1 ½ cups chopped tomatoes (I used about 4 Roma<br />

tomatoes, about ¾ pound)<br />

1 medium green, red, orange and yellow bell pepper<br />

¾ cup chopped red onion (about ½ small red onion)<br />

½ cup chopped cilantro, leaves and stems<br />

1 to 2 jalapeños, ribs removed, seeded and finely<br />

chopped<br />

1 avocado (optional)<br />

Italian dressing<br />

1/3 cup olive oil<br />

3 tablespoons red wine vinegar or lime juice<br />

2 medium cloves garlic, pressed or minced1<br />

to 1 ½ teaspoons salt, to taste<br />

1 teaspoon dried oregano<br />

½ teaspoon dried basil<br />

1 teaspoon maple syrup or honey<br />

1/8 teaspoon red pepper flakes<br />

Freshly ground black pepper, to taste<br />

Instructions<br />

In a large serving bowl, combine the drained black-eyed peas, black<br />

beans, corn, chopped tomatoes, bell pepper, onion, cilantro and<br />

jalapeño. If you’ll be including avocado, wait to dice it until you’re<br />

ready to serve the dip, so it doesn’t turn brown in the meantime.<br />

In a cup, whisk together the dressing ingredients until emulsified.<br />

Drizzle the dressing over the serving bowl and toss until well mixed.<br />

Season to taste with additional salt and pepper. For best flavor, let<br />

the mixture marinate for at least 20 minutes before serving. If you’re<br />

adding avocado, mix it in just before serving.<br />
