MONTHLY HOA MEETINGS 

We encourage all residents to participate in the monthly 

HOA meetings. It is your forum to share suggestions, get an update 

on neighborhood activities and stay connected with each other. 

When: The meetings are often held the first Monday evening 

of each month (except on Holidays). 

Venue: To escape the summer heat, the monthly HOA meetings will 

be held indoors and NOT at the community centre. Please be on 

the lookout for communication from FirstService Residential the 

Friday before the meeting. 

Notification: If for some reason, you do not receive an email, please 

check your spam folder and also ask your neighbor/s about it.

VLP COMMUNITY POOL AND 2017 POOL CARDS 

The VLP pool is open Tuesdays-Sundays, 5 AM-10 PM year round 

for your enjoyment. It is CLOSED on Monday for chemical applications. 

Please consider the following pool rules, while using the Pool: 

• Pool parties are not allowed at the pool. 

• Private swim lessons are not allowed at the community pool due 

to vendor and insurance compliance. 

• Keep the pool area and bathrooms clean. 

• The life rings are not to be used as toys. In case of any eventuality 

at the pool, they are critical for safety and rescue operation. 

• If brought down to the pool deck, please return the patio chairs 

to the covered patio. 

• In addition, to these, a complete list of rules is posted at the pool. 

The security camera system has been upgraded for improved vision 

and monitoring. 

NEW POOL CARDS 

New pool cards have been issued to all residents who had pool cards 

earlier. The FirstService Residential team was at the pool in June to 

hand over the new cards. If you did come to the pool to exchange 

your old card for a new one or if you don’t have a pool card, please 

contact Jeanenia Coleman at jeanenia.coleman@fsresidential.com. 

VLP SAFETY TIPS: 

DO NOT OPEN THE DOOR FOR SOLICITORS 

Officer Glentzer shares the following valuable information regarding 

safety: 

• DO NOT OPEN your DOOR for solicitors. As a community we should 

not encourage them by opening our doors. If a solicitor refuses to 

get off your property, please call 911 immediately to report them. 

• Promply collect your packages when they are delivered, 

as thieves are more than ready to take parcels left on doorsteps. 

• When shopping or stopping at the bank, be aware of your 

surroundings and ALWAYS lock your car.

HOME IMPROVEMENTS AND TREE TRIMMING 

While we all love home improvements, please be sure to obtain approval 

prior to beginning. A complete list of the deed restrictions can 

be found on the website, as well as through FirstService Residential. 

These items are mandatory, meaning all residents must abide by them. 

Things such as landscaping, painting or staining, adding iron driveway 

fences, mailboxes, storm doors and additions such as sheds, gates or 

pergolas are on the list. The architectural committee enforces deed 

restrictions at all times and it is taken very seriously. Forms for ARC 

Committee approval are on the website. 

Some simple things that help keep our neighborhood beautiful are: 

• Keeping your grass cut regularly, bushes trimmed and beds free 

of weeds 

• Keeping tree limbs trimmed high enough so that people walking do 

not get hurt and street signs can be easily seen. Please be aware that 

you are responsible for the condition of your tree branches and are 

the responsible party if someone gets hurt while on your property. 

• Replacing dead shrubbery - required along street facing fencing 

• Keeping fences stained with the approved colors: Behr Exterior Wood 

Stain in Terra Cotta (DP-396), Cappuccino Solid (DP-529) and Valise 

Solid (SC-123). 

Please note that FirstService Residential will be sending letters to 

residents that are non-compliant. These deed restrictions are mandatory, 

not a choice! By complying with the guidelines, we maintain 

a consistently beautiful neighborhood. Plus, it helps property values! 

Please take a look at your trees to determine if they need attention. 

There are many companies available (various companies advertise in 

this newsletter) to trim trees in order to make it safer for everyone out 

and about in VLP.

LITTER/TRASH FAQS - KEEP YOUR NEIGHBORHOOD CLEAN 

In the recent past, there has been an uptick in litter lining the streets 

of the VLP subdivision. Each resident needs to be come more proactive 

when it comes to disposing of “litter” including cigarette butts. What 

constitutes litter? Litter is trash that is not disposed of properly in a 

trashcan. When it’s in the trashcan, it becomes garbage. The following 

items are definitely and undeniably litter: 

• Cigarette butts 

• Gum and gum wrappers 

• Plastic water bottles 

• Beer/wine containers 

Please be aware that littering is against the law and you can be fined 

up to $500 for trash less than or equal to five pounds or five gallons. 

Repeat the offense and you could face a fine up to $2,000 and 180 days 

in jail. Any law enforcement officer in Texas can enforce these laws. 

Let’s all do our part in keeping our streets free of litter. The HOA has 

provided trashcans throughout the neighborhood to facilitate easy 

disposing of litter while out on the streets. Together we can maintain 

a clean and beautiful neighborhood. 

BE A RESPONSIBLE PET OWNER 

It is required by law, to have all pets leashed while not inside your 

home or backyard. If someone is hurt due to your animal, you will be 

held liable. 

Common areas are for all to enjoy, so pick up after your pet. Additional 

trash receptacles have been installed to make this more convenient. 

There have been incidents of coyotes roaming VLP and reports that 

some pets have been attacked. Please be vigilant.

LEASH LAW 

Animals that are not properly restrained pose a threat to all our residents. 

While you may know your pet is friendly, an animal running at 

someone who is walking by is very scary for that person. Many children 

are afraid of animals and become frightened, which could result in the 

child getting hurt trying to avoid the animal. 

Harris County Animal Control advises, “All dogs and cats must be kept 

under restraint while in the unincorporated areas of Harris County, 

Texas. The custodian of a dog or cat is not authorized to have, 

harbor or keep any unlicensed dog or cat nor to allow any dog or 

cat to become a stray.” 

Restraint is defined as “the control of a dog or cat 

under the following circumstances: 

1. When it is controlled by a line or leash not more than six (6) feet in 

length, if the line or leash is held by a human being, who is capable of 

controlling or governing the dog or cat in question 

2. When it is within a fully enclosed vehicle 

3. When it is on the premise of the custodian and the animal does not 

have access to sidewalk or street.” 

While it may be nice to have your animal out in the yard while you work 

or play, it is against the law, unless the animal is properly restrained.

LABOR DAY GRILLING SAFETY 

As you fire up the grill this long weekend, 

keep in mind these safety tips: 

Do: 

1. Keep your grill at least 10 feet away from 

your house. Farther is even better. This includes 

portions attached to your house like 

carports, garages and porches. Grills should 

not be used underneath wooden overhangs 

either, as the fire could flare up into the structure 

above. This applies to both charcoal and 

gas grills.

HARRIS COUNTY ALARM DETAIL 

If your home has an alarm system, you need to 

obtain a permit to avoid the issuance of a citation 

and excessive false alarm fees. You can get a copy of 

the permit application and review the regulations 

regarding permit requirements at the Harris County 

Sheriff’s Office website. The form can be printed for 

mailing with the applicable fee from the website. For 

more info, call the Alarm Detail office at 713-755-4600 

during normal business hours. 

2. Clean your grill regularly. If you allow grease 

and fat to build up on your grill, they provide 

more fuel for a fire. 

Grease is a major source of flare ups. 

3. Check for gas leaks. You can make sure no 

gas is leaking from your gas grill by making a solution of half liquid dish soap 

and half water and rubbing it on the hoses and connections. Then, turn the gas 

on (with the grill lid open.) If the soap forms large bubbles, that’s a sign that the 

hoses have tiny holes or that the connections are not tight enough. 

4. Keep decorations away from your grill. Decorations like hanging baskets, pillows 

and umbrellas look pretty AND provide fuel for a fire. To make matters worse, 

today’s décor is mostly made of artificial fibers that burn fast and hot, making 

this tip even more important. 

5. Keep a spray bottle of water handy. That way, if you have a minor flare-up you 

can spray it with the water to instantly calm it. 

The bonus of this tip is that water won’t harm your food, so dinner won’t be ruined! 


6. Keep a fire extinguisher within a couple steps of your grill. And 

KNOW HOW TO USE IT. If you are unsure how to use the extinguisher, 

don’t waste time fiddling with it before calling 911. Firefighters say 

many fire deaths occur when people try to fight a fire themselves 

instead of calling for expert help and letting the fire department 

do its job. 

Don’t: 

7. Turn on the gas while your grill lid is closed. NEVER do this. It 

causes gas to build up inside your grill and when you do light it 

and open it,a fireball can explode in your face. Click here to see

8. Leave a grill unattended. Fires double in size every minute. Plan 

ahead so that all of your other food prep chores are done and 

you can focus on grilling. 

9. Overload your grill with food. This applies especially fatty meats. 

The basic reason for this tip is that if too much fat drips on the 

flames at once, it can cause a large flare-up that could light nearby 

things on fire. 

10. Use a grill indoors. People often think it will be safe to use a 

grill, especially a small one, indoors. NOT TRUE. In addition to the 

fire hazard, grills release carbon monoxide, the deadly colorless, 

odorless gas. That gas needs to vent in fresh air or it can kill you,

CYPRESS SYMPHONIC BAND PRESENTS 

FIRST CONCERT OF THE 2017-2018 SEASON 

Cypress Symphonic Band will present the first concert of the 2017- 

2018 season on Saturday, October 7, 2017, at Cornerstone United 

Methodist Church, 18081 West Road, Houston, TX 77090. The concert 

will begin at 7 PM. The theme for this season is “Monsters, Myths, 

Legends and Heroes.” Since it is October, we will begin with the 

“monsters” portion of the season, in preparation for Halloween.

MUSEUM OF FINE ARTS 

Fall Exhibits Open September 30 th 

This fall, the Pearl Fincher Museum of Fine Arts is thrilled to present an 

exhibition titled Anat Ronen: Urban Legend. After coming to the U.S. 

from Israel in 2007, Anat Ronen embarked on a new career in art and 

has become one of the most exciting and highly regarded street artists 

of our day-though she has no formal training in art. Typically she works 

on large-scale projects that can reach over 30 feet tall, with more than 

500 pieces in public spaces including highways, bridges, buildings, 

churches and schools. 

Also this fall, the museum will present Contemporary Quilt Art from the 

International Quilt Festival Collection. For more than three decades, 

Karey Bresenhan, founder of the Houston International Quilt Festival 

and Nancy O’Bryant Puentes have been purchasing studio art quilts for 

their corporate collection. For the first time ever, part of this collection

The festival offers volunteers the opportunity to make new friends and 

meet artists from around the country. After every shift, volunteers will 

be entered in a raffle and have the chance to win prizes, including gift 

cards to local restaurants, movie and museum tickets. All volunteers 

will receive a t-shirt and be able to enjoy the festival at no cost before 

and after their shift. The minimum age to sign up is 13 and group volunteering

Bayou City Art Festival will be held under the iconic Houston Downtown

CFISD EARNS TEA’S MET STANDARD RATING 

FOR FIFTH STRAIGHT YEAR 

Once again this year, Cypress-Fairbanks ISD is the largest district in 

Texas to have all eligible schools receive the Met Standard designation 

(highest possible ratings) in the state accountability system. 

To receive a Met Standard rating, campuses must meet the applicable 

Index target on Index 1 or 2 and Index 3 and 4: 

• Index 1: Student Achievement - Measures how many students 

passed the STAAR at the current passing standard; 

• Index 2: Student Progress - Measures how many students made 

progress from 2015 to 2016; 

• Index 3: Closing Performance Gaps - Measures the progress of students 

in the economically disadvantaged student group along with 

the two lowest-performing student groups from the previous year; and 

• Index 4: Postsecondary Readiness - Measures how many students 

passed the STAAR at the final recommended standard on two or more 

tests (all levels) and graduation rate, graduation diploma plan and a 

postsecondary component (high schools only). 

“High expectations, believing all students can be successful, and 

doing whatever it takes to help student achieve is the attitude you 

find at all of our campuses,” said Dr. Linda Macias, CFISD associate 

superintendent of curriculum & instruction and accountability. “Our 

campus administrators, teachers and district team are committed 

to providing our students with quality instruction, monitoring their 

success and offering support when needed. Our schools have once 

again achieved the ‘Met Standard’ rating and reached the target for 

all four indices that are a part of the state accountability system. I’m 

very proud of the work they do.” 

CFISD CAMPUSES EARN 2017 DISTINCTION DESIGNATIONS 

The Texas Education Agency (TEA) released its annual distinction 

designations for campuses earning the accountability rating of Met 

Standard. Campuses that receive an accountability rating of Met 

Standard are eligible to earn distinction designations, which are 

awarded for achievement and progress in the following areas: 

Academic Achievement in English Language Arts/Reading; 

Academic Achievement in Mathematics; 

Academic Achievement in Science; 

Academic Achievement in Social Studies; 

Top 25%: Student Progress; 

Top 25%: Closing Performance Gaps and 

Postsecondary Readiness. 

Each campus is assigned to a unique comparison group made up of 

Texas schools that are most similar to it. The groups are determined 

on grade levels served, size, percentage of students who are economically 

disadvantaged, mobility rate. It also includes the percentage of 

English language learners, students receiving special education services 

and students enrolled in an Early College High School program. 

A campus earns a distinction designation if it is in the top quartile 

of its comparison group for Top 25% student progress and Top 25% 

closing performance gaps and at least 33 percent (high schools) and 

50 percent (elementary and middle schools) of the indicators used 

to award the distinction in the other areas. 

Campuses earning one or more of these distinction designations met 

rigorous criteria to earn the highest level of recognition in the state 

accountability system. 


Eight CFISD campuses earned all possible distinction designations 

for their respective campus levels: 

Hancock, Holbrook, Lee, Pope and Sampson elementary schools; 

Arnold Middle School and 

Cypress Park and Langham Creek high schools. 

“Our commissioner of education has previously shared that earning 

one or more Distinction Designations is noteworthy and should be a

For 100 years, Scouting programs have instilled in youth the values 

found in the Scout Oath and Scout Law. Today, these values are just 

as relevant in helping youth grow to their full potential as they were 

in 1910. Scouting helps youth develop academic skills, self-confidence, 

ethics, leadership skills, outdoor skills and citizenship skills

BOY SCOUT TROOP 61 

Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community 

Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and 

have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings

BRIDGELAND COMMUNITY FUN RUN FOR HEROES 


The Bridgeland Community Fun Run for Heroes will be held Saturday, 

October 28 th at Bridgeland’s Festival Park. The race begins at 7 AM and 

includes a 5k route through the scenic Bridgeland community. There will 

also be a 1k children’s walk beginning at 7:30 AM, along with booth vendors 

and entertainment. The children’s walk is open to strollers and children 

are encouraged to come dressed as their favorite super hero. Prizes will 

be awarded for the best children’s costumes. Each participant may have 

sponsors who pledge a contribution for every mile they run on behalf of 

our service men and women. Special prizes will be awarded to those who 

meet predetermined fund levels. There will also be 1 st , 2 nd and 3 rd place

SEASON KICKOFF PARTY 

The Shots for Holly crew is gearing up for the 4 th annual Flu Season 

Kickoff Party, set for Sept. 9 th at The Shack, 12710 Telge Road in 

Cypress from 11 AM to 2 PM. There will be information about the 

flu, prevention and inoculations, as well as our infamous bus for 

picture-taking, raffle items and games. One of our clinic partners will 

be there to administer the flu shots and the band Soul Shine will be

NEW LAWS IN TEXAS EFFECTIVE IN 2017 

The Texas legislature met from January through May and passed 

several new laws as well as changed laws that will go into effect in 

2017. They range from texting while driving, drones, to swords, to 

protecting good Samaritans. Below are a few laws that are effective 

immediately or going into effective September 1 st . 

Texting While Driving 

Effective September 1 st , there will be a statewide band on texting 

while driving. The bill bans drivers from texting while a vehicle is moving, 

making it a misdemeanor offense punishable by a fine ranging 

from $25 to $99, with penalties up to $200 for repeat offenders. The 

law allows drivers to use their phones for GPS and would not allow 

violators to be fined under both state law and local ordinances. 

People Allowed to Carry Swords 

People can carry bowie knives, swords, daggers and spears in public 

under a law that goes into effect September 1 st . Current law allows 

people to carry knives no more than 5.5 inches long. While it will be 

okay to carry the larger weapons in public, it is illegal to take into 

bars, schools, colleges, churches, sporting events and numerous 

other facilities. 

Amnesty for Sex Assault Witnesses 

Students who witness and report a sexual assault while they are involved 

in illegal activity, such as drinking, would be given amnesty. 

Recording Higher Ed Sex Assaults Electronically 

Effective immediately, this law will allow college employees and 

students to submit electronic and anonymous reports of sexual 

assaults to their institutions.

Last year some ridesharing companies, like Uber and Lyft, were 

mandated to fingerprint drivers before they could pick up customers 

in their cities. Effective immediately, this new law, bans cities 

from enforcing similar measures on these types of ridesharing 

companies. 

Cheaper to Carry a Gun 

Effective September 1 st the fees for carrying a gun in Texas are now 

cheaper under Senate Bill 16. The law lowers fees for a first-time 

license to carry a handgun from $140 to $40 and the renewal fee is 

also reduced from $70 to $40. 

Be Careful Where You Fly your Drone 

Effective September 1 st the state has banned unmanned aircraft, like 

drones, over correctional and United States Immigration, Customs 

Enforcement detention facilities and large sports venues. Exceptions 

include unmanned aircraft authorized by a law enforcement agency 

or with the permission of the operator of the sports venue. 

David’s Law 

The new state law on cyber bullying makes it a Class A misdemeanor 

to harass or cyberbully someone under age of 18 through text 

messages, social media, websites or other means with the intent 

to cause them to commit suicide or harm to themselves. 

Voter ID changes 

If don’t have a valid photo id, voters will be able to cast their ballots 

if they show some other documentation with their name and 

home address (Bank statement or Utility bill). Voters would also 

need to sign an affidavit saying there is a good reason they don’t 

have a valid photo ID. 

No More Straight-Ticket Voting 

Straight ticket voting is out! Voters will no longer be allowed to cast 

their ballot for an entire slate of Republican or Democratic candidates. 

You will now have to vote for each candidate individually. 

Lottery Winners 

Effective September 1 st . Individuals who win prizes of at least $1 

million can choose to remain anonymous and prohibit the release 

of all personal information to the public. 

Civil Protections for Good Samaritans 

Effective September 1 st a new law protects good Samaritans 

from civil lawsuits if they break in a vehicle if they have reason to 

belief the person is in imminent harm, has first notified 911, uses 

appropriate amount of force and remains with the individual in a 

safe location. This replaces current law that leaves good Samaritan 

open to civil suits. 

No More Suspensions for Young Students 

Effective immediately. Schools can no longer suspend students 

below third grade. Instead public schools need to discipline children 

in a way that enforces positive behavior. 

More Frequent Background Checks for College Referees 

Effective September 1 st sport officials registered with the UIL will 

have to undergo criminal background checks every three years 

instead of just one. 

Help for Relatives Caring for Abused Children 

The state will now pay $350 a month to families caring for abused 

or neglected children they are related to. Currently the state pays 

families $1,000 initially and $500 a year. 

Attacking Police Officers is Now Officially a Hate Crime 

If a person attacks a former or current law enforcement officer 

they could be found guilty of committing a crime. The change puts 

crimes against law enforcement in the same category as crimes 

based on a person’s race, color, disability, religion, national origin, 

age, gender or sexual preference.

Shalom Cypress was established in 2011 by local families seeking a 

Jewish presence in Northwest Houston. We are the closest synagogue 

within 25 miles of the nearest synagogue. Many thought that they

INGREDIENTS: 

1 loaf day-old bread, torn into small pieces 

4 cups milk 

2 cups brown sugar 

1/2 cup butter, melted 

3 eggs, beaten 

2 teaspoons vanilla extract 

1 cup butterscotch chips 

DIRECTIONS: 

Preheat oven to 350 degrees F (175 degrees C). Butter a 9x13 

inch baking dish. In a large bowl, combine bread, milk, sugar, 

butter, eggs, vanilla and butterscotch chip, mixture should be the 

consistency of oatmeal. Pour into prepared pan. 

Bake in preheated oven 1 hour, until nearly set. (It should have a 

“thigh wiggle” or wiggle as much as a well endowed thigh.) Serve

HEALTHY COWBOY CAVIAR 

This healthy cowboy caviar recipe (also known as Texas 

caviar) is made with all-natural ingredients! Serve it as a dip, 

salsa or salad Recipe yields a lot of “caviar,” about 8 cups. 

Ingredients 

2 (14-ounce) cans black-eyed peas, rinsed and drained, 

or 3 cups cooked black-eyed peas 

1 (14-ounce) can black beans, rinsed and drained, 

or 1 ½ cups cooked black beans 

1 ½ cups fresh corn kernels (about 2 ears of corn), 

or 1 (14-ounce) can corn, drained 

1 ½ cups chopped tomatoes (I used about 4 Roma 

tomatoes, 

about ¾ pound) 

1 medium green, red, orange and yellow bell pepper 

¾ cup chopped red onion (about ½ small red onion) 

½ cup chopped cilantro, leaves and stems 

1 to 2 jalapeños, ribs removed, seeded and finely 

chopped 

1 avocado (optional) 

Italian dressing 

1/3 cup olive oil 

3 tablespoons red wine vinegar or lime juice 

2 medium cloves garlic, pressed or minced1 

to 1 ½ teaspoons salt, to taste 

1 teaspoon dried oregano 

½ teaspoon dried basil 

1 teaspoon maple syrup or honey 

1/8 teaspoon red pepper flakes 

Freshly ground black pepper, to taste 


Instructions 

In a large serving bowl, combine the drained black-eyed peas, black 

beans, corn, chopped tomatoes, bell pepper, onion, cilantro and jalapeño. 

If you’ll be including avocado, wait to dice it until you’re ready 

to serve the dip, so it doesn’t turn brown in the meantime. 

In a cup, whisk together the dressing ingredients until emulsified. 

Drizzle the dressing over the serving bowl and toss until well mixed. 

Season to taste with additional salt and pepper. For best flavor, 

let the mixture marinate for at least 20 minutes before serving. If 

you’re adding avocado, mix it in just before serving.
