In a recent development that<br />

will cheer our business<br />

c o m m u n i t y , K a r n a t a k a<br />

continues to be the country’s<br />

top preferred destination for<br />

investments. The Trade and<br />

Industry is still grappling with<br />

the complex new Goods and<br />

Services Tax (GST) rolled out<br />

post-July <strong>2017</strong> and the trade<br />

and industry bodies are<br />

slowly getting the nuances of<br />

the law in place and hopefully,<br />

in the coming months the nation will be GST-compliant.<br />

There are bound to be several teething problems<br />

d u r i n g t h e o n g o i n g i m p l e m e n t a t i o n o f a<br />

transformational indirect tax regime such as GST.<br />

The <strong>FKCCI</strong> is setting up GST Simulation & Facilitation<br />

Centres in all districts of Karnataka in association with<br />

District Chambers of <strong>Commerce</strong>. Any Member of the<br />

Chamber can visit the GST Simulation Centre and seek<br />

clarification on specific issues related to their line of<br />

business. They are open basically to accelerate the process<br />

of GST integration especially among the MSME players who<br />

are finding it difficult to understand and grasp the nuances of<br />

the new law. The Chamber has partnered with renowned<br />

technology companies and the tax department to guide<br />

Members in solving compliance issues.<br />

India is expected to be home to a workforce of 500 million<br />

by 2022. About 12 million persons are expected to join<br />

the workforce every year. However, only 10% of the total<br />

workforce in the country receives some kind of skill<br />

training (2% with formal training and 8% with informal<br />

training). Considering the increasing requirement for<br />

skilled labour, <strong>FKCCI</strong> has decided to set up a Skill<br />

Development Institute. We are thankful to KIADB for<br />

having allotted 1.5 acres of land for setting up the<br />

Institute in Dobbaspet Industrial Area which shall aim to<br />

support the following objectives:<br />

Skill development for ITI graduates<br />

Exposure to real-life workplace situations<br />

Exposure to latest trends in Manufacturing/Innovation<br />

Collaboration with international skill development<br />

partners in Germany and Switzerland<br />

Host startups/incubators and provide mentoring<br />

and support for their growth<br />

The continued crisis in the farm sector has alarmed us all<br />

and so we at the <strong>FKCCI</strong> joined hands with Media Today<br />

Group to organize the 9th Edition of Agri-Tech India<br />

<strong>2017</strong> and Foodex <strong>2017</strong> which gave a single, common<br />

platform for all stakeholders of the farm sector to come<br />

together and stave off the crisis. All of us, especially from<br />

Industry, Trade and <strong>Commerce</strong>, need to join hands to<br />

encourage the Prime Minister’s vision of ‘More Crop, Per<br />

Drop’ and we at the Federation would like to urge the farm<br />

sector to adopt newer technologies in the cutting edge to<br />

increase farm output and better the quality of produce.<br />

<strong>FKCCI</strong> will establish a Centre for Business Excellence at<br />

its state of-the-art new Centenary building and conduct<br />

certification courses on export documentation, labour<br />

laws, tourism, GST etc. in association with government<br />

agencies and professional bodies. Sir MV Research<br />

Centre will be started where several position and<br />

research papers by renowned experts on a crosssection<br />

of relevant and topical subjects will be released,<br />

and support extended to the government to improve the<br />

Ease of Doing Business by highlighting pain-points of<br />

the industry and helping policy -makers to tune in with<br />

the industry requirements.<br />

For the first time, <strong>FKCCI</strong> will be representing at the<br />

prestigious international Conference, the “World<br />

Chambers Congress”, a premier event of its kind<br />

bringing together chambers, business and government<br />

figures on a single platform to discuss issues related to<br />

trade and industry, scheduled between <strong>September</strong> 19<br />

and 21, <strong>2017</strong> at Sydney, Australia.<br />

In conclusion, I would like to state that the initiatives<br />

enumerated above, would enable <strong>FKCCI</strong> to play the role of<br />

a policy facilitator more effectively. Development, being a<br />

continuous process, I intend taking forward in continuing<br />

the initiatives taken by my predecessors along with my<br />

action plan. This would be possible only with the active<br />

support of the Government, the visionaries of the State<br />

and the Centre, Print and Electronic media, Members of<br />

<strong>FKCCI</strong> and the people of the State.<br />

Agri-Tech India <strong>2017</strong><br />

<strong>FKCCI</strong>’s initiative to find solution for agrarian crisis<br />

The farm sector should adopt newer and cutting edge<br />

technologies to increase farm output and better the<br />

quality of produce to achieve the Prime Minister’s vision<br />

of‘MoreCrop,Per Drop’:K.Ravi,President, <strong>FKCCI</strong><br />

<strong>FKCCI</strong> created history by organizing the 9th Edition of<br />

Agri Tech India <strong>2017</strong> and Foodex <strong>2017</strong> in association<br />

with Media Today Group at the Bangalore International<br />

Exhibition Centre (BIEC), Bengaluru from August 28-30.<br />

The event was held concurrently with many other<br />

exhibitions in its fold such as India Foodex, Grain Tech<br />

India, Dairy Tech India, Flora Tech India organized by<br />

Media Today Group, India’s Leading Agro-Trade Events<br />

and Publication Group, and a pioneer in organizing<br />

focused and highly specialized Trade Exhibitions.<br />

In a press release prior to the event, <strong>FKCCI</strong> informed<br />

that the Federation had been actively associated with<br />

the Agri-Business Sector in terms of raw material<br />

procurement, supply of inputs and trading farm<br />

produce and noted that the farm sector was going<br />

through a paradigm shift from conventional methods<br />

to more precision-based agriculture supplemented<br />

by advance technologies, mechanization and<br />

automation involving several fields of science such as<br />

Engineering, Biotechnology, Satellite Technology,<br />

ICT, Robotics, Nanotechnology and many more.<br />

According to Sri K. Ravi, President farming cannot be<br />

profitable if it is limited to only production and the<br />

present-day challenge is to deliver the food products<br />

produced to consumers as fresh as possible – like<br />

what is described as farm-to-fork in some quarters -<br />

with utmost safety, minimum wastage and maximum<br />

economy, and at the same time aim at prevention of<br />

soil and water depletion, reduce pollution, conserve<br />

natural resources, use inputs economically, improve<br />

efficiency and provide for biodiversity.<br />

<strong>FKCCI</strong> for ‘More Crop, Per Drop’<br />

“With the change in the agriculture scenario <strong>FKCCI</strong><br />

wants to actively engage with the stakeholders in the<br />

sector and help the farming community to enhance<br />

its profits and at the same time ensure sustainability.<br />

Newer and newer technologies are helping<br />

to produce more, as well as in improving the quality<br />

of the produce, and our goal should be to achieve<br />

‘More Crop, Per Drop’ as the Prime Minister has said,”<br />

the <strong>FKCCI</strong> President said in the release. “These<br />

challenges should also be seen as a great opportunity<br />

to boost agriculture trade internationally and reap<br />

higher profits, besides creating employment<br />

opportunities especially in rural areas. It is time that<br />

we showcase the new technologies, innovations,<br />

global developments and potential employment<br />

opportunities available and the Agri-Tech <strong>2017</strong><br />

has been organized to provide such a platform<br />

for all stakeholders.”<br />

In his informal interaction with the participants, Chief<br />

Guest, H.E. Sri Vaju Bhai Ruda Bhai Vala, Governor of<br />

Karnataka, expressed his happiness at the <strong>FKCCI</strong>, an<br />

apex organization for industry, trade and service sectors<br />

of Karnataka also associating with the farm sector and<br />

promoting the Agri-Tech India <strong>2017</strong> Exhibition.<br />

As the <strong>FKCCI</strong> President explained, Karnataka as a<br />

leader in knowledge-based, technology-driven,<br />

industries like IT, Biotechnology, Electronics, Telecom,<br />

Aerospace and other industries, and recognized as the<br />

Knowledge hub of Asia with the largest number of R & D<br />

Centers in India, offers ample opportunities for the<br />

growth of agriculture sector. Though India has attained<br />

self-sufficiency in food production, depleting soil and<br />

water resources, increase in pollution, reduction in biodiversity,<br />

increase in cost of production, labour shortage,<br />

global completion and most importantly wastage of<br />

produce in transit, storage and distribution from the<br />

Commendable initiative from <strong>FKCCI</strong><br />

Observing that despite Green Revolution and<br />

quadrupling of farm production, living standards of<br />

farmers had not improved and the next generation<br />

among the farming community was moving away<br />

from their basic profession which was a very<br />

farms to the consumer, combined to reduce<br />

profitability in farming activity. The only way to<br />

address this challenge and make agriculture more<br />

competitive, Sri Ravi said, was to adopt modern<br />

techniques in production as well as post-harvest<br />

technology which could reduce wastage, improve<br />

quality and ensure safe delivery to the consumers,<br />

and this involved various stages such as handling of<br />

the produce, transportation, packaging, storage,<br />

cold chain management, labelling etc.<br />

The agricultural sector also required the support and<br />

services of Financial management, Capital providers,<br />

Legal support, Consultancy services, Infrastructure<br />

developers, and Food regulators if it had to achieve<br />

higher growth, according to the <strong>FKCCI</strong> President who<br />

added that food exports offered another big opportunity<br />

that had huge potential given our rich biodiversity with<br />

variety of food crops, horticulture, fruits, vegetables &<br />

flowers, spices and plantation crops, dairy and poultry<br />

products as well as a long coast line, rivers and tanks<br />

which gives great opportunity to exploit the potential of<br />

fisheriesinenhancingtrade.<br />

necessitated optimum use of the limited resources.<br />

Analysing the present crisis in the agrarian sector, Sri<br />

K. Ravi in his address to the participants, listed<br />

various factors responsible such as excessive cost of<br />

operation, depletion of groundwater resources and<br />

water table, labour shortage, deficient marketing,<br />

lack of processing facilities and value-addition. The<br />

crisis was further compounded by the migration of<br />

farmers from villages to urban areas and cities,<br />

forsaking their farming profession. The only solution<br />

was a wider and holistic embrace of technology<br />

which could yield sustainability. Hi-tech applications<br />

drawn from mechanical engineering, robotics,<br />

satellite technology, ICT, IOT, could deliver optimum<br />

operational efficiencies and drive up profits.<br />

Calling for a holistic approach to bring about an<br />

evolution in the farm sector, beginning from growing<br />

the business and targeting the export of the produce,<br />

to legal support and financial advisory services,<br />

<strong>FKCCI</strong> suggested that a Panel of Experts drawn from<br />

diverse domains should be formed to come up with<br />

an advisory service for the farm sector.<br />

On the conduct of the Agri-Tech India Exhibition, Sri<br />

Ravi said this year, the event included an innovative<br />

Culinary Competition which would be very useful to<br />

know about new and emerging opportunities in food<br />

processing sector and also for the Hospitality industry<br />

which could make use of it as a value-added service.<br />

Summing up, the <strong>FKCCI</strong> President hoped that the<br />

Federation’s commendable initiative of bringing<br />

together all stakeholders of farm sector under one<br />

roof at the Agri-Tech India <strong>2017</strong> will help to develop<br />

new strategies for enhancing farm incomes, reducing<br />

drudgery, and making it more sustainable.<br />

The event also offered a window of opportunity for<br />

collaboration between various stakeholders such as<br />

food processing sector, infrastructure services,<br />

specialized agricultural machinery manufacturers,<br />

supply chain management experts, food safety<br />

standards and quality experts.<br />

Bengaluru startup’s App to help farmers avoid price crash<br />

A Bengaluru-based startup has developed an app<br />

that keeps farmers up-to-date on demand and supply<br />

since lack of such information leads to excess<br />

production and price crash.<br />

Giving details of the app, D. Prasanna, Founder of the<br />

start-up, Way2ABI, at his stall in AgriTech India <strong>2017</strong>,<br />

said, “Frustrated farmers destroy their produce since<br />

a price crash means they do not even get the input<br />

cost. The root of the problem is lack of information<br />

about demand and supply. As smartphones have<br />

found their ways to the remotest corners, we thought<br />

an app would help farmers.”<br />

Though the Government has launched several<br />

schemes to help farmers, real time information is<br />

missing. “The agriculture department’s information<br />

stops at details of sowing area. There is no production<br />

forecast. We don’t even get last year’s data on<br />

production. Farmers need timely information,” he said.<br />

The app, ‘Way2ABI Agri FBI’, provides weekly<br />

updates on demand trends in Agriculture Produce<br />

Marketing Committees as well as information on<br />

district-wise supply and demand ratio. Farmers also<br />

get graphs, charts, market review and summary about<br />

10 crops, including onion, tomato, coffee, cotton and<br />

tur, that see ups and downs on a regular basis.<br />

<strong>FKCCI</strong> Events<br />

Downloaded by about 3,500 farmers already, the app<br />

is getting recognised for its crucial information. “We<br />

have to look at the production trend in India as well as<br />

import scenario. For example, we came to know<br />

about high yield of onion in Maharashtra and advised<br />

farmers not to wait for a better price,” he said.<br />

For now registration for the app is free. The company<br />

first wants to reach as many farmers as possible and<br />

only after convincing the farmers of the app’s use,<br />

they intend to charge about Rs 500 for four months.<br />

Clarify Confusion about Compliance under RERA Act to avoid<br />

Department to Sri Kapil Mohan to guide the Members<br />

about the way forward.<br />

Starting the proceedings, Dr. B. Amaranath,<br />

Chairman, Civic Affairs & Urban Development<br />

Committee, <strong>FKCCI</strong> said the authorities should check<br />

and verify the credentials of the promoters and their<br />

agents before they are registered and wide publicity<br />

be given for the benefit of the public while also<br />

ensuring that 70% of the deposit amount made by the<br />

promoters is not diverted.<br />

Addressing the Members, Sri Kapil Mohan, IAS<br />

informed that under the RERA Act, the Karnataka<br />

Real Estate Regulation and Development Rules, <strong>2017</strong><br />

was approved by GOK and notified on July 10, <strong>2017</strong>.<br />

The basic objective behind the RERA Act was to<br />

encourage greater transparency, citizen-centricity,<br />

accountability and financial discipline and the Act<br />

seeks to regulate all the ongoing projects as well as<br />

projects which are proposed to be launched. As of<br />

now, 1,100 registrations had been made with RERA in<br />

Karnataka and the penalty for violation of the Act is as<br />

high as 10% of the Project cost, he said.<br />

This was followed by a detailed presentation on the<br />

salient features of RERA Act, viz. procedures on the<br />

registration on the project, mandatory disclosure of<br />

project details, functions and duties of promoters,<br />

compulsory deposit of 70% by the promoters in a<br />

separate account, functions of the Real Estate<br />

Regulatory Authority, establishment of Real Estate<br />

Appellate Tribunal and the Punitive Provisions.<br />

Thanking <strong>FKCCI</strong> for taking the initiative to spread<br />

awareness among the real estate sector, he said the<br />

Department plans to conduct such programmes on<br />

RERAActintheDistrictswheretherealestate isthriving.<br />

In a unique initiative by the <strong>FKCCI</strong>, an online<br />

webcasting of the programme was made available for<br />

viewing both nationally as well as in overseas<br />

Avoid Disruption<br />

Alternate Dispute Resolution (ADR) = Lesser Time<br />

for Redressal @ Lower Cost<br />

Property developers were in a tizzy about the policy<br />

aspects related to the Real Estate Regulatory<br />

Authority (RERA) Act 2016 and this had put the real<br />

estate sector in a quandary affecting its growth,<br />

Sri K. Ravi, President, <strong>FKCCI</strong> observed, at an<br />

Interactive Session with Sri Kapil Mohan, IAS,<br />

Principal Secretary, Housing Department, GOK,<br />

held at <strong>FKCCI</strong> on August 16.<br />

Acknowledging that the landmark RERA Act 2016<br />

legislation aimed to regulate and streamline the<br />

housing activities so as to safeguard the interest of<br />

buyers as well as regulate the activities of the<br />

promoters/developers, he said there were a lot of<br />

grey areas which needed clarification about the<br />

nature and kind of compliances that are to be put in<br />

business but the ground reality is awareness on this<br />

issue is very sketchy. It is with this in mind that<br />

the <strong>FKCCI</strong> decided to organize an interaction on<br />

Alternate Dispute Resolution (ADR) extended by<br />

the Judiciary Department/High court by Hon’ble<br />

Sri Vishwanath V Angadi, Dist. Judge (Retd) at <strong>FKCCI</strong><br />

on August 11, said Sri K. Ravi, President, <strong>FKCCI</strong> in his<br />

opening remarks and welcome address. He also<br />

hoped that such exchange programmes would be<br />

held at other Districts in Karnataka for the benefit of<br />

the business fraternity.<br />

Addressing the participants, Sri Vishwanath V. Angadi,<br />

Dist. Judge (Retd) explained that the Alternate<br />

Dispute Resolution (ADR) facilitates lesser time for<br />

redressal and also the cost involved is very less when<br />

compared to civil matters. There are two types of Dispute<br />

Resolutionviz.Adjudication;andThirdpartynegotiations<br />

through ADR, and similarly there are two kinds of<br />

Adjudications viz. Public Forum; and Private Forum.<br />

The Arbitrator’s work is discharged by a civil judge<br />

and so no fee is payable to the court. In case of Public<br />

Forum, the choice of Adjudication was not available,<br />

whilesuchchoicewasavailableincaseofPrivateForum.<br />

Minimum Wages Hike Hurting Small Industry: President<br />

Explaining the differences between a conflict and a<br />

dispute, Sri Vishwanath V. Angadi said while a<br />

Dispute is taken to court and attended by the<br />

arbitrators, a dispute is the product of a Conflict and<br />

the end-product of disputes is litigation.<br />

On Mediation, he said it denoted third party negotiation<br />

out of court. Arbitration and Conciliation wereother ways<br />

of tackling the issue. The Mediator is a facilitator and<br />

a negotiator, and he explores all sorts of options to<br />

find a solution that is agreeable to both the parties.<br />

Referring to Lok Adalat, Sri Vishwanath V. Angadi<br />

said it was a pre-litigation case and a people’s court<br />

which has sittings on every 2nd Saturday.<br />

Recovery of Rs. 1 crore or any amount more than Rs<br />

20-30 crore will be charged at Rs 12 lakh only to the<br />

Arbitration Centre.<br />

As regards Conciliation, he said the conciliator works<br />

as adjudicator. This incurs no fees and a solution can<br />

be found in about one year and three months<br />

maximum. All disputes of contract like: Lease<br />

agreement, supplier- customer, cases involving grant<br />

of bankers, builders, developers, licensor, licensee<br />

are covered under this.<br />

The small entrepreneur is like an unsung hero, a last<br />

mile entrepreneur who contributes substantially to<br />

the national economy but does not enjoy the luxury of<br />

having the support of special interests/identity<br />

groups and therefore it was the responsibility of<br />

industry bodies to fight unitedly to render justice to<br />

the Micro, Small & Medium Scale Enterprises<br />

(MSME), Sri K. Ravi, President, <strong>FKCCI</strong>, declared<br />

at an Interaction with Sri Zaheer Basha, Addl.<br />

Commissioner of Labour, GoK held at <strong>FKCCI</strong> Cabinet<br />

Hall on August 9. “The Labour Department has to<br />

Opening the session, Sri P.C. Rao, Chairman, Labour<br />

Laws Committee requested the Chief Guest to throw<br />

light on the recent amendments in Labour Laws<br />

especially with regard to the stipulation of Minimum<br />

Wages and its effect on Trade and Industry.<br />

Addressing the participants, Sri Zaheer Basha, Asst.<br />

Labour Commissioner, while appreciating the<br />

concerns expressed by the <strong>FKCCI</strong> President,<br />

stressed that the Department was giving continuous<br />

attention to improving the Ease of Doing Business,<br />

listing some of the recent measures and initiatives<br />

such as, establishing of e-Karmikas for shops and<br />

commercials establishments where applications for<br />

the same were to be submitted online; online mode<br />

being introduced for registrations and licensing<br />

which will be completed by August-end; third party<br />

inspections introduced for auditing compliances in<br />

Labour Laws, and such other initiatives.<br />

Interaction session:<br />

Sri Tallam Venkatesh, Past President remarked that<br />

the proposed hike in Minimum Wages would result in<br />

a MSME entrepreneur incurring 1.4 times more loss, with<br />

thehike inminimumwages amounting toalmost 200%.<br />

Sri N. Satish, Chairman of Industry Committee pointed<br />

out that in countries like Vietnam and Bangladesh<br />

the wages to labour was very low and appealed<br />

to the Department to consider having a MSME<br />

representative on the wage Board of the Government.<br />

Sri Allam Burji, MC Member said the notion that it is<br />

acceptable for a MSME to suffer while offering better<br />

wages to employees was questionable and illogical.<br />

Sri Arun Kumar, Past President pointed out how the<br />

number of shows presented by a theatre had come<br />

down from six to four, even while an operator could<br />

manage as many six digital projectors, and averred<br />

that the Government was indirectly following “survive<br />

or close’ policy.<br />

Dr. Philip Lewis, Past President observed that the<br />

garments and the casting industry were the worst<br />

affected by the hike in minimum wages. Asking the<br />

industry to pay Rs 18000 minimum monthly wage<br />

was an idea whose time had not come yet and could<br />

be possible five years from now, he opined, and said<br />

the ease of doing measures should be seen to<br />

improve the ground reality, and not just on paper.<br />

Sri Ramesh Patil, President, KCCI, Hubballi said the<br />

Department should consult the MSME sector before<br />

introducing such major policy measures that could<br />

put a question mark on their very survival.<br />

Ms. Jessy Lawrence, MC Member drew on her own<br />

experience and said the Garment industry would<br />

prefer levy of import tax on garments than the hike in<br />

Minimum Wages.<br />

Sri Rahul Goyel, MC Member also echoed the<br />

observations made by the Members and said the<br />

small entrepreneur needed to be protected rather<br />

than make it difficult for him to survive.<br />

which resulted in the hike in Minimum Wages and <strong>FKCCI</strong><br />

Federation moots formation of Southern Council for Traders<br />

<strong>FKCCI</strong> promises to promote NSIC Schemes for MSMEs<br />

“A Southern Council or Association may be formed<br />

for this purpose under Section 8, based in either<br />

Bengaluru or Chennai with two representatives from<br />

each State,” Sri K. Ravi said and added that “<strong>FKCCI</strong> is<br />

ready to extend its full support and take the lead role<br />

for this initiative with other trade bodies.”<br />

Sri M. Abdul Subhan, VP, CITA, Pondicherry gave<br />

the example of how GST was hurting the hotel<br />

industry by an additional levy of 18% on hotels with<br />

AC facility, due to which business had come down<br />

and at this rate Pondicherry may well be reduced to<br />

a municipality or corporation.<br />

Issues related to the business & trading community<br />

that are common to all southern States especially in<br />

the context of the GST rollout, may be represented in<br />

one voice before the Government so that they are<br />

heard and heeded by the powers that be, Sri K. Ravi,<br />

President, <strong>FKCCI</strong>, suggested at a meeting convened<br />

at <strong>FKCCI</strong> Cabinet Hall with the South Indian Trade<br />

Associations on August 3. .<br />

At the outset, Sri Bharath Kumar R. Shah, Chairman,<br />

APMC, Internal Trade & Food Processing Committee,<br />

<strong>FKCCI</strong> welcomed the representatives from the<br />

different States and invited them to share their<br />

perspective of the problems in their region.<br />

Sri Praveen, Mobile Dealers Association, conceded<br />

that the business community had to make peace<br />

and work with the new changes introduced by the<br />

Government and upgrade their business to meet the<br />

challenge, even while supporting the cause of the<br />

traders as the President had emphasized.<br />

Sri D.A. Prasanna Kumar suggested that the<br />

proposed Council representing all southern States<br />

and the UT of Lakshadweep and Andaman & Nicobar<br />

should first focus on resolving the concerns or the<br />

trading community related to GST and said there<br />

should be meetings at each of the southern States to<br />

strengthen coordination and local-level engagement.<br />

In his introductory remarks, Sri C.R. Janardhana, Vice-<br />

President, <strong>FKCCI</strong> observed that the problems faced<br />

by traders in South India was unique to the region<br />

which was why it was necessary for all south Indian<br />

trade bodies to work together and said the GST in its<br />

present form is more convenient to the Government<br />

than the common man, and therefore needed to be<br />

improved upon. He also suggested that the proposed<br />

Governing Council Members should be formed with 4<br />

representatives from different States.<br />

Sri M. Nijabddin, Coordinator, South Zone, Calicut<br />

(Kerala) called for a formation of a joint Council<br />

representing six States of southern India viz. Karnataka,<br />

Tamil Nadu, Pondicherry, Kerala, Andhra Pradesh<br />

and Telangana, apart from the Union Territories of<br />

Lakshadweep and Andaman & Nicobar who had<br />

consented to join such a Council. Only such a Council<br />

could help in better engagement with the Centre for a<br />

focused response on their specific issues, he said.<br />

Explaining the way forward, Sri Ramesh Chandra<br />

Lahoti, Vice-Chairman, -- Committee, <strong>FKCCI</strong>, said<br />

the proposed new non-profit body to be named as<br />

South India Traders Association (SITA) under Section<br />

8 will represent common issues of the southern<br />

region such as GST, FSSAI, APMC, Distributors of<br />

Pharma (FMCG), Distributor of Electrical compliance<br />

etc, with 4 representatives from 6 districts and 2<br />

representatives from Union Territories of Lakshadweep,<br />

and Andaman & Nicobar, and 3 advisors from<br />

Kerala, Tamil Nadu and Karnataka and one PRO<br />

based in Delhi.<br />

After a detailed discussion among the Members,<br />

it was decided that the proposed Council would hold<br />

regular meetings with the next meeting scheduled for<br />

August 22 at Chennai and the decisions taken would<br />

be followed up with the elected representatives of<br />

the corresponding State for redressal from the<br />

concerned authorities.<br />

small industry was available.<br />

MSMEs, Registration of MSMEs with NSIC for<br />

participating in the tenders without EMD to get price<br />

preference, MDA Grant to MSMEs for Business<br />

Delegations had got good response from the MSME<br />

fraternity and counted on the support of the <strong>FKCCI</strong> for<br />

popularizing the Schemes and expanding their<br />

footprint among the micro and small scale industries<br />

in Karnataka, he said.<br />

Karnataka has vast untapped potential in Eco-Tourism,<br />

a high job growth sector<br />

what may be called as national travellers and do not<br />

include domestic travellers, he noted. Tourism is by far<br />

the largest industry with huge earnings of over US$ 1,250<br />

Billion and is the largest employer worldwide employing<br />

one out of every 10 persons is still rapidly growing.<br />

In the Indian context, he pointed out that we get<br />

around nine million International Tourists every year<br />

but if you look at the Domestic Tourism it is extremely<br />

huge with nearly 400-500 million Domestic Tourist<br />

Travel annually. This is easily one of the largest<br />

movements of Travellers anywhere in the world, he<br />

declared saying it is equal to half of India’s population<br />

travelling every year within the country. Thus the<br />

potential for economic growth in the interior areas,<br />

rural villages and towns, and for eco-tourism itself, is<br />

tremendous and vastly untapped, he said.<br />

Eco-Tourism definition as per World Tourism<br />

Organization (WTO): “Tourism that involves<br />

travelling to relatively undisturbed natural areas<br />

with the specified object of studying, admiring<br />

and enjoying the scenery and its wild plants and<br />

animals, as well as any existing cultural aspects<br />

(both of the past and the present) found in these<br />

areas.” (WTO, 1999)<br />

Turning to Karnataka, Sri Vinay Luthra said Karnataka has<br />

the highest number of tigers in the world with 400 Tigers<br />

and the State is also number one elephant State of the<br />

World,withover6000+Elephantsasperthelatestcensus.<br />

To protect wildlife environment, Sri Luthra said they<br />

have come with a program called Support the Tiger<br />

and the Charter of desirables is a wish-list of activities<br />

drawn by the custodian/director of the Tiger Reserve or<br />

protected area which need support. These fall outside<br />

regular Government funding or activity which needs<br />

higher budgetary support. These activities are in line<br />

with the approved management Plan like<br />

Constructions Adoption of anti poaching camps and<br />

we need Camera traps to identify the Tigers and protect<br />

them and create nature awareness by supporting<br />

nature camps and Eco-tourism faculties, better<br />

communication systems and vehicles for patrolling.<br />

During the interaction, Sri Shiv Shanmugam, Past<br />

President said the Federation was willing to spread<br />

awareness about eco-tourism opportunities in many<br />

countries with which it had signed MoU. Sri C.R.<br />

Considering that multitude of tourists visiting<br />

Karnataka including the domestic tourists do visit<br />

destinations that fall in the categories of Eco-tourism<br />

and nature- based tourism; it is pertinent that we add<br />

value and bring about positive growth. Karnataka has<br />

been in the forefront of many aspects of tourism<br />

promotion and of late there has been a qualitative<br />

churn and focus on Eco-tourism, Sri K. Ravi,<br />

President, <strong>FKCCI</strong> noted.<br />

Observing that tourism and environment enjoy a<br />

symbiotic relationship, the dilemma however is that<br />

the residents lay greater stress on tourism<br />

development whereas the society at large focuses on<br />

environmental protection. In this context, Ecotourism<br />

is being promoted as a means of ‘giving<br />

nature value’ and hence achieving sustainable<br />

tourism. The term ‘eco-tourism’ has been defined in<br />

many ways and is usually used to describe tourism<br />

activities which are conducted in harmony with<br />

nature, he said, and expressed the hope that ecotourism<br />

can provide the local community with jobs,<br />

enabling a shift away from unsustainable practices<br />

such as over grazing, mining or logging in<br />

environmentally sensitive eco systems.<br />

Blue Whale Challenge: President<br />

Describing the Blue Whale challenge as an example<br />

of lopsided awareness especially among the<br />

emotionally and intellectually vulnerable youth,<br />

Sri K. Ravi, President, <strong>FKCCI</strong> urged the Parenting<br />

community to spend more time with their children so<br />

that they can understand the external influences that<br />

drive children to wholly negative and undesirable<br />

practices, leading even to suicide, as had happened<br />

in many cases around the globe.<br />

Suddenly people are starting to talk about this online<br />

game called Blue Whale, and how it constitutes a threat<br />

to young lives, not just in Bengaluru, but the world over.<br />

With a view to warn the youth about the danger it<br />

poses to their very life, a Round Table was held at<br />

<strong>FKCCI</strong> on August 20 to discuss the “Responsibilities<br />

of Parents” in addressing the Blue Whale Challenge<br />

issue which as seen many youngsters committing<br />

suicide across the world.<br />

Addressing the participants, the <strong>FKCCI</strong> President<br />

observed that while digitization in India was increasing<br />

by leaps and bounds, paradoxically the users of digital<br />

tools had woefully inadequate knowledge about the<br />

implications of such usage. Dr. Shivanand Naik, a Child<br />

Psychologist who specializes in Graphology and handwriting<br />

analysis discussed the various behavioural<br />

traits that provide early indications of Children getting<br />

addicted to a game such as Blue Whale Challenge.<br />

The expert speakers highlighted the effects of Internet<br />

Addiction behind the Blue Whale Challenge and said that<br />

Internet is a powerful audio visual medium that can be<br />

used by psychopaths as is evidenced in the case of Blue<br />

Whale Game to brainwash and hypnotize the children.<br />

This technique can also be used for stealing financial<br />

informationoftheparentsleadingtofinancialcrimes.<br />

It was emphasized that Parents’ role is important in<br />

identifying the Internet Addiction of their children but<br />

they need to then take a pause and check if they are<br />

themselves setting a proper role model for their<br />

children and if not, first correct themselves. More<br />

than the Parents, Schools are better placed to take<br />

corrective action and they should not push the<br />

responsibility only to the parents.<br />

The Karnataka Government has taken note of the Blue<br />

Whale Challenge menace that is suspected to have<br />

pushedatleastthreeteenagerstosuicideinthecountry.<br />

Though no such deaths have been reported in the<br />

State yet, the Government wants to reach out to<br />

schools and colleges, besides educating the parents<br />

about the ill-effects of the game. The move comes<br />

close on the heels of the Centre asking internet<br />

companies to block links leading to the game.<br />

With no jurisdiction to control sites that provide access<br />

to this challenge—it is popular even on social media<br />

platforms—the Department of Women and Child<br />

Development has decided to take the awareness route<br />

to prevent children and teenagers from falling prey to<br />

the game. The Department is expected to reach out<br />

to parents and teachers among other stakeholders.<br />

The secret game<br />

Blue Whale Challenge, a global online challenge<br />

is derived from the beached whales phenomenon:<br />

where whales dehydrate themselves on the<br />

beach and eventually die<br />

The online game involves the participant<br />

performing 50 tasks on a given day. The last<br />

task is to commit suicide<br />

The tasks range from cutting one's skin to<br />

watching disturbing videos<br />

Each task is expected to be a secret<br />

No participant, once committed is allowed to<br />

leave the challenge<br />

Reports say that the game first started in Russia<br />

and has now become a global phenomenon<br />

The game has already claimed lives in Russia,<br />

Venezuela, Saudi Arabia, Brazil, China, Columbia,<br />

Vysya Mahasabha with PETHAT team on behalf of<br />

NIESBUD (The National Institute of Entrepreneurship<br />

and Small Business Development under Ministry<br />

of Skill Development & Entrepreneurship, GOI) at<br />

Sir MV Auditorium on August 4-5.<br />

Addressing the young participants, Ravi said<br />

“Entrepreneurship is an idea, an entrepreneur is an<br />

ideator, and ending unemployment is the ideal,” and<br />

said while there are many hurdles to cross and<br />

challenges to face, that should not inhibit them from<br />

foraying ahead, as the rewards that awaited them<br />

would not only more than compensate their sweat<br />

and toil, but be a turning point in their life, from where<br />

there was no looking back.<br />

The 2-day workshop was followed by a 15-day<br />

E Learning Certification Programme for the trainees<br />

who included a cross-section of Students, Business<br />

owners and aspiring entrepreneurs. The topics<br />

covered during the 15-day workshop ranged from the<br />

current traditional businesses to tech-based and<br />

futuristic Business models.<br />

The corporate and business class would see the<br />

benefits accruing from GST only in the long run and<br />

we will have to tide over the teething troubles till then<br />

with patience till it settles down, Sri K. Ravi,<br />

President, <strong>FKCCI</strong> observed, at the one-day Seminar<br />

on Post-Impact of GST on Indian Economy/Business<br />

held at Sir MV Auditorium on August 18 chaired by<br />

Chief Guest, Dr. Parthasarathi Shome, Chairman,<br />

ITRAF & Former Chairman (Minister of State rank),<br />

Tax Administration Reform Commission, GoI.<br />

“GST is expected to bring greater transparency,<br />

improve compliance levels and create a common<br />

playing field for businesses by amalgamating a host<br />

of central and local taxes. It would change the current<br />

tax regime of production-based taxation to a<br />

consumption-based system. There is no doubt that<br />

the corporate and the business community would<br />

benefit once GST settles down. It is expected that the<br />

consumer would also reap the benefits of the new tax<br />

regime, once the corporates have transitioned<br />

completely to the new tax structure and start to pass<br />

on the benefits to the end user,” Sri Ravi said, adding<br />

that a mega policy change of such a huge nature is<br />

sure to be riddled with teething troubles. Some of the<br />

taxpayers have also identified the difficulties of GST<br />

implementation which could be a cause for worry for<br />

some industries. Pointing out that the <strong>FKCCI</strong> has<br />

consistently supported GST through the years,<br />

working with State and Central Governments on its<br />

shape it has played a big role in its successful rollout by<br />

holding more then150 GST Workshops across the<br />

State while also organizing GST Helpdesks for the<br />

benefit of industry. He also thanked the Commercial<br />

Taxes Dept and Central Taxes & Customs Department<br />

for setting up Helpdesk on GST at <strong>FKCCI</strong> premises.<br />

Delivering the keynote address, Dr. Parthasarathi<br />

Shome, Chairman, ITRAF & Former Chairman<br />

(Minister of State rank), Tax Administration Reform<br />

Commission, GoI informed that the input tax credit<br />

will be available on all inputs either of goods or<br />

services, otherwise the purpose of easing out<br />

cascading may affect the tax reform. He also<br />

mentioned that exemption and asking for reduction of<br />

tax rate which were worked out taking into aspect the<br />

revenue neutrality, may not be feasible and instead<br />

the taxpayers have to ask for improvement in law,<br />

widening the tax bill and also prior tax payers<br />

services, in the days to come.<br />

said that the cooperation from taxpayers especially in<br />

Karnataka is very encouraging and more than 150<br />

programmes were conducted with the support of<br />

trade bodies, especially with <strong>FKCCI</strong> conducting<br />

awareness programmes throughout the State. The<br />

Helpdesk at <strong>FKCCI</strong> and District GST offices and also<br />

at Central Taxes Department in Karnataka helped<br />

clarify the doubts of taxpayers on GST. On queries<br />

Sri Vinod Kumar, IRS, Principal Commissioner of<br />

Central Commissionerate, Central Excise stated that<br />

both Central and State are fully involved in ensuring a<br />

smooth transition and for the first time they were using<br />

the Social media extensively. He said since GST is a<br />

major change there will be always few issues, and<br />

informed that reports received also included positive<br />

feedback such as for example, the positive impact of<br />

removal of physical barriers across the country.<br />

Sri G. Shivadass, Advocate & Principal Partner,<br />

Lakshmikumaran & Sridharan spoke about legal<br />

interpretations and gave a brief presentation on<br />

Supply, Place of Supply, Valuation-Rules and<br />

interpretations, issues pertaining to APMC<br />

commodities and TCM for transporters.<br />

Col. Pankaj Dikshit, Sr. Vice-President (IT) Goods and<br />

Services Tax Network gave a brief presentation on how<br />

the GSP ecosystem can be leveraged to enable MSME<br />

ecosystem, helping, completing compliance activities.<br />

regarding rates of taxes, he said that the<br />

representations given were discussed and changes<br />

in some of the tax rates considered regarding tax on<br />

tractor parts and tax on services provided by job<br />

workers for textile industries. He also informed that<br />

there were 9.5 crore hits on GSTN portal and servers<br />

are still running on GSTN.<br />

Proposing the vof of thanks, Sri Sudhakar S. Shetty,<br />

Sr. Vice-President, <strong>FKCCI</strong> said GST would being<br />

about economic growth, ease of doing business,<br />

eliminate a plethora of Indirect taxes, remove the<br />

cascading effect of taxes, provide greater<br />

transparency and ensure better compliance.<br />

Skill development in Industry 4.0 critical for India: K. Ravi, President, <strong>FKCCI</strong><br />

For India to capture a larger share of the ‘industrial<br />

revolution 4.0’ it would require investment in highquality<br />

skills related to applied science and technology,<br />

engineering, quantitative and social analysis, design<br />

and product development, said Sri K. Ravi, President,<br />

<strong>FKCCI</strong>, while taking part as a Panellist in a Panel<br />

Discussion on Role of Technical Institutions in<br />

Making India Industry 4.0 Ready, convened as part of<br />

the two-day Conference on ‘Industry 4.0: Engineering<br />

the Interface with Real World’ by the Indian<br />

Technology Conference at NIMHANS Convention<br />

Centre on August 10-11. The discussion was chaired<br />

by Dr. S.S. Iyengar, FIEEE, Rider Professor & Director,<br />

School of Computing & Information Sciences, Florida<br />

International University, Florida, USA.<br />

ABemoaning the quality of teaching required for<br />

inculcating Industrialisation 4.0, Sri Ravi called for<br />

four critical interventions viz. involving the private<br />

sector; finding innovative ways to finance the<br />

development of advanced curriculum; integration<br />

with industrial and applied training; and developing a<br />

sustainable pool of next-gen teachers and trainers.<br />

Acknowledging that the Government has made a<br />

good start with the Make in India and Skill India<br />

programmes, the <strong>FKCCI</strong> President explained why<br />

skill development in Industry 4.0 is critical for India,<br />

asserting that adoption of Industry 4.0 will result in<br />

elimination of lower skilled jobs through automation<br />

and the increase in productivity could result in an<br />

overall reduction in the number of jobs available. With<br />

the increased automation levels, Industry 4.0 will<br />

result in shifting of key value adding activities back to<br />

the developed economies which will result in further<br />

reduction of jobs in the low cost manufacturing<br />

countries. Given high dependence on low skill labour<br />

in India, Industry 4.0 will have a big impact, unless we<br />

make skilling Indians a reality. “The next generation<br />

manufacturing Industry 4.0 can be won through<br />

technology, innovation and skill development and<br />

educational institutions play a pivotal for the success<br />

of Industry 4.0 in India,” he summed up.<br />

The experts participating in the Panel discussion<br />

covered a range of issues viz. academic Initiatives from<br />

a global perspective to meet Industry 4.0 challenges;<br />

accelerated learning and development strategies and<br />

Online Learning through MOOCs; professional bodies’<br />

Lessons from the Infosys Fiasco - I<br />

The dust is settling down on the rumblings at India’s most well known<br />

IT behemoth, Infosys. This is clear from the fact that it is moving away<br />

from the glare of the print media and the TV media. Within the<br />

organization, it seems to be mercifully business as usual. But for all of<br />

us Bengaloreans who have grown up hearing the hoary success story<br />

of Infosys and how it captured the imagination of the country, the very<br />

public squabble was quite disappointing and embarrassing.<br />

The story of Infosys is the story of new and liberalised India. The<br />

humble beginnings of the company, its founder’s middle class<br />

background and the humongous success they achieved which also<br />

created wealth to the employees and investors is a part of the much<br />

celebrated folklore of the Indian IT industry. The other notable<br />

players like TCS and Wipro of the day grew from a different stock and<br />

never received such attention, recognition and acclaim. Somehow<br />

the story of Infosys became a preferred topic for discussion and<br />

inspired many technocrats and wannabe entrepreneurs to look at<br />

India as a possible choice for setting up enterprises, especially in the<br />

field of information technology.<br />

Infosys was undoubtedly one of the anchor industries for the fast<br />

growth of IT and related business in Bengaluru. The spin-off from<br />

Infosys’ success rubbed off on other businesses and the world<br />

started to take Indian businesses seriously. It's difficult to quantify<br />

the feel-good factor associated with this phenomenon, own<br />

experience being just a testimony. The other businesses like<br />

manufacturing which suffered from a inherent "made in India"<br />

disadvantage, suddenly saw a change in the perception of<br />

international trading community, about the capabilities of Indian<br />

products and services. The impact got amplified with other various<br />

changes in the Indian milieu, but the benefit of initial torque belongs<br />

to these pioneering IT businesses<br />

Infosys today is a 10 billion dollar company with more than two lac<br />

employees located in many parts of the world. The founders led by<br />

Narayana Murthy managed the business till 2014 and handed over<br />

the reins to a professional board of management. During their time,<br />

the promoters ran the company with impeccable quality of corporate<br />

governance and transparency. Normally, it's a huge challenge for<br />

any fast growing organisation to ramp up internal systems without<br />

sacrificing the effective founding principles and governance, but<br />

Infosys with its promoters-driven management never lost sight<br />

of these needs and kept raising the bar of corporate governance.<br />
