In August that year Theresa May the then Home Secretary had written to the Sunday Times issuing a warning to the slave drivers saying she will end their evil trade with the introduction of a new bill which will target human trafficking gangs plaguing Britain. In October 2013 as promised, she instigated the National Crime Agency (NCA) specifically to cut organised crime and she placed human trafficking high on its priorities. Prosecution figures were shockingly low, and the Home Secretary announced she intended to introduce a Modern Slavery Bill as no man, woman or child should be left to suffer through modern day slavery. Some of you will recall however that this came on the back of proposed 20pc cuts in police budgets which did not chime well with police or public. In July 2014 I wrote a follow up on the Modern Day Slavery Bill; seen as the first concerted move against the slave trade in 200 years. The Home Secretary wanted it on the statute books without delay. It was viewed by the Conservative government to be a major step forward in fighting that crime, putting us well ahead of the rest of Europe. This Bill granted victim immunity from prosecution for crimes committed under duress. In 2014 one of the main problems was that the victims were often migrants from eastern Europe, Africa and Asia who possessed nothing but a dream of earning more money in a month than they could earn in a lifetime in their own countries allowing themselves to be smuggled to wherever the traffickers decided. A revolving door In August this year modern day slavery and the prolific crime associated with this scourge hit the media again with a number of stories being told; and police prosecutions. A new campaign by the National Crime Agency (NCA) revealed that there are now tens of thousands of modern OCTOBER 2017 PROFESSIONAL SECURITY Slaves in every town day slaves, who are in every town and city in Britain. These apparently are being employed in businesses ranging from car washes to construction sites, factories to farms, brothels to bars and even in the fishing industry. Many are also enslaved as unpaid domestic servants and nannies. In recent media coverage Will Kerr, the director of vulnerabilities at the NCA, said it was difficult to spot because often victims don’t even know they are being exploited. Differing circumstances control various groups of vulnerable people often dwelling in unhygienic conditions. Bonded by debt or held by threats to their families back home, withheld wages and identification documentation, confined by their lack of knowledge and living in desperation without perceived options. Language barriers often add pain to sheer misery as those enslaved survive each day as it arrives. Victims The NCA maintains that there is a parallel society in Britain in which a sub-current of vulnerable people are routinely exploited as slaves by ruthless gangs. Will Kerr called on members of the public to look for signs of modern slavery urging them to report suspicions to the police. He said that victims of exploitation were often hiding in plain sight secretly trafficked into servitude. It has been known for many years that exploitation of people for reward carries far less risk than dealing in drugs or other serious crime and certainly creates more rewards. Evidence suggests that women especially young teenage girls trafficked into forced prostitution can earn organised crime gangs thousands of pounds every week. The national referral mechanism is a scheme for recording and supporting victims of modern slavery and child exploitation is a large part of this abhorrent crime. Some 215 British under age victims were registered in 2016 with 147 under age victims from all other nationalities. Whilst it has to be said that the facts and figures do not make good reading we are advised that police operations are going to target specific areas including agriculture and manufacturing, prostitution and the trafficking of children. A free society The Modern Slavery Act 2015 was introduced to deal with the problems being identified in this country which in essence really started in the early 2000s when relaxed border controls as a result of our membership of the EU started to impact on crime. The NCA highlights the growing problem of slavery which in reality affects large parts of Europe. The challenges ahead are immense for law enforcement, not helped by the reduction in officer numbers. This crime exists in most communities and therefore citizens must be alert to it. It exists in numerous places of work so employers and employees should look out for it and report it. There is a responsibility on each of us to do our bit. Having read and watched all the media coverage you may still choose to look the other way but as William Wilberforce said in 1789; ‘but you can never again say that you did not know’.
