regarding how the borrowing bylaw<br />

The village must also hire a qualified<br />

accounting firm to undertake<br />

review of the Moonwalkers lease for<br />

the purpose of reviewing and recalculating<br />

the village’s 2016 total debt<br />

service and provide the Minister of<br />

Municipal Affairs with the accounting<br />

firms’ report.<br />

The village has until Oct. 10, 2017 to<br />

comply with these Directives.<br />

Copies of the Municipal Inspection<br />

Report were provided at the public<br />

meeting however, according to Ian<br />

McCormack, the inspector who presented<br />

the report, they underestimated<br />

the attendance.<br />

Copies are also available online.<br />

The 129 page report also outlined 52<br />

recommendations as guidance suggestions<br />

to steer council addressing such<br />

items as lack of transparency.<br />

MORRIN<br />

Information meeting held in Morrin<br />

An information meeting was held at<br />

the Morrin Community Centre on<br />

Thurs. Sept. 14 in response to statements<br />

made on social media.<br />

Howard Helton informed the<br />

approximate 25 in attendance that he<br />

felt a public setting rather than a toand-fro<br />

on Facebook and presented<br />

documents of fact.<br />

Helton addressed ratepayer concerns<br />

by opening the meeting quoting<br />

from the Municipal Affairs<br />

Information Summary, “The MGA<br />

sets out clear requirements for municipal<br />

councils to conduct their business<br />

openly (except in very limited and specific<br />

circumstances).<br />

“The powers of a municipal council<br />

are balanced by councils’ accountability<br />

to the citizens who elect them.<br />

“It is therefore essential that citizens<br />

are allowed to take an active interest<br />

in the development and direction of<br />

our local governments and express<br />

their views to their locally elected representatives,”<br />

unquote.<br />

Helton addressed lack of access to<br />

documents including, but not limited<br />

to, agendas and minutes; issues<br />

regarding charges for photocopies,;use<br />

of village personnel and equipment for<br />

personal use by council and administration;<br />

CAO babysitting grandson in<br />

village office during business hours;<br />

process of a decision on a lighting contract<br />

for the village office; and the<br />

perception of favouritism in an application<br />

of the RV Parking Bylaw.<br />

Helton provided documentation<br />

from the minutes that addressed these<br />

issues and completed his presentation<br />

stating “my purpose is not to criticize<br />

but rather to stimulate thought and<br />

retrospect in council and administration<br />

when they approach these issues<br />

and consider the ratepayers’ perspective<br />

and perceptions.”<br />

Derogatory and demeaning<br />

John Siemens opened his presentation<br />

speaking to what he stated were<br />

“derogatory and demeaning in one<br />

particular case” on social media posts<br />

by Deputy Mayor David McLeod,<br />

adding “The comment is hurtful and<br />

degrading” .<br />

Among other things, his volunteerism<br />

for the community was<br />

slammed in which he noted, “I do not<br />

have to be seen to do things. I do my<br />

civic duty without charge and without<br />

fan fare.<br />

“I’ve taken on the challenge of<br />

helping a young lad with cerebral<br />

palsy, building many items of special<br />

furniture, and a special item so he can<br />

attend school programming, all at no<br />

cost for my labour and material.<br />

“This is ongoing, I do not want recognition<br />

but if you think all I do is eat<br />

and complain, then I need to point it<br />

out.”<br />

Siemens added, “I spend upwards of<br />

60 hours mowing grass for a senior,<br />

and blowing snow for countless others<br />

in the winter at no charge, not for gas<br />

or my equipment; I’ve fixed furnaces,<br />

repaired dishwashers, etc.<br />

“I’m not standing up on a pedestal<br />

bragging but being I’m forced into this<br />

situation. I don’t need to belong to a<br />

club, I do by deeds quietly for the<br />

people of Morrin who need my help,”<br />

stated Siemens.<br />

He also addressed the lack of a compromise<br />

on the issue of his sewer line<br />

which as been an ongoing fight for two<br />

years.<br />

A repair that was eventually proven<br />

to be on town property (according the<br />

MPE Engineering report) and<br />

Siemens not reimbursed for scoping<br />

the line as others were.<br />

Siemens noted a neighbour who had<br />

a broken sewer line and a niece whose<br />

line had tree roots impeding her<br />

sewer line both had their bills for<br />

scoping the sewer line picked up by<br />

the village.<br />

He also noted that the information<br />

provided to council by MPE<br />

Engineering regarding where the<br />

sewer line repair was done was absent<br />

from the village minutes despite it<br />

being part of the report.<br />

On this issue, Siemens suggested a<br />

proper bylaw clearly outlining what<br />

responsibility the village has, similar<br />

the attendees on comments made on<br />

social media regarding attempting to<br />

“blackmail council”, “harassing<br />

council” and printing “garbage”.<br />

Webster assured attendees that<br />

everything reported in the newspaper<br />

is accurate and noting if readers were<br />

in disagreement, they have the option<br />

of going to the Alberta Press Council.<br />

“I wouldn’t be in business today if I<br />

had spent my 33 years ‘making up’<br />

news,” said Webster.<br />

She went on to say, “I’m the first to<br />

admit that the reports are incredibly<br />

lacking in information due to failure<br />

to be provided the documentation”<br />

that is tabled at the meetings.<br />

She cited a package provided to<br />

media for the Delia council meeting<br />

Sept. 14, that contained 89 pages that<br />

included the agenda, minutes of previous<br />

meetings, 14 pages for a<br />

Development Permit application,<br />

cheque register, financial report, several<br />

Requests for Decision (RFD) with<br />

the attached documentation, and all<br />

the correspondence.<br />

“That is what media and the public<br />

should expect from all council<br />

meetings.”<br />

She addressed the bias regarding<br />

phone/text received during council<br />

meetings; the CAO not picking up the<br />

phone during office hours when the<br />

ECA Review is calling, emails going<br />

unanswered, and lack of meeting<br />

packages.<br />

She concluded her presentation by<br />

reading a portion of the Municipal<br />

Inspection Report for the Village of<br />

Alix that stated, “That council<br />

meeting agendas along with a complete<br />

set of accompanying public<br />

documents are made available to the<br />

public in a timely fashion through the<br />

municipal website, at least two days<br />

prior to the meeting, and that draft<br />

minutes are also made available on the<br />

municipal website within a few days of<br />

each meeting.”<br />

Seeing ourselves as we really are<br />

My mother was a teacher and she<br />

was teaching in one room country<br />

schools during the early 1960’s when<br />

these schools were being phased out.<br />

I had my first few years of education<br />

at one of these schools with her as my<br />

teacher.<br />

A few years ago I<br />

was able to connect<br />

with a girl who had<br />

been in grades one<br />

through three with<br />

me. She had become<br />

a teacher and she<br />

said that it was her<br />

memories of my<br />

mother that had<br />

made her decide to<br />

do that.<br />

I thought that<br />

was very nice, but a lot of people think<br />

fondly of their first teacher.<br />

This summer my cousin was at an<br />

anniversary party and overheard a<br />

woman asking about a substitute<br />

teacher she had in junior high and she<br />

mentioned my mother’s name.<br />

It turns out that this was a girl that I<br />

had gone to junior high school with.<br />

My cousin got her contact information<br />

and I phoned her.<br />

We had a very nice long conversation<br />

catching up on all our old<br />

classmates.<br />

She remembered my mother being a<br />

substitute teacher because she always<br />

thought that substituting for a teacher<br />

would be a scary thing but she had<br />

been impressed with how well my<br />

mother handled it.<br />

I was impressed that she had<br />

remembered a substitute teacher 50<br />

years later.<br />

This made me think of the Robbie<br />

Burns quote that my grandmother<br />

used to tell me. “Would the Lord the<br />

gift he give us to see ourselves as<br />

others see us.”<br />

I had always taken this to mean that<br />

we should try and see that we were<br />

better than we thought we were, or<br />

some might say that we were not as<br />

good as we thought we were.<br />

Either way we should look and try to<br />

see ourselves as we really are.<br />

Now I think we should expand that<br />

to others around us, the ones we just<br />

take for granted; our parents, siblings<br />

and close friends.<br />

If we look close enough we might see<br />

things like inner strength, kindness<br />

and intelligence, skills and talents that<br />

other people admire and respect.<br />

I bet we would see many things that<br />

we had admired in other people but<br />

had never thought of in connection<br />

with our own family because to us<br />

mom is just mom and dad is just dad;<br />

and our siblings are just hopeless.<br />

If we really looked we just might see<br />

that these are people that we can be<br />

Whenever the Alberta NDP are challenged<br />

to cut back on government<br />

expenses, their standard reply is that it<br />

would entail cutting back on front line<br />

workers (i.e.) school teachers or hospital<br />

nurses and<br />

their support staff.<br />

They know that if<br />

they were to cut<br />

back the numbers<br />

on the front line<br />

government<br />

employees, there<br />

would be a huge<br />

public outcry, and<br />

of course there Schwenk<br />

would be, but they<br />

refuse to talk about<br />

the government bureaucracts.<br />

These are the people that are the<br />

movers and shakers that make government<br />

work. These people are very<br />

powerful and control much of what<br />

government does.<br />

In my opinion, this is the arm of government<br />

that is the cause of the huge<br />

deficits that the Alberta government<br />

has experienced in the last seven or<br />

eight years.<br />

According to the Taxpayers<br />

Federation and The Frasier Institute,<br />

the cost of government service in<br />

Alberta is well over $200 per capita,<br />

higher than it is in the next highest<br />

province – that being BC.<br />

The Progressive Conservatives in<br />

government programs. This enhances<br />

their ability to control how programs<br />

are delivered.<br />

It also allows them to increase the<br />

work force as they see fit.<br />

For centralization to work, the<br />

bureaucracy has to build pyramids in<br />

order to manage and deliver the program.<br />

The Alberta health system is the<br />

best example. We end up with managers<br />

managing managers managing<br />

managers.<br />

This system is very inefficient in<br />

delivering the required service. What<br />

the bureaucrats like about this system<br />

is that it justifies paying the person at<br />

the top a huge salary and the managers<br />

below them similar but<br />

somewhat lower salaries.<br />

The real down side of the pyramid<br />

structure is that the front line worker<br />

is so far from the manager, that neither<br />

has a clue what the other does.<br />

Some years ago after the health<br />

system was centralized into one<br />

region, a nurse was asked how a decision<br />

was made now for some issue or<br />

other. She said, before with the old hospital<br />

board, the request had to go<br />

through two people to get an answer.<br />

Now it has to go through eight layers.<br />

There is no wonder that the cost of<br />

health care in Alberta has risen<br />

astronomically.<br />

Depending on the size, I think every<br />

department has a similar structure.<br />

There is no real incentive for governments<br />

to keep their work force at a<br />

minimum. In fact, I believe the NDP<br />

government has added thousands of<br />

additional bureaucrats to their work<br />

force to implement and administer<br />

their new tax and social programs<br />

such as the Climate Change Program.<br />

Government employees in Alberta<br />

are paid about 10 per cent higher<br />

wages than workers with similar jobs<br />

in the private and corporate sectors.<br />

In addition, they receive benefits<br />

and pensions that are far more lucrative<br />

than what workers receive in the<br />

private sector.<br />

In fact, many people receive no pension<br />

and only minimum benefits.<br />

In order for Alberta to get back to a<br />

balanced budget, government<br />

employee wages will have to be<br />

reduced to match wages in other sectors<br />

and the size of the government<br />

work force needs to be substantially<br />

reduced.<br />

It is obvious that the cost of government<br />

in this province is extravagant.<br />

Our NDP government does not care.<br />

They are quit content to pass these<br />

costs on to future generations.<br />

We desperately need a change of government<br />

before Alberta becomes<br />

insolvent.<br />

It will be a huge challenge for<br />

another government to bring the cost<br />

of government into line with government<br />

revenue. You can be sure that the<br />

unions and the bureaucracy will pull<br />

out all the stops to prevent change.<br />

Alberta has a two tier wage system<br />

that we can no longer afford.<br />

Scientific evidence lacking<br />

Dear Editor,<br />

I am a blue-collar worker—a guy<br />

who gets his hands dirty on a daily<br />

basis—and I have a question for my<br />

fellow blue-collar workers:<br />

At what point are we going to speak<br />

up and say to our governments,<br />

“ENOUGH!”?<br />

We know that many politicians<br />

don’t support us, or the efforts of our<br />

families. Instead, they cling to their<br />

ideologies and misplaced personal<br />

beliefs, and then use these screwy<br />

values systems to control our lives.<br />

All this political correctness is<br />

wearing on a lot of people—removing<br />

the right to disagree, speak out, question<br />

ideologies, etc. I often wonder who<br />

wrote the rules for political correctness<br />

and where I can get a copy.<br />

Ordinary blue-collar types don’t<br />

have places where we can easily voice<br />

our displeasure or even question the<br />

results of reckless ideology being<br />

turned into legislation apart from<br />

public consultation or a referendum<br />

on the matter.<br />

One of these ideological considerations<br />

is climate change—global<br />

warming.<br />

The government “suits” are shutting<br />

down our industries, taking away<br />

our jobs, and destroying the ability to<br />

provide for our families—all in the<br />

name of climate change.<br />

When anyone asks for the evidence<br />

or research reports that the Alberta<br />

government uses to justify closure of<br />

our coal plants, rather than provide<br />

hard data, the “suits” cover their ears<br />

with their hands and call people<br />

deniers.<br />

That’s not informed debate. That’s<br />

not honest dialogue. That’s not reasoned<br />

discussion.<br />

These people are paid in full by us.<br />

They reap enormous financial benefits<br />

even as they undermine our ability to<br />

provide for ourselves and our families.<br />

I read a Sept. 12 article in Edmonton<br />

Journal. It’s called “Connecting the<br />

Dots Between NDP’s Coal Phase Out<br />

Plan and Hurricanes.”<br />

The article blames hurricanes on<br />

coal-induced CO2 emissions and<br />

endorses the shutdown of coal power<br />

plants. Then it suggests that coal communities<br />

are filled with biased<br />

workers who value money over<br />

climate.<br />

The article then talks about the<br />

NDP giving Hanna a $450,000 grant to<br />

diversify the local coal-based<br />

economy.<br />

When compared, the amounts of<br />

this taxpayer-funded grant and the<br />

actual cost of the shutdowns are miles<br />

apart. There are individual families in<br />

these communities who will likely lose<br />

an amount equal to 10 per cent of that<br />

grant, or more, just on the value of<br />

their homes.<br />

Huge numbers of people are<br />

losing—owners and workers at support<br />

industries, devaluation of<br />

property and business holdings.<br />

The Liberal value scale<br />

The Trudeau government is<br />

standing fast against mounting outrage<br />

over its proposals to change<br />

taxation of incorporated family companies<br />

and their owners.<br />

It is doing two things: showing its<br />

disconnection from the people who<br />

own and work at such companies, and<br />

<br />

mail bag<br />

badly underestimating the political<br />

risk it is taking.<br />

The 63-page paper that started this<br />

was issued in July, including 25 pages<br />

of draft legislation.<br />

Some provisions will be retroactive<br />

to the date the paper came out (July 18)<br />

and others would apply for the 2017 and<br />

2018 tax years.<br />

The tax proposals are so complex<br />

that tax accountants and lawyers,<br />

Dear Editor,<br />

Graham Thomson and the Calgary<br />

Herald (Sept 12) say that Alberta’s<br />

coal-fired electrical plants played a<br />

role in the recent hurricanes in the<br />

United States. They claim: “Climate<br />

change is… making hurricanes like<br />

Irma more powerful and more<br />

destructive.” The paper also affirms:<br />

“There is a connection between<br />

burning coal in Alberta… and<br />

[Hurricane] Irma.”<br />

Where is the Herald’s evidence to<br />

support such claims? Hurricane<br />

Harvey’s Texas landfall broke a U.S.<br />

4,323-day (142-month, 12-year) major<br />

hurricane drought record. And the<br />

reality is that comparing hurricanes<br />

century to century is pretty difficult<br />

because many of the most famous hurricanes<br />

were never scientifically<br />

measured. We do know there have<br />

been some doozies.<br />

In 1559, Spain sent a fleet to establish<br />

the first European settlement in<br />

the continental U.S. (near Pensacola,<br />

Florida). A hurricane destroyed the<br />

settlement and the fleet. In 1635, 15<br />

years after Plymouth Colony was<br />

established and long before coal-fired<br />

electrical plants were invented, a massive<br />

hurricane caused a 22 foot storm<br />

tide in Massachusetts.<br />

In 1715, 11 of 12 ships of the Spanish<br />

Treasure Fleet were lost in a Florida<br />

hurricane, killing 1,000 sailors and<br />

passengers. In 1749, a hurricane literally<br />

reshaped Virginia’s shoreline.<br />

During that century, which was one of<br />

the worst storm seasons in the prerecordkeeping<br />

era, a single Atlantic<br />

hurricane claimed 22,000 lives.<br />

In 1886, a hurricane dumped nearly<br />

two feet of rain on Louisiana, and decimated<br />

Indianola, Texas. Indianola had<br />

been destroyed a few years earlier by a<br />

hurricane, then rebuilt, only to be<br />

destroyed a second time.<br />

In 1893—years before Alberta<br />

became a province—four hurricanes<br />

occurred at exactly the same time.<br />

Shortly thereafter, the longest-lasting<br />

hurricane in history went on for 28<br />

days. Caused by coal plants? Hardly.<br />

Hurricane Irma made land as a<br />

Category four hurricane and soon dissipated<br />

over the southeastern United<br />

States. The recent Hurricane Harvey<br />

was also Category four, making landfall<br />

in Texas and then weakening to a<br />

tropical storm bringing enormous<br />

amounts of rain. Irma and Harvey had<br />

landfall wind speeds of 115 knots (kt)<br />

and barometric pressure of 929 and 938<br />

millibars (mb) respectively. (The lower<br />

the mb the more intense the storm.)<br />

Many past hurricanes have been<br />

more severe than Irma and Harvey.<br />

For example, the 1935 Labor Day<br />

Hurricane had wind speeds of 160 kt at<br />

892 mb, and the 1886 Indianola hurricane<br />

was 130 kt at 925 mb.<br />

Since 1850, Florida has had more<br />

than 100 hurricanes, yet according to<br />

Graham Thomson and the Calgary<br />

Herald, the severity of this last storm<br />

(Irma) is due to coal-fired electrical<br />

plants. Nonsense.<br />

Where is the Herald’s evidence that<br />

coal-fired electricity has anything to<br />

do with hurricanes?<br />

Former NASA scientist and climatologist<br />

Roy Spencer (whose Ph.D. was<br />

on the structure of these storms, and<br />

who published a satellite method for<br />

monitoring their strength) said the<br />

data indicates that major hurricanes<br />

occur when sea surface temperature<br />

over the Gulf of Mexico is below<br />

average and above average.<br />

Graham Thomson and the Calgary<br />

Herald are engaging in alarmist fantasy.<br />

In future, perhaps the paper will<br />

better serve the public if it pays more<br />

attention to the facts and less attention<br />

to journalistic hyperbole.<br />

Not a good idea<br />

Dear Editor,<br />

Businesses exist because people<br />

have invested in productive assets like<br />

land, buildings, machines, and<br />

employees.<br />

These businesses provide goods and<br />

services that are voluntarily purchased<br />

or in other words things that<br />

people need or want.<br />

Taxes decrease the productivity of<br />

businesses which means less product,<br />

less employment, less income to buy<br />

other products.<br />

Taxes decrease the standard of<br />

living for everyone which is especially<br />

onerous for those on the lower end of<br />

the economic scale. So increase tax on<br />

businesses? Not a good idea.<br />

If you think increasing taxes on<br />

businesses is not a good idea, let the<br />

government know:<br />

in plain English.<br />

A public consultation period during<br />

which the government is pretending to<br />

receive feedback ends on October 2.<br />

However no finance minister or<br />

prime minister sincerely interested in<br />

taxpayer and tax planner comments<br />

and suggestions would be going<br />

around defending the plan against all<br />

comers.<br />

This is not the place to even try to<br />

describe this monstrous scheme.<br />

Google Canada Tax Plan Morneau<br />

and talk to a tax accountant, if you can<br />

find one: the good ones are already up<br />

to their eyeballs.<br />

Tax accountants say these are the<br />

most serious tax reforms since 1971<br />

when the government of Trudeau<br />

introduced taxes on capital gains, on<br />

the advice of the infamous Carter<br />

Commission.<br />

With confiscatory income tax rates,<br />

it put Canada on the road to the<br />

highest tax burdens in the western<br />

world while continuing to run the biggest<br />

budget deficits Canada has ever<br />

seen, before or since if in constant<br />

dollars.<br />

The government, that is to say<br />

elected members and ministers, are<br />

not smart enough to think this up all<br />

by themselves. This has the fingerprints<br />

either of Gerald Butts, the prime<br />

minister’s unknown, unelected,<br />

unseen one-man brain trust and the<br />

Steve Bannon of Canada, or a cell<br />

within the tax department that has<br />

noticed while auditing tax returns that<br />

some small business taxpayers are not<br />

paying taxes at the rates they are<br />

paying.<br />

This reeks of envy and jealousy on<br />

behalf of the lowest class of the Liberal<br />

support base. Probably similar suggestions<br />

were made by the career<br />

professional tax collectors to the<br />

Harper government, which undoubtedly<br />

told them where to go.<br />

It’s a done deal. The finance minister,<br />

the prime minister and the tax<br />

department never had any intention of<br />

being influenced by anything the<br />

public or tax professionals had to say,<br />

let alone the small business lobby.<br />

Even if they were closing loopholes,<br />

the changes will increase federal revenue<br />

by peanuts, $250 million a year<br />

out of the total tax take of $300 billion.<br />

This is not about raising revenue or<br />

cutting the deficit. It is<br />

about persecuting and victimizing a<br />

particular small class of people and<br />

preventing their success from being<br />

aided or abetted by the tax system.<br />

But these are not tax loopholes. They<br />

were put in the law to reflect differences<br />

between the situations of salary<br />

and wage earners who take no business<br />

risks and entrepreneurs who put<br />

their livelihood and savings on the line<br />

every morning.<br />

Once upon a time taxation of small<br />

businesses took into consideration the<br />

ways in which their situation is different<br />

from that of large corporations<br />

and the way the situation of entrepreneurs<br />

differs from that of salary and<br />

wage workers.<br />

Taxation of farms, as proprietorships,<br />

partnerships or corporations,<br />

also reflected the uniqueness of<br />

farming.<br />

Once upon a time.<br />

Small business owners are excluded<br />

from unemployment insurance, pay<br />

themselves the minimum wage only if<br />

their companies can afford it, have no<br />

backstop in case business goes badly<br />

and benefit from no labour law or code.<br />

They are on their own, including<br />

against this savage socialist attack.<br />

Like Karl Marx, this government<br />

thinks tax fairness is achieved by cutting<br />

down those who are successful.<br />

The more successful they are, the<br />

more harshly they are to be treated.<br />

The finance minister said and the<br />

prime minister parroted that the twothirds<br />

of small business owners who<br />

earn $73,000 a year or less will not be<br />

impacted by the changes. The other<br />

third can go to hell.<br />

Compare that to the average federal<br />

civil servant who costs the country<br />

$114,100 a year, has lifetime job security,<br />

the most powerful union to wring<br />

out regular raises and the sweetest<br />

pension benefits in the western world.<br />

This is the Liberal value scale. The<br />

Trudeau government is exposing itself<br />

for what it really is. There is no way<br />

out of this except regime change in<br />

Ottawa.<br />

No Conservative government would<br />

ever do this. Any NDP government<br />

would do it. It’s not the first Liberal<br />

assault on small business. The Harper<br />

government had set phased reductions<br />

in the federal income tax rate on small<br />

companies from 13 per cent when it<br />

came into office; it would have reached<br />

10 per cent in 2016 had Morneau not<br />

cancelled it as soon as he could.<br />

pulls together<br />

Last week on Canadian Forces<br />

Base Suffield, while disposing of ordinance<br />

that had not been detonated, it<br />

was determined that military personnel<br />

had ignited tinder dry Prairie.<br />

This ignition had some dire and<br />

real consequences for residents<br />

down-wind of the<br />

site.<br />

With Southern Alberta<br />

under a complete open fire<br />

ban due to hot dry weather<br />

and several areas of southwestern<br />

Alberta forests<br />

already ablaze, a routine<br />

exercise had become what<br />

can only be described as<br />

unintended consequences. Strankman<br />

The problem is, unintended<br />

or not, these<br />

actions can have profound effects for<br />

real people and families; this was just<br />

such a case.<br />

The decision to move forward with<br />

an exercise that produces an open<br />

ignition source without proper preventative<br />

fire suppression employed<br />

was simply shortsighted.<br />

Being in the Legislature gives you a<br />

comprehension of the peril of unintended<br />

consequences.<br />

Often legislators will call for regulations,<br />

policy or legislation that<br />

produces an outcome very different<br />

from what they were trying to seek.<br />

The ensuing blaze that escaped<br />

CFB Suffield resulted in a very dangerous<br />

negative consequence<br />

for area resident, 89 year old<br />

Morley Sarvis, who lost his<br />

home; and if not for some<br />

quick thinking by his neighbours,<br />

he could have lost his<br />

life.<br />

Unfortunately, his farm was<br />

completely destroyed by the<br />

ensuing unintended wildfire.<br />

Downwind, frantic local<br />

landowners and firefighters<br />

struggled with those consequences<br />

that were bearing<br />

down upon them at unprecedented<br />

speed.<br />

If it’s one thing the residents in the<br />

southern part of the Drumheller<br />

Stettler riding have shown, its resilience<br />

and compassion. It was almost<br />

one year ago that an outbreak of<br />

tuberculosis decimated herds of cattle<br />

in the Bindloss, Jenner area, once<br />

again the community pulled together.<br />

KEEPING TRACK IN A CHANGING MARKETPLACE<br />

AFREA has been busy keeping up with developments in the electricity sector<br />

and advocating on behalf of our member REAs. Listed below with a summary<br />

description, are a few of the items we have been working on and information<br />

about the regulatory bodies we interact with when we represent you.<br />

1. The Market Surveillance Administrator is reviewing the Regulated Rate<br />

Option at Alberta Energy’s request. On June 1, 2017, the Regulated Rate<br />

Option was capped at $0.068/kWh through passage of Bill 16 in the Legislative<br />

Assembly. The AFREA continues to provide feedback on this change<br />

and is working closely with the MSA.<br />

2. FortisAlberta Inc. has applied for an order from the Alberta Utilities Commission<br />

to: a) confirm its service areas on land annexed by municipalities,<br />

and b) compel REAs to turn over wires, substations, and their corresponding<br />

members. AUC Proceeding 22164 is ongoing. It directly involves three<br />

REAs that are AFREA members. The AFREA is representing its members<br />

and one additional REA in disputing this application. We have engaged<br />

legal counsel and technical consulting expertise to assist us.<br />

3. The Alberta Utilities Commission (AUC) is tasked with investigating distribution-connected<br />

generation. Proceeding 22534 involves how renewable<br />

(solar, wind, hydro) and alternative energy sources could be expanded in<br />

Alberta to produce electricity close to power users. The AFREA is participating<br />

as a key stakeholder in this proceeding, at the request of the AUC.<br />

Micro-Generation. The AFREA has represented our members’interests in<br />

this Consultation. The Rule changes were effective July 4, 2017.<br />

After 75 years in the business, the environment has likely never been more<br />

complex than it is now. Even in these far-reaching scenarios, we have not<br />

mentioned all the agencies involved in running Alberta’s electricity industry.<br />

While we ask for member input into these cases, we recognize it’s a zoo—not<br />

just technical detail, but of too many acronyms and players to keep track of.<br />

But it is possible. Here’s a list of “who’s who” to detangle it for you.<br />

KEY ELECTRICITY PLAYERS IN ALBERTA<br />

Alberta Utilities Commission (AUC): Our principal regulator—the AUC operates<br />

with many of the same powers as a court of law.<br />

Alberta Electric System Operator (AESO): The AESO operates the provincial<br />

power grid 24/7 by dispatching the power sold by generators.<br />

Balancing Pool: The Balancing Pool is an independent corporation created to<br />

market power from older generation contracts that were unsold after the electricity<br />

market was deregulated.<br />

Market Surveillance Administrator (MSA): The MSA monitors the wholesale<br />

electricity, retail electricity, and natural gas markets investigating issues that<br />

come to its attention through surveillance or complaints.<br />

Utilities Consumer Advocate (UCA): The UCA represents, informs, and educates<br />

consumers on electricity (utility) matters.<br />

I’m not stumbling around trying to<br />

identify myself. I’ve got a pretty solid<br />

idea of who I am, where I am, and<br />

where I’d like to go.<br />

It wasn’t until my early 30s that I’d<br />

established this sense of identity. Then<br />

I got traction and found a couple<br />

niches into which I fit perfectly:<br />

writing and teaching.<br />

There are people I meet in their late<br />

teens and early 20s who already have a<br />

secure sense of self and a confidence I<br />

never possessed. It’s a gift I envy.<br />

There’s no point, though, in comparing<br />

my rocky path to others’<br />

journeys. Every life is unique and all<br />

Bashaw RCMP received a 911 call at<br />

6:56 p.m. and responded immediately<br />

to a report of an armed robbery at the<br />

local hotel in Alix, Ab. on Sept. 12.<br />

The male entered the hotel bar at<br />

6:50 p.m., carrying what appeared to be<br />

a long barrelled firearm. He pointed<br />

the firearm at patrons and a hotel<br />

worker and demanded cash from the<br />

till and the VLT’s.<br />

Once he received the cash, he fled<br />

out the front and was seen to get into<br />

the passenger side of a dark coloured<br />

SUV which headed eastbound.<br />

The successful individual reports to the Director of Public Works. This individual will be responsible to co-ordinate,<br />

organize, and supervise the daily activities for the County of Paintearth Public Works maintenance crews. The<br />

County of Paintearth No. 18 has a comprehensive benefits plan and participates in the Local Authorities Pension<br />

Plan. The salary gird is between $82,920 and $99,547 per annum.<br />

Qualifications:<br />

• Knowledge in road construction and road maintenance with 10 years’ experience<br />

• Must possess effective interpersonal, supervisory, communication skills and the ability to work as a team<br />

• Strong writing and organizational skills<br />

• Excellent communication and interpersonal skills, and ability to deal effectively with people<br />

• Computer skills in Microsoft Office software<br />

• General knowledge of Alberta Occupational Health and Safety Regulations<br />
