Streetlight Outage:
Please note that the association pays electrical charges for a streetlight
whether the bulb is functioning or not. To report streetlight outages,
contact CenterPoint Energy at 713-207-2222 or www.centerpointenergy.
com. Be sure to note the pole number and the street address.
Street Gutters and Drains:
Please keep the street area in front of your house clean, so that leaves,
pine needles, grass clippings, dirt and liter will not accumulate in the
into the drains causing them to back up and flood the streets. This
also applies to lawn contractors that are blowing debris into the street
instead of bagging them.
The Architectural Control Committee:
The Declaration of Covenants, Conditions and Restrictions (the “Deed
Restrictions”) for Falcon Point East Homeowners Association, Inc. specifies
that all improvements as defined in the Deed Restrictions must be
approved in writing by the Architectural Control Committee at least 30
days prior to the start of construction or improvement. Please complete
and submit the form found on CSUTX.com.
WE FIX IT RIGHT
THE FIRST TIME!
CLARIFICATION
Since January 1, 2017, an independently contracted towing company is
conducting night-time “sweeps” for overnight parking violations. The
Board has determined “overnight” to mean after 12 midnight and before
4 AM. The towing company will conduct their random sweeps on the
mornings of Monday, Tuesday, Wednesday, Thursday and Friday. This is
to allow homeowners the option of having gatherings on the weekends
without obtaining a Temporary Variance.
In the event you have a legitimate excess vehicle problem and cannot
park all of your vehicles in the garage and driveway, you can apply for a
Parking Variance and, if granted, you can purchase a parking tag. Parking
tags will only be issued to owners who are using their garages and
driveways to park vehicles and have shorter driveways due to lot size.
To apply, you must submit, in writing, the reason you are requesting a
parking variance. Parking tags will have an annual fee of $250 and will
be applied to the HOA Street Fund Account. Only one parking tag per
address will be permitted.
OVERNIGHT PARKING VIOLATION AND TOWING
Step One - The violation is reported to Community Solutions by either
(a) the towing company on a random sweep or (b) by specific inspection
with date and time stamped photograph(s) provided by a homeowner
as evidence. Either report will be verified by Community Solutions.
Step Two - After verification that a violation is present, Community
Solutions will mail a notice via USPS Certified Return Receipt to the
address in violation instructing the owner to remove the vehicle, trailer
or property in violation within ten (10) days of the dated letter.
Step Three - If the matter is not resolved after the 10th day of the dated
letter, the towing company will be instructed by Community Solutions
to remove said property at the OWNERS EXPENSE.
Step Four - To recover your property, please read the sign posted at the
entrance of each gate.
The Certificate of Corporate Resolution of Falcon Point East Homeowners
Association, Inc. ‘Adopting Enforcement Procedures for Towing and
Overnight Parking Violations of the Governing Documents’ is recorded
in the Real Property Records of Fort Bend County.
CSUTX.COM.
ii. For forms and more information on a Parking Variance go to www.
considered an automatic tow without a purchased parking tag in view.
PRESENTING ZOMBIE PROM
OCTOBER 19 TH -20 TH , 7 PM, OCTOBER 21 ST , 2 PM & 7 PM
This ‘girl loves ghoul’ rock and roll Off Broadway musical is set in
the atomic 1950s at Enrico Fermi High, where the law is laid down
by a zany, tyrannical principal. Pretty senior Toffee has fallen for the
class bad boy. Family pressure forces her to end the romance and he
charges off on his motorcycle to the nuclear waste dump. He returns
glowing and determined to reclaim Toffee’s heart. He still wants to
graduate, but most of all he wants to take Toffee to the prom. The
principal orders him to drop dead while a scandal reporter seizes on
him as the freak du jour. History comes to his rescue while a tuneful
selection of original songs in the style of 50s hits keeps the action
rocking across the stage. You will not want to miss this quirky twist,
on a not so typical teenage romance, as it is brought to life at the
Tompkins High School Performing Arts Center! Tickets for students
are $12 and $15 for adults. Reserved seating tickets go on sale October
GARDENING TIPS FOR OCTOBER
• Dig and store caladiums before the foliage dies. Allow the bulbs
to dry in the shade, shake off the dried soil and dust with sulphur
to control fungus. Store by hanging in open mesh bags or old
panty hose.
• Flowers planted for spring can begin when the temperatures are
going to stay cooler. Shrubs and trees can be planted now. Woody
plants concentrate on root growth through the winter and the more
headstart they can get before summer, the better.
• October 15 th is about the time for dividing and planting daylilies.
• Watch out for brown patch in St. Augustine grass. These circular
brown patches are caused by a fungus that is activated by moist
cool weather. Control with Daconil.
• If you need to do any pruning, do it early in the month. The regrowth
stimulated by pruning needs to harden off before that
odd-ball frost of Halloween. Prune fruit trees when leaves begin
to fall. Remove all dead, weak and over-crowded growth. Tip back
main branches to control size and shape. Spray w/dormant oil
when temperature is between 30-60 degrees.
• Cut back tops of perennials after they have bloomed. Divide roots
and transplant anytime from now until March, the earlier the better.
• Get the ant baits down. This will greatly reduce your spring populations.
• Clover left over from last year may be growing. It’s best to hit it
with the post-emerge herbicides in October and November. At
least two applications are usually needed, even if done this early.
• For color throughout the winter, begin planting pansies.
OCTOBER IS BREAST CANCER AWARENESS MONTH
One in eight women are diagnosed with breast
cancer in her lifetime. However, with early
detection and treatment, you can greatly
improve your chance of survival.
3 STEPS TO EARLY DETECTION
Early detection means finding the cancer
before it spreads to other parts of the body.
Although breast cancer cannot be completely
prevented, early detection provides
the greatest possibility of successful treatment.
By following these three steps, you
will help increase your chance of detecting
cancer early.
1. BREAST SELF-AWARENESS
Breast self-awareness can help you become familiar with how your
breasts normally look and feel. Knowing this will help you identify
any changes in your breasts that should be reported to your health
care professional promptly. If you find a lump, schedule an appointment
with your doctor, but don’t panic - 8 out of 10 lumps are not
cancerous.
Changes to look for include:
• A lump or thickening in or near the breast or in the underarm area
• A change in the size or shape of the breast
• Dimpling or puckering in the skin of the breast
• A nipple turned inward into the breast
• Discharge (fluid) from the nipple
• Scaly, red or swollen skin on the breast, nipple or areola (the dark
area of skin at the center of the breast)
You should see your health care provider about any of these
symptoms. Often these symptoms are not due to cancer, but if
you notice any changes in your body, tell your health care provider
immediately so that the problems can be diagnosed and treated.
2. WELL-WOMAN EXAM
It is recommended that women visit their family physician or gynecologist
each year for an annual Well-Woman Exam. In addition
to a routine pelvic exam and pap smear, the doctor may perform
a brief breast exam to check for abnormalities. The Well-Woman
Exam is a great opportunity for you to discuss with your health care
provider any questions or concerns you have regarding your breast
health. For example, your doctor may help you to determine the
most appropriate frequency for your early detection steps.
3. MAMMOGRAM
In its early stages, breast cancer doesn’t usually cause symptoms.
NBCF recommends that women ages 40 and older get a mammogram
every year. A mammogram is an X-ray of the breast. It is a safe
way to detect cancerous tumors and other abnormal breast conditions
and women who have screening mammograms have a lower
chance of dying from breast cancer than women who do not have
screening mammograms. Mammograms can detect cancer or other
problems before a lump becomes large enough to be detectable
to the touch. They provide an effective way to find breast cancer
in its early stages when treatment is usually the most successful.
Mammograms are considered safe, quick and relatively painless.
HAPPY HALLOWEEN!
TRICK-OR-TREAT SAFETY TIPS
• Go During Safe Trick Or Treat Times: A good trick or treat time
is right after an early dinner.
• Steer Clear Of Masks: With face paint, it is easier for your child
to see where they are going.
• Be Visible: Choose costumes that are brightly colored
so that they are easier to see in the dark.
• Never Go Alone: It is important that your children have
an adult with them at all times.
• Walking Tips: Be sure that your children understand simple
traffic rules, such as stopping and looking both ways
before crossing the street and staying in a crosswalk.
• Knock On Doors That You Know: Encourage your children to only
trick-or-treat at homes where they know the inhabitants.
• Don’t Go Inside: Remind your little ones that they should never
go inside anybody’s home while trick-or-treating.
• Stay On Track: Stay on streets and in neighborhoods that are well
lit and where there are plenty of people around.
• Say No!: Stranger danger is important to remember no matter
how old your kids are, even while trick-or-treating.
• Taste-Testing Patience: Make sure kids know that trick or treating
is for gathering candy, not eating it as they receive it.
How to Carve
A Pumpkin
When it comes to pumpkin carving, the idea is to have fun. We’ve
got tips on carving the best pumpkin, as well as how to pick a good
pumpkin for carving!
HOW TO PICK A GOOD PUMPKIN FOR CARVING
Look for one that is a little misshapen. Inspect it for soft spots (especially
the end opposite the stem). Reject a pumpkin that has soft spots, they
will cause it to deteriorate quickly. Remember, your pumpkin doesn’t
have to sit on its base, in fact, that’s often its weakest spot.
Let the pumpkin guide the shape of the face: An elongated pumpkin
should have an elongated face. A fat and happy pumpkin should have
a fat and happy face.
HOLLOW OR WHOLE?
There are two reasons for hollowing: (1) If the inside is going to be
exposed (through the mouth, etc.), it looks better if it is hollowed
neatly. (2) If you plan to light the pumpkin from the inside, it must be
hollow. You can hollow it out from a hole in the back instead of the top,
so that the look of the face isn’t affected. If you’re illuminating with a
candle, you need to hollow from the top to allow the heat and smoke
to escape.
MAKE A FACE
To achieve a three-dimensional appearance, carve the entire pumpkin.
Exaggerate the features. (If you aren’t sure what teeth really look like or
how the gum line works, smile and look in the mirror.) If the pumpkin is
frowning, carve wrinkles under the mouth. To add character, carve a lot
of “crow’s feet” lines around the eyes. Consider using the stem as the
nose and inserts such as radishes for the eyes or cut eyeballs from the
back of the pumpkin and hold them in place with toothpicks.
CARVE WITH CARE
Use two hands at all times: one to control the blade and the other to
control the pressure with which you cut (and thus the depth). Take care
not to jab the blade into the pumpkin; you don’t want to cut all the
way through the rind - except to determine its depth. The thickness of
the rind will vary, not only from pumpkin to pumpkin, but also within
one pumpkin. To determine your pumpkin’s average depth, cut a
core sample where you want an eye or a nostril to be. Keep that piece
nearby as a reminder of how deep you can safely cut.
ENJOY IT WHILE IT LASTS
Pumpkins, which are actually a fruit, not a vegetable, are 90 percent
water, so after carving they usually last only three days to a week. A
jack-o’-lantern with a surface carving will last longer than one that
is cut all the way through. Putting a candle or other light inside will
shorten its life span, as the heat that results can “cook” the pumpkin
and reduce its longevity to a matter of hours. For a bright, shiny finish,
spray Armor All on the pumpkin and rub it in. Paint will not preserve a
pumpkin. However, if you decide to paint your pumpkin for decoration,
use a water-based latex paint and wait at least an hour after carving
so that the cuts you have made in the pumpkin have a chance to dry.
THE TOOLS
Use a water-based marker to outline the face that you want to carve.
First, draw a line down the center to establish symmetry. Then sketch
the nose, the approximate center of the face. Once you’re satisfied with
the details, trace over the lines using a permanent marker. For carving,
basic kitchen implements, such as a paring knife or a steak knife with
a standard - not serrated - blade that’s not going to bend, work well.
You can also use a standard jigsaw blade. Otherwise, improvise: Use a
20melon-ball cutter to make circles, for example.
CHOCOLATE CUPCAKES
1 cup all-purpose flour
1/2 tsp baking powder
1/2 tsp salt
1/2 cup cocoa
1 cup sugar
3/4 cup vegetable oil
1 large egg
3/4 cup milk
1 tsp vanilla extract
VANILLA BUTTERCREAM FROSTING
1 cup unsalted butter softened
1/2 tsp vanilla extract
1 3/4 cup powdered sugar
1 tbsp heavy whipping cream
food coloring green and orange
HAT DECORATIONS
Oreo Thins 1 per cupcake
Hershey Kisses 1 per cupcake
Candy Corn cut along color lines
For the Chocolate Cupcakes: Preheat oven to 350 degrees F. Line a muffin tin
with cupcake liners, then set aside. In a large bowl, sift together flour, baking
powder, salt, and cocoa. Set aside. Using a stand mixer (or hand mixer + large
bowl), beat together vegetable oil and egg on low for 30 seconds. Add milk
and vanilla extract and mix until combined, about 1 minute. Keeping speed
on low, slowly add the dry ingredients to the wet ingredients, about 1/2 cup
at a time. Once all dry ingredients have been added, mix just until the dry
ingredients are no longer visible, about another 2-3 minutes. Be careful not
to overmix. Pour batter into prepared muffin tin, filling containers about 1/2
way full. Bake chocolate cupcakes in the oven for 20-25 minutes or until a
tester toothpick comes out clean. Let cupcakes cool in the tin for 5 minutes,
then transfer to a wire rack to cool completely.
Preheat your over to 400° in line a baking sheet with parchment paper.
Wash then Slice your jalapeño peppers in half lengthwise and scoop
out the inside. In a large mixing bowl, use a cheese grater to shred your
block of pepper jack cheese. Chop a scallion in tiny pieces. Mix in your
cream cheese, scallion pieces, garlic, pepper and salt to your shredded
cheese. Fill your jalapeño peppers with your cheese mixture. Now
unroll your crescent rolls into rectangles (leave two triangles together
and pinch the middle together). Use a pizza cutter to cut each crescent
rectangle lengthwise into four even pieces. Wrap one or two pieces
around each pepper, leaving a small opening for the eyes. Bake for 10-
12 minutes. Right when you take your mummies out of the oven, add
two candy eyes in each top opening.
Witch Hat
Cupcakes
For the Vanilla Buttercream Frosting:
Using a stand mixer (or hand mixer + large bowl), beat butter and vanilla
extract on high until fluffy. Drop speed to medium and slowly add sugar to
butter, mixing thoroughly in between. If mixture gets too dry, add the 1 tbsp
heavy whipping cream. If using food coloring, separate about 1/3 to 1/2 cup
frosting to a separate bowl. Add green food coloring to the larger portion of
frosting and orange food coloring to the smaller portion and mix thoroughly.
Putting it all together:
Decorate chocolate cupcakes with the green frosting (to create the “hair”
for the witch) using a decorating tip of your choice. Press an Oreo on to
the top of the green frosting (to create the brim of the hat). Using another
piping bag, add about 1/2 tablespoon of orange frosting on top of the
Oreo. Press an unwrapped Hershey Kiss into the frosting, using even
pressure so that a ring of orange frosting appears around the base of the
Kiss (this creates the top of the hat). Place a piece of cut candy corn into
the orange frosting (for the hat buckle). I used only yellow pieces for this.
City of Hope
In the wake of tragedy,
Houstonians stand strong together,
rebuilding their city, homes and life.
Photo by Gerald Herbert / AP

Krenek Printing sends our thoughts and prayers to everyone affected by Hurricane Harvey. As residents of the communities
we serve, we are deeply saddened by the mass flooding and destruction brought to homes, businesses and property. We will
continue to provide personalized subdivision newsletters with information from neighborhood management, surrounding
community groups, and local relief information to support the cleaning, rebuilding, and recovery of the communities in the
wake of Hurricane Harvey. In the story below, a local resident shares what she believes makes our communities amazing…
people willing to help each other by showing one another generosity, community, kindness and humanity. Krenek Printing
agrees that YOU are what makes this city great and we are proud to be part of your local community each month.
Hurricane Harvey and Houstonians
by W. Baecke, Cypress Resident
On August 26th, as I ushered
my students out of class with a
cheerful “See you next week,”
many remarked that school
would be closed due to flooding
so they would not see me next
week. I chuckled while advising
them to stop wishing for the
return of summer vacation and
not to forget their assignments
due Monday. After 4 days of rain,
flooding, and the constant reports
of more destruction on the news,
I was feeling foolish at my lack
of respect for the weather, guilty
that my house was dry when
friends and family only miles
down the road had lost everything,
and generally disheartened
at Houston’s situation. The more
I watched the news broadcast the
devastation, viewed social media
with awful stories of anger and
hate, and began to take inventory
of what it would take to get my
life back to normal, I felt bitter,
annoyed and grumpy. Thankfully,
an eventful trip to the local pharmacy,
helped me see a different
view of the situation.
After 4 days of rain with a sick
baby, I was out of baby fever
reducer. With frazzled nerves, my
fevered, fussy 1-year-old hanging
off my hip, and my 7-year-old
complaining about the outing in
general, a young man approached
us and asked if I needed help. It
was clear he didn’t work for the
store as he was not in uniform
and didn’t have on a name tag,
but he could see I was having
trouble locating what I needed
on the bare shelves while juggling
the kids, diaper bag, pacifier, etc.
As he helped me find the last
bottle of off-brand infant pain
reliever, I silently prayed my
oldest daughter, who was quietly
staring down the young man with
furrowed brow, would not ask
any loud, inappropriate questions
about his long hair, dark nail
polish, or pants that did not sit
anywhere near his waist.
As he helped me look for the medicine,
we made small talk and he
disclosed that his family had been
rescued a few hours before and he
was thankful to be safely staying
at a relative’s home until he could
get back to his house to assess the
damage. This whole encounter
took less than 3 minutes. I thanked
him profusely and we parted ways.
As we drove home, my daughter
began to ask her questions, and
to my surprise, they had nothing
to do with the young man’s
appearance. She wanted to know
how he would get the water out of
his house; how he would know it
was safe to go home and how he
would get there; how he would
get the money to buy more things
if his stuff was ruined; and so on.
She was very concerned for this
young man and his family. I told
her about all the organizations
that were already providing for
people like the man with things
like shelter, food, clothes, and
toiletries. When I looked back,
my daughter was crying. She said
that she was so happy that everyone
wanted to help each other
and that she wanted to help too
by going through her clothes and
toys when we got home.
In that moment, all the negative
feelings I was harboring disappeared.
I was reminded that
doing things for others and being
a decent neighbor is what makes
Houston amazing.
I am thankful that young man
helped me today. His helpful
spirit, despite his desperate situation,
helped remind me about
what is important – people. I
know Houston has a long road to
recovery ahead, but I also know
that Houstonians will take on the
challenge with generosity, kindness,
compassion and love.
10 GREAT PLACES IN HOUSTON TO VOLUNTEER
1. Houston Food Bank
Food is distributed to needy families through food pantries and soup kitchens
throughout Houston by the Houston Food Bank organization, which relies
upon the energy and time investment of volunteers to stamp out hunger in
the area. There are a variety of programs for kids and families to volunteer
with the Houston Food Bank, as well as resources for families in need of
assistance to receive nutritious food items.
2. Autumn Grove Cottage
Alzheimer’s disease can obtain aid through Autumn Grove Cottage, which sends
alike, there are also volunteer programs in which a difference can be made in the
lives of families dealing with the effects of such a devastating disease.
3. Multicultural Education and Counseling Through the Arts
An appreciation for the arts isn’t limited by socioeconomic status, and neither
should the resources to explore an affinity for artistic expression. The
Multicultural Education and Counseling Through the Arts program offers
peer tutoring programs, allowing kids to work with one another as they learn
more about art. Families can also volunteer to assist with sponsored events.
any member of your family can help with at Japhet Creek.
on the entire family. The Ronald McDonald House network provides a home
OPOSSUM AND BABIES SET ON FIRE
By Cheryl Conley, TWRC Wildlife Center
Rehabilitating wildlife can take you from the highest of highs to the
lowest of lows. Take, for instance, the family of opossums in Houston that
was purposely set on fire. The mom and all but two of the babies perished.
Houston Police Officers were able to save two little ones who were found
in Mom’s pouch. Burned, stressed and in obvious pain they were taken to
and treated by the Gulf Coast Veterinary Specialists for initial treatment.
From there they were brought to TWRC Wildlife Center for further care and
rehabilitation. Sadly, the injuries sustained by one of the babies were so
severe we were unable to save him.
Can you imagine the pain these little opossums experienced? You know
what it’s like when you burn your finger or get a sunburn. Imagine these
little animals, weighing about the same as an egg yolk, experiencing this
excruciating pain. In addition to the pain, wild animals experience extreme
stress, dehydration, infection along with the loss of mom and littermates.
The main priority of our staff and volunteers is to provide pain-free solutions
to every animal we admit to our Center. The baby opossum that didn’t make
it was treated with compassion, dignity and respect and we made his passing
as easy as possible for him. At least he received the respect he deserved in
passing that wasn’t to be his during his short life. The one that survived is
now receiving home-based care by a State permitted rehabilitator and is expected
to recover and be released back to the wild for a second chance at life.
So just in this one situation, we experienced the lowest of lows and the
highest of highs. Knowing these animals suffered needlessly at the hands
of some cruel people is incomprehensible. However, we saved one even
though the odds were against the little baby surviving. The absolute peak
of our happiness and pride will come when we see the opossum walk off
into the woods, healthy and free.
We can’t continue to save wildlife babies without your help. Won’t you
consider a donation to help us? TWRC Wildlife Center is a non-profit organization
located in Houston. We provide emergency care for Texas wildlife
and offer educational and training programs for adults and children focused
on wildlife and the environment. Your donations are greatly appreciated.
30 October 2017 | Falcon Point East Community Newsletter

ATTENTION! PET POOPS / YOU SCOOP
Please be respectful of community grounds and
neighbors’ yards. If your pet poops during your walk,
be prepared to scoop and trash. Come with a scooper
and a recycled grocery bag or anything else. It may
not be the most fabulous way to walk your pet, but
it does show your respect for every homeowner and
our beautiful community.
PLEASE NOTE - PETS ON LEASHES
It is the law in Fort Bend County that all pets must be vaccinated for
rabies, registered and restrained. All animals, when outside of an owner’s
means of restraint (i.e., in a fenced back yard), must be on a leash. For the
safety of all residents, please use all precautions with your pets and
keep them on leashes when walking pets in the community EVEN IF
YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely
in the neighborhood, immediately call Animal Control at 281-342-1512.
Even if you recognize the animal, be very careful approaching it, as you
do not know how it will react; if you can safely retrieve the animal, then
call the owner. Otherwise, Animal Control is your best and safest option.
FORT BEND COUNTY “LEASH LAW”
Animal control authorities are permitted to enter your Property to patrol
and remove pets. Pets must be registered, licensed and inoculated as
required by law.
As a dog owner, you are responsible for the control of your dog. If your
dog is one that ‘makes objectionable noise,’ you must make every effort
to respect your Neighbor’s right to their ‘peace and quiet.’
When your dog is not in your yard, it is imperative that you keep your dog on
a leash at all times. While your dog is friendly to you and your family, imagine
the consequences if it were to harm someone while it was ‘roaming free.’
Please respect other resident’s right to walk the common area ground
without fear of attack from an unleashed dog.
Laws are written to ensure that owned animals are confined to their
property or kept on a leash to free a community of unrestrained and
free-roaming animals. Although most dog bites occur on the property
where the dog lives, unrestrained or free-roaming dogs do pose a substantial
threat to the public. In addition, unrestrained animals are at
increased risk of being bitten by rabies infected wildlife. Enforcement
of restraint laws is essential in enhancing the animal control program’s
efforts to reduce the risk of rabies in our community.
LICENSING OF DOGS AND CATS
The primary benefit of licensing animals is identification,
should that animal become lost. Licensing also:
• Ensures that rabies vaccination are current.
• Allows for quick identification in case of a bite incident.
• Provides revenue to offset the administration costs of the
animal control program.
VACCINATION
Rabies vaccinations are a prerequisite for licensing dogs and cats
because they are an important control measure for the public health
threat of rabies. In addition to protecting pets, rabies vaccinations
provide a barrier between infected wild animals and humans.
