WHY CAN’T I BUILD IN THE
14 FOOT DRAINAGE EASEMENT?
As you watched the rain come down during Hurricane Harvey, you may
have noticed the water coming up on your lawn. The 14 foot drainage
easement was planned for events such as storms. Sydney Harbour had
around 41 inches of rain and we experienced NO flooding at all! We are
very fortunate and wish all those who did flood the best in rebuilding.

RAISING CHICKENS IN SYDNEY HARBOUR
NBC had a story about people raising chickens in their backyards. It was
reported that you could rent the coops and have fresh eggs - It would be
educational for the children.
It has now being investigated that some of the small chicken farms could
be where salmonella is starting.
NBC ended their story saying that if you live in a subdivision, you should
check with your HOA to ensure it is allowed through the Deed Restrictions.
Sydney Harbour Deed Restrictions does NOT allow chickens being raised
in any areas of the subdivision.

BROWN PATCH?
As the weather starts to cool,
brown patch inevitably starts
to show its ugly face in the form
of yellow circles on our lawns.

begins to cool, mow your turf
shorter to prevent moisture build-up, adjust your irrigation cycle to fewer
days or shorter cycle times and avoid watering at night. Fungus loves
moisture.
Chinch Bugs can be very devastating to St. Augustine or Fescue lawns.
Their damage can appear similar to brown patch at first but grows out
beyond circles or rings. Chinch bugs are the larvae of Blissus leucopterus,
a small winged beetle. To check for the presence of chinch bugs;
Take a coffee can or similar container and remove the top and bottom of
the can, creating a hollow cylinder. Then embed the can in an affected
area and fill with water. If chinch bugs are present they will rise to the top
of the water within the can.
Prevent damage such as this from occurring! The most effective pesticide
to apply is a liquid spray containing permethrin, cypermethrin or
deltamethrin. This must be applied 3 separate times within a 21 day period
- the egg cycle the chinch bugs leave behind must be killed, otherwise
they will return. A liquid product will permeate all areas better and more
effectively than a granular product, ensuring the infestation is defeated.
If a granular treatment is utilized as well as a liquid application, “Triazicide”
works very well if applied according to labeled directions.

Hurricane Harvey and Houstonians
On August 26th, as I ushered my students out of class with a cheerful “See you next week,” many remarked that school would
be closed due to flooding so they would not see me next week. I chuckled while advising them to stop wishing for the return
of summer vacation and not to forget their assignments due Monday. After 4 days of rain, flooding, and the constant reports of
more destruction on the news, I was feeling foolish at my lack of respect for the weather, guilty that my house was dry when
friends and family only miles down the road had lost everything, and generally disheartened at Houston’s situation. The more
I watched the news broadcast the devastation, viewed social media with awful stories of anger and hate, and began to take
inventory of what it would take to get my life back to normal, I felt bitter, annoyed and grumpy. Thankfully, an eventful trip to
the local pharmacy, helped me see a different view of the situation.
After 4 days of rain with a sick baby, I was out of baby fever reducer. With frazzled nerves, my fevered, fussy 1-year-old hanging
off my hip, and my 7-year-old complaining about the outing in general, a young man approached us and asked if I needed
help. It was clear he didn’t work for the store as he was not in uniform and didn’t have on a name tag, but he could see I was
having trouble locating what I needed on the bare shelves while juggling the kids, diaper bag, pacifier, etc. As he helped me
find the last bottle of off-brand infant pain reliever, I silently prayed my oldest daughter, who was quietly staring down the
young man with furrowed brow, would not ask any loud, inappropriate questions about his long hair, dark nail polish, or
pants that did not sit anywhere near his waist. As he helped me look for the medicine, we made small talk and he disclosed
that his family had been rescued a few hours before and he was thankful to be safely staying at a relative’s home until he
could get back to his house to assess the damage. This whole encounter took less than 3 minutes. I thanked him profusely
and we parted ways. As we drove home, my daughter began to ask her questions, and to my surprise, they had nothing to do
with the young man’s appearance. She wanted to know how he would get the water out of his house; how he would know
it was safe to go home and how he would get there; how he would get the money to buy more things if his stuff was ruined;
and so on. She was very concerned for this young man and his family. I told her about all the organizations that were already
providing for people like the man with things like shelter, food, clothes, and toiletries. When I looked back, my daughter was
crying. She said that she was so happy that everyone wanted to help each other and that she wanted to help too by going
through her clothes and toys when we got home. In that moment, all the negative feelings I was harboring disappeared. I was
reminded that doing things for others and being a decent neighbor is what makes Houston amazing.
I am thankful that young man helped me today. His helpful spirit, despite his desperate situation, helped remind me about
what is important – people. I know Houston has a long road to recovery ahead, but I also know that Houstonians will take on
the challenge with generosity, kindness, compassion and love.

ST. CUTHBERT EPISCOPAL SCHOOL
2017-2018 REGISTRATION
St. Cuthbert Episcopal School’s 2017-2018 registration is underway
and will continue each day during school hours until all of our classes
are filled. We offer 2, 3 or 5 day classes, including a Bridge/Kindergarten
class. St. Cuthbert School enrolls students ages 18 months through 5
years. School hours are Monday-Thursday, 9 AM to 2 PM and Friday,
9 AM to 12 noon.
Our Bridge/Kindergarten program is designed for children who are
not quite ready for kindergarten. This class allows children to succeed
at learning with greater ease and confidence, by helping them bridge
academic and developmental gaps. The St. Cuthbert School program
provides a loving, Christian environment offering the children weekly
chapel, as well as music and movement, library and computer classes.
Our curriculum includes Handwriting without Tears, Reading A-Z, Math
and Science. The program is open to all children, regardless of race,
nationality or faith. St. Cuthbert School is accredited by the National

MESSAGE FROM THE SUPERINTENDENT
Welcome back to school - again! I realize we are starting 2017-2018
a couple weeks later than we originally planned and I appreciate
everyone’s patience during this difficult time.
Certainly, Hurricane Harvey has proven to be a dynamic and
unprecedented event for the CFISD community. So many of our
neighbors have been displaced from their homes due to flooding
and damage and we want to remember those folks in our thoughts
and prayers and continue to provide support as they get back on
their feet.
You may have heard that Texas Commissioner of Education Mike
Morath has waived the nine student days we have missed due to
the flooding. I can assure you that our teachers and staff are going
to provide each student with the same outstanding curriculum and
instruction they would have received had we started on August 28 th .

The outpouring of support for so many of our friends and neighbors impacted by this tragic event has been inspiring to see. People from different
backgrounds and zip codes have all come together to support this community. That makes me extremely proud, not only to be a CFISD resident but also
an American.
Without a municipal government that covers the entire district, CFISD stepped up to provide temporary shelter, support other shelters and school
districts with food and supplies and help operate our own point of distribution at the Berry Center that provided assistance to more than 5,000
community members.
On a personal note, I want to thank you for your prayers, encouraging comments and emails during this difficult time. I have been a superintendent for
27 years and this was the most challenging and dynamic event I have ever experienced in that role.
For most of us, this event will be in our rear-view mirror rather quickly. But for a significant group of people in our community, this was a life-changing
event. The theme we live by in CFISD is Opportunity for All. Let’s make sure all of our community, with our continued support, has the opportunity to
rebuild their lives this year.

CFISD WELCOMES AN EXPECTED
116,000 STUDENTS ON FIRST DAY OF SCHOOL
Cheryl Fisher’s Fitbit says she slept four hours, but the principal at brand-new
Wells Elementary School was pretty sure it was less. The first day of school
still has that effect on Fisher. Despite a start date pushed back two weeks due
to the effects of Hurricane Harvey, CFISD classes began September 11 th , with
approximately 116,000 students filling the halls of 91 campuses. That included
three new schools: Wells and Hoover Elementary schools and Bridgeland High
School. For those teachers, staff members and administrators, reaching the first
day of classes marked an accomplishment in itself. “Seeing those kids come in
the first day of school with their smiles - that would be the pot of gold at the end
of this whole thing,” said Fisher, who spent eight years as the principal at Keith
Elementary School before she was named to her new post - and subsequently
spent much of the spring and summer alone or with little staff in preparing.
“There is a building, there is a complete staff of super-excited teachers and staff
members and these happy children came in and they deserve the best.”
Said Michael Smith, Bridgeland’s principal after more than nine years at the
same job at Cy-Fair High School: “Whenever you have a new school, you have
to be flexible. Not everything went perfect, but the staff and the students were
great. A lot of energy and a lot of excitement.”
The first day also meant bridging CFISD’s history with its future as the namesakes
of both new elementary schools were on hand, welcoming students in the
morning before walking the halls and returning to volunteer as Bus Buddies
in the afternoon. “I went around to every classroom this morning and gave all
the teachers a hug,” said Janet Hoover, the namesake for Hoover Elementary
School who retired in 2010 after 36 years in CFISD. “It’s the best atmosphere I’ve

CFISD’s original start date was August 28 th , but was postponed due to Hurricane
Harvey. The district and community rallied and did its part while employees,
families and students waited to start the 2017-2018 school year. The Berry
Center transformed into a massive point of distribution center with a workforce
of CFISD volunteers, funneling donations to families in need. In addition,
numerous school organizations and athletics teams volunteered in the relief
effort.
But the waiting finally ended. School buses and lines of cars rolled September
11 th . Students posed for photos. Smiling employees greeted everyone at the
front doors. “I’m a little nervous but I’m very excited,” said Paige Hintz, a thirdgrade
language arts teacher at Jowell Elementary School. “I’ve prepared all of
this stuff and finally just getting to actually do it. I’m ready to meet my kids and
get it started.”

CFISD MENTOR
The CFISD Mentor Program is a cooperative effort of volunteers
from businesses, faith-based and/or non-profit organizations, the
community and the school district designed to encourage students
(elementary through high school) to finish school and focus on
future education and career goals. A mentor is a suitable role
model committed to helping a student with his/her academic and
social development. Mentors meet with students one-on-one for
approximately 30 minutes each week. Currently, over 700 mentors
are matched with students. Mentors must be 18 years or older. To
become a mentor, you must attend a training session, complete
a global volunteer/mentor application and consent to a criminal
history record check. Training Sessions - Registration is REQUIRED.

Saturday, October 28 th
The Bridgeland Community Fun Run for Heroes will be held Saturday,
October 28 th at Bridgeland’s Festival Park. The race begins at 7 AM and
includes a 5k route through the scenic Bridgeland community. There
will also be a 1k children’s walk beginning at 7:30 AM, along with booth
vendors and entertainment. The children’s walk is open to strollers and

CYPRESS 5K FUN RUN AND PUPPY PARADE
Cypress and Houston area residents can strengthen their families, their
bodies, their neighborhood school and their dogs at a very fun family
friendly event this fall. Cypress 5K Fun Run and Puppy Parade benefiting
the Performing Arts Department at Spillane Middle School will take place
Saturday, November 18 th at 9 AM at Spillane Middle School, 13403
Spillane Woods Blvd.
The event is the school’s fourth annual Fun Run and will feature a timed
run. You don’t have to be a competitive runner to participate since the race
also features a family run for those pushing strollers or wanting to walk and
a dog walking segment. The race will begin at Spillane Middle School and
go through the Coles Crossing neighborhood. Medals will be awarded in
multiple age brackets and to the first three dogs who cross the finish line.
Early bird registration runs through October 28 th for $30 per individual
or $100 for a family of four and includes a commemorative T-shirt. From
Oct. 29 th -Nov. 11 th , registration increases to $35 per individual or $110 for
a family of four and a T-shirt is not guaranteed. Late registration, which
continues until race day, is $40 per individual or $160 for a family of four
and does not include the shirt. Returning this year will be the option to
“Sleep in for the Arts.” Pay the registration fee. Do not participate on Race
Day. Get a t-shirt! Runners who have pre-registered can pick up their
packets Thursday, November 16 th at Spillane Middle School.

20 TH ANNUAL SALUTE TO THE STARS GALA
The Cy-Fair Educational Foundation (CFEF) will host its 20 th Annual Salute
to the Stars Gala on October 19 th at the Berry Center (8877 Barker Cypress
Road). The black-tie, celebratory event will honor 88 CFISD Spotlight
teachers from the 2016-2017 school year, with one highlighted employee
from each district campus.
Dinner, entertainment, a raffle, live auction and teacher drawings will
be featured throughout the night as elected and school officials join
community and business leaders in giving thanks to the those who give so
much to the students in CFISD. Each spring, CFISD recognizes one teacher
from each of its campuses who represent and exhibit the unique balance
of skill, art and heart in teaching students in his or her subject area or
program. The gala also showcases the talents of CFISD students, including
CFEF scholarship winners as guest speakers. There are scheduled
performances, while culinary arts students will make treats for the guests.
All proceeds raised at the event go to the CFEF, which provides college
scholarships for district students as well as staff development grants to
CFISD. Last year, the event raised approximately $186,000 for scholarships
and development grants, bringing the grand total to more than $2 million
raised since 1998. This year’s underwriter will be Cypress Fairbanks Medical

BAYOU CITY ART FESTIVAL DOWNTOWN ANNOUNCES
REQUESTS FOR VOLUNTEERS OCTOBER 14-15, 2017
The Art Colony Association, Inc. (ACA) is in need of volunteers for Bayou
City Art Festival Downtown on Saturday and Sunday, October 14-15,
2017. Volunteers have the option of choosing various roles and shifts for
either or both days. Shifts for Friday afternoon and evening will also be
available for artist check-in and festival load-in.
The festival offers volunteers the opportunity to make new friends and
meet artists from around the country. After every shift, volunteers will be
entered in a raffle and have the chance to win prizes, including gift cards
to local restaurants, movie and museum tickets. All volunteers will receive
a t-shirt and be able to enjoy the festival at no cost before and after their
shift. The minimum age to sign up is 13 and group volunteering is also
available. Anyone interested in becoming a volunteer can sign up here.
Bayou City Art Festival will be held under the iconic Houston Downtown
skyline, 10 AM - 6 PM. The festival will spotlight more than 300 artists

FLOODING DAMAGES CYPRESS CREEK CULTURAL
DISTRICT CREEKFEST CANCELED FOR 2017
Along with so many neighbors on Cypress Creek, the Cypress Creek
Cultural District sustained serious damage from Hurricane Harvey. As a
result, CreekFest has been canceled for 2017 but plans are to return in
full force next year. The Centrum and Cypress Creek Christian Church and
Community Center, the Barbara Bush Library, the Pearl Fincher Museum
of Fine Arts and the Greenway trails experienced costly damages. All are
working hard to become operative as soon as possible and need the
support of the Northwest Community to aid the effort to do so.

How to Carve
A Pumpkin
When it comes to pumpkin carving, the idea is to have fun. We’ve
got tips on carving the best pumpkin, as well as how to pick a good
pumpkin for carving!
HOW TO PICK A GOOD PUMPKIN FOR CARVING
Look for one that is a little misshapen. Inspect it for soft spots (especially
the end opposite the stem). Reject a pumpkin that has soft spots, they
will cause it to deteriorate quickly. Remember, your pumpkin doesn’t
have to sit on its base, in fact, that’s often its weakest spot.
Let the pumpkin guide the shape of the face: An elongated pumpkin
should have an elongated face. A fat and happy pumpkin should have
a fat and happy face.
HOLLOW OR WHOLE?
There are two reasons for hollowing: (1) If the inside is going to be
exposed (through the mouth, etc.), it looks better if it is hollowed
neatly. (2) If you plan to light the pumpkin from the inside, it must be
hollow. You can hollow it out from a hole in the back instead of the top,
so that the look of the face isn’t affected. If you’re illuminating with a
candle, you need to hollow from the top to allow the heat and smoke
to escape.
THE TOOLS
Use a water-based marker to outline the face that you want to carve.
First, draw a line down the center to establish symmetry. Then sketch
the nose, the approximate center of the face. Once you’re satisfied with
the details, trace over the lines using a permanent marker. For carving,
basic kitchen implements, such as a paring knife or a steak knife with
a standard - not serrated - blade that’s not going to bend, work well.
You can also use a standard jigsaw blade. Otherwise, improvise: Use a
melon-ball cutter to make circles, for example.
MAKE A FACE
To achieve a three-dimensional appearance, carve the entire pumpkin.
Exaggerate the features. (If you aren’t sure what teeth really look like or
how the gum line works, smile and look in the mirror.) If the pumpkin is
frowning, carve wrinkles under the mouth. To add character, carve a lot
of “crow’s feet” lines around the eyes. Consider using the stem as the
nose and inserts such as radishes for the eyes or cut eyeballs from the
back of the pumpkin and hold them in place with toothpicks.
CARVE WITH CARE
Use two hands at all times: one to control the blade and the other to
control the pressure with which you cut (and thus the depth). Take care
not to jab the blade into the pumpkin; you don’t want to cut all the
way through the rind - except to determine its depth. The thickness of
the rind will vary, not only from pumpkin to pumpkin, but also within
one pumpkin. To determine your pumpkin’s average depth, cut a core
sample where you want an eye or a nostril to be. Keep that piece nearby
as a reminder of how deep you can safely cut.
ENJOY IT WHILE IT LASTS
Pumpkins, which are actually a fruit, not a vegetable, are 90 percent
water, so after carving they usually last only three days to a week. A
jack-o’-lantern with a surface carving will last longer than one that
is cut all the way through. Putting a candle or other light inside will
shorten its life span, as the heat that results can “cook” the pumpkin
and reduce its longevity to a matter of hours. For a bright, shiny finish,
spray Armor All on the pumpkin and rub it in. Paint will not preserve a
pumpkin. However, if you decide to paint your pumpkin for decoration,
use a water-based latex paint and wait at least an hour after carving so
that the cuts you have made in the pumpkin have a chance to dry.

1/2 tsp baking powder
1/2 tsp salt
1/2 cup cocoa
1 cup sugar
3/4 cup vegetable oil
1 large egg
3/4 cup milk
1 tsp vanilla extract
VANILLA BUTTERCREAM FROSTING
1 cup unsalted butter softened
1/2 tsp vanilla extract
1 3/4 cup powdered sugar
1 tbsp heavy whipping cream
food coloring green and orange
HAT DECORATIONS
Oreo Thins 1 per cupcake
Hershey Kisses 1 per cupcake
Candy Corn cut along color lines
For the Chocolate Cupcakes: Preheat oven to 350 degrees F. Line a muffin tin
with cupcake liners, then set aside. In a large bowl, sift together flour, baking
powder, salt, and cocoa. Set aside. Using a stand mixer (or hand mixer + large
bowl), beat together vegetable oil and egg on low for 30 seconds. Add milk
and vanilla extract and mix until combined, about 1 minute. Keeping speed
on low, slowly add the dry ingredients to the wet ingredients, about 1/2 cup
at a time. Once all dry ingredients have been added, mix just until the dry
ingredients are no longer visible, about another 2-3 minutes. Be careful not
to overmix. Pour batter into prepared muffin tin, filling containers about 1/2
way full. Bake chocolate cupcakes in the oven for 20-25 minutes or until a
tester toothpick comes out clean. Let cupcakes cool in the tin for 5 minutes,
then transfer to a wire rack to cool completely.
Preheat your over to 400° in line a baking sheet with parchment paper.
Wash then Slice your jalapeño peppers in half lengthwise and scoop
out the inside. In a large mixing bowl, use a cheese grater to shred your
block of pepper jack cheese. Chop a scallion in tiny pieces. Mix in your
cream cheese, scallion pieces, garlic, pepper and salt to your shredded
cheese. Fill your jalapeño peppers with your cheese mixture. Now
unroll your crescent rolls into rectangles (leave two triangles together
and pinch the middle together). Use a pizza cutter to cut each crescent
rectangle lengthwise into four even pieces. Wrap one or two pieces
around each pepper, leaving a small opening for the eyes. Bake for 10-
12 minutes. Right when you take your mummies out of the oven, add
two candy eyes in each top opening.

For the Vanilla Buttercream Frosting:
Using a stand mixer (or hand mixer + large bowl), beat butter and vanilla
extract on high until fluffy. Drop speed to medium and slowly add sugar to
butter, mixing thoroughly in between. If mixture gets too dry, add the 1 tbsp
heavy whipping cream. If using food coloring, separate about 1/3 to 1/2 cup
frosting to a separate bowl. Add green food coloring to the larger portion of
frosting and orange food coloring to the smaller portion and mix thoroughly.
Putting it all together:
Decorate chocolate cupcakes with the green frosting (to create the “hair”
for the witch) using a decorating tip of your choice. Press an Oreo on to
the top of the green frosting (to create the brim of the hat). Using another
piping bag, add about 1/2 tablespoon of orange frosting on top of the
Oreo. Press an unwrapped Hershey Kiss into the frosting, using even
pressure so that a ring of orange frosting appears around the base of the
Kiss (this creates the top of the hat). Place a piece of cut candy corn into
the orange frosting (for the hat buckle). I used only yellow pieces for this.
