WESTLAKE CIA ANNUAL<br />
Meeting Scheduled for <strong>November</strong> 6 th<br />
The annual meeting of the <strong>Westlake</strong> Civic Improvement Association<br />
will be held on Wednesday, <strong>November</strong> 6, <strong>2017</strong>, at the new <strong>Westlake</strong><br />
Fire Department on Saums Road in the WFD’s new community center.<br />
The meeting will begin at 7 PM and end around 8:30-9 PM if all runs<br />
smoothly.<br />
Changes in Texas law governing subdivisions have allowed us new<br />
flexibility in the date and time of our meeting. The announcement<br />
will be sent to all homeowners and the ballots will be included. If you<br />
would like to vote your neighbor’s signed ballot and bring in ballots for<br />
quorum, we would really appreciate it. All election procedures were<br />
explained in your announcement package.<br />
The nominations have been done according to our by-laws and state<br />
law. The nominating committee closed nominations on the 30 th of<br />
October <strong>2017</strong>.<br />
If you are unable to attend the meeting and would like to make your<br />
ballot selections and return them to PCMI for quorum, the election<br />
will take less time. Each resident is allowed to vote for up to three<br />
candidates either from <strong>Westlake</strong> or <strong>Westlake</strong> <strong>Forest</strong>. The at-large candidate,<br />
who will be a tie-breaker in keeping with the new by-laws, will<br />
be selected by voters from both subdivisions.<br />
If you have any questions, please feel free to contact one of the Board<br />
members who are listed on the inside of the back page of this newsletter.<br />
We hope to see a good turnout for this meeting as we recap the<br />
ongoing repairs and improvements that have been done over the past<br />
year. The emphasis of this Board is on keeping our amenities attractive,<br />
expanding amenities in both subdivisions, a high level of regard<br />
for infrastructure repairs and pro-active maintenance and continuing<br />
to maintain an attractive look throughout both subdivisions. On the<br />
administrative side, the Board is focused on deed restriction violations<br />
that devalue the subdivision and collection of dues in a timely fashion.<br />
More importantly this Board is focused on a policy of inclusion of all<br />
homeowners in the process, open meetings, timely document publication<br />
and especially in providing a forum for open dialogue between<br />
Board members and each homeowner.<br />

This Board is committed to holding gatherings of the communities<br />
throughout the calendar year, which serve to create positive memories<br />
for children and opportunities to socialize and meet neighbors for all<br />
homeowners and residents.<br />
This meeting will replace the executive meeting and the monthly meeting<br />
of the Association. The next meeting of the association homeowners<br />
will take place on Tuesday, December 12, <strong>2017</strong>, this is a week earlier<br />
than the normal schedule of the third Tuesday of the month due to<br />
the Christmas Holiday seasonal activities.<br />

WCIA DUES FOR 2018<br />
Announced by Board<br />
At the September meeting a budget was approved for 2018 operations<br />
of both <strong>Westlake</strong> <strong>Forest</strong> and <strong>Westlake</strong>. The budget was finalized at our<br />
August Board meeting and a copy of that budget can be found on line<br />
at www.westlakecia.org.<br />
The dues will remain at $475 for the year 2018. You may pay your 2018<br />
dues in increments for the balance of this year until January 31, 2018<br />
or pay the dues in full prior to January 31, 2018. Dues not paid by this<br />
date or payment contracts not established by January 31, 2018, will<br />
be categorized as late payment and will be charged extra fees.<br />
ANNUAL HOLIDAY DECORATING<br />
Contest To Be Judged in Early December<br />
We all look forward to the holidays and the lights and decorations on the<br />
homes in our community. Many of our residents do wonderful displays<br />
of lights on their homes and figures in their yards. If you like to decorate<br />
the exterior of your home for the holidays, please have your decorating<br />
completed by the second Saturday of December so that you can be<br />
included in the annual judging of our Holiday Decorating Contest.<br />
Three prizes are awarded in both <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. These<br />
are gift certificates that every family can use. We hope you join in.<br />
STREET PARKING LAW VIOLATIONS INTERFERING<br />
WITH EMERGENCY VEHICLES<br />
Following are the street parking laws, which will be strictly enforced<br />
as we see much more traffic during the holidays:<br />
*DO NOT PARK OR STAND A VEHICLE (whether occupied or not): (Temporarily<br />
stopping to comply with signs, signals, etc., is not considered<br />
parking or standing.)<br />
1. In front of a public or private driveway.<br />
2. Within 15 feet of a fire hydrant.<br />
3. Within 20 feet of a crosswalk or an intersection.<br />
4. Within 30 feet upon the approach to any flashing signal, stop sign,<br />
yield sign or other traffic control signal located at the side of a roadway.<br />
5. 18 inches or more from the curb.<br />
6. Do not block the sidewalk with a vehicle or bicycle.<br />

Please ask your guests to park in your driveway or in front of your<br />
house, not in front of neighbors’ homes. Make sure that your family<br />
does the same. Civility is necessary in order to live in such densely built<br />
subdivisions as we have in the Houston area.<br />

BREAKFAST WITH SANTA CLAUS PARTY<br />
PLANNED FOR BOTH<br />
SUBDIVISIONS ON SATURDAY DECEMBER 2 ND<br />
The <strong>Westlake</strong> CIA is planning a Christmas gathering of Breakfast with<br />
Santa Claus at the parks and common areas of <strong>Westlake</strong> and <strong>Westlake</strong><br />
<strong>Forest</strong> on Saturday, December 2 nd , from 9-11 AM for children<br />
and adults. Included will be gifts for the children, Santa Claus, some<br />
light snacks and Christmas music. Last year’s Breakfast with Santa<br />
Claus was well attended by the children and parents of <strong>Westlake</strong> and<br />
<strong>Westlake</strong> <strong>Forest</strong> and we are planning for an ever bigger turnout this<br />
year. The <strong>Westlake</strong> Breakfast with Santa will be held at the pool area<br />
located at 19710 Younglake; the <strong>Westlake</strong> <strong>Forest</strong> Breakfast & gathering<br />
will be held at our gazebo in the park and at our civic center located<br />
at 19750 Franz Rd.<br />
You will be receiving a postcard announcing the event in your home<br />
mailbox. This is a lovely event for the smaller children and their parents,<br />
which sets the mood for a beautiful holiday season.<br />

SIGN UP FOR INSTANT NOTIFICATION<br />
OF PROBLEMS BY EMAIL<br />
The info.westlake@gmail.com email address is used to notify neighbors<br />
of problems, crime trends, graffiti problems, serious crimes, etc., within<br />
the subdivision and the surrounding area. If you want to receive these<br />
notifications about issues in our subdivisions and the surrounding<br />
areas, send an email to info.westlake@gmail.com Please give your<br />
name and the street on which you live.<br />
ALARM PERMITS<br />
Alarm permits in Harris County (not within the city limits, that’s us,<br />
folks), are obtained through the Harris County Alarm Detail. A permit<br />
application can be found at www.hcso.hct.net. The application can be<br />
printed from the website, then completed and mailed to their office<br />
with the applicable fee. Should you have any questions or need a form,<br />
contact the Alarm Detail at 713-755-4600 during normal business hours.<br />
There is a charge for the initial permit and for each annual renewal. If<br />
you are over 65, special rules apply. When installing a new alarm, don’t<br />
let your alarm company do the registration. Many of them automatically<br />
process these through HPD and your alarm will never be answered.<br />
DEED RESTRICTIONS<br />
IN PLAIN ENGLISH<br />
The Deed restrictions are posted on our website: westlakecia.org. There<br />
are two sets of deed restrictions: one for <strong>Westlake</strong> and one for <strong>Westlake</strong><br />
<strong>Forest</strong>. Become familiar with the deed restrictions so that you do not<br />
unintentionally violate them.<br />
Everyone who lives in <strong>Westlake</strong> or <strong>Westlake</strong> <strong>Forest</strong> should have a copy<br />
of the deed restrictions. Homeowners are supposed to receive these at<br />
their closing. Renters are supposed to be given a copy by their landlord.<br />
The deed restrictions are written fairly clearly, however the enormity of<br />
the paperwork often stops some people from reading them. The WCIA<br />
Board will occasionally provide information about specific sections of<br />
the deed restrictions throughout the coming year. We hope this serves<br />
to clarify any questions you might have about your responsibilities as<br />
a homeowner or renter.<br />

One of the most important concerns of the covenants is the protection<br />
and maintenance of a neighborhood as a residential, not a commercial,<br />
place to live. Those people who are operating retail businesses which<br />
attract traffic and cause parking problems, sign postings on the median<br />
and on the county right-of-way, are in violation of not only the deed<br />
restrictions regarding commercial businesses being operated from the<br />
home but also of state law. This includes yard sales. Excessive (more<br />
than two) yard sales per year are strictly prohibited in both <strong>Westlake</strong><br />
<strong>Forest</strong> and <strong>Westlake</strong>. If you have a sales tax permit for your yard sales, as<br />
required by the Texas Comptroller of Public Accounts, you do not have<br />
the right to hold a yard sale more than twice a year from your home in<br />
these subdivisions.<br />
Other articles in the deed restrictions offer specificity about the maintenance<br />
of your home. This is the short version of those articles. Keep<br />
your gutters and downspouts cleaned and in good repair; if gutters and<br />
downspouts are not vinyl, paint these when you paint your home or<br />
sooner if necessary. Repair exterior wood surfaces on your home which<br />
are rotting. Keep your house exterior painted; when painting remove<br />
and replace rotting wood on the exterior siding, window trim, soffits and<br />
lower base trim. If you decide to change the color of paint on the house,<br />
submit a sample of the color(s) you would like to use to the Board for<br />
approval before painting.<br />
Replace your roof when it begins to show wear. This is protection for your<br />
home that also has a ripple effect on the neighborhood. Swaying, flaking<br />
roofs are very unattractive and lead to dangerous leaks that become<br />
very costly. If you change the color or type of your shingles, submit a<br />
sample to the Board for architectural control approval. There are some<br />
restrictions on the type of shingles you can use.<br />
Do not leave oil or other spots on your driveway. Remove these immediately<br />
as the concrete is quite porous and postponing the removal makes<br />
the process very difficult. Keep your flowerbeds weeded. Trim your trees<br />
and shrubs. Mow your lawn weekly in the growing season. Edge all sidewalks<br />
and driveway areas. If you self-mulch, make sure the mulching<br />
is evenly distributed into the lawn area. If you do not self-mulch, bag<br />
all clippings and place these on the curb on trash pick-up day. Keep all<br />
bushes trimmed. Remove dead plantings, bushes and trees from your<br />
immediately. Mulch garden areas and flower beds at least once per<br />
year. Keep your lawn, trees, shrubs, bushes and plantings watered so<br />
all remain healthy and have a good appearance.<br />
Keep your fence boards in good condition. If fence boards rot, replace<br />
them. Keep your gate in good condition as well. Replace the gate if necessary.<br />
Since our subdivisions are both over 30 years old, many gates<br />
have begun to sag. Some are not operable. Replace the gate, the post<br />
and concrete if this is the case with your gate.<br />
Keep unsightly junk (refrigerators and other appliances, construction<br />
debris, car parts, etc) in the garage. Keep garage cans and bagged trash<br />
out of view from the street.<br />
Since our homes were built, many new technologies have been developed.<br />
Instead of replacing siding with wood, you can choose hardi-plank,<br />
which is a formulation of concrete that lasts much longer than wood. Vinyl<br />
siding has become very popular as a permanent solution to painting.<br />
Be sure to submit the color to the WCIA architectural control committee<br />
for approval. Vinyl windows are also becoming very popular as both an<br />
attractive alternative to the original aluminum windows and an energy<br />
saving and sound proofing tool. If you plan to change the architectural<br />
look of your home with your vinyl windows, please submit these choices<br />
to the architectural control committee for approval. Many homeowners<br />
who replace their roofs are installing hurricane straps during the process<br />
of roof replacement. Hurricane straps are attached to the roof and the<br />
interior framework for better resistance to sustained, high winds.<br />
In short, use common sense when maintaining your home. The deed<br />
restrictions simply restate the known and accepted standards of maintenance<br />
and preventive maintenance items for a home. Don’t overlook<br />
the obvious. If you receive a letter from the management company<br />
about a problem with your home, address the issue quickly to avoid<br />
costly deterioration.<br />
TEXAS TRANSPORTATION CODE<br />
JUNKED VEHICLES<br />
§ 683.071. DEFINITION. In this subchapter, “junked[0] vehicle[0]”<br />
means a vehicle[0] that is self-propelled and:<br />
(1) does not have lawfully attached to it:<br />
(A) an unexpired license plate; or<br />
(B) a valid motor vehicle[0] inspection certificate and<br />
(2) is:<br />
(A) wrecked, dismantled or partially dismantled or discarded or<br />
(B) inoperable and has remained inoperable for more than:<br />
(i) 72 consecutive hours, if the vehicle[0] is on public property or<br />
(ii) 30 consecutive days, if the vehicle[0] is on private property.<br />

Translation: Do not leave junk cars on your property. The fines are substantial.<br />
If your car does not operate and you want to keep it, put the<br />
vehicle in your garage. If your car is not inspected and not registered,<br />
put it in the garage. A word to the wise should be sufficient.<br />
A new emphasis is being placed on junk vehicles in our neighborhoods.<br />
Do not park any vehicle on your lawn at anytime.<br />

TEXAS LAW FACTS<br />
It is against the law to park your vehicle within 30 feet of a stop sign<br />
and to park within 20 feet of a cross walk/intersection and 15 feet of a<br />
fire hydrant.<br />
A car parked for more than 48 consecutive hours on the street is subject<br />
to towing under Texas law.<br />
It is a FELONY if your dog has bitten someone before and is now known<br />
to be a dangerous dog if you allow your dog to bite someone else. See<br />
Texas Law, called the Lillian’s Law.<br />

number as well as the nearest street address and call 713–207-2222 or<br />
go to their website and complete an on-line form. It is very important<br />
that non-working lights are reported for the safety of our each of us.<br />

• The Plymouth Pilgrims were the first to celebrate the Thanksgiving<br />
in the fall of 1621.<br />
• The drink that the Puritans brought with them in the Mayflower<br />

First, think of the animal as lost and not abandoned and make every<br />
effort to reunite the animal to an owner.<br />
Contact the HCPH VPH office by telephone and report the animal<br />
as found.<br />
Bring the animal to the HCPH VPH facility or check with a local<br />
veterinarian to scan the animal for a microchip.<br />
Return to the place where you found the animal and put up a found<br />
pet poster near that location.<br />
If you find the owner, especially off a newspaper or website posting,<br />
ask them to provide a picture of the animal and meet in a public<br />
place like a police station.<br />

Start your search immediately, don’t wait to make flyers.<br />
Contact all possible animal control or animal welfare agencies in<br />
the area. Visit each location at least every other day.<br />
Call your pet’s veterinarian and the microchip company to make<br />
sure they have current contact information for you. A citizen may try<br />
to call the veterinarian’s office or microchip company themselves<br />
from your pet’s tags.<br />
Call all the veterinarians in your area to alert them to the description<br />
of your lost pet in case someone brings it to their clinic.<br />
Check with your neighbors, especially families with children and<br />
ask if they’ve seen a pet that looks like yours.<br />
Search your neighborhood on foot, your pet maybe be nearby but<br />
is injured and unable to get back home.<br />
Leave a towel or article of clothing with your scent on it outside of<br />
your home. Your pet may be disorientated and will be attracted<br />
by your scent.<br />

& MICROCHIP COMPANIES<br />
A microchip is a small device (size of a grain of rice) that is permanent<br />
and implanted with a needle under the skin of pets.<br />
Pets do not have to be given any pain medication or anesthesia to<br />
implant a microchip.<br />
Microchips are not likely to move or need repair if implanted correctly.<br />
Microchips, when scanned, show a unique code. The microchip<br />
must be registered with the corresponding microchip manufacture<br />
to record any owner and animal data.<br />
Microchips do not work like GPS locators or LoJack and cannot give<br />
a signal to find the location of your lost pet.<br />

While you may know your pet is friendly, an animal running<br />
at someone who is walking by is very scary for that person. Many<br />
children are afraid of animals and become frightened, which could<br />
result in the child getting hurt trying to avoid the animal.<br />

Veterinary Public Health (formerly called Harris County Animal<br />
Control) advises that “All dogs and cats must be kept under restraint<br />
while in the unincorporated areas of Harris County, Texas. The custodian<br />
of a dog or cat is not authorized to have, harbor or keep any<br />
unlicensed dog or cat, nor to allow any dog or cat to become a stray.”<br />
Restraint is defined as “the control of a dog or cat under the following<br />
circumstances:<br />
1. When it is controlled by a line or leash not more than six (6) feet in<br />
length, if the line or leash is held by a human being, who is capable<br />
of controlling or governing the dog or cat in question<br />
2. When it is within a fully enclosed vehicle<br />
3. When it is on the premise of the custodian and the animal does<br />
not have access to sidewalk or street.”<br />
While it may be nice to have your animal out in the yard while you<br />
work or play, it is against the law, unless the animal is properly<br />
restrained.<br />
Let’s all help keep our community a safe and comfortable place for<br />
all our residents by being responsible pet owners. This will not only<br />
protect anyone who may be walking or bicycling in the area, but<br />
also the pet owner who could be held legally responsible or possibly<br />

Please be respectful of community grounds and neighbors’ yards. If<br />
your pet poops during your walk, be prepared to scoop and trash.<br />
Come with a scooper and a recycled grocery bag or anything else. It<br />
may not be the most fabulous way to walk your pet, but it does show<br />
your respect for every homeowner and our beautiful community.<br />
PLEASE NOTE - PETS ON LEASHES<br />
It is the law in Fort Bend County that all pets must be vaccinated for rabies,<br />
registered and restrained. All animals, when outside of an owner’s<br />
means of restraint (i.e., in a fenced back yard), must be on a leash. For the<br />
safety of all residents, please use all precautions with your pets and<br />
keep them on leashes when walking pets in the community EVEN IF<br />
YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely<br />
in the neighborhood, immediately call Animal Control at 281-342-1512.<br />
Even if you recognize the animal, be very careful approaching it, as you<br />
do not know how it will react; if you can safely retrieve the animal, then<br />
call the owner. Otherwise, Animal Control is your best and safest option.<br />

Emergency Services District #2) will be partnering<br />
with Fort Bend County Animal Services<br />
to hold a special Dog Adoption Day, giving<br />
members of the community an opportunity<br />
to provide good homes to some very special<br />
fur babies. This event will take place Saturday,<br />
<strong>November</strong> 4, <strong>2017</strong>, from 10 AM-2 PM, at our<br />

The Scoop: Turkey (Stuffing) Day<br />
Favorite Thanksgiving Dish: “Every Thanksgiving week we travel as a family back to Nebraska where<br />
many aunts, uncles and cousins live. The night before Thanksgiving we all get together at one of the<br />
“aunts” houses, drink wine (the adults that is) and make home-made stuffing for the turkey. It’s Beth’s<br />
grandma’s recipe that continues to be passed down. Usually a 20+ pound turkey as there is typically<br />
a gathering of about 30 of us.”<br />
Thanksgiving Tradition: After the annual 2:00 PM Thanksgiving dinner, weather permitting, their family<br />
enjoys a comingled game of soccer in the backyard with kids and adults. Otherwise, they stay in and<br />
– you guessed it – watch football while playing board games. This group knows how to enjoy their<br />
post-turkey time together!<br />

FALL LAWN CARE - QUICK TIP!<br />
Fall brings back ideal growing conditions for your lawn. Cool nights,<br />
warm days, ample rainfall and morning dew are just about as good as<br />
it gets for grass. Now the lawn is ready to grow again and is looking for<br />
the nutrients it needs to recover from summer damage. Some experts<br />
say this is the most important lawn feeding of the year.<br />

Set clocks back one hour!<br />
GARDENING TIPS FOR NOVEMBER<br />
• Brown patch will continue to plague St. Augustine lawns as nights get<br />
cooler and humidity and rain continue. Discolored circles will appear in<br />
low areas almost overnight. Apply a fungicide recommended for brown<br />
patch according to label directions. Avoid walking through brownpatched<br />
turf. It spreads easily from the bottom of your shoes. If brown<br />
patch appears in the same lawn areas every year, add an inch or two of<br />
sandy topsoil to eliminate those low spots.<br />
• Fertilize St. Augustine turf with a winterizing formula to promote root<br />
growth over the winter months. Lower your lawn mover blades now and<br />
mow on a schedule that cuts no more than one-third of the grass blade<br />
away.<br />
• As chrysanthemums and other perennials finish blooming, cut flowering<br />
stalks to the ground to permit all strength to be used in making<br />
root growth.<br />
• Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep<br />
up spraying program and water deeply.<br />
• Remove dead foliage and plant debris to help eradicate insects and<br />
disease organisms. Thin out and transfer volunteer seedlings. Beds made<br />
now will benefit by weathering before being planted. If soil is heavy, dig<br />
six inches deep, leave rough, cover with gymsum and strawy manure,<br />
water and allow to mellow.<br />
• Bananas are more likely to bear fruit if the trunk does not die back in winter.<br />
Cut banana stalks back to six feet, wrap with newspaper and burlap.<br />
• Continue mulching for winter. Build up a thick top mulch to protect<br />
roots from freezing and winter drying. Don’t throw away those pine tree<br />
needles; they make great acidic mulch for azaleas, gardenias and next<br />
Spring’s impatiens.<br />
• Place pansies in beds after weather has cooled. Use a little blood<br />
meat mixed in soil under each plant.<br />
• Now is the best time to plant trees and shrubs.<br />

Whatever the time of year, here are some ideas for gifts we can give<br />
that have the potential to improve the lives of those around. Gifts<br />
that keep on giving.<br />
1) Giving the Gift of Our Full Attention. Give the gift of your full attention<br />
to others around you and allow them the stage they deserve.<br />
2) Giving the Gift of Kindness. There are many ways we can offer the<br />
gift of our kindness. Not expecting anything in return except maybe<br />
the warm feeling we get from knowing we are doing something good<br />
for someone else.<br />
3) Giving the Gift of Our Time. We can do this by taking our commitments<br />
seriously. By booking in time with friends and keeping that time<br />
free for those friends. By making time to stop and shoot the breeze<br />
for a while with a neighbor. By taking time out to spend disconnected<br />
from the online world to spend undistracted with a loved one.<br />
4) Giving the Gift of Judging Less. We’re all human and sometimes we<br />
make mistakes in life. In such times it can help us all if we can talk<br />
to someone that will just listen without making judgements. Good<br />
friends will do this but we can also extend this gift to others. Judge<br />
less and remember, none of us are perfect.<br />
5) Giving the Gift of a Heartfelt Compliment. Closely aligned with 1<br />
and 2 on this list, this is also worthy of its own spot. A well timed and<br />
earnest compliment can have an immediate and positive impact on<br />
the recipient. It shows we have noticed something in others.<br />
6) Giving the Gift of Gratitude. Letting others know how grateful we<br />
are for them being in our lives can mean a lot. Expressing how we<br />
appreciate all they do for us. How they inspire us or have been there<br />
for us in challenging times. Let others know you are grateful for them<br />
just the way they are.<br />

In an effort to help the community after Hurricane Harvey, local girls from the FO1 Volleyball<br />
Club spent the afternoon raising funds. Girls between the ages of 9 to 17 raised $1,000 and<br />
will donate these funds to the JJ Watt Foundation. What started off as an idea to combine<br />
volleyball with a fund raising effort, ended with over 70 girls playing 4 hours to raise money<br />
for flood victims in our community. We couldn’t be more proud of the girls and their accomplishment.<br />
WEST HOUSTON RUGBY CLUB<br />
West Houston Rugby Club offers excellent opportunities for players of all ages from minis<br />
to adults to participate in one of America’s fastest growing sports. Our coaches are fully accredited<br />

There are plenty of alternative Thanksgiving meals<br />

of Veterans Day celebrations in the United<br />
States. As a city, Houston is proud to pay<br />
tribute to our men and women in the military<br />
by providing an annual “Houston Salutes<br />
American Heroes Veterans Day Celebration.”<br />
This civic celebration honors and celebrates<br />

KATY ISD LOST INSTRUCTIONAL TIME<br />
As many families and staff continue recovery efforts in our neighborhoods,<br />
homes and community, we are also slowly but surely getting<br />
back on track with the business of teaching and learning across Katy ISD<br />
campuses. As you know, our students lost two weeks of instructional<br />
time as a result of Tropical Storm Harvey. However, because the Texas<br />
Education Agency (TEA) will be waiving up to 10 instructional days,<br />
there will be no need to extend the <strong>2017</strong>-18 instructional calendar<br />
or to modify the Thanksgiving, Christmas/winter and spring breaks.<br />
Our Curriculum Department has worked diligently over the past few<br />
weeks to realign and restructure the curriculum unit plans to ensure<br />
that all state standards will be taught this school year. As such, there<br />
will be no gaps in the taught and tested curriculum.<br />
Also, to ensure that our students receive the full benefits of the Katy<br />
ISD learning experience, we have identified means to regain lost instructional<br />
time to deliver additional support to students. This includes<br />
providing enrichment resources for our families, supplementary study<br />
opportunities for Advanced Placement (AP) students and extending<br />
four early release days to full days of instruction.<br />
Support for Advanced Placement (AP) Students:<br />
Additional study opportunities will also be offered to students preparing<br />
for the May 2018 AP exams. Review sessions and resources<br />
are currently being developed and will be shared with students and<br />
published on the website later this Fall.<br />
Extending Four Early Release Days:<br />
The <strong>2017</strong>-2018 instructional calendar included six “early release” days<br />
that are typically designated for professional development, teacher<br />
preparation and parent conferences. Four of the previously designated<br />
early release days (Oct. 9 th , 20 th , Feb 16 th , April 13 th ) were/will be<br />
extended to full instructional days. This is designed to allow students<br />
more time in the classroom, as well as to serve the needs of so many<br />
of our families who are displaced by Harvey and depending, now more<br />
than ever, on the daily routine of school to bring a sense of normalcy<br />
to their child(ren)’s lives. We understand that October 9 th and 20 th had<br />
been set aside for parent/teacher conferences at many campuses.<br />
However, in lieu of the in-person conferences, parents are encouraged<br />
to communicate with teachers by email and/or phone. Parents should<br />
also continue to monitor their student’s progress on the Home Access<br />
Center. Friday, December 15 th and Thursday, May 24 th will remain<br />
“early release” days since final exams are given on those dates.<br />
Thank you for your understanding as we move forward with these<br />
post-Harvey initiatives to recapture lost instructional time and to<br />
provide additional support to our students and families. Should you<br />
have any questions, please do not hesitate to contact your school.<br />
Enrichment Resources for Families:<br />
Online instructional enrichment activities developed by our Curriculum<br />
Department are available for parents or guardians to work with their<br />
child(ren) at home. These enhanced learning activities are ungraded<br />
and optional and are available on the Katy ISD Curriculum & Instruction<br />
website. Each core subject area will be covered for the remainder of<br />
the school year. These subjects include language arts, mathematics,<br />
science and social studies. <br />

St. John XXIII Students Named<br />
National Merit Semifinalists<br />
On Wednesday, September 13 th , officials of the National Merit Scholarship<br />
Corporation (NMSC) announced the names of approximately<br />
16,000 Semifinalists in the 63 rd annual National Merit Scholarship<br />
Program. St. John XXIII College Preparatory is pleased to announce two<br />
students have been recognized for this achievement. Seniors Bridget<br />
Parmenter and Emily Poux were named National Merit Semifinalists<br />
for 2018. These academically talented high school seniors have the<br />
opportunity to continue in the competition for Finalist standings<br />
and 7,500 National Merit Scholarships worth more than $32 million.<br />
We applaud the 1.6 million juniors in more than 22,000 high schools<br />
across the nation who entered the 2018 National Merit Scholarship<br />
Program by taking the 2016 Preliminary SAT/National Merit Scholarship<br />
Qualifying Test (PSAT/NMSQT®), which served as the initial screening<br />
of program entrants. The nationwide pool of Semifinalists, representing<br />
less than one percent of U.S. high school seniors, includes the<br />
highest-scoring entrants in each state. The number of semifinalists in<br />
a state is proportional to the state’s percentage of the national total<br />
of graduating seniors.<br />
St. John XXIII Seniors Named<br />
National Merit Commended Students For 2018<br />
Timothy Gallic, principal of St. John XXIII College Preparatory, announced<br />
today that Griffin Alexander and Keegan O’Connor have been<br />
named Commended Students in the 2018 National Merit Scholarship<br />
Program. A Letter of Commendation from the school and the National<br />
Merit Scholarship Corporation (NMSC), which conducts the program, will<br />
be presented by the principal to these scholastically talented seniors.<br />
About 34,000 Commended Students throughout the nation are being<br />
recognized for their exceptional academic promise. Although they will<br />
not continue in the 2018 competition for National Merit Scholarship<br />
awards, Commended Students place among the top 50,000 scorers<br />
of more than 1.6 million students who entered the 2018 competition<br />
by taking the 2016 Preliminary SAT/National Merit Scholarship Qualifying<br />
Test (PSAT/NMSQT). “The young men and women being named<br />
Commended Students have demonstrated outstanding potential for<br />
academic success,” commented a spokesperson for NMSC. “These<br />
students represent a valuable national resource; recognizing their<br />
accomplishments, as well as the key role their schools play in their<br />
academic development, is vital to the advancement of educational excellence<br />
in our nation. We hope that this recognition will help broaden<br />
their educational opportunities and encourage them as they continue<br />
their pursuit of academic success.”<br />

SPECIAL EVENTS<br />
• BOOK SALE - The Friends of the Maud Marks Library will hold their<br />
next book sale on Saturday, December 9 th at 10 AM until 4 PM. There<br />
is a large selection of hardback fiction and nonfiction, as well as children’s<br />
books and paperbacks all at rock bottom prices! All proceeds<br />
will benefit the library.<br />
• FAMILY FILM FESTIVAL - School’s out for Thanksgiving! At the<br />
library, we will be watching a movie at 1 PM on Monday, <strong>November</strong><br />
20 th and Tuesday, <strong>November</strong> 21 st . Join us as the prince of thieves<br />
robs from the rich to give to the poor. The first movie was produced<br />
shortly after World War II. The second movie is a cartoon. Popcorn<br />
will be provided.<br />
• TEENMAKERS - Teens & tweens in 6 th grade and up are invited to<br />
come MAKE something at the library. This will be a monthly program,<br />
which will include robotics, science experiments, art & crafts and<br />
more! This month, on <strong>November</strong> 2nd at 3:30 PM, we will be making<br />
hand fans and flowers.<br />
• VOLUNTEER AT THE LIBRARY - Volunteer opportunities abound at<br />
the library. Volunteers are needed to help shelve, count patrons and<br />
more. We will be holding our next volunteer orientation on Thursday,<br />
<strong>November</strong> 2 nd at 5 PM. Students should be in high school and must<br />
be able to commit to two hours a week. If you would like to help in<br />

• CHESS WARS - Teens and tweens are invited to join us for Chess<br />
Wars! You played during the summer, now play during the school<br />
year! Join us every Tuesday at 4:45 PM as we battle it out on the<br />
chessboard. Come learn basic strategies and techniques to up your<br />
chess game so you too can play out of this world.<br />
• TEEN BOOK CLUB - We are starting a teen book club! Teens are invited<br />
to join us on Thursday, <strong>November</strong> 16 th at 4:30 PM as we discuss<br />
the book Carve the Mark by Veronica Roth. If you are interested in<br />
joining us, extra copies of the book are available at the checkout desk.<br />
• YOGA DEMONSTRATION - You asked for it, you got it! The library<br />
hosts classes twice a month. Yoga can be a very relaxing and centering<br />
exercise program. Join us on Saturdays, <strong>November</strong> 4 th at 10<br />
AM and <strong>November</strong> 18 th at 3 PM, as we learn about the benefits and<br />
basic how-to of yoga. Join us as we exercise our minds and bodies.<br />

• HOLIDAY BOOK BASH - Treat yourself to a good book this holiday<br />
season! At the library, we are big fans of writers and it’s time to celebrate<br />
them! Our 4 th annual Book Bash will be on Saturday, <strong>November</strong> 4 th ,<br />
between 2-4:30 PM. Mix and mingle with prize winning authors where<br />
there will be 2 hours of storytime, crafts, author talks and prizes for<br />
those attending. Children’s authors will be reading their books and<br />
doing crafts with the kids. Adults can attend one or more of our many<br />
author panels. There will be extra prizes for teachers and other educators.<br />
Also, join authors to purchase autographed copies of their newest<br />
books. This program is FREE and open to the public. Ideal for teachers,<br />
librarians and other educators. Refreshments will be provided.<br />
• PEOPLE’S LAW SCHOOL-LANDLORD/TENANT LAW - Do you have<br />
legal questions but don’t even know where to start? The library<br />
is pleased to host The People’s Law School presented by the Katy<br />
Bar Association. On Saturday, <strong>November</strong> 11 th at 10 AM we will be<br />
covering the topic of landlord/ tenant law. Michael Burg, Drew Zimmerman<br />
and Joycelyn Urech will be here to discuss various topics<br />
such as landlord and tenant relations, rental applications, residential<br />
leases, evictions and more. Come learn how to ensure your family is<br />
safe and happy under the law.<br />
• UNLOCKING MEDICARE - Did you know, Medicare is the key source<br />
of health care coverage for retirees age 65 and older but it is not<br />
designed to pay for all health care costs? On Saturday, <strong>November</strong><br />
11 th at 1 PM, Ms. Debrorah Stelly will be at the library to answer any<br />
questions you might have. Topics covered will include all parts of<br />
Medicare and what they cover, estimated out of pocket expenses and<br />
deductibles and other expenses located in the “donut hole.” Annual<br />
Enrollment Period is about to begin. Come get your answers at the<br />
library. Seating is limited.<br />
• DIY CRAFTS - We’ll be having fun at the library preparing for the<br />
holidays. Join us on Tuesday, <strong>November</strong> 14 th at 2 PM as we make<br />
fall bookmarks for our reading pleasure and to give as gifts.<br />
• KATY MAKERSPACE - Did you know that the Katy area has its very<br />
own MakerSpace? We’ll be learning all about this special place for<br />
creators and inventors at the library on Tuesday, <strong>November</strong> 14 th<br />
at 7 PM. Harry Krueger will be here to give us an introduction to<br />
Katy MakerSpace and all you can do there. Makers of all ages and<br />
disciplines are encouraged to join us as we learn everything our new<br />
MakerSpace has to offer.<br />
• SENIOR CITIZEN HOME CARE - Senior citizens and their family<br />
members are invited to join us for a new series at the library. Every<br />
3 rd Friday of the month, experts will be here to discuss various topics<br />
pertinent to senior living. On <strong>November</strong> 17 th at 3 PM, we will explore<br />
home care. Learn what it provides and how to best utilize these services.<br />
Come discover what kind of life is best for you or your loved one.<br />
• TIMELESS TRAVELERS: CIVIL WAR WEEKEND AT LIENDO PLANTA-<br />
TION - Seniors 55+ are invited to join the library’s Timeless Travelers<br />
program for a weekend of history. The bus will be departing for the<br />
Liendo Plantation on Saturday, <strong>November</strong> 18 th at 8 AM. Dedicated<br />
living historians will be giving us a close and personal look at life<br />
during the American Civil War period. Registration began October<br />
20 th . Pre-registration is required.<br />
• WRITERS’ WORKSHOP WITH THE HOUSTON WRITERS GUILD -<br />
Come on <strong>November</strong> 21 st at 6:30 PM to a hands-on multi-part workshop<br />
to learn tips of the trade from expert writers from The Houston<br />
Writers Guild. They will provide instruction to all writers at every<br />
level. Beginners and experienced writers are welcome. This series of<br />

5 workshops in October, <strong>November</strong> and December are hands-on,<br />
active sessions where you can write and receive feedback. So bring<br />
laptops and/or other writing utensils to get the most of each session.<br />
• COLOR ME RELAXED - What is the newest way for adults to relax<br />
and have a good time? Coloring! The library now has an adult coloring<br />
hour on the 4 th Tuesday of every month. Join us at 2 PM as we<br />
color, chat, have a snack and listen to relaxing music. We will provide<br />
plenty of pages for coloring and colored pencils, although, you are<br />
more than welcome to bring your own.<br />
• BE A SMART SHOPPER - Be a smarter shopper before you even<br />
leave the house. On Saturday, <strong>November</strong> 18 th at 2:30 PM, learn to<br />
get Consumer Reports ratings on products you are might consider<br />
purchasing. Discover websites, which offer bargains, free coupons<br />
you can print and ways to compare prices. Whether you are shopping<br />
for groceries, comparing washers or planning a trip, there are smart<br />
ways to save! Basic mouse and keyboarding skills are required.<br />
• BOOK DISCUSSION CLUBS - The Library hosts book clubs that meet<br />
monthly. The Evening Book Club normally meets on the second<br />
Monday of the month at 7 PM. The Afternoon Book Club meets on<br />
the second Thursday of the month at 1 PM.<br />
• JUST DESSERTS MYSTERY BOOK CLUB - Meetings held the third<br />
Wednesday of the month at 2 PM. You are encouraged to bring your<br />
favorite dessert to eat while we discuss whether our villains get their<br />
just desserts.<br />
• COMPUTER CLASSES - The library offers a variety of computer classes<br />

CHILDREN<br />
• SUNSET STORYTIME - Bring the entire family out to our new bedtime<br />
storytime. This new storytime will meet on Tuesday, <strong>November</strong><br />
21 st at 6:30 PM. We will have stories, songs and rhymes for the whole<br />
family. Children are welcome to wear their pajamas.<br />
• INFANT STORYTIME - This program will meet each Tuesday morning<br />
at 10:15 AM and 11:15 AM. This is an interactive program for<br />
children, ages 0 to 12 months and their caregivers. Each session will<br />
last about 20 minutes, featuring nursery rhymes, songs and finger<br />
plays. There will be no Infant Storytime on Tuesday, <strong>November</strong> 8 th<br />
due to the election or <strong>November</strong> 21 st due to the holiday.<br />
• STORYTIME - Storytime for preschool-aged children is held each<br />
Wednesday at 10:15 AM. Stories, fingerplays and songs are featured.<br />
This is ideal for children ages 3 to 5, but all children and their<br />
caregivers are welcome. There will be no Pre-School Storytime on<br />
<strong>November</strong> 22 nd due to the holiday.<br />
• PRESCHOOL EXPLORERS - Is your preschooler ready to explore the<br />
world? Children ages 2 ½ to 5 are invited to come on Wednesdays at<br />
11:15 AM as we learn about the world. There will be plenty of stations<br />
for science and sensory exploration. There will be no Pre-School<br />
Explorers on <strong>November</strong> 22 nd due to the holiday.<br />
• TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36 months,<br />
are invited to participate in our Totally Toddler Storytime, which will<br />
be held on Thursdays, at 10:15 AM and 11:15 AM. Tickets are required<br />
for Toddler Storytime. Tickets are given to the first 30 toddlers the<br />
day of the event.<br />
• WEDNESDAY WONDERS - Come to the library and let imaginations<br />
soar as you explore the world around you with crafts and activities.<br />
On Wednesdays at 4:45 PM, the library will host Wednesday Wonders<br />
for ages 6-11. These programs normally last about one hour. All<br />
necessary materials are provided. This is a ticketed program. Tickets<br />
are available ½ hour prior to the program.<br />

ABOUT VETERANS DAY<br />
Veterans Day is observed every year on <strong>November</strong> 11 th . Veterans<br />
Day was originally called “Armistice Day” when President Woodrow<br />
Wilson proclaimed this day in <strong>November</strong> 1919. Armistice is when<br />
warring parties agree to stop fighting and “Armistice Day” recognizes<br />
the end of World War 1 when hostilities ceased on <strong>November</strong> 11 th<br />
at 11 AM, 1918 (11 th hour, of the 11 th , of the 11 th month).<br />
On May 13, 1938 Armistice Day was declared a legal holiday each<br />
year. A day to be dedicated to the cause of world peace. Originally<br />
Armistice Day only honored veterans of World War.<br />
On <strong>November</strong> 11, 1947 Raymond Weeks, a World War II veteran, organized<br />
a “National Veterans Day” parade in Birmingham, Alabama<br />
to recognize veterans of all wars.<br />
This celebration led to Congress changing Armistice Day to Veterans<br />
Day in 1954 to recognize Veterans of all U.S. wars.<br />
MILITARY FAMILY APPRECIATION MONTH<br />
Military Family Month was established in 1996 by the Armed Services<br />
YMCA, with the U.S. Government recognizing the occasion every year<br />
since. Each <strong>November</strong>, the President signs a proclamation declaring<br />
<strong>November</strong> Military Family Month and with hundreds of thousands of<br />
service members deployed overseas, recognizing the daily sacrifices<br />
made by military families has never been more important.<br />

Just as Hurricane Harvey displaced thousands of people, Harvey also displaced<br />
thousands of wild animals. Compassionate residents have brought birds, snakes,<br />
squirrels and even an alligator to TWRC Wildlife Center for care.<br />
Although there is no way of knowing the actual number of animals affected, the numbers are, no doubt, very high. It is human nature<br />
to want to help these animals but in some cases, it is better to leave them alone.<br />
• DEER - Many deer were forced to move to higher ground. People are seeing deer in their yards, in the streets and other areas with dry<br />
land. It is for your own safety that you do not try to catch these animals. Make sure that gates are open so they have a way to exit your<br />
yard. Sadly, there’s nothing else you can do.<br />
• ALLIGATORS AND SNAKES - It seems silly that we would have to warn people to stay away from them but sometimes curiosity gets the<br />
best of people. Keep your distance. If you need help identifying a snake to find out if it’s venomous, call us and we can help. We can<br />
also refer you to a professional who can assist with the removal of snakes. For help with alligators, we recommend you call your Game<br />
Warden. To find the Game Warden for your area, go to the Texas Parks and Wildlife website.<br />
It is baby squirrel season right now and in the case of these animals, your intervention may be needed. If you find a baby, you will first<br />
need to try to reunite the baby with its mother. You can do this by placing the baby in a small container near the area where you found<br />
it. Make sure the container is safe from dogs and cats. Watch to see if mom comes to get her little one. If, after a couple of hours, the<br />
mom has not returned, you will need to intervene. The most important thing is to keep the baby warm. You can accomplish by placing<br />
the baby in a box along with a soft cloth and place the box on a heating pad set to low. Do NOT attempt to give the baby food or water.<br />
Bring the baby to TWRC Wildlife Center as soon as possible.<br />
Chances are very low that you will encounter any other wildlife babies at this time of the year. You may encounter injured adult raccoons,<br />
opossums and birds, however. We advise that you do not try to rescue these animals. Their intention is not to hurt you but they may<br />
bite or scratch because they are afraid.<br />
If you have questions about wildlife, we are available from 10 AM to 2 PM to help you. Before attempting to rescue an animal and before<br />
bringing it in to us, we suggest you give us a call first. After hours, our website can provide you with many answers.<br />

FRENCH TOAST CASSEROLE<br />

INGREDIENTS:<br />
5 cups bread cubes<br />
4 eggs<br />
1 1/2 cups milk<br />
1/4 cup white sugar, divided<br />
1/4 teaspoon salt<br />
1 teaspoon vanilla extract<br />
1 tablespoon margarine, softened<br />
1 teaspoon ground cinnamon<br />
DIRECTIONS:<br />
Preheat oven to 350 degrees F (175 degrees C). Lightly<br />
butter an 8x8 inch baking pan. Line bottom of pan<br />
with bread cubes. In a large bowl, beat together eggs,<br />
milk, 2 tablespoons sugar, salt and vanilla. Pour egg<br />
mixture over bread. Dot with margarine; let stand<br />
for 10 minutes.<br />
Combine remaining 2 tablespoons sugar with 1<br />
teaspoon cinnamon and sprinkle over the top. Bake<br />
in preheated oven about 45 to 50 minutes, until top<br />
is golden.<br />

FROZEN CRANBERRY SALAD<br />
2 3oz cream cheese<br />
2 Tablespoon mayo<br />
3 Tablespoons sugar<br />
1 sm can crushed pineapple drained<br />
1 reg can Whole cranberry sauce (drained)<br />
1/2 pint whipping cream<br />
1/2 cup dinely chipped nuts<br />
Whip cream until stiff. Combine cheese, mayo and sugar<br />
mix well. Ad pineapple and cranberry sauce together.<br />
Fold in shipping cream and nuts and mix together. Pour<br />
into mold and freeze overnite. Let stand 10 minutes<br />
TURKEY TETRAZZINI<br />
Ingredients<br />
1-1/2 pound Thin Spaghetti, Broken In Half<br />
4 Tablespoons Butter<br />
4 cloves Garlic, Minced<br />
1 pound White Mushrooms, Quartered<br />
1/2 teaspoon Salt<br />
1 cup White Wine<br />
1/3 cup Flour<br />
4 cups Turkey (or Chicken) Broth<br />
1 block 8 Ounce Cream Cheese<br />
3 cups Cooked (leftover) Turkey, Shredded Or Diced<br />
1 cup Finely Chopped Black Olives<br />
1-1/2 cup Frozen Green Peas<br />
4 slices Bacon, Fried And Cut Into Bits<br />
1 cup Grated Monterey Jack Cheese<br />
1 cup Grated Parmesan Cheese<br />
Salt And Pepper, to taste<br />

1 cup Panko Bread Crumbs<br />

Preparation<br />
Cook pasta until not quite done - al dente according to package instructions (it will<br />
finish cooking in the oven.) Drain, rinse, and set aside.<br />
In a large pot, heat butter over medium-high heat. Add garlic and saute for a couple of<br />
minutes. Add mushrooms and salt, then saute for a couple more minutes. Pour in the<br />
wine and allow it to cook with the mushrooms for several minutes, or until the liquid<br />
reduces by half.<br />
Sprinkle in flour, then stir the mushrooms around for another minute. Pour in the<br />
broth and stir, cooking for another few minutes until the roux thickens.<br />
Reduce heat to medium low. Cut cream cheese into pieces and add it to the pot. Stir<br />
it to melt (don't be concerned if the cream cheese remains in little bits for awhile;<br />
it'll melt eventually!) Add the leftover turkey, the olives, the peas, the bacon, and the<br />
cheeses. Stir to combine, adding salt and pepper as needed.<br />
Add the cooked spaghetti and stir it to combine. Splash in more broth as needed; you<br />
want the mixture to have a little extra moisture since it will cook off in the oven. If it's<br />
a little soupy, that's fine! Add up to 2 more cups of liquid if you think it needs it.<br />
Pour the mixture into a large baking dish and sprinkle the top with Panko crumbs.<br />
Bake at 350 degrees F for 20 minutes, or until the casserole is bubbly and the crumbs<br />
are golden brown.
