OTTAWA: <strong>The</strong> House of Commons on<br />

Wednesday passed Brampton-Centre<br />

MP Ramesh Sangha’s Private Member’s<br />

Bill C-344 that proposes to authorize the<br />

Minister of Public Works to require an<br />

explanation of anticipated community<br />

benefits when applications are submitted for federal infrastructure<br />

funding. <strong>The</strong> bill, introduced on April 7, 2017,<br />

received support from both Liberal and NDP members as<br />

it passed the final stages of voting. Bill C-344 introduces the<br />

idea of Community Benefit Agreements as a measure to<br />

encourage consultations and engagement with communities<br />

across Canada by involving them from the early stages<br />

of a federal infrastructure project.<br />

"<strong>The</strong> Community Benefit Agreement is the modern<br />

way of giving power to communities. <strong>The</strong>se agreements<br />

will benefit not only my riding of Brampton Centre but<br />

communities across Canada. Bill C-344 ensures that our<br />

communities will benefit from enhanced infrastructure<br />

developments, laying the foundation for local economies<br />

and communities to continue to prosper,’’ Sangha said.<br />

Toronto man charged with<br />

killing 82-year-old woman<br />

TORONTO: Toronto police say a man has been charged<br />

with manslaughter in the case of an 82-year-old woman<br />

who died after an alleged assault.Police say a man allegedly<br />

assaulted two women, aged 68 and 82, last Tuesday.<br />

<strong>The</strong>y say the older woman was hospitalized and died<br />

of her injuries on Friday.She's been identified as Elsa<br />

Paolitto of Toronto.<br />

Investigators say a 60-year-old Toronto man was<br />

charged with manslaughter on Monday.<br />

False gun report in downtown Toronto<br />

<strong>The</strong> <strong>Canadian</strong> Press<br />

TORONTO: Police say a report of a person with a gun that<br />

led to a closure of a major Toronto street has tuned out to<br />

be a false alarm. <strong>The</strong> closure of King Street West (from Blue<br />

Jays Way to Spadina Avenue) backed up traffic in both directions<br />

through much of Thursday afternoon.<strong>The</strong> Emergency<br />

Task Force and other officers converged on a building<br />

in response to the report.<br />

But police say a thorough search of the building found<br />

no one inside. Officers began opening the street to traffic<br />

shortly after 4 p.m. <strong>The</strong> Toronto Transit Commission said<br />

the investigation affected several streetcar routes.ay.<br />

How to stay safe on Halloween<br />

COSTUME AND DECORATION SAFETY<br />

• Be sure to check Health Canada's Recalls and Safety Alerts<br />

database to ensure your costumes, decorations (such as<br />

string lights) and accessories have not been recalled.<br />

• Look for costumes and accessories (such as beards, wigs,<br />

wings and tails) that are labelled as "flame-resistant".<br />

Flowing skirts and capes, baggy sleeves, over-sized<br />

costumes and feathers on costumes can all be hazards<br />

around candles or flames. Nylon or heavyweight polyester<br />

costumes are best.<br />

• Remember, flame-resistant does not mean fire-proof! To<br />

further reduce the risk around open flames, consider using<br />

LED candles or lights in your jack-o-lantern and decorations.<br />

• Make sure that costumes are loose enough to be worn over<br />

warm clothing, but not so baggy or long that children could<br />

trip over them.<br />

• Pick brightly coloured costumes that can be seen clearly by<br />

motorists. Add reflective tape to the costume to increase<br />

visibility.<br />

• Consider using make-up or face paint instead of masks,<br />

as improperly fitted masks can interfere with your child's<br />

vision or breathing. If you do choose to use a mask, make<br />

sure it is one that allows the child to see and breathe easily.<br />

• Before using face paint or make-up, do a patch test to see<br />

whether your child is sensitive or allergic to something in<br />

the cosmetic. Products labelled as “hypoallergenic” can still<br />

cause allergic reactions.<br />

TRICK OR TREATING<br />

• Give each child a flashlight to carry to make them more visible to<br />

motorists and others.<br />

• Tell your children to stay in well-lit areas and to visit only homes<br />

• Remind children not to eat any treats until you have checked them<br />

first.<br />

• Throw out treats that are not commercially wrapped, or are found in<br />

torn, damaged or loose packages.<br />

• Ask children to wash their hands before opening and eating candy<br />

• Remove any choking hazards like gum, peanuts, hard candies or<br />

small toys from the loot bags of young children. Do not let children<br />

younger than three years of age play with toys with small parts.<br />

leaves man in lifethreatening<br />

man was shot early Thursday<br />

morning in Brampton.<br />

He has been admitted to a<br />

trauma centre in life-threatening<br />

injuries.<br />

left a Tim Hortons in separate<br />

cars. A little later the<br />

was helped by some police<br />

looking for the suspect who<br />

is of thin build and was<br />
