The International News Weekly REGIONAL 02 October 27, 2017 | Toronto NEWS Ramesh Sangha's Bill C-344 passed by House The Canadian Parvasi OTTAWA: The House of Commons on Wednesday passed Brampton-Centre MP Ramesh Sangha’s Private Member’s Bill C-344 that proposes to authorize the Minister of Public Works to require an explanation of anticipated community benefits when applications are submitted for federal infrastructure funding. The bill, introduced on April 7, 2017, received support from both Liberal and NDP members as it passed the final stages of voting. Bill C-344 introduces the idea of Community Benefit Agreements as a measure to encourage consultations and engagement with communities across Canada by involving them from the early stages of a federal infrastructure project. "The Community Benefit Agreement is the modern way of giving power to communities. These agreements will benefit not only my riding of Brampton Centre but communities across Canada. Bill C-344 ensures that our communities will benefit from enhanced infrastructure developments, laying the foundation for local economies and communities to continue to prosper,’’ Sangha said. Toronto man charged with killing 82-year-old woman Agencies TORONTO: Toronto police say a man has been charged with manslaughter in the case of an 82-year-old woman who died after an alleged assault.Police say a man allegedly assaulted two women, aged 68 and 82, last Tuesday. They say the older woman was hospitalized and died of her injuries on Friday.She's been identified as Elsa Paolitto of Toronto. Investigators say a 60-year-old Toronto man was charged with manslaughter on Monday. False gun report in downtown Toronto The Canadian Press TORONTO: Police say a report of a person with a gun that led to a closure of a major Toronto street has tuned out to be a false alarm. The closure of King Street West (from Blue Jays Way to Spadina Avenue) backed up traffic in both directions through much of Thursday afternoon.The Emergency Task Force and other officers converged on a building in response to the report. But police say a thorough search of the building found no one inside. Officers began opening the street to traffic shortly after 4 p.m. The Toronto Transit Commission said the investigation affected several streetcar routes.ay. How to stay safe on Halloween COSTUME AND DECORATION SAFETY • Be sure to check Health Canada's Recalls and Safety Alerts database to ensure your costumes, decorations (such as string lights) and accessories have not been recalled. • Look for costumes and accessories (such as beards, wigs, wings and tails) that are labelled as "flame-resistant". Flowing skirts and capes, baggy sleeves, over-sized costumes and feathers on costumes can all be hazards around candles or flames. Nylon or heavyweight polyester costumes are best. • Remember, flame-resistant does not mean fire-proof! To further reduce the risk around open flames, consider using LED candles or lights in your jack-o-lantern and decorations. • Make sure that costumes are loose enough to be worn over warm clothing, but not so baggy or long that children could trip over them. • Pick brightly coloured costumes that can be seen clearly by motorists. Add reflective tape to the costume to increase visibility. • Consider using make-up or face paint instead of masks, as improperly fitted masks can interfere with your child's vision or breathing. If you do choose to use a mask, make sure it is one that allows the child to see and breathe easily. • Before using face paint or make-up, do a patch test to see whether your child is sensitive or allergic to something in the cosmetic. Products labelled as “hypoallergenic” can still cause allergic reactions. Brampton shooting leaves man in lifethreatening condition The Canadian Parvasi BRAMPTON: A 55-year-old man was shot early Thursday morning in Brampton. He has been admitted to a trauma centre in life-threatening injuries. Peel Police Const. Bally Saini said the incident occurred around 4:30 am when the victim and another man left a Tim Hortons in separate cars. A little later the shooting took place. The victim managed to drive his vehicle back to the Tim Hortons where he was helped by some police officers. Police said they are looking for the suspect who is of thin build and was driving a black Nissan car. The International News Weekly October 27, 2017 | Toronto 03 Kathleen Wynne to keep hydro bills lower till elections Agencies TORONTO: Ontario's Liberal government is aiming to keep hydro bills, a source of widespread public anger, lowered through next year's election, but its long-term energy plan released Thursday details how they will then rise again over the next two decades. Electricity bills had roughly doubled in the last decade, helping send Premier Kathleen Wynne's approval ratings to record lows, when the Liberals decided to introduce a 25 per cent cut earlier this year. The move — which involved a complex borrowing scheme that will cost Ontarians billions in extra interest — has led bills to drop by an average of $31 this year, just ahead of the 2018 general election. In its long-term plan, the government said that for most of the next two decades, it aims to keep increases gradual, rather than lower or freeze rates. Average hydro bills are projected to rise to $197 in 2032. That's a slower progression than the government's previous long-term plan in 2013, which expected bills to hit that mark by 2026. But much of that is due to the 25 per cent rate cut, the energy minister admitted. "We're starting from a lot lower place than where we would have in 2013," said Glenn Thibeault. The front-loaded decreases in electricity costs prompted the opposition parties to decry the government's energy plan as a political document. "This was written for the election," said NDP critic Peter Tabuns. "This is not a planning document." Thibeault said he would have loved to have announced rates were being frozen, but Progressive Conservative critic Todd Smith said this plan essentially does freeze rates, just in the very short Sonia Sidhu supports bill on Sikh Heritage Month term.
