could re-ignite if negotiations failed. In West<br />

Limerick the IRA leadership tried to instil a<br />

sense of imminent danger in their men, but<br />

fraternization continued.<br />

Despite the Truce, low levels of violence<br />

continued in some areas and the IRA's centre<br />

of gravity shifted from Munster to Ulster.<br />

Ulster remained a sticking point in the<br />

negotiations and Collins had hoped that the<br />

IRA would be able to drive it back into the<br />

Nationalist fold. <strong>The</strong> treaty that was signed<br />

on 6 December 1921 excluded Ulster from its<br />

provisions and kept Ireland in the<br />

Commonwealth under the British Crown<br />

with the title of the <strong>Irish</strong> Free State. De<br />

Treaty, but on 7 January <strong>1922</strong> the Dáil voted<br />
