Presidents Message<br />

you Susan Gaston and the RPAC Committee for<br />

all of your hard work fundraising for the Realtor<br />

Party!! We ended the month with another Lunch &<br />

Learn… this one on Home Staging, the Navy Federal<br />

Realtor Forum, and the YPN Mixer. So as you can<br />

see, we were busy meeting, learning and networking<br />

in October!!<br />

Happy Thanksgiving!!<br />

Fall is in full swing as we are heading into the<br />

holiday season starting with Thanksgiving. There<br />

is a lot to be thankful for!! We had such a busy<br />

October at VPAR. The New Member Indoctrination<br />

Class was once again a success! The VPAR<br />

elections went very well. Congratulations to our<br />

candidates for all of their hard work campaigning.<br />

VPAR is going to have another wonderful Board<br />

of Directors and I look forward to working with<br />

them! #leadership<br />

The VPAR Social was a lot of fun. Thank you to<br />

Teresa Rutherford and her team at Wells Fargo<br />

Home Mortgage for their sponsorship. The VPAR<br />

Membership Breakfast Meeting was a success.<br />

As far as other events for VPAR, we have the social<br />

on <strong>November</strong> 13th at UNOs. Another Member<br />

Benefit - FREE TRAINING!!!! The Success Series<br />

for Realtor members at VPAR!!! Thanks to the<br />

Professional Development Committee for getting<br />

this together! We will be having our second<br />

SUCCESS BUILDERS SERIES on <strong>November</strong> 15th<br />

– “Video Marketing”!! The class is from 9:30am<br />

to 11:30am. I would like to thank Jon May with<br />

Fathom Realty who has been doing an incredible<br />

job for these classes! He will be again graciously<br />

offering his expertise to teach this class. Also,<br />

thank you to <strong>Peninsula</strong> Partner, Atlantic Bay<br />

goal coming into this role was to continue making<br />

VPAR better. It is my hope that you feel this was<br />

accomplished. Although my role as the VPAR President<br />

ends, my volunteering and commitment to<br />

this association will continue. I will stay involved,<br />

because VPAR is my first love and I want nothing<br />

more than for it… which is us… the members… to<br />

thrive!! Happy Thanksgiving and may God bless<br />

television producer. He was the chief media advisor<br />

to five successful presidential primary and<br />

general election campaigns, and is a co-founder<br />

of “No Labels,” an organization dedicated to<br />

bipartisanship and political problem solving<br />

Local Issues<br />

Hampton and VPAR continue to partner on<br />

a housing needs study and market analysis.<br />

Dr. Tom Hall, an economist at Christopher<br />

Newport University, will present the results<br />

upon completion. The City is very appreciative<br />

of the data-based research and intends to use<br />

the research material as an additional tool in<br />

its planning tool box.<br />

Speaking of data, the City asked VPAR for additional<br />

Plan is expected to take 18 to 24 months.<br />

Hilton Village in Newport News is preparing<br />

to celebrate its 100th Anniversary<br />

in 2018! HILTON 100 will be a year-long<br />

celebration of this special community in the<br />

City. Recognized as a pioneering development<br />

in urban planning, it is listed on the National<br />

Register of Historic Places. The neighborhood<br />

was built between 1918 and 1921 in response<br />

to the need for housing during World War I<br />

for employees of Newport News Shipbuilding<br />

& Drydock Company. It is recognized as the<br />

United States' first Federal war-housing project.<br />

The Public Policy Committee continues to<br />

explore partnership opportunities with the<br />

The Newport News Comprehensive Plan is<br />

almost ready for prime time after nearly four<br />

years of exhaustive work conducted by City<br />

Staff, community leaders and business leaders,<br />

including VPAR. The City is planning a roll<br />

out in <strong>November</strong> to make public the current<br />

draft and its various provisions. VPAR’s Public<br />

Policy Committee will be briefed in December<br />

at its monthly meeting.<br />

At the Virginia REALTORS’® Convention held<br />

in Roanoke last month, final details were approved<br />

for the 2018 VR Legislative Agenda.<br />

important issues in the past few weeks: tax<br />

reform, the National Flood Insurance Program<br />

and health care reform. Below is a brief overview<br />

Congressional Republicans and President<br />

Trump have promised the first comprehensive<br />

tax reform bill in more than 30 years. REAL-<br />

TORS® need to remind Members of Congress<br />

and their staffs that tax reform must not dilute<br />

the current real estate tax provisions vital to<br />

the housing market and the economy. NAR<br />

rejects proposals that repeal or weaken tax<br />

incentives to encourage homeownership. We<br />

need tax reform, but it must first do no harm.<br />

Pending proposals would lower tax rates (including<br />

for corporations) and raise the standard<br />

deduction but pay for these changes by<br />

scaling back existing real estate tax provisions.<br />

to mortgage interest — could have serious<br />

negative consequences for homeowners.<br />

Homeowners Must Be Treated Fairly in Tax<br />

Reform<br />

o Middle-income homeowners could<br />

be worse off under proposals that limit tax<br />

incentives for homeownership. Analysis from<br />

PwC of a Blueprint-like tax reform plan shows<br />

that home-owning families with incomes<br />

from $50,000 to $200,000 would face average<br />

tax hikes of $815 in the year after enactment<br />

while nonhomeowners in the same income<br />

range would enjoy average annual tax cuts of<br />

$516.<br />

o Homeowners already pay 83 percent<br />

of all federal income taxes, and this share<br />

would go even higher under similar reform<br />

proposals. Homeowners should not have to<br />

pay more taxes so corporations can pay less.<br />

We Must Reverse the Decline in First-time<br />

Homebuyers<br />

o The tax code historically has encouraged<br />

homeownership. Proposals that limit<br />

or repeal mortgage interest and property tax<br />

deductibility would reverse this course.<br />

o The number of first-time homebuyers<br />

is coming off an all-time low. In 2016, the<br />

homeownership rate was at a 50-year low.<br />

o Homeownership provides social<br />

benefits to communities, increasing neighborhood<br />

stability and community involvement.<br />

America must continue to encourage homeownership.<br />

We Cannot Afford Another Housing Crash<br />

HEALTH CARE REFORM<br />

Health Care Executive Order Signed<br />

On Thursday, October 12th, the White House<br />

issued an Executive Order directing the<br />

Departments of Labor (DOL), Health and Human<br />

Services (HHS), and Treasury to consider<br />

changes to increase access to more affordable<br />

health insurance options for Americans,<br />

including “Association Health Plans” (AHPs).<br />

The focus of the Order’s AHP provision is<br />

employer provided health insurance coverage.<br />

It does not specifically apply to insurance<br />

coverage for self-employed individuals or<br />

independent contractors.<br />

NAR has long supported legislation enabling<br />

the creation of AHPs, as well as other similar<br />

efforts to expand health insurance options<br />

for REALTORS®. While the Executive Order’s<br />

AHP provision does not appear to apply to<br />

independent contractors, NAR will continue<br />

to work with the Administration and Congress<br />

on regulatory and legislative changes needed<br />

to make Association Health Plans a workable<br />

option for REALTORS®.<br />

Background of the Executive Order<br />

The Order directs the Department of Labor to<br />

issue guidance to allow small business to band<br />

together to form AHPs and purchase of health<br />

insurance coverage in the large group health<br />

insurance market, which is exempt from some<br />

Affordable Care Act (ACA) regulations, with<br />

the goal of reducing insurance premiums. The<br />

Executive Order also directs Treasury, DOL,<br />

and HHS to (1) consider expanding the length<br />

of short-term limited duration insurance<br />

policies (STLDI) for individuals and (2) consider<br />

changes to the rules governing Health<br />

Reimbursement Accounts (HRAs) offered<br />

by employers to fund employee health care<br />

expenses.<br />

President Bill Brown released the following<br />

statement:<br />

“Today’s White House announcement is an important<br />

part of the work to expand health coverage<br />

opportunities. Association Health Plans<br />

have long offered promise for small business<br />

owners and self-employed individuals seeking<br />

affordable health coverage. NAR is reviewing<br />

the specifics of the proposal to determine the<br />

promise that it may offer self-employed individuals,<br />

like real estate professionals.”<br />

NATIONAL FLOOD INSURANCE PROGRAM<br />

(NFIP)<br />

On Thursday, September 7, the Senate voted to<br />

pass a three-month extension of the National<br />

Flood Insurance Program (NFIP). The House<br />

of Representatives passed the legislation on<br />

Friday, September 8, <strong>2017</strong>, and the President<br />

signed the bill into law later that day.<br />

This legislation ensures that the NFIP will<br />

not lapse on September 30, <strong>2017</strong>, and will be<br />

extended until December 8, <strong>2017</strong>.<br />

As we are now in the final quarter<br />

of <strong>2017</strong>, many agents look to donate time to<br />

various charitable organizations if they have<br />

found that their business has slowed somewhat.<br />

If you find yourself in this situation,<br />

please contact us and we can point you in the<br />

right direction for using your time and talents<br />

to help others less fortunate than ourselves.<br />

To keep you up to date on our activities, we<br />

would like for you to know:<br />

1. We had our Foundation Board of<br />

Directors election on the same day that VPAR<br />

had their BoD elections. The returning Board<br />

members for the Foundation are myself, Joe<br />

Carney, Tu Ritter, Dewey Hutchins, Dee Karlsson,<br />

Eugenia Jackson, Tanya Barrow and Jim<br />

Wetzel.<br />

3. We also picked out 4 non-fundraising<br />

months to conduct our hands-on assistance to<br />

these housing related charities. For example,<br />

we could be helping Habitat for Humanity<br />

with a home construction project or LINK and<br />

their winter homeless shelter program. Our<br />

first event will be working with the Food Bank<br />

in Poquoson in January. Thank you Tu Ritter<br />

for spearheading this endeavor.<br />

4. In <strong>November</strong> at the VPAR Installation<br />

Banquet, we will present $30,000 to various<br />

housing related charities. This will be a big<br />

night for us all.<br />
