Presidents Message

you Susan Gaston and the RPAC Committee for
all of your hard work fundraising for the Realtor
Party!! We ended the month with another Lunch &
Learn… this one on Home Staging, the Navy Federal
Realtor Forum, and the YPN Mixer. So as you can
see, we were busy meeting, learning and networking
in October!!
Happy Thanksgiving!!
Fall is in full swing as we are heading into the
holiday season starting with Thanksgiving. There
is a lot to be thankful for!! We had such a busy
October at VPAR. The New Member Indoctrination
Class was once again a success! The VPAR
elections went very well. Congratulations to our
candidates for all of their hard work campaigning.
VPAR is going to have another wonderful Board
of Directors and I look forward to working with
them! #leadership
The VPAR Social was a lot of fun. Thank you to
Teresa Rutherford and her team at Wells Fargo
Home Mortgage for their sponsorship. The VPAR
Membership Breakfast Meeting was a success.

SUCCESS BUILDERS SERIES on November 15th
– “Video Marketing”!! The class is from 9:30am

Local Issues
Hampton and VPAR continue to partner on
a housing needs study and market analysis.
Dr. Tom Hall, an economist at Christopher
Newport University, will present the results
upon completion. The City is very appreciative
of the data-based research and intends to use
the research material as an additional tool in
its planning tool box.
Speaking of data, the City asked VPAR for additional
data on a recent development proposal.
VPAR is viewed more and more as the
trusted resource for housing and market data
on the Peninsula, and that is helping to drive
effective public policy!

app? Chief Terry Sult of the Hampton City
Police Department is happy to announce its
new Hampton Police app for residents of the
City of Hampton.
Hampton Police

provides a twoway

between residents
and police. Utilizing
cutting-edge technologies,
the app
allows residents
to be in immediate
two-way, GEO-targeted
communication
with the police
right from their
Apple or Android
mobile device. With ConnectProtect, the
Hampton Police Department can send information
to Hampton residents based on where
they physically are in the community; and,
to receive and use law enforcement news
and bulletins in a way never before possible
--- providing residents with information that
is the most relevant to their homes, neighborhoods
or location.
ConnectProtect also provides a confidential
communication link for residents to provide
GPS-tagged “See Something, Say Something”
suspicious activity information to the Hampton
Police Department. With ConnectProtect
mobile technology, residents can accurately,
confidentially and privately provide law enforcement
with information about suspicious
activity right from their smartphone.
Over in Isle of Wight County, the Board of
Supervisors appointed its Comprehensive
Plan Task Force. REALTOR® Lori Carlson,

mittee, has been appointed to the Task Force
while Susan Gaston will serve in a “resource
capacity” to the effort. Development of the
Plan is expected to take 18 to 24 months.
Hilton Village in Newport News is preparing
to celebrate its 100th Anniversary
in 2018! HILTON 100 will be a year-long
celebration of this special community in the
City. Recognized as a pioneering development
in urban planning, it is listed on the National
Register of Historic Places. The neighborhood
was built between 1918 and 1921 in response
to the need for housing during World War I
for employees of Newport News Shipbuilding
& Drydock Company. It is recognized as the
United States' first Federal war-housing project.
The Public Policy Committee continues to
explore partnership opportunities with the
community to celebrate this milestone. Visit

The Newport News Comprehensive Plan is
almost ready for prime time after nearly four
years of exhaustive work conducted by City
Staff, community leaders and business leaders,
including VPAR. The City is planning a roll
out in November to make public the current
draft and its various provisions. VPAR’s Public
Policy Committee will be briefed in December
at its monthly meeting.
State Issues
At the Virginia REALTORS’® Convention held
in Roanoke last month, final details were approved
for the 2018 VR Legislative Agenda.

regarding Translation of Real Estate Real
Estate Language from the English Language
originated at VPAR! This will be another
busy Session with a new Governor and a new
Administration, new members of the House of
Delegates and potential new members of the
Senate.
Federal Issues
NAR has been busy focusing on three critically
important issues in the past few weeks: tax
reform, the National Flood Insurance Program
and health care reform. Below is a brief overview
of each.

Congressional Republicans and President
Trump have promised the first comprehensive
tax reform bill in more than 30 years. REAL-
TORS® need to remind Members of Congress
and their staffs that tax reform must not dilute
the current real estate tax provisions vital to
the housing market and the economy. NAR
rejects proposals that repeal or weaken tax
incentives to encourage homeownership. We
need tax reform, but it must first do no harm.
Pending proposals would lower tax rates (including
for corporations) and raise the standard
deduction but pay for these changes by
scaling back existing real estate tax provisions.

Homeowners Must Be Treated Fairly in Tax
Reform
o Middle-income homeowners could
be worse off under proposals that limit tax
incentives for homeownership. Analysis from
PwC of a Blueprint-like tax reform plan shows
that home-owning families with incomes
from $50,000 to $200,000 would face average
tax hikes of $815 in the year after enactment
while nonhomeowners in the same income
range would enjoy average annual tax cuts of
$516.
o Homeowners already pay 83 percent
of all federal income taxes, and this share
would go even higher under similar reform
proposals. Homeowners should not have to
pay more taxes so corporations can pay less.
We Must Reverse the Decline in First-time
Homebuyers
o The tax code historically has encouraged
homeownership. Proposals that limit
or repeal mortgage interest and property tax
deductibility would reverse this course.
o The number of first-time homebuyers
is coming off an all-time low. In 2016, the
homeownership rate was at a 50-year low.
o Homeownership provides social
benefits to communities, increasing neighborhood
stability and community involvement.
America must continue to encourage homeownership.
We Cannot Afford Another Housing Crash
HEALTH CARE REFORM
Health Care Executive Order Signed
On Thursday, October 12th, the White House
issued an Executive Order directing the
Departments of Labor (DOL), Health and Human
Services (HHS), and Treasury to consider
changes to increase access to more affordable
health insurance options for Americans,
including “Association Health Plans” (AHPs).
The focus of the Order’s AHP provision is
employer provided health insurance coverage.
It does not specifically apply to insurance
coverage for self-employed individuals or
independent contractors.
NAR has long supported legislation enabling
the creation of AHPs, as well as other similar
efforts to expand health insurance options
for REALTORS®. While the Executive Order’s
AHP provision does not appear to apply to
independent contractors, NAR will continue
to work with the Administration and Congress
on regulatory and legislative changes needed
to make Association Health Plans a workable
option for REALTORS®.
Background of the Executive Order
The Order directs the Department of Labor to
issue guidance to allow small business to band
together to form AHPs and purchase of health
insurance coverage in the large group health
insurance market, which is exempt from some
Affordable Care Act (ACA) regulations, with
the goal of reducing insurance premiums. The
Executive Order also directs Treasury, DOL,
and HHS to (1) consider expanding the length
of short-term limited duration insurance
policies (STLDI) for individuals and (2) consider
changes to the rules governing Health
Reimbursement Accounts (HRAs) offered
by employers to fund employee health care
expenses.

President Bill Brown released the following
statement:
“Today’s White House announcement is an important
part of the work to expand health coverage
opportunities. Association Health Plans
have long offered promise for small business
owners and self-employed individuals seeking
affordable health coverage. NAR is reviewing
the specifics of the proposal to determine the
promise that it may offer self-employed individuals,
like real estate professionals.”
NATIONAL FLOOD INSURANCE PROGRAM
(NFIP)
On Thursday, September 7, the Senate voted to
pass a three-month extension of the National
Flood Insurance Program (NFIP). The House
of Representatives passed the legislation on
Friday, September 8, 2017, and the President
signed the bill into law later that day.
This legislation ensures that the NFIP will
not lapse on September 30, 2017, and will be
extended until December 8, 2017.

Greetings from your VPAR Charitable Foundation!
As we are now in the final quarter
of 2017, many agents look to donate time to
various charitable organizations if they have
found that their business has slowed somewhat.
If you find yourself in this situation,
please contact us and we can point you in the
right direction for using your time and talents
to help others less fortunate than ourselves.
To keep you up to date on our activities, we
would like for you to know:
1. We had our Foundation Board of
Directors election on the same day that VPAR
had their BoD elections. The returning Board
members for the Foundation are myself, Joe
Carney, Tu Ritter, Dewey Hutchins, Dee Karlsson,
Eugenia Jackson, Tanya Barrow and Jim
Wetzel.
3. We also picked out 4 non-fundraising
months to conduct our hands-on assistance to
these housing related charities. For example,
we could be helping Habitat for Humanity
with a home construction project or LINK and
their winter homeless shelter program. Our
first event will be working with the Food Bank
in Poquoson in January. Thank you Tu Ritter
for spearheading this endeavor.
4. In November at the VPAR Installation
Banquet, we will present $30,000 to various
housing related charities. This will be a big
night for us all.
