Councillor Dr. Bob Graham, in<br />

<strong>review</strong>ing the accounts payable, questioned<br />

if it was usual for the water bill<br />

to be that high?<br />

Chief Administrative Officer (CAO)<br />

Annette Plachner explained the water<br />

was billed quarterly.<br />

Coun. Graham’s interest in the water<br />

bill was a result of him noticing water<br />

running down the street from an unoccupied<br />

home and was wondering what<br />

that would have cost the village.<br />

CAO Plachner explained there was<br />

no way of knowing. “We have to look at<br />

getting meters b<strong>eca</strong>use people can<br />

waste a lot of water,” said Plachner.<br />

“I’ve seen it happen,” said Coun.<br />

M’Liss Edwards. “People will just let it<br />

[water] run down the street.”<br />

Klaus was on the stand for three<br />

days last week and questioned first by<br />

his Calgary lawyer Allan Fay then<br />

Joshua Frank’s Calgary defence Tonii<br />

Roulston and finally Crown prosecutor<br />

Douglas Taylor.<br />

Klaus, under direct examination by<br />

his lawyer, told the court that the night<br />

of the murders he had eight beers<br />

before arriving at the bar, more than a<br />

dozen vodka and orange juice at the<br />

bar and snorted cocaine at least two<br />

times throughout the evening.<br />

Klaus and Frank are on<br />

of first-degree murder in<br />

connection with the deaths<br />

of Gordon Klaus, Sandra<br />

Klaus and Monica Klaus on<br />

Dec. 8, 2013.<br />

Frank claimed that he<br />

only told undercover officers,<br />

who he believed were<br />

organized crime members,<br />

that he killed Gordon,<br />

Sandra and Monica Klaus as<br />

a favour for Jason Klaus.<br />

Frank said in June 2014 he<br />

met Jason Klaus at the<br />

Huber Dam and Klaus told<br />

him he had a new job<br />

working for organized criminals<br />

and could get on with<br />

them full time but needed<br />

Frank to back up his story<br />

that he hired Frank to kill<br />

his family.<br />

Frank said that he’s<br />

laughing in the July 2014<br />

undercover police video,<br />

which shows Frank confessing<br />

to the crime, b<strong>eca</strong>use<br />

“I’m trying to sell this to<br />

(undercover cop) and<br />

playing a tough guy…That’s<br />

what Jason wanted, me to<br />

back his story up. I didn’t<br />

kill these people so there<br />

wasn’t emotion there.”<br />

Frank testified that his<br />

former friend, Amanda,<br />

gave him a Christmas<br />

present – after the murders<br />

– consisting of chocolate and<br />

a blue butane lighter/vaporizer<br />

for smoking marijuana.<br />

This is the lighter that he<br />

then gave to undercover<br />

RCMP officers July 2014<br />

telling them it is what he<br />

used to light the Klaus<br />

family farmhouse on fire<br />

after the murders.<br />

During the trial Saturday,<br />

Frank’s lawyer Andrea<br />

Urqhart, had Frank remove<br />

a blue lighter from an evidence<br />

bag and asked him if<br />

that is the lighter he gave to<br />

Mr. Big, an alleged crime<br />

boss who was actually an<br />

undercover RCMP officer.<br />

“Ya that’s the lighter,”<br />

said Frank. “The last time I<br />

seen it was in July when I<br />

gave it to Mr. Big.”<br />

Frank said the night of<br />

Dec. 7, 2013, Jason Klaus<br />

killed his family.<br />

He said while drinking at<br />

the Cosmopolitan Hotel<br />

Jason Klaus asked him if he<br />

remembered their October<br />

conversation when Klaus<br />

was upset with his father<br />

and “ranting” about him.<br />

“He said how much more<br />

work he’s doing around the<br />

farm b<strong>eca</strong>use his dad is sick.<br />

He’s not getting paid anything<br />

for all his extra work,”<br />

testified Frank.<br />

Frank said he thought<br />

Klaus was just venting,<br />

which he did often.<br />

“I just let him blow off<br />

some steam.”<br />

This is when, according to<br />

Frank, Klaus said it would<br />

be easier if his family was<br />

gone and then he could run<br />

the farm the way he wanted.<br />

Frank said Klaus told him<br />

that American hunters were<br />

interested in his prize whitetail<br />

deer head and that<br />

would be a good cover story<br />

for someone going into the<br />

family’s farmhouse and<br />

killing them.<br />

Frank said he didn’t think<br />

Klaus was serious.<br />

“I said ‘oh ya.’ He talked<br />

like that before. He gets<br />

angry easy and the person<br />

he’s (mad at) is going to get<br />

it, dead. That’s a common<br />

theme… In my opinion he’s<br />

just blowing off steam.”<br />

Frank, however, admitted<br />

that Klaus said that was a<br />

good night to kill his family<br />

b<strong>eca</strong>use it was snowing and<br />

everyone was home at the<br />

family farmhouse.<br />

Frank told the packed<br />

courtroom that the night of<br />

Dec. 7 he thought they were<br />

going to get more cocaine<br />

but Jason Klaus drove to his<br />

family’s farmyard and told<br />

Frank, “If you want to make<br />

it through this night you<br />

will shut the f*** up and do<br />

what I tell you.”<br />

Jason Klaus sat in the<br />

prisoner’s box listening with<br />

a wide smirk on his face.<br />

Frank said he stayed in<br />

the vehicle at the farmhouse<br />

and Jason Klaus went in.<br />

Frank said he heard some<br />

noises, “something loud.”<br />

“A few minutes later<br />

Jason came back into the<br />

lane way. I saw his arm go<br />

out and saw a muzzle flash<br />

and he shoots the dog.”<br />

Frank said Jason Klaus<br />

told him to get out of the<br />

vehicle and told him to<br />

follow him in the Klaus pick<br />

up truck.<br />

Frank said he unplugged<br />

the truck, started it and<br />

waited for Klaus.<br />

“I see him come back from<br />

the Quonset. He had a jerry<br />

can with him. He walked<br />

into the house. He came out<br />

a couple minutes later,<br />

dropped the jerry can and<br />

walked to his Suburban. I<br />

followed him out of the<br />

yard.”<br />

Frank testified he thought<br />

“What just happened?”<br />

He said he followed Klaus<br />

to Highway 36 north to the<br />

Battle River near Alliance<br />

for about 15 to 20 minutes<br />

where the truck was ditched<br />

and keys tossed.<br />

“I get into the Suburban<br />

and he backs out and heads<br />

to Castor. I try to ask him<br />

what’s going on.”<br />

Frank said Klaus told him<br />

“shut the f*** up I just lost<br />

my entire family. I don’t<br />

need this bullshit.”<br />

Frank said during the<br />

drive back to Castor Klaus<br />

threatened him saying if he<br />

told anyone there was a<br />

bullet coming his way.<br />

Frank said when he was<br />

fishing at the Huber Dam in<br />

June, 2014, Klaus contacted<br />

him asking to meet. They<br />

met at the dam and Frank<br />

said this is when Klaus gave<br />

him details of the crime.<br />

He said Klaus told him he<br />

needed Frank to tell his new<br />

bosses that he hired Frank<br />

to kill his family and he had<br />

nothing to worry about<br />

b<strong>eca</strong>use he already passed<br />

the polygraph.<br />

“He was giving me a list of<br />

stuff… that had occurred. He<br />

wanted me to get to know his<br />

list so I can back his story up…<br />

I was thinking ‘I don’t know<br />

what to do’ so I just said I<br />

would do it.”<br />

The operating budget<br />

reflects a modest increase in<br />

tax revenue, anticipating an<br />

increase in property<br />

assessments.<br />

Council is not expecting to<br />

increase the mill rate in<br />

2018.<br />

Water continues to be a<br />

deficit service in Big Valley,<br />

heavily subsidized through<br />

general municipal taxes.<br />

Though users are charged<br />

at the same rate per cubic<br />

metre (m3) as the village is<br />

charged by the Shirley<br />

McClellan Regional Water<br />

Services Commission, this<br />

does not include costs of any<br />

servicing and maintenance<br />

of the system.<br />

After considerable discussion,<br />

council voted to<br />

increase the water flat fee<br />

rate by $2 per month ($24/<br />

year) as of January 2018.<br />

Even with this increase,<br />

water expenses will exceed<br />

the income by about $22,000.<br />

2018 garbage and sewer<br />

rates will remain the same.<br />

Council voted to accept<br />

the interim budget with revenues<br />

of $648,123 and<br />

expenses of $642,228 leaving<br />

a surplus of $5,895.<br />

The expense side includes<br />

a $10,000 transfer to General<br />

Services provided a cost<br />

estimate of $24,920 to conduct<br />

the multi-year study.<br />

$5,420 for the project and<br />

has raised an additional<br />

$10,000.<br />

Site owned by the Village of<br />

Big Valley and in the care of<br />

local preservation organizations,<br />

the railway<br />

roundhouse interpretive<br />

centre is a significant<br />

to him for her post on Facebook.<br />

Mayor Helton pointed out that<br />

“M’Liss Edwards was not on council at<br />

the time of her discourse with Dave<br />

MacLeod on Facebook, it is not incumbent,<br />

appropriate or in any sense<br />

legitimate for this council, on which<br />

she now sits, to sanction her.<br />

New business<br />

Coun. Edwards, who is a director of<br />

the Morrin Community Association,<br />

abstained from voting on the motion to<br />

grant the association with their usual<br />

$500 for operating and maintaining the<br />

hall.<br />

Lisa Hall, treasurer of the association<br />

pointed out, in a letter to council,<br />

the need in the future to replace some<br />

flooring, the siding and always new<br />

equipment. The association depends on<br />

this grant and casino money.<br />

Council motioned to continue their<br />

monthly agreement with Muniware for<br />

the village accounting. A two per cent<br />

increase of $5.77 monthly takes the<br />

cost up to a total per month of $288.06.<br />

Morrin Ag Society requested and<br />

will re-sign a lease agreement with the<br />

Village of Morrin. A more recently<br />

signed agreement is needed when<br />

applying to raise funds by working<br />

casinos.<br />

Council concerns<br />

Coun. Graham raised the issue of<br />

accepting gifts, referring to the five<br />

leather chairs gifted to the village by<br />

Howard and Lynn Helton for the public’s<br />

use during council meetings<br />

rather than sitting on metal chairs.<br />

“I’m not trying to create ripples,”<br />

stated Graham. “But what if someone<br />

wants to donate goats to cut grass?”<br />

“If someone offers [a gift], then I<br />

guess we can decline,” said Mayor<br />

Howard Helton.<br />

He added, “I asked Annette”.<br />

CAO Plachner confirmed when<br />

Helton had asked her about the chairs,<br />

she had responded they could use<br />

some.<br />

Municipal Affairs, prior to getting<br />

the chairs , had told Helton there were<br />

no conflict issues involved in gifting<br />

the chairs when He had made the<br />

enquiry.<br />

After some discussion, it was<br />

decided it was the role of the CAO to<br />

determine the appropriateness of a gift<br />

to the village.<br />

“If I feel it’s a big issue, then I will<br />

bring it to council,” said CAO Plachner.<br />

“Like a gas station in Morrin,” asked<br />

Coun. Graham.<br />

“We worked on that [gas station] for<br />

a couple of years,” said CAO Plachner.<br />

It fell through due to regulations as<br />

far as containment of a spill, shut<br />

down, and regulations for cardlocks<br />

when there is no one there, said Mayor<br />

Helton.<br />

Former Mayor Lacher who attended<br />

the meeting said at the time the government<br />

did not have their regulations<br />

changed. Klaus farms would collect<br />

the insurance money.<br />

“I thought it was my truck and it<br />

wasn’t that big of a deal. It would be my<br />

truck that was being stolen and dad<br />

would still get the insurance money<br />

and Josh would get a truck.<br />

Somewhere in my mind it was a winwin<br />

situation.”<br />

Klaus added that he heard, since<br />

being in jail awaiting trial, that this<br />

type of vehicle theft and VIN changing<br />

is a common occurrence.<br />

Klaus said that on the way to the<br />

farm Frank mentioned they should<br />

steal Klaus’s prized white-tail deer<br />

head that was valued at about $200,000<br />

but Klaus told him “no that’s the most<br />

stupidest thing I heard.”<br />

Klaus claimed, however, that the<br />

plan to steal the white pick up truck<br />

went terribly wrong. He said he waited<br />

at the end of the long driveway while<br />

Frank went to the home to steal the<br />

truck but said that Frank took longer<br />

than he expected.<br />

Klaus said that when Frank finally<br />

drove out of the farmyard he didn’t<br />

stop and drove north.<br />

“He goes right by me and doesn’t<br />

stop, doesn’t slow down, goes right by<br />

me and I’m wondering what the f*** is<br />

going on.”<br />

Klaus said he followed Frank and<br />

tried phoning him twice on his cell but<br />

there was no answer.<br />

“I flashed my headlights at him and<br />

tried to get his attention.”<br />

Klaus said he didn’t know where<br />

Frank was going and he just kept following<br />

him to the bottom of the ski hill<br />

near the Battle River where Klaus said<br />

Frank ditched the pick up truck and<br />

threw the keys into the ditch.<br />

“It didn’t make any sense to me,”<br />

Klaus told the court. “I asked him<br />

what took you so long at the farm, why<br />

did it take three times as long as it<br />

should have taken and he said he<br />

couldn’t get the truck started and<br />

thought he heard a dog bark and said<br />

he took cover in a bush and waited.”<br />

Klaus said shortly after 7 a.m., Dec.<br />

8, he got a phone call that his family’s<br />

farmhouse was on fire so he rushed<br />

over.<br />

“I remember seeing the bubbles of<br />

flame coming out of the house and I<br />

was screaming, I was hysterical, I felt<br />

like throwing up.<br />

I couldn’t believe<br />

what I was<br />

seeing.”<br />

undercover RCMP sting, Klaus told<br />

undercover officers, who he believed<br />

were members of organized crime, that<br />

he paid Joshua Frank to shoot his<br />

family.<br />

During a police interview following<br />

his arrest Aug. 15, 2014, after Klaus<br />

was shown a video of his grandparents<br />

and cousin pleading with him to tell<br />

the truth, Klaus confessed to police<br />

that he and Frank intended to steal the<br />

trophy deer head but Frank offered to<br />

“take care of things” meaning kill his<br />

family for him.<br />

“I didn’t flat out ask him but he<br />

offered to take care of things,” Klaus<br />

said in a police interrogation.<br />

Klaus also claimed, in the August<br />

2014 police interrogation, that at the<br />

last minute he changed his mind about<br />

having Frank kill his family and ran<br />

to the farmhouse but it was too late.<br />

Klaus was then seen in the police<br />

video crying and saying he wasn’t a<br />

bad guy and his family meant the<br />

world to him.<br />

Klaus told the court Nov. 21, <strong>2017</strong>,<br />

during the trial, that he made this confession<br />

at the Red Deer RCMP<br />

Detachment in 2014 b<strong>eca</strong>use he was<br />

exhausted and tired of being questioned<br />

by the police and claimed that<br />

an officer taking him outside for air<br />

suggested that he should tell them<br />

what they want to hear to end the<br />

questioning.<br />

All of Klaus’s interactions with<br />

police at the detachment were video<br />

and/or audio recorded and the Crown<br />

prosecutor pointed out this was never<br />

said by police.<br />

Klaus told the court that he confronted<br />

Frank days after the murder<br />

as they drove to Castor together.<br />

“As we were driving I said ‘look Josh<br />

I truly believe you had something to do<br />

with the fire whether it was accidental<br />

or not you need to tell me.’ At that point<br />

he (proceeded) to tell me what happened<br />

and that it was an accident.”<br />

Klaus said Frank was initially just<br />

going to steal the truck but decided to<br />

go into the unlocked farmhouse and<br />

steal the prized deer head.<br />

When he tried removing the deer<br />

head from the wall he knocked over<br />

the Christmas tree, a dog barked and<br />

he saw Monica Klaus and shot her.<br />

He said Gordon Klaus then came<br />

down the hall carrying a gun so he<br />

shot him and then Sandra Klaus.<br />

gambling and cocaine addictions, he<br />

He claimed, however, that he confessed<br />

to his family in September 2013,<br />

he repaid the money within weeks by<br />

giving his dad $4,000 cash and his<br />

heifers. He said his family forgave him<br />

and didn’t love him any less.<br />

Changing to survive!<br />

We do not often respond directly to<br />

letters to the editor but it the case of<br />

Mr. Perry’s letter, pg. 6 Nov. 23 issue,<br />

criticizing our coverage of Coronation<br />

news, we found it an appropriate time<br />

for the public to hear the other side of<br />

the story.<br />

This publisher struggled for several<br />

years knowing that the Coronation<br />

Review could not be sustained as a<br />

viable business if we didn’t move forward.<br />

Coronation is my home town.<br />

My grandparents homesteaded in the<br />

area, my parents farmed and retired to<br />

Coronation. I grew up, graduated from<br />

the Coronation school, raised my<br />

family, continue to run a business and<br />

served on the Chamber of Commerce<br />

for many years.<br />

The simple answer to Mr. Perry’s<br />

letter is economics.<br />

In the newspaper business what<br />

matters at the end of the day is having<br />

enough advertising revenue to pay the<br />

expenses for a reporter to cover<br />

events? We would love to have the<br />

financial resources to hire more<br />

reporters and cover more events.<br />

Revenues from Coronation and area<br />

were declining in the 90’s. At the same<br />

time our world was expanding outside<br />

the borders of our small community.<br />

In the mid 90’s, Coronation Farm<br />

Equipment was a regular full page<br />

advertiser in the Coronation Review<br />

but it was looking to expand their marketing<br />

‘reach’.<br />

I was about to lose a major<br />

customer!<br />

It was at that time, I chose to continue<br />

growing my business evolving<br />

into the East Central Alberta (ECA)<br />

Review, still keeping my affinity to the<br />

Coronation Review. My advertisers<br />

needed to ‘reach for growth and survival<br />

in the new marketplace’.<br />

The ECA Review fills that niche.<br />

The Web and Facebook are now our<br />

competition. In the ever evolving world<br />

of newspapers, the ECA Review has<br />

grown their web and Facebook presence<br />

and our advertisers now reach an<br />

average of 400,000 people a month.<br />

That’s not a click on our web home<br />

page, that’s a real live person looking<br />

at a client’s advertisement. All ads in<br />

the newspaper go online in our<br />

Marketplace and are pushed out on<br />

seven different platforms.<br />

Now, onto news coverage!<br />

‘Community’ newspapers have<br />

always depended heavily on the commitment<br />

of people in the community to<br />

provide the news. Staffing is always an<br />

issue, sometimes I have reporters and<br />

writers, and sometimes I don’t.<br />

And there is never enough advertising<br />

revenue to cover all the news so<br />

an order of priority is established.<br />

Events advertised in the Review<br />

obviously have preferential coverage.<br />

But it also depends on what staff is<br />

available to attend, take pictures and<br />

write a story. When we have space,<br />

we are happy to include contributed<br />

stories and pictures from community<br />

members. But the crass reality is<br />

advertising revenue dictates the<br />

amount of space available for ‘news<br />

coverage’.<br />

I, too, often wish for the ‘simpler<br />

days of old’, but to survive the ECA<br />

Review has to adapt and change with<br />

the changing times. In fact, the ECA<br />

Review is one of a few ‘community’<br />

newspapers in Canada progressively<br />

and enthusiastically looking ahead<br />

and re-inventing ourselves to remain<br />

viable. We’re not fake news, we are<br />

proud of our product and we work<br />

hard to bring in more advertising to<br />

enable us to cover more community<br />

events.<br />

Did the ECA Review support the<br />

Coronation Elk’s Remembrance Day<br />

Service? Yes!<br />

Am I, personally, a member of the<br />

Castor Legion? Yes!<br />

Does the Review have to go outside<br />

“my” home town to stay viable? You<br />

bet!<br />

Does the Review contribute to<br />

Coronation economically? You bet!<br />

At any given time, 15 full and parttime<br />

employees work at the Review in<br />

Coronation and their pay cheques multiply<br />

into the community.<br />

The Internet has convinced a lot of<br />

people that news is free, but it’s not.<br />

Any community who has had their<br />

newspapers taken over by a corporate<br />

conglomerate soon find aggregated<br />

news from afar filling most of their<br />

pages. Our pages are primarily filled<br />

with local East Central Alberta news.<br />

The old adage, if you are not<br />

growing, you are dying, is true. Alas, I<br />

and a few other businesses in<br />

Coronation recognized that we had to<br />

“reach” further afield to grow. As a<br />

small business owner, it’s about<br />

changing to survive and having<br />

enough at the end of the month to pay<br />

the bills and have a little left over.<br />

Expectations of new leadership<br />

Politics are about to get very interesting<br />

in Alberta.<br />

A by-election has been called in the<br />

Calgary-Lougheed constituency that<br />

was opened up for a by-election by the<br />

sitting MLA Dave Rodney resigning<br />

the seat so Jason Kenny, the new<br />

leader of the United Conservative<br />

Party (UCP) could run to become an<br />

MLA and lead the party from the<br />

Legislature.<br />

Kenny has come a long way in the<br />

last year and a half. He resigned his<br />

position as an MP so he could run for<br />

the leadership of the old PC party with<br />

the objective of uniting the right.<br />

After an intense and focused campaign<br />

he won that leadership with a<br />

large majority. His next task was to<br />

convince the Wildrose hierarchy to<br />

begin discussions with the PC Party<br />

on a merger of the two parties.<br />

The two parties finally came up with<br />

an agreement and put it to a vote of the<br />

membership of both parties. That<br />

agreement was ratified by a 96 per cent<br />

vote of the members of both parties.<br />

As a result of the vote the UCP Party<br />

was formed and the two old parties<br />

were disbanded. The next step in the<br />

process was to elect a leader for the<br />

new party.. He won that vote again<br />

with a majority of 60 per cent.<br />

Assuming that he wins the next<br />

election, his real challenge will be to<br />

get Alberta back on track to becoming<br />

financially solvent again.<br />

By the next election, the NDP government<br />

will have us close to being 100<br />

billion dollars in debt. That is a large<br />

hole to crawl out of. I am a bit concerned<br />

that b<strong>eca</strong>use of his<br />

unprecedented success of the past two<br />

years that he may have set himself up<br />

for unrealistic expectations.<br />

I will try to articulate some issues<br />

that I think he needs to tackle if and<br />

when he becomes premier of this<br />

province.<br />

There are four key areas I think will<br />

be priorities for a UCP government to<br />

address, the Government deficit, the<br />

NDP Climate Change Plan, Alberta<br />

Health Care and Bill 6.<br />

By 2022 the government debt in<br />

Alberta is expected to be about 100 billion<br />

dollars. The NDP government has<br />

made no attempt to curtail their<br />

spending.<br />

Deficit spending began under the<br />

Stelmach government by allowing the<br />

unsustainable growth of the bureaucracy.<br />

The NDP government has<br />

allowed this same bureaucracy to<br />

grow exponentially. Of the 48,500 new<br />

jobs crated since the NDP came to<br />

power, 41,900 of them are in the public<br />

sector.,<br />

The entire NDP climate change plan<br />

has to be repealed. Not just the carbon<br />

tax. It is all based on flawed science.<br />

Science based evidence has proven<br />

that C02 emissions into the atmosphere<br />

are not a significant<br />

contributor to climate change, it is a<br />

natural occurrence.<br />

I have yet to hear a politician categorically<br />

make that statement in<br />

public.<br />

Alberta has the most expensive<br />

health care system in Canada, however<br />

other provinces have health<br />

systems that are more effective with<br />

shorter wait times. Our system needs a<br />

major overhaul.<br />

Several European countries have<br />

combination private public health systems<br />

that are less expensive and<br />

provide better service.<br />

Bill 6 needs to be repealed. The WCB<br />

is expensive and does not provide coverage<br />

24/7. Workers are only covered<br />

while they are actually working.<br />

There are private plans available<br />

that provide protection for farm<br />

workers with protection that will<br />

cover them 24 hours a day. Legislation<br />

just has to make it mandatory that<br />

farm workers have income protection<br />

in case of sickness or accident.<br />

If Jason Kenny becomes our next<br />

premier he will face a tremendous<br />

challenge to meet the expectations of<br />

correcting the mess that the NDP has<br />

created in Alberta.<br />

It will require the unwavering support<br />

of all conservatives to bring<br />

Alberta back to its former glory.<br />

Council Code of Conduct to be in place by July 2018<br />

A Council Code of Conduct Bylaw<br />

has been drawn up, and a first reading<br />

was passed at the County of<br />

Paintearth regular meeting on Nov.<br />

21.<br />

“Albertans have indicated a desire<br />

to hold their councillors more accountable<br />

for their actions,” states the<br />

Municipal Government Act (MGA)<br />

website.<br />

“Elections help to hold municipal<br />

councillors accountable, but this may<br />

not appropriately address immediate<br />

or urgent issues when it come to the<br />

conduct of individual councillors.”<br />

According to the MGA, all municipalities<br />

will need to develop a code of<br />

conduct before July 23 of next year.<br />

County of Paintearth hopes to have a<br />

code of conduct bylaw in place before<br />

July. Councillors will look over the<br />

drafted bylaw, propose changes and<br />

amendments at the next meeting.<br />

Shift changes and lay-offs<br />

Kyle Hobbs and Richard Sveahun,<br />

representatives from the<br />

Westmoreland Coal Company, joined<br />

council to give their yearly report.<br />

They told of the shift changes that<br />

happened at the Paintearth Mine in<br />

October. The site is no longer a<br />

24-hour mining operation, as they are<br />

shutting down during the nightshift.<br />

With the hour cut backs the emergency<br />

services available at the mine<br />

will be limited, and not as readily<br />

available to aid the public as they<br />

have done in the past.<br />

Council was also informed the<br />

mine is expecting lay-offs of an estimated<br />

six employees coming<br />

January.<br />

Hobbs and Sveahun shared a projected<br />

5-year plan. The plan included<br />

rebuilding Township road 402 west in<br />

2020 and mining through Township<br />

road 404 in 2021.<br />

The representatives also discussed<br />

reclamation of the mining site. The<br />

current strategy is to reclaim the<br />

Environments, and see no need to<br />

make amendments if Bill 24 is passed.<br />

Bill 24 would amend the School Act<br />

to:<br />

• Require all publicly funded schools<br />

to create welcoming, caring and<br />

respectful policies and make them<br />

publicly available.<br />

• Strengthen the Ministry’s ability<br />

to ensure school authorities have compliant<br />

policies by creating the ability<br />

to deem policies or policy elements.<br />

• Protect the privacy of students that<br />

join a GSA or QSA.<br />

• Provide additional clarity around<br />

the establishment of GSAs or QSAs at<br />

Valley ski hill<br />

A plan is currently being devised to<br />

stabilize the ski hill.<br />

Previously the County of Paintearth<br />

and Flagstaff County have each given<br />

$300,000 to the ski hill to aid with the<br />

pressing geotechnical issues.<br />

New grain elevator<br />

in Viking, Alberta<br />

Construction is underway for a new<br />

Parrish & Heimbecker, Limited (P&H)<br />

crop input centre and grain terminal<br />

in Viking, Ab.<br />

Scheduled to be completed in early<br />

2019, the new facility will include a<br />

46,000 tonne grain storage elevator,<br />

25,000 tonne dry bulk fertilizer shed,<br />

all attached by CN Railway with a 150-<br />

car loop track.<br />

A chemical storage facility is also<br />

scheduled for construction at the new<br />

facility.<br />

“The new Viking crop input centre<br />

and grain terminal puts P&H on the<br />

map to serve farmers and communities<br />

in the north/central Alberta area.<br />

We expect to create 20 new jobs<br />

locally and expand new inputs and<br />

grain merchandising opportunities for<br />

area farmers and P&H,” says John<br />

Heimbecker, President, P&H.<br />

“P&H broke ground for the new terminal<br />

in November <strong>2017</strong> and expect<br />

the economic spin-offs from the local<br />

construction crews to be significant to<br />

the Viking area over the next two<br />

years.”<br />

Sedgewick, Wainwright, St. Paul and<br />

Even today, many false beliefs<br />

about impaired driving continue to<br />

circulate. It’s about time we unveil<br />

the truth behind these<br />

misconceptions!<br />

• I ate after I drank; therefore, it’s<br />

safe to get behind the wheel.<br />

Actually, eating after a night of<br />

drinking changes absolutely<br />

nothing, as the alcohol has already<br />

entered your bloodstream. And<br />

since the effects of alcohol won’t disappear<br />

with a little food in your<br />

tummy, it’s definitely not safe to<br />

drive!<br />

• Prescription drugs are a lot less<br />

dangerous than illicit drugs. Many<br />

types of prescription and over-thecounter<br />

medication<br />

can significantly<br />

compromise a person’s<br />

ability to<br />

drive. Their various<br />

side effects (drowsiness,<br />

dizziness, blurred vision, reduced<br />

concentration, etc.) can be just as<br />

dangerous behind the wheel as<br />

those of certain illegal substances.<br />

Your blood alcohol level can continue to<br />

increase up to 90 minutes after you’ve<br />

consumed your last drink of the evening.<br />

• Men have a higher alcohol tolerance<br />

than women. A person’s sex<br />

doesn’t necessarily influence their<br />

tolerance level. However, things like<br />

body weight, fatigue, medication<br />

and metabolism do.<br />

• Police officers can’t tell when<br />

someone is under the influence of<br />

drugs. False! Police officers are specially<br />

trained to evaluate someone’s<br />

ability to drive in different ways —<br />

by administering a physical<br />

coordination test, for example.<br />

Furthermore, a driver can be<br />

brought in for further evaluation by<br />

a drug recognition expert at the<br />

local station.<br />

(more than 17 consecutive hours) is equivalent<br />

to drinking several alcoholic beverages. That’s<br />

Honoured by opportunities to give back to his community<br />

Donald William Emmett<br />

was born on<br />

June 18, 1932 at<br />

his grandparents,<br />

Patrick and<br />

Annie Emmetts’<br />

homestead just<br />

east of Halkirk,<br />

Ab. He was the<br />

eldest of Ezra<br />

and Elsie<br />

Emmett’s two<br />

children and was<br />

raised on the<br />

Emmett<br />

small family farm due west<br />

of Halkirk.<br />

Upon completing his high<br />

school in Castor, Don<br />

worked as a teacher at<br />

Apremont school in the<br />

Castor school district.<br />

On June 25, 1958, he married<br />

Shirley Hunt, the<br />

woman he cherished for the<br />

following 59 years until his<br />

death.<br />

They had two children:<br />

Debra and Dale.<br />

Following a number of<br />

years as a foreman in road<br />

construction, Don had a<br />

change in occupation to<br />

managing the local grain<br />

elevator in Castor, which<br />

allowed him to be closer to<br />

home and the family.<br />

His life involved a commitment<br />

to hard work,<br />

giving back to the community<br />

and treating everyone<br />

equally and with kindness.<br />

After he retired from the<br />

elevator, he worked as a hail<br />

adjuster, which allowed him<br />

to travel around Alberta<br />

and meet many new friends.<br />

In 1992 he obtained his<br />

real estate license and<br />

worked with his son, Dale,<br />

at FC Hunt Agencies for 17<br />

years.<br />

In his spare time, he was<br />

an avid curler and also<br />

coached the local ladies’<br />

softball team, the<br />

Capri’s, for many<br />

years.<br />

He was a playing<br />

coach for the Castor<br />

Mets, the men’s softball<br />

team.<br />

Don was inducted<br />

into the Softball<br />

Alberta Hall of<br />

Fame in 1998. He<br />

served as a volunteer<br />

District<br />

Organizer for the<br />

Association for 19 years.<br />

“Don was a voice for<br />

grassroots softball promoting<br />

the sport at the<br />

community level in rural<br />

Alberta.<br />

The consummate professional,<br />

Don served only for<br />

the love of the game and his<br />

sincerity and dedication to<br />

the sport helped it grow in<br />

the 1980’s.”<br />

Don was honoured to be a<br />

councillor for the town of<br />

Castor from 1986 to 1992. He<br />

was then was given the<br />

opportunity to represent the<br />

Town as its Mayor from<br />

1992 to 2001. These 15 years<br />

were another opportunity<br />

for Don to give back to the<br />

community for which he so<br />

deeply cared.<br />

Don is survived by his<br />

wife, Shirley; his daughter,<br />

Debra, and her husband,<br />

Brian; son, Dale, and his<br />

partner, Stephanie; and the<br />

family’s caregiver, Mae.<br />

He will be lovingly<br />

remembered by his family<br />

and many friends.<br />

Don was predeceased by<br />

his parents Elsie and Ezra<br />

Emmett and his brother<br />

Darrel.<br />

Funeral services were held<br />

at Knox United Church, Castor,<br />

Ab. on Nov. 25 at 2 p.m. with<br />

Rev. Barbara Zimmerman<br />

officiating.<br />

United Church Choir presented<br />

their gifts of music. Cliff<br />

Campbell gave a loving tribute.<br />

Honourary pallbearers were<br />

all of Don’s much loved friends;<br />

while active pallbearers were<br />

Zimmerman, Clifford Jordahl,<br />

Ron Cooke, Wray Emmett and<br />

Dennis Filipenko, as he was<br />

laid to rest in Castor Municipal<br />

Cemetery.<br />
