‘People can
waste a lot
of water’
said CAO
Councillor Dr. Bob Graham, in
reviewing the accounts payable, questioned
if it was usual for the water bill
to be that high?
Chief Administrative Officer (CAO)
Annette Plachner explained the water
was billed quarterly.
Coun. Graham’s interest in the water
bill was a result of him noticing water
running down the street from an unoccupied
home and was wondering what
that would have cost the village.
CAO Plachner explained there was
no way of knowing. “We have to look at
getting meters because people can
waste a lot of water,” said Plachner.
“I’ve seen it happen,” said Coun.
M’Liss Edwards. “People will just let it
[water] run down the street.”
Singer songwriter Jake Mathews, originally from Sudbury Ont., entertained a full house at the Coronation Community Centre for the
second of five Coronation Royal Performing Arts performances Fri. Nov. 25. Donna Younger and Dan Kinakin purchase CD’s as they talk
with Mathews. Fiddler Denis Dufresne and Brendan Waters on the acoustic guitar or keyboard entertained with some old favourites and
songs Mathews had written.
Klaus blames co-accused for killing his sister, parents
ECA Review
Jason Klaus blamed his co-accused
Joshua Frank for killing his family
and said he had no idea Frank was
going to murder them.
Klaus and Frank are on trial in Red
Deer Court of Queen’s Bench each
charged with arson and three counts of
first-degree murder in connection with
the deaths of Gordon Klaus, Sandra
Klaus and Monica Klaus on Dec. 8,
2013.
Klaus was on the stand for three
days last week and questioned first by
his Calgary lawyer Allan Fay then
Joshua Frank’s Calgary defence Tonii
Roulston and finally Crown prosecutor
Douglas Taylor.
Klaus, under direct examination by
his lawyer, told the court that the night
of the murders he had eight beers
before arriving at the bar, more than a
dozen vodka and orange juice at the
bar and snorted cocaine at least two
times throughout the evening.
Frank blames co-accused Jason Klaus for murders
Lisa Joy
ECA Review
Joshua Frank took the
stand Nov. 24 and 25 professed
he was innocent and
claimed that Jason Klaus
killed his family.
Klaus and Frank are on
trial in Red Deer Court of
Queen’s Bench each charged
with arson and three counts
of first-degree murder in
connection with the deaths
of Gordon Klaus, Sandra
Klaus and Monica Klaus on
Dec. 8, 2013.
Frank claimed that he
only told undercover officers,
who he believed were
organized crime members,
that he killed Gordon,
Sandra and Monica Klaus as
a favour for Jason Klaus.
Frank said in June 2014 he
met Jason Klaus at the
Huber Dam and Klaus told
him he had a new job
working for organized criminals
and could get on with
them full time but needed
Frank to back up his story
that he hired Frank to kill
his family.
Frank said that he’s
laughing in the July 2014
undercover police video,
which shows Frank confessing
to the crime, because
“I’m trying to sell this to
(undercover cop) and
playing a tough guy…That’s
what Jason wanted, me to
back his story up. I didn’t
kill these people so there
wasn’t emotion there.”
Frank testified that his
former friend, Amanda,
gave him a Christmas
present – after the murders
– consisting of chocolate and
a blue butane lighter/vaporizer
for smoking marijuana.
This is the lighter that he
then gave to undercover
RCMP officers July 2014
telling them it is what he
used to light the Klaus
family farmhouse on fire
after the murders.
During the trial Saturday,
Frank’s lawyer Andrea
Urqhart, had Frank remove
a blue lighter from an evidence
bag and asked him if
that is the lighter he gave to
Mr. Big, an alleged crime
boss who was actually an
undercover RCMP officer.
“Ya that’s the lighter,”
said Frank. “The last time I
seen it was in July when I
gave it to Mr. Big.”
Frank said the night of
Dec. 7, 2013, Jason Klaus
killed his family.
He said while drinking at
the Cosmopolitan Hotel
Jason Klaus asked him if he
remembered their October
conversation when Klaus
was upset with his father
and “ranting” about him.
“He said how much more
work he’s doing around the
farm because his dad is sick.
He’s not getting paid anything
for all his extra work,”
testified Frank.
Frank said he thought
Klaus was just venting,
which he did often.
“I just let him blow off
some steam.”
This is when, according to
Frank, Klaus said it would
be easier if his family was
gone and then he could run
the farm the way he wanted.
Frank said Klaus told him
that American hunters were
interested in his prize whitetail
deer head and that
would be a good cover story
for someone going into the
family’s farmhouse and
killing them.
Frank said he didn’t think
Klaus was serious.
“I said ‘oh ya.’ He talked
like that before. He gets
angry easy and the person
he’s (mad at) is going to get
it, dead. That’s a common
theme… In my opinion he’s
just blowing off steam.”
Frank, however, admitted
that Klaus said that was a
good night to kill his family
because it was snowing and
everyone was home at the
family farmhouse.
Frank told the packed
courtroom that the night of
Dec. 7 he thought they were
going to get more cocaine
but Jason Klaus drove to his
family’s farmyard and told
Frank, “If you want to make
it through this night you
will shut the f*** up and do
what I tell you.”
Jason Klaus sat in the
prisoner’s box listening with
a wide smirk on his face.
Frank said he stayed in
the vehicle at the farmhouse
and Jason Klaus went in.
Frank said he heard some
noises, “something loud.”
“A few minutes later
Jason came back into the
lane way. I saw his arm go
out and saw a muzzle flash
and he shoots the dog.”
Frank said Jason Klaus
told him to get out of the
vehicle and told him to
follow him in the Klaus pick
up truck.
Frank said he unplugged
the truck, started it and
waited for Klaus.
“I see him come back from
the Quonset. He had a jerry
can with him. He walked
into the house. He came out
a couple minutes later,
dropped the jerry can and
walked to his Suburban. I
followed him out of the
yard.”
Frank testified he thought
“What just happened?”
He said he followed Klaus
to Highway 36 north to the
Battle River near Alliance
for about 15 to 20 minutes
where the truck was ditched
and keys tossed.
“I get into the Suburban
and he backs out and heads
to Castor. I try to ask him
what’s going on.”
Frank said Klaus told him
“shut the f*** up I just lost
my entire family. I don’t
need this bullshit.”
Frank said during the
drive back to Castor Klaus
threatened him saying if he
told anyone there was a
bullet coming his way.
Frank said when he was
fishing at the Huber Dam in
June, 2014, Klaus contacted
him asking to meet. They
met at the dam and Frank
said this is when Klaus gave
him details of the crime.
He said Klaus told him he
needed Frank to tell his new
bosses that he hired Frank
to kill his family and he had
nothing to worry about
because he already passed
the polygraph.
“He was giving me a list of
stuff… that had occurred. He
wanted me to get to know his
list so I can back his story up…
I was thinking ‘I don’t know
what to do’ so I just said I
would do it.”
Before Klaus left, Frank said
Klaus went to his vehicle and
Clearview board trustees with
the fall draft budget and a plan
for the use of reserves in 2017-18
at the Nov. 16 board meeting.
Prepared from all enrolment
and staffing information as of
Nov. 6, 2017, the budget assumes
no increases in compensation
for staff and no significant
changes in operations.
Modest surplus in Big Valley interim budget
Linda Stillinger,
ECA Review
Big Valley council
reviewed the second drafts
of the 2018 interim operating
and the multi-year capital
budgets with CAO Michelle
White at the Nov. 23 regular
meeting.
The operating budget
reflects a modest increase in
tax revenue, anticipating an
increase in property
assessments.
Council is not expecting to
increase the mill rate in
2018.
Water continues to be a
deficit service in Big Valley,
heavily subsidized through
general municipal taxes.
Though users are charged
at the same rate per cubic
metre (m3) as the village is
charged by the Shirley
McClellan Regional Water
Services Commission, this
does not include costs of any
servicing and maintenance
of the system.
After considerable discussion,
council voted to
increase the water flat fee
rate by $2 per month ($24/
year) as of January 2018.
Even with this increase,
water expenses will exceed
the income by about $22,000.
2018 garbage and sewer
rates will remain the same.
Council voted to accept
the interim budget with revenues
of $648,123 and
expenses of $642,228 leaving
a surplus of $5,895.
The expense side includes
a $10,000 transfer to General
Reserves.
The multi-year capital
budget also passed.
2018 projects include
$75,000 for sidewalks and
concrete swales, $10,000 for
back alley work and $30,000
for seal coating to extend the
life of some sections of pavement
.
Council hopes to secure
outside grants to fund a new
outdoor space such as a
skateboard park.
Community consultations
will take place
over the winter
to assess what
the community
and in particular
the youth, would
like to see in Big
Valley.
Rodeo lease
Council voted
• Kids activities 1 - 4 p.m.
• Farmer’s Market
• Sleigh Rides
• Visit from Santa
• Parade of Lights
to extend the lease area for
the Big Valley Bust Out
Rodeo Association.
Councillor Dwayne
Grover stated his support
for the lease extension on
the conditions that access to
the village dry dump be kept
intact and the Rodeo
Association would be
responsible for the upkeep
and insurance of the site
year round.
Mayor Sandra Johnson
agreed, but emphasized the
importance of honouring
the boundaries of an
existing Bearspaw
Petroleum lease and maintained
that no hard
infrastructure was to be
built on the new leased area.
A site meeting will be
scheduled for the spring of
2018 between Big Valley
public works staff and
Rodeo Association members
to accurately stake out the
area.
Big Valley Roundhouse
The safety and preservation
of the Big Valley
roundhouse “ruins” will be
the focus of a study proposed
by the Canadian Northern
Society.
Based on a recommendation
from the Alberta
Historical Resources
Foundation, ISL
Engineering and Land
Services provided a cost
estimate of $24,920 to conduct
the multi-year study.
In Dec. 2016, Canadian
Northern secured a grant of
$5,420 for the project and
has raised an additional
$10,000.
A Registered Historical
Site owned by the Village of
Big Valley and in the care of
local preservation organizations,
the railway
roundhouse interpretive
centre is a significant
tourist attraction.
The proposed study will
assess the safety of the
grounds and structure, identifying
any preservation
efforts that may be required.
Appropriateness of gifts
Cont’d from Pg 1
MacLeod had requested council at
their last meeting that Coun. Edwards
be sanctioned and she write an apology
to him for her post on Facebook.
Mayor Helton pointed out that
“M’Liss Edwards was not on council at
the time of her discourse with Dave
MacLeod on Facebook, it is not incumbent,
appropriate or in any sense
legitimate for this council, on which
she now sits, to sanction her.
New business
Coun. Edwards, who is a director of
the Morrin Community Association,
abstained from voting on the motion to
grant the association with their usual
$500 for operating and maintaining the
hall.
Lisa Hall, treasurer of the association
pointed out, in a letter to council,
the need in the future to replace some
flooring, the siding and always new
equipment. The association depends on
this grant and casino money.
Council motioned to continue their
monthly agreement with Muniware for
the village accounting. A two per cent
increase of $5.77 monthly takes the
cost up to a total per month of $288.06.
Morrin Ag Society requested and
will re-sign a lease agreement with the
Village of Morrin. A more recently
signed agreement is needed when
applying to raise funds by working
casinos.
Council concerns
Coun. Graham raised the issue of
accepting gifts, referring to the five
leather chairs gifted to the village by
Howard and Lynn Helton for the public’s
use during council meetings
rather than sitting on metal chairs.
“I’m not trying to create ripples,”
stated Graham. “But what if someone
wants to donate goats to cut grass?”
“If someone offers [a gift], then I
guess we can decline,” said Mayor
Howard Helton.
He added, “I asked Annette”.
CAO Plachner confirmed when
Helton had asked her about the chairs,
she had responded they could use
some.
Municipal Affairs, prior to getting
the chairs , had told Helton there were
no conflict issues involved in gifting
the chairs when He had made the
enquiry.
After some discussion, it was
decided it was the role of the CAO to
determine the appropriateness of a gift
to the village.
“If I feel it’s a big issue, then I will
bring it to council,” said CAO Plachner.
Council reports
Coun. Graham reported on the
Palliser Planning Commission he
attended including questioning on
Morrin’s Municipal Development Plan
that according to CAO Plachner,
Palliser is suppose to be working on.
Also talked about training programs
for appeal boards or Palliser looking
into what savings
would be
incurred if they
were to join the
Red Deer Appeal
Board.
Members
taking training
have to re-take it
every three years
which is a cost.
Coun. Edwards
reported on her
meeting with the
Drumheller
Seniors
Foundation.
Mayor Helton
provide written
reports of the two
meetings he
attended, the Morrin Homecoming
2020 and the Community Futures Big
Country.
Helton explained that in an effort to
go paperless, all members of
Community Futures are given a tablet.
He added that one goal is to reach
out to their smaller communities.
“Like a gas station in Morrin,” asked
Coun. Graham.
“We worked on that [gas station] for
a couple of years,” said CAO Plachner.
It fell through due to regulations as
far as containment of a spill, shut
down, and regulations for cardlocks
when there is no one there, said Mayor
Helton.
Former Mayor Lacher who attended
the meeting said at the time the government
did not have their regulations
in place.
Klaus forged cheques on the family’s farm account
Cont’d from Pg 1
Frank would then have the truck
painted a different colour and the
Vehicle Identification Number (VIN)
changed. Klaus farms would collect
the insurance money.
“I thought it was my truck and it
wasn’t that big of a deal. It would be my
truck that was being stolen and dad
would still get the insurance money
and Josh would get a truck.
Somewhere in my mind it was a winwin
situation.”
Klaus added that he heard, since
being in jail awaiting trial, that this
type of vehicle theft and VIN changing
is a common occurrence.
Klaus said that on the way to the
farm Frank mentioned they should
steal Klaus’s prized white-tail deer
head that was valued at about $200,000
but Klaus told him “no that’s the most
stupidest thing I heard.”
Klaus claimed, however, that the
plan to steal the white pick up truck
went terribly wrong. He said he waited
at the end of the long driveway while
Frank went to the home to steal the
truck but said that Frank took longer
than he expected.
Klaus said that when Frank finally
drove out of the farmyard he didn’t
stop and drove north.
“He goes right by me and doesn’t
stop, doesn’t slow down, goes right by
me and I’m wondering what the f*** is
going on.”
Klaus said he followed Frank and
tried phoning him twice on his cell but
there was no answer.
“I flashed my headlights at him and
tried to get his attention.”
Klaus said he didn’t know where
Frank was going and he just kept following
him to the bottom of the ski hill
near the Battle River where Klaus said
Frank ditched the pick up truck and
threw the keys into the ditch.
“It didn’t make any sense to me,”
Klaus told the court. “I asked him
what took you so long at the farm, why
did it take three times as long as it
should have taken and he said he
couldn’t get the truck started and
thought he heard a dog bark and said
he took cover in a bush and waited.”
Klaus said shortly after 7 a.m., Dec.
8, he got a phone call that his family’s
farmhouse was on fire so he rushed
over.
“I remember seeing the bubbles of
flame coming out of the house and I
was screaming, I was hysterical, I felt
like throwing up.
I couldn’t believe
what I was
seeing.”
Klaus said this
is when he
started thinking
that maybe
Joshua Frank
had something to
do with the fire.
“Going through
my head was did
somehow Josh
have something
to do with this,”
said Klaus as
Frank sat in the
prisoner’s box listening
and shook
his head.
Klaus said he
didn’t tell police
about his suspicions
because he
was the one who
dropped Frank
off at his parent’s
farmyard to steal
the vehicle and
was afraid he
would be
implicated.
In June 2014,
undercover RCMP sting, Klaus told
undercover officers, who he believed
were members of organized crime, that
he paid Joshua Frank to shoot his
family.
During a police interview following
his arrest Aug. 15, 2014, after Klaus
was shown a video of his grandparents
and cousin pleading with him to tell
the truth, Klaus confessed to police
that he and Frank intended to steal the
trophy deer head but Frank offered to
“take care of things” meaning kill his
family for him.
“I didn’t flat out ask him but he
offered to take care of things,” Klaus
said in a police interrogation.
Klaus also claimed, in the August
2014 police interrogation, that at the
last minute he changed his mind about
having Frank kill his family and ran
to the farmhouse but it was too late.
Klaus was then seen in the police
video crying and saying he wasn’t a
bad guy and his family meant the
world to him.
Klaus told the court Nov. 21, 2017,
during the trial, that he made this confession
at the Red Deer RCMP
Detachment in 2014 because he was
exhausted and tired of being questioned
by the police and claimed that
an officer taking him outside for air
suggested that he should tell them
what they want to hear to end the
questioning.
All of Klaus’s interactions with
police at the detachment were video
and/or audio recorded and the Crown
prosecutor pointed out this was never
said by police.
Klaus told the court that he confronted
Frank days after the murder
as they drove to Castor together.
“As we were driving I said ‘look Josh
I truly believe you had something to do
with the fire whether it was accidental
or not you need to tell me.’ At that point
he (proceeded) to tell me what happened
and that it was an accident.”
Klaus said Frank was initially just
going to steal the truck but decided to
go into the unlocked farmhouse and
steal the prized deer head.
When he tried removing the deer
head from the wall he knocked over
the Christmas tree, a dog barked and
he saw Monica Klaus and shot her.
He said Gordon Klaus then came
down the hall carrying a gun so he
shot him and then Sandra Klaus.
Klaus admitted that, to support his
gambling and cocaine addictions, he
forged four to five cheques totaling
about seven or eight thousand dollars
on the family’s farm account in July or
August 2013.
He claimed, however, that he confessed
to his family in September 2013,
he repaid the money within weeks by
giving his dad $4,000 cash and his
heifers. He said his family forgave him
and didn’t love him any less.
Joshua Frank’s defence Tonii
Roulston, however, when questioning
Klaus about the forged cheques, produced
copies of additional cheques
that Klaus wrote forging his dad’s signature.
The last one was on Dec. 2, just
days before the murders.
From about August to December
Klaus forged cheques for more than
Changing to survive!
J. Webster, publisher
ECA Review
We do not often respond directly to
letters to the editor but it the case of
Mr. Perry’s letter, pg. 6 Nov. 23 issue,
criticizing our coverage of Coronation
news, we found it an appropriate time
for the public to hear the other side of
the story.
This publisher struggled for several
years knowing that the Coronation
Review could not be sustained as a
viable business if we didn’t move forward.
Coronation is my home town.
My grandparents homesteaded in the
area, my parents farmed and retired to
Coronation. I grew up, graduated from
the Coronation school, raised my
family, continue to run a business and
served on the Chamber of Commerce
for many years.
The simple answer to Mr. Perry’s
letter is economics.
“
I chose to continue
growing my business
evolving into the East
Central Alberta (ECA)
Review, still keeping my
affinity to the Coronation
Review. My advertisers
needed to ‘reach for
growth and survival in the
new marketplace’.
- J. WEBSTER, PUBLISHER
In the newspaper business what
matters at the end of the day is having
enough advertising revenue to pay the
expenses for a reporter to cover
events? We would love to have the
financial resources to hire more
reporters and cover more events.
Revenues from Coronation and area
were declining in the 90’s. At the same
time our world was expanding outside
the borders of our small community.
In the mid 90’s, Coronation Farm
Equipment was a regular full page
advertiser in the Coronation Review
but it was looking to expand their marketing
‘reach’.
I was about to lose a major
customer!
It was at that time, I chose to continue
growing my business evolving
into the East Central Alberta (ECA)
Review, still keeping my affinity to the
Coronation Review. My advertisers
needed to ‘reach for growth and survival
in the new marketplace’.
The ECA Review fills that niche.
The Web and Facebook are now our
competition. In the ever evolving world
of newspapers, the ECA Review has
grown their web and Facebook presence
and our advertisers now reach an
average of 400,000 people a month.
That’s not a click on our web home
page, that’s a real live person looking
at a client’s advertisement. All ads in
the newspaper go online in our
Marketplace and are pushed out on
seven different platforms.
Now, onto news coverage!
‘Community’ newspapers have
always depended heavily on the commitment
of people in the community to
provide the news. Staffing is always an
issue, sometimes I have reporters and
writers, and sometimes I don’t.
And there is never enough advertising
revenue to cover all the news so
an order of priority is established.
Events advertised in the Review
obviously have preferential coverage.
But it also depends on what staff is
available to attend, take pictures and
write a story. When we have space,
we are happy to include contributed
stories and pictures from community
members. But the crass reality is
advertising revenue dictates the
amount of space available for ‘news
coverage’.
I, too, often wish for the ‘simpler
days of old’, but to survive the ECA
Review has to adapt and change with
the changing times. In fact, the ECA
Review is one of a few ‘community’
newspapers in Canada progressively
and enthusiastically looking ahead
and re-inventing ourselves to remain
viable. We’re not fake news, we are
proud of our product and we work
hard to bring in more advertising to
enable us to cover more community
events.
Did the ECA Review support the
Coronation Elk’s Remembrance Day
Service? Yes!
Am I, personally, a member of the
Castor Legion? Yes!
Does the Review have to go outside
“my” home town to stay viable? You
bet!
Does the Review contribute to
Coronation economically? You bet!
At any given time, 15 full and parttime
employees work at the Review in
Coronation and their pay cheques multiply
into the community.
The Internet has convinced a lot of
people that news is free, but it’s not.
Any community who has had their
newspapers taken over by a corporate
conglomerate soon find aggregated
news from afar filling most of their
pages. Our pages are primarily filled
with local East Central Alberta news.
The old adage, if you are not
growing, you are dying, is true. Alas, I
and a few other businesses in
Coronation recognized that we had to
“reach” further afield to grow. As a
small business owner, it’s about
changing to survive and having
enough at the end of the month to pay
the bills and have a little left over.
Expectations of new leadership
by Herman Schwenk
Politics are about to get very interesting
in Alberta.
A by-election has been called in the
Calgary-Lougheed constituency that
was opened up for a by-election by the
sitting MLA Dave Rodney resigning
the seat so Jason Kenny, the new
leader of the United Conservative
Party (UCP) could run to become an
MLA and lead the party from the
Legislature.
Kenny has come a long way in the
last year and a half. He resigned his
position as an MP so he could run for
the leadership of the old PC party with
the objective of uniting the right.
After an intense and focused campaign
he won that leadership with a
large majority. His next task was to
convince the Wildrose hierarchy to
begin discussions with the PC Party
on a merger of the two parties.
The two parties finally came up with
an agreement and put it to a vote of the
membership of both parties. That
agreement was ratified by a 96 per cent
vote of the members of both parties.
As a result of the vote the UCP Party
was formed and the two old parties
were disbanded. The next step in the
process was to elect a leader for the
new party.. He won that vote again
with a majority of 60 per cent.
Assuming that he wins the next
election, his real challenge will be to
get Alberta back on track to becoming
financially solvent again.
By the next election, the NDP government
will have us close to being 100
billion dollars in debt. That is a large
hole to crawl out of. I am a bit concerned
that because of his
unprecedented success of the past two
years that he may have set himself up
for unrealistic expectations.
I will try to articulate some issues
that I think he needs to tackle if and
when he becomes premier of this
province.
There are four key areas I think will
be priorities for a UCP government to
address, the Government deficit, the
NDP Climate Change Plan, Alberta
Health Care and Bill 6.
By 2022 the government debt in
Alberta is expected to be about 100 billion
dollars. The NDP government has
made no attempt to curtail their
spending.
Deficit spending began under the
Stelmach government by allowing the
unsustainable growth of the bureaucracy.
The NDP government has
allowed this same bureaucracy to
grow exponentially. Of the 48,500 new
jobs crated since the NDP came to
power, 41,900 of them are in the public
sector.,
The entire NDP climate change plan
has to be repealed. Not just the carbon
tax. It is all based on flawed science.
Science based evidence has proven
that C02 emissions into the atmosphere
are not a significant
contributor to climate change, it is a
natural occurrence.
I have yet to hear a politician categorically
make that statement in
public.
Alberta has the most expensive
health care system in Canada, however
other provinces have health
systems that are more effective with
shorter wait times. Our system needs a
major overhaul.
Several European countries have
combination private public health systems
that are less expensive and
provide better service.
Bill 6 needs to be repealed. The WCB
is expensive and does not provide coverage
24/7. Workers are only covered
while they are actually working.
There are private plans available
that provide protection for farm
workers with protection that will
cover them 24 hours a day. Legislation
just has to make it mandatory that
farm workers have income protection
in case of sickness or accident.
If Jason Kenny becomes our next
premier he will face a tremendous
challenge to meet the expectations of
correcting the mess that the NDP has
created in Alberta.
It will require the unwavering support
of all conservatives to bring
Alberta back to its former glory.
Council Code of Conduct to be in place by July 2018
E. Wheller
ECA Review
A Council Code of Conduct Bylaw
has been drawn up, and a first reading
was passed at the County of
Paintearth regular meeting on Nov.
21.
“Albertans have indicated a desire
to hold their councillors more accountable
for their actions,” states the
Municipal Government Act (MGA)
website.
“Elections help to hold municipal
councillors accountable, but this may
not appropriately address immediate
or urgent issues when it come to the
conduct of individual councillors.”
According to the MGA, all municipalities
will need to develop a code of
conduct before July 23 of next year.
County of Paintearth hopes to have a
code of conduct bylaw in place before
July. Councillors will look over the
drafted bylaw, propose changes and
amendments at the next meeting.
Shift changes and lay-offs
Kyle Hobbs and Richard Sveahun,
representatives from the
Westmoreland Coal Company, joined
council to give their yearly report.
They told of the shift changes that
happened at the Paintearth Mine in
October. The site is no longer a
24-hour mining operation, as they are
shutting down during the nightshift.
With the hour cut backs the emergency
services available at the mine
will be limited, and not as readily
available to aid the public as they
have done in the past.
Council was also informed the
mine is expecting lay-offs of an estimated
six employees coming
January.
Hobbs and Sveahun shared a projected
5-year plan. The plan included
rebuilding Township road 402 west in
2020 and mining through Township
road 404 in 2021.
The representatives also discussed
reclamation of the mining site. The
current strategy is to reclaim the
The Prairie Land Regional Division
(PLRD) Board of Trustees initiated a
review of board policies’ at their Nov.
14 meeting by critically reflecting
upon Policy 1 – Division Vision,
Mission, Primary Goal and Beliefs;
and Policy 2 - Role of the Board.
Each policy was amended and will
be shared with school councils and
PLRD staff.
The trustees will spend the year
reviewing all 23 policies in an effort to
ensure that they are meaningful and
applicable to their responsibilities as
Bill 24
The government has proposed Bill
24 – An Act to Protect Gay-Straight
The board discussed the proposed
Bill 24 and filtered their discussion
through existing PLRD Policy 23 –
Welcoming, Caring, Respectful and
Safe Learning and Working
Environments, and see no need to
make amendments if Bill 24 is passed.
Bill 24 would amend the School Act
to:
• Require all publicly funded schools
to create welcoming, caring and
respectful policies and make them
publicly available.
• Strengthen the Ministry’s ability
to ensure school authorities have compliant
Dispensing
with myths
Even today, many false beliefs
about impaired driving continue to
circulate. It’s about time we unveil
the truth behind these
misconceptions!
• I ate after I drank; therefore, it’s
safe to get behind the wheel.
Actually, eating after a night of
drinking changes absolutely
nothing, as the alcohol has already
entered your bloodstream. And
since the effects of alcohol won’t disappear
with a little food in your
tummy, it’s definitely not safe to
drive!
• Prescription drugs are a lot less
dangerous than illicit drugs. Many
types of prescription and over-thecounter
medication
can significantly
compromise a person’s
ability to
drive. Their various
side effects (drowsiness,
dizziness, blurred vision, reduced
concentration, etc.) can be just as
dangerous behind the wheel as
those of certain illegal substances.
(403) 742-8822 (office)
(403) 742-6185 (Res.) (403) 740-9209 (cell.)
Your blood alcohol level can continue to
increase up to 90 minutes after you’ve
consumed your last drink of the evening.
• Men have a higher alcohol tolerance
than women. A person’s sex
doesn’t necessarily influence their
tolerance level. However, things like
body weight, fatigue, medication
and metabolism do.
• Police officers can’t tell when
someone is under the influence of
drugs. False! Police officers are specially
trained to evaluate someone’s
ability to drive in different ways —
by administering a physical
coordination test, for example.
Furthermore, a driver can be
brought in for further evaluation by
a drug recognition expert at the
local station.
Did you
know?
Going prolonged periods of time without sleep
(more than 17 consecutive hours) is equivalent
to drinking several alcoholic beverages. That’s
why it’s strongly recommended to avoid
driving when sleep-deprived.
obituary
Honoured by opportunities to give back to his community
June 18, 1932 –
November 19, 2017
Donald William Emmett
was born on
June 18, 1932 at
his grandparents,
Patrick and
Annie Emmetts’
homestead just
east of Halkirk,
Ab. He was the
eldest of Ezra
and Elsie
Emmett’s two
children and was
raised on the
Emmett
small family farm due west
of Halkirk.
Upon completing his high
school in Castor, Don
worked as a teacher at
Apremont school in the
Castor school district.
On June 25, 1958, he married
Shirley Hunt, the
woman he cherished for the
following 59 years until his
death.
They had two children:
Debra and Dale.
Following a number of
years as a foreman in road
construction, Don had a
change in occupation to
managing the local grain
elevator in Castor, which
allowed him to be closer to
home and the family.
His life involved a commitment
to hard work,
giving back to the community
and treating everyone
equally and with kindness.
After he retired from the
elevator, he worked as a hail
adjuster, which allowed him
to travel around Alberta
and meet many new friends.
In 1992 he obtained his
real estate license and
worked with his son, Dale,
at FC Hunt Agencies for 17
years.
In his spare time, he was
an avid curler and also
coached the local ladies’
softball team, the
Capri’s, for many
years.
He was a playing
coach for the Castor
Mets, the men’s softball
team.
Don was inducted
into the Softball
Alberta Hall of
Fame in 1998. He
served as a volunteer
District
Organizer for the
Association for 19 years.
“Don was a voice for
grassroots softball promoting
the sport at the
community level in rural
Alberta.
The consummate professional,
Don served only for
the love of the game and his
sincerity and dedication to
the sport helped it grow in
the 1980’s.”
Don was honoured to be a
councillor for the town of
Castor from 1986 to 1992. He
was then was given the
opportunity to represent the
Town as its Mayor from
1992 to 2001. These 15 years
were another opportunity
for Don to give back to the
community for which he so
deeply cared.
Don is survived by his
wife, Shirley; his daughter,
Debra, and her husband,
Brian; son, Dale, and his
partner, Stephanie; and the
family’s caregiver, Mae.
He will be lovingly
remembered by his family
and many friends.
Don was predeceased by
his parents Elsie and Ezra
Emmett and his brother
Darrel.
Funeral services were held
at Knox United Church, Castor,
Ab. on Nov. 25 at 2 p.m. with
Rev. Barbara Zimmerman
officiating.
Cathy Schaffner and Knox
United Church Choir presented
their gifts of music. Cliff
Campbell gave a loving tribute.
Honourary pallbearers were
all of Don’s much loved friends;
while active pallbearers were
Cliff Campbell, Ron Watson,
Mervyn Brigley, Doug
Zimmerman, Clifford Jordahl,
Ron Cooke, Wray Emmett and
Dennis Filipenko, as he was
laid to rest in Castor Municipal
Cemetery.
Family and friends gathered
for a time of fellowship and a
luncheon in the upper hall of
17114KA0
the church by the Knox United
Church Women.
