A MESSAGE FROM MAYOR TRACEY ROBERTS
MAYOR
Welcome to
the summer
2017 edition
of What’s
Happening.
It has been another
incredibly busy year for the
City of Wanneroo.
We have opened some
fantastic new community
facilities including the
Pearsall Hocking and
Quinns Mindarie Community
Centres which residents
and community groups are
now enjoying.
We have made significant
progress in our efforts
to strengthen transport
infrastructure throughout
the City and we are
celebrating the success
of the Connect Wanneroo
campaign which delivered
transport infrastructure
commitments including
the rail line extension
through to Yanchep, the
dualling of Marmion Avenue
to Yanchep and major
upgrades to Wanneroo
Road.
We also celebrated the
extension of the Mitchell
Freeway breaking through
the City’s boundaries.
These projects underpin the
successful growth of our
City, will encourage greater
investment and create more
local jobs.
Thank you again to all
residents who supported
the Connect Wanneroo
campaign and to the state
government for listening
and committing much
needed funding to improve
infrastructure for our fast
growing community.
Our City has 32km of
coastline, fantastic parks
and bushland which will
see many people enjoying
time with their friends and
families outdoors, in the
water and on the road.
We are fortunate to have
a number of volunteer
organisations which are
dedicated to ensuring a
safer community for us
all, including the Quinns
Mindarie, Yanchep and
Alkimos surf lifesaving
clubs, Two Rocks Volunteer
Sea Rescue, the Wanneroo,
Quinns Rocks and Two
Rocks volunteer fire
brigades and the Driver
Reviver Program.
Summer is traditionally
when we rely on these
organisations and
their volunteers the most.
So please remember to
swim between the flags,
practice safe boating,
adhere to the strict fire
regulations during the
summer months and take
regular breaks when driving.
Sincere thanks to everyone
who donated to this year’s
Mayor’s Christmas Appeal
to help ensure members
of our community enjoy
a merry Christmas; your
generosity is very much
appreciated!
Best wishes to all our
residents for a safe,
enjoyable festive season
and a happy, healthy and
successful 2018.
Mayor Tracey Roberts JP
The City of Wanneroo teed up with
the business community to host
its annual Corporate Charity Golf
Day in October, raising more than
$38,000.
A total of 33 teams of four golfers
took part, in support of chaplaincy
services in local high schools,
through charity YouthCARE.
“The City would like to thank
the business community for
participating and raising a large
amount of money,” Mayor Tracey
Roberts said.
“The Charity Golf Day is a very
special event that raises money to
help our local students - more than
$588,000 has been raised from this
event over the years.”
YouthCARE offers social, emotional
and spiritual support to thousands
of students, staff and family
members in Western Australian
public school communities each
year.
According to Steve Jansz,
YouthCARE’s Area Chaplain North
Coast Metro, everyone involved put
in an amazing effort on the day.
“I would like to thank everyone at
the City of Wanneroo for a fabulous
day and your continued support for
YouthCARE Chaplaincy in the City’s
secondary schools,” he said.
This year, the funds will assist six
schools; Yanchep District High
School, Mindarie Senior College,
Wanneroo High School, Clarkson
Community High School, Girrawheen
Senior High School and Butler College.
More than 25 businesses provided
donations and support for the
event, including Crosbie Golf, the
Wanneroo Business Association
and the Mindarie Regional Council.
WATER
BE WATER WISE IN THE CITY THIS SUMMER
The City of Wanneroo has beautiful
beaches that are enjoyed by
residents and visitors alike.
We are also fortunate to have a
successful partnership with Surf Life
Saving WA to help keep beachgoers
safe, with SLSWA volunteers
regularly patrolling Quinns Beach,
Yanchep Lagoon and Alkimos
Beach.
Surf Life Saving WA provides valuable
safety advice to beachgoers:
• Always swim between the red
and yellow flags
• Read the safety signs
• Ask a lifeguard for advice
• Supervise children
• Swim with a friend
• Always swim at patrolled
beaches.
For information about WA beaches,
safety advice and conditions, visit
RANGERS
BEACH DRIVING BLITZ TO CONTINUE
The City of Wanneroo’s blitz
against driving on beaches will be
stepped up over summer to help
protect families who are enjoying
our coastline.
The campaign was launched
following several near miss incidents
and will see additional staff on
patrol, drones and an increased
penalty of $500 for infringements.
During the last summer school
holidays, an average of one vehicle
a day was caught on the beach,
despite the decade-old ban on
vehicle access.
At the same time, City Rangers
trialled drones to expand search
areas and avoid dangerous pursuits
of errant drivers.
The tough measures are also to
protect the environment of the
foreshore and dune systems which
are susceptible to erosion.
The crackdown will be widely
publicised via Variable Message
Signs on Marmion Avenue, the
City’s website, social media and
local press.
The City’s Director Community
and Place, Debbie Terelinck said
vehicle access to beaches in
greater metropolitan Perth - from
Mandurah to Two Rocks - has not
been allowed for between 10 and
20 years.
“Cars and bikes are totally
incompatible with families using the
beach for recreational activities such
as picnics, walks and swimming,”
she said.
“Our primary concern will always
be for the safety and protection of
beach users. We will maintain a
zero tolerance approach.”
Vehicles are still allowed on beaches
by many country councils, but often
not near built up locations.
CITY STICKS TO ‘A METRE MATTERS’ SAFETY MESSAGE
In a WA local government first,
the City of Wanneroo has fitted
stickers on its trucks to educate
drivers about cycle safety.
The ‘pass cyclists safely’ stickers
have been displayed on 26 domestic
and recycling waste vehicles with
the prominent message to leave one
metre between cyclists and cars.
“By reminding drivers to keep a safe
distance between their vehicles and
riders we hope to reduce the number
of accidents on our roads,” Mayor
Tracey Roberts said.
“By placing the stickers on the City’s
largest fleet vehicles, we hope to
send a clear message about the
importance of rider awareness.”
The stickers were provided by the Amy
Gillett Foundation which was founded
following the death of Olympic rider
Amy Gillett after she was hit by a driver
while training in Germany in 2005.
Last year, three cyclists were killed on
WA roads, and the state government
has since committed to trial ‘a metre
matters’ laws in WA in January to help
in reducing this death toll.
Director of Cycling Facilities at
Northern Beaches Cycling Club,
Dr Chris Howard said cyclists are
100 per cent behind the campaign.
“It sends a clear message that cycling
is a legitimate form of transport on our
roads,” Dr Howard said.
“With just a little bit of patience and
mutual respect, we can reduce traffic
congestion while also encouraging an
active, healthy form of transport.
“Kids and adults have a right to feel
safe while riding on our roads.”
campaign with promotional advertising.
FIRE
BUSHFIRE SAFETY - ARE YOU BUSHFIRE READY?
To help the community be better
prepared for bushfires this season,
residents in risk areas are urged to
be ready for the worst case scenario.
Prepare your emergency kit.
HOW TO PREPARE FOR BUSHFIRES
Prepare a bushfire plan
• Factor in your pets and/or livestock
- during a bushfire they will need
water, shelter and a safe place
to stay.
• Practice your plan regularly with
your family, write it down and make
sure everyone knows where it is.
Prepare your property
• Install a mesh guard on your
air conditioner.
• Rake up leaf litter and remove
rubbish from around your home.
• Prune overhanging trees and
shrubs.
• Keep grass short.
• Keep gutters free of leaves.
• Store flammable liquids, chemicals
and firewood away from your home.
• Put in firebreaks.
• If you plan to stay and actively
defend your home, you will need
an independent water supply of at
least 20,000 litres, a generator and
pressure pump.
Prepare your emergency kit
• Include essential supplies such
as a radio, spare batteries, torch,
first aid kit, woollen blanket,
emergency contact numbers,
water and non-perishable food.
UPDATE
CENTRAL WARD
Edgar Griffiths sports use to expand
The City of Wanneroo is to spend
$2.6 million on a new sport amenities
building, floodlighting and oval extension
at Edgar Griffiths Park, on Garden Park
Drive in Wanneroo.
The redevelopment is located in an area
currently used for sporting activities
and recreation. The approval comes
following a month-long consultation
period with residents and landowners
within the area. Local sporting clubs
were also contacted.
Of the responses received, more than
90 per cent were positive and in favour
of the new sporting facility.
The development will see an amenities
building constructed that will include
two changerooms, storerooms, a first
aid room, umpire room and toilets, built
alongside a 100m² multipurpose room.
The facility will be connected to mains
water to provide a clean water system
to the building. Sporting activities will
also take place in the evenings as
floodlighting is to be installed on the
oval.
Construction is expected to finish in
mid 2019.
Fourth groyne for Quinns Beach
Preparatory work has begun for the
construction of a fourth groyne at
Quinns Beach, near Queenscliff Park,
as part of long-term coastal protection
works.
The City of Wanneroo recently
accepted a lump sum tender for
almost $6.8 million for major groyne
construction works over three years -
to stabilise and widen Quinns Beach,
including the extension of Groyne 2 by
45m and Groyne 3 by 15m.
The multi-million dollar project will add
a fourth groyne at Queenscliff Park in
addition to extending existing groynes
into deeper water.
The longer groynes will enable
more sand to be trapped between
them, resulting in a wider beach and
improved buffer against erosion during
winter storms. The existing Quinns
Beach carpark will be retained.
The project also includes the design
and construction of beach access
staircases at Waterland Point and
south of Groyne 1, with physical
works to be undertaken in 2018.
Beach re-nourishment, dune
rehabilitation and other maintenance
works will continue during and after
the groyne construction project as
required.
Caroline White, from the Quinns
Beach Long Term Coastal Protection
Community Reference Group,
expressed her support for the works.
“The fourth groyne at Quinns is crucial
to the stability and width of the dog
beach, as well as the adjacent sand
dunes and the entire Quinns Beach
and coastline,” Mrs White said.
“Approval of this work is a great
win by the City, for the local
community.”
Another significant $400,000
coastal project is also underway
to provide a new beach access
staircase and viewing platform at
Sovereign Drive, Two Rocks.
Cr Aitken
Detailed design for the Butler North
District Open Space development
will begin in the new year with
final environmental approvals also
expected in 2018.
Construction of playing fields to cater
for AFL, athletics, cricket, hockey
and soccer, as well as hardcourts
for netball and tennis associated
clubrooms will deliver a valuable asset
for all residents.
The regional project - incorporating
passive recreational facilities such
as an amphitheatre, playgrounds,
sheltered barbecue and rest areas -
is likely to run over at least three years
with an estimated total expenditure in
the order of $22 million.
The City was successful in its
application for a $2 million grant
from the Department of Sport and
Recreation towards the costs and
has also sought $5 million from the
federal government.
Kingsway Little Athletics
gets real home
Construction has started on a new
$700,000 building at the Kingsway
Little Athletics Centre, to replace two
ageing sheds and a sea container.
Work began in September to give
the Centre a meeting room, storage
facilities and modern toilets, with
practical completion expected in
March 2018.
Construction coincided with the
40th anniversary of the regional
Centre which caters to almost
600 participants from the Landsdale,
Ballajura, Greenwood, Wanneroo
and Woodvale Little Athletics Clubs.
Kingsway Little Athletics Club
Chairman Carol Hale said she
could not wait for the building to
be complete.
“It will benefit the committee,
athletes and families of the club
greatly,” Carol said. “We are growing
in memberships every year and this
building will help us with storage of
equipment and offices. We are so
grateful for the support of the City.”
The project makes up part of
the $4 million budgeted this
year for significant sporting
facility improvements and traffic
management at the Kingsway
Complex.
Topping the list is more than
$2 million for new unisex changeroom
facilities for the Kingsway Olympic
Clubrooms, in addition to male
and female toilets, a first aid room,
umpire room and external storage.
Construction is scheduled to start in
the first half of 2018.
Girrawheen pathways
widened in upgrade
Work was completed in November
on the upgrade to pathways on
Marangaroo Drive, Girrawheen.
The existing 1.2 metre wide footpath
was replaced with a new 2.5 metre
shared path, between Balgonie
Avenue and Templeton Crescent
and Girrawheen Avenue to
Curtis Way.
The works included removal of the
old pathway, installation of new
concrete pathway on the southern
side of Marangaroo Drive and
construction of a limestone wall.
The upgrade of pathways has
been identified as a key priority for
residents, and this is one of many
projects in a rolling program of
works to improve footpaths,
shared paths and
cycling facilities.
Wanneroo Council has increased
funding to provide a CCTV hub at
the Kingsway Regional Sporting
Complex to improve safety and
security.
At its October meeting, Council
voted to raise funding to more than
$300,000 to maximise the benefits
of a CCTV system in and around
the sporting complex.
About two-thirds of the funding has
come from the federal government’s
‘Crime Prevention through
Environmental Design Initiatives,
Safer Streets Programme’.
The system will provide coverage
of internal roads, entry and exit
and criminal activity in the vicinity,
enhancing Kingsway as a safe,
7 October with a family fun day.
User groups showed off what they
learn in the centre, with Zumba
Gold, Irish dancing, ukulele and
karate demonstrations, and
information stalls run by Quinns
Mindarie Surf Life Saving Club,
Quinns Rocks Fishing Club and
local businesses.
Face painting, an animal petting
zoo, bouncy castle, sausage sizzle
and icecream van were all part of
the festivities.
The $4 million upgrade included
extending the existing ground floor
and adding a second storey to the
Surf Life Saving Club premises,
delivering a large function hall,
kitchen, meeting and training rooms
and playgroup facilities, as well as
an additional 50 parking bays.
Quinns Mindarie Surf Life Saving
Club vice president Neville Hogan
said the club was thrilled with the
new facility, which had already been
well utilised.
“It’s a pretty impressive building and
it’s great to see it getting used by
the community,” he said.
“We have already held several big
functions in the main hall, including
our awards night and quiz night, as
well as used the space for training
sessions.
“It has made storage of our
equipment a lot easier and we’ve
gained a lot of extra space for our
growing number of club members.”
The Quinns Mindarie Community
Centre is available for hire to local
community user-groups and the
general public.
The centre was delivered at a cost
of $4.2 million. The City would
like to thank Lotterywest for its
$700,000 funding grant.
WASTE
WE WISH YOU A WASTE-LESS CHRISTMAS
Christmas will soon be upon us,
and with the festive season comes
time spent with family and friends.
While the holiday period is a time for
celebration, unfortunately it creates
a huge amount of waste, such as
wrapping paper, cardboard and
empty beer and wine bottles.
The City encourages residents to
cut down on their waste with these
simple ideas:
• Make your own wrapping paper
and gifts from recycled materials.
• Buy artificial trees that can be
re‐used each Christmas time.
• Give experiences as Christmas
gifts, such as sky diving or
boating trips, rather than objects.
• Avoid single use plastics such as
straws, cups, plates and cutlery,
and use items made of paper,
wood or bamboo instead.
• Plan Christmas meals to avoid
food waste and then eat any
leftovers on Boxing Day.
• Recycle all glass, even broken,
but remember to keep it out of
the green top domestic waste
bin, as it contaminates the
compost product that is made
from your organic waste.
Please note, there will be no bin
collection services on Christmas
Day or New Year’s Day. The
collection service for recycling and
household waste will be provided on
the following day instead. Remaining
collection days for that week will
also be delayed by one day.
LIBRARY
IT’S ALL ABOUT PLAY CAPTIVATES THE CITY
it’s
Last year, the City of Wanneroo
implemented the It’s All About Play
program at its libraries, creating a
unique play environment for children
aged under four.
“It has been wonderful to see the
large number of parents and children
attending the It’s All About Play
sessions at our libraries each week,
enjoying rhymes, songs and play,”
Mayor Tracey Roberts said.
It’s All About Play has been so
successful that other councils are now
following the City’s lead, implementing
their own programs within their areas.
The City of Fremantle has rolled out the
program at three locations, and the City
of Canning is looking at implementing it
at four libraries next year.
“We’ve been coming to It’s All
About Play since it started and
we love the play time with other
kids - it’s a great way to meet
other mums and be part of the
community,” Rachel Sunderland,
mother to Bailey Harvey
(12 months).
Currently, the sessions are run at
Wanneroo, Clarkson, Girrawheen and
Alkimos pop-up library, with up to
80 children attending each event.
“I take my daughter here and
we love it. I run a family day
care, so I thought I’d bring
along Reya who I’m looking
after today,” Mansi Pajwani,
family day care owner and carer
of Reya Karira (2 years old).
It’s All About Play was developed
following the findings from the federally
funded Australian Early Development
Census, to target children in their early
years of life.
Through the use of equipment, toys and
books, children coming along to the
sessions are engaged in fun activities to
assist with developmental growth.
To complement the program, the
City partnered with Edith Cowan
University’s ‘Pregnancy to Parenthood
(P2P) Clinic’, Department of Child and
Adolescence Community Heath, Child
Health Nurses (CHN), and speech
pathologists.
An intern from the P2P Clinic attends
each session of It’s All About Play to
offer support, and the CHNs run their
drop-in clinics from rooms close by.
“It’s All About Play is very
hands on and rather than sit
back and watch your kids
play, as a parent you really
get a chance to get involved
in the sessions,” Elaine Sheriff,
mother to Savannah (4) and
Hunter (2).
Off the back of the program’s
popularity, the City of Wanneroo
applied for funding from the Building
Better Regions program and was
awarded a $19,000 grant.
The City will use the money to bring
It’s All About Play to the Yanchep/
Two Rocks library in 2018, and to
continue the sessions at the Alkimos
pop-up library.
SENIORS
AGE FRIENDLY STRATEGY PUT IN PLACE
The City of Wanneroo is
implementing an Age Friendly
Strategy over the next three years
which will see the City further
support seniors in line with
World Health Organisation (WHO)
recommendations.
“This strategy will help the City
become a more age-friendly place to
live, work and visit.
“It is important we begin to lay the
foundations now to ensure we are
well placed to meet the changing
demands that will be placed on the
City’s services,
amenities, partners and community
groups,” Mayor Tracey Roberts said.
“It is vital we have an inclusive
community and that our seniors are
healthy, active and engaged.”
The goals of the strategy are to further
recognise the diversity among older
people, while promoting the inclusion
and contribution of the elderly in all
areas of community life.
The City has more than 18,000
residents aged 65 years and over,
with this figure set to increase to
more than 22,500 by 2020.
( 9 ) WANNEROO.WA.GOV.AU
the City because of the trial, with more
than 70 per cent of people surveyed
saying they would not have gone to
that location if the food trucks were
not there.
Patricia Wedgwood from Landsdale
enjoyed the food trucks at Warradale
Park.
“It was awesome!” Patricia said.
“And it was great to see the community
out enjoying a picnic with family and
friends. A variety of different trucks
would only make it better.”
FOOD TRUCK TRIAL EXTENDED
The City of Wanneroo Council
recently voted to extend the
City’s food truck trial following its
successful launch earlier this year.
The extension will see the trial
expanded to all City wards and it will
run from summer until June 2018.
During this time, the food truck model
will be refined to determine the most
appropriate trading locations and
times.
The original trial found that 98.5 per
cent of residents supported food
truck trading within the City and
nearly 80 per cent were keen to see
vendors trade all year round.
The trial also showed that residents
were exploring different places within
CONNECT WANNEROO PAVES THE WAY FOR THE FUTURE
FUTURE
Connect Wanneroo is the City of
Wanneroo’s advocacy program
developed in partnership with
our community.
Leading up to the WA election
in March this year, a special
community campaign called
Connect Wanneroo: Get on
Board was launched, requesting
two key items from the incoming
government:
• Extension of the rail line from
Butler to Yanchep; and
• Further extension of the Mitchell
Freeway from Hester Avenue to
Romeo Road in Alkimos.
The state government has allocated
funds for the rail extension to
Yanchep under its Metronet
program by 2021/2022.
“This is a plan that will revolutionise
travel in Perth while creating
countless jobs and apprenticeship
opportunities for Western
Australians,” Premier McGowan
said.
In addition to Yanchep, the
$600 million project will see stations
built at Alkimos and Eglinton.
Each station will be an accessible
and vibrant community asset.
Meanwhile, the City is continuing
its advocacy agenda with Council
agreeing to focus on five key areas:
• Roads - In particular the Mitchell
Freeway extension to Romeo
Road
• Rail - Keeping a watching
brief on the Yanchep Metronet
extension
• Region - A strong focus on
meeting the local jobs for local
people challenge
• Reserves - Finalising the Butler
District Open space
• Freight - Covering all areas of land,
sea and air freight for the future.
Mayor Tracey Roberts said
community support and feedback
is an integral part of the Connect
Wanneroo campaign.
“I would like to thank everyone
who contributed to the Connect
Wanneroo: Get on Board campaign
and to the state government for
listening,” Mayor Roberts said.
“Now that we are moving on to the
second stage of the campaign,
I ask that our residents and business
community continue to ensure
their voices are heard, and that
the state and federal governments
provide funding for the transport
infrastructure our growing City
needs.”
The City of Wanneroo would like to
hear from people who are benefiting
from the recent freeway extension
to Hester Avenue, and those
people who are eagerly awaiting the
finalisation of the Butler District Open
Space.
about the world-class festival of sports
and culture to come.
The Queen’s Baton carries a message
from Her Majesty Queen Elizabeth II
that calls the Commonwealth’s
athletes to come together in peaceful
and friendly competition.
The Baton started its journey at
Buckingham Palace on 13 March
2017 and has been travelling on
an epic 388-day journey through
all nations and territories of the
Commonwealth.
The Queen’s Baton will arrive on the
Gold Coast for the XXI Commonwealth
Games Opening Ceremony on
4 April 2018, where Her Majesty,
or a representative, will remove the
message from the Baton and read it
aloud to officially open the Games.
The City encourages all residents,
businesses and community groups
to cheer on your local batonbearers
through the streets of the City of
Wanneroo and to come and enjoy
the unique Gold Coast 2018 Queen’s
Baton Relay community celebrations.
