ISLAMABAD: Punjab Chief Minister<br />

Shehbaz Sharif said on Monday that he<br />

could take any step to ensure that the public's<br />

money was saved.<br />

Speaking to media personnel during a<br />

news conference after appearing before<br />

NAB personnel in relation to graft allegations<br />

pertaining to the Ashiana Housing<br />

Scheme, Shehbaz said that the meeting<br />

took place in a cordial manner.<br />

"I presented myself before NAB officials<br />

today," he said. "The meeting took<br />

place in a positive atmosphere," he added.<br />

Shehbaz Sharif disclosed that NAB<br />

alleged that the incumbent chief minister<br />

had violated the law and asked him three<br />

questions pertaining to the allegations.<br />

"I will take such steps a thousand<br />

times if I have to," he said. "We created<br />

Punjab Land Authority to enable a lowcost<br />

housing society," he added. During<br />

FATA reforms bill should immediately<br />

be enforced in tribal areas: Speakers<br />

ISLAMABAD: PPP leader Senator Farhatullah Babar<br />

said that the passage of a bill in the National Assembly,<br />

extending the jurisdiction of Supreme Court of Pakistan and<br />

Peshawar High Court to FATA, is a historic moment, however,<br />

there are two major ambiguities in the bill - one is the<br />

central government's jurisdiction to enact the bill through<br />

notification and second is the central government's liberty to<br />

implement the law where and when required.<br />

He was speaking at a Roundtable titled: 'FATA<br />

Reforms: The Current Trends and Way Forward', organized<br />

by Sustainable Development Policy Institute (SDPI)<br />

here on Monday. Criticizing the act of the government as<br />

From Immoral Quagmires, Rise Up For Morality,<br />

Or Face Evils And Downfall Of Families, Society<br />

THINK-TANKS of Pakistani intellectuals<br />

advise people: Rise up for morality, from<br />

quagmires of immorality, or else face evils<br />

and downfall of individuals, families, society and<br />

an entire nation eventually: This is often repeated<br />

warnings every now and then by humanitarians,<br />

social scientists, psychologists and followers of<br />

spiritualism and religious ideologies. These are in<br />

fact timely warnings whenever raised and must be<br />

heeded and followed in practice by one and all.<br />

ONE evil person can make an entire family,<br />

locality and society an evil one. And its ensuing<br />

losses cannot be under-estimated. Others in family<br />

and society must stop these evil doings and must<br />

not, therefore, take it lightly that "after all it is one<br />

person, and what can one person do?". Even one<br />

person can do a lot of irreparable damage against<br />

principled human relations and family unit.<br />

LIKEWISE, if one good person opposes evil<br />

people, then evil's losses may be blocked.<br />

Moreover, one good person can make an entire family,<br />

society and nation a good one. Benefits of such<br />

a phenomenon cannot be under-estimated either.<br />

IF evils are followed due to greed or awe of some<br />

people's riches, worldly belongings and evil ways, it<br />

will encourage and build a corrupt society. If good<br />

deeds are followed, it will encourage and build a<br />

noble society.<br />

CHOICE is entirely up to people themselves and<br />

their freedom on whether they follow good or<br />

embrace bad.Humans are born good by nature but<br />

get corrupted in evil company too and choose a bad<br />

course. A question here arises and is answered: Isn't<br />

OPINION<br />

it therefore better to block such freedom to evil and<br />

encourage freedom for goodness? That, some critics<br />

say, restricts freedom. So does laws of the world as<br />

well as heavenly religions followed by majority of<br />

population, billions worldwide.<br />

ACCOUNTABILITY and punishment reduces<br />

evil, violence, theft, killings and maintains peace,<br />

harmony and a meaningful human co-existence<br />

away from evil that even beasts do not engage in,<br />

but human beings do! Some countries have an entire<br />

ministry tilted like "do good, forbid evil" etc based<br />

on God's orders that humanity must practice. It's not<br />

a bad idea to create such a ministry or at least a similar<br />

unit within ministry of interior or ministry of<br />

religious affairs, etc.<br />

REASONS for such an advocacy are almost<br />

countless. This includes but is not limited to unconquered<br />

poverty, electricity breakdowns 6 to 8 hours<br />

a day, load shedding, corruption, bad governance,<br />

lack of proper education, work, income and inflation.<br />

Earthquakes of present evils, theft, gangsterism,<br />

target killing, suicide bombing and massacres<br />

do not shake or move people anyone anymore. It<br />

does not make planners and executors of open<br />

extortion, kidnapping, blackmailing and terrorism<br />

think enough to desist from evil, nor are government<br />

officials and institutions considerate enough to<br />

fully protect rights of peaceful citizens over petty<br />

and big criminals which continued as an insurmountable<br />

crisis.<br />

MORAL forces of society must unite, network<br />

and act collectively against immoral forces before<br />

it's too late.<br />

Who is to blame for US shutdown?<br />

Trump proved to be woefully inept at making tough deals and demonstrated<br />

that his strategy of trying to govern without the Democrats is fatally flawed<br />

It’s already tiring to watch the jockeying<br />

among the partisans over who is to be<br />

blamed for the US government shutdown<br />

and who will likely face political consequences<br />

because of it.<br />

There is absolutely no reason that a deal<br />

couldn’t have been reached on the Dreamers,<br />

something that the vast majority of Americans<br />

want. But Republicans used the threat of withholding<br />

the fix as a bargaining chip, and<br />

Democrats held to the fix as imperative.<br />

Donald Trump proved himself both woefully<br />

inept at making tough deals and also demonstrated<br />

that his yearlong strategy of trying to<br />

govern to the exclusion of Democrats and<br />

playing to a narrow base is fatally flawed.<br />

Trump makes deal-making impossible. His<br />

word is meaningless and his policy principles<br />

are murky. He is mercurial and inconsistent.<br />

This may well have worked in business, to<br />

keep people off kilter, but it won’t work in politics.<br />

Voters often say that they want a business<br />

leader as a political leader, but the skills and<br />

interests aren’t always transferable. Operating<br />

with a profit interest is often at odds with operating<br />

in the public interest.<br />

Trump’s major successes — or, as I would<br />

call them, areas of injury — during his first<br />

year in office have largely been beneficial to<br />

big business, moving us ever closer to true plutocracy.<br />

He signed the plundering tax bill that disproportionately<br />

favoured businesses and the<br />

wealthy, and he and his administration continue<br />

to chip away at regulations.<br />

The strange thing about regulations is that<br />

most people don’t track them. They quietly<br />

restrain the rapaciousness of corporate greed,<br />

keeping people and planet safe from profit-atany-cost<br />

recklessness. We don’t truly appreciate<br />

regulations until we need them and they<br />

aren’t there.<br />

The argument over regulation has always<br />

been one of safety versus profit. Trump has<br />

chosen to support profit over safety. He tweeted<br />

Saturday: “The Trump Administration has<br />

terminated more UNNECESSARY Regulation,<br />

in just twelve months, than any other<br />

Administration has terminated during their full<br />

term in office, no matter what the length. The<br />

good news is, THERE IS MUCH MORE TO<br />

COME!”<br />

As with everything that comes from this<br />

White House, that is not entirely true.<br />

As Bloomberg Businessweek wrote in<br />

December, “only a handful of regulations have<br />

actually been taken off the books.”<br />

Bloomberg continued:<br />

“Rather, the claim of victory in the war on<br />

regulation is instead based almost entirely on<br />

stopping proposed rules that haven’t yet made<br />

their way through the machinery of government.<br />

The White House says it has killed or<br />

stalled 860 pending regulations. It’s done this<br />

by withdrawing 469, listing another 109 as<br />

inactive and relegating 282 to ‘long term.’”<br />

But Trump doesn’t care for the details or the<br />

truth. He only wants to be able to claim everything<br />

as the biggest, best, greatest ... ever.<br />

This showman’s sensibility, with a disdain<br />

for detail, is precisely the sort of thing that<br />

makes having him as a “deal-maker” in government<br />

problematic.<br />

He just doesn’t care much about the public<br />

good. He cares about maintaining a core of<br />

support, inflaming racist and nativist passions<br />

and about the appearance of winning. In short,<br />

it’s all about him.<br />

So, on this government shutdown, morally,<br />

Democrats hold the higher ground. But politics<br />

is seen through different lenses depending on<br />

where you sit.<br />

Trump’s team is now casting the shutdown<br />

as Democratic obstruction, which for some<br />

will resonate. It will be harder for Democrats<br />

to make their moral case the longer the shutdown<br />

stays in effect.<br />

A CNN/SSRS poll released Friday on the<br />

verge of the shutdown found that: “Overall,<br />

about half of Americans say they would blame<br />

either Trump (21 per cent) or his Republican<br />

counterparts in Congress (26 per cent) should<br />

Congress fail to fund the government by the<br />

midnight Friday deadline. About a third, 31 per<br />

cent, say they would hold the Democrats in<br />

Congress responsible, and another 10 per cent<br />

say they’d blame all three groups.”<br />

But the poll also found: “Still, 56 per cent<br />

overall say approving a budget agreement to<br />

avoid a shutdown is more important than continuing<br />

the DACA programme, while just 34<br />

per cent choose DACA over a shutdown.<br />

Democrats break narrowly in favor of DACA<br />

— 49 per cent say it’s more important vs. 42<br />

per cent who say avoiding a shutdown is the<br />

priority — while majorities of both<br />

Republicans (75 per cent) and independents<br />

(57 per cent) say avoiding a shutdown is more<br />

Put another way, Americans wants to support<br />

the Dreamers, but only up to a point, that<br />

point being disruption. Republicans know this.<br />

They can feel the softness of many Americans’<br />

moral convictions on the subject of Dreamers,<br />

and with this shutdown, they are going to poke<br />

that sore spot.<br />

Trump and his anti-immigrant, cultural-anxiety<br />

agitators are already pitching the shutdown<br />

as a choice Democrats made to put the<br />

brown children of illegal immigrants over the<br />

interests of beleaguered soldiers.<br />

Trump isn’t a great deal-maker, but he is an<br />

extraordinary norms-breaker. When this is all<br />

settled, however that is done, Trump will find<br />

a way to make himself look like a winner, even<br />

if he has to lie.<br />

Bangladesh has delayed the repatriation of<br />

Rohingya Muslim refugees to Myanmar,<br />

the first five months of the current fiscal year<br />

(2017-18) compared to the corresponding<br />

manufactured during July-November (2017-<br />

18) against the production of production of<br />

75,314 units during July-November (2016-<br />

Sindh to reform<br />

business regulations<br />

KARACHI: The Sindh Board of Investment in collaboration<br />

with the World Bank Group hosted a press<br />

briefing on Ease of Doing Business reform prorgamme<br />

being executed in Sindh. The briefing informed participants<br />

about government of Sindh’s strategy to reform<br />

business regulations in the province.<br />

The briefing started with Chairperson, SBI Naheed<br />

Memon explaining why improving the investment climate<br />

is a national emergency. She said that as a province<br />

and as a country we should strive to be the best place for<br />

doing business. Sindh also plans to automate business<br />

registration via a portal which will link all provincial and<br />

central databases and authorities for starting a business<br />

the portal will integrate all departmental procedures<br />

online so that entrepreneurs can get required provincial<br />

registrations from a single place in real time. This facility<br />

will be launched in a pilot form in key government<br />

departments and will also be placed in the Karachi<br />

Chamber of Commerce and Industry Office.<br />

The relevant provincial agencies are reforming regulations<br />

related to Construction Permits. These reforms<br />

include a) De-Notification of Environmental Approval<br />

for low- impact projects, b)Simplification of procedures<br />

& reduction in timeline for water connection at KWSB<br />

and c) reduction in number of procedures at SBCA for<br />

obtaining a building permit.<br />

Some reforms have already been implemented such as<br />

Land Administration & Revenue Management<br />

Information System (LARMIS) at Board of revenue. The<br />

Sindh LARMIS was first the system in the country to<br />

automate the process of property registration.<br />

Rawalpindi NAB to explain his position for<br />

transferring LNG corruption scam investigation<br />

to NAB Karachi without taking the<br />

competent authority into confidence,<br />

involving more than Rs 200 billion and former<br />

prime minister Nawaz Sharif , incumbent<br />

PM Shahid Khaqan Abbasi , interior<br />

of LNG corruption scandal to Director<br />

General NAB Karachi without seeking permission<br />

already finalized its investigation into LNG<br />
