private college principal
was shot dead by a student,
whom he had
scolded, in Shabqadar
tehsil of Charsadda district
on Monday.
According to initial
reports, the deceased
principal of Islamia private
college located at
Shabqadar was gunned
down by astudent, Syed
Fahim Shah, after the
principal scolded him.
After the incident, a
large number of locals
protested and blocked
roads against the killing.

Shehbaz lashes out at NAB over
Ashiana Housing Scheme probe
NAB files supplementary reference against Sharifs
ISLAMABAD: Punjab Chief Minister
Shehbaz Sharif said on Monday that he
could take any step to ensure that the public's
money was saved.
Speaking to media personnel during a
news conference after appearing before
NAB personnel in relation to graft allegations
pertaining to the Ashiana Housing
Scheme, Shehbaz said that the meeting
took place in a cordial manner.
"I presented myself before NAB officials
today," he said. "The meeting took
place in a positive atmosphere," he added.
Shehbaz Sharif disclosed that NAB
alleged that the incumbent chief minister
had violated the law and asked him three
questions pertaining to the allegations.
"I will take such steps a thousand
times if I have to," he said. "We created
Punjab Land Authority to enable a lowcost
housing society," he added. During
the presser, he questioned whether saving
the money of the public and thwarting
corruption was a crime.

approved the resolution

General Asif Ghafoor said on Monday
that there is no danger to democracy as

Speaking on a private news channel,
Ghafoor said the army chief has

supremacy of the Constitution and the
law, adding that Senate elections will

FATA reforms bill should immediately
be enforced in tribal areas: Speakers

said that the passage of a bill in the National Assembly,
extending the jurisdiction of Supreme Court of Pakistan and
Peshawar High Court to FATA, is a historic moment, however,
there are two major ambiguities in the bill - one is the
central government's jurisdiction to enact the bill through
notification and second is the central government's liberty to
implement the law where and when required.

Reforms: The Current Trends and Way Forward', organized
by Sustainable Development Policy Institute (SDPI)
here on Monday. Criticizing the act of the government as
mala fide, Babar demanded of the government to immediately
seize this opportunity with some requisite amendments
and implement the bill which shall come in force at
once in all areas. Justice (retd) Mian Muhammad Ajmal
said that there is a need to amend or repeal Article 247 of
the Constitution to implement the bill and if the government
does not do this then the passage of bill from the

Police arrest three suspects
in injured conditions
KARACHI: Police on Monday claimed to have
arrested three suspects after encounters in the metropolis.
According to police sources, a police team apprehended
two armed robbers, Muhammad Asif alias
Khani, son of Muhammad Iqbal, and Ubaidullah alias
Chotu, son of Abdul Rehman, in injured condition after
the exchange of the fire in Lyari’s Baghdadi area.The
police said that the accused were wanted to police in

From Immoral Quagmires, Rise Up For Morality,
Or Face Evils And Downfall Of Families, Society
THINK-TANKS of Pakistani intellectuals
advise people: Rise up for morality, from
quagmires of immorality, or else face evils
and downfall of individuals, families, society and
an entire nation eventually: This is often repeated
warnings every now and then by humanitarians,
social scientists, psychologists and followers of
spiritualism and religious ideologies. These are in
fact timely warnings whenever raised and must be
heeded and followed in practice by one and all.
ONE evil person can make an entire family,
locality and society an evil one. And its ensuing
losses cannot be under-estimated. Others in family
and society must stop these evil doings and must
not, therefore, take it lightly that "after all it is one
person, and what can one person do?". Even one
person can do a lot of irreparable damage against
principled human relations and family unit.
LIKEWISE, if one good person opposes evil
people, then evil's losses may be blocked.
Moreover, one good person can make an entire family,
society and nation a good one. Benefits of such
a phenomenon cannot be under-estimated either.
IF evils are followed due to greed or awe of some
people's riches, worldly belongings and evil ways, it
will encourage and build a corrupt society. If good
deeds are followed, it will encourage and build a
noble society.
CHOICE is entirely up to people themselves and
their freedom on whether they follow good or
embrace bad.Humans are born good by nature but
get corrupted in evil company too and choose a bad
course. A question here arises and is answered: Isn't
OPINION
it therefore better to block such freedom to evil and
encourage freedom for goodness? That, some critics
say, restricts freedom. So does laws of the world as
well as heavenly religions followed by majority of
population, billions worldwide.
ACCOUNTABILITY and punishment reduces
evil, violence, theft, killings and maintains peace,
harmony and a meaningful human co-existence
away from evil that even beasts do not engage in,
but human beings do! Some countries have an entire
ministry tilted like "do good, forbid evil" etc based
on God's orders that humanity must practice. It's not
a bad idea to create such a ministry or at least a similar
unit within ministry of interior or ministry of
religious affairs, etc.
REASONS for such an advocacy are almost
countless. This includes but is not limited to unconquered
poverty, electricity breakdowns 6 to 8 hours
a day, load shedding, corruption, bad governance,
lack of proper education, work, income and inflation.
Earthquakes of present evils, theft, gangsterism,
target killing, suicide bombing and massacres
do not shake or move people anyone anymore. It
does not make planners and executors of open
extortion, kidnapping, blackmailing and terrorism
think enough to desist from evil, nor are government
officials and institutions considerate enough to
fully protect rights of peaceful citizens over petty
and big criminals which continued as an insurmountable
crisis.
MORAL forces of society must unite, network
and act collectively against immoral forces before
it's too late.
Who is to blame for US shutdown?
Trump proved to be woefully inept at making tough deals and demonstrated
that his strategy of trying to govern without the Democrats is fatally flawed

It’s already tiring to watch the jockeying
among the partisans over who is to be
blamed for the US government shutdown
and who will likely face political consequences
because of it.
There is absolutely no reason that a deal
couldn’t have been reached on the Dreamers,
something that the vast majority of Americans
want. But Republicans used the threat of withholding
the fix as a bargaining chip, and
Democrats held to the fix as imperative.
Donald Trump proved himself both woefully
inept at making tough deals and also demonstrated
that his yearlong strategy of trying to
govern to the exclusion of Democrats and
playing to a narrow base is fatally flawed.
Trump makes deal-making impossible. His
word is meaningless and his policy principles
are murky. He is mercurial and inconsistent.
This may well have worked in business, to
keep people off kilter, but it won’t work in politics.
Voters often say that they want a business
leader as a political leader, but the skills and
interests aren’t always transferable. Operating
with a profit interest is often at odds with operating
in the public interest.
Trump’s major successes — or, as I would
call them, areas of injury — during his first
year in office have largely been beneficial to
big business, moving us ever closer to true plutocracy.
He signed the plundering tax bill that disproportionately
favoured businesses and the
wealthy, and he and his administration continue
to chip away at regulations.
The strange thing about regulations is that
most people don’t track them. They quietly
restrain the rapaciousness of corporate greed,
keeping people and planet safe from profit-atany-cost
recklessness. We don’t truly appreciate
regulations until we need them and they
aren’t there.
The argument over regulation has always
been one of safety versus profit. Trump has
chosen to support profit over safety. He tweeted
Saturday: “The Trump Administration has
terminated more UNNECESSARY Regulation,
in just twelve months, than any other
Administration has terminated during their full
term in office, no matter what the length. The
good news is, THERE IS MUCH MORE TO
COME!”
As with everything that comes from this
White House, that is not entirely true.
As Bloomberg Businessweek wrote in
December, “only a handful of regulations have
actually been taken off the books.”
Bloomberg continued:
“Rather, the claim of victory in the war on
regulation is instead based almost entirely on
stopping proposed rules that haven’t yet made
their way through the machinery of government.
The White House says it has killed or
stalled 860 pending regulations. It’s done this
by withdrawing 469, listing another 109 as
inactive and relegating 282 to ‘long term.’”
But Trump doesn’t care for the details or the
truth. He only wants to be able to claim everything
as the biggest, best, greatest ... ever.
This showman’s sensibility, with a disdain
for detail, is precisely the sort of thing that
makes having him as a “deal-maker” in government
problematic.
He just doesn’t care much about the public
good. He cares about maintaining a core of
support, inflaming racist and nativist passions
and about the appearance of winning. In short,
it’s all about him.
So, on this government shutdown, morally,
Democrats hold the higher ground. But politics
is seen through different lenses depending on
where you sit.
Trump’s team is now casting the shutdown
as Democratic obstruction, which for some
will resonate. It will be harder for Democrats
to make their moral case the longer the shutdown
stays in effect.
A CNN/SSRS poll released Friday on the
verge of the shutdown found that: “Overall,
about half of Americans say they would blame
either Trump (21 per cent) or his Republican
counterparts in Congress (26 per cent) should
Congress fail to fund the government by the
midnight Friday deadline. About a third, 31 per
cent, say they would hold the Democrats in
Congress responsible, and another 10 per cent
say they’d blame all three groups.”
But the poll also found: “Still, 56 per cent
overall say approving a budget agreement to
avoid a shutdown is more important than continuing
the DACA programme, while just 34
per cent choose DACA over a shutdown.
Democrats break narrowly in favor of DACA
— 49 per cent say it’s more important vs. 42
per cent who say avoiding a shutdown is the
priority — while majorities of both
Republicans (75 per cent) and independents
(57 per cent) say avoiding a shutdown is more
important.”
Put another way, Americans wants to support
the Dreamers, but only up to a point, that
point being disruption. Republicans know this.
They can feel the softness of many Americans’
moral convictions on the subject of Dreamers,
and with this shutdown, they are going to poke
that sore spot.
Trump and his anti-immigrant, cultural-anxiety
agitators are already pitching the shutdown
as a choice Democrats made to put the
brown children of illegal immigrants over the
interests of beleaguered soldiers.
Trump isn’t a great deal-maker, but he is an
extraordinary norms-breaker. When this is all
settled, however that is done, Trump will find
a way to make himself look like a winner, even
if he has to lie.

Rohingya Muslim refugees to Myanmar,
set to start on Tuesday, because the process

of refugees, some of whom are
opposing their transfer back to Myanmar

and jeeps increased by 28.84 percent during
the first five months of the current fiscal year
(2017-18) compared to the corresponding

KARACHI: The Sindh Board of Investment in collaboration
with the World Bank Group hosted a press
briefing on Ease of Doing Business reform prorgamme
being executed in Sindh. The briefing informed participants
about government of Sindh’s strategy to reform
business regulations in the province.
The briefing started with Chairperson, SBI Naheed
Memon explaining why improving the investment climate
is a national emergency. She said that as a province
and as a country we should strive to be the best place for
doing business. Sindh also plans to automate business
registration via a portal which will link all provincial and
central databases and authorities for starting a business
the portal will integrate all departmental procedures
online so that entrepreneurs can get required provincial
registrations from a single place in real time. This facility
will be launched in a pilot form in key government
departments and will also be placed in the Karachi
Chamber of Commerce and Industry Office.
The relevant provincial agencies are reforming regulations
related to Construction Permits. These reforms
include a) De-Notification of Environmental Approval
for low- impact projects, b)Simplification of procedures
& reduction in timeline for water connection at KWSB
and c) reduction in number of procedures at SBCA for
obtaining a building permit.
Some reforms have already been implemented such as
Land Administration & Revenue Management
Information System (LARMIS) at Board of revenue. The
Sindh LARMIS was first the system in the country to
automate the process of property registration.
