HOMESTEAD EXEMPTION…
Save Money On Your Property Taxes… File Now
Filing for the Homestead Exemption on your property will save money on
property taxes. (You must occupy the home to qualify for this exemption)
An exemption removes part of the value of your property from taxation
and lowers your taxes. For example, if your home is valued at $100,000
and you qualify for a $20,000 exemption, you pay taxes on a value of
$80,000.
An Application for Residential Homestead Exemption (same form for
over-65, disability, over-55 surviving spouse or 100% disabled veteran
homestead exemptions) can be found by hovering over Forms Page at
www.hcad.org, choose popular forms, then choose form #11-13, which is
the 1 st form on the list. Homestead exemption, General Residential, over
65, disability, over 55 surviving spouse. Follow the instructions on the form.
You can now file for this exemption online. Follow the instructions on
the hcad.org website.
To check your property to see if you have the homestead exemption,
go to hcad.org, hover over property search, then choose search by
address and fill in your address. (You will have better success if you
do not use dr. cir. pl. etc.) Look about halfway down on the left under
Exemption Type, this will show the type of exemption you have or
none if you do not have any exemptions. There are videos to watch for
complete instructions to fill out the homestead exemption form and
the documents you will need to send in with the application. You can
contact the Harris County Appraisal District at 713 957-7800.
NUISANCE ABATEMENT ENFORCEMENT
CONTINUES IN OUR NEIGHBORHOODS
The Harris County Sheriff’s Office has an overall Nuisance Abatement
program for neighborhoods, such as ours, which have suffered from
severe neglect during the sub-prime foreclosure crisis. Empty homes
with junk and clutter in the front and back yards, eyesores for the
community, inoperable vehicles, health and safety hazards… these and
much more are addressed under Texas law as it applies to Nuisance
Abatements in the Traffic Code and the Health and Safety code.
All contract units are trained in every Nuisance Abatement law on the
books. Each law will be enforced quickly. Once again, we are putting a
burden on the Sheriff’s Office that rightfully belongs on other agencies
and the homeowners’ associations, but this is the most expeditious
way of solving the many problems we are seeing in both Westlake
Forest and Westlake.
So, if you know of a home that is abandoned, has a junk vehicle in the
driveway or street, trash, debris, high grass, a dangerous swimming pool,
etc., please email Annette Baldwin at info.westlake@gmail.com or call
her at 281-578-9118. She will forward the information to our deputy or
the district nuisance abatement deputy who will act on it immediately.
This program began in 2011 following the training of all deputies. New
deputies who bid into contracts are trained in Nuisance Abatement
prior to their new assignment.
The vehicle Nuisance Abatement and parking code are enforced
in an ongoing policy for Westlake and Westlake Forest. The health
and safety laws will supplement that for further improvement in our
neighborhoods.
The Harris County Sheriff’s Office is partnering with the Harris County
Health Department and the County Attorney in an effort to clean up
these problems.
WARN YOUR CHILDREN ABOUT SURFACE WATER
IN BAYOUS & SPILLWAYS
Please warn your children not to swim in any surface water bayous
or spillways in Harris County. Most MUD districts dump “gray
water” into the surface water of Harris County. “Gray water” is
partially processed waste water from sewers and contains lots of
bacteria. Recently we have seen younger children wading in the
spillways and teenagers in the waters of the bayous. In addition
to the bacteria, our bayous are home to a number of animals such
as alligators and snakes.
Just to be safe, have a conversation with your children about our
waterways.
CALL IT IN… CALL IT IN
A quick review of our calls for service in 2017, has demonstrated
that our residents are not calling the Sheriff’s Office on suspicious
persons and suspicious vehicles as well as crimes such as burglary
of a motor vehicle, etc.
If you don’t call to report a crime or suspected criminal activity
in progress or suspicious persons or vehicles, no arrests will be
made, the crime or criminal activity will continue and the Sheriff’s
Office will not know that anything is going on. Yes, we have those
rare occasions where a deputy, by pure luck, drives up on a crime
or suspicious activity in progress. But why rely on luck when you
have a telephone? The number to call is 713-221-6000. This is the
phone number for the Harris County Sheriff’s Office. If there is an
emergency, call 9-1-1. We live in HARRIS County. If you would like
a magnet for your refrigerator so that both these numbers are
readily available to you, stop at the Franz Road Fry Store Front
and pick one up.
Do NOT call the Franz Road Store Front for a deputy or in an emergency.
These deputies are with the Crime Prevention Bureau. The
phones are answered during weekdays only. You can go to the Store
Front to file a minor report such as the theft of a bicycle or to pick
up information or complete a Vacation Watch form. However, this
office does not dispatch deputies.
GARAGES AND CARS ARE
MADE FOR EACH OTHER
While parking on the street and in the driveway is legal, it is amazing
how many people do not use their garages for vehicle parking. If
your garage is full of junk, this might be the time to clean it out,
throw it away or put it in the attic.
If you must park on your driveway, please remember to lock your
vehicle. Before leaving your vehicle, take out items that might
attract a criminal (major or minor) such as CDs, tapes, computers,
cell phones, cash, credit cards, bags containing unknown items and
anything that might attract a crime of opportunity. If you leave items
in your vehicle and your vehicle is unlocked, don’t be surprised if
your property is missing the next day.
Recently, we have reports of catalytic converters, wheels and tailgates
of pickups being stolen from various vehicles parked both on
the street and in driveways. All of these are expensive replacements,
minimally requiring a deductible payment on vehicle insurance and
often raising your rates with a claim. It would seem wiser to empty
the garage and park the cars there overnight.
PARKING LAWS MEANTTO INCREASE SAFETY
Once again, we are asking you to please be considerate of your
neighbors and the emergency personnel who risk their lives for us.
Fire engines and ambulances often cannot squeeze down some of
our streets when cars and trucks are parked on the street. Park cars
in your garage and on your driveway. Always lock cars parked on
your driveway and make sure you have removed “attractive valuables”
from them. Since the largest homes in our subdivisions have
four bedrooms, there is really no reason for more than four cars per
house… two in the garage and two in the driveway. Guests can park
on the street, but they need to be very aware of the parking laws in
Texas. Due to the continuing upswing in street parking, the following
Parking Laws of the state of Texas will be enforced to the letter:
1. Park no closer than 30 feet from a stop sign
2. Park no closer than 20 feet from a cross walk
3. Park no closer than 15 feet from a fire hydrant
4. Park no farther from the curb than 18”
5. Cars parked on the street must be locked
6. Park with the flow of traffic
7. Vehicles parked on the street must have a valid and current
registration and inspection sticker and be in operable condition
8. Parking for more than 48 hours on the street is a violation that
can result in towing
9. Do not obstruct the driveways of others with your vehicle
10. Double parking will result in immediate citation and possible
towing
These laws are not designed for a neat appearance and for the safety
of the public. The life you save might just be your own. And many
citations have been written over the past six months; citations will
be written to any vehicle that is illegally parked.
WCIA DUES WERE PAYABLE
BY JANUARY 31, 2018
Your 2018 annual maintenance dues were payable on or before January
31, 2018. Please make sure you mailed your check in advance
of the date so that you do not incur a late penalty.
As in previous years, if you would like to make arrangements to
pay your 2019 dues in advance over the twelve-month period,
please send your checks to PCMI and include the address and
account number for the home. PCMI is listed on the inside page of
this newsletter.
If you are having a financial hardship and could not pay your 2018
dues in full by January 31, 2018, please contact PCMI to make arrangements
for monthly payments. Texas law permits homeowners
to set up a payment plan if they are unable to pay the full amount
owed to their HOA by the deadline.
TREE PLANTING TIME
January and February are excellent times to plant trees and shrubbery
in the Houston area. The temperatures are chilly to moderate
and the trees and shrubbery are given the best possible start on life.
If you are considering adding to your landscaping, we recommend
that you choose one of these two months to do it. Your money will
be well spent.
STREETLIGHTS OUT?
Please report outages of streetlights to Centerpoint Energy. Get the
pole number as well as the nearest street address and call 713–207-
2222 or go to their website and complete an on-line form. It is very
important that non-working lights are reported for the safety of
our each of us. Call it in, call it in.
VOLUNTEER OPPORTUNITIES: VANTAGE HOSPICE
Vantage Volunteers Needed! Looking to volunteer in a way that makes
a difference in people’s lives? This is it! Our compassionate volunteer
team takes an individualized approach to care. We help provide the best
quality of life, for the end of life. This is accomplished through social
interaction, companionship, active listening and activities. In addition,
sometimes we aide and support the family by relieving the caregiver. If
interested, contact Tracy Roth at troth@vantagehospice.com.
FOSTER CHILDREN:
PREPARATION FOR ADULT LIVING (PAL)
When foster children reach age 18, they are considered independent.
That’s difficult for kids who have been wards of the state, with
necessities arranged by caseworkers with state funds. Now they’ll have
to figure out how to organize themselves and make their money last
a whole month. Fortunately, Child protective Services offers them a
program to help prepare for independence: Preparation for Adult Living
(PAL). The year-long course culminates in an all-day workshop hosted
by the National Council for Jewish Women (NCJW). The course is held
at Junior Achievement’s BizTown, using computer kiosks sponsored by
local businesses. Want to help with PAL or other NCJW programs that
help change lives with hands-on community service? Contact info@
ncjwhouston.org or see www.ncjwhouston.org.
GIVE A SENIOR THE GIFT OF MOBILITY!
KATY AREA RIDE SERVICE NEEDS YOUR
HELP DRIVING OLDER ADULTS
Katy Area Ride Service (KARS) is looking for your assistance in
transporting seniors in need of personal (hair salon, bank, classes,
volunteering, visiting a loved one, taking a pet to the vet) and
occasional medical rides. Rides are provided in your personal vehicles
to passengers who are age 65+ and ambulatory (not wheelchair bound,
may use walking aids). Time commitment is flexible and you choose
the Katy territory in which you want to drive. Volunteers do not provide
rides that go east of Barker Cypress, north of Clay Road, west of FM 1463
or south of Bellaire Blvd at the Grand Parkway. Benefits to Volunteer
Drivers include the opportunity to help seniors retain independent
living, dignity and freedom. Drivers tell us the day(s) and times they are
able to drive. Drivers choose if they wait for the senior or return later
to pick them up. Drivers must be between 21 years of age and 78 years
of age with a good driving record, pass a background check and show
proof of insurance coverage (state minimums) as required by the State
of Texas. To request a volunteer driver application, call 832-773-8645 or
email info@karskaty.org. KARS operates under an official 501(c)(3) that
designates it as a transportation service provider for seniors and nonwheelchair
bound persons with disabilities.
FAT TUESDAY
FEB. 13, 2018
MARDI GRAS 1/6-2/13/18
FUN FACTS:
WOULD YOU BELIEVE?
• More than 500,000 king cakes are sold each year in New Orleans
between January 6 th and Fat Tuesday.
• The king cakes include a tiny plastic baby doll inside; the person
who finds the doll is declared “king” and must buy the next
cake or give the next party.
• The metro area’s 37,000-plus hotel rooms are traditionally
95% filled during Mardi Gras weekend.
• An economic impact study released by the University of New Orleans
estimates that Mardi Gras generates over $840 million annually.
• The largest of about one dozen Mardi Gras supply houses in
New Orleans sells an estimated one billion pairs of beads for
a Mardi Gras season.
• The super parades of Endymion and Bacchus, feature a combined
total of 67 floats, 60 marching bands and more than 250 units.
Their 4,200 members toss more than 1.5 million cups, 2.5 million
doubloons and millions of beads.
• One of the most photographed objects in all of Mardi Gras is the
Boeuf Gras float in the Rex parade. Since the Middle Ages, the
bouef gras (fatted bull) has been the symbol of the last meat eaten
before Lent.
Tompkins Fine Arts Department
presents
Based on the Oscar-winning DreamWorks Animation film, Shrek The Musical
is a Tony Award-winning fairy tale adventure. “Once upon a time, there was
a little ogre named Shrek....” And thus begins the tale of an unlikely hero
who finds himself on a life-changing journey alongside a wisecracking Donkey
and a feisty princess who resists her rescue. Throw in a short-tempered
bad guy, a cookie with an attitude and over a dozen other fairy tale misfits,
and you’ve got the kind of mess that calls for a real hero. Luckily, there’s one
on hand... and his name is Shrek.
Irreverently fun for the whole family, on the stage of Tompkins High School
Performing Arts Center, Shrek proves that beauty is truly in the eye of the ogre!
NATIONAL CHARITY LEAGUE EVENT HONORS GRADUATING SENIORS
The National Charity League, Inc., Azalea Chapter honored its graduating seniors at its annual Senior Recognition in early January at
the Sugarland Marriott. At the dinner and dance, attended by family and friends, chapter members celebrated the accomplishments
of each of the girls in the Azalea Class of 2018 and recognize her contributions to the community during her six years of service in The
National Charity League (NCL) program. The seniors are students at Cinco Ranch High School, Seven Lakes High School, Taylor High
School, Tompkins High School and Faith West High School.
The mission of the NCL is to foster mother daughter relationships in a philanthropic organization committed to community service,
leadership development and cultural experiences. The Azalea Chapter was formed in 1999 and in the past year its members have served
over 10,000 volunteer hours in support of 24 charitable organizations in the Katy area.
Go On A Surprise Trip. What better way to spend time together than by going on a
surprise trip? Instead of just telling your partner that you planned a getaway, make
them work to figure out what their Valentine’s present is. Write the name of the destination
on a piece of paper and cut it up into pieces that they have to put together.
If you want to really build up the anticipation, you can always give them one piece
of the puzzle a day leading up to Valentine’s Day.
Kidnap Them For A Day. If your partner is into fun gags, put a blindfold on him or
her and drive them to your chosen destination before you take the blindfold off. It
can be something as simple as a romantic dinner to their favorite restaurant or a
visit to their favorite museum. Tell them little clues along the way to see if they can
actually guess where they are going.
Act Like A Tourist. Just because you have lived in a city for a while it doesn’t mean
that you’ve visited everywhere there is to go. For Valentine’s Day, do a little bit of
research about restaurants or attractions that you and your partner have never been
to before. Then on Valentine’s Day, act like tourists at the place you end up going
too. Don’t just rush through the experience. Really soak it all in, spend a lot of time
there and just have a good time overall.
Can’t Get Away For A Few Days? Book A Hotel Room. If you and your partner want
to go on a vacation, but don’t have the time, consider booking a really nice hotel
room for 1-2 nights. Even though you won’t actually be leaving your city, it might
feel like it if you choose the right hotel. Not only should the hotel you choose have
plenty of activities and amenities, but it should be in a location that will allow you
to easily enjoy restaurants and shops within walking distance.
Share The Romance. If you and your partner are the kind of couple that likes to outdo
one another, consider trading off. On even days you could plan romantic activities
and on odd days it’s your partner’s turn. This can last for only a few days, a week or
the entire month of February! If you really want to wow them consider going on a
day cruise on your day or going camping for the night.
Engagement Stories
featuring your neighbors!
Chelsea & William
What was supposed to be a family vacation to Las Vegas/the Grand Canyon
the week before Thanksgiving, ended up turning into the most picture
perfect proposal. The morning we were supposed to leave for the Grand
Canyon, I wasn’t feeling well, and said I would stay back. However, William
was very insistent that I come. I took some medicine, got ready really
quickly, and we hopped into the car for our grand excursion. When we got
to the Grand Canyon, it was freezing outside (to Texans of course!) and
there was even some snow on the ground. It looked so magical (especially
considering I have only seen snow a couple of times)! As I was getting out
of the car, I noticed that one of my fake nails had fallen off (I had gotten my
nails done the week prior) ON MY LEFT HAND! William’s mother had
asked, “what hand did the nail fall off from?”, which I thought was a funny
question to ask. When we got to the Grand Canyon, we stopped to take
pictures (and get me a jacket because I did NOT plan for freezing weather).
During one picture, William had bent down to sit for the picture, but in
my head I was thinking “THIS IS IT! THERE IS WHERE WE GET EN-
GAGED!” My heart started racing and I was so excited. But....all that was said was, “Chelsea, sit down so we can take the picture.” I was slightly disappointed,
but I wouldn’t let it ruin my time. We went to go grab a bite to eat, and William and his family were asking when sunset was so we could go to one final stop:
Yavapai Point. By the time we got there, I was freezing and felt like my hands and legs were going numb and was apprehensive to take more pictures. Then, in
the most perfect spot, right as we were posing for a picture, William got down on one knee and showed me the most beautiful ring that he picked out himself.
I didn’t even let him talk I was so in shock that I just went in for a giant hug. When his family asked what I said, I responded with, “oh he never asked!” He
officially asked, I said “YES!!!!!!!”, and the rest of our “grand” love story is history!
Lisa & Matt
My wife and I met on a blind date – we were immediately attracted
to each other. Later, when the time came, I wanted to have the
perfect way to propose to her, so I conspired with my mother to
create the ‘perfect day’. First, my sister, Rachel, took a picture
of me at our favorite place – Castlewood State Park outside of St.
Louis, Missouri. From this picture, a wooden jigsaw puzzle was
created – the largest piece in the center being a sign with my special
message… ‘Lisa, Will You Marry Me?’. The remaining pieces
of the puzzle were randomly divided into handmade velvet bags
that each had a handwritten calligraphy poem on them created
by me describing a new location for the ‘Treasure Hunt’. Each location
has some significance since it was a place where we had
experienced something special together. At the last location, I
presented her with the final piece and the diamond ring. My wife
is a very special person who has given me so much…I love her.
Violet & TJ
"They" say that after a storm, comes a rainbow....it turns out that "they"
are correct. I met my fiancé, TJ, about 20 years ago. Nothing became
of it, except seeing the familiar face from time to time throughout the
years. On July 15, I ran into the familiar face, yet once again. Except this
time, it was God's timing and we were engaged on September 16. He is
the biggest teddy bear with the kindest soul. He is the happily ever after
that me & daughters needed for so long.... We will say "I do" on 2/11/18. 29
PET INFORMATION
ATTENTION! PET POOPS / YOU SCOOP
Please be respectful of community grounds and neighbors’ yards. If
your pet poops during your walk, be prepared to scoop and trash.
Come with a scooper and a recycled grocery bag or anything else. It
may not be the most fabulous way to walk your pet, but it does show
your respect for every homeowner and our beautiful community.
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents.
While you may know your pet is friendly, an animal running
at someone who is walking by is very scary for that person. Many
children are afraid of animals and become frightened, which could
result in the child getting hurt trying to avoid the animal.
Harris County Animal Control advises, “All dogs and cats must be
kept under restraint while in the unincorporated areas of Harris
County, Texas. The custodian of a dog or cat is not authorized to
have, harbor or keep any unlicensed dog or cat nor to allow any dog
or cat to become a stray.”
Restraint is defined as “the control of a dog or cat under the following
circumstances:
1. When it is controlled by a line or leash not more than six (6) feet in
length, if the line or leash is held by a human being, who is capable
of controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle
3. When it is on the premise of the custodian and the animal does
not have access to sidewalk or street.”
While it may be nice to have your animal out in the yard while you
work or play, it is against the law, unless the animal is properly
restrained.
Let’s all help keep our community a safe and comfortable place for all
our residents by being responsible pet owners. This will not only protect
anyone who may be walking or bicycling in the area, but also the pet
owner who could be held legally responsible or possibly sued for failing
to properly restrain their pet.
Please remember that cats fall under the same laws as dogs and must
be licensed and kept restrained when not on the premises of the owner.
We’ve been told that spreading moth balls in flower beds might keep
cats away.
To make a complaint or report an animal that is not properly
restrained please contact:
VETERINARY PUBLIC HEALTH DIVISION
(Formerly called Harris County Animal Control)
The Veterinary Public Health Division posts photos of all animals
found on their website and updates it twice daily. If you have lost
your pet, please check this website, www.hcphes.org/vph.
Have you lost a pet?
Start your search immediately,
don’t wait to make flyers.
Contact all possible animal control or animal welfare agencies in
the area. Visit each location at least every other day.
Call your pet’s veterinarian and the microchip company to make
sure they have current contact information for you. A citizen may try
to call the veterinarian’s office or microchip company themselves
from your pet’s tags.
Call all the veterinarians in your area to alert them to the description
of your lost pet in case someone brings it to their clinic.
Check with your neighbors, especially families with children and
ask if they’ve seen a pet that looks like yours.
Search your neighborhood on foot, your pet maybe be nearby but
is injured and unable to get back home.
Leave a towel or article of clothing with your scent on it outside of
your home. Your pet may be disorientated and will be attracted
by your scent.
Have you found a pet?
First, think of the animal as lost and not abandoned
and make every effort to reunite the animal to an owner.
Contact the HCPH VPH office by telephone and report
the animal as found.
Bring the animal to the HCPH VPH facility or check
with a local veterinarian to scan the animal for a microchip.
Return to the place where you found the animal and put up
a found pet poster near that location.
If you find the owner, especially off a newspaper or website posting,
ask them to provide a picture of the animal and meet in a public
place like a police station.
More information about Microchips
& Microchip companies
A microchip is a small device (size of a grain of rice) that is
permanent and implanted with a needle under the skin of pets.
Pets do not have to be given any pain medication or anesthesia
to implant a microchip.
Microchips are not likely to move or need repair
if implanted correctly.
Microchips, when scanned, show a unique code. The microchip
must be registered with the corresponding microchip manufacture
to record any owner and animal data.
Microchips do not work like GPS locators or LoJack
and cannot give a signal to find the location of your lost pet.
Family
Focus
Why They Love Living in Katy
“Our family has lived in Katy for over 30 years and we couldn’t imagine
our children growing up in a better city. Katy has the hometown feel of
the both small towns that Patrick and Melissa were born in. Patrick is
originally from Lumberton, Texas and Melissa was born in Hardinsburg,
Kentucky. People in Katy are friendly and always willing to lend a
helping hand to their neighbors. Katy is “country” with all the amenities
of the city and Houston is close enough that if you want to see a major
sporting event, concert, theater, etc., you are able to. We love the
people and pride in Tigerland!”
What They Love to Do
This family most enjoys the local parks
in Katy, feeding ducks and being in
the outdoors. They love to explore the
local businesses in Old Katy, especially
antique and resale shops where hidden
treasures are often found. The Katy
Rice Harvest Festival is one of their most
Love is in the Air
How They Express It: “Something you will hear many times a day in our home is one person will say
‘Love y’all’ and you will hear all the other family members reply with ‘Love y’all.’ Levi is usually the first
one to prompt this but we all do it when we want to. I think this makes our family unique because we
do remind each other through our love language of what we mean to each other, daily.”
Celebrating Valentine’s Day: The family gets in the spirit of this holiday by enjoying mom’s decorating
in a special part of their home, and indulging in a nice meal together at home or at a restaurant.
They give each other special tokens of their admiration for each other and of course, enjoy creating,
crafting and delivering their Valentines.
What Makes It Tick: They love reminding their family and friends about how much they mean to them,
which is what Valentine’s Day is all about for this tribe. Keeping in mind how much Jesus loves them
and how He asks them to love one another is also an important reflection on this holiday.
