FEBRUARY MEETING OF WESTLAKE CIA<br />

The <strong>Westlake</strong> CIA will hold its monthly meeting on Tuesday, <strong>February</strong> 20, <strong>2018</strong>, at 7 PM<br />

at the Civic Center located at the corner of Franz Road and Creek Meadow in <strong>Westlake</strong><br />

<strong>Forest</strong>. Homeowners are invited to attend the Board meeting and then to participate in<br />

the Homeowners Forum which usually is held at about 7:30 PM.<br />

An executive meeting will be held on Monday, <strong>February</strong> 19, <strong>2018</strong> at the Civic Center. If<br />

FILE ACC BEFORE MAKING MAJOR<br />

All owners are required to file an ACC document when changing the paint, roof or altering<br />

the exterior of the home or any changes that can be seen from the street in any way. This<br />

form can be found on our website: www.westlakecia.org. Major changes that are initiated<br />

HOMESTEAD EXEMPTION…<br />

Save Money On Your Property Taxes… File Now<br />

Filing for the Homestead Exemption on your property will save money on<br />

property taxes. (You must occupy the home to qualify for this exemption)<br />

An exemption removes part of the value of your property from taxation<br />

and lowers your taxes. For example, if your home is valued at $100,000<br />

and you qualify for a $20,000 exemption, you pay taxes on a value of<br />

$80,000.<br />

An Application for Residential Homestead Exemption (same form for<br />

over-65, disability, over-55 surviving spouse or 100% disabled veteran<br />

homestead exemptions) can be found by hovering over Forms Page at<br />

www.hcad.org, choose popular forms, then choose form #11-13, which is<br />

the 1 st form on the list. Homestead exemption, General Residential, over<br />

65, disability, over 55 surviving spouse. Follow the instructions on the form.<br />

You can now file for this exemption online. Follow the instructions on<br />

the hcad.org website.<br />

To check your property to see if you have the homestead exemption,<br />

go to hcad.org, hover over property search, then choose search by<br />

address and fill in your address. (You will have better success if you<br />

do not use dr. cir. pl. etc.) Look about halfway down on the left under<br />

Exemption Type, this will show the type of exemption you have or<br />

none if you do not have any exemptions. There are videos to watch for<br />

complete instructions to fill out the homestead exemption form and<br />

the documents you will need to send in with the application. You can<br />

contact the Harris County Appraisal District at 713 957-7800.<br />

NUISANCE ABATEMENT ENFORCEMENT<br />

CONTINUES IN OUR NEIGHBORHOODS<br />

The Harris County Sheriff’s Office has an overall Nuisance Abatement<br />

program for neighborhoods, such as ours, which have suffered from<br />

severe neglect during the sub-prime foreclosure crisis. Empty homes<br />

with junk and clutter in the front and back yards, eyesores for the<br />

community, inoperable vehicles, health and safety hazards… these and<br />

much more are addressed under Texas law as it applies to Nuisance<br />

Abatements in the Traffic Code and the Health and Safety code.<br />

All contract units are trained in every Nuisance Abatement law on the<br />

books. Each law will be enforced quickly. Once again, we are putting a<br />

burden on the Sheriff’s Office that rightfully belongs on other agencies<br />

and the homeowners’ associations, but this is the most expeditious<br />

way of solving the many problems we are seeing in both <strong>Westlake</strong><br />

<strong>Forest</strong> and <strong>Westlake</strong>.<br />

So, if you know of a home that is abandoned, has a junk vehicle in the<br />

driveway or street, trash, debris, high grass, a dangerous swimming pool,<br />

etc., please email Annette Baldwin at info.westlake@gmail.com or call<br />

her at 281-578-9118. She will forward the information to our deputy or<br />

the district nuisance abatement deputy who will act on it immediately.<br />

This program began in 2011 following the training of all deputies. New<br />

deputies who bid into contracts are trained in Nuisance Abatement<br />

prior to their new assignment.<br />

The vehicle Nuisance Abatement and parking code are enforced<br />

in an ongoing policy for <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. The health<br />

and safety laws will supplement that for further improvement in our<br />

neighborhoods.<br />

The Harris County Sheriff’s Office is partnering with the Harris County<br />

Health Department and the County Attorney in an effort to clean up<br />

these problems.<br />

WARN YOUR CHILDREN ABOUT SURFACE WATER<br />

IN BAYOUS & SPILLWAYS<br />

Please warn your children not to swim in any surface water bayous<br />

or spillways in Harris County. Most MUD districts dump “gray<br />

water” into the surface water of Harris County. “Gray water” is<br />

partially processed waste water from sewers and contains lots of<br />

bacteria. Recently we have seen younger children wading in the<br />

spillways and teenagers in the waters of the bayous. In addition<br />

to the bacteria, our bayous are home to a number of animals such<br />

as alligators and snakes.<br />

Just to be safe, have a conversation with your children about our<br />

waterways.<br />

CALL IT IN… CALL IT IN<br />

A quick review of our calls for service in 2017, has demonstrated<br />

that our residents are not calling the Sheriff’s Office on suspicious<br />

persons and suspicious vehicles as well as crimes such as burglary<br />

of a motor vehicle, etc.<br />

If you don’t call to report a crime or suspected criminal activity<br />

in progress or suspicious persons or vehicles, no arrests will be<br />

made, the crime or criminal activity will continue and the Sheriff’s<br />

Office will not know that anything is going on. Yes, we have those<br />

rare occasions where a deputy, by pure luck, drives up on a crime<br />

or suspicious activity in progress. But why rely on luck when you<br />

have a telephone? The number to call is 713-221-6000. This is the<br />

phone number for the Harris County Sheriff’s Office. If there is an<br />

emergency, call 9-1-1. We live in HARRIS County. If you would like<br />

a magnet for your refrigerator so that both these numbers are<br />

readily available to you, stop at the Franz Road Fry Store Front<br />

and pick one up.<br />

Do NOT call the Franz Road Store Front for a deputy or in an emergency.<br />

These deputies are with the Crime Prevention Bureau. The<br />

phones are answered during weekdays only. You can go to the Store<br />

Front to file a minor report such as the theft of a bicycle or to pick<br />

up information or complete a Vacation Watch form. However, this<br />

office does not dispatch deputies.<br />

GARAGES AND CARS ARE<br />

MADE FOR EACH OTHER<br />

While parking on the street and in the driveway is legal, it is amazing<br />

how many people do not use their garages for vehicle parking. If<br />

your garage is full of junk, this might be the time to clean it out,<br />

throw it away or put it in the attic.<br />

If you must park on your driveway, please remember to lock your<br />

vehicle. Before leaving your vehicle, take out items that might<br />

attract a criminal (major or minor) such as CDs, tapes, computers,<br />

cell phones, cash, credit cards, bags containing unknown items and<br />

anything that might attract a crime of opportunity. If you leave items<br />

in your vehicle and your vehicle is unlocked, don’t be surprised if<br />

your property is missing the next day.<br />

Recently, we have reports of catalytic converters, wheels and tailgates<br />

of pickups being stolen from various vehicles parked both on<br />

the street and in driveways. All of these are expensive replacements,<br />

minimally requiring a deductible payment on vehicle insurance and<br />

often raising your rates with a claim. It would seem wiser to empty<br />

the garage and park the cars there overnight.<br />

PARKING LAWS MEANTTO INCREASE SAFETY<br />

Once again, we are asking you to please be considerate of your<br />

neighbors and the emergency personnel who risk their lives for us.<br />

Fire engines and ambulances often cannot squeeze down some of<br />

our streets when cars and trucks are parked on the street. Park cars<br />

in your garage and on your driveway. Always lock cars parked on<br />

your driveway and make sure you have removed “attractive valuables”<br />

from them. Since the largest homes in our subdivisions have<br />

four bedrooms, there is really no reason for more than four cars per<br />

house… two in the garage and two in the driveway. Guests can park<br />

on the street, but they need to be very aware of the parking laws in<br />

Texas. Due to the continuing upswing in street parking, the following<br />

Parking Laws of the state of Texas will be enforced to the letter:<br />

1. Park no closer than 30 feet from a stop sign<br />

2. Park no closer than 20 feet from a cross walk<br />

3. Park no closer than 15 feet from a fire hydrant<br />

4. Park no farther from the curb than 18”<br />

5. Cars parked on the street must be locked<br />

6. Park with the flow of traffic<br />

7. Vehicles parked on the street must have a valid and current<br />

registration and inspection sticker and be in operable condition<br />

8. Parking for more than 48 hours on the street is a violation that<br />

can result in towing<br />

9. Do not obstruct the driveways of others with your vehicle<br />

10. Double parking will result in immediate citation and possible<br />

towing<br />

These laws are not designed for a neat appearance and for the safety<br />

of the public. The life you save might just be your own. And many<br />

citations have been written over the past six months; citations will<br />

be written to any vehicle that is illegally parked.<br />

WCIA DUES WERE PAYABLE<br />

BY JANUARY 31, <strong>2018</strong><br />

Your <strong>2018</strong> annual maintenance dues were payable on or before January<br />

31, <strong>2018</strong>. Please make sure you mailed your check in advance<br />

of the date so that you do not incur a late penalty.<br />

As in previous years, if you would like to make arrangements to<br />

pay your 2019 dues in advance over the twelve-month period,<br />

please send your checks to PCMI and include the address and<br />

account number for the home. PCMI is listed on the inside page of<br />

this newsletter.<br />

If you are having a financial hardship and could not pay your <strong>2018</strong><br />

dues in full by January 31, <strong>2018</strong>, please contact PCMI to make arrangements<br />

for monthly payments. Texas law permits homeowners<br />

to set up a payment plan if they are unable to pay the full amount<br />

owed to their HOA by the deadline.<br />

TREE PLANTING TIME<br />

January and <strong>February</strong> are excellent times to plant trees and shrubbery<br />

in the Houston area. The temperatures are chilly to moderate<br />

and the trees and shrubbery are given the best possible start on life.<br />

If you are considering adding to your landscaping, we recommend<br />

that you choose one of these two months to do it. Your money will<br />

be well spent.<br />

STREETLIGHTS OUT?<br />

Please report outages of streetlights to Centerpoint Energy. Get the<br />

pole number as well as the nearest street address and call 713–207-<br />

2222 or go to their website and complete an on-line form. It is very<br />

important that non-working lights are reported for the safety of<br />

our each of us. Call it in, call it in.<br />

Cook over medium-low heat, whisking constantly, until the mixture almost<br />

comes to a simmer and thickens, about 5 minutes. Season with salt and<br />

black pepper to taste.<br />

Bring a large pot of lightly salted water to a boil. Cook fettuccine in boiling<br />

water, stirring occasionally, until nearly cooked through, about 7 minutes.<br />

Drain.<br />

Stir parsley, 1 cup of Parmigiano-Reggiano and cream mixture into the<br />

pasta. Remove from heat, cover and let sit for a few minutes until thick.<br />

LIGHTER CHICKEN FETTUCCINE ALFREDO<br />

You could make this on National Fettuccine Alfredo Day <strong>February</strong> 7 th !<br />

INGREDIENTS:<br />

2 large boneless skinless chicken breasts<br />

2 cups low-sodium chicken broth<br />

4 cloves garlic, minced<br />

ground black pepper to taste<br />

2 cups heavy cream<br />

2 egg yolks<br />

salt to taste<br />

1 pound fettuccine<br />

1 sprig chopped fresh parsley<br />

2 cups freshly grated Parmigiano-Reggiano cheese, divided<br />

DIRECTIONS:<br />

Combine chicken breasts and chicken broth in a saucepan over medium-high<br />

heat. Bring to a boil, cover and reduce heat to low; simmer for 5<br />

minutes. Turn breasts, cover and simmer another 5 minutes. Remove from<br />

heat and let sit with the cover on for 15 minutes.<br />

Remove chicken breasts from the broth and set aside to cool, reserving<br />

the broth in the saucepan. Once the chicken is cool enough to handle, cut<br />

into bite-size slices. Return the chicken broth to medium heat and cook<br />

until reduced to 1 cup. Stir garlic, black pepper and heavy cream into the<br />

reduced broth; bring to a simmer and remove from heat.<br />

Whisk egg yolks in a bowl until smooth. Beat 1 tablespoon of the warm<br />

cream mixture into the eggs until thoroughly incorporated; repeat until<br />

about 1/2 cup of the warm cream mixture is used. Whisk the warm cream<br />

CREAM CHEESE BROWNIES<br />

You could make this on National Cream Cheese Brownies Day Feb. 10 th !<br />

INGREDIENTS:<br />

1/2 cup all-purpose flour<br />

1/2 teaspoon baking powder<br />

1/4 teaspoon salt<br />

1/3 cup semisweet chocolate chips<br />

5 tablespoons shortening<br />

1 cup white sugar<br />

3 eggs<br />

3 tablespoons cream cheese<br />

2 teaspoons vanilla extract<br />

1/2 teaspoon almond extract<br />

1/2 cup chopped almonds<br />

Cream Cheese frosting - optional<br />

DIRECTIONS:<br />

Preheat oven to 350 degrees F (175 degrees C). Grease 9 inch square<br />

baking pan.<br />

In top of a double boiler, melt chocolate chips and shortening, stirring<br />

frequently until smooth. Pour into a large bowl and mix in sugar, cream<br />

cheese and eggs. Stir in vanilla and almond extracts. Gradually mix in flour,<br />

baking powder and salt. Fold in almonds and pour the batter into pan.<br />

Bake for 35 to 40 minutes in the preheated oven, until toothpick inserted<br />

near the center comes out clean. Let cool in pan before cutting into bars.<br />

Due to the massive flooding the Katy<br />

community experienced as a result of<br />

Hurricane Harvey and the continued<br />

efforts to recover from the devastation it<br />

caused, the Reign Over Cancer (“ROC”)<br />

Walk has been postponed until Sunday,<br />

<strong>February</strong> 25, <strong>2018</strong>. The walk will be held at<br />

Cane Island and will begin at 2 PM. Plan to stick around after the walk<br />

to enjoy complimentary food and beverages, music and family-friendly<br />

activities.<br />

The ROC Walk will recognize people in the community currently<br />

undergoing cancer treatment, highlight survivors and raise money<br />

to fund GEST Foundation grants. Register as an individual or a team<br />

online at www.GESTfoundation.org. Proceeds from the ROC Walk will<br />

provide grants for services including grocery delivery, home cleaning,<br />

home wound care, transportation or even counseling to help with the<br />

internal wounds that come with facing the news “you have cancer.”<br />

Katy Taste Fest, the city’s first festival for foodies will again be held<br />

ACA produces Bayou City Art Festival Memorial Park in the spring and<br />

Bayou City Art Festival Downtown in the fall. Now entering its 47 th year,<br />

ACA has provided a venue for over 20,000 artists to showcase their<br />

work to thousands of art lovers from all over the world. Patrons have<br />

the opportunity to personally meet the artist, view original works and<br />

purchase world class art. The festival benefits local non-profits and<br />

features music, food, beverages, entertainment, a Children’s Creative<br />

Zone and much more for people of all ages to come and enjoy the city<br />

Twice a year, over 1,000 qualified applicants from 19 different disciples<br />

submit their applications to be reviewed by the ACA jurors. For each<br />

festival, a new juror panel is invited and consists of artists, collectors<br />

selected based on their specific interests, professional knowledge and<br />

Houston Audubon Docent Guild sponsors 4 owl prowls for the 2017-<br />

18 season. Owl prowls begin with a lively program on owls including<br />

an opportunity to meet live, rehabilitated owls followed by a walk in<br />

• THE HARLEM RENAISSANCE & THE AFRICAN IN AMERICA - Come<br />

African Americans to our nation’s culture. We’ll be listening to music<br />

that celebrates the historic contribution and achievements of great<br />

Americans. Afterwards, join us for some African crafts as we learn all<br />

• TEENMAKERS - Teens & tweens in 6 th grade and up are invited to<br />

come MAKE something at the library. This will be a monthly program,<br />

• SUNSET STORYTIME - Bring the entire family out to our new bedtime<br />

storytime. This new storytime will meet on Tuesday, <strong>February</strong> 6 th and<br />

20 th at 6:30 PM. We will have stories, songs and rhymes for the whole<br />

family. Children are welcome to wear their pajamas.<br />

• INFANT STORYTIME - This program will meet each Tuesday morning<br />

at 10:15 AM and 11:15 AM. This is an interactive program for children,<br />

ages 0 to 12 months and their caregivers. Each session will last about<br />

20 minutes, featuring nursery rhymes, songs and finger plays.<br />

• STORYTIME - Storytime for preschool-aged children is held each<br />

Wednesday at 10:15 AM. Stories, fingerplays and songs are featured.<br />

This is ideal for children ages 3 to 5, but all children and their caregivers<br />

• PRESCHOOL EXPLORERS - Is your preschooler ready to explore the<br />

When foster children reach age 18, they are considered independent.<br />

That’s difficult for kids who have been wards of the state, with<br />

necessities arranged by caseworkers with state funds. Now they’ll have<br />

to figure out how to organize themselves and make their money last<br />

a whole month. Fortunately, Child protective Services offers them a<br />

program to help prepare for independence: Preparation for Adult Living<br />

(PAL). The year-long course culminates in an all-day workshop hosted<br />

by the National Council for Jewish Women (NCJW). The course is held<br />

at Junior Achievement’s BizTown, using computer kiosks sponsored by<br />

HELP DRIVING OLDER ADULTS<br />

Katy Area Ride Service (KARS) is looking for your assistance in<br />

transporting seniors in need of personal (hair salon, bank, classes,<br />

volunteering, visiting a loved one, taking a pet to the vet) and<br />

occasional medical rides. Rides are provided in your personal vehicles<br />

to passengers who are age 65+ and ambulatory (not wheelchair bound,<br />

may use walking aids). Time commitment is flexible and you choose<br />

the Katy territory in which you want to drive. Volunteers do not provide<br />

rides that go east of Barker Cypress, north of Clay Road, west of FM 1463<br />

or south of Bellaire Blvd at the Grand Parkway. Benefits to Volunteer<br />

Drivers include the opportunity to help seniors retain independent<br />

living, dignity and freedom. Drivers tell us the day(s) and times they are<br />

able to drive. Drivers choose if they wait for the senior or return later<br />

to pick them up. Drivers must be between 21 years of age and 78 years<br />

of age with a good driving record, pass a background check and show<br />

proof of insurance coverage (state minimums) as required by the State<br />

NATIONAL CHARITY LEAGUE EVENT HONORS GRADUATING SENIORS<br />

The National Charity League, Inc., Azalea Chapter honored its graduating seniors at its annual Senior Recognition in early January at<br />

the Sugarland Marriott. At the dinner and dance, attended by family and friends, chapter members celebrated the accomplishments<br />

of each of the girls in the Azalea Class of <strong>2018</strong> and recognize her contributions to the community during her six years of service in The<br />

National Charity League (NCL) program. The seniors are students at Cinco Ranch High School, Seven Lakes High School, Taylor High<br />

School, Tompkins High School and Faith West High School.<br />

The mission of the NCL is to foster mother daughter relationships in a philanthropic organization committed to community service,<br />

leadership development and cultural experiences. The Azalea Chapter was formed in 1999 and in the past year its members have served<br />

over 10,000 volunteer hours in support of 24 charitable organizations in the Katy area.<br />

Go On A Surprise Trip. What better way to spend time together than by going on a<br />

surprise trip? Instead of just telling your partner that you planned a getaway, make<br />

them work to figure out what their Valentine’s present is. Write the name of the destination<br />

on a piece of paper and cut it up into pieces that they have to put together.<br />

If you want to really build up the anticipation, you can always give them one piece<br />

of the puzzle a day leading up to Valentine’s Day.<br />

Kidnap Them For A Day. If your partner is into fun gags, put a blindfold on him or<br />

her and drive them to your chosen destination before you take the blindfold off. It<br />

can be something as simple as a romantic dinner to their favorite restaurant or a<br />

visit to their favorite museum. Tell them little clues along the way to see if they can<br />

actually guess where they are going.<br />

Act Like A Tourist. Just because you have lived in a city for a while it doesn’t mean<br />

that you’ve visited everywhere there is to go. For Valentine’s Day, do a little bit of<br />

research about restaurants or attractions that you and your partner have never been<br />

to before. Then on Valentine’s Day, act like tourists at the place you end up going<br />

too. Don’t just rush through the experience. Really soak it all in, spend a lot of time<br />

there and just have a good time overall.<br />

Can’t Get Away For A Few Days? Book A Hotel Room. If you and your partner want<br />

to go on a vacation, but don’t have the time, consider booking a really nice hotel<br />

room for 1-2 nights. Even though you won’t actually be leaving your city, it might<br />

feel like it if you choose the right hotel. Not only should the hotel you choose have<br />

plenty of activities and amenities, but it should be in a location that will allow you<br />

to easily enjoy restaurants and shops within walking distance.<br />

Share The Romance. If you and your partner are the kind of couple that likes to outdo<br />

one another, consider trading off. On even days you could plan romantic activities<br />

and on odd days it’s your partner’s turn. This can last for only a few days, a week or<br />

the entire month of <strong>February</strong>! If you really want to wow them consider going on a<br />

day cruise on your day or going camping for the night.<br />

What was supposed to be a family vacation to Las Vegas/the Grand Canyon<br />

the week before Thanksgiving, ended up turning into the most picture<br />

perfect proposal. The morning we were supposed to leave for the Grand<br />

Canyon, I wasn’t feeling well, and said I would stay back. However, William<br />

was very insistent that I come. I took some medicine, got ready really<br />

quickly, and we hopped into the car for our grand excursion. When we got<br />

to the Grand Canyon, it was freezing outside (to Texans of course!) and<br />

there was even some snow on the ground. It looked so magical (especially<br />

considering I have only seen snow a couple of times)! As I was getting out<br />

of the car, I noticed that one of my fake nails had fallen off (I had gotten my<br />

nails done the week prior) ON MY LEFT HAND! William’s mother had<br />

asked, “what hand did the nail fall off from?”, which I thought was a funny<br />

question to ask. When we got to the Grand Canyon, we stopped to take<br />

pictures (and get me a jacket because I did NOT plan for freezing weather).<br />

During one picture, William had bent down to sit for the picture, but in<br />

my head I was thinking “THIS IS IT! THERE IS WHERE WE GET EN-<br />

GAGED!” My heart started racing and I was so excited. But....all that was said was, “Chelsea, sit down so we can take the picture.” I was slightly disappointed,<br />

but I wouldn’t let it ruin my time. We went to go grab a bite to eat, and William and his family were asking when sunset was so we could go to one final stop:<br />

Yavapai Point. By the time we got there, I was freezing and felt like my hands and legs were going numb and was apprehensive to take more pictures. Then, in<br />

the most perfect spot, right as we were posing for a picture, William got down on one knee and showed me the most beautiful ring that he picked out himself.<br />

I didn’t even let him talk I was so in shock that I just went in for a giant hug. When his family asked what I said, I responded with, “oh he never asked!” He<br />

officially asked, I said “YES!!!!!!!”, and the rest of our “grand” love story is history!<br />

My wife and I met on a blind date – we were immediately attracted<br />

to each other. Later, when the time came, I wanted to have the<br />

perfect way to propose to her, so I conspired with my mother to<br />

create the ‘perfect day’. First, my sister, Rachel, took a picture<br />

of me at our favorite place – Castlewood State Park outside of St.<br />

Louis, Missouri. From this picture, a wooden jigsaw puzzle was<br />

created – the largest piece in the center being a sign with my special<br />

message… ‘Lisa, Will You Marry Me?’. The remaining pieces<br />

of the puzzle were randomly divided into handmade velvet bags<br />

that each had a handwritten calligraphy poem on them created<br />

by me describing a new location for the ‘Treasure Hunt’. Each location<br />

has some significance since it was a place where we had<br />

experienced something special together. At the last location, I<br />

presented her with the final piece and the diamond ring. My wife<br />

is a very special person who has given me so much…I love her.<br />

"They" say that after a storm, comes a rainbow....it turns out that "they"<br />

are correct. I met my fiancé, TJ, about 20 years ago. Nothing became<br />

of it, except seeing the familiar face from time to time throughout the<br />

years. On July 15, I ran into the familiar face, yet once again. Except this<br />

time, it was God's timing and we were engaged on September 16. He is<br />

the biggest teddy bear with the kindest soul. He is the happily ever after<br />

that me & daughters needed for so long.... We will say "I do" on 2/11/18. 29

ATTENTION! PET POOPS / YOU SCOOP<br />

Please be respectful of community grounds and neighbors’ yards. If<br />

your pet poops during your walk, be prepared to scoop and trash.<br />

Come with a scooper and a recycled grocery bag or anything else. It<br />

may not be the most fabulous way to walk your pet, but it does show<br />

your respect for every homeowner and our beautiful community.<br />

HARRIS COUNTY LEASH LAW<br />

Animals that are not properly restrained pose a threat to all our residents.<br />

While you may know your pet is friendly, an animal running<br />

at someone who is walking by is very scary for that person. Many<br />

children are afraid of animals and become frightened, which could<br />

result in the child getting hurt trying to avoid the animal.<br />

Harris County Animal Control advises, “All dogs and cats must be<br />

kept under restraint while in the unincorporated areas of Harris<br />

County, Texas. The custodian of a dog or cat is not authorized to<br />

have, harbor or keep any unlicensed dog or cat nor to allow any dog<br />

or cat to become a stray.”<br />

Restraint is defined as “the control of a dog or cat under the following<br />

circumstances:<br />

1. When it is controlled by a line or leash not more than six (6) feet in<br />

length, if the line or leash is held by a human being, who is capable<br />

of controlling or governing the dog or cat in question<br />

2. When it is within a fully enclosed vehicle<br />

3. When it is on the premise of the custodian and the animal does<br />

not have access to sidewalk or street.”<br />

While it may be nice to have your animal out in the yard while you<br />

work or play, it is against the law, unless the animal is properly<br />

restrained.<br />

Let’s all help keep our community a safe and comfortable place for all<br />

our residents by being responsible pet owners. This will not only protect<br />

anyone who may be walking or bicycling in the area, but also the pet<br />

owner who could be held legally responsible or possibly sued for failing<br />

to properly restrain their pet.<br />

Please remember that cats fall under the same laws as dogs and must<br />

be licensed and kept restrained when not on the premises of the owner.<br />

We’ve been told that spreading moth balls in flower beds might keep<br />

cats away.<br />

found on their website and updates it twice daily. If you have lost<br />

don’t wait to make flyers.<br />

Contact all possible animal control or animal welfare agencies in<br />

the area. Visit each location at least every other day.<br />

Call your pet’s veterinarian and the microchip company to make<br />

sure they have current contact information for you. A citizen may try<br />

to call the veterinarian’s office or microchip company themselves<br />

from your pet’s tags.<br />

Call all the veterinarians in your area to alert them to the description<br />

of your lost pet in case someone brings it to their clinic.<br />

Check with your neighbors, especially families with children and<br />

ask if they’ve seen a pet that looks like yours.<br />

Search your neighborhood on foot, your pet maybe be nearby but<br />

is injured and unable to get back home.<br />

Leave a towel or article of clothing with your scent on it outside of<br />

your home. Your pet may be disorientated and will be attracted<br />

by your scent.<br />

Have you found a pet?<br />

First, think of the animal as lost and not abandoned<br />

and make every effort to reunite the animal to an owner.<br />

Contact the HCPH VPH office by telephone and report<br />

the animal as found.<br />

Bring the animal to the HCPH VPH facility or check<br />

with a local veterinarian to scan the animal for a microchip.<br />

Return to the place where you found the animal and put up<br />

a found pet poster near that location.<br />

If you find the owner, especially off a newspaper or website posting,<br />

ask them to provide a picture of the animal and meet in a public<br />

place like a police station.<br />

A microchip is a small device (size of a grain of rice) that is<br />

permanent and implanted with a needle under the skin of pets.<br />

Pets do not have to be given any pain medication or anesthesia<br />

to implant a microchip.<br />

Microchips are not likely to move or need repair<br />

if implanted correctly.<br />

Microchips, when scanned, show a unique code. The microchip<br />

must be registered with the corresponding microchip manufacture<br />

to record any owner and animal data.<br />

Microchips do not work like GPS locators or LoJack<br />

and cannot give a signal to find the location of your lost pet.<br />

Why They Love Living in Katy<br />

“Our family has lived in Katy for over 30 years and we couldn’t imagine<br />

our children growing up in a better city. Katy has the hometown feel of<br />

the both small towns that Patrick and Melissa were born in. Patrick is<br />

originally from Lumberton, Texas and Melissa was born in Hardinsburg,<br />

Kentucky. People in Katy are friendly and always willing to lend a<br />

helping hand to their neighbors. Katy is “country” with all the amenities<br />

of the city and Houston is close enough that if you want to see a major<br />

sporting event, concert, theater, etc., you are able to. We love the<br />

people and pride in Tigerland!”<br />

What They Love to Do<br />

This family most enjoys the local parks<br />

in Katy, feeding ducks and being in<br />

the outdoors. They love to explore the<br />

local businesses in Old Katy, especially<br />

antique and resale shops where hidden<br />

treasures are often found. The Katy<br />

Rice Harvest Festival is one of their most<br />

anticipated events of the year, as well<br />

as the parade and the Katy Rodeo.<br />

Love is in the Air<br />

How They Express It: “Something you will hear many times a day in our home is one person will say<br />

‘Love y’all’ and you will hear all the other family members reply with ‘Love y’all.’ Levi is usually the first<br />

one to prompt this but we all do it when we want to. I think this makes our family unique because we<br />

do remind each other through our love language of what we mean to each other, daily.”<br />

Celebrating Valentine’s Day: The family gets in the spirit of this holiday by enjoying mom’s decorating<br />

in a special part of their home, and indulging in a nice meal together at home or at a restaurant.<br />

They give each other special tokens of their admiration for each other and of course, enjoy creating,<br />

crafting and delivering their Valentines.<br />

What Makes It Tick: They love reminding their family and friends about how much they mean to them,<br />

which is what Valentine’s Day is all about for this tribe. Keeping in mind how much Jesus loves them<br />

and how He asks them to love one another is also an important reflection on this holiday.<br />

he was four years old, has been a great way for<br />

• Plants to set: Alyssum, Calendula, Canterbury Bells, Carnations, Columbine,<br />

Petunia, Phlox (Louisiana), Shrimp Plant, Snapdragon, Stock and Verbena.<br />

• Plant beets, broccoli (plants), brussel sprouts (plants), cabbage (plants), carrots,<br />

enjoy several public venues, including The Garden, Rockin’ Bar-B-Que<br />

Saloon and the Chuck Wagon. Plus, the carnival is open, for wild rides and<br />

fun games. The Miller Lite Stage at The Garden features some of the best<br />

up-and-coming and established artists in Texas country. The Rockin’ Bar-<br />

B-Que Saloon also features live and DJ music and has an outside patio for<br />
